DOJ: Man Who Brandished Assault Rifle at Protest Charged With Making Threats - The Bail Project

Brandishing any form of weapon to get you point across typically means you have only one point to make, which one may safely assume is the use of the weapon, in a manner to induce fear, which is not consent.

A man who brandished an assault rifle at a Black Lives Matter protest in Lubbock on Saturday has been charged with making interstate threats, announced U.S. Attorney for the Northern District of Texas Erin Nealy Cox.
According to a criminal complaint unsealed today, Emmanuel Quinones, a 25-year-old local, allegedly brought a loaded Smith & Wesson .223 caliber semi-automatic to a protest decrying the death of George Floyd, a black man who died at the hands of Minneapolis police last month.
In view of the protesters, Mr. Quinones held the rifle at “low ready,” in firing position with the muzzle pointed toward the ground, as panic rippled through the assembled crowd.  (Although Texas is an open-carry state, the Texas Penal Code makes it illegal to display a firearm in a public place “in a manner calculated to alarm.”)
Mr. Quinones allegedly refused a Lubbock Police officer’s verbal commands to drop the rifle, and only did so when the officer drew his gun. A protester then tackled Mr. Quinones, who allegedly shouted, “this is a revolution” and “President Trump must die” as he was taken into custody.
During an interview, Mr. Quinones admitted that he previously made social media posts designed to “intimidate” the President and “MAGA instigators.” One such post, shared on Facebook on May 28, intimated that he planned to obtain gun parts “to off racists and MAGA people.”
In the interview, the defendant stated he attended the protest to protect demonstrators from these so-called MAGA (Make America Great Again) instigators, who he planned to shoot on sight.  He claimed the police would not have been able to identify these counter-protestors, but that he could have.
“Instead of respecting citizens’ rights to respectfully voice their feelings, this defendant incited panic, putting everyone present – including those he claimed to support – in danger,” said U.S. Attorney Erin Nealy Cox. “We will not tolerate attempts to instill terror or encourage violence at otherwise peaceful protests.”
“The FBI respects the rights of individuals to peacefully exercise their First Amendment rights. In this case, the defendant threatened multiple lives including the President of the United States and that will not be tolerated,” said FBI Dallas Special Agent in Charge Matthew J. DeSarno. “We will continue working with our local, state, and federal partners to apprehend and charge violent instigators who are exploiting legitimate, peaceful protests and engaging in violations of federal law.”
A criminal complaint is merely an allegation of unlawful conduct, not evidence. Mr. Quinones is presumed innocent unless and until proven guilty in a court of law.
He made his initial appearance Tuesday afternoon before U.S. Magistrate Judge D. Gordon Bryant. If convicted, the defendant could face up to five years in federal prison.
The Federal Bureau of Investigation Dallas Field Office, Lubbock Resident Agency, the United States Secret Service, the United States Bureau of Alcohol, Tobacco, Firearms, & Explosives, and the Lubbock Police Department conducted the investigation. Assistant U.S. Attorney Jeff Haag is prosecuting the case.

#Israelgate Enters The Stage - Nita Lowey Retires From Congress

It is looking like #ukrainegate is fizzling out and #isrealgate is firing up.

There will be more as Nita Lowey opens the door for much younger torchbearers.

Nita Lowey, longtime Democratic lawmaker and House Appropriations chairwoman, to retire

Rep. Nita Lowey, D-N.Y., a 16-term congresswoman and chairwoman of the House Appropriations Committee, announced Thursday that she will retire after the 2020 elections.

Lowey, who represents New York's 17th Congressional District, located in the southeastern part of the state – including Westchester, Queens and the Bronx – touted the record she built over her 31-year career and promised to continue representing her constituents through 2020.

"Thank you to the people of my district for the opportunity to serve," she said in a statement. "I will continue working as hard as ever – with the same optimism and energy – through the end of this term in Congress."

Lowey became the first-ever woman to chair the House Appropriations Committee and has championed legislation on drunk driving, gender equality and support for Israel.
"I am especially thankful for the dedication and wisdom of my current and former staff in New York, in Washington and on the House Appropriations Committee," she wrote. "I look forward to more time with my husband Steve and our family, who have strongly supported my career in public service."

Lowey's retirement comes as the number of House GOP members not running for reelection has mounted, especially in Texas, where Rep. Mac Thornberry, R-Texas, recently became the sixth Republican to decide not to seek another term. He is the 19th House Republican leaving Congress, including two members who resigned.

