Environmental group may have to register as foreign agents

U.S. environmental activists who are working to halt the production and use of fossil fuels could be required to register as foreign agents if Congress gets serious about enforcing an existing law.

There was some potential movement in that direction last October when Senate Judiciary Committee Chairman Chuck Grassley, R-Iowa, introduced legislation that would put some teeth into the Foreign Agents Registration Act. The law, which was first passed in 1938, calls for individuals and organizations to provide full disclosure when they are working to advance the public policy interests of a foreign government.

As the Washington Examiner has reported, Grassley’s proposed legislation would close off an exemption that has allowed lobbyists for foreign interests to avoid registration while providing the U.S. attorney general with additional authority to conduct investigations.

While the media remains largely focused on ongoing investigations into allegations of Russian interference in the 2016 campaign, the connection between Vladimir Putin’s government and U.S. environmental groups deserves more scrutiny.

Klein Ltd., a Bermuda-based shell corporation run by executives with strong ties to longtime Putin friend Leonid Reiman and Russian energy investment groups including Firebird New Russia Fund and Vimpelcom Ltd., reportedly funneled $23 million to the Sea Change Foundation, according to a detailed 2014 U.S. Senate Environment and Public Works Committee report.

Klein’s legal counsel dismisses such charges as “completely false and irresponsible.” But in a letter addressed to U.S. Treasury Secretary Steven Mnuchin, members of Congress document evidence pointing to a paperless money trail that flows from Russia into U.S. environmental groups through the Sea Change Foundation. The implication is that the Russians have been pouring tens of millions of dollars into willing environmental advocacy groups in an effort to spread propaganda directed against fracking in the U.S. and the technology that makes it possible, according to evidence presented in the letter.

Rep. Lamar Smith, R-Texas, chairman of the House Committee on Science, Space, and Technology, and his colleagues have called on the U.S. Treasury Department to conduct an investigation into the allegations of Russian collusion with U.S. environmental groups. In response to a media inquiry I sent last year asking about the allegations, a U.S. Treasury spokesman said in an email message, “We respond as appropriate to Congressional inquiries, but wouldn’t comment publicly on an investigation.”

The motivation for Russian interference here is clear. As the congressional letter notes, American ingenuity in the oil and gas industry have significant geopolitical ramifications. Thanks to innovative extraction technologies such as hydraulic fracturing and horizontal drilling, the U.S. now has access to vast reserves of oil and gas previously held to be unrecoverable. The unexpected energy resource bonanza has dramatically shifted the dynamics of the economic and geopolitical landscape in America’s favor.

The U.S. is the top producer of natural gas in the world. In 2016, U.S. natural gas imports set a record low even though consumption has increased. In 3 of the first 5 months of 2017, U.S. natural gas exports were greater than imports — the growing trend points to the U.S. becoming a net exporter. This new commitment to natural gas means less expensive energy bills for consumers as well as economic, environmental, and national security benefits for the country as a whole. The U.S. Chamber of Commerce estimates that the fracking boom has created 2.7 million jobs, with an estimated additional 3.5 million projected by 2035.

From a foreign policy perspective, the U.S. can now export liquefied natural gas to parts of Europe that have been dependent on Putin’s government for their gas. This weakens Putin and puts the U.S. in a stronger position to exert influence. Up until now, periodic disputes with Russia have resulted in economic bullying tactics from Moscow that include wintertime threats to close pipelines supplying oil and natural gas. Those days may be over now that American natural gas development is poised to impact Russia and its Gazprom oil company.

However, an international campaign known as “Keep It in the Ground” has been pushing an anti-fossil fuel agenda that advances Russia’s geopolitical interests at the expense of the U.S. and America’s allies. The campaign claims support from more than 400 organizations

 across the globe, with a sizable percentage operating inside the U.S. The campaign is opposed not just to the extraction of fossil fuels, but to any fossil fuel-related project including pipelines, rail transportation, refineries, and energy exploration.

These groups include Greenpeace, the Sierra Club, 350.org, the Center for Biological Diversity, WildEarth Guardians, the Rainforest Action Network, Earthworks, and the Chesapeake Climate Action Network, to name just a few.

