Happy Partus Sequitur Ventrem Month! - Pramila Jayapal & Her Rogue Ass Judiciary Crew Got Hit With Ethics Complaints

I wonder if Pramila and her rogue ass crew up in Judiciary have figured it out, yet.

Probably not, for they are "Legal Geniuses" (trademark pending),

I believe these actions, if found through due process of judicial determination could defrock her of her law license and be grounds to revoke her U.S. citizenship.

Judiciary Committee Dems hit with ethics complaints over ‘suspicious’ conduct

EXCLUSIVE: Three Democratic members of the House Judiciary Committee were hit with ethics complaints Wednesday, connected to a slew of alleged violations related to campaign fundraising.

Nonprofit watchdog group Americans for Public Trust filed complaints with the Office of Congressional Ethics (OCE) against Reps. Madeleine Dean, D-Pa., Pramila Jayapal, D-Wash., and Lucy McBath, D-Ga., calling for investigations of possible violations of House rules and federal law. The organization, founded by former National Republican Congressional Committee research director Caitlin Sutherland, also filed complaints against Dean and McBath with the Federal Election Commission (FEC).

“All three of these members have engaged in disturbing activities that appear to us to be violations of federal law and House rules. This is especially alarming given all three sit on the prestigious House Judiciary Committee, which has direct oversight responsibilities over the U.S. Department of Justice and, by extension, the nation’s law enforcement,” said Adam Laxalt, former Nevada attorney general and outside counsel to Americans for Public Trust. "We’re calling on the Federal Election Commission and the Office of Congressional Ethics to immediately investigate these suspicious activities.”

Fox News reached out to the offices of all three congresswomen for comment, but they did not immediately respond.

The complaints against Dean claim that after she suspended her campaign for lieutenant governor of Pennsylvania, she used campaign funds from that race to go toward the congressional campaign she launched soon afterward. The complaints allege that this violated federal law — and by extension, House rules  because campaigns for federal office must only use funds that were subject to the FEC. The complaints state that these expenditures continued after Dean was elected to Congress, and totaled more than $17,000.

The OCE complaint against Jayapal describes allegations that the Washington Democrat violated a House rule that prohibits members of Congress from soliciting campaign or political contributions that are "linked with an official action taken or to be taken by a House member." The complaint also notes that federal law prohibits House members from requesting money or other things of value connected with performing an official duty.

The complaint points to tweets from Jayapal related to the "Medicare-for-all" bill that she sponsored, in which she referenced or linked to a C-SPAN broadcast of a House hearing related to the bill while soliciting campaign contributions to keep “momentum going” for the bill. The complaint also alleges that by doing this, Jayapal violated a House rule against using broadcast coverage of official House business for political purposes.

The complaints against McBath are connected to money her campaign received from the advocacy group Everytown for Gun Safety. McBath had been employed by Everytown prior to launching her congressional campaign in March 2018, and the complaint states that she remained employed there for roughly two more months. During that time, she appeared on television as both a candidate and a spokesperson for Everytown.

The complaints also allege that McBath received money from Everytown for her campaign during that time, even though Everytown reported in an FEC filing that they first began contributing to McBath's campaign on April 25, 2018.

"However, Everytown began spending in the election for Georgia’s 6th Congressional District while Representative McBath was still serving as the group’s national spokesperson," the OCE complaint says. "It is not publicly known what level of involvement Representative McBath had in Everytown’s expenditures against her eventual general election opponent while she was still employed by Everytown."

The House Judiciary Committee played a central role in the recently concluded impeachment inquiry — and eventual trial — of President Trump regarding his pressure campaign against Ukraine. The three Democrats flagged in the ethics complaints voted for the articles of impeachment as they were prepared for the floor.

The president was acquitted last week on accusations of abuse of power and obstruction of Congress, in a largely party-line Senate vote.

