A court spokeswoman said the chief justice had fallen while walking for exercise and blamed dehydration.
WASHINGTON — Chief Justice John G. Roberts Jr. sustained a head injury last month that required a night at the hospital, a spokeswoman for the Supreme Court said on Tuesday.
“The chief justice was treated at a local hospital on June 21 for an injury to his forehead sustained in a fall while walking for exercise near his home,” the spokeswoman, Kathleen Arberg, said in a statement.
“The injury required sutures, and out of an abundance of caution, he stayed in the hospital overnight and was discharged the next morning,” Ms. Arberg said. “His doctors ruled out a seizure. They believe the fall was likely due to lightheadedness caused by dehydration.”
The incident was first reported by The Washington Post, which said it had made inquiries after receiving a tip that Chief Justice Roberts had been seen at a Maryland country club bleeding from his head.
Other members of the court, notably Justice Ruth Bader Ginsburg, have volunteered information about health setbacks requiring hospitalization. Chief Justice Roberts did not disclose his fall until The Post asked.
The chief justice has twice had seizures, in 1993 and 2007, but Ms. Arberg’s statement said his latest fall had not been caused by one.
The last seizure happened at the chief justice’s summer home in Maine. At the time, the court described the episode as a “benign idiopathic seizure,” one that could be a sign of epilepsy. The incident was similar to one he experienced 14 years before, the court’s news release at the time said. Idiopathic means that the cause of the seizure remained unknown.
Chief Justice Roberts is 65 and appeared to be in vigorous good health when the court last heard arguments in March.
The chief justice has been busy, as the court has been working to issue major decisions in the middle of the coronavirus pandemic. He has emerged this term as the median justice, casting the decisive votes in all of the court’s closely divided decisions, including ones on L.G.B.T.Q. rights, young immigrants known as Dreamers and abortion.
The court is expected to issue its final five decisions of the term in the coming days. They include cases on whether President Trump can block the release of financial records sought by Congress and by New York prosecutors.

The Department of Homeland Security has agreed to share certain government records from its databases to help the Census Bureau produce data about the U.S. citizenship status of every person living in the country.
DHS quietly announced the data-sharing agreement in a regulatory document posted on its website on Dec. 27. It marks the latest development in the Trump administration's ongoing effort to carry out the executive order President Trump issued in July after courts blocked the administration from adding a citizenship question to the 2020 census.
Two weeks after the U.S. Supreme Court ruled last year to keep the citizenship question off, President Trump said in the executive order that releasing citizenship data based on existing records would allow states to redraw voting districts using the number of eligible voters rather than all residents in an area — a method of redistricting that a prominent GOP strategist concluded would politically benefit Republicans and non-Hispanic white people.
According to the DHS document, which was first reported by Federal Computer Week, U.S. Citizenship and Immigration Services is sharing personal information about naturalized U.S. citizens and green card holders from records going back to as early as 1973.
More recent records dating to 2013 from Customs and Border Protection, as well as Immigration and Customs Enforcement, will provide the Census Bureau with data such as noncitizens' full names, birth dates, addresses, Social Security numbers and alien registration numbers. CBP is also sharing the travel histories of visitors to the U.S., including those who have overstayed their visas.
Federal law restricts the release of immigration records about survivors of human trafficking and of certain other crimes who have applied for special visas, as well as survivors of domestic abuse who have applied for immigration benefits under the Violence Against Women Act. Still, USCIS has asked for permission to release to the Census Bureau data about refugees and asylum-seekers, whose records generally cannot be shared without their consent or a waiver signed by the Homeland Security secretary.
Trump Wants Citizenship Data Released But States Haven't Asked Census For That
The bureau plans to use the data it does receive to try to match the DHS records with those from other agencies about the same person. Each individual's records would then be used in a statistical model designed to produce anonymized estimates of U.S. citizens and noncitizens living in the country.
It is unclear, however, whether this process will be able to accurately determine the citizenship status of individuals. "No one source of citizenship information is complete and up-to-date," the DHS document — known as a privacy impact assessment — warns, while noting that misidentified individuals would receive "no adverse impact" because the efforts are only for "statistical purposes."
Still, Latinx community groups represented by the Mexican American Legal Defense and Educational Fund and Asian Americans Advancing Justice - AAJC are currently suing the administration, arguing that its data efforts are part of a conspiracy to stop Latinx communities, noncitizens and other immigrants from receiving fair political representation.
