Good Friday is the day of the Prayer of Reparations.

Reparations have nothing to do with slavery or the color of one's skin, but the heretics do not care as long as they make money.

It is part of the Second Amendment for the crime of blasphemy for those in heaven, otherwise known as the elected officials who have been improperly defrocked by lies, propaganda, in the violation of oaths of office.

The Second Amendment is the default mechanism of the First Amendment, when your voice in grievance of governance is ignored.

There is a separate set of laws for officials who have been granted the right to bear the arms of the state.

Reparations is the prayer for Jesus, Christ the King, to receive justice for the ethical crime of blasphemy, or rather propaganda in false claims, which led to his removal of office as to protect the children's trust, more readily understood as public trust, the posterity of the best interests of society, in a removal as a leader, figure head of society, by and through the voice of the people in consent, not fear, in the public record, in a court ordered death, by fraud.

Hence, the fall from the heavens, stripped of his crown, in a stained, amorial in legacy, heraldry, devoid of due process or the right to voice one's innocence.

The apostasy is when these public and private for profit and not for profit officeholders renounce the laws of the land, in ethics, or what I prefer to call stealin' the children, land & votes, by exiling the right of vote, by kicking due process off the edge of the democratic world.

Grand juries possess the right to vote, you know.

The Prayer of Reparations is for office holders, who dedicate their lives through the oath of protecting the future of a civil society by representing the people who believe in the content of character, through the transfer of their voice, in consent or grievance, in justice for all in the triggering of the Second Amendment, through courts of law, in ancient mechanisms such as the writ of quo warranto.

Reparations:

• the act of making amends, offering expiation, or giving satisfaction for a wrong or injuries
• something done or given as amends or satisfaction
• the payment of damages : INDEMNIFICATION
• specifically : compensation in money or materials payable by a defeated nation for damages to or expenditures sustained by another nation as a result of hostilities with the defeated nation —usually used in plural

This story is used to teach society about bearing false witness.

Propaganda, lies against one who holds office and was made to fall from the heavens, to the earth, to be tried by the laws of man.

This Passion Prayer is performed on Good Friday.

There is higher value of settlement; love, the agape of society.

The love of man is supposed to be the land, but it is not, as the United States maintains the hierarchic laws of human property classifications, residuals of the peculiar institution.

This is the foundation of the Second Amendment, the right to keep and bear the arms of the nation in heraldry, another set of ecclesiastic law.

Prayer of reparation for insults and blasphemies

O Jesus, my Savior and Redeemer, Son of the living God, behold, we kneel before Thee and offer Thee our reparation; we would make amends for all the blasphemies uttered against Thy holy name, for all the injuries done to Thee in the Blessed Sacrament, for all the irreverence shown toward Thine Immaculate Virgin Mother, for all the calumnies and slanders spoken against Thy spouse, the holy Catholic and Roman Church. O Jesus, who hast said: "If you ask the Father anything in My name, He will give it to you", we pray and beseech Thee for all our brethren who are in danger of sin; shield them from every temptation to fall away from the true faith; save those who are even now standing on the brink of the abyss; to all of them give light and knowledge of the truth, courage and strength for the conflict with evil, perseverance in faith and active charity! Blasphemy is what no one wants to talk about because there are certain heretics who wish to repeal ancient moral code, from the annals of history.

This moral concept of reparations is Talmudic in origin, but many fail to understand the mechanisms to engage such legal mechanisms, as these are not laws of the land, but of the heavens, or more intuitively understood as attorneys, elected officials, for and not for profit office holders who bear the arms of the state, being the United States.

When an elected official is removed from office, without due process, and dies, however shall reparations be obtained, is the sacred mystery of atonement we, as a world, have yet to address because Trump keeps obstructing justice by keeping that IG Report in his backpocket.

