Amy Coney Barrett initially failed to disclose talks on Roe v. Wade hosted by anti-abortion groups on Senate paperwork

(CNN)Judge Amy Coney Barrett initially failed to disclose two talks she gave in 2013 hosted by two anti-abortion student groups on paperwork provided to the Senate ahead of her confirmation hearing to become the next Supreme Court justice.

Barrett, President Donald Trump's nominee to succeed Justice Ruth Bader Ginsburg, gave the talks -- a lecture and a seminar -- in 2013 in her capacity as a law professor at the University of Notre Dame. The seminar was co-sponsored by the school's Right to Life club and constitutional studies minor, and the lecture was held by the law school's Jus Vitae club. CNN's KFile found advertisements for two lectures on social media and in a weekly Notre Dame faculty newsletter.

Late on Friday night, hours after this story published, the Senate Judiciary Committee released a supplemental update to Barrett's committee questionnaire that includes the lecture and seminar, as well as a paid advertisement she signed that criticized Roe v. Wade and reaffirmed support for Notre Dame's "commitment to the right to life." The release came after CNN asked the White House about the advertisement earlier on Friday.

It is not known what was said in the two events, though both centered on abortion court cases. In a separate instance, CNN's KFile found a publicized talk that Barrett gave to coincide with the 40th anniversary of Roe v. Wade -- a seminar Barrett disclosed in her Senate paperwork -- was removed by the university from YouTube in 2014. A school spokesman told CNN the video is now lost.

Barrett's confirmation to the Supreme Court would strengthen its current conservative majority -- creating a 6-3 bloc of conservative justices -- and could limit abortion access.

Barrett's initial failure to disclose the two events also raises questions about whether the questionnaire is complete or whether there will be any consequences from the Republican-led Senate Judiciary Committee, which oversees her confirmation hearing. Past chairmen of the powerful committee have halted the nomination process after judicial nominees omitted information in their Senate paperwork but under committee Chairman Lindsey Graham that scenario is unlikely.

The committee has slated a hearing for Barrett on October 12 in an effort to confirm her by the full Senate before the election.

Senate Democrats on the Judiciary Committee sent a letter to the Justice Department this week that said Barrett did omit materials concerning Roe v. Wade and asked if Barrett omitted any more materials after the National Review reported that Barrett signed a letter on a "right to life" ad in 2006 that called for the end of the landmark legal decision.

White House spokesperson Judd Deere told CNN in an email, "Judge Barrett submitted her lengthy Senate Judiciary Questionnaire, spoke with an overwhelming majority of the Senate Judiciary Committee, and continues to be transparent throughout her confirmation process. She looks forward to answering questions from the Senators next week."

A spokesperson for the Senate Judiciary Committee told CNN "it is a very normal practice" for Supreme Court nominees to update their questionnaire, noting that several current Supreme Court justices also supplied updated copies.

CNN reached out multiple times to Barrett through her law chambers but did not get a response.

While Barrett's association with anti-abortion groups has come under scrutiny -- including signing a Right to Life ad in 2006 -- little has been examined about her work with anti-abortion groups at Notre Dame. Barrett gave the talks hosted by the anti-abortion student groups while she was also a member of the Notre Dame chapter University Faculty for Life, which staunchly opposes abortion.

In 2016, the group sent a letter asking the university to rescind an award honored to then-Vice President Joe Biden in recognition for his work as an American Catholic. The group called it "a scandalous violation of the University's moral responsibility (as the American bishops wrote in 2004) never to honor those who act in defiance of fundamental moral principles about the sanctity of life" and attacked his views on abortion.

Barrett initially failed to disclose two seminars she gave students on Roe v. Wade

In April 2013, Barrett gave a small hour-long seminar "for students on changes to law and life for women after Roe v. Wade" entitled "Being a Woman After Roe."

According to a copy of the Facebook event advertising the seminar, spots were limited to 15 students. A student publication promoted the event as an informal seminar, small group setting in which students can learn more from faculty members who oppose abortion.

"The Right to Life Seminar Series was begun as an opportunity for students and professors to discuss a variety of issues related to human life and dignity," an advertisement for the event reads.

The conservative judge also did not disclose that in November 2013 she spoke to Jus Vitae, the law school's Right to Life club, on "The Supreme Court's Abortion Jurisprudence." The law school advertised the lecture as focusing on Roe v. Wade and the cases that followed it, including cases that were being litigated on the lower courts at that time.

