System-Suckology: Thoughts on Pizzagate Connection to CPS Vs. The Real Child Welfare Pedophiles

From our friends over at Legally Kidnapped, we have another "System Suckology" Report on the conspiracies of "Pizzagate" and the real issues of child welfare.
By LK

I'm sure that many of you are by now aware of and jumping on the Pizzagate train.

I've recently seen many links popping up on this Pizzagate issue.  These links include Reddit banning the #Pizzagate hashtag.  Some blogs trying to link CPS as human traffickers to this group of high society pedophiles.  I've even seen blogs trying to link our beloved Senator Nancy Schaefer and her fight against CPS to this nasty scandal which is really sad since her death has been reduced to a conspiracy theory that has never been proven or debunked by anybody with the power to do so leaving us to speculation.

Over the years there have been many rumors of high profile sexual abuse rings, for example the Day-care sex-abuse hysteria that took place in the 80's or 90's, or the American Indian Boarding School's and some of the things that went on in there, as well as many others but it seems to be one of those places where nobody who could stop or expose or fix it or prove it is ever willing to go. I am unaware of any serious investigations into any such scandals in the USA at this time and I am unable to support or debunk the Pizzagate Conspiracy Theory.

Although, and I'm only saying this because it's provable, there is a major inquiry going on in England right now, they're busting Government Officials, Lords, BBC stars and you name it, it is fraught with scandal, changing leadership, failures and criticism.  Plus the accused are being acquitted and filing lawsuits.  Because there are so many high profile targets, the whole country is engulfed in an emotional sexual abuse scandal that has yet to do anything about the problem.

http://www.bbc.com/news/uk-34965912    (Or just Google "Sexual Abuse Inquiry UK")

It would be interesting if the powers that be actually opened such an investigation over here that targeted government officials, corporate leaders, or Hollywood pedophiles, but I have yet to see anything, I will therefore not jump to any conclusions.

So let me explain what really happens which should be scarier than any of the conspiracy theories.

I could make the serious argument that the most common crime against foster children is probably sexual abuse.  What we don't know the extent of this because it's not tracked by the government, and only a fraction of these stories ever hit the media and that is just of those who got caught.  I could also make the serious argument that many prostitutes or rather "Human Trafficking Victims" came out of the child welfare system.  That's a fact, but if CPS can sweep it under the rug, they will and they usually do.  It's how they protect their image.  What we can't have is the people knowing that Pedophiles target jobs working with children because that will cause a panic.  Pedophiles who haven't been caught yet are also great at passing background checks which are supposed to protect these kids.  That's how they get in the door.

Here is nearly 10 years worth of links on the topic of sexual abuse in child welfare.  Mostly to "reliable" news sources.   Just go to the bottom and click on "older posts" and you will get more and more and more.

http://legallykidnapped.blogspot.com/search/label/sexual%20abuse

CPS will remove a child, eventually they will terminate the parents rights to that child which leaves the child available for adoption into a "loving family" or lingering in the system, all cut off without a word to anybody who knew the kid from their previous life.  The system guards it's secrets well. Some of these kids are thrown into group homes, some are bounced through foster care, others are locked up.  Some even run away never to be heard from again.  Most of the time we never find out.

Confidentiality laws are enforced and parents are often gagged by the judges.  So the kid who isn't adopted into a loving family just disappears into the system and is left to the mercy of the state.  When they turn 18 (or 21 in some states) the services stop and they are put out on the street, end up on the streets or in jail with everything in between.

If #Pizzagate shines light on these issues over here in the USA, so be it.  I totally support protecting these kids.  I haven't seen anything from any reliable sources to suggest that it is.  That doesn't mean anything though because the "reliable sources" often look the other way when it benefits them to do so.  Therefore it is entirely possible.  However, I can back up everything that I've just said.  That's the difference.

And even if Pizzagate is true, I'm sure they've moved on from the pizza shop by now anyway.  So let's please get back to reality so we can start solving the real problems with CPS and the Child Welfare System.

Human Trafficking Of Foster Kids Is A Lesson In Age-Out Survival

As we wind down Child Abuse Propaganda Month, allow me to present something that the nation refuses to speak upon.
Sexual Abuse of Foster Kids.

Yes, children in foster care are drugged, raped, beaten, attempt suicide, commit suicide, everyday in foster care and the States will do nothing about it.

Then, when these kids age out the child welfare system, these experiences prepares to hopefully survive a life on the streets.

For your viewing pleasure, or for those who are having a hard time grappling over the concept that foster children experience sexual abuse and the States do nothing about it, allow me to water the idea down with pretty, colorful, moving pictures from our friends over at Legally Kidnapped.

Many victims of human trafficking aged out of foster care.

Just to be fair, the reason why no one will discuss the sexual abuse in foster care is due to privacy laws and the simple fact that, if this really made national headlines, no one would support a system which is too big to fail.