Perhaps, Trump will be the Easter Bunny and bring justice for all, in the form of reparations, because slavery was never abolished, it is just called modern human trafficking, but I prefer the term trafficking tiny humans, because it always starts with the children because that is how this great nation was built.

"The creature's love should be given in return for the love of the Creator, another thing follows from this at once, namely that to the same uncreated Love, if so be it has been neglected by forgetfulness or violated by offense, some sort of compensation must be rendered for the injury, and this debt is commonly called by the name of reparation".

Knights of Columbus support Vatican broadcasts during Holy Week

The Knights of Columbus announce their financial support of the Vatican’s Holy Week and Easter broadcasts, and a gift to the Vatican’s Pediatric hospital.

Christians around the world are preparing to celebrate the Easter Triduum amid the coronavirus pandemic. In order to help as many people as possible participate in the liturgies from the Vatican, the Knights of Columbus will provide financial support for the global broadcast of the Way of the Cross on Good Friday, and the Easter Mass on Sunday.

In a statement released on 8 April, the Knights communicate that they will underwrite the cost of broadcasting both the Good Friday Stations of the Cross on 10 April led by Pope Francis, and the Pope’s Easter Sunday Mass and Urbi et orbi blessing on 12 April. The funding will cover costs related to the satellite transmission of these events.

On 27 March, the Knights of Columbus sponsored the broadcast of Pope Francis’ extraordinary Moment of Prayer and Urbi et orbi blessing (to the city of Rome and the rest of the world) which took place in St. Peter’s Square.

Donation to hospital
In a separate initiative, the Knights are donating $100,000 to the Vatican’s Bambino Gesù pediatric hospital in Rome. This donation will be used to transform a space in the hospital’s neonatology department into a treatment room for infants and newborns who are infected with the Covid-19 virus.

The unit will be named after the founder of the Knights of Columbus, the Venerable Servant of God Father Michael J. McGivney. It will feature ventilators and other specialized equipment associated with the treatment of coronavirus’ respiratory symptoms.

Timely support
The Supreme Knight, Carl Anderson, noted that “these projects are particularly timely given the global pandemic…With so many in Italy and around the world currently homebound, our support of Vatican broadcasts will allow our Holy Father to join in prayer with Catholics from every corner of the globe during this critical time.”

The Knights of Columbus have worked in Rome at the request of the Popes for 100 years. “Our support of Bambino Gesù hospital continues that tradition of service,” the Supreme Knight said.

As an infectious disease physician, I (and many others) was shocked at last night’s announcement that Vice President Mike Pence was appointed to oversee the Coronavirus-19 (COVID19) response. There are a number of reasons why.

First, while the President cited Pence’s experience with healthcare as Governor of Indiana, he was widely criticized by the infectious disease community, particularly for his response to opioid use and HIV.

HIV: In Indiana, Pence was instrumental in fueling an HIV epidemic. In tiny Austin, Indiana (pop. 4200), Planned Parenthood, the only place where people could get HIV testing, was defunded. Combine that with poverty, high unemployment and drug use, and the town had over 150 cases of HIV. This prompted then CDC Director Tom Frieden to note that Austin now has a higher incidence of HIV than "any country in sub-Saharan Africa… They've had more people infected with HIV through injection drug use than in all of New York City last year." Many were coinfected with Hepatitis B and/or Hepatitis C (HCV), causing further illness and costly treatment. In fact, in the U.S., 50-80% of people with IV drug use  become infected with HCV within 6-12 months of starting injecting drug use, all avoidable with needle exchanges.

Pence was adamantly opposed to needle exchanges, although they are of proven public health benefit and efficacy in reducing these infections which can be transmitted sexually or by shared needles. Two months after the outbreak was detected, Pence said he would “pray on it.” Because of the HIV epidemic, Pence reluctantly agreed to allow needle exchanges—but only briefly and only in that county. The Chicago Tribune’s David Rutter (@theeditor50) concluded: “The public's HIV treatment bill for Austin will run $200 million once the epidemic peaks—at least $1 million to save each uninsured patient, say health experts...It's the price of inattention and indifference.”

