Yes, Sidney Powell & Rudy Giuliani are "Legal Geniuses" (trademark pending) as they hold a press conference to utter and publish accusations that "The Elected Ones" of the politically stratified districts under John Conyers, Jr. were rift with public corruption.

I say Sidney and Rudy should go ask Rashida if there is still political corruption of criminal activities still going on in her congressional district.

Detroit litigator Reginald Turner named president-elect of American Bar Association

A Detroit litigator has started his term Tuesday as the president-elect of the American Bar Association.

Reginald Turner, a law firm member of Clark Hill PLC, will serve as the president-elect of the ABA for one-year, the ABA said in a news release. He will become president of the association in August 2021.

“Being a lawyer means conducting yourself with professionalism, service and honor,” Turner said in a news release. “As I assume a leadership role in the ABA, I will honor those values and fulfill the obligation to pursue access to justice, which is true justice.”

Chairman Nadler Statement for the Markup of H.R. 2678, the No President is Above the Law Act

Washington, D.C. –Today, House Judiciary Committee Chairman Jerrold Nadler (D-NY) delivered the following opening remarks, as prepared, during the markup of H.R. 2678, the No President is Above the Law Act:

"The two bills we are considering today center around the same basic theme: presidential accountability. When the nation’s founders wrote the Constitution, after having just fought a war against a tyrant, they stood fast to a key principle—that the Executive must not be a king and must, instead, be accountable to Congress, to the people, and ultimately, to the rule of law.

"H.R. 2678, the 'No President is Above the Law Act,' reaffirms that important principle.

"This legislation, which I introduced along with Representatives Swalwell and Deutch, would suspend the statute of limitations for any federal offense committed by a sitting president, whether it was committed before or during the president’s term of office.

"This bill is necessary in order to close a dangerous loophole in the law created by Department of Justice policy—most recently embodied in a legal opinion by the Office of Legal Counsel—which holds that a president may not be criminally prosecuted during his or her term in office.

"Under current law, throughout the entire period that a president is presumed by some to be immune from prosecution, the statute of limitations continues to run on any offenses they may have committed.

"Since most federal criminal offenses carry a five-year statute of limitations, a president who is not prosecuted while in office for a crime they may have committed could end up evading justice altogether if the statute of limitations runs out before their term is over, particularly if they are elected to a second term.

"Allowing complete immunity from criminal prosecution merely because of the office a person holds would make a mockery of the rule of law.

"Statutes of limitations are an important element of criminal law. As a general matter, they provide a necessary balance between protecting defendants from delay and allowing prosecutors adequate time to investigate and charge cases. They ensure that the possibility of a criminal prosecution does not hang over a defendant’s head forever and they encourage prosecutors to bring charges while evidence is fresh.

"But the law has also long recognized that certain limited exceptions to this general rule are necessary, such as when the commission of a crime has been concealed or a defendant has fled or is unavailable. The case of a sitting president, whose prosecution is barred under Justice Department policy—no matter how strong the evidence may be—fits comfortably among such exceptions.

"I would note that even if the OLC opinion is reversed, there may be many practical difficulties in bringing an indictment against a president who is still in office. It is necessary, therefore, to simply pause the statute of limitations so that the president—any president—can be held to account for his or her actions and to ensure that the presidency is not a get-out-of-jail free card.

"I want to thank Mr. Swalwell and Mr. Deutch for their work in helping to craft this legislation. The 'No President Is Above the Law Act' would ensure that every person—no matter his or her title or office—is held accountable under our laws.

"I urge all Members to support this legislation, and I yield back the balance of my time."

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.

This Act may be cited as the “No President is Above the Law Act”.

SEC. 2. TOLLING OF STATUTE OF LIMITATIONS.

(a) Offenses Committed By The President During Or Prior To Tenure In Office.—Section 3282 of title 18, United States Code, is amended by adding at the end the following:


“(c) Offenses Committed By The President During Or Prior To Tenure In Office.—In the case of any person serving as President of the United States, the duration of that person’s tenure in office shall not be considered for purposes of any statute of limitations applicable to any Federal criminal offense committed by that person (including any offenses committed during any period of time preceding such tenure in office).”.

(b) Applicability.—The amendments made by subsection (a) shall apply to any offense committed before the date of the enactment of this section, if the statute of limitations applicable to that offense had not run as of such date.

Chief Justice Roberts Was Hospitalized Last Month With a Head Injury

A court spokeswoman said the chief justice had fallen while walking for exercise and blamed dehydration.