The lecture Barrett did disclose was entitled "Roe at 40: The Supreme Court, Abortion, and the Culture War that Followed," taking place in January 2013 and open to the university community. It was co-sponsored by the university's Constitutional Studies minor.

However, video for the lecture, which CNN's KFile found on the Internet Archive's Wayback Machine was advertised by the school as being available on YouTube, was removed by the user in 2014, according to a YouTube spokesperson.

Of 11 lectures publicized as available to watch on the school's event, only Barrett's was removed from YouTube.

After CNN inquired to obtain video of the event, a university spokesperson, Dennis K. Brown, told CNN, "We have checked with the organizer of the event [sic] have no information on what has become of the video of that lecture."

Several on-campus publications covered the event and Barrett's remarks at the time.

The Observer, Notre Dame's student newspaper, wrote that Barrett said, ''I think it is very unlikely at this point that the court is going to overturn Roe as curbed by [Planned Parenthood v.] Casey. The fundamental element, that the woman has a right to choose abortion, will probably stand," she said.

The Irish Rover, a student publication covering Catholic identity, quoted Barrett as saying, "whether or not Roe gets overturned is irrelevant," saying the question of abortion would return to the state level and could still be legal in certain states.

Anti-Biden letter

As Barrett gave talks on abortion to groups associated with the on-campus Right to Life groups, Barrett was also a member of the university's chapter of the University Faculty for Life from the group's founding in 2010 until 2016, according to her Senate paperwork.

While she was a member of the group, the group unanimously passed a resolution for a letter calling on the university to rescind an award given to then-Vice President Biden because of his beliefs on abortion.

"Notre Dame claims to award the Laetare Medal 'annually to an American Catholic in recognition of outstanding service to Church and society,'" the letter reads. "But our Faculty for Life Chapter agrees with Bishop Kevin Rhoades that the awarding of the Laetare Medal to Vice-President Biden is a scandalous violation of the University's moral responsibility (as the American bishops wrote in 2004) never to honor those who act in defiance of fundamental moral principles about the sanctity of life."

The faculty letter attacks Biden's position on abortion for not wanting to "impose" the Catholic Church's teachings on abortion upon a woman or a doctor, supporting the death penalty and for rejecting "the truth that human life begins at conception." It also states that public officials like Biden have "an especially grave duty to preserve" life.

The Scripps Research Institute (TSRI) has agreed to pay the U.S. $10 million to settle claims that it improperly charged NIH-funded research grants for time spent by researchers on non-grant related activities such as developing, preparing, and writing new grant applications, teaching, and engaging in other administrative activities, the Department of Justice announced today. 

“The NIH has finite resources to support important research across the nation,” said Acting Assistant Attorney General Jeffrey Clark for the Department of Justice’s Civil Division.  “Today’s settlement demonstrates our commitment to protect those resources by ensuring that NIH grants funds are used for the purposes for which they were intended."

“Federal grant recipients must use the grant funds they receive on tasks that specifically relate to the funded project.  Those that improperly charge the government for costs unrelated to the project must be held accountable,” said U.S. Attorney Robert K. Hur.  “The U.S. Attorney’s Office and the Department of Justice have a duty to protect government resources and ensure they are used appropriately.”

“Taxpayers funds for medical research are finite and the need for scientific advances is great; therefore, it’s critical that these resources are used as intended,” said Special Agent in Charge Maureen R. Dixon, U.S. Department of Health and Human Services Office of Inspector General.  “Working with our law enforcement partners, our investigators will continue to protect these resources so that they are spent appropriately.”

TSRI is a non-profit biomedical research institute with campuses located in Jupiter, Florida and La Jolla, California. TSRI receives millions of dollars in funding from NIH through hundreds of grants each year.  The settlement resolves allegations that between 2008 and 2016, TSRI failed to have a system in place for its faculty to properly account for time spent on activities that cannot be charged directly to NIH-funded projects or are unrelated to the research activities of the NIH-funded project.  Consequently, the U.S. contended that TSRI improperly charged time spent by faculty on developing, preparing, and writing new grant applications directly to existing NIH-funded projects, rather than allocating such charges as indirect costs.  The U.S. also alleged that TSRI improperly charged NIH-funded projects for time spent by its faculty on other activities unrelated to the funded projects, such as teaching, TSRI committee work, and other administrative tasks. 

