Massachusetts Audit Blames Bouncing Foster Kids For The Need Of A Tiny Human Asset Management Tracking System - Happy Child Abuse Propaganda Month

As we begin to close out the celebration for Child Abuse Propaganda Month, let us pay tribute to Massachusetts and its history in trafficking tiny humans.

Yes, there is more to Child Abuse Propaganda Month than just blue pinwheels money hustle because May is Foster Care Propaganda Month.

In order to acquire goods for the child welfare industry, one must have pretty, shiny reports showing that a state's foster care system need more money.

At the time I pulled the pretty colored fact sheet of the report, the report has yet to be uploaded to the state databases, so you can keep checking back for it.

What bouncing tiny humans for money looks like

Foster children often bounce from school to school, suffer chronic absenteeism, experience disciplinary problems, and drop out more frequently than their peers.

Bouncing from school to school is a modern term for trafficking tiny humans.  When one is legally kidnapped from their family, you have a tendency of disciplinary problems that are remedied with lots and lots of second generation antipsychotropics for testing.

Yet poor communication between state child welfare administrators and local schools and conflicting regulations create significant hurdles and educational delays for abused and neglected children as they are moved from foster home to foster home, according to a new state auditor’s report.

Poor communication is called privacy.  Child welfare is all compartmentalized because each department has its own private contractor fraud scheme they know nothing about because the child placing agencies are all outsourced to self-report and no one is going to dry snitch on themselves.

Amid the communication and coordination roadblocks, low-income communities often end up shouldering the financial burden for educating these children, the report said.

Poverty is abuse and neglect, which is why the Medicaid billable term is called Targeted Case Management, where they target poor communities, which means the communities lose appropriations due to forced migration.  These kids are typically lumped into school districts that are stressed for resources, for loss of funding, and throw their hands in the air when it comes to providing these kids any form of help in knowing they will be "bounced" in a few days.

“Too often, the educational success of these students is hindered by a complex bureaucracy and a lack of resources and expertise, and this burden is particularly acute in low-income communities,” state Auditor Suzanne M. Bump said in a statement. Last year, about 6,800 public school students in Massachusetts were in foster care and state education data indicate that about 45 percent of students in foster care require special education services.

School districts devote “considerable time and effort to ensuring that children in foster care are receiving the right educational services,” the report said.

School districts, not the child placing agencies or the state, devotes services.  Please take note of this burden for lack of replenished resources.

But it said some school districts report they receive inconsistent information from the Department of Children and Families, the state’s child welfare agency, while others say they receive no notice from DCF when a student in foster care arrives or leaves their district.

The school districts called the information they receive form DCF "inconsistent".  How cute.  I prefer the term fraudulent.  Alot of times DCF will have multiple identities for the kids to bill.  When a kid is adopted, the name changes, along with everything else, meaning there is no record.

“Several districts reported that they have informed DCF that a foster student has been absent from school (sometimes for periods in excess of 40 days), only to find that DCF has not acted on that report, or has not acted promptly to work with the district on the absenteeism issue,” it said.

No one acts on the reports of missing children because SACWIS, the human asset management system is a joke.

The report noted that these communication gaps can mean students endure duplicative testing and assessments that delay placement in an appropriate educational setting, while increasing the cost of providing the services.

And duplicate billing, double billing, phantom billing.....

“These children tend to bounce around from one community to another and there is no good way to track their educational history, let alone their personal history, so when they arrive at a local school district, the district is starting from scratch,” said Tom Scott, executive director of the Massachusetts Association of School Superintendents.

Ooooo...what a great argument to advocate for tagging and tracking tiny human assets with chip!

Baker administration officials said in response to Bump’s report that the state education department provides training to schools, districts, and DCF staff, aimed at minimizing transitions in education for students in foster care.

The schools and districts are not the problem.  It is the entire child welfare system. It needs to be dismantled and purged of all the nefarious actors who exist in the private spear, monetizing our children for the best interests of their foreign corporate investments in Social Impact Bonds. I would place a heavily weighted responsibility upon Mitt Romney for this.

