Michigan Court Of Appeals Video Hearing On CPS Termination Of Parental Rights - (a.k.a. Trafficking Tiny Humans By Medicaid Fraud In Child Welfare Featuring Vivek Sankaran

The case is about a mother about to have her rights terminated to her ninth child.

The man judge said,  "she should know how this works since she lost her eight previous kids."

So, I guess the case is about the attorney and, I shall assume the court, that the mother was not advised of her civil rights in the course of her Child Protective Services case.

{this is the point where I am going to walk away for a few moments to ground myself in that glorious chi, so I do not say anything too disparigning about these "Legal Geniuses" (trademark pending).

Each and everyone one of these individuals need to fall from the heavens.

These people refuse to accept that Michigan lies, promulgates lies through child welfare propaganda for the purposes of selling tiny human chattel.

When a mother has a child snatched and sold by the State, they typically will have another child to fill that void.

In Michigan, a previous termination of parental rights is automatic grounds for termination to all posterity of the mother, and sometimes the father, for all eternity.

This case is about a mother who was poor and in need of help she never received because someone checked that "reasonable efforts" box.

If these "Legal Geniuses" (trademark pending) cannot even mention fraud upon the court in the generation of false claims to be published in the public record, then how the hell can the mother understand.

Why do these parents take pleas?

Because it ends the suffering of her children's hopes of going home so they can move on to a life of being drugged, raped, tortured, and lab rated.

That is exactly what they did to Ricky Holland's original parent.

Ricky Holland: Murdered By False Claims In Child Welfare

Vivek Sankaran is grooming an army to continue cloaking the Michigan industry of trafficking tiny humans because he refuses to mention the fraud and corruption.

Interestingly, the next case is being adjudicated under the same transposable model in the termination of parental rights, in SNAP licensing.

No One Cares: Another Corporate Parental Commodity Is Destroyed In Michigan Child Welfare

Cornelius Frederick, 16, a ward of Michigan, died after being put in a physical restraint at his group foster home. At the hospital, he tested positive for coronavirus.
Cornelius Fredericks
A typical Medicaid cost reimbursement
situation in foster care
No one cares about what goes on behind the iron curtain of child welfare, particularly Michigan, because it all started here.

Cornelius got lucky because he no longer has to scream.

Ricky Holland got lucky, too.

This is what Black Lives Matter is covering up, the children, because slavery was never abolished.

Gretchen knows well of the horrors of the Michigan Child Welfare System.

She got desensitized by the screams because the screams of children is an industry.

Someone needs to go ask her about her history with the Michigan Catholic Conference and the Archdiocese of Detroit, because Cornelius died by Medicaid Fraud in Child Welfare.

I am quite sure the facilities carry indemnification insurance coverage....and a life insurance policy on Cornelius....

Michigan teen died after screaming 'I can't breathe' while being restrained by staff member, lawsuit claims

WEST BLOOMFIELD, Mich. (AP) - A civil lawsuit filed Monday following the death of a 16-year-old in a Michigan youth facility says he screamed "I can't breathe" as at least one staff member placed their weight on the Black teen's chest for nearly 10 minutes.

The lawsuit filed in Kalamazoo County Circuit Court names Lakeside Academy in Kalamazoo and Sequel Youth and Family Services as defendants.

Cornelius Fredericks died May 1 after going into cardiac arrest April 29. At the time, authorities said he was being restrained by staff after throwing a sandwich.

His death came nearly a month before George Floyd died May 25 in Minneapolis with a white police officer's knee pressing his neck to the ground.

Floyd's dying words, "I can't breathe," have become a rallying call for people protesting police violence against Black people and racial injustice during demonstrations across the U.S.

"The excessive use of restraints and the lack of concern for Cornelius's life draw an eerily similar comparison to that of George Floyd's death," according to the lawsuit, which alleges negligence and says Lakeside staff improperly and wrongfully used restraints on Fredericks.

Authorities have not provided details of the race of the staff member or members involved.

"Video from Lakeside Academy even shows a staff member placing his/her weight directly on Cornelius's chest for nearly ten minutes as Cornelius lost consciousness," the lawsuit states. "Cornelius's scream of `I can't breathe' was not enough to get the staff members to stop the excessive restraint."

Detroit attorney Jon Marko, who filed the civil rights lawsuit, said he has yet to view the video, but that he spoke with the mother of another child in the facility.

That child "claims to have heard Cornelius scream `I can't breathe,"' Marko said, adding that a state Health and Human Services Department report confirmed that account.

The lawsuit seeks damages allowed under the Michigan Wrongful Death Act. No financial amount was specified.

The Associated Press left a message Monday seeking comment from Lakeside Academy.

Sequel Youth and Family Services told The AP in an email that it cannot comment on pending legal matters, but that it has terminated all staff involved and removed the former executive director of Lakeside.

"We have been in regular contact with law enforcement and state officials to help ensure justice is served and have accelerated the work that was already underway across our organization to move to a restraint-free model of care," the company said. "We take our obligation to meet the significant behavioral health needs of all our students incredibly seriously and remain focused on our mission of providing the absolute best care and treatment possible."

The foster care system or parents placed youths in Lakeside Academy, a residential treatment facility about 140 miles west of Detroit, to receive behavioral health services after being abused or neglected.

Fredericks was a ward of the state, Marko told reporters Monday.

His aunt, Tenia Goshay, is named in the lawsuit as the representative of Fredericks' estate. The teen's mother is dead. His father and rest of the family were not in a position to care for him, Marko said.

Fredericks had been at Lakeside Academy about two years, Goshay told reporters.

"I want to know what happened to my nephew," she said.

The state last week terminated its contracts with Lakeside for youth in Michigan's foster care and juvenile justice systems and said all 125 youth at Lakeside were placed in other "settings based on their individual needs."

The facility also had its license to operate suspended.

Gov. Gretchen Whitmer has told the department to cut ties with Sequel Youth and Family Services, which provided staffing to Lakeside Academy.

After Fredericks' death, Lakeside Academy officials said what happened didn't reflect the institution's mission to "serve and care for our clients with excellence."

But Michigan's Health and Human Services department has conducted more than 30 investigations since 2016 on maintenance, staff qualifications, discipline, behavior management, resident restraint and staff sufficiency at Lakeside Academy, the lawsuit said.

Six months prior to Fredericks' death there were six separate violations pertaining to improper use by staff of deescalation techniques, including improper restraints, according to the lawsuit, and at least eight employees had been fired since 2016 due to improper use of restraints, failure to use proper deescalation techniques or improperly supervising youth.

Michigan Health and Human Services officials have said an investigation of the for-profit academy found 10 licensing violations, including a failure to follow rules related to resident restraint and discipline.

Foster care teen's death prompts state to pull Michigan group home's contract, license

LANSING, Mich. — Prompted by the death of a teen who was wrongly restrained by staff, a Michigan facility for teenagers with behavioral problems on Thursday lost its contract with the state to care for youth in the state’s foster care and juvenile justice systems and its license to operate.