Lowey's district won't be in any danger of turning red as it's located in a Democratic stronghold and she won her most recent reelection 88 percent to 12 percent. There's previously been chatter that Chelsea Clinton, daughter of Bill and Hillary Clinton, might be interested in the seat.

Those news reports have speculated the youngest Clinton might run for the 17th District seat after Lowey's retirement, and the Clinton's hometown is Chappaqua, which is currently represented by Lowey. Clinton has been an outspoken critic of President Trump since her mother lost to him in the 2016 election and would likely have the highest name recognition of any Democratic candidate for the seat were she to run.

Chelsea Clinton: The New Face of the Clinton Foundation - Happy Child Abuse Propaganda Month

What better way to give back to the communities raided by The Privateers of the Clinton Foundation who steal the children, the land and the votes, than with few buckets of paint and some overstocked books you write off as a tax donation.

Chelsea, precious, a video is not going to rebrand your family legacy but I do have a strong feeling that you shall rightfully inherit the amorials of your parents.

Moving the Clinton Foundation to relocate in San Diego does not make this better.

Perhaps, it is time for you to bear witness.

Happy Colored History Month - Partus Sequitur Ventrum, DACA, DAPA & The Trafficking Of Tiny Humans - Chelsea Clinton Is Rebranding Foster Care

Yes, race is based on an hierarchical classification of colors.

Operation Underground Railroad: Trafficking Tiny Humans Has Its Detroit Roots In Chattel Law

Just as a scientist uses science, so does a racist use race.

This is why DACA and DAPA are not law, but policy, without any universal, international, concurrence in terms and meanings, as it is legally rooted in U.S. doctrine of Partus Sequitur Ventrum, which means, delivery follows the stomach.

Basically, ownership followed the legal status of the mother, just like in citizenship and naturalization, but it is still disjointed in understanding, because our stuff is based on coloring labels, as demonstrated, below.

Slave women used to file in the courts for their freedom stating their masters violated their agreements by impregnating them, so they could claim their freedom, keep their children, and be recognized by the family, even financially, or what could be known as child support.

Some "Legal Genius" (trademark pending) came up with the brilliant idea of being born into slavery based upon the mother's legal status under chattel law.

There came a time when "jumping the colorline", meaning you could pass between the two race world social classifications like a Bodhisattva Boss, just as long as you never got caught.

Yes, there are "African Americans" with blonde hair and blue eyes because of the "one-drop rule" of ownership.

You can ask Elizabeth Warren to explain that one to you.

What makes this residual of the peculiar institution so unique is that the Partus Sequitur Venturm seemed to have absolutely corrupted the perfection in law of the Cestui Qui Vie Trust.

So, I shall presume you can just say that I am going to crush the souls of anyone who is going to attempt to defend and perpetuate the child welfare system through the rebranding of foster care and adoption, by making more money off "The Poors" (always said with clinched teeth), using the colored coded monetary system of the U.S. interpretation of chattel law.

Yes, they are rebranding foster care and adoption, using more, university predictive modeling crap coming out of the Clinton Foundation partnership takeover of the Google Foundation out their in San Diego.

Hack Foster Care Summit: "Maximizing Revenues, IT Style".

What Do Children, Organ Transplants, Land Banks & Voting Have In Common?

There is a diffusion of new law for the States to terminate parental rights through the personhood of a fetus and be granted in a court of law guardianship for an expedited pathway for adoption, meaning they can snatch your baby before you give birth in a court of law.

But, that is what the christian rebranding faction is working on.

The medical term for abortion means, stopping birth.

It does not mean to kill a baby.

They are making the terms of adoption and abortion fungible for a smooth transition to the legal meaning of abortion as a voluntary or involuntary termination of parental rights so a corporate parent can become the legal guardian of the chattel, in this instance, the birth certificate.

And merging of these who legal concepts, physical custody and legal guardianship of the children's trusts become the basic understanding of modern human trafficking.

Besides, the Clinton Foundation, and all of its Corporate Shape Shifters are not even incorporate.

Please.