Public Health:

Here, too, Governor Pence was known for cutting funding for the state’s public health departments. Indiana spent $12.40 per person on public health, compared to $220 for West Virginia. As a member of Congress, Pence also voted against the State Children’s Health Insurance Program although he professes belief in “the sanctity of life.”

Massachusetts Children's Trust Slush Fund Busted - Happy Foster Care Propaganda Month

It seems Massachusetts has been busted for another child welfare fraud scheme.

This time they found the Social Security Survivor Benefits that are intercepted by the State.

Investigates: Foster Children’s Money

Millions of dollars taken from children in Massachusetts. Investigative reporter Hank Phillippi Ryan found some call a secret system. Who is getting their money, and why? 7 Investigates.

Landon’s life was sad as any little life could be. When he was a baby he was put in foster care with his Auntie Kristen. Then when he was two years old he lost his single mother to a drug overdose.

“It breaks my heart,” Kristen told 7 News.

Then Kristen learned something else that would change their lives: Because Landon was in foster care, he’d also lose his survivor benefits: Thousands of dollars he was entitled to because his mom worked and paid into Social Security.

“It makes me so angry,” Kristen said.

The family had hoped to save the money for Landon’s future, but who was actually taking those thousands? The State of Massachusetts.

“And who would get that money,” Investigative reporter Hank Phillippi Ryan asked.

“They would,” Kristen replied.

“Not your nephew,” Hank asked.

“No,” Kristen said.

Foster kids, the ones who’ve lost their parents, and lost their homes, and are sometimes sent to live with strangers. We found the Massachusetts Department of Children and Families is taking millions of dollars from them.

“It just baffles my mind,” Kristen said.

But DCF officials confirmed it. No one would go on camera, but they told us as legal guardians of the foster kids, they can legally take 90 percent of their Social Security Survivor Benefits to reimburse the Commonwealth’s general fund for their care.

That’s even though Mass law requires the state to pay for the care of foster kids. And does not require kids to pay the state back.

Attorneys fighting for change say taking the money hurts those unfortunate kids even more.

“Their sole reason for existing is to serve and protect abused and neglected children is instead using those children as a source of revenue to go after their money and take it from them. And in my mind it’s theft,” Attorney Daniel Hatcher told 7 News.

How much is the state taking from these foster kids? We found in the last three years alone DCF kept 5.6 million. And every time the state takes guardianship of a new child the state can take their benefits, too.

It was only when Kristen was finally named Landon’s legal guardian, two years after his mom died, the benefits started going to him. Now, finally, future checks will go into his savings account.

“There’s got to be another way, not taking from these children as the answer. It’s not the answer,” Kristen said.

Though other states do this too, Maryland recently limited the amount of benefits a child can lose. And in Congress, there’s now a bill in the works requiring all the money be held for the children until they’re adults.

Another Child Welfare Operation Busted In Child Trafficking

From the beginning of my blog, I have been coming up with the most entertainingly creative ways of enlightening "The Elected Ones" that child welfare, all inclusive of foster care and adoption, is more than just human trafficking and Medicaid fraud.

"The Elected Ones" are more focused on being deified in securing political titles of nobility than the trafficking of children.

Child welfare is the foundational tenats of Chrisitanity.

This religious foundation used to be called imperialism, but now it is known as privatization, a machine to take over institutions for personal inurement, whether that be financially or the opportunity to be glorified in the churches through complicit ignorance.

Yes, even the churches cover up child trafficking with Faith Based Inititative funding.

Give a church some money and they will sing the praise of the tax exempt God, for any child welfare policy they are paid to promote, because that is all they know how to do in order to survive.

Philadelphia Child Protection Agency Caught Running Pedophile Ring

Philadelphia police have busted a Child Protection Agency whose employees were caught operating a pedophile ring. 