WASHINGTON — Chief Justice John G. Roberts Jr. sustained a head injury last month that required a night at the hospital, a spokeswoman for the Supreme Court said on Tuesday.

“The chief justice was treated at a local hospital on June 21 for an injury to his forehead sustained in a fall while walking for exercise near his home,” the spokeswoman, Kathleen Arberg, said in a statement.

“The injury required sutures, and out of an abundance of caution, he stayed in the hospital overnight and was discharged the next morning,” Ms. Arberg said. “His doctors ruled out a seizure. They believe the fall was likely due to lightheadedness caused by dehydration.”

The incident was first reported by The Washington Post, which said it had made inquiries after receiving a tip that Chief Justice Roberts had been seen at a Maryland country club bleeding from his head.

Other members of the court, notably Justice Ruth Bader Ginsburg, have volunteered information about health setbacks requiring hospitalization. Chief Justice Roberts did not disclose his fall until The Post asked.

The chief justice has twice had seizures, in 1993 and 2007, but Ms. Arberg’s statement said his latest fall had not been caused by one.

The last seizure happened at the chief justice’s summer home in Maine. At the time, the court described the episode as a “benign idiopathic seizure,” one that could be a sign of epilepsy. The incident was similar to one he experienced 14 years before, the court’s news release at the time said. Idiopathic means that the cause of the seizure remained unknown.

Chief Justice Roberts is 65 and appeared to be in vigorous good health when the court last heard arguments in March.

The chief justice has been busy, as the court has been working to issue major decisions in the middle of the coronavirus pandemic. He has emerged this term as the median justice, casting the decisive votes in all of the court’s closely divided decisions, including ones on L.G.B.T.Q. rights, young immigrants known as Dreamers and abortion.

The court is expected to issue its final five decisions of the term in the coming days. They include cases on whether President Trump can block the release of financial records sought by Congress and by New York prosecutors.

SCOTUS: The Very Third Live Broadcast Of The Very First Time The World Witnesses The Dark Residuals Of The Peculiar Institution On Stealin' The Children, Land & Vote - Termination Of Corporate Parental Rights - Oaths Of Fealty To Foreign Nations, Not The U.S.

I shall quickly give my summation, in the spirit of fuchsia.

This is about Parental Rights.

These people are arguing about pastoral care, you know, those folks on that salvific mission of stealin' the children, land & votes, by taking an oath of fealty to the church, and not the U.S., which means they are beholden to the Vatican, and must do whatever the U.S. Conference of Catholic Bishops tells them to do, because they run the public policy of their congregations.

Now, allow me to make these arguments so much easier to resolve.

Ok.

First of all, these christian organizations are not for profit office holders, under state laws of incorporation, by which the corporation holds an office to protect the public trust, or rather the posterity of society through children's trust funds.

In order to administratively go after a public, or in this instance, private office holder, where their oath of office, under the laws of the state, as a federalistic arm of the U.S. government, one must first be defrocked, as matters of belief, or, in this instance, religious beliefs, can only be adjudicate in the administrative court of the foreign jurisdiction by which an employee has sworn this oath of fealty to christianity, and not the constitution.

This is when the corporate parents who are the office holders of the children's trust, fall from the heavens to be brought forth in the public square to face the laws of the land.

The easiest way is to terminate the right to the grant to keep and bear the arms of the state to conduct business.

If you are not recognized as being an entity of commerce, for and not for profit, you cannot keep your federal grants because you are a nullified entity, as your 501c status is now illegitimate.

How do you solve those pesky indemnification issues of holding a title when it comes to the determination of ministerial activities in the schools?

Well, the last time I checked, teachers, social workers, pediatricians are licensed, but in charter christian schools, many are not, so how about making them get licensed by the state, so they can hold a public title, where their oath of office is filed in the Great Repository of the State, considering that they get public money to conduct child welfare operations.

That way, you can make the parent corporation, whether it is the fake ass contractual representative arm of the Vatican, USCCB, or any other principality in its chain of command, to also be nullified, because it is all corrupt.

Just like with all elected offices, anyone can easily ask, "By why right do you have to hold office?"

That is call the quo warranto.

You do not have to go through the writ process, all you have to do is file up on their state licensing to engage in commerce.

Commerce is the meeting of the minds in conjugal act of offer and consent,in contract, for this particular situation.

Without consent, there is rule by fear, even though Noahide law will tell you that the ones in power rule the law, which is about the children.

No one cares about the children, because the entire subject falls under chain of Parental Rights, where corporations are salvaging their corporate rights to raise their goods children, in accordance to the Public Policy of their Corporate Parent, the Vatican.