Meanwhile, the administration has spent months trying to amass citizenship records from other federal agencies, including the State Department and the Social Security Administration, plus states. In November, Nebraska became the first state to agree to share its driver's license records with the Census Bureau.
The data DHS provides "will not be used to make programmatic or administrative enforcement decisions," according to the document the department released last week.
Nebraska Is 1st State To Share Driver's License Records With Census Bureau
Instead, the document says DHS is providing the records as required by Trump's executive order to help determine numbers of three specific groups: "citizens, lawfully present non-citizens, and unauthorized immigrants in the United States during the decennial census."
While Trump's order does reference a need for a "more reliable" count of unauthorized immigrants to better inform public policy about immigration and eligibility for public benefits, the Census Bureau has not publicly acknowledged any plans to create such an estimate.
During public meetings in September, the Census Bureau's chief scientist, John Abowd, confirmed that the executive order — along with a filing to the White House's Office of Management and Budget, which reviews all federal government efforts to collect information — "commit" the bureau to releasing citizenship data by the end of March 2021, in time for the next round of redistricting.
The bureau's public information office has not responded to NPR's questions about whether it's planning to produce a count of unauthorized immigrants in response to the executive order.
The bureau is currently fighting off a lawsuit by the state of Alabama and Rep. Mo Brooks, a Republican from that state, which is arguing in court to get unauthorized immigrants excluded from census numbers used to determine the distribution of congressional seats among the states.
Both the bureau and the Department of Homeland Security's office of public affairs have also not responded to NPR's questions about when the new data-sharing agreement was signed and if any data have been transferred yet.
Plans for DHS to share data with the bureau through this agreement have been in negotiations since early 2018, when the bureau officials began scrambling to respond to the Trump administration's last-minute request to add a citizenship question to the 2020 census.
Latinx Advocacy Groups Sue To Block Citizenship Data Release By Trump Officials
Census Bureau officials have long advocated for the administration to rely on existing government records as a way to produce citizenship information that the bureau's researchers say is more accurate and less expensive than collecting self-reported responses to a census question. In 2018, Commerce Secretary Wilbur Ross, who oversees the Census Bureau, approved both adding the question to census forms and directed the bureau to request records from other agencies and state governments.
Still, the DHS document lays out a number of risks involved with sharing data with the bureau, including a concern that doing so is "not compatible with the original purpose" of DHS agencies collecting the information. It also flags the risk that the people whose information DHS is sharing with the Census Bureau may not want that to occur.
The document says, however, these risks "cannot be mitigated" and that Trump's executive order requires DHS to comply with the bureau's data requests.
Do Trump Officials Plan To Break Centuries Of Precedent In Divvying Up Congress?
Some privacy advocates have raised their own concerns about the potential misuse of data, especially at a time of increased immigration enforcement. Using the information to try to identify noncitizens "implicates fundamental due process rights and will impact both citizens and non-citizens," wrote Marc Rotenberg, president of the Electronic Privacy Information Center, in a July letter to leaders of the House Oversight and Reform Committee.
On top of those concerns, it's not clear exactly how accurate the data produced using the existing records will be. The DHS document acknowledges it is "notoriously difficult" to use data to determine a person's current immigration status because "individuals can have multiple immigration statuses through their lifetime."
"Because DHS is providing information at a point in time," the document says, "it is reasonable to believe that eventually data accuracy issues may arise."

SANTA ANA, California – A Chinese national pleaded guilty today to federal criminal charges for running an Orange County-based “birth tourism” business that catered to wealthy pregnant clients and Chinese government officials, charging them tens of thousands of dollars to help them give birth in the United States so their children would get U.S. citizenship.
Dongyuan Li (李冬媛), 41, of Irvine, pleaded guilty to one count of conspiracy to commit immigration fraud and one count of visa fraud. Li was one of 19 defendants named in a series of indictments unsealed earlier this year. She is the first of the charged operators of birth tourism businesses to plead guilty. The remaining defendants either are pending trial or are fugitives.
Li admitted in her plea agreement that, from 2013 until March 2015, she operated a birth tourism company in Irvine and in China called You Win USA Vacation Services Corp. You Win would assist pregnant foreign nationals – typically from China – to travel to and remain in the United States to give birth so their children would receive birthright U.S. citizenship, according to the plea agreement.
According to a January 2019 federal grand jury indictment against Li, You Win advertised that it had served more than 500 Chinese birth tourism customers seeking U.S. birthright citizenship for their children. The indictment details that Li used 20 apartments in Irvine, charged each customer between $40,000 and $80,000, and she received $3 million in international wire transfers from China in two years.