The Camden County Prosecutor’s Office in New Jersey has charged 55-year-old Charles Borrelli, a senior employee of the Philadelphia Department of Human Services, with third-degree possession of child pornography.

Thegoldwater.com reports: According to investigators, the Camden County High-Tech Crimes Unit, conducted a full and detailed search of Borrelli’s home on Rollingwood Drive after they’d received a tip from. The National Center for Missing and Exploited Children.

Investigators say that during the search they seized multiple digital devices from his residence that all were found to contain child pornography, in which led to Borrelli being arrested at his home without incident.

Borrelli is the also owner of the company Dynamic Sights, an IT consulting firm that has been around since 1994, according to a bio on the company’s now deleted website.

Various services were offered by Dynamic Sights that included web design, IT project management, as well as drone and event photography.

 For the past 15 years however, Borrelli worked directly with Department of Human Services, in which is responsible for the wellbeing of thousands of at-risk children in and around the Philadelphia area, although now it seems he was doing so because he is a pedophile.

He also worked as part of a team that built and maintained the IT infrastructure at DHS, including what’s now their current case-management system, that allows caseworkers to track children and their families; and apparently, pedophiles who work inside the DHS also use it for following children.

I keep telling you people it is all in the databases and the contracts.

According to two DHS sources from within the organization, Borrelli had unfettered access to the databases that include personal information about the children under DHS care, without supervision.

This is incredibly worrysome that a pedophile could have been monitoring or even worse stalking these children.

Borelli has not been charged with directly harming or exploiting children as of yet, and authorities have not alleged that he made any improper use of the database information, but sources from inside the DHS have expressed their concerns.

 DHS spokesperson Alicia Taylor says that all DHS contractors who work directly with children undergo clearances in accordance with Pennsylvania’s Child Protective Services Law, but that contractors who do not work with children are not subject to the same requirements.

 I hate to tell Miss Taylor, but clearly this pedophile was employed with then for fifteen years and their failures to recognize such have not only made their organization a fraud but I would suggest that there are likely even more who have slipped through the cracks.

 It’s a pedophile’s dream to work with kids like this, and Borrelli successfully achieved the potential to have tens of thousands of children at his fingertips.

 Alicia Taylor still insists that Borrelli did not have direct contact with children as part of his IT contract with them, but that’s a moronic statement because he had access to their information and could have been preying upon them.

The agency’s 2013 annual report includes a photo credited to a “Charles Borrelli” that was taken of a child at a DHS event.

 “DHS was surprised and horrified to learn of the charges against Mr. Borrelli,” says Taylor.

“DHS learned of his arrest on December 11th from an online news article and promptly contacted law enforcement. We are currently cooperating fully with authorities.”

 Borrelli was since been released from jail pending trial, which only further shows the incompetence of the Judicial system. Pedophiles should not have a bond, period.

 Despite the charges Borrelli did not return a call from Philly Mag, who reached out for any potential comment.

Will Michigan Stop Medicaid Fraud In Child Welfare With New Bills?

For those of you who do not know, Child Protective Services, and its child welfare contractual arms of the state, are allowed to enter into public record, lies.

CPS has the Right To Lie, even though the 9th Circuit Court said it did not, but, then again, who is going to enforce this basic concept that a lie is nothing less than fraudulent manipulation of the public record in order to maximize revenues of these privatized, tax exempt child placing organizations?

We most certainly know "The Elected Ones" have no intention of lifting a finger, as demonstrated for the last 20 years by ignoring the most staunch, outspoken advocates calling for the entire child welfare system of Michigan to be examined.

God forbid "The Elected Ones" compromise their campaign funding.

Will the federal court which is monitoring the State's child welfare system ever address the fact that a lie, in a child welfare court proceeding, is cost reimbursed through the filing of a false claim to Medicaid?

