Why Does Detroit Have So Many Homeless Students & Families?

Sometimes, homeless students miss
school because they have to stand
in the Forgotten Harvest foodlines.
So, why are there so many homeless students in Detroit?

Well, just ask the Wayne County Treasurer and the Detroit Land Bank Authority.

Homelessness is a by-product of fake ass mortgage and property tax foreclosures.

We were not just warned of the increase in student homeless population, we were given a plan by lumping and dumping homeless students in the same Special Needs category as *color-ed* people.

Oh, and if you did not know, we are talking about Covenant House, where they are busy, busy, busy, crunching those data to base their fake ass programs on evidence they generate in pretty pictures in their Public Private Partnership white papers.

Yup.

They even found some weird Social Worker, hot out of Wayne State University, doing corporal punishment in making these homeless students respect her authority, in the name of the tax exempt god.

Yup.

See, you need a Social Worker onsite to make sure you can qualify for those fake ass cost reimbursement programs to help homeless students, because they are working on an app.

Yup.

So, instead of ending stealin' the children, land & vote, because this is nothing but another act of gerrymandering, no one is going to talk about the lack of housing stock for these students to be able to live with their families, and not be processed as a datapoint, randomly assigned to maximize revenues.

These students are going to end up enrolled, by database, only.

There are no services in the schools.

They are even trying to get rid of human resources.

At least these charter schools can compete for enrollment, but I am pretty sure this is going to be a Bethany Christian operation.

If we are undercounting students, then we are undercounting the parents, too.

How come the Census cannot be meshed with all the other databases?

They are already creating their own, privatized, predictive modeling crap gerrymandering database libraries.

How come no one will speak upon why we have homeless families in the first place?

Because there is too much money to be made by the Privateers.

Will this new system address human trafficking?

Will these students be placed under the aegis of these schools, in some shape or fashion, like a transfer of parental rights to the new corporate parent?

That is how they can do that "concurrent planning" for permanency to double bill Medicaid.

Detroit schools get automated alert when students enter homeless shelters

Thousands of homeless students aren't being identified as such by their schools, one researcher says. And that means they're not getting the services that could help them stay in school when they need it the most.

A new referral system sends Detroit schools an automatic alert when one of its students enters a homeless shelter. Advocates say it’s a simple but critical step, because they believe Detroit is drastically undercounting the number of students who are homeless.

Unless they’re identified, those students won’t receive the services they’re legally entitled to under federal law, including transportation and immediate enrollment, even if they don’t have the typically required paperwork, like proof of residency. That’s according to Jennifer Erb-Downward, a senior research associate with the University of Michigan’s Poverty Solutions Initiative.

"When we don't identify a child as experiencing homelessness and housing instability, we are denying them a right to education,” she says. “And we are all but guaranteeing they're going to be chronically absent from school.”

How it works

Whenever a family with school-aged children goes through the intake process for a homeless shelter in Detroit, the staff will alert the Wayne Community Metropolitan Community Action Agency, which is already overseeing a county-wide homeless assistance program. The agency will then alert the school’s homeless liaison, a position all school districts are required to fill. They’re currently about three months into the pilot program in Detroit, Erb-Downward says.

“The reason we set it up that way was because the person who administers the countywide homelessness program also has access to the HMIS system, because she's completed training in that. So she can get this automatic referral and then follow up with families to connect them to their schools, to connect them to the supports that they are eligible for," Erb-Downward said.

Why it’s needed

According to Erb-Downward’s research, roughly 1 in 6 kids in Michigan’s public school system is chronically absent (missing 10% or more of school days) and 40% of homeless students were chronically absent in the 2016-2017 school year. Chronically absent students are significantly more likely to drop out of school and less likely to meet grade-level standards, Erb-Downward says.

She says living in unstable conditions, or buildings that lack heat or water can contribute to poor health.

“One of the largest factors driving chronic absenteeism for kids is asthma. And if you're experiencing housing instability and homelessness, being able to control your asthma and not have it be something that prevents you from going to school can be very, very challenging," she said.

Thousands of homeless students not being identified

Because families or students may not feel comfortable telling schools they’re experiencing homelessness, getting those students the help they’re afforded by the federal law (known as the McKinney–Vento Homeless Assistance Act) can be a challenge.

Erb-Downward believes public schools in Detroit are undercounting the number of homeless students they have by thousands.

“There is this sort of unofficial threshold, which is that if less than 10% of low income students in a school district are being identified as experiencing housing instability or homelessness, that there's a possible undercount taking place,” she says.