Some You Win customers coached by the company made false statements on their visa applications and to U.S. immigration officials, Li’s plea agreement states. Li also admitted that the customers were advised on how to pass the U.S. Consulate interview in China, including by falsely stating that they were going to stay in the United States for only two weeks, when in reality, they planned to stay for up to three months to give birth.
Li further admitted that her customers bypassed U.S. immigration controls by booking two flights – the first from China to Hawaii and the second from Hawaii to Los Angeles International Airport – because they thought it would be easier to clear U.S. Customs through Hawaii. Li’s customers also were coached how to trick U.S. Customs at ports of entry by concealing their pregnancies, according to the plea agreement.
In October 2013, Li made a $30,965 rent payment for Irvine apartments used in her birth tourism operation, and in November 2013, she made a $30,321 rent payment for those apartments, the plea agreement states.
As part of her plea agreement, Li agreed to forfeit more than $850,000, a Murrieta residence worth more than $500,000, as well as several Mercedes-Benz vehicles.
United States District Judge James V. Selna scheduled a December 16 sentencing hearing, at which time Li will face a statutory maximum sentence of 15 years in federal prison.
This case was investigated by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations and IRS Criminal Investigation. The Irvine Police Department provided substantial assistance.
This case is being prosecuted by Assistant United States Attorney Charles E. Pell of the Santa Ana Branch Office.
ICE has arrested about 250 students who were enrolled at a fake university in Farmington Hills set up by ICE to lure in students.
About 90 additional foreign students of a fake university in metro Detroit created by the Department of Homeland Security have been arrested in recent months.
A total of about 250 students have now been arrested since January on immigration violations by U.S. Immigration and Customs Enforcement (ICE) as part of a sting operation by federal agents who enticed foreign-born students, mostly from India, to attend the school that marketed itself as offering graduate programs in technology and computer studies, according to ICE officials.
Many of those arrested have been deported to India while others are contesting their removals. One has been allowed to stay after being granted lawful permanent resident status by an immigration judge.
The students had arrived legally in the U.S. on student visas, but since the University of Farmington was later revealed to be a creation of federal agents, they lost their immigration status after it was shut down in January. The school was located on Northwestern Highway near 13 Mile Road in Farmington Hills and staffed with undercover agents posing as university officials.
Out of the approximately 250 students arrested on administrative charges, "nearly 80% were granted voluntary departure and departed the United States," the Detroit office of ICE's Homeland Security Investigations (HSI) told the Free Press in a statement Tuesday.
Out of the remaining 20%, about half of them have received a final order of removal; some of them were ordered removed by an immigration judge, and others "were given an expedited removal by U.S. Customs and Border Protection," said HSI Detroit.

The remaining 10% "have either filed for some sort of relief or are contesting their removals with Executive Office for Immigration Review," said HSI Detroit.
ICE said in March that 161 students had been arrested, which has now increased to about 250; the 250 arrests took place from January to July, said an ICE spokesperson.
Meanwhile, seven of the eight recruiters who were criminally charged for trying to recruit students have pleaded guilty and have been sentenced in Detroit, including Prem Rampeesa, 27, last week. The remaining one is to be sentenced in January.
Attorneys for the students arrested said they were unfairly trapped by the U.S. government since the Department of Homeland Security had said on its website that the university was legitimate. An accreditation agency that was working with the U.S. on its sting operation also listed the university as legitimate.
There were more than 600 students enrolled at the university, which was created a few years ago by federal law enforcement officials with ICE. Records filed with the state Department of Licensing and Regulatory Affairs (LARA) show that the University of Farmington was incorporated in January 2016.
Many of the students had enrolled with the university through a program known as Curricular Practical Training (CPT), which allows students to work in the U.S through a F-1 visa program for foreign students. Some had transferred to the University of Farmington from other schools that had lost accreditation, which means they would no longer be in immigration status and allowed to remain in the U.S.
Emails obtained by the Free Press earlier this year showed how the fake university attracted students to the university, which cost about $12,000 on average in tuition and fees per year.
The U.S. "trapped the vulnerable people who just wanted to maintain (legal immigration) status," Rahul Reddy, a Texas attorney who represented or advised some of the students arrested, told the Free Press this week. "They preyed upon on them."
