Then, after you win, or lose, you donate the leftovers of your campaign finance, in accordance to Michigan Campaign Finance Law, to your other nonprofit, that you can either use to sell for your next cycle of perpetual campaigning, like Taras used to do, or, you could invest in real estate, and start doing the early stages of the corporate shape shifting grift.

He got a percentage on the money collected, and, if you were really, really nice to him, you could even get some free properties.

Retired Wayne Co. treasurer Raymond Wojtowicz dies

Detroit — Former Wayne County treasurer Raymond Wojtowicz has died, officials said Wednesday. He was 90.

"Today, I was saddened to hear of the passing of former Wayne County Treasurer Raymond J. Wojtowicz," said Eric Sabree, the county's current treasurer, in a statement. "In 2011, (he) gave me the opportunity to work under his leadership in the Treasurer’s Office. My condolences and prayers go out to (his entire) family during this difficult time."

During his lengthy tenure, the Hamtramck native earned praise for working with distressed homeowners facing tax foreclosure, but also faced criticism because his office oversaw the foreclosure of more than 100,000 properties in a decade, The Detroit News reported.

Alisha Bell, chair of the Wayne County Commission, described Wojtowicz as "dedicated" to his job.

"He was a dedicated fiscal steward, overseeing billions of county tax dollars during his long run as Wayne County Treasurer," Bell said in an emailed statement. "He was a steady and stabilizing hand, helping guide Wayne County through some very tough financial times during his tenure."

Wayne County Executive Warren Evans also commented on the retired official's passing.

"I am saddened to hear of the passing of former Wayne County Treasurer Raymond Wojtowicz who admirably served our 43 communities for nearly 40 years, including his beloved hometown of Hamtramck," Evans tweeted. "Our thoughts and prayers are with the Wojtowicz family at this difficult time.”

When seeking re-election in 2008, Wojtowicz touted his experience in The News, including working with 20 nonprofits to give assistance to people unable to pay their property taxes.

"Every day, there are issues that come up where people need assistance," he told the publication at the time. "I enjoy doing (the job) for the benefit for all of the people in Wayne County."

Wojtowicz retired as county treasurer Dec. 1, 2015, after nearly 40 years in office. He was 86 at the time. A Democrat, he was last elected county treasurer in 2012.

He previously served as mayor of Hamtramck.

A graduate of St. Ladislaus High School and Great Lakes College, Wojtowicz also served as a Wayne County Community College trustee. He was a married father of five children and a grandfather, according to Detroit News archives.

"He wouldn't go to the hospital. I kept insisting the last three days," she said. "I kept saying, 'You should go to the doctor, go to the hospital.' Of course, he resisted."

Robinson's death comes three days after state Rep. Tyrone Carter of Detroit tested positive for COVID-19.

A lawyer by trade, Isaac Robinson was elected in 2018 to represent the 4th District in the Michigan House of Representatives, succeeding his mother in office.

Before working in private law practice, Robinson was a political director for a local Teamsters union.

He never married and had no children, according to his mother.

Ann Arbor Police Chief Michael Cox placed on administrative leave

Michael Cox, police chief of the Ann Arbor Police Department, has been placed on paid administrative leave for two weeks, according to an email from City Administrator Howard sent on Friday afternoon.

The email was addressed to the mayor, members of City Council and Lisa Jackson, the Independent Community Police Oversight Commission chair.

“I am writing to inform you that I have placed Police Chief Cox on Administrative Leave due to a personnel matter,” Lazarus wrote. “Deputy Chief Forsberg will serve as the Acting Chief.”

Deputy Chief Jason Forsberg will assume Cox’s duties while Cox is on leave. Forsberg was one of three finalists who interviewed for the police chief position over the summer.

In an interview with The Daily, Jackson said the commission was not told the specifics of the situation.

“I do not know as much as I would like to know,” Jackson said. “The commission is a little concerned that we were given the same amount of the information as the public was. We were not told why.”

However, Jackson added she has been told the leave is not due to Cox’s “personal misconduct” or an “allegation of him personally doing something improper.” When asked where she acquired this knowledge, Jackson said she was reassured by “people with more information” but declined to specify, as she said these individuals were likely not supposed to have told her.