But in Detroit, 96% of all schools identified less than 10% of low-income students at homeless, according to Erb-Downward. The city’s schools (including both charter the traditional public schools) identified 1,862 students as homeless, she says. But if the 10% threshold holds true, you’d expect to see at least 7,589 students identified as homeless.

“So there really is a very dramatic undercount that's going on,” Erb-Downward says.

But that’s not just a problem in Detroit. In fact, because the city actually has homeless shelters (unlike some parts of the state) this new system is really about capturing the “low hanging fruit,” Erb-Downward says: children who are at least part of the shelter system are far easier to count than those who may never enter a shelter, and instead live their family’s car or crash with a rotation of friends and relatives.

Still, any part of the state that does have a shelter system, could adapt this model.
“This is something that could be replicated across the state, basically in any county,” she says.

Mark Wahlberg Performs A Yuletide Miracle On Vernor For The Hobos of Detroit

On December 6, 2019, picking my son up from Covenant House School, after busting the Special Needs Director's clever scheme to fraudulently billing Medicaid, I drove past a slow traffic jam on Vernor.

I had to take pictures because I could not believe my eyes!

Mark Wahlberg was performing a miracle on Vernor and had a tent for the Hobos of Detroit, to hand out clothing, that was probably so ugly that people only took it in hopes of finding something worthy to give to someone else in need.

Mark Walberg had a "Save the Savages", event with a Hobo Clothes tent in front of the school stolen by foreign invaders.

Praise the lord.

I wonder if he hired those two dumb chicks to put this together.

They handed out for food, cabbage, potatoes with boxes of processed federally corporate subsidized leftover crap with their cans of nasty crap that I bet they got in bulk by the pound from a DeVos USAFood for Life experimental data collection tax right off for their lovely children's trust funds.

How dare he refer to Detroiters, survivors of a foreign invasion as hobos.

One of Wahlberg crew enthusiastically hailed for me to come and get some "free food".

My son said to me, "No. We are not hobos."

And, now, they will have lots of lovely photos to justify their tax write-offs as they sip custom whiskeys around the custom decorated christmas tree, spinning the bob about all the wonder things they did for the children of "The Poors" (always said with clinched teeth) on Vernor, in Detroit.

I believe you need to revise your mission statement to properly reflect your Detroit activities by replacing "youth" with "hobos".

Whether or not this yuletide miracle on Vernor was a miracle of your youth foundation, I am repulsed.

You hurt my child and probably the other children on Vernor who witnessed your yuletide miracle.

We are victims of a foreign invasion, not hobos.

You need to apologize to the youth of Detroit and they do not want some crappy, plastic toys or a bag of cabbage and potatoes.

MWYF has raised and distributed over $10,000,000 to organizations across the country.

That sounds like a network.

Trump & The Betsy DeVos Charter School Privatization Trafficking Tiny Humans Medicaid Fraud Scheme

Oh, my!

It seems Trump was falsely advised.

That is not good.

I just busted Bethany Christian in one of those "Special Needs", (a.k.a segregation) Targeted Case Management fraud schemes in its covert dirty data, false claims, educational ops, that they have all intentions of promoting as predictive modeling crap to promote more of those foreign NGO money laundering ops, training their christian armies, through public schools.

I know for a fact, that no one in their right mind is going to advocate for anything Betsy DeVos related, unless, we are in a serious battle of credibility, by falsely advising Trump.

They always do that crap.

I know.

New Report: Charter Fraud And Waste Worse Than We Thought

I look at K-12 policies and practices from the classroom perspective.

Last March, the Network for Public Education released a report showing that the federal government has lost a billion dollars to charter school waste and fraud. But the organization had not stopped sifting through the data. Their follow-up report, “Still Asleep At The Wheel: How the Federal Charter Schools Program Results in as Pileup of Fraud ands Waste,” reveals that the situation is even worse than shown in the first report, while laying out more state by state details. Particularly striking—the vast amount of money that has been wasted on ghost schools that never served.

NPE is a group co-founded by Diane Ravitch, the Bush-era Assistant Secretary of Education who has since become an outspoken critic of education reform. The organization's executive director is Carol Burris, a former award-winning New York principal. Burris was the primary author of this report.

The reports examine what happened to money disbursed by the Federal Charter Fund, a charter grant source created in 1994 as part of the Elementary and Secondary Education Act (ESEA). Since 1995, it has handed out almost $4 billion.