The people have the power in a democracy.

If these people want to stand up, again, for the third time, and argue out why they should not be held accountable for trafficking tiny humans, well, by golly geeze, I am just going to have to intervene, because they just defended sexual abuse of children within the walls and practices of their foreign allegiance to the Vatican and the Queen, again....and the U.S. taxpayer funds it all.

So, basically, without any names being named, like Ascension Health, under the U.S. Conference of Catholic Bishops, under the Vatican, which runs, and has run, for a millennium or so, the Little Sisters of the Poor just admitted in SCOTUS, that the problem lies with their parent corporation and the contractual understanding of, "when a country gives you money, you cannot keep it and, in the same breath, fund trafficking tiny human operations in the sex slave trade.

That seems Defense dude lawyer stated into the official record that Little Sisters of the Poor has an oath of fealty to the Vatican, and not the United States.

Survivors of Nigeria's 'baby factories' share their stories

Girls who fled Boko Haram attacks are being enslaved and raped by human traffickers who then sell their babies.

As 16-year-old Miriam* stepped out of her tent to fetch water near the Madinatu Internally Displaced Persons (IDP) camp in Nigeria's northeastern Borno state in January last year, a middle-aged woman she knew as "Aunty Kiki" approached her.

She asked Miriam if she was interested in moving to the city of Enugu to work as a housemaid for a monthly salary. 

Miriam, who is now 17, wasted no time in accepting the offer and began to prepare for her trip to the east the following day.

She told her 17-year-old cousin, Roda*, about it and advised her to approach Aunty Kiki.

When Roda, who is now 18, met Aunty Kiki the next morning, she asked if there was a job for her, too. The woman quickly agreed, so Roda packed her bags.

"We were both very excited to travel to Enugu," Miriam says. "We had suffered so much for four years and were happy to go somewhere new to start a new life."

The promise
Both girls, who used to live in the same compound in Bama, fled the northeastern Nigerian town in 2017 when Boko Haram stormed the area, burning down houses and kidnapping women and children.

Miriam and Roda fled, leaving other members of their family behind. They do not know what happened to them. 

The two girls trekked for several days to reach Madinatu, where they remained for nearly two years before their trip to Enugu in southeastern Nigeria.

In Madinatu, Miriam and Roda lived together in a small bamboo tent inside the camp that houses more than 5,000 people who, like them, had fled Boko Haram.

Life was tough in the camp. Food was in short supply and IDPs had to beg on the streets of the nearby town to be able to get enough to eat.

So the girls jumped at the chance of paid jobs in Enugu. 

They did not have time to tell anyone they were going.

The journey
First, they travelled with Aunty Kiki to Maiduguri.

Then a 12-hour journey to Abuja followed. They spent the night there in the home of a woman who knew Aunty Kiki. 

The next day, after a nine-hour journey, they reached Enugu.

Aunty Kiki took them to a compound where she handed them over to an elderly woman she called "Mma" and told the girls to do whatever the woman asked of them.

"The compound had two flats of three bedrooms each, filled with young girls, some of them pregnant," says Miriam. "Aunty Kiki said it was where we'd be working."

At first, the girls thought their jobs were to clean the compound and do household chores as Aunty Kiki had led them to believe. Their new employers, however, had other ideas.

A daily torture
"Mma asked that we stay alone in separate rooms for that first night," Miriam explains. "We were surprised because the other girls in the compound were sharing rooms, some of which had four people in them."

Late that night, according to Miriam, a man walked into her room, ordered her to take off her clothes, held her hands tightly, and raped her.

The same thing happened to Roda, but her rapist was much more brutal.

"When I tried to scream, he covered my mouth and gave me a dirty slap," Roda says. "If he saw tears in my eyes, he slapped me even more."

The next day, the girls were moved to shared rooms with others, only being sent to single rooms when they were required to "work".

Both girls say they were raped almost daily by several different men. 

They believe that Mma and Aunty Kiki work together in the same trafficking cartel and that Mma is the leader of the group.

All they could make out for sure, however, was that the two women communicated with each other and the men in Igbo, the language spoken in southeastern Nigeria.

Giving birth
Within a month, they were both pregnant. But still, they were raped.

"It doesn't matter whether you are six weeks or six months pregnant," says Roda. "If any of the men wants you, you can't say no."

It was pointless trying to escape, they explain, because the compound was guarded by men with guns.

Around a dozen girls were living in the compound when Miriam and Roda first arrived. But the number would change as the girls gave birth and were sent away, before new girls were brought in to produce more children for the cartel.

