Welcome to CASA RICO Royale

First it was coffee, now it is bingo.

What rackets are organized to generate funds under the guise of children! Getting busted in schemes to maintaining an organization that is being phased out is a risk one must take to keep a paycheck coming. CASA has its own agenda, and it is not helping children. CASA is not trained to report fraud because it would be a conflict of interest. They would have to report themselves.

Before you dismiss me as being a pessimist, or whatever term one may conjure to cast a disparaging light upon my credibility, I know the operations of CASA, well. Without going into detail, I will disclose that I even once interviewed for the position, taking the time to interview CASA, in what I call a data collection interview.

CASA RICO Royale
I learned of the financing and the administration. I learned of the training and the interactions with the judges. If it smells like a racket, then it is a racket.

What did they do for the children? Nothing but recommend extended stays in foster care and allow federal false claims to be filed. Why? Because they would loose their funding if they did not.  The rackets are nothing but a game of Rusisan Roulette.  What are the chances CASA gets busted?

The only disappearance should be the entire program of CASA. Health care reform can absorb this function under the Medicaid expansions. Time to shut down CASA RICO Royale.

CASA social worker charged in bingo funds’ disappearance
Friday, 17 September 2010

The director of local non-profit organization that helps abused and neglected children was arrested this week for allegedly embezzling funds and operating an illegal gambling house, authorities said.

Former Benton resident Jackie Perkins, 54, who lists a residency in Little Rock, was charged with felony keeping a gambling house and felony theft of property. Tammy McLain, 49, who also lists the same address as Perkins, was also charged with the same felonies.

Saline County Sheriff Bruce Pennington said Perkins and McLain allegedly were operating “an illegal gambling house masquerading as charity bingo” for the Saline County Court Appointed Special Advocates. He said the investigation is continuing and there “is a chance more charges could be added.” Authorities said $15,320 raised from charitable bingo was found in both Perkins’ and McLain’s vehicles and at the bingo center at 709 East St. in Benton. Pennington also noted that McLain is not an employee of CASA, but was helping with the charitable bingo games.

“That is only what we know about,” Sheriff’s Lt. Scotty Courtney said.

It was Nov. 24, 2007, when Perkins first started a legal bingo fundraising program to benefit CASA. She told the Courier then that the bingo games was an alternative to raising money and meeting financial budgets for CASA.

“The woes of our economy have put a strain on charitable organizations as they receive less and less support,” Perkins said in 2007. “As the board of Saline County CASA looked at different avenues of raising funds, they wanted to do something that would provide a form of entertainment and also raise much needed financial support for the organization.”

Since that time Pennington said that Perkins had moved the location of the bingo games to various facilities in Benton, with the last being held at 709 East St. He also said the state license had expired “for some time,” but Perkins continued the bingo games anyway.

In a 2007 interview Perkins also told the Courier, “according to state laws, you can only hold bingo two nights a week and we have started bingo one night a week on Saturday night, but we are thinking of starting another night as we grow.”

Pennington, however, said at least during the past few months, Perkins had the bingo nights operating “three or four times” a week. He also said “none of the funds were being sent back to CASA.”

Just a few weeks ago Saline County Prosecuting Attorney Ken Casady received information that Perkins and McLain were possibly misappropriating funds from the charitable bingo. After speaking with Pennington, the Sheriff’s Office began investigating the matter.

“After they have a bingo night and the next day there is no deposit made, you get little flashes that ‘hey, it’s not being run correctly,’” Pennington said. “If the money was being raised in the CASA name, it should have all profited CASA.”

Casady said what Perkins and McLain are being accused of shouldn’t tarnish the “good reputation” of the Saline County CASA. He said that no other CASA volunteers or employees are part of the illegal activities, but also said he “can’t comment” if there could be additional arrests with the case.

“(CASA) really does good work and helps the community,” Casady said. “CASA volunteers and the other employees had nothing to do with this case. They work diligently to make sure kids are taken care of and (CASA) could have been doing more if the (bingo) funds weren’t diverted. They are still a great organization and they will be better off in the future (without Perkins).”

During a four-week investigation, Pennington said through subpoenas, search warrants and undercover operations, it was determined that there was embezzlement of funds and llegal gambling.

“We had a few deputies attend and play the bingo games,” Pennington said. “The way the bingo was set up was fine, but the problem was where the money was going.”

On Monday, Perkins and McLain were found in the Saline County CASA parking lot and taken into custody. Each was charged with a Class D felony keeping a gambling house and Class C felony theft of property. A Class C felony carries a maximum penalty of 10 years in prison and a $10,000 fine. A Class D felony carries a maximum penalty of six years in prison and a $10,000 fine.

On Wednesday, Perkins and McLain were released from the Saline County jail on a signature bond with a court order to have no contact with Saline County CASA, its employees, volunteers or functions, and to have no contact with any charitable bingo game.

“It will be an extensive investigation,” Casady said. “A lot more information about this case will come out at trial.”

The trial, however, has not been set yet.

The Courier made several attempts to contact Perkins, but her cell phone was not accepting calls as of Thursday and as of press time today.