The termination of the Michigan Department of Health and Human Services’ contract with Lakeside Academy in Kalamazoo came in the wake of the death last month of Cornelius Frederick. The 16-year-old went into cardiac arrest while being restrained on April 29 by Lakeside Academy staff. He died May 1. At the time, authorities said the teen was being restrained by staff after he threw a sandwich.

In announcing the termination of its contract and suspension of the operating license, Health and Human Services said an investigation of the for-profit Lakeside Academy found 10 licensing violations, including a failure to follow rules related to resident restraint and discipline. The agency contends the revocation of the license of a child caring institution is rare and occurs when there are serious licensing violations that make closure necessary to protect children.

Lakeside Academy officials did not immediately return calls for comment.

“MDHHS continues to mourn the loss of this young man’s life, which came needlessly to an end at the hands of those meant to care for him” said JooYeun Chang, executive director of the MDHHS Children’s Services Agency, in a prepared statement. “We are committed to protecting children and will not accept the completely unnecessary death of a youth who is deprived of the opportunity to grow up, complete his education, begin a career, and start a family.”

Kalamazoo County Prosecuting Attorney Jeff Getting said Thursday his office is reviewing completed investigations to determine if criminal charges are authorized in Frederick’s death.

"If charges are brought, my office will be prosecuting the cases,’’ Getting said.

At the time of Frederick’s death, Lakeside Academy officials said in a statement the incident didn’t reflect the institution’s mission to ``serve and care for our clients with excellence.”

However, Assistant Chief David Boysen of the Kalamazoo Department of Public Safety has said in the weeks leading up to Frederick’s death there were numerous calls for false fire alarms, runaway students and assaults. In addition, three chaotic days followed the boy’s death, as students fought and fled the facility.

Just before Health and Human Services announced its moves, the Legal Rights Center in Minneapolis called for Hennepin County, Minnesota, to stop placing children in Lakeside Academy for juvenile delinquency matters.

The county removed all Minnesota children from the facility after Frederick's death. However, center officials said that was is enough. They contend it is time to end the practice of removing children from local communities and confining them in correction facilities "under the pretense of providing therapeutic treatment."

In the weeks leading up to the incident, Kalamazoo Department of Public Safety received an increase of calls for false fire alarms, runaway students and assaults, Assistant Chief David Boysen said.

'Tis The Season To Kick Off The 2020 Child Welfare Propaganda Battle To Cover Up Medicaid Fraud

For those of you who do not know, Heather Catallo was one of the first reporters, along with Jack Kresnak and his coverage of Ricky Holland, and Diane Bukowski, who dared touch this subject matter, and on that fact alone, should be honored.

Oakwood is a haven for Medicaid Fraud when it comes to diagnosis and scripting up people, for there are many, many tales to be told.

Wolverine used to dole that stuff out in handfuls to the kids, even after DOJ prosecutes.

These Psychobabies,* "The Ones Who Were Lied To That They Know Everything" are all up in child welfare where they come from overseas with a fake ass certificate, from a fake ass U.S. sponsored university, with fake ass research, with fake ass letters of support from other fake ass persons of authority, including, but not limited to the "Elected Ones", where those forged letters of support typically go for about $5K a pop the last time I witnessed.

The real letters of support normally have many legal fees attached to the congressional office, but I digress.

Not really because this is about Medicaid Fraud in Child Welfare and no one cares because 'tis the season to campaign.

FUN FACT! A CHILD WELFARE WORKER CAN DO AN AXIS III DIAGNOSIS ON A KID IN FOSTER CARE

Now, who is going after all that Medicaid Fraud in Child Welfare?

You do know they also generate fraudulent diagnoses on the parents of the kids, based upon the report and recommendations of child welfare workers.

Back in the day, some child welfare workers did not even have GEDs and none were sworn civilians to represent the courts and law enforcement, until the Madame Maura Corrigan (said in a high British accent) realized that there were no oaths of office.

I believe the Madame had the revelation, then, so lovingly tossed the perfection of my prayers, like a good little christian, out of court because....[sic] the court has not been swayed.

Metro Detroit doctor accused of falsely diagnosing hundreds of kids with epilepsy

(WXYZ) — Lawyers say a local doctor falsely diagnosed hundreds of metro Detroit children with epilepsy, and they say he did it for money. Many families are now suing, but it’s taken 11 years to finally have their day in court.

Dr. Yasser Awaad is in the middle of the second of 267 lawsuits filed against him. Lawyers say hundreds of kids were forced to endure grueling medical tests multiple times, including forcing kids to stay awake all night so they could be sleep deprived. But they never actually needed them.

Mariah Martinez was just 9 years old when she said she was referred to Awaad for headaches. At the time, he worked for Oakwood Healthcare, which is now owned by Beaumont.

"I feel like it shouldn’t be this hard to go see a doctor," Martinez said. "Shouldn’t be this hard to get up in the morning."

Martinez says Awaad wanted her to undergo an electroencephalogram, or EEG, and then told her she had epilepsy. Martinez says she was confused because she’d never had a seizure.

“I didn’t know what epilepsy was at that point," she said.

"Were you scared?" 7 Investigator Heather Catallo asked.

"Yeah, being told you’re abnormal, or the tests are abnormal, means I’m not like everyone else, and at that age, you just want to fit in," Martinez responded.

She said the anti-seizure medication not only made her drowsy – it made her headaches worse.

"I kind of withdrew into myself, didn’t want to be around people," she added.

It wasn’t until Awaad suddenly left his practice four years later and she saw a new doctor that Martinez says she found out – she never had epilepsy.

"I was very angry at first, very angry," she said.

"What have you lost?" Catallo asked.

"I lost, I feel like a piece of my childhood. All the time I could have been learning to do things, playing with the other kids, I could have friends, I could have joined a sport – you never know," she said.

Martinez was not alone.

"I think it’s despicable and deplorable that he would do this to any innocent child let alone several hundred," medical malpractice lawyer Brian McKeen said. McKeen and a team of attorneys are suing Awaad and the hospital.

"When you look at all the evidence in this case, Heather, the conclusion is inescapable. That this was done intentionally," he said.

McKeen alleges Awaad ran an EEG mill: the more tests he ran on the kids, the more money he made.

"As a result of the bonus, you made hundreds of thousands of dollars, didn't you?" McKeen asked Awaad at a 2018 deposition.

"I was entitled to," Awaad said.

Brian McKeen is a medial malpractice lawyer who's representing 267 people suing a doctor accused of falsely diagnosing them with epilepsy. On @wxyzdetroit 6PM, I'll show you why McKeen thinks the state didn't do enough to discipline the doctor @michiganLARA @MIAttyGen pic.twitter.com/0UBpgIO8qY

— Heather Catallo WXYZ (@HeatherCatallo) October 21, 2019
McKeen says one of Awaad’s pediatric neurology colleagues even blew the whistle on him to Oakwood administrators back in 2003.

"She told them he’s doing unnecessary EEGs, he’s diagnosing kids with epilepsy that don’t have it and he’s giving kids unnecessary drugs and they did not do anything about it. They swept it under the rug," McKeen said.