Some of the larger environmental advocacy groups in the U.S., such as the Natural Resources Defense Council and the League of Conservation Voters, don’t appear on the list of 400, yet do support the same anti-fossil policy aims and draw from the same pool of financial supporters.

The common denominator here between many of these groups is the San Francisco-based Sea Change Foundation, which has been identified as the incubator for Russian funding of environmental groups. Another key player is the Energy Foundation, which is also based in San Francisco and appears to be an offshoot of the Sea Change Foundation.

If Grassley succeeds in bolstering the Foreign Agents Registration Act, a good starting point for an investigation would be with the “Keep It in the Ground” campaign members and with other environmental groups that support the campaign’s agenda.

While these groups are free to advocate for their preferred policies, they should not be permitted to posture as grassroots activists if they are in fact doing the bidding of foreign interests, to the detriment of average Americans who benefit from affordable and reliable sources of energy.

EXCLUSIVE: TRUMP SAYS PAUL RYAN RENEGED ON DEAL TO FUND WALL FOR OMNIBUS SIGNATURE

President Donald Trump says former House Speaker Paul Ryan promised to secure wall funding while Republicans controlled both Houses in exchange for the president’s signature on the 2018 omnibus spending bill.

But after the president signed the massive, $1.3 trillion spending package, Ryan reneged on his commitment.

“Well, I was going to veto the omnibus bill and Paul told me in the strongest of language, ‘Please don’t do that, we’ll get you the wall.’ And I said, ‘I hope you mean that, because I don’t like this bill,’” the president recounted in an exclusive Wednesday interview with The Daily Caller.

“Paul told me in the strongest of terms that, ‘please sign this and if you sign this we will get you that wall.’ Which is desperately needed by our country. Humanitarian crisis, trafficking, drugs, you know, everything — people, criminals, gangs, so, you know, we need the wall.”

“And then he went lame duck,” Trump said.

“And once he went lame duck, it was just really an exercise in waving to people and the power was gone so I was very disappointed. I was very disappointed in Paul because the wall was so desperately needed. And I’ll get the wall.”

THE DAILY CALLER: Well, the people who elected you are very interested in the immigration decision and what’s going on with this negotiation. Republicans in charge of Congress for two years didn’t get to your wall promise in Congress. How big of a roadblock to wall funding was Paul Ryan, now that he’s gone?

Which is substantially more — much more than President Obama was able to get for the military.

So that was a negative, but a big factor as to why that was the reason I signed it. But another very big factor was the fact that Paul told me in the strongest of terms that, ‘please sign this and if you sign this we will get you that wall.’ Which is desperately needed by our country. Humanitarian crisis, trafficking, drugs, you know, everything — people, criminals, gangs, so, you know, we need the wall.

THE DAILY CALLER: Did he lie to you? Did he play you?

TRUMP: I don’t want to say he lied. I think he probably meant it at the time, I guess. I hope. So I don’t call that lying. But when he went lame duck, meaning, he said he’s not running again — and it was very unusual because usually they’ll do that sometime after an election and he didn’t want to do that because it’s somewhat misrepresenting and I understand that too. But maybe you don’t run, okay? Maybe you just don’t run. And he had an excellent person taking his place in Congress, he ran a really great campaign, did a really good job.

So Paul said, please sign the omnibus bill. Now, in all fairness to Paul, I may have signed it anyway because it was so much more money than anyone ever thought possible for the military and equal to the wall, and maybe even greater than the wall was my promise to refurbish the military.

Now, let us just see how long it takes the DCNF to report on the fact that Jeannie Rhee was hired to represent the Detroit Land Bank Authority in SIGTARP matters, considering the fact that I was nice enough to provide all the links and it was found in Wikileaks.

MUELLER GRAND JURY WITNESS ACCUSES CLINTON-LINKED PROSECUTOR OF CONFLICT OF INTEREST

• An associate of Roger Stone who appeared before the Mueller grand jury on Nov. 2 is accusing the special counsel of a conflict of interest.
• Tyler Nixon says that he was questioned prior to his testimony by Jeannie Rhee, a prosecutor who previously represented the Clinton Foundation.
• Nixon says he finds it “deeply troubling” that Rhee is involved in the investigation, which has recently focused on Stone.