Perkins has been the director of the Saline County CASA for at least five years. CASA trains community volunteers to assist abused and neglected children through the Department of Human Services and the court system. The agency is funded through government grants and private donations. A recent report showed that two dozen CASA volunteers were aiding 35 children.

According to the website, www.salinecountycasa.com, “Arkansas (CASA) approved a Saline County Program in 1997. Since then, we have served as the ‘eyes and ears’ of the court and spoken up for the best interests of the children within our county. We have grown to represent approximately 60 percent of all of these children within the Juvenile Court System.”

Saline County CASA is a nonprofit organization and is a member of the National CASA Association. It is an active member of the Arkansas State CASA Association, and volunteers to Saline County CASA are appointed by Saline County Circuit Judge Gary Arnold.

The website states: “Volunteers then make a recommendation to the court at each hearing along the way, thus providing the judge with valuable information on the child to help the court make a sound decision about his or her future.”

Your CASA is not my casa

The National Court Appointed Special Advocate Association (CASA) has established standards for states in the operations of its CASA programs.

The mission of the National Court Appointed Special Advocate (CASA) Association, together with its state and local members, is to support and promote court-appointed volunteer advocacy for abused and neglected children so that they can thrive in safe, permanent homes.

From the point of identifying deficiencies in the child welfare system, I am compelled to address each area pursuant to the enumerated standards below, for the sole purposes of ameliorating fraud.

Standard 1: The state organization has a mission and purpose that is consistent with the goal of developing and supporting quality volunteer advocacy in court for children who are abused and neglected.

How is it the state organization can "develop and support" quality volunteer advocacy when it does not address the issues, well documented by the U.S. DHHS and U.S. DOJ, as well as each state auditor general, when it comes to "develop and support" the means and methods for reporting suspected fraudulent activities to the states ombudsman office or the attorney general, as mandated in federal grant reporting?

RECOMMENDATION: CASA ESTABLISH TRAINING OF VOLUNTEERS TO REPORT SUSPECTED FRAUD, WASTE AND ABUSE TO STATES ATTORNEY GENERAL MEDICAID FRAUD CONTROL UNIT AND OTHER STATES DESIGNATED CHILD WELFARE OVERSIGHT AGENCIES.

Standard 2: The state organization has a body responsible for governing the organization, overseeing compliance with all applicable laws and regulations and ensuring ethical conduct.

This is completely and utterly false by applying a simple First Amendment prong test: does an individual have the ability to redress grievance? In many instances, CASA is still a private organization where there is no formal public body of oversight established. If one, whether it be a child, parent, or anyone of affinity or consanguinity wishes to file a complaint against a CASA volunteer, being a volunteer, there is no regulatory oversight body. One may not grieve to a legislative official as this is a court activity and one may not grieve to the courts as there is a pending case.

CASA volunteers do not take oaths of office neither are they required to be agents of the courts, as in attorneys.

The only road to recourse is blocked by indemnification and quasi-immunities. There are no vehicles for contractual disbarment, license revocation, fines, sanctions or prosecution.

RECOMMENDATION:CASA FORMULATE AND IMPLEMENT A FORMAL GRIEVANCE PROCESS, INCLUDING THE MAINTENANCE OF A DATABASE, TO BE REPORTED TO STATES COURT ADMINISTRATIONS.

Standard 3: The state organization engages in a strategic planning and assessment process to establish its goals and priorities and to evaluate its effectiveness in achieving its mission.

If CASA does not maintain and warehouse grievances, how is it Continuous Quality Improvement programs exist to allow strategic planning and assessment? Are there internal controls and if so, what are they, because I surely have no idea. Even after I interviewed directors of local CASA programs, internal controls could not be identified. Local CASA offices have no local goals.

This, essentially is Anti-Trust activities. No competition means there the opportunity for improvement has been surgically removed from any activities for quality improvement.

RECOMMENDATION: CASA IDENTIFY AND PUBLISH CONTINUOUS QUALITY IMPROVEMENT POLICY AND IDENTIFY INTERNAL CONTROLS FOR THE NATIONAL AND LOCAL ORGANIZATIONS.

Standard 4: The state organization has written policies for recruitment, selection, inclusion, training and performance, which are guided by generally accepted human resources practices.

Unfortunately, in many states, individuals who were never found to be guilty of the crime of abuse and neglect may not have their names removed from Central Registry. These are individuals who would be most knowledgeable of the child welfare system and more likely to provide innovative ideas and insight into what is best for the children and the families. This is a population that is excluded from advocacy.

Another excluded population is community representatives. Most of the time CASA volunteers to not come from the neighborhoods of the children they represent and have very little understanding of the social fabrics that have led to the situations they represent.

RECOMMENDATION:ENGAGE AND ENCOURAGE LOCAL COMMUNITY REPRESENTATIVES TO VOLUNTEER AND PROVIDE INPUT FOR IMPROVEMENT FOR CASA.

Standard 5: The state organization manages its operations in accordance with generally accepted financial and risk-management practices.

Standard 6: The state organization provides information and education to promote CASA/GAL advocacy for abused and neglected children.