McKeen says Awaad also falsely diagnosed Martinez’s sister with epilepsy; and in a different family, he’s accused of misdiagnosing 4 out of 5 siblings.

Hundreds of medical licensing records obtained by the 7 Investigators show that since 2010, the state has been accusing Awaad of violating the public health code for wrongly diagnosing kids with epilepsy. The state complaints use words like negligence and incompetence to describe Dr. Awaad, yet he still held on to his medical license.

In 2012, he was put on probation and had to pay a $10,000 fine.

"That wasn’t enough. They should suspend his license. He should never be allowed the opportunity to practice medicine and violate the trust of any other patient," McKeen said.

In June, a jury awarded Mariah Martinez $3 million for her case against Dr. Awaad. Another of the 267 trials is currently under way in Wayne County Circuit Court.

"I don’t know if I’ll ever be 100 percent," Martinez said.

We reached out to Beaumont and their lawyer, but they can't comment due to the pending litigation and patient privacy laws. A spokesman also told us they have not had a relationship with Awaad since 2017.

Beaumont spokesman Mark Geary declined to provide someone to talk to the 7 Investigators on camera. Geary released this statement to us:

“The litigation involving Dr. Yasser Awaad and Oakwood Healthcare dates back more than a decade to 2007. We cannot comment about the specifics of this case or others because of pending legal proceedings and patient privacy laws.

After his employment with Oakwood Healthcare, Dr. Awaad was briefly employed by Beaumont to provide medical education and clinical curriculum for residents and medical students in pediatric neurology. He completed this work in 2017 and has not had any relationship with Beaumont since that time.”

Meanwhile, the Michigan Attorney General's Office has filed another administrative complaint against Awaad’s license. The hearing was supposed to be held next week, but Awaad’s lawyers asked for it to be delayed. It’s now scheduled in March.

* I have written a treatise on Psychobabies and shall update with a link and a post! Besides, it would be boring to just drop everything, long before it plays out.

Michigan To Pretend To Let The Public Know Why Kids Die In Michigan Foster Care - Drugging, Rapes, Tortures, Suicides & Child Trafficking Still A Legislative Tautology

Here we go 'round Michigan Drugging Kids,
Rapes and Death,
Rapes and Death,
Here we get 'round getting indicted
In another legislative tautology.

FUN FACT! A DEATH IN THE MICHIGAN CHILD WELFARE SYSTEM IS CALLED A STATISTICAL "ERROR".

Ricky Holland never got a chance to sing this song because he was murdered in Michigan's Child Welfare System.

The other little boy was too doped up being used as a lab rat, to understand what it is like to sing.

Here is a perfect method to stop deaths in Michigan's Child Welfare System.

Shut it down.

Federal receivership.

https://beverlytran.blogspot.com/search?q=ricky+holland
Ricky Holland's death saved the lives of two little boys.

Dismantle the Office of Children's Ombudsman and let local peace officers make referrals for
assistance, like calling one of the relatives or someone who cares to step in and help the family.

Stop stealin' the children, the land and the votes.

Stop making people poor.

If there is a crime, put it through law enforcement channels of due process.

Take a big red marker and rescind the entire Child Welfare Law in Michigan, but you will have to start with the U.S. Department of Health and Human Services, first.

Prosecute everyone at the Michigan Children's Institute in a federal jurisdiction, where I can come up with lots of antitrust law violations to start, and I would not dismiss the idea of war crimes.

Revoke the licenses, dissolve contracts, prosecute and recover every single last penny from these foreign corporate, privately contracted Child Placing Agencies, where you can start with the Michigan Catholic Conference.

Every "Elected One" who has taken political campaign funding from child welfare NGOs should be defrocked of office.

Commence federal asset forfeiture for every pharmaceutical which has engaged in drugging of Michigan's drugging of children, including every use of Foster Children as lab rats.

I understand that these concepts of trafficking tiny humans for revenue maximization of foreign corporations in Michigan are going to be difficult to understand, but that is why we have a justice system and hand held devices to watch as it goes down, in real time.

What about the Foster Children who are raped, denied education, beaten, tortured or will these continue to be omitted from the public discourse as "Valid-Not-Opened" category of investigations of the Children's Ombudsman Office?

Anyway, this is not the first time the concept of fixin' to do somethin' has come up in legislative initiatives because this has been going on since the Emancipation Proclamation because it all started here, in Michigan.

I believe the public should be able to see the billions upon billions profited off children of "The Poors" (always said with clinched teeth) and the faces of those "Elected Ones" who did absolutely nothing but take another fashion show selfie.

Will Nancy Edmunds do anything besides let Michigan drop another $100 million to the people who already got $200 million for a antiquated SACWIS that needs to be sent back to the 20th century from whence it came?

Probably not, but I bet more children will be beaten, drugged, raped, tortured, attempt suicide and successfully execute suicide to escape from Foster Care, while Nancy Edmunds allows the case to linger another decade in her courtroom.

This may be a tall order but it is always best to understand that not everyone can eat an entire bowl of rice at one time, and, in this instance we shall start with two grains of rice, the first being Ricky Holland, who died, brutally, and another little boy, who used to die, then come back, and die, and be drugged more, raped, beaten, tortured, die, then come back to survive a life of hell in Michigan's Foster Care System.

No one cares, so have a great day!

Panel: Public should see findings on child deaths in Michigan welfare system

Lansing – A legislative oversight panel says the public should see the results of state investigations into the deaths of children who are involved with Michigan’s child welfare system.

The recommendation was included in a report adopted unanimously Thursday by the House Oversight Committee. It stems from lawmakers’ review of an audit released in April that found that the state Department of Health and Human Services did not notify the Office of Children’s Ombudsman of 206, or 20%, of child deaths from 2014 through 2017 because workers did not check a box in a cumbersome software system.

The office independently investigates complaints involving children who are under state oversight for reasons of abuse or neglect, and checks to see if public or private agencies followed laws and policies.

Current law only lets people who can file complaints with the ombudsman’s office – including parents, guardians, their attorneys, mandated reporters or legislators – get the written findings, recommendations and DHHS response to the ombudsman’s investigation. The House panel recommended that the ombudsman be required or allowed to publicly release the information.

A similar recommendation was made by the children’s ombudsman in her most recent annual report.

“This is an issue of transparency. It’s an issue of accountability,” said Rep. Matt Hall, a Marshall Republican who chairs the committee.

Another recommendation would give the ombudsman discretion to do preliminary investigations – not full reviews – in child death cases, freeing the agency to focus on complaints involving living children who remain in the system.

Children’s Ombudsman Lisa McCormick, who was appointed to the post by Gov. Gretchen Whitmer in January, told lawmakers in June that there is value in looking at every child death but her office should have leeway, particularly because some deaths are accidental and not the result of violence.

“When you have the discretion to make those decisions on which cases you fully investigate, you can focus your attention on the real issues in child welfare and address those,” she said.

Rep. David LaGrand, a Grand Rapids Democrat, said there are instances where “death happens for some tragic reason that had nothing to do with good parenting. To put those parents through a complete investigation when early on you are confident that this was not anything the parents could have or should have done differently is to put traumatized people through a really crummy experience.”