Cocktails & Popcorn: Pramila Jayapal Got Drunk On The Judiciary Juice & Jumped In The "Colored" Revolution To Re-Write Of Civil Rights History - HR 676 Medicare For All Died On MLK Day

"Oh, my, Primila done sold Massa down the river!"
"Is she gonna report it on her income tax returns?
On this exciting special episode on Cocktails & Popcorn, Pramila Jayapal drank the Judiciary Juice and jumped on the "Colored" Revolution to re-write civil rights history by first:
  1. Re-writing Medicare For All behind closed doors;
  2. Letting The House Bill Number historic placeholder for Medicare For All, 676, slip;
  3. Letting 676 get slapped on a NATO war Bill;
  4. Bringing back for-profit corporations into health care;
  5. Doing it all over the Martin Luther King, Jr. holiday;
  6. Refusing to #sayhisname.
So, why would Pramila sell down the river to the cotton fields the only person endorsed by Martin Luther King, Jr., to carry on his legacy for universal health care for all by bastardizing and erasing the legacy of the author of Medicare For All?

Let us set up our assumptions:
  1. Someone gave her a mirror and whispered in her ear that she could be the first woman to Chair Judiciary if she did this;
  2. Someone else let her know she would get a "get-out-of-jail-free" card for participating in an espionage operation in Judiciary with Sheila Jackson Lee, Nancy Pelosi, and the rest of the rogue ass crew?
  3. She is a "Legal Genius" (trademark pending);
  4. All of the above.
Stay tuned, #cyberwars are real, and so is the "Colored" Revolution.

Single Payer Gold Standard HR 676 Rest in Peace

HR 676, the gold standard single payer legislation for the past sixteen years, is no longer.
The House Democrats have decided that their single payer Medicare for All bill will not carry the HR 676 number.

They let that number go this week to a bill that reiterates “the support of the Congress of the United States for the North Atlantic Treaty Organization (NATO).

Some in the single payer movement see the abandonment of HR 676 as a betrayal of years of grassroots activism, activism that drew 124 co-sponsors to HR 676 in the House last year.
Some in the single payer movement see the abandonment of HR 676 as a betrayal of years of grassroots activism.

Now, with Democrats in charge of the House, the Medicare for All single payer bill is being rewritten, watered down and renumbered.

“For the past 16 years, HR 676 was our gold standard bill defining a national improved Medicare for All single payer healthcare system for the United States,” said Margaret Flowers of Health Over Profit for Everyone. “It was based on the 2003 Physicians Working Group proposal by Physicians for a National Health Program.”

“Now that the Democrats can no longer ignore that their base is demanding a single payer health system, we have lost both HR 676 by number and its status as the gold standard. From what we have heard, as we have still not seen the text of the draft as promised, the new health bill being written by Congresswoman Pramila Jayapal (D-Washington) has an unnecessarily long transition period and maintains the for-profit providers in the system. The delayed transition means more preventable deaths and suffering. Keeping the for-profits means higher costs and lower quality of care.”
Jayapal’s bill is being written behind closed doors.

Last month, single payer advocates called on Jayapal to share the draft text of HR 676 with the single payer movement for review and input. She has refused.

Kay Tillow of Unions for Single Payer says that “unless the movement acts quickly to assure HR 676’s ban on for-profit institutions is maintained, Jayapal’s new bill will remove this vital section of HR 676.”

“Of all the forms of inequality, injustice in health care is the most shocking and inhumane.”“It’s a compromise that there is no need to make,” Tillow wrote recently. “We are getting hearings in this Congress. Why should we take the impact of the for-profits out of the discussion before the debate starts? We gain nothing. The ban on for-profits has been in HR 676 since the beginning. It did not stop 124 congresspersons from signing on to it. It did not stop unions, organizations, cities, counties, and many others from endorsing it. It was one of the popular provisions that all of those who have dealt with these for-profit hustlers welcomed.

Kevin Zeese of Popular Resistance didn’t miss the irony of losing HR 676 to NATO on Martin Luther King Jr.’s birthday. It was King who said – “Of all the forms of inequality, injustice in health care is the most shocking and inhumane.”

“Congressman Jimmy Panetta (D-California) the son of former Defense Secretary Leon Panetta, took HR 676 and turned it into a bill to support NATO,” Zeese said. “NATO is no longer a defensive force against the non-existent Soviet Union but has become a military aggressor working with the US in illegal wars among them Afghanistan, Syria, and Libya. It has not only expanded to cover most of Russia’s border with bases, missiles, and troops but has spread to Colombia which borders Venezuela, another nation the US is threatening with war.”