CASA/Guardain ad litem(GAL) does not always represent abused and neglected children. Not all children in the foster care system are abused and neglected. Therefore, this is false public information. In many instances, poverty, or for a better working example, not having access to medical resources, is grounds for opening an abuse and neglect case. When this is such the situation, there should be no negative connotations on a child who must enter foster care in order to receive services.

RECOMMENDATION:CASA ADOPT A PROACTIVE APPROACH TO OFFERING PUBLIC SERVICES TO BETTER EDUCATE THE PUBLIC OF THE INNER WORKINGS OF THE CHILD WELFARE SYSTEM.

Standard 7: The state organization promotes the integrity and quality of the CASA/guardian ad litem program and the delivery of the highest quality advocacy services to children who are abused and neglected.

Again, not all children involved in the child welfare system are abused and neglected.

RECOMMENDATION: CASA CONTINUE PROGRESSIVE ADVOCACY SERVICES TO ALL CHILDREN IT REPRESENTS

Standard 8: The state organization is a member of the National CASA Association and meets its standards, requirements and policies.

RECOMMENDATION: THE NATIONAL CASA ORGANIZATION CONTINUE TO ASSURE COMPLIANCE OF ITS STATE ORGANIZATIONS TO ENSURE COMPLIANCE TO ITS NATIONAL STANDARDS, REQUIREMENTS AND POLICIES.

Standard 9: The state organization engages in comprehensive planning for the initiation and start-up of its operations.

RECOMMENDATION: NATIONAL CASA ADOPT THE POLICY RECOMMENDATIONS SET FORTH HEREIN.

Standard 10: The state organization is committed to inclusiveness and diversity as essential values. It demonstrates these qualities in its own operation and promotes them in local program governance, management and quality advocacy for the state’s abused and neglected children.

RECOMMENDATION: NATIONAL CASA ADOPT THE POLICY RECOMMENDATIONS SET FORTH HEREIN.

The child welfare system needs reform but it may only happen if all parts of the whole are on board.

Hey CASA, come join the movement to stop Medicaid Fraud in Child Welfare!

CASA Opens Office To Aid Cherokee County Foster Care Children

CASA Opens Office To Aid Cherokee County Foster Care Children

JACKSONVILLE — More children being placed in foster care prompted Court Appointed Special Advocates to open its first office in Cherokee County.
The new office, which held an open house Tuesday, is at 514 E. Commerce St. in Jacksonville.
People, run for your lives...CASA is in town.

CASA is a nonprofit organization that backs and promotes court-appointed volunteer advocacy for abused and neglected children so they can have safe, permanent homes, according to the national CASA website.

CASA is a nonprofit organization that backs and promotes child placing agencies who make large financial contributions in order to advocate for increased funding for local governments and its contractual arms, and to cover up in any and all violations of law and policy in a case.
Lee Ann Millender, executive director of CASA of Trinity Valley, said the new office is necessary because there is a high demand in Cherokee County.

No, not high demand for CASA, high rate of poverty and high demand for services and resources where the only place to access assistance in in foster care.

Since July, about 40 children in the county have been removed and placed in foster care, she said. The number of children in foster care in the county has historically been in the 20s and low 30s.

“So since July, there's been so many placed in foster care because of abuse and neglect (that there is a need) to increase volunteers to advocate,” Ms. Millender said. “We're still trying to get more volunteers. I think we have eight active volunteers in Jacksonville, and we need that many more.”

She said families are stressed with the economic times and issues with substance abuse usually come out, so more children are ending up in foster care. Parents and their childhood history also play a significant role, she said.
“It's pretty much a combination of all those things going on or sometimes they don't have the resources or the support system,” Ms. Millender said.

Including the trend to remove children from the homes instead of providing services in the community.

She said that's when CASA tries to bridge those gaps.

When Child Protective Services removes a child, she said, the child may have to stay in foster care until parents can resolve issues or it may result in termination of parental rights and adoption by someone not related to the child.
In a majority of instances, the child goes back to their parents or another relative, she said. Some also may age out of foster care or are adopted.

“For a foster child, it can be constantly changing,” Ms. Millender said. “They're removed from what's familiar, they have to change schools, neighbors, change playmates.”

She said the Child Protective Services caseworker also will probably change several times, but CASA stays with the child from start to finish, which helps keep continuity.

That includes the CASA volunteers like Midge Going in Jacksonville.
She said being a volunteer has been interesting and rewarding as well as depressing at times.

When she receives a case, she said, the initial weeks are spent getting to know the child and finding out all she can about the case.
She said volunteers typically are supposed to make contact with the child at least once a month.

And, if the child is in school, CASA has access to the child's school and medical records and can check with teachers to see how the child is behaving during the school day, she said.

Ms. Going said she also tries to talk with foster parents or family members to tell them that CASA and others are involved to make sure the child's needs are taken care of.
One case she worked on was a mother who couldn't care for her two elementary age girls, she said. However, they had an older sister in Florida who wanted to adopt them, and they are now living with her.