The settlement resolves allegations originally brought in a lawsuit filed under the qui tam, or whistleblower, provisions of the False Claims Act by Thomas Burris, Ph.D, a former TSRI employee.  The act permits private parties to sue on behalf of the government for false claims for government funds and to receive a share of any recovery.  Dr. Burris will receive $1.75 million.

The settlement was the result of a coordinated effort by the Civil Division of the Department of Justice, the U.S. Attorney’s Office for the District of Maryland, and the Office of Inspector General of the Department of Health and Human Services.

The case is captioned U.S. ex rel. Burris v. The Scripps Research Institute, Case No. 1:15-CV-01443 (D. Md.).  The claims resolved by the settlements are allegations only; there has been no determination of liability.

Through Baptism "we are reborn as children of God for ever!". Pope Francis emphasized this key concept to the faithful who had gathered in Saint Peter's Square for the General Audience on Wednesday, 9 May [2018]. Continuing the series of catecheses dedicated to the sacrament of Christian initiation, the Pontiff spoke about the central rite of "the holy immersion" accompanied by the invocation of the Holy Trinity. The following is a translation of the Pontiff's reflection, which he shared in Italian.
Dear Brothers and Sisters, Good morning! 

The catechesis on the Sacrament of Baptism leads us to speak today about the holy immersion accompanied by the invocation of the Holy Trinity, that is, the central rite, which actually “baptizes” — that is, immerses — one in the Paschal Mystery of Christ (cf.Catechism of the Catholic Church, n. 1239). Saint Paul recalls the significance of this rite to the Christians of Rome, first asking: “Do you not know that all of us who have been baptized into Christ Jesus were baptized into his death?”, and then responding: “We were buried [...] with him by baptism into death, so that as Christ was raised from the dead [...], we too might walk in newness of life” (Rom 6:4). Baptism opens for us the door to a life of resurrection, not to a worldly life. A life according to Jesus.
The baptismal font is the place in which one experiences the Easter Passover with Christ! The old man, with his “deceitful lusts” is buried (cf. Eph 4:22), so that a new creature may be born; truly the old things have passed away and new things are born (cf. 2 Cor 5:17). The “Catechetical Lectures” attributed to Saint Cyril of Jerusalem thus explain to the newly baptized what has happened to them in the water of Baptism. This is Saint Cyril’s beautiful explanation: “And at the self-same moment you were both dying and being born; and that Water of salvation was at once your grave and your mother” (n. 20, On the Mysteries, ii, 4-6; pg 33, 1079-1082). The rebirth of the new man requires that the man corrupted by sin be reduced to dust. The images of the tomb and of the maternal womb referring to the font, indeed, clearly express what great things come about through the simple rite of Baptism. I like the inscription found on the ancient Roman Lateran Baptistry, which reads, in Latin, this expression attributed to Pope Sixtus III: “Mother Church conceives her offspring by the breath of God, and bears them virginally in this water. Hope for the Kingdom of Heaven, you who are reborn in this font”.1 It is beautiful: the Church that bears us, the Church which is womb, is our mother through Baptism. 

If our parents have generated us in earthly life, the Church has regenerated us to eternal life in Baptism. We have become children in her Son Jesus (cf. Rom 8:15; Gal 4:5-7). Upon each one of us too, born anew through the water and through the Holy Spirit, the heavenly Father makes his voice resonate with infinite love, saying “You are my beloved son” (cf. Mt 3:17). This paternal voice, imperceptible to the ear but well audible to the heart of those who believe, accompanies us throughout our life, never abandoning us. Throughout our life the Father tells us: “You are my beloved son; you are my beloved daughter”. God loves us so much, as a Father, and never forsakes us. It is so from the moment of Baptism. We are reborn as children of God for ever! Indeed, Baptism is not repeated, because it imprints an indelible spiritual seal: “No sin can erase this mark, even if sin prevents Baptism from bearing the fruits of salvation” (ccc, n. 1272). 

The seal of Baptism is never lost! “Father, but if a person becomes an infamous brigand, who kills people, who inflicts injustice, does the seal not disappear?”. No. To his own shame a child of God is the person who does these things; but the seal does not go away. And he continues to be a child of God, who opposes God; but God never disowns his children. Do you understand this last point? God never disowns his children. Shall we all repeat it together? “God never disowns his children”. A little louder, because either I am hearing impaired or I did not understand: [they repeat, louder] “God never disowns his children”. There, that was better. 