The panel also said whatever software replaces the failed MiSACWIS system should provide a more efficient way for child deaths to be reported to the ombudsman.

The state is pulling the plug on the network that was rolled out in 2014 and which has cost more than $200 million to build and service.

In March, U.S. District Judge Nancy Edmunds told state officials to come up with a solution after an expert reported an “unmanageable backlog of defects, incidents, and data fixes” that might never end.

Will Michigan Finally Tell The Truth Or Will The Attorney General Office Continue To Cover It Up?

During the inquisition, where did you run from persecution?

The church, because they cloak.

When you are shunned from society for doing nasty things to the tiny ones, where do you go to survive?

You go to church.

When you have never been caught you can start up youth programs and work in foster care and adoption because it is the work of the tax exempt god.

And, if you have grand aspirations, you start up a mission with a children's trust, that way you can groom them from birth to do what you want when you import them to the U.S. as students or missionaries in voting districts, to walk the streets, hang out in a coffee shop, and run real estate ops through Public Private Partnerships in Social Impact Bonds.

Records show mounting number of CSC cases tied to Gaylord Grace Baptist

Editor’s note: The Herald Times is continuing to follow investigations involving former Gaylord Grace Baptist Church staff and former congregation members who have been convicted or accused of criminal sexual conduct with minors through the years.

OTSEGO COUNTY — Late last year, Independent Fundamental Baptist churches nationally saw surge of attention as survivors of sexual abuse shared their stories with news outlets like the Star-Telegram of Fort Worth, Texas, that tracked church leaders who were moved from church-to-church after reported abuse.

This extended to local stories as more cases were revealed to have occurred in Otsego County as cases tied to Grace Baptist Church in Gaylord continue to move through the county court system.
In December, former Grace Baptist students publicly shared their experiences and later formed a Facebook support group known as the Blind Eye Movement, a name based on the thought that the church and associated school’s leaders had turned a blind eye to the abuse.

According to the Michigan State Police Gaylord Post, it had been investigating allegations of sexual assault “involving potential suspects who worked at Grace Baptist 10 years ago or more.”

“The investigation is ongoing, and has not yet been reviewed by the prosecutor — so no charges have been issued yet,” Lt. Travis House, public information officer for the MSP Seventh District, previously told the Herald Times in an email.

In a previous Herald Times story, Grace Baptist’s Senior Pastor Jon Jenkins commented on instances of abuse or alleged abuse involving former teachers. Jenkins said he had reported two of the school’s former teachers to police for sexual abuse of students years ago.
Aaron Willand mugshot

Aaron Willand mugshot

Jenkins said he reported former teacher Aaron Willand to Michigan State Police and later, another former teacher to the Otsego County Sheriff’s Department.

Willand was convicted in Washington state of raping a child and child molestation in 2006. The survivor, now an adult, is also pressing charges in Otsego County for abuse she said also occurred in Michigan. Willand has not been charged in Michigan.

Jenkins said he reported the other former teacher to the Otsego County Sheriff’s department in 2011. The Herald Times is not naming the other teacher until charges have been officially filed by Otsego County courts.

In an email, Jenkins said, it would be “a favorable outcome if justice can be achieved for” the alleged victim. He said, “Grace Baptist Church has always, and continues to stand in favor of justice for the victim.”

Otsego County Sheriff’s Department showed no records of Grace Baptist reporting either former teacher to police.

Herald Times’ Freedom of Information Act (FOIA) requests for Michigan State Police reports filed by Grace Baptist, show no police reports filed by Grace Baptist with any references to Aaron Willand or the other former teacher. Jenkins did not respond to multiple requests for clarification.

The FOIA reports mainly show the church had called law enforcement a number of times for larceny and breaking and entering incidents through the years. There was also an instance in 2011 where a 25-year-old man allegedly grabbed a teen girl’s breast on a church bus that was in transit to Grayling.
The case did not go to court, according to the FOIA documents.

Looking back
Further exploration into county, state and federal court records show several additional cases through the last 17 years where people tied to Grace Baptist were convicted of criminal sexual conduct (CSC) with minors.

Former Grace Baptist congregation members Jennifer Mahoney and Matthew Mahoney were convicted in 2013 on felony charges against a 15-year-old girl in Indiana, according to previous coverage by the Tribune Star (Terre Haute, Indiana) newspaper and court documents.

Matthew Mahoney

According to the Indiana Department of Correction, Jennifer Mahoney was sentenced to four years for sexual misconduct with a minor and Matthew Mahoney was sentenced to 10 years in prison for sexual misconduct with a minor, vicarious sexual gratification child solicitation and dissemination of matter harmful to a minor.

Jennifer Mahoney

Jennifer Mahoney

A former Gaylord Teen Spectacular youth conference guest speaker, Jack Schaap, was convicted in 2013 in federal court in Indiana after he transported a 16-year-old girl to his cabin in Northern Michigan for the purpose of having sex with her, according to court documents.

According to previous Herald Times coverage of the Teen Spectacular, Schaap, of Hammond, Indiana, was listed as a visiting guest speaker during the 2011 youth conference, an event that draws hundreds of teens to Gaylord.

Clark Martin, a former congregation member with Grace Baptist, was convicted in 2004 for second-degree criminal sexual conduct, a person under 13, for incidents that occurred in 2002 and 2003 in Otsego County, according to court documents. (See related story here.)
Jenkins confirmed that each of the above was connected to Grace Baptist through the congregation or as a guest speaker.

"The Boys" v. "The Girls": Michigan Attorney General Nessel Arrests 6 Priest - Bill Schuette Sends A Spokestoken - No One Talked About The Industry Of Trafficking Tiny Humans - Happy Foster Care Month!

At this time, I do not have much to say.

Psych!

Dana has a 1-800 number, a hashtag and a Church Militant Spokestoken.

Yes, I said that because I told you they were going to do it.

Duh.

These priest are sacrificial because this the residuals of the peculiar institution, not the last 100 years that is being spun in the promotion of Bill Schuette *Smooches*.

Yes, this 50 some odd years old victim took a substantial amount of time to thank law enforcement and focus on the media telling the truth and the victim telling their stories.

You can tell the operatives by their lack of passion, neuro-linquistic patterns of absolute disdain for "The Poors" (always said with clinched teeth) whose children have been Legally Kidnapped from their arms, who may or may not have survived in foster care.

Egads! That sounds like they are attempting to rewrite history by rewriting my fairy tale.

Naughty, naughty.

I am the Celestial Goddess of the Woodshed and no matter how hard you try to spin my testimonial to the heavens, you can never terminate my right to bear witness because I have been doing this for a few decades, and now, the heavens shall fall.

Whacha gonna do, wipe PACER and Congressional Testimony?

Please, I archive like I footnote.

Oh, I should not give them any more ideas.

They are really good at bleaching national archives, you know.

