​The confirmation hearing in the case The Prosecutor v. Al Hassan Ag Abdoul Aziz Ag Mohamed Ag Mahmoud is scheduled to open on 8 July 2019 at 14:00 (The Hague local time) before Pre-Trial Chamber I of the International Criminal Court (ICC). Pre-Trial Chamber I is composed of Judge Péter Kovács, Presiding Judge, Judge Marc Perrin de Brichambaut and Judge Reine Alapini-Gansou.

The purpose of the confirmation of charges hearing is for the judges to determine whether there is sufficient evidence to establish substantial grounds to believe that the person committed each of the crimes charged. If the charges are confirmed, in full or in part, the case will be transferred to a Trial Chamber, which will conduct the subsequent phase of the proceedings: the trial.

Mr Al Hassan is suspected of war crimes and crimes against humanity allegedly committed in 2012 and 2013 in Timbuktu, Mali. The warrant of arrest was issued on 27 March 2018. He was surrendered on 31 March 2018 and made his first appearance before the ICC on 4 April 2018. Mr Al Hassan is in ICC custody.

Captagon pills with other drugs were confiscated by the Syrian security who were monitoring the truck heading from Central Syria at the Lebanese borders towards the south of Syria, most likely towards Jordanian borders.

Upon careful inspection, the well-experienced officers discovered hidden compartments built within the container body of the large truck loaded with thousands and thousands of Captagon pills, most of which were already packed in smaller delivery retail-style bags.

George Nader, a Middle East power broker who cooperated with former special counsel Robert Mueller’s probe of Russian interference in the 2016 presidential election, was arrested Monday on a federal charge of transporting child pornography.

Nader, who after the election of President Donald Trump was asked by a leading Russian money manager to introduce him to officials in Trump’s transition team, was taken into custody at John F. Kennedy International Airport in New York, according to federal prosecutors in Virginia, who are handling the case.

A 60-year-old citizen of Lebanon and the United States, Nader appeared later Monday in federal court in Brooklyn at a bail hearing, where prosecutor Miriam Glazer urged Judge Cheryl Pollak to detain him on the grounds that he is a danger to the community and a flight risk.

Pollak ordered Nader detained overnight as she asked for additional medical information about Nader and a person who would secure his release bond if granted. The bail hearing is due to resume Tuesday afternoon

The complaint against him was unsealed in Virginia federal court on Monday after his arrest. But that complaint was actually filed in April 2018, three months after he was interviewed by FBI agents in January 2018 at Washington Dulles International Airport about a matter “unrelated to child pornography,” according to the complaint.

It was during that encounter that Nader was first asked to cooperate with the special counsel.

Three of Nader’s iPhones were seized at the time. And at least one of them was later found to contain videos of minors engaged in sexually explicit conduct, according to the complaint unsealed Monday.

It is not the first time Nader has faced legal jeopardy in the United States for child porn.

He was convicted of the same charge in Virginia in 1991 and sentenced to six months in prison.

He faced another similar charge in 1985 that was dismissed on the basis of an invalid search warrant.

An attorney for Nader did not respond to a request for comment.

Nader helped arrange a January 2017 meeting in the Seychelles between Erik Prince and Kirill Dmitriev, the head of Russia’s sovereign wealth fund, who reported directly to Russian President Vladimir Putin, according to Mueller’s report on his investigation.

Prince, founder of the private security company Academi — formerly Blackwater — is the brother of Education Secretary Betsy DeVos.

That meeting was set up after Dmitriev asked Nader “to request a meeting with the ‘key people’ in the incoming [Trump] administration as soon as possible in light of the [g]reat results” of Trump’s election victory, according to Mueller’s report.

Nader has played a role in the diplomatic efforts of some U.S. presidents.

He worked on President George H.W. Bush’s efforts to release hostages held in Lebanon, and later was involved in President Bill Clinton’s attempt at reaching a peace deal between Israel and Syria, according to CNN.

Nader faces a minimum sentence of 15 years and a maximum of 40 years if convicted, the Justice Department said.

Today, I received a call from a patient in Stonecrest Center in Detroit.