Jackson said some members of City Council have also expressed their frustration to her about being “in the dark.”

City Councilmember Ali Ramlawi, D-Ward 5, shared in Jackson’s confusion. He said he understands the police chief will be on leave pending the investigation of a matter “we don’t know anything about yet.”

“There was no information given as to what it pertains to, only that there was a need to put the senior official on an administrative leave so an investigation can be conducted so we can have the best possible look at what happened,” Ramlawi said.

The Daily contacted Cox’s secretary Keri Hirschman, who did not reply prior to publication.

Cox was sworn in as the city’s new police chief in September 2019 after being appointed unanimously to the position in July 2019 by City Council. Cox’s salary starts at $160,000 a year.

Prior to coming to Ann Arbor, Cox served in the Boston Police Department for 30 years, including as a bureau chief for the Boston Police Academy from 2018 until his leave.

According to Jackson, Lazarus dealt exclusively with Cox’s leave. Lazarus had recommended Cox for the position in June over two other candidates vying for the role.

She said she found out about the leave Friday afternoon after being copied on an email from Lazarus to City Council members. Lazarus did not respond to request for comment prior to publication.

Ramlawi, as one of the liaisons to the ICPOC alongside Councilmember Jane Lumm, I-Ward 2, said he received a phone call from Lazarus informing him of Cox’s leave before the email was sent. City Council established the ICPOC in 2018 following years of advocacy by local activists.

Lumm did not reply to request for comment by time of publication.

Ramlawi said he is unsure why Cox’s leave will last two weeks.

“I’m not sure what made the city administrator believe it would just take two weeks, or whether they might come back and ask for more time after that,” Ramlawi said. “I would only be guessing.”

Jackson said the fact that the leave has a specified time frame “strikes a lot of people as strange.”

“If there is an investigation we want to know into what,” Jackson said. “If there is an investigation we’d like to know on what evidence that investigation is being conducted. Those are things we don’t have answers to now, and those are things we would like and we would like that information to be made public.”

Despite the ICPOC receiving minimal information about Cox’s leave, while he was being considered for the position in March, Cox emphasized transparency, expressing that he believes a police oversight commission had an important role to play in the community, bridging the gap between law enforcement and the public.

“I think in policing we don’t always educate the public or educate folks on what we do or how we do it, and the oversight commission is just an opportunity for that education process to exist in a more transparent way,” Cox said.

Forsberg has also commended the commission as an important transparency and accountability tool.

“I think the policing commission is a great opportunity to begin bridging that gap,” Forsberg said. “We really only do begin building trust by having transparency — having accountability within the ranks. But we do a lot of great work right now that, I feel like, people just don’t know about.”

In 1995, Cox was beaten by other police officers while undercover. According to Cox in a previous interview with The Daily, his experience with police brutality and others in which he said he has been mistaken as the suspect rather than the officer have informed his belief in fostering trust between law enforcement and the community.

“Interacting with the public in ways that don’t have to do with normal police work is important and builds trust,” Cox said. “It helps us figure out what the community wants. It helps the officers get to know the community, and the community gets to know the officers.”

Though Ramlawi said he would like more information, he said he understands not everyone can know the details because there can’t be “five different bosses.” He urged patience as the investigation plays out.

“We need to have trust in a system that has checks and balances hopefully,” Ramlawi said. “You want due process. All too often, we just jump to conclusions… It’s important to take our time and just allow the process to work.”

Ibrahim Aljahim’s criminal sexual conduct charges dismissed without prejudice

HAMTRAMCK — 31st District Court Judge Alexis G. Krot dismissed all criminal sexual conduct charges against prominent Yemeni community activist Ibrahim Aljahim on Thursday, concluding the now long running preliminary exam.

The case was dismissed without prejudice, with Krot informing Wayne County prosecutors that they were free to refile the case, should they present credible evidence which indicated without a reasonable doubt that Aljahim committed the criminal sexual acts he was charged with.