Miriam gave birth to a baby boy in the compound, with the assistance of a midwife who was called in from outside. But her son was taken from her.

Three days later, she was blindfolded and taken to a bus station where her traffickers made sure she boarded a vehicle back to the north.

"They didn't want me to know the way to the compound, that's why they covered my face," she explains. "I was given 20,000 naira (about $55) to assist in my transportation to my destination."

She first went to Abuja where she spent a night on the street before boarding a commercial vehicle back to Maiduguri.

'Boys are more expensive'
Miriam does not know how much her baby was sold for.

"Some traffickers let their victims leave after giving birth because they believe if girls stay for too long, they could develop a plan to expose the trade," explains Abang Robert, public relations head of Caprecon Development and Peace Initiative, an NGO focused on rehabilitating victims of human trafficking in Nigeria. "They are scared of sabotage."

Baby factories are more common in the southeastern part of Nigeria, where security operatives have carried out several raids, including an operation last year when 19 pregnant girls and four children were rescued.

Women and girls are held captive to deliver babies who are then sold illegally to adoptive parents, forced into child labour, trafficked into prostitution or, as several reports suggest, ritually killed. 

"Boys are more expensive than girls in the baby sale business," says Comfort Agboko, head of the southeastern arm of Nigeria's anti-trafficking agency, the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), at her office in Enugu.

"Male children are often sold for between 700,000 naira (about $2,000) to one million naira (about $2,700) while female babies are sold for between 500,000 naira (about $1,350) and 700,000 naira."

The majority of the buyers are couples who have been unable to conceive.

Although anyone caught buying, selling or otherwise dealing in the procurement of children can be prosecuted, the baby trade remains prevalent in Enugu.

'Orphanages'
In recent years, security officials have carried out several undercover operations targeting suspected baby trafficking cartels whose operations the Enugu state government said are aided by some security agencies and unscrupulous state officials.

To avoid suspicion in the local community, baby factories are often presented as orphanages, experts explain.

"Baby factory operators hide under the 'canopy' of orphanages," says Agboko. She believes people receiving babies from them either do not know or do not care that they are not really orphans.

NAPTIP has arrested and prosecuted a number of people involved in the sale of babies in the southeast in recent years, Agboko explains. There are currently around half a dozen cases going through the court system.

"We are now working in collaboration with the association of orphanage homes operators in the entire southeast to identify, arrest and prosecute such people," she adds.

There is no official data to show how many babies are bought and sold each year in Nigeria, nor the number of girls exploited by human traffickers.  The United Nations estimates, however, that "about 750,000 to one million persons are trafficked annually in Nigeria and that over 75 percent of those trafficked are trafficked across the states, 23 percent are trafficked within states, while 2 percent are trafficked outside the country."

Human trafficking 'widespread'
Like Miriam, Roda was also discarded after she gave birth to a boy.

The cousins were reunited in Madinatu, where they are now living together in a small mud house, not far from the camp they were trafficked from.

"Luckily, we got to Madinatu on the same day," says Miriam, who spent weeks on the streets of Abuja, before she was able to make her way back to the northeast. 

"We thought it was no longer safe to stay in the camp, so talked to the man who owns this place to let us stay here."

To earn money, the girls now make and sell groundnut cakes at a mini kiosk just outside their compound.

They were not the first to be trafficked from the Madinatu camp. There have been many reports of girls being trafficked from the camp to cities in Nigeria and to countries including Italy, Libya, Niger and Saudi Arabia. The victims are often promised good jobs only to end up being exploited or enslaved.

Although widespread in Madinatu, the problem of human trafficking is not peculiar to this area alone. It is common across the entire northeast region.

The 2019 United States Department of State Trafficking in Persons report revealed that: "Sexual exploitation, including sex trafficking of IDPs (internationally displaced persons) in camps, settlements, and host communities around Maiduguri remained a pervasive problem." The report also notes that some security officials are complicit in these activities.

NAPTIP says it is aware of high numbers of cases of human trafficking in Madinatu and is increasing efforts to address the issue in the IDP camp in particular.

"The office has now increased surveillance in the IDP camp," Mikita Ali, head of the NAPTIP office covering the northeast region, says. "We are working with camp managers and camp officials to whom we've given our toll-free numbers and told to call us if they suspect any case of human trafficking."

'Easy to exploit'
Inside the Madinatu camp, however, residents remain worried about the number of cases. Community leaders say the lack of adequate amenities like potable water facilities and cooking stoves means that people have to walk long distances in search of water and firewood, making them vulnerable to the human traffickers who prey on them. 