The fake university is believed to have collected millions of dollars from the unsuspecting students. An email from the university's president, named Ali Milani, told students that graduate programs' tuition is $2,500 per quarter and the average cost is $1,000 per month.
"They made a lot of money," Reddy said of the U.S. government.
Reddy said that two of the students who were sent back to India through a voluntary departure agreement with ICE were denied entry into the U.S. after they tried to reenter this year.
No one has filed a lawsuit or claim against the U.S. government for collecting the money or for allegedly entrapping the students.
Attorneys for ICE and the Department of Justice maintain that the students should have known it was not a legitimate university because it did not have classes in a physical location. Some CPT programs have classes combined with work programs at companies.
"Their true intent could not be clearer," Assistant U.S. Attorney Brandon Helms wrote in a sentencing memo this month for Rampeesa, one of the eight recruiters, of the hundreds of students enrolled. "While 'enrolled' at the University, one hundred percent of the foreign citizen students never spent a single second in a classroom. If it were truly about obtaining an education, the University would not have been able to attract anyone, because it had no teachers, classes, or educational services."
In the memo, federal prosecutor Baker said the case raises questions about the U.S. "foreign-student visa program."
Baker wrote that "immigration and visa programs have been hot-button topics in the United States for years and national scrutiny has only been increasing. Fairly or unfairly, Rampeesa’s conduct casts a shadow on the foreign-student visa program in general, and it raises questions as to whether the potential for abuse threatens to outweigh the benefits."
Reddy said, though, that in some cases, students who transferred out from the University of Farmington after realizing they didn't have classes on-site, were still arrested.
Rampeesa was sentenced Nov, 19 to one year in prison by Judge Gershwin Drain of U.S. District Court in Detroit. With time already served of 295 days, he should be out in about two to three months, and will then be deported to India, said his attorney Wanda Cal. He pleaded guilty to conspiracy to commit visa fraud and harbor aliens for profit.
Detroit ICE spokesman Khaalid Walls said the other recruiters sentenced so far are Barath Kakireddy, 29, of Lake Mary, Florida, 18 months; Suresh Kandala, 31, of Culpeper, Virginia, 18 months; Santosh Sama, 28, of Fremont, California, 24 months; Avinash Thakkallapally, 28, of Harrisburg, Pennsylvania, 15 months; Aswanth Nune, 26, of Atlanta, Georgia, 12 months; Naveen Prathipati, 26, of Dallas, Texas, 12 months.
Phanideep Karnati, 35, of Louisville, Kentucky, is to be sentenced in January.
In court, Rampeesa's attorney, Cal, said his client had no criminal record and came from a rural background in India.
He was trying to "help his family back home," Cal said before Judge Drain. "My client is very remorseful. He is really a good person caught up in a bad situation."
Rampeesa arrived in the U.S. legally a few years ago on a student visa and earned in 2016 a master's degree in computer science at Northwestern Polytechnic University. But the university later lost its accreditation, which put his immigration status in jeopardy. He had spent $40,000 in tuition and fees for his studies at the university.
"He was desperate to find a way to stay in the United States," Rampeesa's attorney, Cal, wrote in his sentencing memo. He wanted to get a Ph.D. in computer science, she said.
Rampeesa then met Sama, who recruited him to attend the University of Farmington and told him he could get tuition credits if he recruited other students, Cal said.
Sama and Rampeesa were working with people they thought were university officials, but were actually undercover agents for the Department of Homeland Security.
"My client has no other criminal history, not even a traffic ticket," Cal said in court last week.
Assistant U.S. Attorney Baker said in court that Rampeesa was "aware it was completely fake," that "it was just for maintaining status."
"He chose the University of Farmington for a reason," Baker said of Rampeesa.
In calling for a sentence of 24 to 30 months, Baker said: "It's important to send a message ... this type of crime will not be tolerated."
Accompanying Baker in the court last week was Assistant U.S. Attorney Ronald Waterstreet, who helped prosecute the case.
Judge Drain sentenced him to 1 year, but he will be released in two to three months because of time served, and then deported.
Drain said of Rampeesa: "You don't have any criminal history. ... I don't think you're a danger to the public."
Rampeesa received a shorter sentence than Sama because he was not recruiting other students for cash, but for tuition credits provided by the university, Judge Drain said.
Rampeesa wrote a letter to the court pleading for leniency that was read before the judge. A Telugu-speaking translator was at his side in court, translating the courtroom proceedings. Most of the students were from Telugu-speaking regions of India in the state of Andhra Pradesh.