“NATO is no longer a defensive force against the non-existent Soviet Union but has become a military aggressor working with the US in illegal wars among them Afghanistan, Syria, and Libya.
“To top it off, on April 4, the anniversary of the murder of Dr. King, NATO will be holding a 70th-anniversary meeting in Washington, DC. This is also the anniversary of King’s Beyond Vietnam speech. In that speech, King warned that ‘A nation that continues year after year to spend more money on military defense than on programs of social uplift is approaching spiritual death.'”
“Congressman Panetta’s replacement of healthcare for all with military aggressiveness exemplifies that spiritual death.”

CONYERS Medicare for All bill gains steam in the wake of Trumpcare’s failure

The office of the Democratic representative from Michigan tells the New Republic that his Medicare for All bill now has 78 co-sponsors, with today’s addition of Rep. Kathy Castor of Florida.

“I have been introducing the Medicare For All bill every session of Congress since 2003, and I’m the longest serving member of Congress. I have never seen more enthusiasm and energy behind this issue than what I’m seeing today,” Conyers said in a statement. “I will keep introducing this bill as long as it takes because access to health care—not just health insurance, but quality, affordable care—is a universal right, not a privilege for those who can afford it.”

Conyers has introduced the bill yearly in the House since 2003, to varying degrees of support from fellow Democrats. Seventy-eight co-sponsors is the most it’s had since 2009, and though it’s DOA in a Republican-controlled government, its renewed popularity is a source of optimism for single-payer backers on the Hill. It comes at an auspicious time, as Democrats move from their tentative victory in keeping Obamacare alive to a new health care reform message for 2018 and beyond.

A congressional aide with knowledge of the situation tells the New Republic that single-payer is “a winning message.”

“The will is there at the grassroots. The will is there among progressives which are the Democratic base. The will is there among the constituents of more moderate and centrist Democrats,” he said.

“It’s just a question of if the party wants to decide to do something smart for a change.”

He added, “I hope that the [Democratic] caucus decides to make it a campaign issue because I think it would work a lot better than some of the things we’ve been trying.”

Update: Conyers’s office now says that Reps. David Price and Gene Green have signed the bill, bringing the number of co-sponsors to 80.

CONYERS Reintroduces Single Payer Health Care Bill

Washington, DC - Today, Congressman John Conyers, Jr. (D-Mich.) reintroduced H.R. 676, “The Expanded And Improved Medicare For All Act.” This bill would establish a privately-delivered, publicly-financed universal health care system, where patients, their physicians, and non-profit health care providers would be in charge of medical decisions -- not insurance companies. H.R. 676 would expand and improve the highly popular Medicare program and provide universal access to care to all Americans. The program would be primarily funded by a modest payroll tax on employers and employees, a financial transaction tax, and higher taxes on the wealthiest Americans.

Congressman Conyers issued the following statement on the reintroduction of the bill:

Dean of the U.S. House
of Representatives
John Conyers, Jr.
“It’s my pleasure to once again reintroduce H.R. 676, ‘The Expanded And Improved Medicare For All Act,’ in the 115th Congress. I have introduced the bill in each Congress since 2003 and I will continue to do so until the bill is passed.

“Passage of the Patient Protection and Affordable Care Act was a step in the right direction. It has provided health insurance to millions of our nation’s uninsured and eliminated many of the worst practices of the private health insurance industry. Rather than repealing it and taking a step back, we should build on that progress by expanding Medicare to All.

“The data is clear that simply expanding Medicare to all Americans to create a single-payer system would be far more efficient. According to the Organization for Economic Cooperation and Development (OECD), the U.S. spends more than 17% of its gross domestic product (GDP) on healthcare, while countries with single-payer systems like France, Germany, Canada, the UK, and Australia spend 9-11% of GDP. In addition to paying a fraction of what we do for healthcare, those countries enjoy better outcomes and higher satisfaction than in the United States.

“Single-payer isn’t just the moral thing to do or a good government issue, it’s what Americans want. Many leading health care practitioners and experts share my belief and that of most Americans that establishing a non-profit universal health care system would be the best way to effectively contain health care costs and provide quality care for all Americans. I look forward to my colleagues joining me in supporting a universal, single-payer health care system.”