Administration officials added that Governor Charlie Baker’s education funding proposal filed in January includes an expansion of counseling and psychological services for schools, which would benefit children in foster care.

But what does that do for a kid who is being bounced?

“While our offices will carefully review the full report, many of the auditor’s recommendations are already implemented or underway,” said a statement from the Executive Offices of Education and Health and Human Services. “The Department of Elementary and Secondary Education and the Department of Children and Families have strengthened collaboration and communication between the two agencies and local school districts, including issuing joint guidance in 2018 and all stakeholders continue to strengthen communication and coordination to better support school districts.”

Bump’s report suggests that DCF and the state education department, known as DESE, collaborate on creating and maintaining an electronic “dynamic list” of students in foster care to improve tracking, but also for analysis of trends and for future financial planning. She also recommends the state create an “electronic backpack,” a database that would allow school districts to quickly access education information on foster children.

Someone is going to make a whole bunch of money.  I wonder which tax exempt foreign corporation will be the lucky ones to get the first contract?  Backpacks are a popular idea when it comes to trafficking tiny humans, and other humans around them, and hacking computer systems in the schools you know.

The report does not indicate which state agencies should pay for these initiatives.

Have no fear! Someone will have a child welfare NGO pitch some more pretty shiny brochures, with a really cool website, to pitch the Medicaid contract to implement human assent management systems.  You know they like to start tracking humans at pre-birth, now-a-days.



Happy Child Abuse Propaganda Month

The report notes that providing educational services to foster children poses a “financial strain” on local schools that is not offset by local tax revenue or state funding. The state pays some money toward educating these students, but the report said it’s not clear whether this reflects “the true cost” for local districts.

We still function on the arcane system of administrative operations in chattels.

Bump’s warning about the lack of adequate education funding for foster children comes as the state Legislature is engaged in a broader debate about how to boost state aid to school districts across Massachusetts.

Broader debate is called litigation.  Massachusetts has an issue with stealin' in its Children's Trust Fund.

Bump also suggests DCF and DESE should jointly provide training to DCF social workers and local school district staff on how to collaborate to make the best decisions for foster children’s educational placements, and for sharing information.

I have a much more economical response.  STOP STEALIN' TINY HUMANS!

Local school districts also are struggling to transport foster children to and from school, and to pay those costs, as foster children often are enrolled in one school district but live in another, the report said. Federal law requires that changes in school placements for students in foster care be minimized to lessen their trauma, and that unless it’s determined to be in their best interest, children should remain in the school district they were in prior to foster care.

Minimization and lessening of trauma for children in foster care is called "drugging children".  It is far more profitable and compassionate to chemically constrain a kid.

To meet those transportation needs, schools reported spending a total of $3.2 million just last year, the report said.

Yet DCF officials told Bump’s office that the department’s social workers are also dedicating a significant chunk of their time, sometimes as much as 40 percent of their time, transporting children to school or family visits.

I would say make a special division to assist the workers to transport the children and the parents to all the services they need to keep the child out the system.

To address the financial concerns, Bump called on the state to cover the full cost of transportation for foster children.

Good. Tap into those foreign children's trust funds bank accounts.  It is their money. Give it back.

The toll on children from this instability is considerable. Bump’s report said studies have found foster students lost from three months to one year of academic achievement each time they are moved to another school.

Children's Rights, a group I really have no respect for their work, as it is nothing but a attorney fees grifter scam, did nothing but get a federal monitoring contract for which you can clearly see, in this state, pretty shiny brochure, that not a damn thing has been done for the children, except for more money to be demanded.


The money spent on this litigation and monitoring could have gone to helping "The Poors" so the children would not have to be legally kidnapped.

Hopefully, Nancy Edmunds will finally realize that it is time for federal intervention because this case has been going on for over 10 years, with no improvement but lots of attorney fees for Children's Rights, not one penny for the kids, without one mention of Michigan Children's Institute Superintendent, the legal guardian, the one and only corporate parent for over 10,000 children in foster care.