Justice Department Releases National Guide for Sexual Abuse Medical Forensic Examinations of Children

The Department of Justice’s Office on Violence Against Women (OVW) today released the National Protocol for Sexual Abuse Medical Forensic Examinations – Pediatric (Pediatric SAFE Protocol).  The Pediatric SAFE Protocol is a guide for health care providers who conduct sexual abuse medical forensic examinations of prepubescent children, and other professionals and agencies/facilities involved in coordinating with health care providers to facilitate medical forensic care in cases of sexual abuse of juveniles.

The Pediatric SAFE Protocol recommendations are organized into two broad sections.  The first section focuses on guiding communities in laying a foundation of approaches and practices that support successful response during the exam process to disclosures or suspicions of sexual abuse in prepubescent children.  The second section focuses on the various components of the sexual abuse medical forensic exam process.

According to the Pediatric SAFE Protocol, the primary goals of a pediatric sexual abuse medical forensic examination are threefold: address the health care needs of prepubescent children who disclose sexual abuse or for whom sexual abuse is suspected; promote their healing; and gather forensic evidence for potential use within the criminal justice and/or child protection systems.
The protocol builds upon existing state, federal, tribal and national and international resources, as well as research related to community response to child sexual abuse and pediatric sexual abuse medical forensic examinations, and is intended to supplement, not supplant, existing protocols.
The Pediatric SAFE Protocol was created to supplement the National Protocol for Sexual Assault Medical Forensic Examinations, Adults/Adolescents (SAFE Protocol). First released in 2004, it is a voluntary best practices guide for criminal justice and health care professionals responding to adult and adolescent sexual assault victims.  In 2013, the Attorney General released a second edition of the SAFE Protocol that reflected the latest scientific advancements as well as the changes in practice since 2004.  In August, 2013, OVW issued a companion document to the SAFE Protocol, which was focused on assisting correctional facilities to implement the SAFE Protocol.  Following the release of the second edition, OVW partnered with the International Association of Forensic Nurses to develop the Pediatric SAFE Protocol to address the unique challenges of sexual abuse medical forensic examinations of prepubescent children.

OVW, headed by Principal Deputy Director Bea Hanson, provides leadership in developing the nation’s capacity to reduce violence against women through the implementation of the Violence Against Women Act (VAWA) and subsequent legislation.  Created in 1995, OVW administers financial and technical assistance to communities across the country that are developing programs, policies and practices aimed at ending domestic violence, dating violence, sexual assault and stalking.  More information is available at www.justice.gov/ovw.  Assistant Attorney General Karol V. Mason for the Office of Justice Programs and Principal Deputy Director Hanson also authored a blog post today on the importance of the Pediatric SAFE Protocol.

Human Trafficking of Girls in Child Welfare

Michigan is number one in the nation for human trafficking of children.

One item this article does not address is that prostitution, theft, and other forms of societal unaccepted behavior are learned survival techniques in foster care.

How many of these kids were foster kids?

How many people really care?

Most of the time, these kids are just drugged up to forget their pain, which is billed to Medicaid.

It also happens to the boys, too.

4 out of 5 girls in juvenile detention have been abused, report says

New report argues arresting girls for prostitution overlooks the sex abuse that got them there

Up to 80 percent of girls held in the juvenile justice system have been victims of sexual and physical abuse, according to a report released Thursday, which recommended that incarcerated girls get screened for trauma or sexual exploitation at intake.
In “The Sexual Abuse to Prison Pipeline” (PDF), the authors from Georgetown Law’s Center on Poverty and Inequality, the Human Rights Project for Girls the Ms. Foundation for Women argue that many girls end up behind bars as a direct result of their abuse, in part due to laws in many states that allow police to arrest minors for prostitution.
The report says many girls who have been trafficked into the sex industry are arrested instead of being recognized and treated as victims of sexual abuse.
“It’s victim-blaming of the worst kind,” Lindsay Rosenthaal, one of the authors of the report, said in a conference call to reporters.
The report explained that “the decision to arrest and detain girls in these cases has been shown often to be based in part on the perception of girls’ having violated conventional norms and stereotypes of feminine behavior, even when that behavior is caused by trauma.”
The leading causes of arrest for juvenile delinquent girls — who are disproportionately African-American, Hispanic and Native American — are for offenses such as running away, substance abuse and truancy rather than violent crimes.
These are also the most common symptoms of abuse, according to child sexual abuse experts cited in the report.
“Once inside, girls encounter a system that is often ill-equipped to identify and treat the violence and trauma that lie at the root of victimized girls’ arrests,” the authors wrote. “More harmful still is the significant risk that the punitive environment will re-trigger girls’ trauma and even subject them to new incidents of sexual victimization, which can exponentially compound the profound harms inflicted by the original abuse.”
Mia Paz, a formerly incarcerated youth from Miami, told reporters in a conference call that her uncle had sexually abused her as a child. In an attempt to escape arrest for delinquency when she was 17, police fastened her hands to her legs, she said.
“For me, what the police did wasn’t different from my uncle,” she said.
Rosenthaal told reporters that police had labeled a young woman she visited at a juvenile facility in California as a “troublemaker.” Among her failures to comply with prison officials was a refusal to sit down when told.
Eventually prison authorities asked her to express herself on an iPad, where she indicated that before her incarceration, she had been sexually assaulted and sustained damages to her genitals so severe that she could not sit without suffering great pain.
“No one had asked her why” she would not sit, Rosenthaal said.
The report recommends against arresting girls on prostitution charges and said that juvenile facilities should be required to screen children at intake for sex trafficking, trauma and abuse.
“When we say ‘black lives matter,’ that means girls too,” Malika Saada Saar, executive director of the Human Rights Project for Girls, said in a press release. “Girls, and disproportionately black and brown girls are, incredibly, being locked up when they’ve run away from an abusive parent or when they have been trafficked for sex as children. But their stories of unjust arrest and incarceration have been marginalized.”
The report says that girls caught up in the juvenile justice system are often overlooked, because their numbers are fewer than boys and that the data available on girls is sparse. Studies, however, show that they experience more sexual abuse and higher rates of resulting mental health problems than boys.
One in every four American girls, for example, will experience some form of sexual violence by the age of 18, versus one in every 10 American boys, the report said.
Childhood trauma in the form of sexual violence appears to have a stronger tie to delinquency for girls than boys. The authors cite a 2014 study that found that a history of sexual abuse is the strongest predictor of whether a girl will end up back behind bars after she is released from juvenile detention.
“It appears to have a greater impact on girls’ reentry into the system than other risk factors like behavioral problems or prior justice involvement,” the report said. “Yet, significantly, the experience of sexual abuse did not have the same impact on boys.”