"If we had easy access to water and firewood, there'd be little talk of human trafficking," says Mohammed Lawan Tuba, a community leader in Madinatu. "Criminals take advantage of our children when they go out to find what they need to keep them and their families alive."

Human rights campaigners are running "sensitisation campaigns" which aim to educate displaced persons about the dangers of human trafficking and how to spot the signs of it inside the IDP camp. 

But Yusuf Chiroma, head of the Borno Community Coalition, a group of aid workers assisting survivors of the Boko Haram insurgency through skills acquisition programmes, says: "Displaced persons in Madinatu are really struggling to survive, as they are not getting enough food supply from the government and that is why it is easy for traffickers to exploit those who are desperate for jobs."

"Sensitisation programmes have to be matched with adequate security and availability of food and social services by the state government to effectively tackle human trafficking."

Happy Divine Mercy Day! Trump & USCCB Celebrate The Last Call To Confession Before Termination Of Parental Rights For Stealin' The Children, Land & Vote - The Detroit Resurrection

Today is Divine Mercy, Misericordia Sunday, the Third Sunday of the Resurrection in Eastertide.


The light cometh to cleanse our collective souls from the plague of the blashphemous #MeToo crucifiction, in the resurrection, upon the confession of crimes against mankind.

Promulgating confession to the king for bearing false witness (election fraud) using the name of god in vain (swearing a false oath of office, breaching a sworn oath of office) in an act of blasphemy (by removing an elected official from public office based upon lies & propaganda, to cover up war crimes), seems to be the underlying theme.

The plague attempts to terminate the Parental Rights of a civil society, for the darkness gives birth to the light, and the truth shall prevail, whether you want it or not.

I believe the U.S. Conference of Catholic Bishops knows, well, at least they should that lawsuits may also be resurrected.  

They are laying out the duties of taking a sworn oath of office in the name of the lord.

We do not have titles of nobility, we have the right to keep and bear the arms of the Great Seal of the U.S., the States, counties and municipalities, and the legal mechanisms to terminate that granted Parental Right.

That is why there is a separation of church and state, as the church is a foreign nation.

Today is also the day of canonization of Pope John Paul II.

He came to Hamtramck. Everyone plated roses for him. That is why there are so many wild rose bushes, the only thing remaining in many parts of Detroit after the foreign invasion, a memory the Archdiocese of Detroit needs to embrace, with each petal, of each flower, on each bush, as a silenced tear of a child whose souls they salvaged.

The General Hospital in Bielsko-Biała was named after Edmund Antoni Wojtyła, John Paul's brother, where Wikipedia reports:
On April 1, 1931, after a few months of practice at the Children's Clinic in Krakow, he became a second (deputy head ) at the City Hospital in Bielsko . In November 1932, Dr. Edmund Wojtyła became infected with scarlet fever, saving a sick patient. He died after a serious illness lasting 4 days on December 4, 1932.
It seems Edmund was the inspiration for the Bambino Gesu model of trafficking tiny humans into the dark realms of epigenetics and nanotechnology as lab rats.

Former Treasury Secretary Paul O'Neill dies at age 84

U.S. Treasury Secretary Paul O'Neill holds a news conference at the U.N. Conference for Financing of Development in Monterrey, Mexico on March 20, 2002. O'Neill died Saturday, April 18, 2020. He was 84.

Paul O'Neill, a former Treasury secretary who broke with George W. Bush over tax policy and then produced a book critical of the administration, died Saturday. He was 84.

O'Neill's son, Paul O'Neill Jr. confirmed that his father died at his home in Pittsburgh after battling lung cancer for the last couple of years. After a few surgeries and chemotherapy, he decided against any further intervention four or five months ago, he said.

"There was some family here and he died peacefully," the son said. "Based on his situation, it was a good exit."

A former head of aluminum giant Alcoa, O'Neill served as Treasury secretary from 2001 to late 2002. He was forced to resign after he objected to a second round of tax cuts because of their impact on deficits.

O'Neill's blunt speaking style more than once got him in trouble as Treasury secretary. He sent the dollar into a tailspin briefly in his early days at Treasury when his comments about foreign exchange rates surprised markets. In the spring of 2001, O'Neill jolted markets again when during Wall Street's worst week in 11 years, he blandly declared "markets go up and markets go down."

He was more focused on the traditional Treasury secretary's job of instilling confidence during times of turbulence later that year when he helped get Wall Street re-opened after the Sept. 11 terror attacks. O'Neill was also instrumental following the attacks in beefing up the government's programs to disrupt financing to terrorist groups.