I wonder if the Court will address the Michigan Children's Trust Fund, Interstate Compact for the Placement of Children, which is what DACA and the border children issues are about since Congress is clueless, but then again, we are dealing with UCC and Corporate Shape Shifters, so I have no idea.

Perhaps, the Court should have someone ask Orlene to explain about the Corporate Shape Shifters and the fake billing in Michigan Child Welfare, considering the fact that she really, really wants that job as LARA Director.

State director moves to avoid pot conflict because of lobbyist spouse

Lansing — The director of a sprawling state department said Wednesday she has agreed to take extra precautions to avoid potential conflicts of interest related to the regulation or licensing of businesses her lobbyist husband may represent.

“I pride myself on honesty and integrity,” Orlene Hawks, director of the Michigan Department of Licensing and Regulatory Affairs, told lawmakers who are considering her appointment by Gov. Gretchen Whitmer.

Hawks’ husband, Michael Hawks, is a registered lobbyist and an owner of Governmental Consultant Services, Inc., one of Lansing's largest lobbyist firms.

GCSI represents companies and associations for industries overseen by the department his wife now leads, including businesses entering Michigan’s burgeoning marijuana industry that must obtain state licenses to operate.

Hawks said she does not anticipate significant ethical complications in her role but has adopted a conflict "avoidance" plan and would delegate authority to deputies should issues arise.

“When I make a decision as director, it will be based on the interest of the public and not any private interest,” she said.

The 10-page compliance plan, signed by Hawks on Tuesday and provided to The Detroit News, specifies that she will not hold any financial interest in her husband's lobbying firm and will not personally participate in contract negotiations or permit decisions for any business that employs GCSI. The agreement includes other general conflict-of-interest provisions.

Whitmer last week issued an executive order that will abolish a politically appointed medical marijuana licensing board and create a new Marijuana Regulatory Agency within the department to regulate both medical and recreational marijuana.

Because it will be a “type 1” agency, the new licensing authority will operate autonomously from the department, aside from budgeting and administrative services, Hawks said.

“Everything else, decision making and otherwise, will be with the executive director that is appointed by the governor,” she told reporters after the hearing.

Michael Hawks was named the second most effective multi-client lobbyist in the state by a 2017 MIRS/EPIC-MRA Insider Survey.

Clients at his lobbying firm include the Michigan Cannabis Development Association, Cannarbor, Medifarm and PSI Labs. Other GCSI clients include the Michigan Beer and Wine Wholesalers and Consumers Energy, which are regulated by other type 1 department subsidiaries, the Liquor Control Commission and the Public Service Commission.

Director Hawks testified before the Senate and Advice Committee, which is considering most of Whitmer’s cabinet-level appointments. The Republican-led Legislature has not yet challenged any of the Democratic governor’s picks.

Chairman Pete Lucido, R-Shelby Township, asked Hawks about the potential conflict of interest, citing speculation on “the streets of Lansing” and said he was satisfied with her avoidance plan and commitment to her oath of office.

“That’s all we have to go on up here,” Lucido said. “There’s no law that permits or discriminates against her taking the position.”

Hawks described herself as a dedicated public servant who has worked in various state government roles for two decades, including as the director of Children’s Ombudsman under former Gov. Rick Snyder, a Republican.

Sen. Curtis Hertel Jr., D-East Lansing, praised Hawks and noted he worked for her 17 years ago in what was then known as the state Department of Community Health.

“Having known Orlene for as long as I’ve known her, I don’t think she would ever let anyone influence from the outside. I think she’s a confident public servant. I’m satisfied with (the conflict policy) they put into place, and I’m sure they have to do that for some reasons, but I wouldn’t be concerned either way.”

Michigan Oversight Hears Auditor General Report On Why CPS Sucks

On Thursday, September 27, 2018 the Michigan House Standing Committee on Oversight televised the hearing on the Michigan Auditor General Report on Child Protective Services.

I am still working on securing the video.

It was good.