Chelsea Clinton talks child welfare, justice

Chelsea Clinton, left, and Amy Aparicio Clark, Aetna Foundation managing director of community impact and strategy, listen when San Diego County HHSA Director Nick Macchione makes a point during a roundtable discussion on child welfare and juvenile justice Thursday, Feb. 7, 2019/San Diego County News Service
 February 7, 2019
The Strong Families, Thriving Communities Coalition, an ongoing partnership of the County of San Diego, the Clinton Foundation and the San Diego Foundation, hosted a roundtable discussion Thursday on improving child welfare and juvenile justice.
The Balboa Park event featured Chelsea Clinton, vice chair of the Clinton Foundation, and was designed to foster a community conversation about equity in the child welfare and juvenile justice systems in the San Diego region. It also aimed to highlight the importance of improving health outcomes.

“We all have a responsibility to make sure that every child has every opportunity for a safe, warm, supporting, loving healthy environment,” said Clinton. “There are so many structural and systemic barriers that prevent that.

“We’re hoping to empower (youth) to help us get to solutions more quickly.”

Clinton added: “We finally really do know what works,” Clinton said during the panel. “We really do know kind of what works, from how best to support young people, whether they’re in child welfare services, they’re in foster care, they’re going to be adopted or they’re on probation in the juvenile system.”

The question the group wants to answer, she said, was how best to coordinate resources to ensure there is community and individual support, mentoring and other types of assistance children need to ensure that they have every opportunity to have a safe, happy, healthy life.

County Supervisor Nathan Fletcher, District 4, gave opening remarks. He noted that a child living in La Jolla, which is part of his district, has a life expectancy 10 years longer than a child in City Heights, and it’s important to address that disparity.

Nick Macchione, director of the County’s Health and Human Services Agency, participated on the panel with Clinton.

“We have a grand vision we call Live Well San Diego, and it’s about getting every San Diegan to live to their fullest potential in life” said Nick Macchione, San Diego County Health and Human Services Agency director. “We can only live well when we all live well. That is why we all really need to come together.”

The County’s partnership with the Clinton Foundation and the San Diego Foundation began in 2017. Since then, the organizations have worked with over 100 community partners to examine challenges and identify solutions to make child welfare and juvenile justice systems more equitable for families and children.

For more information about the Strong Families, Thriving Communities initiative on the San Diego Foundation website.

Since the largely grant-funded collaboration between the Clinton Foundation, the county and other organizations was established in 2017, it has engaged hundreds of people and organizations in workshops and conversations to determine how to prioritize effects and leverage available resources, according to information provided by the group. It also created a “youth-trauma informed code of conduct” that organizations can adopt to improve performance.

A speaker at Thursday’s event, Jonathan Curiel, an 18-year-old former gang member who has been in juvenile custody and is now on probation, said the code of conduct is already being used in the county — and it has made a world of difference to him.

He said of his probation officer: “Me and her have a little partnership … . She sits down with me and actually helps me out and honestly I take that as a big role because I’ve never had that. I’ve been on probation since I was 12 and I’ve just had people telling me, ‘Don’t do this, don’t do that, you gotta do it this way.’

San Diego Foundation addresses the initiative

The San Diego Foundation believes all children deserve to be healthy, live well and thrive. Yet, in San Diego County thousands of children and families are suffering and pulled apart by poverty and substance abuse. Instead of living together, nurtured in the bonds of family, these children reside in the child welfare and juvenile justice systems without the support of parents and siblings.

African-American children are particularly affected. While they make up only 5 percent of San Diego’s child population, they represent 13 percent of children referred to the County’s Child Abuse Hotline, 13 percent of substantiated abuse allegations, and 16 percent of entries into foster care.

Recognizing this challenge, the County of San Diego invited The San Diego Foundation and Clinton Foundation to join forces to advance the quality of life of San Diego children and families resulting in the launch of the Strong Families, Thriving Communities initiative in March 2017.

Together with the Strong Families, Thriving Communities coalition, we have developed and are implementing a Blueprint for Action, including 29 Bold Action Steps, to align child welfare and juvenile justice policies, practices and resources to increase equity and effectiveness for communities, families and children.

STRONG FAMILIES, THRIVING COMMUNITIES WILL:

  • Elevate the topic of disparities and inequities
 within the space of child welfare and juvenile justice, and facilitate a broader conversation on the current state of these systems;

  • Convene key decision makers, change agents, and stakeholders
  •  from across San Diego County to build consensus around a common agenda, objectives, and best path forward;
  • Present the outcomes
  •  of these findings, sharing a distillation of perspectives, data, and information related to the state of the child welfare and juvenile justice systems, and the factors that influence them; and,
  • Launch a strategic plan
  •  based on findings to implement solutions that will improve the health and well-being of children and families across San Diego

WHAT IS THE CLINTON HEALTH MATTERS INITIATIVE?