Ms. Going said she once got a letter from the older child, who is now a high school freshman, that said she misses her mother but was thankful be taken care of and to have friends.

Most of the stories end in misery.  CASA does not advocate for the child, it advocates for the child welfare system.  If CASA actually what it claims to do, there would be training to report suspected violations of law to the local prosecution or attorney general.

Did you know CASA workers are not even considered as mandated reporters?  Just another reason why reports of harms to children in foster care go undocumented by the child abuse propaganda machines.

CASA To Promote Cherokee County Foster Care Operations

The Dr Phil SystemSuckology Special - Falsely Accused Parents being spun off into an hour long CASA Commercial

Fom our friends over at Legally Kidnapped:

The Dr Phil SystemSuckology Special - Falsely Accused Parents being spun off into an hour long CASA Commercial

I love you all dearly, but if I see one more person put even the slightest ray of hope or faith into Dr Phil after this, I will personally vomit.  He's got his agenda and I'm sure he's paid well to preach the Imperialistic Morality Parade to the stupid who watch him on a regular basis.

Dr Phil, however is a bought and sold system suck who doesn't give a rats ass about you.  This episode of his show, which I'm about to show you, pretty much sums it up.
"Especially important is the warning to avoid conversations with the demon. We may ask what is relevant but anything beyond that is dangerous. He is a liar. The demon is a liar. He will lie to confuse us. But he will also mix lies with the truth to attack us. The attack is psychological, Damien, and powerful. So don't listen to him. Remember that - do not listen."

~ Father Merrin The Exorcist 1973
And with that in mind, I present to you via the miracle of somebody who made it available on YouTube the highly anticipated Dr Phil Parents Falsely Accused show.

Now I watched this show through, via these six clips. The two stories of falsely accused parents are hard hitting. The first one is a clear over-reaction thanks to the idiotic moralistic crap which is forced upon us by others. For example, watch how he gives airtime to the opinions of the self-righteous hypocrites who think that they should have a right to tell us what we can and can't do and how we should raise our own kids.

In my opinion, this mother did nothing wrong. And it's none of your business if you think she did. Get a life people. It was more harmful to take the kids away than anything she did, especially after watching their mother get dragged off in handcuffs just because some asshole had a problem with something she did when they were doing nothing but preforming a random act of kindness by giving to the Salvation Army so that some money that her kids collected would go to those less fortunate.

I do realize that the world is full of stupid ignoramuses like the arresting officer and the regular viewers of the Dr Phil show, and that we should feel sorry for them to a point as their stupidity makes them venerable to being taken advantage of, but I also honestly believe there comes a time when somebody needs to have some common sense bitch slapped into them.  Not only that, but Dr Phil doesn't even ask the question of any of these people, "Who the hell are you to criticize me?"  What makes you so much better based on your unfavorable opinion of anything you think?

The next part goes into the case of a mother who was not only falsely accused but wrongfully convicted of the murder of her daughter. This clearly demonstrates just how badly society is out for blood. I've often believed that as long as somebody pays for the crime guilt or innocence doesn't matter as society is happy and convinced that justice is served because the television told them so. Then again, after my own personal experience, I have little faith in the justice system because that light was YELLOW!

This case is painful, and my heart goes out to the family.

Listen very carefully to the very first thing this woman says in this next clip. She is talking about being convicted in the court of public opinion. Kind of like Casey Anthony, where the lynch mobs who disagree with the court verdict for whatever reason.

I think that an awful lot is said there. It's a problem that any parent who is accused of abuse faces. And it's thanks to those who crave this kind of an emotional fix and feel important when they have something like this to go off on.  The truth doesn't matter, just what they saw on TV.

I am really impressed with her son. The way he talks about his time in the foster care system is priceless.

But watch Dr Phil spin it off into an hour long commercial for CASA (Court Appointed Special Advocates).

"Get involved with CASA and help a kid."  Don't worry about the thousands of kids with CASA Puppets who still manage to fall through the cracks, age out onto the streets with nothing, etc.

The CASA puppet I had to deal with was a total stooge for the agency who flip flopped her position every time she talked to someone different. So I'm really not impressed with some wanna be system suck who is looking for a way to make herself feel good by thinking that she's a hero for helping a kid when she's really so easily manipulated by masterful liars such as CPS Agents and therefore carrying out the orders of the beast without question while believing that she's got the slightest skill of an independent thinker.
" Although CASA volunteers mean well, CASA doesn’t deliver on its self-serving hype."

~ The Wex in a comment on this article http://www.katytimes.com/articles/2010/10/24/news/doc4cc2054148e96836999021.txt
Let's find out how Dr Phil really feels.

Tell me those aren't the words of a System Suck.  Do you think the two women in this particular episode of the Dr Phil show would agree with this mentality?  How about the countless parents who can't see their kids for whatever reason when they haven't done anything wrong or those who are sitting in jail for a crime they did not commit?

This show does nothing for the plight of the falsely accused of anything.   It only goes on to glorify the useless by making it look like a solution.

CASA Retaliates

This was a response from Rebecca L. Grossman of the National Court Appointed Special Advocates for posting the Baby LK report.

