JUDICIARY: The Administration of Bail by State and Federal Courts: A Call for Reform - Watch The Cluelessness When It Comes To The Child Welfare System

Karen Bass needs to be called to bear witness because she was a co-founder of the Congressional Foster Care Caucus, which has done absolutely nothing except for putting on fun little photo op campaigns to cover up the trafficking of tiny humans.

She knows what goes on in Foster Care because she is the spokestoken for the Foster Care Committee and, for a hot second, lead the charge of the Congressional Black Caucus, which runs the system by championing the chattel ranching property ownership labels of "black & brown", or rather what the latest segregationists like to call targeted populations.

Not once has she ever reached out to me, which is an automatic indicator of a willing participant of stealin' the children, land and votes.

And, if she has the audacity to make a public disclaimer that she does not know who I am, well, then I believe we have validation that she is one of the "Elected Ones".

I will allow Karen to respond to my statement.

Of course, I make no bones in displaying my disdain for the dumb ass gentlelady, for she is only one of the "Elected Ones".

The Caucus has a server, you know.

It is absolutely amazing how Shelton McElroy states that his mother was 14 when her rights were terminated and the only reaction was the "Legal Genius" (trademark pending) giving a proverbial thumbs up to the credibility of their distracting from the child welfare system.

Cicillini wants a judicial rubrik for judgement, yet, has no clue of the child welfare system, with the committee making no comment on the juvenile system, the criminalization of children or the predictive modeling crap that goes along with the dumb pretrial detention programs.

The commercial bail system is chattel ranching where chick touted how her family survived taking in foster kids

Another no money no justice moment where if you cannot afford bail you cannot afford an attorney and if you can mustard the money for representation, it will not be adequate, with absolutely no mention of Guardians ad Litem, who are not licensed attorneys, nor CASA volunteers, who are not even sworn civilian officers of the courts.

Not one mention of Child Protective Services.

What happens when the parents go to jail for an inability to secure a bail bond?

The kids go to foster care, but the Committee did not seem to find that to be a subject of interest.

What was of interest to me was that Mary Smith, who has a family bail bonds business, started out as foster parents.

You can do the math by calculating the number of foster children times the monthly foster care payments, and possible adoption tax incentives, but hey, what do I know?

I know the committee addressed nothing about trafficking tiny humans, but for this particular hearing, it is juvenile justice and the billions to be made in the private sector of chattel law.

The Tale Of Lala & The Residuals Of The Peculiar Institution - Michigan Child Welfare Fraud

This is Lalanea Little-Tobeler.

They call her Lala.

Lala is an original source in Michigan Child Welfare Fraud, or rather, what I like to call, "Trafficking Tiny Humans".

Here is proof my femur was broken in February 1987....
i was almost 2!!! Not 10 mos old like this eval says!!
They said 10 months to make my mom look
like a monstrous child abuser!!! They blatantly lied!!!

Michigan stole her from her mother when she was very young, as seen in the documents, below.

Michigan put her in foster care because...well, because poverty is a crime, called abuse and neglect.

Lala survived being drugged, raped, electroshock therapy in foster care for years.

Lala finally emancipated herself from foster care because the only place to live when you age out is either on the streets or in a group home, where, if one is lucky enough not to be rejected from Social Supplemental Income grant.

Lala had three boys.

Michigan Child Protective Services came and took Lala's three boys, just like they took her from her mother, except the court documents are fraudulent.

Lala has not seen her sons in years.

His name was
Justin Johnson

Michigan foster care aged her foster brother out the system, placed him in a group home where ARC had legal guardianship, where they are the representative payees of the $750.00 SSI monthly payment are only obligated to give the foster youth $44.00 a month.

Now, Lala finds out her foster brother was murdered from psychotropic medication overdose and Michigan Adult Protective Services is finally investigating, after he had warned everyone that he believed he would die from the dispensed drugs.

He had no choice but to die, like so many other children.

The questions I have surround the life insurance policies on this population and where does the money go?

These are the trust funds.

Another issue I have is with ARC.

Does ARC, and all other privatized guardianship programs run absentee ballot operations for the disabled under the corporate aegis?

I am going to go with a flat out, "yuppers".

Listen to Lala, the original source, because her foster brother is dead, and as logic will present itself, makes it virtually impossible for her foster brother to tell his story.

