Michigan Democratic Party State Convention - February 11, 2017

Do not fret if you were not able, or willing, to attend the Michigan Democratic Party State Convention to elect party leadership because I have brought to you, via, your favorite hand held device, a synoptic overview of why Democratic leadership, not just across the state, but across the nation, just does not get it.

The 13th Congressional District completely ignoring the Dean of the U.S. House of Representatives for the sole purposes of showboating to get some free campaign time in front of the entire district.

Here we have the traditional chaos of groups fighting to keep power and money within their own constituencies after the gerrymandering of the congressional district.

It must be noted that we left about 5 minutes into the meeting due to cacophony of audible hallucinations of religious locutions of the "The Elected Ones" leadership entitlement syndrome.

There was no mention of plans for health care, education, child poverty, or public corruption.

Sander Levin:  There was no mention of plans for health care, education, child poverty, or public corruption.

Debbie Dingell tossed a great "word salad" using DNC failed talking points, again.  Please note her comments at the Labor Caucus on Japan, right in front of representatives from Toyota.

Dan Kildee:  There was no mention of plans for health care, education, child poverty, or public corruption.

I would love to request his working papers on the creation of Land Banks and why they are not regulated.

Gary Peters and Debbie Stabenow:  There was no mention of plans for health care, education, child poverty, or public corruption.

Stabenow did invite the public to follow Michigan Senate Democrats but the communication system is set up to be one-directional, a closed system devoid of public discussion.

And, of course, not to boast, but you know darn well I will not be invited to consult on setting up their newly desired, grassroots, social media, communication network.

Pshaw!  The thought of me and my hot boyfriend soiling their financial and political hegemonic establishment!  (improper grammar, intended).

The videos and pictures, below, are of the Michigan Progressive Democratic Caucus meeting earlier in the day.

I would say that this was the largest, collectively, congregation of participants.

What many people may not know is that the Progressive movement came out of Detroit in the trenches of labor.

Bob Alexander has dedicated much of his life to its work.  He was the one who personified "I love my ObamaCare".

It seems there was a growing chasm between the new Bernie movement and the old guards of Labor due to the lack of knowledge in the history of the Progressive movement.

Many, perhaps the majority of new Progressive members, are unable to name the founders of the Congressional Progressive Caucus.  (homework assignment)

Peters, Conyers, Dingell Meet with Detroit Entrepreneurs at USPTO Patent and Innovation Forum

DETROIT, MI – On April 17, 2015, U.S. Senator Gary Peters (MI) and U.S. Reps. John Conyers (MI) and Debbie Dingell (MI) today met with local entrepreneurs and small business owners at a patent and innovation forum at the Elijah J. McCoy United States Patent and Trademark Office (USPTO) in Detroit. They were joined by Michelle Lee, Undersecretary of Commerce for Intellectual Property and USPTO Director, and A. Christal Sheppard, Director of the Elijah J. McCoy USPTO Office in Detroit.

During the forum, the participants highlighted the need to reduce the patent backlog at the USPTO and discussed ways to promote innovation and entrepreneurship across Michigan so that start-ups have access to resources they need to succeed. As of February 2015, the USPTO had a backlog of more than 600,000 patent applications with an average review time of more than two years before applications were granted patent protection.

“Southeast Michigan has more engineers per capita than anywhere else in the country, and I was glad to highlight innovation and entrepreneurship at the first USPTO satellite office outside of Washington, D.C.,” said Senator Peters.“Michigan has the innovative tradition, strong colleges and universities, and entrepreneurial spirit to become the startup capital of the Midwest, and we must do all we can to help ensure small businesses and inventors can develop their ideas and get them to market. The Detroit USPTO works to increase outreach, improve retention and recruitment of patent examiners, decrease the patent application backlog and improve the quality of examination, while serving and assisting entrepreneurs across the region.

FEDERAL AUDITORS RELEASE REPORT ON MUNICIPALITIES IN FISCAL CRISIS IN RESPONSE TO CONYERS AND PETERS REQUEST

Report Finds Significant Loss Of Federal Grant Funding Due To Reduced Personnel Levels

DETROIT –On March 20, 2015, the Government Accountability Office (GAO) issued a report in response to a request from Congressman John Conyers, Jr. (MI-13) and Senator Gary Peters (D-MI) to analyze the impact of financial distress on the ability of municipalities, such as Detroit, to obtain and manage federal grant programs.  The study focused multiple cities undergoing bankruptcy, including Detroit and Flint in Michigan, as well as Camden, NJ and Stockton, CA.  The GAO found that budget cuts forced reductions in personnel which led to loss of skilled and experienced staff in Detroit.  In turn, this significantly undermined the City’s ability to effectively obtain and manage federal grants and “caused some [federal] grant funds to remain unspent.”  

Federal grant programs are used by cities across the United States to fund vital services, such as public health and safety, police and firefighting services, education, health care, job training and environmental protection.  These programs, however, are typically subject to extensive accountability requirements that must be satisfied prior to funding distribution to municipalities. 