I believe it was removed from the facebook posting because, Child Abuse Propaganda Machines do not like publicity that challenges their current funding structures.

It more than likely was removed as retaliation for, let's just call them "previous encounters."

Hello Beverly. While we very much appreciate your support of National CASA we are going to have to take down your last posting due to our public posting policy which I will include in this email Thank you for your understanding.

Thank you to all of our FB page visitors--especially those of you who use CASAforChildren.org and this Facebook page as a way to deepen your connection to other people engaged in the important work of finding safe, permanent homes for abused and neglected children. We have committed to expanding our communication with members of the CASA community by posting news and responding as quickly as we can to questions raised here.

We truly appreciate your comments and insights. We are a community that values mutual respect and civility. Disagreements, debates, and discussions are to be expected -- that's often how we learn from each other. It’s important that we engage in these conversations in a way that is respectful and positive.

Please treat each other with respect. Name-calling and offensive or foul language just isn't acceptable. We want a free and open discussion, but we will delete posts that are overly disruptive to the community.

Online tools can help us expand the CASA movement. We encourage all of our supporters to be involved. Let's treat each other with dignity and respect and build a strong and effective online community to make a difference in the lives of abused and neglected children.

Now, here is the 2008 CASA Annual Report. No where in this publication will you find any reference to ending fraud, waste and abuse in child welfare.

As a matter of fact, you will find no reference to the number of children who are being removed from homes on the basis of poverty or lack of medical coverage.

Quite frankly, you will see not a whisper of the abuses and deaths of children in the child welfare system.

CASA Annual Report 2008

There are only two reasons I prefer to publish a document in its entirety because, in the event I have omitted something or, perhaps, have interpreted the information improperly, the source is right at one's fingertips.

The second reason is because I am a fan of accountability and transparency. It is the responsibility of the citizen to protect and serve. I call this my civic duty to call out bullshit, and I do it extremely well.

CASA is  publicly funded entity; therefore, this is a public document.

CASA 990 2008

Out of the $12 million in expenses, not one penny went to ending Medicaid fraud in child welfare.

CASA, the ones with direct knowledge of these child welfare cases, does absolutely nothing but allow the status quo to grow with such a ferocity that we have federal agencies scrambling to find out why.

If you suspect fraud in child welfare, report it because CASA sure as hell will not.

SystemSuckology: Understanding Child Abuse Propaganda Month - Part 1: An Excuse For A Fundraiser

SystemSuckology: Understanding Child Abuse Propaganda Month - Part 1: An Excuse For A Fundraiser

A Philosophical Perspective by LK.

April is known by the Child Protective Industry as National Child Abuse Prevention Month.  According to them, it's a month designated to raising awareness about the problem of child abuse, and educating the public on ways to prevent child abuse and promote strong healthy families.

This particular month also tends to be my busiest time of year.   My news-reader fills up with this crap.  In fact, I would guestimate a 150% increase in the number of pro-CPS articles over any other month, except November which is National Adoption month and a whole different sales pitch.

In years past, I would skim through a few, delete most as to the uneducated mind, they seemed all the same and are enough to make you vomit.  Then a couple years ago I noticed a trend where they were using the wrong set of data as a symbolic visual representation of the number of  children who were abused or neglected, for example, the number of pinwheels planted in the ground equaling the number of calls to the child abuse hotline, which appears to trick the public into believing that the problem of child abuse is worse than it actually is, when in fact approximately85% of such cases remain unsubstantiated or do not even rise to the level wherean investigation is warranted.

"Roper says last year alone, there were 64,000 calls made to SRS to report abuse and neglect, with little more than 10,000 coming from the Wichita and Sedgwick County area."  - http://www.ksn.com/news/local/story/Advocates-work-to-strengthen-families-during/8goUVMdNSEmFzp-5AZb1mg.cspx
This year, upon taking a closer look at these articles, collecting about 100 so far, and reading through the first 25 this morning, I came to realize that the System Sucks will base the number of pinwheels on practically anything.  In Tennessee, for example...

"Each pinwheel represents one of the 95,000 babies that will be born in Tennessee this year." -

And why pinwheels?

"Pinwheels are a symbol of a happy, carefree childhood and the belief that getting it right for kids early on is less costly than trying to fix problems after things have gone wrong. Doesn’t every child deserve this opportunity?" - http://www.pcat.org/child-abuse-prevention-month/april-is-child-abuse-prevention-month/

So I thought: The word symbol here is interesting to me.  If the blue pinwheel is supposed to represent child abuse awareness, then using visual that also represents a happy, carefree childhood is somewhat disturbing.   Then basing it on the number of babies being born in the state in hopes for a happy childhood for all, which would certainly put a lot of these agencies out of business, is a deception that must be stated.   Then again the actions and views of the system sucks have often proven to be concerning if not confusing.  But then as similar patterns began to emerge, I stumbled onto another interesting detail.