These are the tales documenting the residuals of the peculiar institution in chattel law.

This is what is intentionally omitted from our universities and the annals of history.

Notice how they describe me as a pretty blonde haired very petite little girl who is highly stimulatable and very self-directed.... (easy learner and quite independent) & my scores in daily living skills and socialization were higher than they were able to measure (a child prodigy). You are looking at 100% solid proof Michigan set their sights on me to steal me in 1988 Macomb county probate records prove I was stolen and a ward of the state in 1990). Talk about the state advertising me in a psychological evaluation as the perfect child to steal and sell!!!  

Also notice my probate court records also prove I was a ward of the state again in 2003 when i turned 18.....this is when my evil adopted mom got guardianship of me. Took me 9 more yrs in 2012 to win my own guardianship from the state.....11 months AFTER I won my guardianship, my children were stolen by CPS and family court with a fraudulent petition that til this day is not signed by a judge and not filed with a court!!! This is proof the state of Michigan has terrorized me and my family non stop for the past 30 years!!! Sorry for any disgust you may feel in advance after reading this.

Laura Bush is a former first lady of the United States.

On Sunday, a day we as a nation set aside to honor fathers and the bonds of family, I was among the millions of Americans who watched images of children who have been torn from their parents. In the six weeks between April 19 and May 31, the Department of Homeland Security has sent nearly 2,000 children to mass detention centers or foster care. More than 100 of these children are younger than 4 years old. The reason for these separations is a zero-tolerance policy for their parents, who are accused of illegally crossing our borders.

You had no problem advocating for children being removed from families and put up for adoption when your people set up complex fraud schemes in NGO child welfare organizations in Texas to hustle and launder money.

I live in a border state. I appreciate the need to enforce and protect our international boundaries, but this zero-tolerance policy is cruel. It is immoral. And it breaks my heart.

How come you do not speak upon your advocacy of removing children from families?

Our government should not be in the business of warehousing children in converted box stores or making plans to place them in tent cities in the desert outside of El Paso. These images are eerily reminiscent of the Japanese American internment camps of World War II, now considered to have been one of the most shameful episodes in U.S. history. We also know that this treatment inflicts trauma; interned Japanese have been two times as likely to suffer cardiovascular diseaseor die prematurely than those who were not interned.

Uh, it is called child welfare law.  This is foster care and adoption, domestic and international policies which advocate revenue maximization of human chattel, or, in this instance, the trafficking of tiny humans.

Americans pride ourselves on being a moral nation, on being the nation that sends humanitarian relief to places devastated by natural disasters or famine or war. We pride ourselves on believing that people should be seen for the content of their character, not the color of their skin. We pride ourselves on acceptance. If we are truly that country, then it is our obligation to reunite these detained children with their parents — and to stop separating parents and children in the first place.

You could not spell the word moral if you life depended on it.  You have never once spoken upon privatization of child welfare, which was implemented by your father in law.

People on all sides agree that our immigration system isn’t working, but the injustice of zero tolerance is not the answer. I moved away from Washington almost a decade ago, but I know there are good people at all levels of government who can do better to fix this.

You advocated zero tolerance with CASA.

Recently, Colleen Kraft, who heads the American Academy of Pediatrics, visited a shelter run by the U.S. Office of Refugee Resettlement. She reported that while there were beds, toys, crayons, a playground and diaper changes, the people working at the shelter had been instructed not to pick up or touch the children to comfort them. Imagine not being able to pick up a child who is not yet out of diapers.

Imagine you child is snatch in the middle of the night to be thrown into an empty CPS office, to sleep on the floor, hoping to get a peanut butter sandwich for their daily meal, as the worker desperately searches for a foster care placement where the child will be engage in the first stage of a life of hell.

Twenty-nine years ago, my mother-in-law, Barbara Bush, visited Grandma’s House, a home for children with HIV/AIDS in Washington. Back then, at the height of the HIV/AIDS crisis, the disease was a death sentence, and most babies born with it were considered “untouchables.” During her visit, Barbara — who was the first lady at the time — picked up a fussy, dying baby named Donovan and snuggled him against her shoulder to soothe him. My mother-in-law never viewed her embrace of that fragile child as courageous. She simply saw it as the right thing to do in a world that can be arbitrary, unkind and even cruel. She, who after the death of her 3-year-old daughter knew what it was to lose a child, believed that every child is deserving of human kindness, compassion and love.