How about the privatized state contracts with these christian child placing agencies which are very crafty in maximizing revenues with state Medicaid, Title I, IV, V, IX, XIX, etc. to allow children under the care of the State of Michigan to be drugged, raped, beaten, tortured and used for lab rats, if they do not kill themselves or run away to the freedom of a life on the streets in trap houses of the Detroit Land Bank Authority?

What about the U.S. Conference of Catholic Bishops and their foster care and adoption contracts?

Not one word on foster care and adoption, but then again, we are waiting on Nancy Edmunds to see if she is going to continue covering the trafficking of tiny humans in Michigan, or, if something else will happen that will force me to go pop popcorn.

The Ricky Holland and that other case with the two boys who did not die are back open through the Auditor General, which may just have to follow GAGAS and report material violations for further investigation in dealing with federal funding.

I am quite sure there are games going on in the Michigan Children's Institute and the Michigan Children Trust because no one wants to talk about human trafficking and the Archdioceses, and the entire christian community.

Is Dana setting up Michigan to go into federal receivership?

If she is a "Legal Genius" (trademark pending) she will be too busy preparing for the legal tsunami that is going to put her, and her rogue ass crew, in the annals of history.

How her tale is to be told, is up to her.

Until then, I await for Michigan to address its industry of trafficking tiny humans, and the drugging, beating, rapes, suicides, successful and unsuccessful, pregnancies, and snatching of the babies in foster care and adoption.

It still goes on today, but I am so glad a grown man found it so important to talk about the children who live with this every single day, with no help, nothing but turning back to that child welfare system that destroyed their childhoods.

This includes Flint and the other cities victim to the Michigan Emergency Manager Law.

Where is Betsy DeVos?

Five Michigan Catholic priests charged with sex abuse crimes against children

 - Five Catholic priests have been charged with sexual abuse charges amid a probe by the attorney general's clergy abuse investigative team and a sixth has had his educational license suspended.

Five priests were charged this week with a total of 21 charges, including two priests from the Detroit Archdiocese, two from Lansing, and one from Kalamazoo. The victims range in ages 5 to 26 years old and include four boys and one girl.

State Attorney General Dana Nessel announced the update on the state's investigation into clergy abuse within Michigan's seven Catholic dioceses. You can watch live on FOX 2's Facebook page or fox2detroit.com/live.

Members of the attorney general's clergy abuse investigative team has been reviewing hundreds of thousands of documents seized from from the state's dioceses last October. The clergy abuse hotline has received more than 450 tips since the beginning of the year.

One of the priests is even accused of performing oral sex on a child during confession.

Below are the preists charged:

Timothy Michael Crowley, 69, Lansing Diocese, was charged in Washtenaw County with four felony counts of Criminal Sexual Conduct (CSC) 1, a maximum sentence of life in prison and a lifetime of electronic monitoring, and four felony counts of CSC 2 - a maximum sentence of 15 years in prison. Crowley, who was a priest in various parishes, including St. Thomas Rectory in Ann Arbor, was arrested Thursday in Tempe, Arizona.

Neil Kalina, 63, Archdiocese of Detroit, was charged in Macomb County with one felony count of CSC 4, a maximum sentence of 15 years in prison and a lifetime of electronic monitoring. Kalina, who was a priest at St. Kiernan Catholic Church in Shelby Township, was arrested Thursday in Littlerock, California.

Vincent DeLorenzo, 80, Lansing Diocese, was charged in Genesee County with three felony counts of CSC 1, a maximum sentence of life in prison and a lifetime of electronic monitoring, and three felony counts of CSC 2, a maximum sentence of 15 years in prison. DeLorenzo, who was a priest at Holy Redeemer Church in Burton, was arrested Thursday in Marion County, Florida.

Patrick Casey, 55, Archdiocese of Detroit, was charged in Wayne County with one felony count of CSC 3, a maximum sentence of 15 years in prison. Casey, who was a priest at St. Theodore of Canterbury Parish in Westland, was arrested Thursday in Oak Park, Michigan.

Jacob Vellian, 84, Kalamazoo Diocese, was charged with two counts of Rape, a maximum sentence of life in prison. Vellian was a priest at St. John the Evangelist Parish, Benton Harbor, and now lives in Kerala, India. Nessel said they are working on extraditing him from India.

Nessel said nearly all the charges came as a result of calls to the tip line. She said they are only 5 or 10 percent through the information they've received and anticipate many more arrests in the future.
"We want to make certain that we are taking dangerous predators off the streets," she said.

DOJ: 2019 Missing Children’s Day Ceremony - What About The Legally Kidnapped By CPS?

Not one mention of foster care or adoption, the entire child welfare system with special teams of
Child Protective Service that can and will acquire your child for the purposes of maximizing revenue.

Not one mention of the levels of rape, drugging, beatings, torture of children in foster care being used as lab rats, all billable to Medicaid.

Complete silence on the entire legality of selling children through the industry of human subject research, re-homing, or other horrific forms of servitude.

Innocence Destroyed By The Child Abuse Propaganda Machines

This video, Protected to Death by Child Protective Services was done in 2007 by Suncana Alvarado, one of the pioneers in the parental rights movement, an original source.

I thought it only appropriate to pay tribute to the parents who have had their children Legally Kidnapped then murdered in foster care and adoption, since DOJ wants to pull that Judiciary crap again by throwing up a happy kid singing form Little Orphan Annie, "The Sun Will Come Out Tommorrow."

That was really tacky so I hope you consider showing this video the next time you throw together some child welfare propaganda.

These are just the kids who we were able to capture and preserve information because the internet was just starting.

There was no Facebook or Twitter.

We rallied.

Parents whose rights were terminated ended up being trafficked as the only form of survival.

Many parents died to join their children.

Some of us never gave up.

On a mission...

Would you allow your child to go through a system like this?

WAR CRIMES: Michigan Office Of Children's Ombudsman - Why Trafficking Of Tiny Humans Calculates A Foster Care Death As A Statistical Error - Happy National Foster Parents Month

FUN FACT! DEATH IN FOSTER CARE IS CALLED A STATISTICAL ERROR!

The Office of Children's Ombudsman is a poorly constructed cover up operation that is powerless, to the point that their reports are not allowed to be entered into a court of record, they do not refer anything for suspected, alleged, violations of law or policy, and absolutely will not refer to the State Attorney General for Medicaid fraud in child welfare.

These people allowed the murderers of Ricky Holland to adopt his siblings, during a murder investigation, and not a damn thing has been done.

Look at Calysta Springer.

I know these kids.

"The Elected Ones" did nothing.

The State Attorney General did nothing.

The Governor did nothing.

DOJ did nothing.

FBI did nothing.

HHS OIG did nothing.

There are many children who were not fortunate enough to die.

There were two who survived.

Well, there was one who died, and lived, then died again, then lived, then died again, then lived...

So, I embarked on my mission.

The Office of Children's Ombudsman used to have a category called "Valid-Not-Open" meaning, a complain of a child being tortured and trafficked in foster care is valid, but due to budget constraints and personal self-interests, there will be no investigation.