The alleged victim, a 19-year old boy with diagnosed health issues who was a student at the Oakland International Academy where Aljahim was a staff member, testified twice in previous weeks. Krot pointed to severe inconsistencies in his testimony while presenting her ruling.

It is now clear that the prosecution failed to bring in any credible evidence beyond the young alleged victim’s testimony. Krot said that though certain probable cause standards were satisfied by prosecution, they were unable to show that their key witness was credible.

This lack of credibility, coupled with a lack of solid evidence, led Krot to decide that Aljahim’s case would not be bound over to a higher court for a trial.

The alleged victim’s family, as well as Aljahim’s supporters and family, were present at the courthouse, with prosecutors submitting a motion to bind over the case involving two counts of criminal sexual conduct in the first degree.

Wayne County Assistant Prosecutor Nida Samona argued that this was a probable cause hearing and that such hearings have a very different standard than a jury trial. She said her team had proved the elements of the crime sufficiently for the matter to be bound over.

“As for the credibility of the witness or any other questions that the court may have, [that] is something within the boundaries and confines of a jury trial,” Samona said.

Defense attorney Roger Farinha cited a 2018 Michigan Supreme Court ruling in which the Court determined that a magistrate was within legal bounds and had the duty to consider all evidence presented in a preliminary exam, including the credibility of the witness.

Krot said that this was an “absolutely vile case” and that Wayne County prosecutors failed to show evidence of all four elements of the case: That an impaired student was sexually assaulted, near school grounds, during the school day and by a member of the school’s staff.

“Proof of guilt beyond a reasonable doubt is not required, but there has to be some evidence that a crime was committed,” she added.

Krot said that Farinha was correct in citing the Michigan Supreme Court ruling.

She also said that the alleged victim’s confused and inconsistent testimony was in line with medical diagnosis that he was prone to memory impairment and confabulations or filling gaps in his memory with false events.

Aljahim’s bond was terminated and his tether removed. Outside the courtroom, he hugged friends and family and appeared relieved. Farinha told The Arab American News that Judge Krot, “did the right thing.”

“She looked at the evidence and made the right decision,” he said.

Aljahim’s brother Aljahim Aljahim said he wanted an apology from local media outlets and members of a Hamtramck social media page for indicting his brother before knowing the facts of the case or letting the case play out in court.

“We demand a public apology from Fox 2 and those people of Hamtramck that didn’t stand with him, knowing that for the past 20 years he had done everything for the community, for the youth and elders, for women and men,” he said. “It’s sad that people (my brother) helps daily could even think he is capable of something like that.”

How The City Of Hamtramck Treats Its Retired Officers - It Sucks & Was Planned - Just Ask Kathy Angerer

Jackie is one of those individuals you will not meet very often in your life.

She has a story.

She took in kids to save them from the foster care system.

She was an officer of the law who qualified for SNAP benefits.

She and I tried to get a juvenile officer position for the City of Hamtramck Police, but City Council had other uses for that money.

Just ask Tom Jankowski or Karen Majewski, but I believe we should focus on Kathy Angerer because she has lots of tales when it comes to the Emergency Manager of Hamtramck and Andy Dillon.

Oh, the stories I shall tell about Hamtramck and its City Attorney.

For retired the Hamtramck Police, I know about the health insurance cuts because they were planned.

The plan was to jack the contracts, where the union would go to court and win, but the city would appeal, taking years, whereby Obamacare was supposed to kick in, so the City would not have to pay health care benefits.

That is what Obamacare was really about - privatizing health care in the public sector so there would be more money for stealin' the children, land and votes.

'It so hurtful.' Retired Hamtramck police detective describes hundreds losing health insurance benefits

HAMTRAMCK, Mich. (WXYZ) — For the past 24 years, Detective Jacqueline Crachiola bravely put her life on the line in order to help keep city streets safe.

But, she says she recently learned about devastating cuts to the health insurance benefits of Hamtramck police and fire retirees.

“It so hurtful, and this is something I have to explain to my family now, just before the holidays,” says Jacqueline.

She adds, “Of all things, I read about it on Facebook, then got a letter from the city in late October.”

As of now, she says the changes are expected to take affect on January 1st. They are being implemented as a cost saving measure, and will represent nearly an 80% reduction in coverage.