Laura, darling, you do know they were running biomedical testing on those foster kids with HIV/AIDS?

In 2018, can we not as a nation find a kinder, more compassionate and more moral answer to this current crisis? I, for one, believe we can.

Patrice Failor & James Comey Do Not See A Problem With The Trafficking Of Tiny Humans

On March 18, 2016, CASA volunteer Patrice Comey was joined by her husband James B. Comey Jr., the director of the Federal Bureau of Investigation (FBI), at the Connecticut Assembly where she testified in support of a state bill that would allow volunteers to support and advocate for kids through juvenile matters. In addition to Patrice serving as a CASA advocate, the couple has also opened their home to foster children. National CASA Association is grateful to the Comeys for their commitment to helping abused and neglected children.

FBI Director Supports Wife’s Effort in Counseling Juveniles

James B. Comey Jr., the director of the FBI, added some powerful support for his wife on Friday when she testified in favor of a bill that would allow unpaid volunteers to counsel kids through the juvenile-justice system.

Comey, his wife Patrice, and an FBI security detail were high-profile VIPs in the Capitol complex for a morning hearing before the legislative Judiciary Committee.

“Every foster child in this great state gets a lawyer,” said Patrice Comey, a former volunteer at Bridgeport Superior Court. “These lawyers each has up to 100 cases, but once they have a case they’re to express the best interests of the child in court. And if the lawyer or the judge or anyone feels that what the child wants is in conflict with their best...then he can ask for an advocate for the child separate.”

The bill, modeled after a New Jersey law, would create a program for court-appointed special advocates for juvenile court matters, at the discretion of judges. James Comey sat by, quietly, during her testimony. The former general counsel for the Westport-based hedge fund giant Bridgewater Associates, he became FBI director in 2013.

“It could include advocacy for the foster child in the judicial system,” said Rep. William Tong, D-Stamford, co-chairman of the committee. “It sends a message that the community cares and we’re willing to pay for it and we’re willing to do this for you,” Patrice Comey said.

A Note From Secretary Dennis Richardson: Child Welfare in Oregon—Tragedy and Hope

I am moved by his bold candor in speaking out about the child welfare system.

I only wish more of "The Elected Ones" would do the same.

Twenty-eight years ago, Cathy and I learned that some Child Welfare administrators were bullies. They managed through fear and intimidation, while others were angels, dedicated to helping the children in their charge. Although the situation has only worsened over the years, and the harm done to children is truly a tragedy, there is hope that the situation is about to change.

For Cathy and me, it all started back in 1990 when a CASA (Court Appointed Special Advocate) worker told us about a sweet, nine-year-old girl whose mother was dying a slow and tragic death from an incurable genetic disease. This little girl had been in multiple foster homes, and because she might also carry this genetic defect, a recent adoption had fallen through.*

After serious consideration, Cathy and I felt strongly that we had room in our hearts and in our home for this little girl. We held a family council and discussed with our seven daughters the opportunity they had to invite a less fortunate girl to become their forever sister and share our loving family with her. They were excited and agreed that once little Mary joined our family, she would be “all in,” and from that day forward we would have eight daughters who would be treated the same.

We were determined to have little Mary become a part of our family. It took many months of jumping through bureaucratic hoops before our family was finally certified for foster care and nearly a year before the uncontested adoption could be completed, and Mary joined our stable home with seven enthusiastic sisters.

Unfortunately, not all Oregon foster children fare as well. The Secretary of State’s Audits Division has just released the Department of Human Services Child Welfare System audit entitled, “Foster Care in Oregon: Chronic management failures and high caseloads jeopardize the safety of some of the state’s most vulnerable children.” I hope every one of us who cares about the wellbeing of children will read every page of this audit report. It speaks to our heads and it speaks to our hearts.

The report exposes that tonight, some of Oregon’s children will be sleeping in hotels with tired, over-worked caseworkers. Others will be cold, hungry, and unloved. This year, 11,000 Oregon children will be impacted by DHS and the Child Welfare system. On any given day, 7,600 foster children will be in the system, and DHS cannot ensure they will receive adequate care and services. State leaders are truly alarmed by this disgraceful situation and now must make its solution a priority.