"Community members can sponsor a pinwheel for $10. Donors can specify a program their donation will support or let the center choose the area of greatest need."  - http://www.ydr.com/local/ci_20307692/about-garden-pinwheels-planted-york-draw-attention-child

So I thought, hmm… There is a method behind the madness.  As there seems to be money involved.  This pattern emerged more and more.  The deeper I looked into it.  In fact, out of the 25 articles that I read, 13 of them specifically mentioned some fundraising activities.  The pinwheels are apparently going for between $1.00 and $10.00 dollars a piece, and all the proceeds go to some agency or nonprofit organization which deals with abused or neglected children.

Then I came to notice that these fundraising activities of these agencies didn't stop with selling pinwheels, and that many agencies are getting in on this interesting little funding stream.  One of the most well known, which seems to be very active in fundraising during this time of year is CASA, otherwise known as the Court Appointed Special Advocates.  In fact, the number of CASA related articles has jumped significantly over the last week, according to my newsreader, and they're coming up with a few creative ways of their own to cash in on Child Abuse Prevention Month.

Now before I forget, I should mention that the government is considering completely eliminating funding for CASA,  http://us4.campaign-archive2.com/?u=6a45adb6fa71aca01f7c6bb20&id=d24294f386&e=f9d0250090  so how are they going to deal with it?

Advocates for child abuse victims raise awareness, funding in Longview - http://www.cbs19.tv/story/17304060/advocates-for-child-abuse-victims-raise-awareness-funding-in-longview

Ride raises $30K for child abuse prevention - ( which will be split with CASA and maybe even recruit a few more, mind you) - “We need volunteers to go through our screening and training process to become a CASA. We also need community members to help with fundraising events and to spread the word about CASA. In addition, we welcome opportunities to speak to business and civic organizations about CASA and the children we serve. - http://www.kdhnews.com/news/story.aspx?s=65314

And you can even dine out in support of CASA, where a portion of your bill will be donated to CASA.   Dine Out in April in Support of Child Abuse Prevention Month - http://www.casappr.org/news/dine-out-in-april-in-support-of-child-abuse-prevention-month/

Of course, it wouldn't be fair to pick on CASA alone as the soul agency using Child Abuse Propaganda month as an excuse to hold a fundraiser.  Nor is there any lack of creativity or work put into such fundraisers, I mean awareness campaigns, as it appears that practically any agency that deals works with CPS is able to cash in.  And a few of these events are quite sophisticated in their organization.

For example, in Ocala Florida, there is a - Race Against Child Abuse set for April 14 - with a $25 dollar entry fee http://www.ocala.com/article/20120331/ARTICLES/120339951

In West Virginia, there is going to be a walk-a-thon against child abuse, which last year raised $14,000, and is expanding to include more events this year.  "This year’s walk-a-thon event has been expanded to include a 5-kilometer run and a bike-a-thon for children, starting at Hancock’s Widmeyer Park on April 28. The event’s proceeds will benefit Safe Place, at 24 N. Walnut St. in Hagerstown, and Safe Haven, a child advocacy center in Morgan County, W.Va". -  http://www.herald-mail.com/news/hm-blue-ribbon-event-designed-to-raise-awareness-of-child-abuse-20120401,0,2012487.story

So as you can see, those of you who are out there crying about Medicaid fraud and Title IV funding, we have an interesting little funding stream which has gotten far too little attention.  How much do they rake in?  We many never know as a whole, but I'm sure it's way up there and all of this money is made under the guise of Raising Awareness About Child Abuse.

To conclude this little escalade, I earlier mentioned that similar patterns began to emerge.  And so begins a month long series.  No it won't be a daily thing.  Just a few throughout the month.  But it will enlighten you as to the beliefs and behaviors of the System Sucks.

CASA In Nevada Is Not Trained To Report Child Welfare Fraud

You'd think that Nevada would use some of the $467,665 in Adoption Bonus Money to help out with this.

Purchase a gift card to help out foster kids

Thanks to locally owned San Rafael Coffee Company joining forces with CASA of Carson City, you can now have a great cup of joe, some pastries and live entertainment Friday and help local children placed in foster care.

CASA is all out of gift cards to assist in purchasing needed items for the extras, such as school, performance and sports supplies that are so important in the kids' lives to “fit in.”

Legally Kidnapped has presented me with a curious issue.  How is it CASA is running a fundraiser for the necessary needs of the child who is under the auspices of the State of Nevada when the U.S. Department of Health and Human Services has already appropriated funding to care for the needs of the children in foster care?

The last time I checked, this was called administrative incompetence.  According to IRS Charitable Codes, if a non-profit receives funds during a grant participation period, it must be reported.

For example: A non-profit gets a grant to rent a building.  The monthly rent is $500.00, which was approved in the granting of the funds.  Now, the non-profit subleases a portion of the space for $400.00.  Is this money reported and reimbursed or is it used to subsidize other unreported activities.

A child is removed for not being provided the necessary needs (i.e. medical insurance, homelessness).  Almost 84% of the children in Nevada foster care were placed due to this very fact.  Now, CASA announces that these children are still in a state of need though it receives federal funding, and even more under Medicaid Targeted Case Management?

CASA workers are not trained in detecting and reporting fraud in child welfare yet should be.  I will be designing a training course.