Penn State Sanctions Prompt Pennsylvania Governor Tom Corbett To Sue NCAA

The importance of Governor Corbett's action is not that he is suing the NCAA but the fact that he used to be the State Attorney General.  Just for clarification, the AG is the one who "protects" children.

For years, Corbett turned a blind eye to what was going on in Pennsylvania.  Remember the "Kids 4 Cash" scandal where judges were getting kickbacks for sending kids to state juvenile facilities?

Or how about the millions in Medicaid fraud in child welfare that was allowed to perpetuate under Corbett's administration?

What Corbett should be doing is making his Medicaid Fraud Control Unit and his Department of Health get together and start referring.

If children had a voice, none of this would have happened.  If Corbett would have listened, none of this would have happened.

Penn State Sanctions Prompt Pennsylvania Governor Tom Corbett To Sue NCAA

Penn State SanctionsHARRISBURG, Pa. — Gov. Tom Corbett said Tuesday he plans to sue the NCAA in federal court over stiff sanctions imposed against Penn State University in the wake of the Jerry Sandusky child sexual abuse scandal.

The Republican governor scheduled a Wednesday news conference on the Penn State campus in State College to announce the filing in U.S. District Court in Harrisburg.

A person associated with the university and knowledgeable about the matter, speaking on the condition of anonymity because the lawsuit had not been filed, told The Associated Press that it is an antitrust action.

The NCAA sanctions, which were agreed to by the university in July, included a $60 million fine that would be used nationally to finance child abuse prevention grants. The sanctions also included a four-year bowl game ban for the university's marquee football program, reduced football scholarships and the forfeiture of 112 wins but didn't include a suspension of the football program, the so-called death penalty.

The governor's office announced the news conference late Tuesday afternoon. His spokesman did not respond to repeated calls and emails seeking to confirm a Sports Illustrated story that cited anonymous sources saying a lawsuit was imminent.

Corbett's brief statement did not indicate whether his office coordinated its legal strategy with state Attorney General-elect Kathleen Kane, who is scheduled to be sworn in Jan. 15.

Kane, a Democrat, ran on a vow to investigate why it took state prosecutors nearly three years to charge Sandusky, an assistant under former football coach Joe Paterno. Corbett was the attorney general when that office took over the case in early 2009 and until he became governor in January 2011.

State and congressional lawmakers from Pennsylvania have objected to using the Penn State fine to finance activities in other states. Penn State has already made the first $12 million payment, and an NCAA task force is deciding how it should be spent.

The NCAA, which declined to comment Tuesday on the planned lawsuit, has said at least a quarter of the money would be spent in Pennsylvania.

Republican U.S. Rep. Charlie Dent called that an "unacceptable and unsatisfactory" response by the NCAA to a request from the state's U.S. House delegation that the whole $60 million be distributed to causes within the state.

Last week, state Sen. Jake Corman, a Republican whose district includes Penn State's main campus, said he plans to seek court action barring any of the first $12 million from being released to groups outside the state.

Sandusky, 68, was convicted in June on charges he sexually abused 10 boys, some on Penn State's campus. He's serving a 30- to 60-year state prison term.

Eight young men testified against him, describing a range of abuse they said went from grooming and manipulation to fondling, oral sex and anal rape when they were boys.

Sandusky did not testify at his trial but has maintained his innocence, acknowledging he showered with boys but insisting he never molested them.