Last September, the Governor hired a new Department of Human Services Director, Fariborz Pakseresht, and two months ago he hired a new Child Welfare Director, Marilyn Jones. Both are experienced professionals with decades of life experience. Both are determined to change things in Oregon’s child welfare and foster care system. The new leadership team at DHS is ready and willing to support their caseworkers and give them the time and resources they need to do their jobs. This will only happen if we are ready to step up and provide the backing necessary to provide safe and loving foster homes and support for our most vulnerable Oregon children.

The time for hand-wringing, finger-pointing and excuses is past. The time for action is now. It is up to the Governor and our Legislative leaders, in my opinion, to give Oregon’s child welfare and foster care system the same focus and attention that was given to our State Mental Hospital a decade ago.

When Senate President Peter Courtney learned of the appalling situation at the State Mental Hospital where deceased patients’ ash cans lined shelves in dark closets and where live patients were warehoused for years with no treatment plans and lived in horrendous conditions, he said, “Enough is enough.” Senator Courtney committed that the neglect would not be permitted to continue. As a result of his leadership, and with support from the Legislature and Governor Kulongoski, Oregon’s State Mental Hospital has been rebuilt and now is a place for growth, recovery, and learning. That same commitment to fix a broken system is needed now, but our elected officials cannot solve the child welfare crisis alone.

Oregon will be a better state if we make this personal and view these children as if they are our responsibility. If you agree, the first step is to become educated. Read this audit report and consider the nature, extent, and cause of the situation we find ourselves in, and contemplate the recommendations we have made to fix this deplorable situation.

See what other concerned Oregonians are doing to help in their communities. Read about the single woman in Roseburg who has turned a room in her home into a store where foster parents can go for free clothing, school supplies, and other durable goods. Read about the CASA (Court Appointed Special Advocates) volunteers who spend an hour or two each week helping children in foster care as someone outside of the system who is watching out for them. Think about what it might be like to be a foster parent yourself, or to spend an occasional weekend providing respite care so that a foster parent can get a break from the pressures of dealing with special needs foster children.

A group of women in my community in Central Point are getting together each Thursday morning in a “Friendship Circle” and have made 21 quilts and receiving blankets for me to take to police officers and caseworkers to keep babies and foster children warm. Maybe you have ideas of other things individuals or groups can do to help.

Turning Oregon’s child welfare and foster care system around will not happen overnight, so let’s start now and do our part.

In conclusion, the tragedy of our child welfare and foster care system demands thoughtful and immediate attention. But there is hope. DHS Director Fariborz Pakseresht, Child Welfare Director Marilyn Jones, and the DHS leaders across the state are committed to restoring child safety and wellbeing as the primary mission of the child welfare and foster care system. They cannot do it alone. Our Governor and Legislators must provide our foster care leaders and caseworkers with the funding and tools they need to serve this most vulnerable population entrusted to their care. In addition, each of us can do something to make life better for foster parents, caseworkers, and most importantly, for our Oregon foster children.

* Our daughter, Mary, is now a successful Physician’s Assistant in Portland. She is happily married, has a home, two cats and is living the dream. Mary recently took the test for the Huntington’s chorea gene, and we are all delighted to know she did not inherit the defective gene. As a result, this tragic disease that took her biological mother and grandfather will not affect her or any children she might bear.

Key Findings

1. DHS and Child Welfare struggle with chronic and systemic management shortcomings that have a detrimental effect on the agency’s ability to protect child safety. Management has failed to address a work culture of blame and distrust, plan adequately for costly initiatives, address the root causes of systemic issues, use data to inform key decisions, and promote lasting program improvements. As a result, the child welfare system, which includes the foster care program, is disorganized, inconsistent, and high risk for the children it serves.

2. DHS does not have enough foster placements to meet the needs of at-risk children, due in part to a lack of a robust foster parent recruitment program. The agency struggles to retain and support the foster homes it does have within its network. The agency also lacks crucial data regarding how many foster placements are needed and the capacity of current foster homes, inhibiting the agency’s ability to fully understand the scope of the problem.

3. A number of staffing challenges compromise the division’s ability to perform essential child welfare functions. These challenges include chronic understaffing, overwhelming workloads, high turnover, and a large proportion of inexperienced staff in need of better training, supervision, and guidance.