The patient was informed that his wallet, with identification and Social Security card, including his phone, was "not found".

The patient called the Wayne County Mental Health Advocacy line, left multiple messages for a week, where no one has returned the calls.

The patient explained that a complaint was filed because the psychiatrist, Dr. Luay Haddad was walking around the floor discussing the patient's case with his colleagues without his consent, and filed an HIPPA complaint.

The patient entered into the system, an adolescent, because the mental health providers in Wayne County were administrating a 30 day shot for mental health purposes, and the medicine was having extremely negative side effects.

No one would listen and it was eventually off to the emergency room.

It seems Luay Haddad has a reputation amongst his younger patients of treating them like chattel because all he does is script, script, script.

So, I proceeded to do what I do best and see if I could debunk my hypothesis that Luay Haddad sucks.

The first place one must always search to determine if a subject sucks is to troll the journals.

Yes, academic journalism is a secret society, whereby NGOs will dump big stupid money to have a university come up with some manufactured credibility so they can market their crap.

Anyway, the psychiatry chick though she was slick and completed flip phone medical evaluations under the light of a dimming oil lamp into the wee hours of the morning.

One of the youth she had completed a medical exam identified the youth as a 10 year old girl, who was actually a boy.

Efficient, culturally sensitive interventions are needed, and so we adapted narrative exposure therapy into a brief version (brief NET) and tested its effects in a sample of traumatized Iraqi refugees. Iraqi refugees in the United States reporting elevated posttraumatic stress (N = 63) were randomized to brief NET or waitlist control conditions in a 2:1 ratio; brief NET was 3 sessions, conducted individually, in Arabic. Positive indicators (posttraumatic growth and well-being) and symptoms (posttraumatic stress, depressive, and somatic) were assessed at baseline and 2- and 4-month follow-up. Treatment participation (95.1% completion) and study retention (98.4% provided follow-up data) were very high. Significant condition by time interactions showed that those receiving brief NET had greater posttraumatic growth (d = 0.83) and well-being (d = 0.54) through 4 months than controls. Brief NET reduced symptoms of posttraumatic stress (d = -0.48) and depression (d = -0.46) more, but only at 2 months; symptoms of controls also decreased from 2 to 4 months, eliminating condition differences at 4 months. Three sessions of brief NET increased growth and well-being and led to symptom reduction in highly traumatized Iraqi refugees. This preliminary study suggests that brief NET is both acceptable and potentially efficacious in traumatized Iraqi refugees.

Wayne State awarded $3.2 million NIH grant for schizophrenia research

DETROIT - Researchers in the Wayne State University School of Medicine's Department of Psychiatry and Behavioral Neurosciences will use a new five-year, $3.2 million grant from the National Institute of Mental Health to explore the underlying mechanisms of impaired learning and memory in schizophrenia from the perspective of brain plasticity, function and network dynamics.

The NIMH defines schizophrenia as a chronic and disabling mental disorder that affects how a person thinks, feels and behaves, including loss of reality due to hallucinations, delusions, unusual or dysfunctional ways of thinking, and agitated body movements. People with the condition also have difficulty beginning or sustaining activities, focusing or paying attention, or remembering information immediately after learning it. About 1 percent of the U.S. population -- approximately 2.2 million people -- have schizophrenia, but the neurobiology of the illness remains poorly understood.

Principal Investigator and Associate Professor Jeffrey Stanley, Ph.D., and Co-Principal Investigator and Professor Vaibhav Diwadkar, Ph.D., lead the study "Advancing innovative brain imaging to detect altered glutamate modulation and network dynamics in schizophrenia," which was funded on its first submission. The study is the first to combine functional MRI (fMRI) and complex analyses of brain imaging data with innovative measurement of the brain's functional neurochemistry using functional magnetic resonance spectroscopy (fMRS).

"While fMRI data are somewhat 'distant' from fundamental neurobiological processes because the signal relies on blood flow that is correlated with -- but distinct from -- neurophysiological and neuro-chemical events, in developing fMRS we are able to measure and quantify changes in hippocampal glutamate in the brain. We have an imaging technique that may provide more direct information about functional changes in the brain," Dr. Stanley said.