The 3-year partnership utilizes the Clinton Health Matters Initiative (CHMI) record of bringing together individuals, communities and organizations to make meaningful, collective contributions to improve the health of others.

Because of its expertise and track record working in community, the County of San Diego Health & Human Services Agency selected CHMI as a national partner to complement the substantial number of local partnerships it has through Live Well San Diego.

African American children in San Diego represent 13 percent of children referred to the County’s Child Abuse Hotline, 13 percent of substantiated abuse allegations, and 16 percent of entries into foster car./San Diego Foundation six-step theory of change process as the foundation for its work in improving community health. The six steps, and the timing and expected status of each step relative to this partnership, are:
    1. In Progress

  • In Progress
  • Summer 2017 – Early 2018
  • Start Early 2018
  • Launched March 2018
  • Mid-2019

    • Synthesize information from stakeholder interviews and Environmental Scan
    • Convene key stakeholders across sectors for workshops to set local priorities know as Bold Action Steps, which form the basis of the Blueprint for action
    • Launch community Blueprint for Action and facilitate implementation of Bold Action Steps
    • Assist in developing solutions and connecting resource across sector sot accomplish Bold Action Steps
    • Monitor progress, document success, and address opportunities for recalibration
CHMI facilitates discussion and action amongst community leaders, creating systemic change in each of the four broad categories of social determinants of health included in the County Health Rankings Model:

Even Under FBI Investigation, Clinton Foundation Is Still Soliciting

I received this in my email today.

I never signed up to receive these emails.

I wonder where they got my email address.

FUN FACT! THE CLINTON FOUNDATION IS NOT INCORPORATED

FBI investigating Clinton Foundation corruption claims

"You really need to stop using us to hustle money."
WASHINGTON — The FBI is investigating whether the Clinton Foundation accepted donations in exchange for political favors while Hillary Clinton was secretary of state, two people familiar with the probe confirmed Friday. The revelation comes as President Donald Trump and congressional Republicans have been urging the Justice Department to look into corruption allegations involving the foundation.

It is unclear when or why the probe began, but the sources told The Associated Press it has been ongoing for several months, with prosecutors and FBI agents taking the lead from their offices in Little Rock, where the foundation has offices. The people were not authorized to discuss the investigation publicly and spoke on condition of anonymity. The Hill newspaper first reported the probe.

Critics have accused the Clinton family of using the foundation to enrich themselves and give donors special access to the State Department when Hillary Clinton was secretary of state. But public corruption prosecutors in Washington expressed disinterest in working with the FBI on a Clinton Foundation-related investigation in 2016, saying they had concerns about the strength of the FBI's evidence.

A spokesman for the foundation, Craig Minassian, said it had been "subjected to politically motivated allegations, and time after time these allegations have proven false."

Trump has repeatedly called for an investigation into Clinton, her aides and the foundation, harping on Attorney General Jeff Sessions for not taking action. Democrats say Trump is trying to steer attention away from investigations examining whether his campaign was involved with Russian attempts to influence the 2016 election.

Sessions in November directed senior federal prosecutors to evaluate a number of Republican grievances and determine whether a special counsel should be appointed to look into allegations that the Clinton Foundation benefited from an Obama-era uranium transaction involving a Russian state company. In a letter to the House Judiciary Committee, Sessions said the prosecutors would also make recommendations into "whether any matters currently under investigation need additional resources."

I will be eating popcorn May 24, 2018.

Bill Clinton And His Corporate Shape Shifters

Welcome to the next tale of Bill Clinton and his Corporate Shape Shifters, I mean Detroit Land Bank Authority....no, I mean Detroit Development Fund....wait.....I mean Clinton Global Initiative...hold on, I can do this....Clinton Foundation....nope....Community Development Fund....Clinton University....eeeeeoooooo....Clinton Bush Haiti Foundation....Teneo...Clinton Health Initiative Access...heck, I give up because the majority of them either never incorporated or just changed their names in their pretty little heads and forgot to tell the IRS, SEC, DOJ, FEC, USPS just to name a few.

Everything is alright, though, because they did it for the children, right?