I love you all dearly, but if I see one more person put even the slightest ray of hope or faith into Dr Phil after this, I will personally vomit.  He's got his agenda and I'm sure he's paid well to preach the Imperialistic Morality Parade to the stupid who watch him on a regular basis.

Dr Phil, however is a bought and sold system suck who doesn't give a rats ass about you.  This episode of his show, which I'm about to show you, pretty much sums it up.

And with that in mind, I present to you via the miracle of somebody who made it available on YouTube the highly anticipated Dr Phil Parents Falsely Accused show.



Now I watched this show through, via these six clips. The two stories of falsely accused parents are hard hitting. The first one is a clear over-reaction thanks to the idiotic moralistic crap which is forced upon us by others. For example, watch how he gives airtime to the opinions of the self-righteous hypocrites who think that they should have a right to tell us what we can and can't do and how we should raise our own kids.

In my opinion, this mother did nothing wrong. And it's none of your business if you think she did. Get a life people. It was more harmful to take the kids away than anything she did, especially after watching their mother get dragged off in handcuffs just because some asshole had a problem with something she did when they were doing nothing but preforming a random act of kindness by giving to the Salvation Army so that some money that her kids collected would go to those less fortunate.

I do realize that the world is full of stupid ignoramuses like the arresting officer and the regular viewers of the Dr Phil show, and that we should feel sorry for them to a point as their stupidity makes them venerable to being taken advantage of, but I also honestly believe there comes a time when somebody needs to have some common sense bitch slapped into them.  Not only that, but Dr Phil doesn't even ask the question of any of these people, "Who the hell are you to criticize me?"  What makes you so much better based on your unfavorable opinion of anything you think?



The next part goes into the case of a mother who was not only falsely accused but wrongfully convicted of the murder of her daughter. This clearly demonstrates just how badly society is out for blood. I've often believed that as long as somebody pays for the crime guilt or innocence doesn't matter as society is happy and convinced that justice is served because the television told them so. Then again, after my own personal experience, I have little faith in the justice system because that light was YELLOW!

This case is painful, and my heart goes out to the family.



Listen very carefully to the very first thing this woman says in this next clip. She is talking about being convicted in the court of public opinion. Kind of like Casey Anthony, where the lynch mobs who disagree with the court verdict for whatever reason.

I think that an awful lot is said there. It's a problem that any parent who is accused of abuse faces. And it's thanks to those who crave this kind of an emotional fix and feel important when they have something like this to go off on.  The truth doesn't matter, just what they saw on TV.



I am really impressed with her son. The way he talks about his time in the foster care system is priceless.

But watch Dr Phil spin it off into an hour long commercial for CASA (Court Appointed Special Advocates).



"Get involved with CASA and help a kid."  Don't worry about the thousands of kids with CASA Puppets who still manage to fall through the cracks, age out onto the streets with nothing, etc.



The CASA puppet I had to deal with was a total stooge for the agency who flip flopped her position every time she talked to someone different. So I'm really not impressed with some wanna be system suck who is looking for a way to make herself feel good by thinking that she's a hero for helping a kid when she's really so easily manipulated by masterful liars such as CPS Agents and therefore carrying out the orders of the beast without question while believing that she's got the slightest skill of an independent thinker.

Tell me those aren't the words of a System Suck.  Do you think the two women in this particular episode of the Dr Phil show would agree with this mentality?  How about the countless parents who can't see their kids for whatever reason when they haven't done anything wrong or those who are sitting in jail for a crime they did not commit?

This show does nothing for the plight of the falsely accused of anything.   It only goes on to glorify the useless by making it look like a solution.

CASA Opens Office To Aid Cherokee County Foster Care Children

JACKSONVILLE — More children being placed in foster care prompted Court Appointed Special Advocates to open its first office in Cherokee County.
The new office, which held an open house Tuesday, is at 514 E. Commerce St. in Jacksonville.

CASA is a nonprofit organization that backs and promotes court-appointed volunteer advocacy for abused and neglected children so they can have safe, permanent homes, according to the national CASA website.

CASA is a nonprofit organization that backs and promotes child placing agencies who make large financial contributions in order to advocate for increased funding for local governments and its contractual arms, and to cover up in any and all violations of law and policy in a case.