If there were investigations, there would be found billions upon billions in Medicaid fraud in child welfare, and as we all know, the system is too big to fail, for it is nothing but the residuals of the peculiar institution, maximizing revenue for foreign corporations, in the name of the tax exempt god.

These people make you pray as your child is being drugged as a lab rat and being raped, nightly.

Where is Maura Corrigan?

'Huge concern': 206 child deaths not reported to watchdog

LANSING, Mich. (WOOD) — Eighteen months after Target 8 exposed a gap
in Michigan’s child death reporting system, a state audit is demanding a fix.
A report released Tuesday by Michigan’s Auditor General found Michigan’s Department of Health and Human Services failed to notify a watchdog promptly of 206 child deaths from 2014 through 2017.

That watchdog, the Office of Children’s Ombudsman, is an independent agency mandated by state law to review the deaths of children who have had recent contact with Michigan’s foster care, child welfare or child protection system. The goal is to identify if Children's Protective Services caseworkers failed to follow policy or could have done things differently to better protect the child.
But the ombudsman can’t conduct those reviews if MDHHS fails to notify the watchdog of qualifying deaths.

"It’s certainly a huge concern that these child death alerts were missed because it’s important that we’re the oversight for (CPS within MDHHS)," said Lisa McCormick, the recently appointed head off the Office of Children’s Ombudsman.

McCormick stressed the OCO ultimately did receive and review all of the unreported death cases.
"There were 206 cases that we went back and reviewed, but the important thing to note is that we did review them, and that MDHHS came to the table and they worked with us to make sure we were getting all the cases," she said.

In recent years, on average, the ombudsman received 267 child death alerts annually.
The 206 missed alerts comprised 20% of the total death cases reported over a four-year period.
The audit also urged the ombudsman to find ways to independently identify child deaths that require OCO reviews.

"The auditors made a valid point, which is why we have auditors to improve our procedures, to tell us this is a deficit, this is a hole that’s missing, let’s address it and move forward," McCormick said.

It Takes A Child To Educate A Federal Judge - Will Nancy Edmunds Finally Figure Out After 10 Years That Michigan's Child Welfare System Sucks?

Nancy Edmunds, the judge presiding over the decade lingering Children's Rights case, Dwayne B. v. Granholm, has yet to figure out that nothing has changed.

Every time Kevin Ryan submits another court monitored report on the progress of Michigan's child welfare system, he only reports on microcosmic duct taped repairs to the conditions of its operations, or, rather, in more realistic terms not reported to the court, the drugging, rapes, beatings, torture, suicides, unsuccessful or successful, oh, and that pesky issue of child trafficking.

Now, mind you, Derrick is only a teen.

He is not a lawyer.

He is not a judge.

He is not an accountant.

What he is, is a young man with a keen eye and a quick response for a brave solution, skills necessary to preside over the Michigan federal case on conditions of foster care and adoption.

So, riddle me this.

How come foster kids get passed around to lots of different places, with their worldly possessions in a plastic bag, with no shoes?

The last time I checked there was federal funding appropriated to the States to provide for the necessary needs of the child.

FUN FACT! CPS CAN REMOVE YOUR CHILD AND PLACE THEM IN FOSTER CARE BECAUSE FAILURE TO PROVIDE FOR THE NECESSARY NEEDS OF THE CHILD IS CHILD ABUSE AND NEGLECT

It seems we have two issues here, the first being an instance of some form of defalcation in funding, because I would really like to know why a young man has to step up and shed light upon the fact that these kids have no shoes.

The second being that Michigan is abusing and neglecting the children in its care and no one cares but this young man.

Rock on, Derrick, I see a very bright future for you.

I wonder if Nancy Edmunds can finally see that the Michigan Child Welfare System Sucks?

Perhaps, Derrick can educate Nancy.

Holly teen collects shoes for foster children

 - Seeing the need for foster children in our area, a Holly teen decided to do something about it.
He doesn't know what it's like to walk in their shoes, but he is trying to make sure they have a new pair of their own.

"I just thought helping the community would be a good thing to do," said Derrick Newman.

"Once he kids an idea, it is forward ho!" said his dad Steven Newman.

His dad isn't exaggerating. You first met Derrick Newman in August of 2017 when he began collecting patches from police and fire departments all over the world
.
After FOX 2's story aired. his collection grew from 1,000 to almost 5,000 - with people sending them to him from as far away as Australia. His patches were sewn onto blue banners paying tribute to the officers and firefighters who put their lives on the line every day.

Now at 14, Derrick has a new mission - his dad and step-mother are in the process of adopting a foster child which got Derrick thinking.

"Most people will give them tooth brushes, toothpaste, shirts stuff like that," Derrick said. "Not shoes."

Learning about the tough times foster kids experience like often moving from home to home, Derrick decided he wanted to help.

He started a shoe drive on Facebook called "Going Somewhere (Shoes for Children in Foster Care). He is asking people to donate new pairs of money so they can purchase footwear for kids in need.

"I think that kids that are going to need a little more time to be adopted, should be able to have new pair of shoes when they need it," he said.

"A lot of foster kids - they are kids - they grow out of shoes quick, just like any kid," Steven said. "But they don't have the support to get new shoes all the time. Hopefully this will help."

Slowly the shoes are trickling in - but with the help of his dad, Derrick refuses to give up. He visits stores, posting videos and hoping people will find it in their hearts to help.

"I think it is awesome that we have gotten so much donated to us, to be able to get shoes," Derrick said.

They are in the process of choosing foster homes to donate the shoes to. Anyone is welcome to contact them on their Facebook page. Derrick sending a message to others if you are able to - do more in your community. CLICK HERE to go to the Facebook page.

Michigan Is The First State To Debate Foster Care In A Political Campaign

For the first time, in the history of the United States has the issue of Foster Care made the center stage, far removed for any political party state platform, in a political campaign.

Welcome to Michigan, where it all started.
Ricky Holland

I was wondering why my stats were going off the charts.

Now, I am going to need everyone to send me everything.

  1. I want interviews with people in attendance, outside, and on stage.
  2. I want pics, soundbytes, campaign material pics, play-by-play, from the time you pull up in the parking lot to the time they start freaking out when someone screams about child trafficking in foster care and adoption.
  3. Ask them about poverty being codified as the crime of child abuse and neglect for failure to provide for the necessary needs of the child.
  4. Ask them about Termination of Parental Rights and Due Process.
  5. I want to see the sweat and hear the stutters of these people trying to parrot and distort my work when they try and claim that the fraud in child welfare does not fund political campaigns.
  6. I want livestream of when these people claim that these Child Placing Agencies are and administrations are not foreign corporations participating in exfiltrating HUMIT and asset forfeiture of Michigan's Children who eventually grow up to be adults.
  7. I want to experience across the social media cybersphere their faces when you ask them about the fraudulent foreclosures in Detroit and Flint which forced the migration of children, leading to gerrymandering of the congressional districts.
The reason I want the people to do it is because the only place these political and community leaders can turn to reconstruct the rights to a civil society is me.

Make them say my name because, not once, has anyone attempted to contact me, which means they are about to spout a bunch of crap they know absolutely nothing about.