The combination of approaches will provide objective biological markers of this poorly understood illness. The team plans to explore interventions that may eventually normalize the abnormal markers. "This is a longer-term goal but is central to our collective aims," he added.

The duo co-directs the department's Brain Imaging Research Division, which encompasses about 40 staff and student trainees involved in multiple areas of research, including imaging studies into obsessive compulsive disorder, mood disorders, borderline personality disorder, ADHD and reading disabilities, and more. The division has published extensively in the areas of schizophrenia and psychosis in the last seven years, with research supported by the NIMH, the Brain and Behavior Research Foundation, and other private foundations.

"Because the pathophysiology of schizophrenia remains obscure, our efforts have been in the area of innovative image analyses and methods development. Schizophrenia is fundamentally a disorder that disrupts cognitive and memory processing, psychological processes that depend on normal communication between brain regions" Diwadkar said. "Therefore, using fMRI, we have primarily been interested in how brain regions fail to 'communicate' appropriately during basic processing. Several of these investigations have zeroed in on the dorsal prefrontal cortex, or dPFC, and the hippocampus, two brain regions that are particularly implicated in the illness. The dPFC has been particularly implicated with regard to the dopamine hypothesis of schizophrenia; the hippocampus has been implicated with regard to the glutamate hypothesis of the illness.

"Using complex network analyses of fMRI signals, we have established that in schizophrenia, the dPFC and the hippocampus are characterized by abnormal interactions during associative memory and learning. This is notable because associative memory and learning are related to hippocampal glutamate. Therefore, our fMRI results provide some manner of convergence with neuro-chemical hypotheses of the illness. The addition of fMRS is a logical methodological and scientific extension of these earlier studies, and is entirely unique."

The researchers compare their current work to the implications of a biomarker like hypercholesterolemia for cardiac disease, once poorly understood as recently as 60 years ago.
"Today, managing cholesterol is a widely accepted treatment pathway in cardiac disease," Diwadkar said. "In many ways, biological psychiatry is in its infancy, yet to better treat neuropsychiatric conditions, understanding the brain is imperative. There is no other organ in the body to which psychiatric illnesses can be related as they can be to dysfunctional processes in the brain."

The project, while of substantial scientific and clinical significance, also spotlights the department's dual aims of research and clinical excellence and outreach, and will increase its recruitment possibilities, he said. The department's clinic for Treatment and Research in Behavioral Health located in the Tolan Park Medical Building is likely the only of its kind in Detroit focused on serving patients with schizophrenia and psychosis.

"Wayne State is also one of the few places that has the expertise -- personnel like Drs. Stanley and Diwadkar -- and infrastructure to carry out this innovative work that, in real time, can measure brain chemistry and function/whole brain network function/dysfunction," said Department of Psychiatry and Behavioral Neurosciences Chair and Professor David Rosenberg, M.D. "Dr. Stanley is an internationally recognized physicist, and this is his second R01 as a principal investigator. Dr. Diwadkar is a renowned cognitive neuroscientist, with worldwide collaborations."

The research relies on the clinical support of Psychiatry's Vice Chair for Clinical Services Alireza Amirsadri, M.D., and Vice Chair for Education and Resident Training Richard Balon, M.D., with recruitment efforts aided by Assistant Professor Luay Haddad, M.D., and Professor Manuel Tancer, M.D. The team's research endeavors have also been supported by the department and its chair, Rosenberg, and involves members of the division's core research and recruitment team, including Dalal Khatib, Patricia Thomas, Usha Rajan, Caroline Zajac-Benitez, Asadur Chowdhary and Ashley Burgess, and the clinic team of Ed Mischel, Albert Pizzuti, Jaclynne Burns, and numerous other clinicians and social workers.

Washington — House Speaker Paul Ryan abruptly announced Wednesday he will retire rather than

seek another term in Congress as the steady if reluctant wingman for President Donald Trump, sending new ripples of uncertainty through a Washington already on edge and a Republican Party bracing for a rough election year.