Lee Ann Millender, executive director of CASA of Trinity Valley, said the new office is necessary because there is a high demand in Cherokee County. 

No, not high demand for CASA, high rate of poverty and high demand for services and resources where the only place to access assistance in in foster care.

Since July, about 40 children in the county have been removed and placed in foster care, she said. The number of children in foster care in the county has historically been in the 20s and low 30s.

The median income for a household in the county was $29,313, and the median income for a family was $34,750. Males had a median income of $26,410 versus $19,788 for females. The per capita income for the county was $13,980. About 13.70% of families and 17.90% of the population were below the poverty line, including 23.30% of those under age 18 and 15.10% of those age 65 or over.

“So since July, there's been so many placed in foster care because of abuse and neglect (that there is a need) to increase volunteers to advocate,” Ms. Millender said. “We're still trying to get more volunteers. I think we have eight active volunteers in Jacksonville, and we need that many more.”

She said families are stressed with the economic times and issues with substance abuse usually come out, so more children are ending up in foster care. Parents and their childhood history also play a significant role, she said.

“It's pretty much a combination of all those things going on or sometimes they don't have the resources or the support system,” Ms. Millender said.

Including the trend to remove children from the homes instead of providing services in the community.

She said that's when CASA tries to bridge those gaps.

When Child Protective Services removes a child, she said, the child may have to stay in foster care until parents can resolve issues or it may result in termination of parental rights and adoption by someone not related to the child.

In a majority of instances, the child goes back to their parents or another relative, she said. Some also may age out of foster care or are adopted.

“For a foster child, it can be constantly changing,” Ms. Millender said. “They're removed from what's familiar, they have to change schools, neighbors, change playmates.”

She said the Child Protective Services caseworker also will probably change several times, but CASA stays with the child from start to finish, which helps keep continuity.

That includes the CASA volunteers like Midge Going in Jacksonville.
She said being a volunteer has been interesting and rewarding as well as depressing at times.

When she receives a case, she said, the initial weeks are spent getting to know the child and finding out all she can about the case.

She said volunteers typically are supposed to make contact with the child at least once a month.

And, if the child is in school, CASA has access to the child's school and medical records and can check with teachers to see how the child is behaving during the school day, she said.

Ms. Going said she also tries to talk with foster parents or family members to tell them that CASA and others are involved to make sure the child's needs are taken care of.

One case she worked on was a mother who couldn't care for her two elementary age girls, she said. However, they had an older sister in Florida who wanted to adopt them, and they are now living with her.

Ms. Going said she once got a letter from the older child, who is now a high school freshman, that said she misses her mother but was thankful be taken care of and to have friends.

There is never overly disruptive discussions nor is there any transparency of the operations of CASA because they filter negative publicity.

She said not all stories end as happily. However, she is glad to be a volunteer. 

Most of the stories end in misery.  CASA does not advocate for the child, it advocates for the child welfare system.  If CASA actually what it claims to do, there would be training to report suspected violations of law to the local prosecution or attorney general.

Did you know CASA workers are not even considered as mandated reporters?  Just another reason why reports of harms to children in foster care go undocumented by the child abuse propaganda machines.

Our friends over at Legally Kidnapped approached the marketing children issue from a more unique perspective.  I decided to stand up for the State of Michigan and the work of Ishmael Ahmed, Director of the Department of Human Services.  The following is an email sent to the Saginaw Child Abuse and Neglect Council, which receives funding from the Children's Trust Fund.

Perhaps, you may want to think twice next year before you check that box on your tax return to donate money to the Children's Trust Fund because they fund the promotion of distorted images of children to maintain their organization and weekly paychecks.  Probably a CASA hustle.

Recently, I read the post of a local news advertising for a fundraiser on your behalf and was appalled with the promotion of your organizations understanding of policies of the State of Michigan.

Thousands of children are beaten and abused in Mid-Michigan.

The issues surrounding child abuse and neglect are far more serious than a reduction to distorted images for the purposes of making money.  

Poverty is legally considered abuse and neglect. Does your organization promote this philosophy?

The inability to afford medical insurance is legally designated as abuse and neglect.  Is your organization promoting a political agenda using public money?

I take this time to stand up for the State of Michigan to dispel the myth that child abuse and neglect is solely about violence.  It is also about opportunity and strongly encourage you to partner with the State on its mission to protect and serve its people.