The Auditors said that the Michigan Department of Health and Human Services did not like what they recommended for improvement.

At least they responded to them.

Typically, they do not.

The Committee will be holding hearing on the second part of the Audit.

This is for Ricky Holland the the two little boys who survived.

The worst part is that Michigan is under federal court oversight of a privatized organization, where it seems this audit contradicts the reports sent to the Court.

"Have You Seen Me": Michigan CPS Corrective Action Plan Is Really A Cover Up Of Trafficking Tiny Humans

Snyder was falsely advised by private corporations, mostly christian think tanks because they are tax
exempt and are the ones who get all the contracts for their parent corporations.

Snyder has no clue about what is going on because he is an accountant; he only sees numbers.

This is the wonderful work of Maura Corrigan, where Bob Wheaton has been the cover up spin doctor for quite some number of administrations.

He lies.

This was an observation of what was not covered in this report:

Jorgana Ransom I called the OIG - this is the OAG .. They already did their investigation it seems. CPS improperly assessed risk to children in 8 sample investigations .. - what does that mean? They already done the investigations. They have tons missing like lying to get a warrant. Or the evidence in court not backin up the actual allegations. Or a judge manipulating a jury to give them jurisdiction. The big cover up is they make the evidence look good by just making statements with no evidence to back it up. The CPS history they dig up on many is false allegations that they could not make stick the first time they take children.
Instead of me enumerating a list of what was not covered in this report, considering the fact that I have been the one and only person who has ever mastered the vast acumen of this subject matter, as the original source, with no one in possession of tools to analyze or testify, and I encourage anyone to find another human, or even a predictive modeling program, that can even come close to challenging me, in a court of law, I will just drop a few links.

Always remember, it takes a judicial determination to turn on the federal funding spigot and that decision relies upon these fake CPS reports and poverty is considered as the crime of abuse and neglect.

Lansing — The Michigan department tasked with investigating allegations of child abuse or neglect has struggled to respond to complaints on time, conduct required background checks, contact victims in a timely fashion and take other steps to ensure safety, according to a scathing new state audit.

The 111-page report, below, released Thursday by the office of Michigan Auditor General Doug Ringler documents 16 “material conditions” and seven other troubling issues identified in a review of Child Protective Services investigations overseen by the Michigan Department of Health and Human Services.

These audits, reviews, federal monitoring, compliance plans, and the lot, have been going on for a decade, yet not one single thing has been done to stop the incompetency of the system because the system was intentionally designed to be incompetent, which is why there are no civil rights in child welfare proceedings.  

Like I have previously mentioned, it is easier to get off on a murder charge than it is to be accused by an anonymous entity.

State Senate Minority Leader Jim Ananich, a Flint Democrat who has criticized the Snyder administration's handling of his city's water crisis and a false fraud unemployment scandal, called the new audit "heartbreaking" for children who were "neglected by the very people tasked with their safety."

"This isn’t the first time this administration has failed the people of Michigan and it won’t be the last," Ananich said. "This time, the victims are Michigan’s most vulnerable children. The bottom line is that they’re either bad at running government or they just don’t care – I’m not sure which is worse."

Among the findings released Thursday, auditors said that in more than half of the cases they reviewed, CPS investigators failed to conduct required criminal history checks or look for previous complaints against individuals who lived or came in regular contact with an alleged child victim.

Of the 143 individuals who should have been subjected to a criminal background check, 37 had records involving a combined 54 felonies and 119 misdemeanors, according to the audit. One had previously been convicted of felony child abuse. There were also five felony and one misdemeanor criminal sexual conduct convictions.

Of the 262 individuals who should have been subject to a complaint registry clearance check, 25 had a history of child abuse or neglect allegations, including 13 who had been investigated more than once, according to the audit.

The Health and Human Services Department, in an official response to the audit, said it has hired a full-time coordinator and changed to official policy to ensure more consistent background checks.