The Wisconsin Republican cast the decision to end his 20-year career as a personal one — he doesn’t want his children growing up with a “weekend dad” — but it will create a vacuum at both ends of Pennsylvania Avenue. It will leave congressional Republicans without a measured voice to talk Trump away from what some see as damaging impulses, and it will rob Trump of an influential steward to shepherd his more ambitious ideas into legislation.

It’s unusual for a House speaker, third in line to succeed the president, to turn himself into a lame duck, especially so for Ryan, a once-rising GOP star who is only 48 and was the party’s vice presidential candidate in 2012. His decision fueled fresh doubts about the party’s ability to fend off a Democratic wave, fed by opposition to Trump, in November. And it threw the House into a leadership battle that could end up pushing Ryan aside sooner than he intended and crush any hopes for significant legislation before the election.

Ryan, though, said he had no regrets after having accomplished “a heckuva lot” during his time in a job he never really wanted. He said fellow Republicans have plenty of achievements to run on this fall, including the tax cuts Congress delivered, which have been his personal cause and the centerpiece of his small-government agenda, even though they helped skyrocket projected annual deficits toward $1 trillion.

“I have given this job everything I have,” Ryan said.

Speculation over Ryan’s future had been swirling for months, but as he dialed up colleagues and spoke by phone with Trump early Wednesday, the news stunned even top allies.

Ryan announced his plans at a closed-door meeting of House Republicans. Rep. Mark Walker of North Carolina said an emotional Ryan “choked up a few times trying to get through” his remarks and received three standing ovations.

He later briefly thanked Trump in public for giving him the chance to move GOP ideas ahead.

While Ryan was crucial in getting the tax cuts passed, a prime Trump goal, he and the president have had a difficult relationship. Trump showed impatience with Congress’ pace in dealing with his proposals, and Ryan had to deal with a president who shared little of his interest in policy detail.

Still, for many Republicans, it’s unclear who will be left in leadership to counterbalance Trump. Ryan has been “a steady force in contrast to the president’s more mercurial tone,” said Rep. Mark Sanford of South Carolina. “That’s needed.”

The speaker had been heading toward this decision since late last year, said a person familiar with his thinking, but as recently as February he had considered running for another term. His own father died suddenly of a heart attack when he was 16, and though Ryan is in good health, the distance from his family weighed on him. A final decision was made over the two-week congressional recess, which he partly spent on a family vacation in the Czech Republic.

Ryan, from Janesville, Wisconsin, was first elected to Congress in 1998. Along with Reps. Eric Cantor and Kevin McCarthy, he branded himself a rising “Young Gun” in an aging party, a new breed of hard-charging Republican ready to shrink the size of government.

Ryan was pulled into the leadership job by the sudden retirement in 2015 of Speaker John Boehner, who had struggled to control the chamber’s restless conservative wing. He has had more trust with the hardliners in the House.

“That’s probably his greatest gift to us,” said Rep. Kevin Cramer of North Dakota. “His ability to bridge the vast divide.”

House Majority Leader McCarthy, a Californian known to be tighter with Trump, is expected to again seek the top leadership post that slipped from his reach in 2015. He will likely compete with Majority Whip Steve Scalise of Louisiana. Both men spoke at the closed-door meeting Wednesday, delivering tributes to Ryan, and both attended a GOP leadership dinner Wednesday night with Trump at the White House.

Another potential rival, Rep. Mark Meadows of North Carolina, a member of the conservative House Freedom Caucus, demurred when asked if he’d pursue the speaker’s job. “Leadership has never been on my bucket list, and it’s not on my bucket list today,” he said.

Ryan’s announcement came as Republicans are bracing for a potential blue wave of voter enthusiasm for Democrats, who need to flip at least 24 GOP-held seats in November to regain the majority.

As the House GOP’s top fundraiser, Ryan’s lame-duck status could send shockwaves through donor circles that are relying on his leadership at the helm of the House majority. He has hauled in $54 million so far this election cycle.

“It injects some more uncertainty to be sure,” said the No. 2 Senate Republican, John Cornyn of Texas. “It’s just another issue that’s floating out there, and obviously there’s going to be some competition for his successor.”