Some new findings in this follow-up report:

The original report underestimated the number of charters that had taken federal grant funds and then either closed or never opened at all. That report found 1,000 such charters; the number now appears to be closer to 1,800. That means the failure rate is close to 37% nationally. Michigan gave grants of at least $100,000 to 72 schools that never opened at all; California gave grants to 61 unopened schools. Those two states alone account for over $16 million dollars spent without educating a single child. A grand total of 537 schools never actually opened; tax dollars spent on literally nothing.

Between 1995 and 2005, the Department of Education did not require states to give any accounting of where the money went.

For-profit charters have never been allowed to receive monies from this grant program, but plenty of for-profit charter management companies have had their schools apply successfully. It’s a reminder that “for profit” and “non-profit” are, when it comes to charter schools, a distinction without a difference. Hot Stuff Podunk Academy may well be a non-profit school, but if it is wholly operated by Hot Stuff Academies Charter management Company, a for profit company that handles the operation of the charter, the academy is still generating profits.

Elevating The Next Generation Of World Leaders
The report provides a state-by-state breakdown for some of these numbers, both raw numbers and percentages. Some states have made modest attempts at charter launches, with little success. Hawaii has launched 19; 10 of those have failed. Delaware has seen 14 attempts; 8 of those are defunct. Washington state had 6; of those, only 2 are still open (one charter abruptly closed in October, months after opening).

Larger scale is no promise of better results. New York lost 23 out of 233 charters, but Florida has seen a full third of its 503 charters close. California had a similar rate, with 298 failed charters out of 802. Ohio lost 120 out of 293, and in Tennessee, 59 out of 121— just shy of 50% charter failure rate. Betsy DeVos’s home state of Michigan has a failure rate of 44%— 112 out of 257 closed, costing federal taxpayers about $22 million.

The report also includes many stories that provide striking illustrations of just how the money is wasted. While some charter operators are simply in over their heads, others are clearly far more interested in profit than education.

In Michigan, almost $110,000 was drawn to develop the Harris Academy. $72,957 of that went to a property leasing company whose sole director was Patricia Lewis. Lewis was also a project leader for the academy. Lewis had worked the same deal in Georgia with a charter school that was denied renewal due to financial irregularities and probable cheating on the state test. The Harris Academy never opened.

Consultant Lorilyn Coggins operated two consulting companies that made money from four different ghost schools. She was not the only consultant making good money from charter schools that never actually opened.

The report also provides several examples of how a non-profit charter is simply a pass through for a for profit corporation. For example, the White Hat Management company was an Ohio-based for profit charter management organization that operated sixteen Life Skills charter schools in five different states. Some of those charters paid 97% of their income to White Hat, which also operated a real estate company that leased buildings to schools. Thirteen of the Life Skills charters have ceased operations.

The report also drills down in two charter-heavy (Arizona and Ohio) to see why charters fail. In both states, enrollment was the primary cause (despite the fabled charter waiting list we often hear about) followed by mismanagement/fraud, then financial issues and academic concerns. The study also found a surprising number of charters that closed because the operator simply abandoned them. Stories also illustrate the shock and surprise that occurs when charters simply and suddenly close up shop mid year.

Among the report’s conclusion is this:

We have concluded that the practice of allowing unauthorized schools to receive funds, which has been in effect since 2001, has become a magnet for grifters, consultants and charter entrepreneurs who see an easy way to cash in.

It’s worth remembering that the report only covers the grants dispersed by the feds; this doesn’t tell us anything about how much state or philanthropist money took the school bus ride to nowhere.

Charter supporters are going to say that when charter schools close, that’s just the free market doing its magic to thin out the charter herd to leave us with stronger, better charter schools. Even if this burn and churn is a feature and not a bug, it’s a very expensive feature, costing not just a billion dollars in taxpayer money, but in the human cost of families who are disrupted and displaced by charters that leave them high and dry. As one parent of a student at the hastily-closed Detroit Delta Prep Academy is quoted in the report, “I entrusted her education to a group of people—they're making me feel like I failed her, like I didn’t do enough research.”

It’s not just research that’s needed; the time is long past for charters to be subject to tighter regulation and accountability with bigger teeth. After twenty-five years of costly waste and fraud, it’s long past time for taxpayers’ dollars and children to get more protection from the operators who have entered the charter school business simply to fleece the public.

I found it odd that Devin only presented one side to the Flint Water Crisis prosecution redirection, because it seemed to weight the solution in the expansion of more Social Impact Bond human asset management Predictive Modeling Crap programming instead of addressing justice, to ensure this never happens again.