When top Bill Clinton aide Douglas Band wrote the memo, he was a central player at the Clinton Foundation and president of his own corporate consulting firm. Over the course of 13 pages, he made a case that his multiple roles had served the interests of the Clinton family and its charity.

In doing so, Band also detailed a circle of enrichment in which he raised money for the Clinton Foundation from top-tier corporations such as Dow Chemical and Coca-Cola that were clients of his firm, Teneo, while pressing many of those same donors to provide personal income to the former president.

The system has drawn scrutiny from Republicans, who say it allowed corporations and other wealthy supporters to pay for entree to a popular former president and a onetime secretary of state who is now the Democratic presidential nominee.

Band wrote the memo in 2011 to foundation lawyers conducting a review of the organization amid a brewing feud with the Clintons’ daughter, Chelsea Clinton, who was taking a stronger role in leading the foundation and had expressed concerns about Teneo’s operations.

The memo, made public Wednesday by the anti-secrecy group WikiLeaks, lays out the aggressive strategy behind lining up the consulting contracts and paid speaking engagements for Bill Clinton that added tens of millions of dollars to the family’s fortune, including during the years that Hillary Clinton led the State Department. It describes how Band helped run what he called “Bill Clinton Inc.,” obtaining “in-kind services for the President and his family — for personal travel, hospitality, vacation and the like.”Band and his Teneo co-founder, former Hillary Clinton fundraiser Declan Kelly, declined to comment. But Teneo issued a statement saying that “as the memo demonstrates, Teneo worked to encourage clients, where appropriate, to support the Clinton Foundation because of the good work that it does around the world. It also clearly shows that Teneo never received any financial benefit or benefit of any kind from doing so.”

Spokesmen for Bill Clinton and Chelsea Clinton and the foundation declined to comment.
Hillary Clinton campaign spokesman Glen Caplin declined to comment on the memo, calling the material “hacked by the Russian government and weaponized by WikiLeaks.” Caplin declined to authenticate the memo, but he also did not dispute it.

Band, who grew close to Bill Clinton two decades ago as his personal aide in the White House and became the architect of his post-presidential activities, argued in the memo that he and his firm had benefited the former president and his foundation.

“We have dedicated ourselves to helping the President secure and engage in for-profit activities,” Band wrote. He also said he had “sought to leverage my activities, including my partner role at Teneo, to support and to raise funds for the foundation.”

Band’s memo provided data showing how much money each of Teneo’s 20 clients at the time had given to the Clinton Foundation, how much they had paid Bill Clinton and, in some cases, how he or Kelly had personally forged the relationships that resulted in the payments.

Band wrote that Teneo partners had raised in excess of $8 million for the foundation and $3 million in paid speaking fees for Bill Clinton. He said he had secured contracts for the former president that would pay out $66 million over the subsequent nine years if the deals remained in place.

For instance, Band wrote that Kelly arranged for the former president to meet the chief executive of Coca-Cola in January 2009 at the Clintons’ home in Washington. In all, according to Band’s memo, Coke had contributed $4.33 million to the foundation between 2004 and 2010.

A Coca-Cola spokesman said the company had supported the Clinton Foundation because it believed “in the great work that can be done when businesses, civil society and governments come together to solve problems.” He said Teneo had been hired to provide “business and communications” consulting.

Band also described how Kelly helped expand a fruitful relationship with UBS Global Wealth Management, introducing Bill Clinton to a top executive at a 2009 charity dinner. In the ensuing years, UBS upped its giving to the foundation, signed on as a Teneo client and agreed to pay Bill Clinton for speeches, Band wrote.

Records show UBS paid Clinton about $2 million in speaking fees between 2011 and 2015 for a series of appearances, generally alongside former president George W. Bush. The company also paid Hillary Clinton $225,000 for a 2013 speech.

    UBS declined to comment.

Another achievement cited by Band: Laureate International Universities, a chain of for-profit international colleges, which donated to the foundation and agreed to pay Bill Clinton $3.5 million a year to serve as honorary chancellor.

Clinton has credited Band with conceiving of the Clinton Global Initiative, the glitzy annual meeting where corporate, government and nonprofit leaders gathered annually to talk about the world’s problems. Started in 2005, CGI became the best-known arm of the Clinton Foundation, which also operated education, environmental and health programs around the world. The final CGI meeting took place last month.

By 2011, the longtime Clinton aide was ready to strike out on his own.