Treasury Secretary Steven Mnuchin said Saturday on Twitter, "Saddened to hear of the passing of the former 72nd Treasury Secretary, Paul O'Neill. He served @USTreasury and America with distinction during challenging times. My condolences to his family."

Tony Fratto, who served as O'Neill's Treasury spokesman, described O'Neill as a "working class guy" who "cared about how things impacted real people."

Fratto, currently a partner with Hamilton Place Strategies in Washington, said that one of O'Neill's passions was workplace safety, and that he would tour the Treasury building looking for safety issues that needed to be fixed.

After leaving the administration, O'Neill worked with author Ron Suskind on an explosive book covering his two years in the administration. O'Neill contended that the administration began planning the overthrow of Iraqi President Saddam Hussein right after Bush took office, eight months before the Sept. 11 terrorist attacks.

O'Neill depicted Bush as a disengaged president who didn't encourage debate either at Cabinet meetings or in one-on-one discussions with Cabinet members. He said the lack of discussion in Cabinet meetings gave him the feeling that Bush "was like a blind man in a roomful of deaf people."

He said major decisions were often made by Bush's political team and Vice President Dick Cheney. O'Neill had been recruited to join the Cabinet by Cheney, his old friend from the Gerald Ford administration. But it was Cheney who told O'Neill that the president wanted his resignation. It was part of a move by Bush to shake up his economic team and find a better salesman for a new round of tax cuts the president hoped would stimulate a sluggish economy.

When the book, "The Price of Loyalty: George W. Bush, the White House and the Education of Paul O'Neill" came out in early 2004, Bush spokesman Scott McClellan discounted O'Neill's descriptions of White House decision-making and said the president was "someone that leads and acts decisively on our biggest priorities."

After leaving the Cabinet, O'Neill returned to Pittsburgh, where he had headed Alcoa from 1987 to 1999. He resumed working with the Pittsburgh Regional Health Care Initiative, a consortium of hospitals, medical societies and businesses studying ways to improve health care delivery in Western Pennsylvania. The subject had interested him since his days as a budget analyst in Washington with the Office of Management and Budget.

He also devoted time in retirement to projects that would deliver clean drinking water to Africa. As Treasury secretary, O'Neill had focused attention on poverty and combating diseases such as AIDS in Africa, touring the continent with Irish rock star Bono.

While at Alcoa, O'Neill lifted the company out of the doldrums during his 12-year stint as the Pittsburgh company's CEO. Shortly after he took the job in April 1987, he began emphasizing factory safety and employee dignity as a top priority.

His ideas weren't initially well received by profit-driven investors, who cared more about Alcoa's financial performance. After hearing one of O'Neill's first presentations as Alcoa's CEO, one money manager decided the company had put a "crazy hippie in charge" and advised his 20 largest clients to sell its stock, according to the book, "The Power of Habit" by Charles Duhigg.

That investor later called it one of his worst decisions. By the time, O'Neill stepped down as CEO in 1999, Alcoa's accident rate had plunged and its stock had soared more than seven-fold at a time it was part of the Dow Jones Industrial Average.

Before joining Alcoa, O'Neill had been president from 1985 to 1987 of International Paper Co., a firm he had joined in 1977 after leaving OMB.

After graduating with an economics degree from California State University in Fresno in 1961, O'Neill joined the Veterans Administration in Washington, working as a computer systems analyst. He later moved to OMB and rose to become deputy director of the budget agency from 1974 to 1977, providing budget guidance to then-President Gerald Ford.

In June 2019, O'Neill received the Gerald R. Ford Medal for Distinguished Public Service, according to a piece in his hometown paper, the Pittsburgh Post-Gazette. Cheney and Alan Greenspan, who headed the Federal Reserve when O'Neill was Treasury secretary, are among the past recipients of the award.

O'Neill is survived by his wife, four children, 12 grandchildren and 15 great grandchildren.

New TARP Rules: Curb Executive Pay, Bonuses, Parachutes

Former Treasury Secretary Paul O'Neill calls pay limits "a large mistake."

Feb. 4, 2009 — -- Wall Street was bearish today over President Obama's new $500,000 pay limit for executives of financial institutions who he said have come "hat in hand" asking for taxpayers' help.

The new limits, which would affect banks that accept "exceptional assistance" from the public treasury, would also impose stricter rules on golden parachutes, entertainment, holiday parties, conferences and the use of corporate jets.

Scott Talbott, senior vice president of government affairs at the Financial Services Roundtable, expressed concerns about the new executive compensation restrictions.