It is time people ask what is really being done with all this money.  It is time for fiscal accountability and transparency.

Michigan CASA Supports Medicaid Fraud

The following link is a direct quote of a Washtenaw CASA person:

" I try to take a deep breath and remember that a village let these children down when they were infants."

This is a very powerful statement that you have so readily glossed over with the cadence of the imperialistic morality parade.

The social safety net did not fail as it was intentionally unraveled to general revenue-maximization schemes.

The Michigan CASA Story is built upon the massive levels of fraud within the child welfare system,.

Until I see CASA provide training to report suspected violations of policy, law and civil rights to Counties Prosecutor,  Attorney General, Bureau of Children and Adult Licensing, Office of Children's Ombudsman or the U.S. Department of Health and Human Services Office of Inspector General Fraud Division, I question the ethical integrity of the entire operation of CASA.

The village that has let these people down is called the State of Michigan.

Patrice Failor & James Comey Do Not See A Problem With The Trafficking Of Tiny Humans

I guess Patrice and her husband James Comey do not see a problem with the trafficking of tiny humans of "The Poors" (always said with clinched teeth)..
On Facebook, Patrice Comey, in 2014, wrote: “I am a foster parent, have served as a guardian ad litem for foster kids and work with aging out foster kids in my community.”

  Have a great day!

On March 18, 2016, CASA volunteer Patrice Comey was joined by her husband James B. Comey Jr., the director of the Federal Bureau of Investigation (FBI), at the Connecticut Assembly where she testified in support of a state bill that would allow volunteers to support and advocate for kids through juvenile matters. In addition to Patrice serving as a CASA advocate, the couple has also opened their home to foster children. National CASA Association is grateful to the Comeys for their commitment to helping abused and neglected children.

FBI Director Supports Wife’s Effort in Counseling Juveniles

James B. Comey Jr., the director of the FBI, added some powerful support for his wife on Friday when she testified in favor of a bill that would allow unpaid volunteers to counsel kids through the juvenile-justice system.

Comey, his wife Patrice, and an FBI security detail were high-profile VIPs in the Capitol complex for a morning hearing before the legislative Judiciary Committee.

“Every foster child in this great state gets a lawyer,” said Patrice Comey, a former volunteer at Bridgeport Superior Court. “These lawyers each has up to 100 cases, but once they have a case they’re to express the best interests of the child in court. And if the lawyer or the judge or anyone feels that what the child wants is in conflict with their best...then he can ask for an advocate for the child separate.”

The bill, modeled after a New Jersey law, would create a program for court-appointed special advocates for juvenile court matters, at the discretion of judges. James Comey sat by, quietly, during her testimony. The former general counsel for the Westport-based hedge fund giant Bridgewater Associates, he became FBI director in 2013.

“It could include advocacy for the foster child in the judicial system,” said Rep. William Tong, D-Stamford, co-chairman of the committee. “It sends a message that the community cares and we’re willing to pay for it and we’re willing to do this for you,” Patrice Comey said.

Laura Bush Sucks

In 2011, Laura Bush advocated for the separation of children from families.

LAURA BUSH PSA

Texas CASA produces and distributes public service announcements (PSAs) for television and radio to assist programs in their efforts to raise awareness about CASA and to recruit more volunteers to serve more children in care.

The PSAs are available for CASA programs to use in their outreach and recruitment efforts. CASA programs are encouraged to download the spots and ask their local media outlets to play the spots.

In 2018, she forgot what she said in 2011.

Laura Bush sucks.

Laura Bush is a former first lady of the United States.

On Sunday, a day we as a nation set aside to honor fathers and the bonds of family, I was among the millions of Americans who watched images of children who have been torn from their parents. In the six weeks between April 19 and May 31, the Department of Homeland Security has sent nearly 2,000 children to mass detention centers or foster care. More than 100 of these children are younger than 4 years old. The reason for these separations is a zero-tolerance policy for their parents, who are accused of illegally crossing our borders.

You had no problem advocating for children being removed from families and put up for adoption when your people set up complex fraud schemes in NGO child welfare organizations in Texas to hustle and launder money.

I live in a border state. I appreciate the need to enforce and protect our international boundaries, but this zero-tolerance policy is cruel. It is immoral. And it breaks my heart.

How come you do not speak upon your advocacy of removing children from families?

Our government should not be in the business of warehousing children in converted box stores or making plans to place them in tent cities in the desert outside of El Paso. These images are eerily reminiscent of the Japanese American internment camps of World War II, now considered to have been one of the most shameful episodes in U.S. history. We also know that this treatment inflicts trauma; interned Japanese have been two times as likely to suffer cardiovascular diseaseor die prematurely than those who were not interned.

Uh, it is called child welfare law.  This is foster care and adoption, domestic and international policies which advocate revenue maximization of human chattel, or, in this instance, the trafficking of tiny humans.

Americans pride ourselves on being a moral nation, on being the nation that sends humanitarian relief to places devastated by natural disasters or famine or war. We pride ourselves on believing that people should be seen for the content of their character, not the color of their skin. We pride ourselves on acceptance. If we are truly that country, then it is our obligation to reunite these detained children with their parents — and to stop separating parents and children in the first place.