That’s when Band and Kelly joined forces to form Teneo. At first, the firm remained closely linked to the Clinton network.

Band described in the memo how he combined his work for CGI and Teneo. He wrote that he had used a hotel room upstairs from the 2011 CGI gathering to meet with Teneo clients. He also acknowledged giving free CGI memberships to “target Teneo clients” being cultivated as potential foundation donors. Memberships generally cost $20,000 a year.

Teneo, meanwhile, named Bill Clinton its “honorary chairman.” Clinton had been initially tapped for a three-year arrangement in which he would provide advice to Teneo “regarding geopolitical, economic and social trends,” according to a separate June 2011 memo that Band wrote to the State Department seeking ethics approval for the former president’s employment.

Bill Clinton was initially paid $2 million by Teneo, according to “Man of the World,” a book written with the former president’s participation by author Joe Conason.

But Chelsea Clinton grew concerned when news leaked in late 2011 that MF Global, the hedge fund owned by former New Jersey governor Jon Corzine, had been paying the Clinton-tied firm $125,000 a month just before MF Global went bankrupt.

According to emails released by WikiLeaks, Chelsea Clinton complained in December 2011 to longtime Clinton aide John Podesta, who at the time was serving as an adviser to the Clinton Foundation, that she had been informed that a member of her father’s office staff who answered to Band had been making calls to British lawmakers “on behalf of President Clinton” for Teneo clients, particularly for the chief executive of Dow Chemical.

Chelsea Clinton wrote that the calls were occurring without her father’s knowledge and that the reactions she was hearing to them would “horrify” Bill Clinton. In another email, she wrote she feared Teneo was “hustling business at CGI.”

Chelsea Clinton’s concerns helped spark efforts at the foundation to adopt new policies governing outside consulting agreements designed to erect a more solid wall between Bill Clinton’s private and charitable activities. Emails show that Cheryl Mills, who at the time was serving as Hillary Clinton’s chief of staff at the State Department, was deeply involved in the foundation’s proceedings.

Bill Clinton also separated from Teneo, returning to the company all but $100,000 of the money he had been paid, tax returns show.

Emails show how the dispute between Chelsea Clinton and her father’s longtime aide led to personal hostility.

“I don’t deserve this from her and deserve a tad more respect or at least a direct dialogue for me to explain these things,” Band wrote to Podesta at the time. “She is acting like a spoiled brat kid who has nothing else to do but create issues to justify what she’s doing because she, as she has said, hasn’t found her way and has a lack of focus in her life.”

Band complained that no similar scrutiny was being applied to Bill Clinton himself. Band noted that he had previously signed a conflict of interest document for CGI.

“Oddly, WJC does not have to sign such a document even though he is personally paid by 3 cgi sponsors, gets many expensive gifts from them, some that are at home etc.,” he wrote.

The Band memo disclosed by WikiLeaks on Wednesday made no direct reference to Hillary Clinton.
But Band outlined that Kelly, his Teneo co-founder, had served simultaneously between 2009 and 2011 as an unpaid economic envoy to Northern Ireland appointed by then-Secretary of State Hillary Clinton and as head of a separate consulting company whose clients included Coke, UBS and Dow.

Band wrote that the arrangement was consistent with Kelly’s State Department ethics agreement.

Kelly’s multiple roles came together during one State Department event in 2010, when then-Secretary Clinton recognized Dow, among other companies, for creating jobs in Northern Ireland and thanked Kelly for his work on the issue.

Dow became one of Teneo’s first major clients. According to Band’s memo, Dow chief executive Andrew Liveris had been introduced to Bill Clinton over a round of golf with Kelly in August 2009.
The company then increased its Clinton Foundation support, contributing $705,000 in 2010 and 2011. A Dow spokeswoman said that the company’s participation in the foundation dated to 2007 and that the charity was “aligned to core business and citizenship strategies that have positively leveraged the resources and capabilities of our company.”

Dow paid Teneo $2.8 million in 2011, payments that then jumped to $19.4 million in 2012, according to internal Dow documents made public as part of a whistleblower complaint. The company later said in public filings that the increase reflected a cost-saving decision to consolidate several consulting contracts with one firm.

But the spike raised red flags for an internal company fraud investigator, who expressed alarm that it may be linked to Bill Clinton’s work with a charity founded by Liveris — a charge the company denied.

“It appears Dow is paying Teneo for connections with Clinton,” the investigator wrote.