H.R.676 has been introduced in Congress since 2003, and has a broad base of support among universal health care activists, organized labor, physicians, nurses, and social justice organizations across the nation. The bill has been endorsed by 20 international unions, Physicians For A National Health Program, two former editors of the New England Journal of Medicine, National Nurses United, the American Medical Students Association, Progressive Democrats of America, Public Citizen, and the NAACP. Last year, a Kaiser Family Foundation poll found 67 percent of Americans support “Medicare for All.”

CONYERS AND 44 HOUSE DEMOCRATS REINTRODUCED “THE EXPANDED AND IMPROVED MEDICARE FOR ALL ACT”

WASHINGTON – On February 3, 2015, Congressman John Conyers (MI-13), joined by 44 Democratic  Members of Congress reintroduced H.R. 676, “The Expanded and Improved Medicare for All Act.”  The bill, which has been introduced in every Congress since 2003, would have the United States join the rest of the industrialized world in adopting a single-payer model for healthcare financing.

Under H.R. 676, every resident of the United States would receive a card at birth that would guarantee access to a full range of medically-necessary services that include primary care, dental, prescription drugs, mental health and long term care.  The bill places no restrictions on choice of physician or health care provider.

Dean of the U.S. House
of Representatives
John Conyers, Jr.
“While Obamacare has been a step in the right direction, people across the country understand that a single-payer healthcare system is the only way to guarantee quality care and sustainably cut costs,” Rep. Conyers said.  “While I continue to be a strong supporter of the Affordable Care Act, which has brought health insurance to 19 million Americans, I remain deeply concerned for the nearly 13 percent of U.S. adults that still lack coverage.  H.R. 676 would also eliminate the out-of-pocket medical expenses that lead many to forgo needed treatment, prolonging illness and resulting in increased financial costs when the condition is eventually treated.”

The reintroduction of H.R. 676 comes after a new poll found that more than half of Americans—including 80 percent of Democrats and a quarter of Republicans—support expanding health reform to “Medicare for All.”  The reintroduction also came on the same day as House Republicans voted for the 56th time to undermine or repeal the Affordable Care Act.

A recent study demonstrated that 21 percent of Americans spent 5 percent or more of their income on out-of-pocket costs and 13 percent of Americans spent 10 percent or more.

“While the Affordable Care Act has made great strides in addressing these issues, it is time we leave the burdensome multi-payer healthcare model behind and join the rest of the industrialized world,” Conyers added.

The United States currently spends almost twice as much per person on healthcare as any other country, but key outcomes—life expectancy, infant mortality and preventable deaths—lag behind other nations.  A recent Commonwealth Fund study ranked the US healthcare system last among 11 highly-developed countries on measures of quality, efficiency and access.  Another recent study found that billing and insurance-related administrative expenses cost the American people $471 billion in 2012.  At least 80 percent of that extraordinary cost was, according to the study, due to inefficiencies in our for-profit multi-payer healthcare system.

H.R. 676 has the support of 26 international unions, Physicians For A National Health Program, two former editors of the New England Journal of Medicine, National Nurses United, the American Medical Students Association, Progressive Democrats of America, and the NAACP.

Original Congressional co-sponsors of the measure included Reps. Katherine Clark (D-MA), Elijah Cummings (D-MD), Michael Doyle (D-PA), Donna Edwards (D-MD), Keith Ellison (D-MN), Yvette Clarke (D-NY), Sam Farr (D-CA), Al Green (D-TX), Raul Grijalva (D-AZ), Alcee Hastings (D-FL), Mike Honda (D-CA), Hank Johnson (D-GA), Barbara Lee (D-CA), John Lewis (D-GA), Jim McDermott (D-WA), Jerrold Nadler (D-NY), Rick Nolan (D-MN), Mark Pocan (D-WI), Bobby Rush (D-IL), Jan Schakowsky (D-IL), Robert Scott (D-VA), Mark Takano (D-CA), Paul Tonko (D-NY), Peter Welch (D-VT), Chellie Pingree (D-ME), Frederica Wilson (D-FL), John Yarmuth (D-KY), Steve Cohen (D-TN), Eliot Engel (D-NY), José E. Alabama Has To Pay Back $88 Million In Bogus Child Medicaid Bonuses

Providing medical care for low income children is an issue marked by political and social dissonance.