He said he was trying in the U.S. after his previous university's loss of accreditation made his master's degree "worthless."
"I am ashamed," Rampeesa wrote. "I made a very bad decision" to recruit students that "bought shame to my family name."
The hearing goes into the operations of the christian NGOs setting up humanitarian relief in the form of human plantations and trafficking tiny humans up to Michigan.

Many of these children are being processed for what is called concurrent planning, meaning, the children are being processed for adoption, being issued new names and new identities, which include new, U.S. citizenship.
House Judiciary Committee Chairman Jerry Nadler said Monday that the heads of border and immigration agencies should face criminal prosecution for what he says is child abuse at border detention facilities.
“This is inhuman. Frankly, I think it’s criminal,” Nadler, a New York Democrat, told MSNBC’s Rachel Maddow.
“There ought to be criminal prosecutions of some of the agency heads and some of the people for child abuse. This is clearly child abuse. It violates probably half a dozen laws.”
Nadler was commenting on reports from 13 House Democrats who visited a border facility in El Paso, Tex. earlier on Monday. The lawmakers said they saw Central American migrants being held with limited supplies of water.
New York Rep. Alexandria Ocasio-Cortez, who took part in the visit, claimed that Customs and Border Protection agents told female detainees to drink water from toilets. When asked whether she witnessed such an exchange, Ocasio-Cortez declined to answer. She also reportedly screamed at agents in “a threatening manner” and refused to tour parts of the facility.
Border facilities have been inundated this year with a massive influx of Central Americans applying for asylum to live in the U.S. The surge has stretched the resources at Customs and Border Protection facilities.
Nadler did not say who at the immigration and border agencies should face criminal charges. Kevin McAleenan is serving as acting secretary of the Department of Homeland Security. Ken Cuccinelli is serving as acting director of U.S. Customs and Immigration Services, while John Sanders is acting commissioner of Customs and Border Protection.
WASHINGTON – The Supreme Court finally agreed Friday to referee a two-year-old dispute between President Trump and Democrats in Congress over the fate of nearly 700,000 undocumented immigrants brought to the United States as children.
The high court showdown, which could be decided in the midst of the 2020 presidential election, will determine whether Trump has the power to end the Deferred Action for Childhood Arrivals program known as DACA that President Barack Obama created in 2012.
Although the justices had refused the administration's request to intervene until now, their decision to hear the case next term signals a potential win for the White House. Three federal district courts and two appeals courts have blocked Trump from ending the program; only one district court has ruled in his favor.
One theory for the high court's previous reluctance to weigh in is its effort to avoid controversial issues for two reasons. Associate Justice Brett Kavanaugh's contentious Senate confirmation last fall put the court's legitimacy in jeopardy, and the justices likely don't want to be an issue in the 2020 elections.
The DACA program, established in 2012 without congressional approval, has protected 670,000 undocumented immigrants from deportation and enabled them to get work permits.
Trump originally proposed ending the program in 2017 but gave Congress six monthsto work out a compromise solution. That led to intense negotiations and a brief government shutdown but did not produce a law to save the so-called "Dreamers."
His backers have argued that since Obama created the program without Congress, Trump can end it the same way. But nearly all courts have said the administration's action was "arbitrary and capricious" and would harm both the participants and the state and local governments benefiting from their economic activity.
The Supreme Court has ruled against Obama and for Trump in other immigration cases. In 2016, it blocked a broader Obama initiative aimed at protecting millions of undocumented parents. Last year, it upheld Trump's ban against travelers from seven countries, including five with Muslim majorities.

In honor of Juneteenth, the U.S. celebrates, well, not really because the majority of Americans have no idea of what it means, the emancipation of slaves with the signing of the Emancipation Proclamation.
Juneteenth, also known as Juneteenth Independence Day or Freedom Day, is an American holiday that commemorates the June 19, 1865, announcement of the abolition of slavery in the U.S. state of Texas, and more generally the emancipation of enslaved African Americans throughout the former Confederate States of America. Its name is a portmanteau of "June" and "nineteenth", the date of its celebration.[1][2] Juneteenth is recognized as a state holiday or special day of observance in 45 states.[3]
But slavery was never abolished because of the Exception Clause, or rather the word "except".

I understand why people think orphanages effectively address the global orphan crisis. According to UNICEF, there are around 140 million orphans currently in the world. And orphanages can provide a place where children are safe with basic needs met. They have toys, clothing and shelter. They go to school. They sometimes have a swing set.