Nope, which is because Children's Rights, who is the plaintiff in the federal case, never thought what I had to say about Medicaid Fraud in Child Welfare was relevant to their attorney fees.

Will the Michigan Attorney General step up to the plate and speak upon "lying" in a child abuse and neglect proceeding by its privatized, tax exempt child welfare contractual arms?

Hell no.  That would mean the Attorney General would have to snitch upon itself as Wayne County is the only county in the state where child abuse cases are prosecuted by Assistant Attorney Generals, and not the County Prosecutors.

How could the Attorney General possibly, contemporaneously "advise and advocate"?

Will the Michigan Attorney General Medicaid Fraud Control Unit lift a finger to prosecute & recover, contractually bar, invoke license revocation against these contractual child welfare arms of the state which "lie" in a court of law to fraudulently bill Medicaid?

Why start now when the state has a good thing going on through privatization fraud schemes?

Besides, if the state did go after "lying" in the court, it would mean the state would eventually have to reimburse the federal government all that Medicaid money, which typically goes into political campaigns, tax exempt as dark money, of course.

So what lying in a CPS proceeding basically means is that Michigan will remain #1 in human trafficking of children.

I have serious concerns with the concentrated powers relegated to these Child Advocacy Centers, and rightfully so.

Bills would make CPS tape interviews with kids

Mecosta County father who lost custody of his daughters urges passage of measure

LANSING, Mich.  (WOOD) — On a sunny, early spring day in Lansing, Cary Flagg was itching for a fight.

“I can’t fight legally anymore for my kids. Now I fight for other parents,” he said.

The 35-year-old father from Mecosta County lost custody of his four daughters over allegations of sexual abuse, even though he was never charged with a crime.

Flagg was accused of sexually abusing two of his young daughters after an investigation by Children’s Protective Services. The court’s decision was based on the testimony of a state-paid psychologist, a state-administered polygraph and an investigation that even the judge said deviated from protocol. It was a civil rather than criminal matter, where the rules of evidence were less stringent.

Now Flagg is fighting for change in Lansing.

Appearing before the state House Judiciary Committee this month, Flagg told lawmakers his child custody case is a prime example of why forensic interviews with small children should always be video recorded.

“The videotaping of the forensic interviews (is important). If the jury would have actually heard what was said, I would have never lost my children. I wouldn’t have been terminated,” Flagg testified.

In 2013, Flagg and his ex-wife were going through a bitter divorce and custody fight. CPS was involved and there were complaints on both sides, though nothing was ever substantiated. Later that year, the girls’ mother took their then-5-year-old daughter to the hospital after blood was found in her underwear. A CPS investigation was opened and investigators immediately focused on Flagg.

Flagg insists he never touched his daughter.

CPS investigators and a Mecosta County sheriff’s deputy interviewed the children — but none of those interviews were documented on video, leading to ambiguities as to what the child said or didn’t say. That confusion would have been eliminated if the interview had been taped.

“I would have been able to use these tools to prove my innocence and to prove what was actually said in their own voices to the jury and that jury would have never given jurisdiction,” Flagg said.

Last year, Target 8 asked former CPS caseworker Ben Hall to look at Flagg’s case. Hall said what happened to Flagg is an example of a department employing investigators who were inexperienced, overworked and often at the mercy of supervisors who never had any contact with the families under investigation.

“Children are being removed from families not because of the law, not because of safety, but because of policy,” Hall said.

BILLS WOULD REQUIRE RECORDED INTERVIEWS

Since his termination, Flagg and his new wife Sara have lobbied lawmakers to support CPS reforms. They have formed online support groups and have gotten active, throwing their support behind a trio of bills that would mandate investigators videotape forensic interviews of children.

“It’s something that protects everybody, if there’s abuse we would like to see that excised.  If it’s not we would like a clearer picture of that as well,” Sara Flagg said.