But a top GOP fundraiser, Eric Tanenblatt, expects Ryan to remain a force in a tough cycle.

“Donors who are committed to making sure Republicans hold onto the majority will do whatever they have to do to make that happen,” he said.

Senate Majority Leader Mitch McConnell, who has worked with Ryan, praised his colleague’s tenure. The Democratic House leader, Nancy Pelosi of California, said she hoped Ryan would work constructively on bipartisan goals before he leaves.

In Wisconsin, Republicans had no obvious successor in waiting. The most likely GOP candidate for Ryan’s seat is state Assembly Speaker Robin Vos, Republicans in the state said. Another Republican mentioned as a potential candidate is longtime Ryan family friend and backer Bryan Steil, an attorney and member of the University of Wisconsin Board of Regents.

Democrat Randy Bryce, a colorful ironworker who has cultivated an “IronStache” moniker, had been Ryan’s best-known challenger, drawing liberal support from around the country. He had nearly $2.3 million in the bank at the end of the first quarter. Janesville teacher Cathy Myers has also been running on the Democratic side. The only declared Republicans are Paul Nehlen, who was banned from Twitter earlier this year for posts criticized as racist or anti-Semitic, and Nick Polce, an Army veteran who also co-owns a security consulting firm.

While his plans are uncertain once he steps down in January, Ryan has long said being speaker would be his last job in elected office. Others have suggested that an ideal job for the policy wonk could be running a think tank, noting the leader of the conservative American Enterprise Institute recently announced he would be stepping down.

• Sweden submitted its plan to support Russia to investigate because the rest of the world supports the vote, except for U.S., U.K, Israel,who did the chemical attacks on Syria;

• U.K. said Russia and Iran did it because the U.S. said they saw it on Facebook;

• Bolivia just went all out there and blasted the U.S. and United Nations by calling for a special, independent investigative body, because Russia cannot do an investigation like this all by themselves and the rest of the world wants to work with Russia, since the UN refuses to lift a finger to investigate chemical attacks in Syria, even through the UN has received notification at least 3 times in advance of these chemical attacks by the U.S;

• Russia just did a smackdown and asked for an independent investigation because they did not want to investigate based upon intelligence of the chemical attacks given to them by the U.S., whom the world is accusing of the chemical attacks.

• Taking a break to caucus on the vote.

• They came back not being able to come to agreement on the Russia written resolution to establish an independent fact finding mission because there are questions if the chemical attack actually took place, because there has not been a fact finding mission to see if it was a chemical or if it was a social media propaganda.

FUN FACT!  Putin and Obama already identified the chemical tagants through Porton Downs and filed with the ICC last year.  Sarin gas containers had U.S. inventory bar codes from Libya, too!

It is with grave concern that I note the violence and deteriorating situation in the Gaza Strip in the context of recent mass demonstrations. Since 30 March 2018, at least 27 Palestinians have been reportedly killed by the Israeli Defence Forces, with over a thousand more injured, many, as a result of shootings using live ammunition and rubber-bullets. Violence against civilians - in a situation such as the one prevailing in Gaza – could constitute crimes under the Rome Statute of the International Criminal Court ("ICC" or "the Court"), as could the use of civilian presence for the purpose of shielding military activities.

I remind all parties that the situation in Palestine is under preliminary examination by my Office. While a preliminary examination is not an investigation, any new alleged crime committed in the context of the situation in Palestine may be subjected to my Office's scrutiny. Zoe's Ark: There Are No Blurred Lines Between Humanitarian Aid And Exploitation

The piece is on international adoptions, or, what I prefer to call it, human trafficking.

Political pundits refuse to speak upon the U.S. Child Welfare System, and understandably why: I am the only source and it operates under a legal cloak of secrecy.

My work is to preserve the annals of history, as they have been destroyed and manipulated for nefarious purposes.

With all due respect, political pundits are also into self-promotion, a career sustainable action, but I am in this game as an original source...on a mission.

Cases like the Zoe’s Ark scandal, the Silsby scandal, and others provide a troubling picture of war torn or disaster stricken areas creating situations ripe for abuse by NGO’s and other “charitable” groups that severely lack public or governmental accountability. These cases raise the question of transparency in aid work, and suggest that issues in this area have been ongoing in different regions for some time.