This is from the reference to UNICEF: In keeping with this and the agency’s commitment to adapt to the evolving realities of the AIDS crisis, UNICEF commissioned an analysis of population household surveys across 36 countries. Designed to compare current conditions of orphans and non-orphans, the global analysis suggests we should further expand our scope, focusing less on the concept of orphanhood and more on a range of factors that render children vulnerable. These factors include the family's ownership of property, the poverty level of the household, the child’s relationship to the head of the household, and the education level of the child’s parents, if they are living. In UNICEF’s experience, these are the elements that can help identify both children and their families – whether this term includes living parents, grandparents or other relatives – who have the greatest need for our support.
Orphanages allow loving, well-intentioned people to see the direct results of their donations and their work in a tangible way. But are they what’s really best for children? Decades of research tells us no. It’s time to change how we respond to the Global Orphan Crisis. First, we need to understand that in many ways it’s not an orphan crisis, but an “orphanage” crisis, and in order to usher in real change, we must start to visualize a solution that doesn’t have four sturdy walls:
Families. Forced migration. Human trafficking.
Orphanages, however loving and compassionate the staff, founders and surrounding community, are not adequate substitutes for real families. Studies have shown that institutional care – like orphanages - affects the way a child’s brain develops, causing dramatic developmental delays and even stunts physical growth; institutionalized children average 1.0–1.5 standard deviations below the mean for parent-reared children with respect to physical growth and behavioral and mental development. In fact, decades of research have shown us how children’s brains develop differently when affected by abuse and neglect. This changes how children form relationships and limits their ability to attach to others.
Orphanages are human plantations, warehouses of god, complete with a recordkeeping database of legacies, created by christian missionaries to "Salvage the Souls" by "Saving the Savages" by indoctrinating the society to the socioeconomic system of the tax exempt god.
If parents are humans, where humans are carbon. and climate change is about reducing carbon, would that then be one reason behind the need for more orphanages?
Then, there is the logistical issue of a few workers caring for many children. Young children are hardwired to need more than just food and water—they need attention and touch and positive affirmation from a consistent and present role model. Even the most good-hearted orphanage employees cannot possibly fulfill these emotional needs to a large group of children in a truly satisfactory manner. Groups of well-intentioned youth groups and church volunteers can also not meet these needs for children. Everything about growing up in an orphanage has life-altering consequences.

Think about your own family. If something awful were to happen, you wouldn’t want your child would go to an orphanage. Not even one with toys, a school and a swing set.
Parents in the United States often make arrangements for their children to live with relatives should anything unexpected happen, and when that’s not an option, we rely on foster care. By the 1950s, more children lived in foster homes than in orphanages in the United States. Today, U.S. orphanages have largely disappeared with foster care taking their place.
According to UNICEF data, an estimated 90 percent of “orphaned” children around the world actually have at least one living parent. Some parents surrender children to an orphanage because an extenuating circumstance – poverty, illness, regional violence, war or displacement – leads them to that point. If my child is in an orphanage, they think, at least they’ll eat. At least they’ll have a chance to go to school. At least they’ll have a chance at life.
For parents facing desperate options, poverty, the orphanage down the road that promises food and education becomes a good option and surrendering that child is the loving choice. They see it as the best option – or, often, their only option – for their child’s survival or education.
Poverty should never be a reason to place a child in an orphanage but it is andthere is nothing anyone can do about it – orphanages were never made to meet this need. They were once necessary in the midst of large-scale crises, like the HIV/AIDS crisis, that took the lives of entire villages. But now, orphanages should be a last resort, because there is a better way: Family-centered, individualized care.
Foster care that has been contextualized to function effectively in developing countries should be the alternative to orphanages. It’s time to change our understanding of orphanages to reflect the fact that most of the children in them are not actually orphaned. The majority of children in orphanages worldwide have one or two living parents. Family preservation and family strengthening programs, like temporary foster care, should replace orphanages and be offered to help assist parents thrive and remain together with their children. Christians who feel strongly the biblical call to care for the widow and orphan, and who have led the missions work to build orphanages in the past, are uniquely qualified to lead a movement of change within the Western Church. It is time to stand against orphanage-based care and instead support local, community-based foster care around the world. Foster care was the right decision in the U.S. in the early 1900s and it’s the right decision now on a Global stage.

But the Global effort must foremostly empower the local leaders and social work professionals to lead the change in their own communities.