Whatever they say, upon posting to my blog, will be entered into the official, public record, through a court of law.

If, and when they lie, it will be recorded.

Make them say Ricky Holland.

Chant it.

I  will accept and respect any candidate who defers to ignorance.

Travel is out of my price range at the moment, besides, it is not yet time for the Celestial Goddess of the Woodshed to emerge.

Just a self-preservation kind of thing.

Top of the ticket candidates to appear at Oakland University town hall on foster care

Bill Schuette, Garlin Gilchrist Jr., and John James are just a few of the candidates that will appear at a Thursday forum on foster care.

Oakland University will play host to the 7 p.m. public candidate forum sponsored by Michigan's Children, a statewide, independent organization working to ensure public policies are made in the best interest of children and their families, as well as 25 other non-profits and agencies.

The forum will be held from 7 p.m. to 9 p.m., 318 Meadow Brook Road, and will include a full panel of candidates running in various State House and State Senate races. Schuette, Gilchrist and James will open the event with some remarks, which will be followed by the question and answer forum.
“Unfortunately, our state currently fails many of its youngest citizens,’’ said Matt Gillard, President and CEO of Michigan’s Children. “Data in the annual Kids Count reports shows us that Michigan ranks at or near the bottom third of states in a range of child well-being indicators, from low reading and math test scores to rising abuse and neglect rates to the sixth-highest rate of children living in high-poverty neighborhoods in the country.

The list of confirmed candidates appearing at the forum include:
  • 12th Senate: Michael McCready (R) and Jeff Pittel (Lib)
  • 13th Senate: Marty Knollenbergand (R) and Mallory McMorrow (D)
  • 40th State House: David Wolkinson (R) and Mari Manoogian (D)
  • 41st State House: Doug Tietz (R) and Padma Kuppa (D)
  • 45th State House: Michael Webber (R) and Kyle Cooper (D)

Michigan Oversight Hears Auditor General Report On Why CPS Sucks

Joseph Graves
(R) Committee Chair, 51st District
On Thursday, September 27, 2018 the Michigan House Standing Committee on Oversight televised the hearing on the Michigan Auditor General Report on Child Protective Services.

I am still working on securing the video.

It was good.

The Auditors said that the Michigan Department of Health and Human Services did not like what they recommended for improvement.

At least they responded to them.

Typically, they do not.

The Committee will be holding hearing on the second part of the Audit.

This is for Ricky Holland the the two little boys who survived.

Thank you to all who worked on this audit.

The the ones who did not...stay tuned.

The worst part is that Michigan is under federal court oversight of a privatized organization, where it seems this audit contradicts the reports sent to the Court.

"Have You Seen Me": Michigan CPS Corrective Action Plan Is Really A Cover Up Of Trafficking Tiny Humans

Snyder was falsely advised by private corporations, mostly christian think tanks because they are tax
exempt and are the ones who get all the contracts for their parent corporations.

Snyder has no clue about what is going on because he is an accountant; he only sees numbers.

This is the wonderful work of Maura Corrigan, where Bob Wheaton has been the cover up spin doctor for quite some number of administrations.

He lies.

This was an observation of what was not covered in this report:

Jorgana Ransom I called the OIG - this is the OAG .. They already did their investigation it seems. CPS improperly assessed risk to children in 8 sample investigations .. - what does that mean? They already done the investigations. They have tons missing like lying to get a warrant. Or the evidence in court not backin up the actual allegations. Or a judge manipulating a jury to give them jurisdiction. The big cover up is they make the evidence look good by just making statements with no evidence to back it up. The CPS history they dig up on many is false allegations that they could not make stick the first time they take children.
Instead of me enumerating a list of what was not covered in this report, considering the fact that I have been the one and only person who has ever mastered the vast acumen of this subject matter, as the original source, with no one in possession of tools to analyze or testify, and I encourage anyone to find another human, or even a predictive modeling program, that can even come close to challenging me, in a court of law, I will just drop a few links.

Michigan Children's Institute

Always remember, it takes a judicial determination to turn on the federal funding spigot and that decision relies upon these fake CPS reports and poverty is considered as the crime of abuse and neglect.

Snyder: Child abuse, neglect investigation flaws ‘unacceptable’

Lansing — The Michigan department tasked with investigating allegations of child abuse or neglect has struggled to respond to complaints on time, conduct required background checks, contact victims in a timely fashion and take other steps to ensure safety, according to a scathing new state audit.

Michigan has claimed the Right to Lie in court.
http://beverlytran.blogspot.com/2017/07/michigan-tells-court-it-has-right-to.html#axzz5QGwDyRSR

Gov. Rick Snyder called the findings “unacceptable” and assigned top aide Rich Baird to lead the administrative response and pull together resources to help the Department of Health and Human Services “accelerate the needed corrective actions.”

This is not the first time.
http://beverlytran.blogspot.com/2011/04/michigan-governor-snyder-is-duped-with.html#axzz5QGwDyRSR

The 111-page report, below, released Thursday by the office of Michigan Auditor General Doug Ringler documents 16 “material conditions” and seven other troubling issues identified in a review of Child Protective Services investigations overseen by the Michigan Department of Health and Human Services.

These audits, reviews, federal monitoring, compliance plans, and the lot, have been going on for a decade, yet not one single thing has been done to stop the incompetency of the system because the system was intentionally designed to be incompetent, which is why there are no civil rights in child welfare proceedings.

Like I have previously mentioned, it is easier to get off on a murder charge than it is to be accused by an anonymous entity.
http://beverlytran.blogspot.com/2018/09/michigan-child-protective-services.html#axzz5QGwDyRSR

State Senate Minority Leader Jim Ananich, a Flint Democrat who has criticized the Snyder administration's handling of his city's water crisis and a false fraud unemployment scandal, called the new audit "heartbreaking" for children who were "neglected by the very people tasked with their safety."

"This isn’t the first time this administration has failed the people of Michigan and it won’t be the last," Ananich said. "This time, the victims are Michigan’s most vulnerable children. The bottom line is that they’re either bad at running government or they just don’t care – I’m not sure which is worse."

Michigan had a plan for Flint children.
http://beverlytran.blogspot.com/2016/01/rich-snyder-and-maura-corrigan-knew-and.html#axzz5QGwDyRSR

Among the findings released Thursday, auditors said that in more than half of the cases they reviewed, CPS investigators failed to conduct required criminal history checks or look for previous complaints against individuals who lived or came in regular contact with an alleged child victim.

Of the 143 individuals who should have been subjected to a criminal background check, 37 had records involving a combined 54 felonies and 119 misdemeanors, according to the audit. One had previously been convicted of felony child abuse. There were also five felony and one misdemeanor criminal sexual conduct convictions.

Of the 262 individuals who should have been subject to a complaint registry clearance check, 25 had a history of child abuse or neglect allegations, including 13 who had been investigated more than once, according to the audit.

The Health and Human Services Department, in an official response to the audit, said it has hired a full-time coordinator and changed to official policy to ensure more consistent background checks.