An attorney who appeared as a witness before the Mueller grand jury is accusing the special counsel’s office of a conflict of interest because one of the prosecutors involved in the special counsel’s case has worked for Hillary Clinton and the Clinton Foundation.

The prosecutor, Jeannie Rhee, has questioned witnesses about Roger Stone, the Trump confidant who is one of the targets of the investigation, numerous sources tell The Daily Caller News Foundation. Rhee questioned Tyler Nixon, an attorney for Stone, just before his grand jury appearance on Nov. 2.

“[Rhee’s involvement] was not disclosed to me prior to my testimony, and I find this to be deeply troubling and certainly Ms. Rhee should be recused or removed from the investigation,” Nixon told TheDCNF.

Recusals related to special counsel Robert Mueller’s probe became an issue after the appointment of Matthew Whitaker as acting attorney general on Nov. 7.

Among the reasons that Democrats have called for Whitaker’s recusal are his comments criticizing the Trump-Russia probe as well as his work in 2014 on a political campaign for Sam Clovis, a former Trump campaign official who testified before the Mueller grand jury as a witness in 2017.

Seven top congressional Democrats, including House Minority Leader Nancy Pelosi and California Rep. Adam Schiff, cited Whitaker’s work with Clovis in a letter Sunday to the Justice Department’s top ethics official. The Democrats asked DOJ whether Whitaker has been advised on whether he should recuse himself from the probe.

Rhee’s work on the special counsel’s team poses a larger conflict of interest than Whitaker’s links to Clovis, Nixon asserts.

“I find it astonishing that there are cries for the recusal for Mr. Whitaker when I know that I was personally interviewed on behalf of the special counsel by an attorney, Jeannie Rhee, who was Hillary Clinton’s and the Clinton Foundation’s personal attorney not one or two years prior to her joining the special counsel,” Nixon told TheDCNF.

As a partner at Wilmer Hale, Rhee represented the Clinton Foundation in a 2015 racketeering lawsuit filed by the conservative watchdog group Freedom Watch. That lawsuit sought access to the private email account that Clinton used as secretary of state. Rhee, who did not represent Clinton herself, also donated the maximum allowed under federal law to Clinton’s 2016 presidential campaign.

Nixon said that while Rhee was friendly, even “jovial,” during his interaction with her, he takes issue with Rhee investigating people like Stone who investigated the Clintons and Clinton Foundation during the campaign.

Stone, a longtime confidant of President Donald Trump, is also critical of Rhee’s involvement in the investigation.

“It seems somewhat incredible that Democrats are calling for Acting Attorney General Whitaker to recuse himself from the Mueller investigation based on his prior political activities, but they think it’s perfectly alright for Hillary Clinton’s personal attorney and campaign donor to lead a potential prosecution of Roger Stone,” Stone told TheDCNF.

A spokesman for the special counsel’s office told TheDCNF that Rhee was cleared by Justice Department ethics experts to work on the Mueller team.

“Department ethics experts reviewed the matters to which the Special Counsel was appointed and determined that Ms. Rhee is authorized to participate,” said Peter Carr, a spokesman for Mueller.

Nixon testified in favor of Stone during his grand jury appearance regarding a conversation he witnessed between Stone and Randy Credico, a comedian and longtime acquaintance.

Stone has claimed that Credico was a confirming source for him during the 2016 campaign about WikiLeaks’ plans to release information damaging to the Clinton campaign. Stone has insisted that he did not know the content, source or timing of WikiLeaks’ releases.

Credico, who was in contact with WikiLeaks founder Julian Assange during the campaign, has denied being Stone’s source. But Nixon testified to the grand jury about a dinner he attended with Stone and Credico in mid-November 2017 in which Credico indicated that he was the link between Stone and WikiLeaks.

David Lugo, a filmmaker who knows both Stone and Credico, also testified to the grand jury on Oct. 19 that Credico told him that he was a source for Stone.

Credico has contradicted his denials in various public comments. He filmed himself on April 28 at the White House Correspondents’ Dinner describing himself as “the guy that was the in-between guy between Assange and Roger Stone.”

Rhee also took part in the questioning of Jerome Corsi, an associate of Stone who said Monday that he expects to be indicted for lying to prosecutors.