To get an idea of how relevant this issue currently is, Russia Today published an article yesterday revealing that more than 100 missing refugee children in Calais may have become victims of sex trafficking. Julian Assange has also questioned the legitimacy of Bono’s “One” foundation, calling it a “special ops match made in heaven.” Elizabeth Lee Beck, a Yale-educated litigator in the DNC Fraud Lawsuit, appeared in a bombshell interview with alternative media website Infowars, where she referenced issues that had come up in her research in regards to the death of Peter Smith, Beranton Whisenant and others. Given these developments, it is especially timely to take a closer look at scandals like Zoe’s Ark and ask why, after over a decade, the issues stemming from such cases have not been fully addressed.

Charity involvement in child and organ trafficking is a concerning issue; these concerns were repeated in 2010, this time in Haiti with the Laura Silsby child debacle. The accusations mirrored similar comments made by the Prime Minister of Haiti in an interview with CNN where he accused American NGOs of removing children for the express purpose of selling them to pedophilia and organ trafficking rings. Former French Minister of Foreign and European Affairs and founder of Médecins Sans Frontières Bernard Kouchner bridges these cases in some respects, and casts additional light on the concerning lack of transparency that NGO’s enjoy and the corruption that has consistently resulted in these chaotic conditions.

Zoe’s Ark, also known as L’Arche de Zoe and Children Rescue, was registered as an NGO with the French government in 2004 in the wake of the Asian Tsunami. The charity’s leader, Eric Breteau, soon turned the group’s attention towards conflict in Darfur. The 2007 incident that resulted became infamous when it was revealed that members of the organization including its founder had intended to sell the children for thousands of Euros to French families.

The BBC reported that the children recovered from Zoe’s Ark were healthy, specifying that the children were not being treated for any serious illnesses or injuries. According to NBC News, Zoe’s Ark workers had presented the children as ill and injured by applying bandages to non-existant wounds. This suggested that Zoe’s Ark had intentionally faked injuries on the bodies of healthy children, possibly to hide their identity and origin.

Furor was heightened when it emerged that most of the children recovered from Zoe’s Ark  originated from areas not involved in the Darfur conflict. The vast majority of those children were between the ages of three and five years old, with several infants. Zoe’s Ark described their motivations as altruistic, despite admitting that they had planned to circumvent African and European adoption laws in order to remove the children. That the charity would take children with living relatives from a location that was not involved in the Darfur conflict, then intentionally create an appearance of injuries in order to further misconstrue the children’s origin, is deeply disturbing and raises concerns regarding the NGO’s intentions.

Outrage surrounding the scandal intensified when it was revealed that the 103 children recovered from the charity represented only a tiny fraction of the total number the charity planned to remove under such controversial circumstances. According to the Berkley Center for Peace, Religion and World Affairs, Zoe’s Ark had intended to remove as many as 10,000 children from the area during the single operation in Chad. The wealth that Zoe’s Ark would have gained from removing ten thousand such children is truly mind boggling to contemplate. French citizens were reported to have been prepared to pay thousands of Euros (up to $11,000) per child.

The child welfare industry will typically use the name of "paper orphans".

The story tells the history of human trafficking in child welfare, specifically the international adoption market.

The same model is domestically in existent in the United States through Child Protective Services.

A child is made an paper orphan through Termination of Parental Rights through the courts, where an original parent is considered guilty until proven innocent, without right to face one's accuser, based upon fraudulent generation of evidence, for the crime of "failure to provide for the necessary needs of the child" (a.k.a. poverty).

No opportunity exists to reverse a termination of parental rights, which transfers, or rather, reverts, legal ownership of the child back to the state as a ward of the court for federal billing purposes.

Once the child is adopted, all files, particularly the billing files, are sealed from the annals of history, devoid of any mechanism of external forensic audits as these are tax exempt, mostly christian non profits.

What struck me most with this expose was that it went back to 1994 and looked into the billions of dollars funneled through this black market.