"It is important to note that a prior criminal conviction is one piece of information used when investigating the complaint allegations and is insufficient alone to reach a conclusion concerning parental capacity to provide a safe home and adequate food, clothing, shelter, and medical care,” the department said.


Spokesman Bob Wheaton said the Health and Human Services department “takes the findings very seriously” and is already taking actions to “make improvements for the good of children and families.”

“While the department does not agree with all (the) findings, MDHHS agrees that Children’s Protective Services can and must improve,” Wheaton said. “The department shares the concern that the Office of Auditor General has for protecting Michigan children from abuse and neglect. This is a top priority.”

Operating under a federal consent decree since 2006 because of past failures in the child welfare system, the Health and Human Services Department is generally required to complete investigations within 30 days of a complaint unless a supervisor approves an extension.

No more extensions. It has been over 10 years and child welfare, infant mortality, child poverty, continues to just keep getting worse and worse.  It is time to shut it down.

But of the 160 investigations reviewed by auditors, the state did not complete 47 within the required time frame. Those cases were completed an average of 44 days late, according to the audit, with one case taking 241 extra days.

Prompt completion is designed ‘to ensure prompt evidence collection, conclusions and actions in regard to the safety and well-being of children and families,” auditor said.

Despite the findings, the department said completion of timely investigations is actually “an area of practice strength in Michigan.” In a recent review related to the federal consent agreement, 84.2 percent of investigations were completed and approved by a supervisor within 44 days, the department told auditors.

Yet, Kevin Ryan has expanded is operations, and still, his oversight reports have failed to mention, just once, anything on the Michigan Children's Institute and has never made one single referral to the State Attorney General Medicaid Fraud Control Unit or the U.S. Department of Health and Human Services Inspector General when it comes to false claims.

The report also described how Child Protective Services investigators failed to consistently make face-to-face contact with an alleged victim with 24 or 72 hours, as required depending on risk. In 18 of the 160 cases auditors reviewed, investigators did not make in-person contact with 25 alleged victims in a timely fashion.

The first face-to-face contact with one alleged child victim came 128 days late, and the average for the other 22 alleged victims was 6.4 days late, according to the audit.

In one investigation, the complaint alleged a mother had locked her teenage daughter out of the home as a punishment and would not let her back in. An investigator visited the home 16 hours after the complaint but was told the mother had taken the child to the hospital. The investigator did not attempt to contact the child again until four days later, in the hospital.

The department agreed that contact was late in those 18 cases but said its 89 percent compliance rate in the audit shows that “making timely face-to-face contact with the involved children is consistently an area of strength for the department.”

Auditors said an automated computer system the department uses was at least partially responsible for inaccurate assessments of potential risks to children whose alleged abuse prompted a complaint an investigation.

The report highlighted inaccurate risk assessments in 57 of 156 investigations reviewed by auditors, including 46 instances where the alleged child victim was actually at greater risk than the assessment suggested.

Auditors determined that “underlying system coding caused (the Michigan Statewide Automated Child Welfare Information System) to provide an inaccurate reponse for 6 of the 7 automatically generated responses, and investigators did not always make the appropriate corrections.”

MDHHS said most of the issues were chiefly the results of user error in scoring the tool. In July 2017, the software system stopped “prefilling” question in the risk assessment, which the department said helps ensure that the worker accurately completes the assessment rather than relying on the system to score the items.

They supposedly call it predictive modeling.

A separate survey conducted by the auditor general’s office showed that a majority of CPS investigators said high caseloads negatively impacted their ability to conduct investigations in compliance with department policy, and 55 percent said that was true in at least half their cases.

Stealin' children for being poor gets a bit depressing after awhile. 

Most CPS investigators also said they were concerned about their own physical safety while conducting investigations, including 25 percent who said they feared for their physical safety at least half the time.

Yes, there are some parents who consider it kidnapping when a stranger just snatches your child, and, as a result, are willing to lay down their lives to protect their children. What would you do?

More than 60 percent of investigators said physical safety training provided by the department doesn’t adequately prepare them for unsafe situations, and 37 percent said they’ve considered quitting or transferring because of physical safety concerns.