Among its other findings, the GAO cited a “decrease in state revenue” as one of the “key” sources of Detroit’s fiscal crisis.  As Rep. Conyers previously observed, the failure of the State of Michigan to honor its revenue sharing commitment with municipalities caused cities such as Detroit and Flint to lose millions of dollars in state funding that they could have used to retain critical personnel necessary to manage federal funding programs for the benefit of our citizens.

The GAO also found that the White House Working Group on Detroit, an interagency group comprised of staff from multiple federal agencies, provided important assistance to Detroit.  The Working Group helped to facilitate better coordination between federal agencies and Detroit officials to enable the city to address its fiscal issues by meeting with senior city leaders to learn their priorities and then connecting these officials with available resources and experts.  For example, the Working Group helped to redirect $100 million in federal grant funds to address urban blight in the City of Detroit.

“I applaud the invaluable assistance that the White House Working Group on Detroit provided to the City.  And, it is my hope, that the Administration will document good practices derived from these efforts so other municipalities that encounter fiscal distress in the future will benefit from lessons learned, as recommended by the Government Accountability Office in the report it issued today,” said Rep. Conyers.

Gary Peters (D-Mich.) sent a letter to the Government Accountability Office (GAO) requesting an investigation into emergency managers in Michigan. Reps. Conyers and Peters issued this statement following their transmission of the letter to the GAO:

John Conyers, Jr.: “It is difficult to identify a single instance where an emergency manager has succeeded in turning around the financial fortunes of a city or jurisdiction. The history of the emergency manager Law in Michigan is replete with fiscal mismanagement and conflicts of interest.  In the absence of any sort of checks or balances at the state level, it is vital that the GAO examine the law and its impact, particularly the impact on federal funding.”

Letter from Representatives John Conyers, Jr., Hansen Clarke, and Gary Peters requesting Governor Snyder to explain his administration’s position and to provide documentation detailing the reasoning behind their position on several key legal provisions currently being considered as part of a proposed consent agreement between the state and the City of Detroit.  The letter requests the Snyder Administration to provide a response prior to taking any further legal action concerning the matters discussed in the letter.

(Washington D.C). – Today, Representative John Conyers, Jr. (D-M14.) and Representatives Hansen Clarke (D-M13), John Dingell (D-M15), Dale Kildee (D-M05), Sander Levin (D-M12), and Gary Peters (D-M09) sent a letter to Speaker of the Michigan House Bolger, Michigan House Minority Leader Hammel, Michigan Senate Majority Leader Richardville, and Michigan Senate Minority Leader Whitmer urging the Michigan legislature to prioritize the passage of legislation authorizing the construction of the New International Trade Crossing (NITC) project early in the 2012 legislative session.

The NITC project will create a world-class international bridge and secure a transportation corridor with Michigan’s largest trading partner, Canada.  It will create 10,000 new construction jobs for Michigan workers and generate more than $2 billion in federal matching highway funds for Michigan roads.

Dear Speaker Bolger and Leaders Richarville, Whitmer, and Hammel:

As you prepare for the 2012 session of the Michigan Legislature, we write to urge you to prioritize the passage of legislation that will allow work to begin on the New International Trade Crossing (NITC) project.  Michigan desperately needs the 10,000 construction jobs and $2 billion in federal matching highway funds that would be immediately provided by this project.  Additionally, the NITC will strengthen our nation’s bond with Canada – Michigan’s largest trading partner – by providing a secure alternative route to Ontario and significantly increasing the capacity for increased trade between our two countries.

Constructing a second bridge at the Detroit-Windsor crossing will help grow the 237,000 Michigan jobs that depend on trade with Canada.  The NITC would provide six new lanes, bringing the total to ten between Detroit and Windsor, while also directly connecting 1-75 to Highway 401.  These additional lanes will help prevent the delays that cost Michigan’s shippers and manufacturers millions of dollars each year.  Chrysler estimates that current delays at the Detroit-Windsor crossing add more than $600 to the average car manufactured in our region.  Without a second bridge, these delays will likely grow worse, with truck traffic across the border expected to double by 2035.

The Federal Highway Administration (FHWA) has stated that Canada’s $550 million investment in the crossing’s customs plaza will allow Michigan to receive nearly $2 billion in matching for road construction projects across the state.  If the NITC project is approved early in the 2012 legislative session, construction projects across the state could begin putting thousands of Michiganders back to work this year fixing our state’s highway infrastructure and speeding our state’s economic recovery.  

We believe the case for moving forward with the NITC project is clear.  The NITC project poses no fiscal risk to the state, as the cost of this $1.3 billion dollar investment in Michigan will be borne completely by private investors and the U.S. and Canadian governments.  Further, should the tolls collected from the bridge fall short of the dollars needed to repay Canadian or private investors, the Canadian government has agreed to cover any revenue short fall.   In short, this project is no risk, all reward for Michigan taxpayers.  

  

Construction of the NITC will ensure that Michigan keeps its edge and continues to be a leading conduit for the $62 billion in annual bilateral trade between the United States and Canada.  We urge you to pass authorizing legislation as soon as possible so that we can begin to transition the Detroit-Windsor crossing into a modern, multi-modal system that creates jobs in Michigan and guarantees safe, secure, and efficient commerce across our northern border.