The Michigan Senate has just passed the Medicaid expansion, leading to an increase in enrollment of children in the Children's Health Insurance Program Reauthorization Act (CHIPRA).  Unfortunately, there is a large segment of the population who have been mesmerized by political demagogues who have made popular rhetoric to blame people for being "too lazy to work" and "generational wanting of entitlement handouts" as the reasons why Obamacare, The Affordable Heathcare Act, should be destroyed as it is sucking dry the pockets of wealthy tax payers.

It has become fashionable to blame those who need Medicaid the most for the future demise of Social Security but that is far from the truth.

Here are another $88 million reasons to ask why those so against Obamacare are not including situations like this into their discussions of fiscal responsibility.

Alabama should have received bonus payments of only

$1,468,012 and $5,687,907 for FYs 2009 and 2010,

respectively, as we determined by calculating the bonus

payments using the correct current enrollment numbers for

these years. Therefore, of the total $95,353,417 in bonus

payments that Alabama received for these 2 years,

$88,197,498 was not allowable.

I am not here to blame the State of Alabama for thinking it was doing such a good job that it was averaging $40 million a year in bonuses when its Medicaid administrators damn well knew or should have known that the other States were averaging about $4 million a year.

I am here asking those in leadership who are so against the expansion of Medicaid why they are not speaking upon audits, such as this, which I have been bringing to light for the last 10 years.  I believe the political silence is a result of its personal, financial benefit.

History has us to believe that Marie Attionette told her advisors to "Let them eat cake" when they informed her that the people we starving and had no bread to eat.

History has a strange way of repeating itself when speaking to political leadership.

People:  "The children, the children and their caregivers have no health care!!"

Politicians against health care for all:  "Let them die."

Single Payer Health Care Pilot Program A Success

This is the look of the future of health insurance.  This is it.  This is a single payer program.

Congressman John Conyers, Jr. has been promoting a Single Payer Program for health care for everyone to be eligible with his United States National Health Care Act, HR 676.  This program deals with a single payer source, not specifically a "single individual" paying into the program with tax dollars.

The single payer is a financial term referring to a single funding source.  When there is a single funding source, in the instance of the CHIRPA Medicaid programs for children and families, the ability exists to provide transparency, accountability and oversight through its counter program, and that is the single audit.

In the United States, the Single Audit, also known as the OMB A-133 audit, is a rigorous, organization-wide auditor examination of an entity that expends $500,000 or more of Federal assistance (commonly known as Federal funds, Federal grants, or Federal awards) received for its operations.[1][2][3] Usually performed annually,[4] the Single Audit’s objective is to provide assurance to the US federal government as to the management and use of such funds by recipients such as states, cities, universities, and non-profit organizations. The audit is typically performed by an independent certified public accountant (CPA) and encompasses both financial and compliance components. The Single Audits must be submitted to the Federal Audit Clearinghouse along with a data collection form, Form SF-SAC.

OMB Circular A-133 Compliance Supplement 2009
The Single Audit ensures there is efficiency in the delivery of services, there is continuous quality improvement of programs and services, and enforces mandatory compliance with the terms of funding source, reducing fraud, waste and abuse.

With the Electronic Health Records  incentive programs, it is only with a click of the button that these single payer programs can be reviewed through auditing programs.

Even more so, there are other codified mechanisms to ensure accountability of single payer programs such as the Sarbanes-Oxley Act.

When there are such oversight mechanisms in place, there is always an improvement in program goals.  The goals of any program is to provide care for the health of society.  Through the investment in the best interests of the child, the national society profits when the program produces a future taxpaying citizen.  The child becomes a health adult.  A healthy adult becomes part of a healthy nation.  A healthy nation lessens the drain on its economical resources.

The Medicare model of the single payer will eventually be adopted.  When it does, there will already be a plan for implementation as its pilot program is dealing with children and families.

Two Year Anniversary of Children’s Health Insurance Law Sees Millions of Newly Insured Children, Families

Two years after President Obama signed the Children’s Health Insurance Program Reauthorization Act, HHS Secretary Kathleen Sebelius today announced that more than two million more children were served by Medicaid or the Children’s Health Insurance Program (CHIP) at some point over the past year.
Together, the two programs serve more than 42 million children who would otherwise not have access to regular medical care.
“The increase in the number of children served by these two vital programs is especially significant in the face of the recent economic downturn states are experiencing,” said Secretary Sebelius. “Even in times of hardship, states have demonstrated their commitment to the health of children by continuing efforts to identify and enroll them in coverage.”