You could not spell the word moral if you life depended on it.  You have never once spoken upon privatization of child welfare, which was implemented by your father in law.

People on all sides agree that our immigration system isn’t working, but the injustice of zero tolerance is not the answer. I moved away from Washington almost a decade ago, but I know there are good people at all levels of government who can do better to fix this.

You advocated zero tolerance with CASA.

Recently, Colleen Kraft, who heads the American Academy of Pediatrics, visited a shelter run by the U.S. Office of Refugee Resettlement. She reported that while there were beds, toys, crayons, a playground and diaper changes, the people working at the shelter had been instructed not to pick up or touch the children to comfort them. Imagine not being able to pick up a child who is not yet out of diapers.

Imagine you child is snatch in the middle of the night to be thrown into an empty CPS office, to sleep on the floor, hoping to get a peanut butter sandwich for their daily meal, as the worker desperately searches for a foster care placement where the child will be engage in the first stage of a life of hell.

Twenty-nine years ago, my mother-in-law, Barbara Bush, visited Grandma’s House, a home for children with HIV/AIDS in Washington. Back then, at the height of the HIV/AIDS crisis, the disease was a death sentence, and most babies born with it were considered “untouchables.” During her visit, Barbara — who was the first lady at the time — picked up a fussy, dying baby named Donovan and snuggled him against her shoulder to soothe him. My mother-in-law never viewed her embrace of that fragile child as courageous. She simply saw it as the right thing to do in a world that can be arbitrary, unkind and even cruel. She, who after the death of her 3-year-old daughter knew what it was to lose a child, believed that every child is deserving of human kindness, compassion and love.

Laura, darling, you do know they were running biomedical testing on those foster kids with HIV/AIDS?

In 2018, can we not as a nation find a kinder, more compassionate and more moral answer to this current crisis? I, for one, believe we can.

As soon as we do asset forfeiture on your NGOs that traffic tiny humans.

How The NFL Traffics Tiny Humans - Trust Funds, Markus Koch & John Of God

NFLPA
Now, why would Markus Koch be snooping around my archives?

Well, the first thing is found out that his foreign nonprofit, NFLPA Former Players Chapter of Seattle, Inc. was dissolved, May 3, 2019.

The NFLPA is reported in gross receipts of $423,975,288 and assets of $428,023,323, where all of its 39 former players chapters have no financial reports.

But, then, I found out the NFLPA has a board, where all of the members just so happen to have foreign corporate children's trusts.

Back to Markus Koch, of who I have no idea if he is related to the Uranium One Kochs of Detroit.

Since all the other players have foreign child welfare trusts, to launder their bonus pay, I decided to find his, and I did.

Meet John of God, Joao Teixeira de Faria.

Brazil 'faith healer' John of God surrenders to police

A Brazilian faith healer accused of sexually abusing more than 300 women has handed himself in to police, local media report.

Joao Teixeira de Faria, known as "John of God", was declared a fugitive on Saturday after missing a deadline to surrender to the authorities.

The cascade of claims against him began earlier in December, when a dozen women said the self-styled spiritual healer had abused them at his clinic.

Mr Faria denies the allegations.

The medium is based in the central town of Abadiania, west of the capital Brasilia, but has followers worldwide.

How did the surrender play out?

Brazil's O Globo newspaper reports that the medium withdrew 35 million reais ($8.9m; £7m) from several bank accounts on Wednesday - convincing authorities that he could be planning to flee Brazil, or hide the money in case of future compensation claims.

Authorities responded with an arrest warrant on Friday.

On Sunday, mobile phone footage broadcast on Brazil's Globo TV showed Mr Faria, looking weary, getting out of a car and surrendering to police on a dirt road in Abadiania.

He was transported to police headquarters in Goiania, the capital of Goias state.

Brazil country profile

The medium can be heard on video saying that when he heard the abuse allegations "I surrendered to divine justice - and, as promised, I now place myself in the hands of earthly justice".

His lawyer, Alberto Toron, said he would file an appeal on Monday. He said he hoped Mr Faria might be held under house arrest, instead of in prison.

How did the allegations start?

Last week a Dutch photographer, Zahira Leeneke Maus, told Globo TV that Mr Faria had manipulated her into performing sex acts and then raped her.

Nine Brazilian women, who remained anonymous, also told the channel that the medium abused them on the premise of transferring his "cleansing" energy.

Brazilian TV channels broadcast the medium's arrival at a police station, a day after he was officially ruled a fugitive.

O Globo newspaper later said it had spoken to two more women with similar allegations.

The 76-year-old's representatives said he "vehemently rejects [allegations of] any improper practice during his treatments".

Mr Faria, who is not a medical doctor, has previously been fined and jailed for operating without a licence.

US TV host Oprah Winfrey travelled to Brazil in 2013 to meet him, and witnessed him performing so-called "psychic surgery" at his clinic.

According to ABC News, Mr Faria claims that the spirits of more than 30 doctors and other entities can enter his body, and that they perform the healings.