Crachiola says a loop hole in their contracts is making the cuts possible.

We have reached out to the city manager for Hamtramck for comment but have not heard back yet.

“For so many of us, there are injuries and emotional pains from being in this line of work and we really need the help now,” says Crachiola.

Detroit – A group of Detroit-area men opened bank accounts to move millions of dollars to Yemen, their war-torn native country. Their crime: They didn’t register as a money transfer business.

Their luck: They drew a sympathetic judge.

One by one, U.S. District Judge Avern Cohn declined to send them to prison, despite guidelines that call for a few years or more behind bars. He noted that Yemen’s financial system is a mess and its residents desperately need help. Defense lawyers have praised the judge for educating himself about the poorest country in the Arab world and understanding cultural traditions.

“Only people without compassion” would object to the light sentences, the 95-year-old judge told The Associated Press.

“As I’ve been here longer,” Cohn said, “I’ve come to the realization that the rules are flexible – at least to me.”

The Detroit area is believed to have the highest U.S. population of Yemenis, a demographic that has risen amid war in Yemen that has killed tens of thousands of people and left millions more with food and health care shortages.

Money sent from abroad is critical. The World Bank estimates that Yemenis received at least $3.3 billion in 2018, a figure some experts consider conservative. Cash from expatriates is “hugely important” and remains a “mainstay for many households and the national economy,” said Sheila Carapico, a professor of global studies at the University of Richmond in Virginia.

Since 2018, federal prosecutors in Detroit have charged nine people in an investigation of cash transfers to Yemen. Bank accounts were opened in the names of shell businesses, then used to deposit and wire roughly $90 million over a seven-year period, according to plea agreements filed in court.

“Much of the currency originated from bodegas in New York City and from businesses and individuals in the metro Detroit area and was sent in a manner to conceal the true ownership of the currency, place it outside reach of law enforcement and evade income taxes,” Assistant U.S. Attorney Timothy Wyse said.


The “evil” is the lack of records to precisely track the cash, he said.

All nine men have pleaded guilty to failing to register money transfer businesses or making false statements to agents. One, Fahd Samaha, said he charged people only 1%, much less than typical financial service providers. The government said he moved $13 million to Yemen.

“There were no victims. … He used the extra money to live and take care of his family,” said Samaha’s attorney, Jalal Dallo.

The cases were assigned to Cohn, who has been a federal judge since 1979. During a September hearing, he described the conditions in Yemen as “horrendous” and noted that sending men to prison can cause hardship in conservative Muslim families where wives often don’t work outside the home.

It’s unfair to “shed the traditions and practices of your homeland,” Cohn told Hazem Saleh, who possibly faced five years in custody for handling $22.6 million.

Judges don’t have to follow sentencing guidelines, and Cohn rejected prison terms. He placed Saleh and five others on supervised release, a form of probation. Three others await sentencing.

“Please look at me as you would look at your own son,” Ahmed Al-Howshabi told the judge in July. “I can truthfully say I did not understand the laws and regulations of operating such a business.”

Prosecutors said they had no evidence the scheme was anything more than sending money to relatives and possibly avoiding taxes, but they believed sentences within the guidelines were appropriate.

“Sometimes judges agree with us and sometimes they don’t,” U.S. Attorney Matthew Schneider told the AP.

Defense attorney William Swor, whose grandparents emigrated from Syria, said people of Arab descent appear to be under greater scrutiny than others in the U.S.

“In the post-9/11 world, the government says it wants to know who’s transferring money out of the country. We’ll assume that’s a legitimate concern, but it’s not inherently a dangerous activity,” Swor said.

HAMTRAMCK, Mich. - The hearing Thursday for Ibrahim Aljahim is a preliminary exam during which the judge is looking to see if there's enough evidence.

However, the defendant is so politically connected that the judge herself offered to step aside

Aljahim is a community liaison at Oakland International Academy and a Democratic political activist. He's now accused of taking a student with special needs out of school and sexually assaulting him in a car parked across the street.

Aljahim is so tied in to Hamtramck politics that district Judge Alexis Krot had to first say that Aljahim helped get her elected to the bench.