Sometimes those kids will fight tooth and nail not to be kidnapped.

"A lot of good people are trying to accomplish a lot of good things in protecting Michigan’s most vulnerable populations," Snyder said. "It can be stressful, and I understand the frustration people involved in this area must feel when they are hindered by cumbersome processes and procedures. The focus needs to be on helping the children and we are committed to making improvements."

Child abuse or neglect investigations are sometimes triggered by mandatory reporters, such as teachers, who are required to report allegations by children.

If you are a mandatory reporter and do not report suspected child abuse, you can lose your professional license, be sentenced and face jail time.  That most certainly encourages a licensed professional, except for attorneys, judges, administrators, to report child abuse and most definitely ensures a constant, fluid stream of new cases to keep the doors open for all the Child Placing Agencies.

Investigators did not always document contact with those mandated reporters confirming they attempted to obtain additional information. In 119 cases initiated by mandated reporters and reviewed by auditors, DPS investigators did not document any attempts to contact tht mandated reporter in 25 cases.

In 82 cases, the investigator did not properly notify the mandated reporter about the investigation’s conclusions, which “is important because a mandated reporter may have established an ongoing relationship with the child victim and could potentially serve as a safety net once CPS is no longer involved with the family. MDHHS said “efforts are underway to amend policy and clarify these requirements,” auditors said.

These professionals have better things to do than to do the job of the state.

While the department disputes some of the findings, it also told editors about several changes to practice and policy it is undertaking.

Still, to this day, there are no data on the number of children who have been raped, tortured, attempted or committed suicide in child welfare because CPS does not dare mention child trafficking which goes on in Foster Care, because that would mean it would have to admit that it is jacked up, which is why they are coming up with a corrective action plan to cover it up.

“The corrective actions that we already have implemented and will continue to implement are indicative of MDHHS taking the findings very seriously and understanding the need to make improvements,” Wheaton said.

Michigan Child Proactive Services

It was a busy day in Michigan's media because Kevin is coming out with his report card, and it does not look pretty to the media.

First, you had the Detroit News come out with its take: Report: State falls short on court ordered child reforms

In my own devious spirit, I decided to spice up the discussions.

Child Proactive Services

There have been significant strides in shifting the philosophy of the state's child welfare services from taking to giving.

Michigan has recently made several proposed changes to its Medicaid policy in dealing with families.

Unfortunately, there are far too many times the only way a child, and even a family, may access medical resources is through the entry into foster care.

The proposed Medicaid policy changes will immediately reduce caseloads of the workers by reducing the need for child removals and providing much needed proactive care.

The Department of Human Services is to begin maintaining electronic health records in child welfare.

The creation and maintenance of a complaint database for children abused in foster care must be extended allow the ability for members of families to file complaints, also.

It must be kept in mind that these proposed initiatives will take some years to implement as the concepts of transparency and accountability may be too controversial for some state power players.

There are still major systemic deficiencies in the administration of child welfare, but those shall be addressed in a different venue.

That "venue" I refer to is federal court, but I though I would stir up the pot with a dash of conservative/liberal controversy regarding welfare and social assistance, as child welfare is, of course,is an entitlement program of socialized medicine.

See, there are those on the "anti-socialism-brigade" who claim that all entitlement programs should end, yet are the staunchest supporters for child protective services, an entitlement program.

Then, on the other side of the spectrum, we have the "uber-liberals" who believe poverty is a validated reason for taking a child and placing them in foster care to be adopted out to live with the fairy tale rich family in the suburbs as they hold more fundraising events to tell the public that everything is wonderful.

Then, the plot begins to thicken as the Detroit News removes my comment from the article section and the Free Press locks in with its slant:

If anyone had any sense, all that had to be done is to bring child abuse and neglect charges against the legal guardian of Michigan's children who have been allowed to suffer in foster care only to face a challenging future after they are kicked out and abandoned at the age of 18 years.

It is time someone called Child Protective Services and Terminate Michigan's Parental Rights.