The proposal has detractors. The interviews would span each county and family court statewide, creating potential storage and maintenance issues. Others insist the camera itself may retraumatize vulnerable children, although supporters say the device would be hidden.

The bills have bipartisan support, including from state Rep. Jim Runestad, R-White Lake.

“It is a major, major issue with families and our system today,” Runestad proclaimed.

Michigan Department of Health and Human Services spokesman Bob Wheaton said in an email to Target 8 that the agency “has not taken a position on the bills.” Wheaton said they “are working with the bill sponsors.

“Our goal with any legislation is to make sure our staff have the tools they need to adequately protect children,” the statement said.

CPS Manager Colin Parks acknowledged to Target 8 last year that there were areas for improvement.

As of Tuesday, the bills — House Bills 4298, 4299 and 4300 — remained in committee.

“There are cases where we could have done better,” Park admitted.

Cary Flagg says the state owes it to parents to be better, and recording the interviews with small children would be a start.

“I know not being able to play that recording in front of a jury is what cost me my kids,” he said.

The point is that there is a delicious trail of spectacular morsels which have been placed in the faces of the imperialistic morality parade, or as I like to call it, "Privatization in the name of God".

Kansas CPS snatching poor kids for free labor

Back in the days, after the "glorious" (stated with sarcasm) Emancipation Proclamation, selling children as chattel was a lucrative alternative form of labor acquisition called orphan trains, for the purposes of saving souls.

Yes, poor parents, typically immigrants and emancipated slaves, who could not afford foundling homes to care for their children while they worked in slave conditions, ended up witnessing their children being shipped of to the burgeoning West where parental prayers of hope for their children were met with an deafening silence all because the parents were poor, the mother was alone, and the child labor was free.

Kansas, living the residuals of stripping sweet grass for the American dream of agriculture, experienced the Great  Dust Bowl, and other ills of poverty..

The response, to glorify child poverty, was the "Wizard Of Oz".  " There is always hope in fantasy".

So, If the lawmakers, community leaders and all other stakeholders interested in the economic future of the State of Kansas have yet to follow the "Yellow Brick Road" to understanding that they are on the wrong path to socio-economic sustainability through privatization, then I guess, we must sit back and morbidly laugh at the reconstruction of the oldest form of survival, selling chattel, the oldest form of survival.

Look at your own data.

So, if the people of Kansas cannot understand what privatization is, then, let them continue to experience it first hand, until they repulse themselves.

New national report questions privatized government services like those in Kansas

TOPEKA — At a time when the state of Kansas' privatized child welfare programs are coming under heightened scrutiny, a new national report says privatization generally leads to lower quality services, especially for the poor and people of color.

The report, by the Washington, D.C., think tank In the Public Interest, says that privatization, especially at the state and local level, is threatening the very mission of programs that provide public goods and services.

"Private companies have left social safety net programs in tatters," the report states. "Many workers employed by government contractors have plunged further into poverty because of declining wages and benefits. And as private interests continue to siphon money away from public services, the dismantling of public goods not only perpetuates pervasive economic inequality, but also contributes to increasing racial segregation."

In the Public Interest describes itself as a research and policy center whose goal is to "ensure that government contracts and agreements and related public policies increase transparency, accountability, efficiency, and shared prosperity and opportunity through the provision of quality public goods, services, and assets."

Over the last 20 years, Kansas has gone further than many other states in privatizing social safety net services for the poor and underprivileged.

In 1997, during former Republican Gov. Bill Graves' administration, Kansas became the first state in the country to hand over virtually all of its child welfare services, including foster care and child adoption programs, to outside contractors.

More recently, in 2012, Gov. Sam Brownback's administration fully privatized its Medicaid program, turning over responsibility for paying claims and managing patient care to three for-profit insurance companies and changing the name of the program to KanCare.

And in 2013, the Brownback administration outsourced its child support enforcement program to private contractors.