Incorporated in Christ through Baptism, the baptized are thus conformed to him, “the first-born son among many brethren” (Rom 8:29). Through the action of the Holy Spirit, Baptism purifies, sanctifies, justifies, to form in Christ, of many, one single body (1 Cor 6:11, 12, 13). The crismal anointing “signifies the royal priesthood of the baptized and enrollment into the company of the people of God” (Rite of Baptism for Children, n. 18:3). Hence the priest anoints the head of every baptized person with the sacred chrism after pronouncing these words which explain the significance: God himself “anoints you with the chrism of salvation, so that, united with his people, you may remain for ever a member of Christ who is Priest, Prophet, and King” (ibid., n. 62). Brothers and sisters, here lies the entire Christian vocation: to live united to Christ in the holy Church, participants in the same consecration in order to carry out the same mission, in this world, bearing fruits that endure for ever. Enlivened by the One Spirit, in fact, the whole People of God participates in the offices of Jesus Christ, “Priest, Prophet and King”, and “bears the responsibilities for mission and service that flow from them”. (ccc, nn. 783-386). 

What does it mean to participate in the royal and prophetic priesthood of Christ? It means making of oneself an offering acceptable to God (cf. Rom 12:1), bearing witness to him through a life of faith and charity (cf. Lumen Gentium, n. 12), placing it at the service of others, after the example of the Lord Jesus (cf. Mt 20:25-28; Jn 13:13-17). Thank you.

Dearborn Catholic priest finds his baptism was invalid, impacting parishioners' sacraments

Editor's note: The original version of this story included baptisms in a list of affected sacraments. However, baptisms performed by the Rev. Matthew Hood remain valid as baptisms can be performed by anyone, not just priests. The story has been corrected.

A Dearborn priest has learned his baptism was invalid after a notice from the Vatican’s Congregation for the Doctrine of the Faith that baptisms using specific language were unacceptable.

Father Matthew Hood, of the Archdiocese of Detroit assigned to the Divine Child Parish in Dearborn, learned he was not a baptized Catholic on Aug. 6 after watching a family video of his baptism. He found the deacon, Deacon Mark Springer, used improper language.

In the note from the Vatican, if particular words were changed, then the baptisms were not valid — two words specifically: We and I.  To say, “We baptize you in the name of the Father and of the Son and of the Holy Spirit” inaccurately portrays the sacrament of baptism. Instead, ministers must "allow Jesus to speak through them," by saying, "I baptize you in the name of the Father and of the Son and of the Holy Spirit.”

“It is the duty of the local Church to ensure that everyone entrusted into her care has the full benefit and certainty that come from the valid reception of the sacraments, which have been given to us to keep us as secure as possible on the path to heaven," Archbishop Allen Vigneron said in a release. "On behalf of our local Church, I am deeply sorry that this human error has resulted in disruption to the sacramental lives of some members of the faithful. I will take every step necessary to remedy the situation for everyone impacted."

For those who received sacraments like marriage and confessions from Hood, pastors will be directing an outreach to find solutions to any situations that may have been affected. Affected parishes include St. Anastasia, where Springer was assigned, and the Church of the Divine Child, where Hood has served since 2017. Parishioners who received sacraments at St. Lawrence in Utica, where Hood was newly assigned this summer, may also be affected.

Baptisms performed by Hood are valid, however, as baptisms can be performed by anyone, not just priests. Those who received baptisms from him do not have to seek remediation from other priests.

“One of my first concerns when I found out was about everyone this affects. As a priest, I want to be able to reach out to them and tell them this is something that’s very strange and probably painful, but I’ve gone through this as well, and I want to help you to remediate this problem so we can be certain you’ve received the grace of the sacraments,” Hood said in a release. “It’s a grace to realize that God is not a liar. Any experience of the sacraments, even if they were celebrated invalidly, God was still present, and God still honors that. God doesn’t repent of our desire for Him and this call that He’s given to us to follow Him and be faithful to Him."

Hood contacted the Archdiocese after realizing his baptism was invalid and was able to fix his situation. He received valid Sacraments of Christian Initiation, spent time on retreat, then he received the Sacraments of Holy Orders. Hood was then ordained a transitional deacon before receiving priestly ordination Monday evening.