"It is important to note that a prior criminal conviction is one piece of information used when investigating the complaint allegations and is insufficient alone to reach a conclusion concerning parental capacity to provide a safe home and adequate food, clothing, shelter, and medical care,” the department said.

Spokesman Bob Wheaton said the Health and Human Services department “takes the findings very seriously” and is already taking actions to “make improvements for the good of children and families.”

“While the department does not agree with all (the) findings, MDHHS agrees that Children’s Protective Services can and must improve,” Wheaton said. “The department shares the concern that the Office of Auditor General has for protecting Michigan children from abuse and neglect. This is a top priority.”

Always lying.
http://beverlytran.blogspot.com/2011/05/maura-corrigan-makes-fraudulent-public.html#axzz5QGwDyRSR

Operating under a federal consent decree since 2006 because of past failures in the child welfare system, the Health and Human Services Department is generally required to complete investigations within 30 days of a complaint unless a supervisor approves an extension.

No more extensions. It has been over 10 years and child welfare, infant mortality, child poverty, continues to just keep getting worse and worse.  It is time to shut it down.
http://beverlytran.blogspot.com/2010/03/michigan-child-proactive-services.html#axzz5QGwDyRSR

But of the 160 investigations reviewed by auditors, the state did not complete 47 within the required time frame. Those cases were completed an average of 44 days late, according to the audit, with one case taking 241 extra days.

Prompt completion is designed ‘to ensure prompt evidence collection, conclusions and actions in regard to the safety and well-being of children and families,” auditor said.

Despite the findings, the department said completion of timely investigations is actually “an area of practice strength in Michigan.” In a recent review related to the federal consent agreement, 84.2 percent of investigations were completed and approved by a supervisor within 44 days, the department told auditors.

Yet, Kevin Ryan has expanded is operations, and still, his oversight reports have failed to mention, just once, anything on the Michigan Children's Institute and has never made one single referral to the State Attorney General Medicaid Fraud Control Unit or the U.S. Department of Health and Human Services Inspector General when it comes to false claims.
http://beverlytran.blogspot.com/2011/01/maura-corrigan-is-brilliant-and-refined.html#axzz5QGwDyRSR

The report also described how Child Protective Services investigators failed to consistently make face-to-face contact with an alleged victim with 24 or 72 hours, as required depending on risk. In 18 of the 160 cases auditors reviewed, investigators did not make in-person contact with 25 alleged victims in a timely fashion.

The first face-to-face contact with one alleged child victim came 128 days late, and the average for the other 22 alleged victims was 6.4 days late, according to the audit.

In one investigation, the complaint alleged a mother had locked her teenage daughter out of the home as a punishment and would not let her back in. An investigator visited the home 16 hours after the complaint but was told the mother had taken the child to the hospital. The investigator did not attempt to contact the child again until four days later, in the hospital.

The department agreed that contact was late in those 18 cases but said its 89 percent compliance rate in the audit shows that “making timely face-to-face contact with the involved children is consistently an area of strength for the department.”

Auditors said an automated computer system the department uses was at least partially responsible for inaccurate assessments of potential risks to children whose alleged abuse prompted a complaint an investigation.

The report highlighted inaccurate risk assessments in 57 of 156 investigations reviewed by auditors, including 46 instances where the alleged child victim was actually at greater risk than the assessment suggested.

Auditors determined that “underlying system coding caused (the Michigan Statewide Automated Child Welfare Information System) to provide an inaccurate reponse for 6 of the 7 automatically generated responses, and investigators did not always make the appropriate corrections.”

SACWIS sucks and so do the administrators.
http://beverlytran.blogspot.com/2011/05/samhsa-liability-disclaimer-explains.html#axzz5QGwDyRSR

MDHHS said most of the issues were chiefly the results of user error in scoring the tool. In July 2017, the software system stopped “prefilling” question in the risk assessment, which the department said helps ensure that the worker accurately completes the assessment rather than relying on the system to score the items.

They supposedly call it predictive modeling.
http://beverlytran.blogspot.com/2017/12/predictive-modeling-began-in-child.html#axzz5QGwDyRSR

A separate survey conducted by the auditor general’s office showed that a majority of CPS investigators said high caseloads negatively impacted their ability to conduct investigations in compliance with department policy, and 55 percent said that was true in at least half their cases.

Stealin' children for being poor gets a bit depressing after awhile.

Most CPS investigators also said they were concerned about their own physical safety while conducting investigations, including 25 percent who said they feared for their physical safety at least half the time.

Yes, there are some parents who consider it kidnapping when a stranger just snatches your child, and, as a result, are willing to lay down their lives to protect their children. What would you do?

More than 60 percent of investigators said physical safety training provided by the department doesn’t adequately prepare them for unsafe situations, and 37 percent said they’ve considered quitting or transferring because of physical safety concerns.

Sometimes those kids will fight tooth and nail not to be kidnapped.

"A lot of good people are trying to accomplish a lot of good things in protecting Michigan’s most vulnerable populations," Snyder said. "It can be stressful, and I understand the frustration people involved in this area must feel when they are hindered by cumbersome processes and procedures. The focus needs to be on helping the children and we are committed to making improvements."

As I have previously stated, do not blame the workers, blame the training.
http://beverlytran.blogspot.com/2016/11/do-not-blame-cps-blame-michigan.html#axzz5QGwDyRSR

Child abuse or neglect investigations are sometimes triggered by mandatory reporters, such as teachers, who are required to report allegations by children.

If you are a mandatory reporter and do not report suspected child abuse, you can lose your professional license, be sentenced and face jail time.  That most certainly encourages a licensed professional, except for attorneys, judges, administrators, to report child abuse and most definitely ensures a constant, fluid stream of new cases to keep the doors open for all the Child Placing Agencies.
http://beverlytran.blogspot.com/2018/05/child-abuse-mandatory-reporter-law.html#axzz5QGwDyRSR

Investigators did not always document contact with those mandated reporters confirming they attempted to obtain additional information. In 119 cases initiated by mandated reporters and reviewed by auditors, DPS investigators did not document any attempts to contact tht mandated reporter in 25 cases.

In 82 cases, the investigator did not properly notify the mandated reporter about the investigation’s conclusions, which “is important because a mandated reporter may have established an ongoing relationship with the child victim and could potentially serve as a safety net once CPS is no longer involved with the family. MDHHS said “efforts are underway to amend policy and clarify these requirements,” auditors said.

These professionals have better things to do than to do the job of the state.
http://beverlytran.blogspot.com/2016/03/keep-calm-michigan-and-do-your-homework.html#axzz5QGwDyRSR

While the department disputes some of the findings, it also told editors about several changes to practice and policy it is undertaking.

Still, to this day, there are no data on the number of children who have been raped, tortured, attempted or committed suicide in child welfare because CPS does not dare mention child trafficking which goes on in Foster Care, because that would mean it would have to admit that it is jacked up, which is why they are coming up with a corrective action plan to cover it up.

“The corrective actions that we already have implemented and will continue to implement are indicative of MDHHS taking the findings very seriously and understanding the need to make improvements,” Wheaton said.

Damn liar.