All of those moves have been controversial to varying degrees, but none more so than foster care and adoption, which is now the subject of an ongoing Legislative Post Audit review, which is due to be released in February.

Concerns about privatized child welfare services also came up Sept. 30 when the State Finance Council, a group made up of the governor and legislative leaders, approved paying $100,000 as partial settlement to the family of a 4-year-old boy who was killed while in custody of the state's foster care system.

Senate Democratic Leader Anthony Hensley, of Topeka, said after that meeting that he opposed privatizing child welfare services during the Graves administration, "because this is the type of thing that I think the government should be responsible for ... and this is a perfect example of why I believe I was right in opposing the privatization of our child welfare system."

According to In the Public Interest's report, such tragedies are not uncommon under privatized child welfare programs, and the negative consequences of privatization fall disproportionately on the poor and people of color.

"Researchers have found that Native American, African American, and Latino children in certain states are, compared with white children, removed from families at higher rates once identified by child protective services," the report states, citing a 2011 study in the journal Protecting Children.

"Children of color also stay in foster care for longer periods, experience more placement moves, and exit the foster care system without permanence, while their parents receive fewer services."

ITPI executive director Donald Cohen said the fundamental problem with privatization is that it's based on the promise of cutting costs. And while some contractors may be able to perform the job at a lower cost than government, he said, public agencies still need people to monitor the contractor to make sure the job is being done right.

"They always say they can save money by doing it," Cohen said during a telephone interview. "But agencies never increase their monitoring staff, because it’s all about saving money. If you don’t watch, bad things happen. When you contract to paint your house, if you’re not watching a little bit, bad things happen."

"It’s not all crookedness," he said. "It may be corruption or it may be incompetence. It may be unintended events. There’s no shortcut to doing high quality stuff in services. It costs money. It requires expertise."

Cohen also noted that monitoring the performance of an outside contractor is often more difficult than monitoring the state's own employees.

"The distance between the person doing the purchasing — which is who is accountable to the public and basically responsible for the outcomes — the distance between that person and the person providing the service is now longer because there are intermediaries," he said.

And the distance gets even greater under models like the one Kansas uses, where two major contractors provide services in different regions of the state, and those contractors then subcontract with more than a dozen local-area subcontractors.

Privatization still has its advocates in Kansas, especially within the Brownback administration which says KanCare — the privatization of Medicaid through managed care plans run by private insurance companies — marked a significant improvement to the state's Medicaid system.

Prior to KanCare, much of the Kansas Medicaid program was already privatized. Pregnant women, children and families, who make up the bulk of the Medicaid population but only a fraction of its cost, were enrolled in managed care plans administered by private insurance companies.

KanCare extended that model to the remaining Medicaid population, primarily the elderly and disabled, who make up a smaller share of the population but account for a much larger share of the overall cost.

"The previous system was a one-size-fits-all system which did not provide people with a choice of plans and services available to them under KanCare," Lt. Gov. Jeff Colyer said in an email statement.

"There are more than a dozen states following our lead and implementing KanCare" said Brownback's spokeswoman, Eileen Hawley, argued that KanCare has slowed the rapidly spiraling cost of Medicaid while providing patients with better care.

"Each individual with a complex condition under KanCare has a care coordinator who makes sure they are getting the full care they need whether it is medical, mental health or home-based care," she said.

But even the supporters of privatization in Kansas concede that it still requires vigorous monitoring and oversight by the agencies that outsource public services.

In 2015, the conservative Wichita-based think tank Kansas Policy Institute and the libertarian think tank Reason published a paper on the benefits of privatization that included a list of "best practices." Among them were suggestions to focus on "best value" rather than "low bid" contracting, and ensuring accountability through "rigorous monitoring and performance evaluation."

"Governments should never sign a contract then walk away," the report said. "The public sector role does not end with privatization, but rather shifts to a position in which public managers are responsible for ensuring that their private partners live up to their contractual commitments."