He did not even get a public statement from anyone involved in the decision or where the federal investigative is in its timeline, which is probably why there was a shake up with the Flint prosecutorial approach.

So, here are my two cents:
That is when I realized I was watching deflectionary child welfare propaganda campaign because he brought in his crew.

Is there some form of "spiritual" inurement by using his position to promote an overt public defense campaign for those who wish to "save the savages" in the name of the lord, considering that the Michigan Catholic Conference, along with its parent, the U.S. Conference of Catholic Bishops, is having some, oh, how shall I say, "transparency" issues when it comes to stealin' the children, the land and the votes?

Fourth highest rate of immigration is in Detroit, yet no mention of the child trafficking, where Michigan is up there in the national top two ranking, but since you cannot take a census count of the procured and purveyed in the Michigan Child Welfare System database, SACWIS, because it sucks, we really have not verified this claim.

Michigan exceeds Florida in immigrants, so, St. Nick Scillian is pushing the new reengineering of trafficking tiny humans, Be Best, christian children's crusade, Bethany Christian, in partnership with your favorite Social Impact Bond program pushers, is implementing the corporate parental rights. NGOs.

Devin is pushing Samritas and for those economic redevelopment funds. - Public Private Partnerships.

Michigan is #1 in the nation for human trafficking.

Why?

Because we are a peninsula, surrounded by water on a major, international waterway.

Canada is south of Detroit.

Why is this financial literacy, for profit, CEO talking about 35% child poverty rate to teach this targeted population?

Oops, did I say Medicaid Targeted Case Management Public Private Partnerships by blaming the financial economy collapse in Detroit to payday lenders and "bad" mortgages?

This is a legal defense public relations show because these are the ones who were behind the bloodless war of Detroit.

The christians are coming and they have military trained teams, carrying the cross with them, in their big black backpack on their backs, filled with high tech computer equipment, walking in da hood of Detroit, in search of established non-profits to highjack with promises of success, to get their foot in the doors of Detroit Public Schools, where they implement their operations, not disclosing their political insurgency agenda, deeply ensconced in their financial literacy programs, like what Devin and his friend were discussing, to teach self sufficient by setting up food boxes, under the guise of another organization's trademark, in these impoverished neighborhoods schools.

These insurgents seem to also get blighted properties through the Detroit Land Bank Authority, then set up self sustaining networks where people can live, undocumented, off the grid, where people like Lyrix, of Cardboard Prophets, can stake their honor box food pantry in the ground, with their co-opted trademark, and claim the land in the name of the lord, while giving opportunity for their operatives who are in da hood executing their secret christian mission, to be able to [sic] "be able to get a potato out the food box and eat it so they do not starve".

That is how you can tell they are not from Detroit because they have absolute disregard for law or policy and always end up with a quiet title deed in the name of some Faith Based organization.

Besides, how are you going to cook the potato is your are that poor?

This is another reason I knew she was not from Detroit because all you have to do is claim a blighted house and make it your own.

Lyrix did not see the destruction of legacies of a bloodless war, for she saw opportunity for her coffee shop comrades, who are setting strategic positions for the next #coloredrevolution being bussed into Detroit, in the name of the tax exempt god.

Detroit does not have people sleeping on the sidewalks because we care, and, please, Ladies and Gentlemen, if you see someone actually sleeping on the sidewalk, like Lyrix claims happens all the time, call the police as we are probably dealing with a mental health issue and there are services to help alot more than a potato in a food pantry box.

Perhaps, if the history of Detroit was not bleachbitted, people like Lyrix would know that we do not play that game.

"We Are" - Featuring The Students Of Covenant House Academy & Raising The Bar Detroit Foundation - Bringing Back The Voices Of Children

Raising the Bar Detroit Foundation has just released its first major production with the students of Covenant House Academy Southwest Detroit Campus which also celebrated a few of the students who have just graduated.

We should definitely watch what is going on with Title I funding, as the Covenant House is ground zero for the new privatization policies.

It is about time we brought music and the arts back into the schools.

Music and art have always been the means to tell a story when no one else would listen.

It is time to listen to the original sources, the children.



Marco Iaconis has an amazing story to tell and so do the students and school administrators.



If you just so happen to have a few musical instruments lying around the house collecting dust, like guitars, saxaphones or whatever else, feel free to let Marco Polo know that you would like the students to have them, considering that they have very little, in some instances, students do not even have a place to live.

Something to think about.