"The pay scale for Wall Street is different for the pay scale for America," Talbott told ABC News. "So these numbers look large, but the market value for these executives - there's a very small talent pool of individuals that have the education, experience and knowledge to operate a global, international services firm in this day and age."

Executives may quit banks that fall under the new $500,000 pay limits, he warned.

"I don't think the issue is a dollar amount. It's being paid what you're worth… Would you be willing to work for less than what you think you're worth?" Talbott asked.

The compensation limits might also make banks hesitant to ask the federal government for help.

"Companies will have to reevaluate whether the benefits are still worth it under the new rules," he said.

Former Treasury Secretary Paul O'Neill said Obama's move "is going to be a very popular populist move.... even though I think it is a large mistake."

O'Neill, who served under President George W. Bush, told ABC News that the banks would have complied if Obama had asked them to voluntarily follow the new limits. He also pointed out that many of the banks' employees get annual bonuses, not just the top executives. Should the limits apply to them, too, O'Neill asked.

He also said the pay limits could hurt the banks' ability to compete. "To the degree there are competing institutions out there not affected by the new edict, does this give those institutions a significant competitive advantage in attracting talent?"

White House spokesman Robert Gibbs dismissed suggestions that the pay caps could hurt the already ailing banks.

"I think we've struck the right balance," Gibbs said.

Obama's pay limits were endorsed by House Minority Leader John Boehner, a Republican from Ohio.

"I think if anybody is looking to the taxpayer to help bail their company out, these kinds of executive compensation limits are appropriate," he said.

On the $500,000 pay limit, Boehner said, "I think somebody's got to pick a number. The president has picked one. I applaud him for doing it."

ABC News contacted all 30 institutions that received $1 billion or more in bailout money, and most of them ignored the calls or declined to comment.

GMAC, which got $5 billion, said it is already subject to compensation limits imposed by the Bush administration. "We intend to comply with those requirements. We have no further comment," GMAC said.

In scolding language, the president said that the changes are necessary to help stabilize the economy.

"We've got to restore trust," Obama said. "And in order to restore trust, we've got to make certain that taxpayer funds are not subsidizing excessive compensation packages on Wall Street."

The president echoed his inauguration address when he said there would be a "new era of responsibility."

"We all need to take responsibility," he said while announcing the new compensation rules with Treasury Secretary Tim Geithner. "And this includes executives at major financial firms who turned to the American people, hat in hand, when they were in trouble, even as they paid themselves their customary lavish bonuses."

"What gets people upset – and rightfully so – are executives being rewarded for failure. Especially when those rewards are subsidized by U.S. taxpayers," Obama said.

The $500,000 salary limit is still more than Obama makes -- $400,000 -- but is a pittance compared to the $20 million that Kenneth Lewis took home in 2007 as head of Bank of America, a corporation that needed $45 billion of public money to save it from its mountain of bad loans.

The president said the new rules announced today would be accompanied by an effort to determine "how corporate governance and compensation rules can be reformed."

Exceptions to the New Rules
There are exceptions to the new executive pay rules, however.

Banking executives can get extra compensation in restricted stock, but only stock that will not vest until taxpayers are repaid the loans, plus interest.

Companies bailed out by Uncle Sam are permitted to waive the $500,000 rule if they disclose executive compensation and allow investors a nonbinding vote on executive pay.

Banks that have already received several hundred billion dollars from the Troubled Asset Relief Program under the Bush administration won't be subject to the new rules. But several of those banks are expected to come back to the federal till for additional relief.

The new Obama TARP rules will require those companies to demonstrate they have complied with the previously issued restrictions on executive pay and lending requirements, and agree to strict monitoring and oversight going forward.

The new rules also make it harder for corporate titans to live the high life on the public dollar. They include restrictions on how the money can be spent, with a bull's-eye on such items as aviation expenses, office renovations, entertainment and corporate parties.

The new Treasury provisions expand rules established under the Bush administration. Restrictions on golden parachutes originally applied to only the top five executives of an affected bank. That will now be extended to the top 10 officials, and golden parachutes for the next 25 top officials will be limited to one year's pay.

Clawback rules that would require banking officials would have to return bonuses if found to have falsified reports. Those rules originally applied to a bank's top five executives, but under the rules detailed today that would be extended to the top 25 bank officials.

The public has been repeatedly infuriated by examples of federally subsidized bankers still spending lavishly on themselves while laying off tens of thousands of employees and of retirement nest eggs vaporized.