To continue to advance coverage for children, Secretary Sebelius today also announced $40 million in new grants to states, community-based organizations, school systems and others to support their outreach and enrollment activities.  The grants will help states further modernize and streamline their administrative systems, as well as create and implement school-based outreach strategies and approaches for identifying children who have historically been hard to reach.
Today’s grant announcement builds on $206 million in enrollment bonuses earned by 15 states last year that increased enrollment above specific target levels.  The bonus funds help states cover the cost of enrolling additional children in Medicaid.
“As we mark the second anniversary of one of President Obama’s first actions as President, we can be confident that CHIPRA has proven to be a tremendous success,” said Sebelius. “Now we must build on our accomplishments. Today, I am again calling on leaders across the country – from federal, state and local officials to private sector leaders – to join our effort to insure more children. We all have a stake in America’s children and together, we will ensure millions more children get the care they need.”
States were able to increase enrollment in the two programs in part because of boosts in federal support provided by the American Recovery and Reinvestment Act (ARRA).  ARRA temporarily increased federal matching funds for state Medicaid programs during the recession.
While Medicaid and CHIP have helped bring the rate of uninsured children to the lowest level in more than two decades, an estimated five million uninsured children are thought to be eligible for one of these programs, yet not covered.
The Secretary’s Challenge: Connecting Kids to Coverage, launched last year, will continue support efforts to reach more children by providing leaders with critical information and support as they work to insure more children in their communities and by closely monitoring progress.
“States’ continued progress toward enrolling all eligible children in coverage is a significant step in cushioning the recession’s impact on access to health insurance,” said Cindy Mann, director, Center for Medicaid, State and Survey and Certification Operations, within the Centers for Medicare & Medicaid Services (CMS). “As families lose employment or have their hours cut back they may lose the health coverage benefit that came with that job.  If not for these two programs, millions more children would go without critical health care services.”
In its second annual report on CHIP and Medicaid enrollment, CMS notes that:
  • More than 2 million children gained Medicaid or CHIP coverage during federal fiscal year 2010 (October 1, 2009 – September 30, 2010). In total, Medicaid and CHIP served more than 42 million children last year. This steady increase in enrollment is evidence of the important role that Medicaid and CHIP play for children, especially during economic downturns.  The uninsured rate for children continues to decline at a time with the rate for adults is climbing.  The increase in children’s enrollment demonstrates that Medicaid and CHIP are serving the purpose for which they were created – providing high quality health coverage for lower-income families.
  • Thirteen states implemented eligibility expansions in 2010 and many others simplified their enrollment and renewal procedures.  Forty-six states and the District of Columbia now cover children with incomes up to 200 percent of the federal poverty level (FPL) in Medicaid and CHIP; with 24 of those states and the District of Columbia covering children with incomes up to 250 percent of the FPL.  Twenty-one states now offer coverage to lawfully residing immigrant children and/or pregnant women, enabling states to receive federal funding for this coverage.
  •  CHIPRA Performance Bonuses have encouraged states to adopt and augment simplification measures in Medicaid and CHIP. Fifteen states qualified for a total of $206 million in performance bonuses for FY 2010; this is a significant increase over 2009 where 10 states received bonuses totaling $75 million. These bonuses provide additional federal financial support each year to states that successfully boost enrollment above target levels among previously eligible but uninsured children in Medicaid.  To qualify, a state not only has to enroll more children, but must also have implemented program features that are designed to promote enrollment of eligible children.
  • States are increasing their use of technology to facilitate children’s enrollment and retention.  Nearly two-thirds of states (32) have an on-line application that can be submitted electronically; 29 states allow electronic signatures on those applications.  Six states have received approval to enroll children through the “Express Lane Eligibility” option created by CHIPRA.  Express lane eligibility allows states to use data gathered for other programs such as housing assistance or food stamps to determine Medicaid or CHIP eligibility. And 33 states are utilizing the CHIPRA data matching process provided by the Social Security Administration to confirm U.S. citizenship for children.
  • Outreach and enrollment grants have advanced coverage and led to public-private partnerships throughout the country to enroll more children. Sixty-eight grantees across 41 States and the District of Columbia are working diligently to facilitate children’s enrollment in health coverage