"I had an election last year, he helped me … I want everyone to note that," said Krot.

Krot said she would be neutral on the case, but would step aside if need be. The prosecution and defense said they had no problem with her overseeing this case.

Last time in court, prosecutors revealed Aljahim is also under investigation for three other alleged sexual assaults -- two alleged victims under the age of 16 and one over 18, but that victim is disabled.

Aljahim's lawyer also revealed what his defense will be: He is accusing three Oakland International Academy students of actually attacking the teen. But those teens were interviewed and police cleared them.

Counselors rally in Detroit for right to diagnose patients

DETROIT (FOX 2) - Mental health professionals are asking for the state department of Licensing and Regulatory Affairs to reconsider a plan that would revoke their privileges to diagnose and conditions for their patients.

Hundreds of counselors gathered at the state capital on Friday. There were so many people there, some couldn't even get inside to get their voices heard at a hearing before state lawmakers. They said the proposed changes could cost them their jobs, patients, and much more.

Mental health professionals are asking for the state department of Licensing And Regulatory Affairs to reconsider a plan that would revoke their ability to diagnose and conditions for their patients.

"I can only imagine how my clients will feel or what they might do," said one counselor.

"Many would struggle if they had to start with someone new," another counselor said. "The concept is terrifying."

It's all related to changes LARA is set to make that would limit what licensed professional counselors can do for their patients. The new licensing would not allow them to diagnose conditions or get reimbursed by insurance companies.

It's estimated 10,000 counselors and anywhere from 150,000 to 200,000 clients could be impacted.

"Today we have a crisis - we already have a shortage - we have waitlists - there are people who feel like they can't find a provider, they have these long waits before they can get help - imagine if all of these people are not in their offices,” said another counselor.

The fear is being felt across the state and at Wayne State University Friday where many professors and their students studying to become Licensed Professional Counselors are rallying to save their degrees and their jobs. They are hopeful a House bill would stop LARA's planned actions.

"House bill 4325 will etch in stone the vital work that (Licensed Professional Counselors) do in Michigan - right now LARA has some foolish proposals that would decimate a profession," said state representative Isaac Robinson (D-Hamtramck).

Robinson is one of many lawmakers supporting the counselors who work in schools, hospitals, and just about anywhere mental health services are needed.

"This attack on this profession will affect non-profits, it will affect our local economy, it will affect universities," Robinson said.

For two weeks, FOX 2 has asked LARA why they're making this change. They have not yet answered and we're waiting for a comment from Gov. Gretchen Whitmer.

"We're going to make sure Governor Whitmer understands this issue - because we're going to pass this bill through the House - we have bi-partisan support," Robinson said.

House Bill 4325 would preserve the services LPCs can offer, but it's not clear that will pass before LARA's new rules - take effect.

Counselors fear new license rules will impact mental health care

GRAND TRAVERSE COUNTY, Mich. (WPBN/WGTU) --Friday mental health counselors from across the state will be in Lansing, fighting for their right to keep seeing patients.

Child Family Services in Traverse City have six licensed professional counselors that serve more than 150 clients, but with proposed changes through the Michigan Department of Licensing and Regulatory Affairs that could change.

One of the most detrimental proposed changes, according to counselors removes the ability for LPC’S to diagnose patients, which insurance companies require for billing.

"Our clients would lose their therapists immediately once LARA confirms the changes and makes the final approvals, that would result in our therapists having to abandoned their clients which is obviously against our ethics and not appropriate,” said Allison \Wilson an LPC with Child & Family Services. “There's not enough other mental health professionals in this area to even absorb the number of clients and the same with statewide."

According to the President of the Michigan Mental Health Counselors Association, if the LARA rule changes are approved, Michigan could lose about 30% of its community mental health system

There is a possible solution. House Bill 4325 is making its way through the legislature and would allow counselors to continue making diagnoses.

If that bill passes, it would override the licensing rules for counselors.

A public hearing on the new licensing rules for counselors will be held Friday at the G. Mennen Williams building at 525 W. Ottawa St. in downtown Lansing starting at 9 a.m.