Obama called it "shameful" last week when it was reported that bankers had handed out $18.5 billion in bonuses at the end of 2008, despite the dreadful year of financial losses. The White House had to intervene to persuade Citigroup to abandon plans to buy a $50 million executive jet after getting its $45 billion boost. Merrill Lynch's former CEO John Thain had to be shamed into personally repaying the $1 million he spent on renovating his office while surviving on an additional $45 billion public loan. Bank of America partied hardy at the Super Bowl last weekend. And this week, Wells Fargo reluctantly canceled a corporate outing to Las Vegas.

GOP Emboldened By Obama Stumbles
The new rules should bring a cheer from a frustrated public, a sound that the Obama White House hasn't heard in a while. The withdrawal of two top appointees this week because they hadn't paid all their taxes even prompted the president to repeatedly apologize Tuesday for not adhering to the ethical standard he had publicly set for his administration.

"This was running the possibility of really hurting his reformist image," George Stephanopoulos, ABC News' chief Washington correspondent, told "Good Morning America" today.

The withdrawal of former Senate Majority Leader Tom Daschle was particularly damaging because Daschle was going to be the health and human services secretary and the point man on Obama's efforts to reshape the country's health-care system.

The stumbles could also embolden Republicans who are opposing large parts of the president's economic stimulus package.

"The president's going to have to agree to some changes right now," Stephanopoulos told "GMA."

Obama will meet today with Sen. Bill Nelson, D-Neb., and Maine's two Republican senators, Olympia Snowe and Susan Collins. The trio are spearheading a centrist group of Democrats and Republicans working to reshape the stimulus bill.

"There will still be differences with this group," Stephanopoulos said. "The president doesn't want to bring the package down as far as some of these senators want to go. But they're going to be working intensively on a compromise today."

Linda Tripp, whose tapes were pivotal in Clinton impeachment scandal, dies

(CNN)Linda Tripp, who secretly recorded her conversations with Monica Lewinsky about the then-intern's relationship with President Bill Clinton in the White House, has died, according to her mother, Inge Carotenuto, and her former attorney, Joseph Murtha.

Tripp had previously been treated for breast cancer. She was 70.

Tripp, a friend of Lewinsky's at the time, turned the 20 hours of tapes over to special prosecutor Kenneth Starr. The scandal ultimately led to Clinton's impeachment for perjury and obstruction of justice, though he was ultimately acquitted in the Senate.

Lewinsky, despite their prior experiences, expressed well wishes to Tripp as reports indicated Wednesday that her health was failing.

"(No) matter the past, upon hearing that linda tripp is very seriously ill, i hope for her recovery. i can't imagine how difficult this is for her family," Lewinsky tweeted.

Lewinsky began to tell Tripp, a coworker of hers at the Pentagon, of her relationship with Clinton in the summer of 1996. Tripp began taping their conversations in the fall of 1997.

After contacting Starr about the tapes in January 1998, she met with Lewinsky again while wearing a wire, at which point Lewinsky coached Tripp on what to tell lawyers about Kathleen Willey, another former White House staffer who had testified about alleged unsolicited sexual advances made by Clinton in 1993.

When asked on Larry King Live in 2003 whether she regretted it, Tripp replied, "No, I would do it again."

"I told (Lewinsky) I would not fix a court case. I would not help fix a court case," Tripp said. "Yet I knew the President of the United States and Monica were intending to do that."

Speaking on the podcast "Slow Burn" in 2018, Tripp defended her actions as motivated by the idea that it would ultimately help Lewinsky.

"This was flying by the seat of my pants, terrified, out of my wits, completely guilt-ridden that I was having to manipulate her, but convinced in my soul that in the end it would benefit her. That he would no longer be able to do this to hurt anyone else," she recounted.

Tripp told the podcast that, at the time, she was being disingenuous while taping Lewinsky but only because she felt that she had to be.

"There wasn't a thing about those three months that were authentic. Everything prior to that was, but I needed everything to be recreated and it was beyond manipulative," she said. "Did I want to do that? Not necessarily, but I felt like I had no choice."

Tripp was open that she sought to go after Clinton, saying that Lewinsky's story established "a pattern of behavior that otherwise I believe wouldn't have had credibility" and that she "was eager for this information to fall into the hands of the Paula Jones attorneys," who sued the President on sexual harassment charges.

"But to say it was distasteful, to this day I have enormous guilt about" disseminating information to the press and FBI, she said.

"And of all the people I care about understanding, she's the one I wish I could convince," Tripp added, referring to Lewinsky. "And that'll never happen, so."
