Now, I have to stand back and take pause, for the simple fact that this document is dated Fall 2010, and this whistleblower seems to have been waiting for the proper moment to come out and report this in the media.

Yes, that is correct, this whistleblower letter to our federal immigration agencies, by a registered, licensed nurse, Dawn Wooten, waited all this time to not go through the formal reporting of fraud channels, to get picked up on the news wires, about something that may or may not have happened to unnamed women, of which we have no formal testimony, affidavit, video, relative, or any other human rights and/or christian organization to protest the lack of action in the performance of experimental medical procedures on wards of the state.

I did not see Detroit just because Bethany Christian has the trafficking tiny humans contracts with ICE in Foster Care and Adoption (actually, it is only adoption, but do not say anything or they might get busted filing false claims in Medicaid), but there was no mention that it would be the State of Texas who would have jurisdiction over the women and children.

It is just a Parental Rights legal thing.

Anyway, I decided to take a deep breath to see if I could disprove my prescient visions of Detroit, where, lo and behold, I could not.

I remember that U.S. Social Forum came to Detroit, where just about no one from Detroit showed up because all the "Elected Ones" were at the Michigan Democratic Convention, where they merged with the crowd to make it look like they had lots and lots of people in their movement to set up the big event.
The 2010 US Social Forum took place in DetroitMichigan from the June 22–26[1] in the Northwest Goldberg area.[6] More than 20,000 people attended.[8] Detroit was chosen in part because of its activism in community building resulting from the lack of support from the Federal government of the United States. Organizers hoped that half of the 15,000 participants they had predicted would be from the Midwest.[9]
Organizers planned on supporting and beautifying the neighborhood. Thousands of bicycles used during the forum were to be donated to the residents afterward. Some attendees bought vacant homes that were donated to a local organization after the Forum. The Detroit Liberation Library was created from hundreds of books collected from USSF participants from all over the country and later offered throughout the city.[10]
Supporters of the Forum were encouraged to create Peoples Movement Assemblies in their own communities.[6]
Activists at the gathering participated in more than 1,000 self-organized workshops.[11] One of the most well attended events was a conversation between Grace Lee Boggs and Immanuel Wallerstein.[8] Thousands of Social Forum participants marched to occupy Chase Bank Detroit headquarters, resulting in a national Chase Bank official speaking with church leaders in Detroit about foreclosures.[12]

Lives Will Be Upended: Bishops Respond to Court Decision Allowing An End to Temporary Protected Status for Over 200,000 People



Washington, DC – Yesterday, in Ramos v. Wolf, the 9th Circuit Court of Appeals vacated an existing preliminary injunction or pause of the Trump Administration’s attempt to terminate Temporary Protected Status (TPS) for over 200,000 individuals living legally in the United States. Archbishop José H. Gomez of Los Angeles, president of the U.S. Conference of Catholic Bishops (USCCB), Bishop Mario E. Dorsonville, auxiliary bishop of Washington, chairman of the USCCB’s Committee on Migration, and Sean Callahan, president and CEO of Catholic Relief Services, issued the following statement:

“The Ninth Circuit’s decision continues a heartbreaking path of uncertainty and fear for hundreds of thousands of TPS recipients needlessly put into motion by the Trump Administration. As detailed in our extensive work in Central America and the Caribbean, TPS countries such as El Salvador and Haiti cannot adequately handle the return of TPS recipients and their families. The spread of COVID-19 has only made conditions worse. Today's decision will fragment American families, leaving, for example, over 192,000 U.S. citizen children of Salvadoran TPS recipients without their parents and with uncertain futures.

“Our nation must not turn its back on TPS recipients and their families; they too are children of God. We stand in solidarity with TPS recipients, who are here and have been living and working in the United States legally, and we will continue to do so with them in their countries of origin.

“We renew our call for the U.S. Senate to take up the American Dream and Promise Act, which the House passed last year. We stand ready to support such efforts. Without action by Congress, however, recipients’ lives will be upended. Congress must act to ensure that such catastrophic human consequences do not occur.”

Chief Justice Roberts Was Hospitalized Last Month With a Head Injury

A court spokeswoman said the chief justice had fallen while walking for exercise and blamed dehydration.

WASHINGTON — Chief Justice John G. Roberts Jr. sustained a head injury last month that required a night at the hospital, a spokeswoman for the Supreme Court said on Tuesday.

“The chief justice was treated at a local hospital on June 21 for an injury to his forehead sustained in a fall while walking for exercise near his home,” the spokeswoman, Kathleen Arberg, said in a statement.

“The injury required sutures, and out of an abundance of caution, he stayed in the hospital overnight and was discharged the next morning,” Ms. Arberg said. “His doctors ruled out a seizure. They believe the fall was likely due to lightheadedness caused by dehydration.”

The incident was first reported by The Washington Post, which said it had made inquiries after receiving a tip that Chief Justice Roberts had been seen at a Maryland country club bleeding from his head.

Other members of the court, notably Justice Ruth Bader Ginsburg, have volunteered information about health setbacks requiring hospitalization. Chief Justice Roberts did not disclose his fall until The Post asked.

The chief justice has twice had seizures, in 1993 and 2007, but Ms. Arberg’s statement said his latest fall had not been caused by one.

The last seizure happened at the chief justice’s summer home in Maine. At the time, the court described the episode as a “benign idiopathic seizure,” one that could be a sign of epilepsy. The incident was similar to one he experienced 14 years before, the court’s news release at the time said. Idiopathic means that the cause of the seizure remained unknown.

Chief Justice Roberts is 65 and appeared to be in vigorous good health when the court last heard arguments in March.

The chief justice has been busy, as the court has been working to issue major decisions in the middle of the coronavirus pandemic. He has emerged this term as the median justice, casting the decisive votes in all of the court’s closely divided decisions, including ones on L.G.B.T.Q. rights, young immigrants known as Dreamers and abortion.

The court is expected to issue its final five decisions of the term in the coming days. They include cases on whether President Trump can block the release of financial records sought by Congress and by New York prosecutors.

Trump was falsely advised in the christian invasion of the United States through Religious Freedom Restoration Act, where the church is supposed to be the authority over the oaths of offices to protect the posterity of the nation, rather the best interests of the child, whereby the Vice President and all civil officers shall fall from the heavens, under the Second Amendment, which is why I am pacified.

Executive Order on Strengthening the Child Welfare System for America’s Children
 LAW & JUSTICE

  Issued on: June 24, 2020

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1.  Purpose.  Every child deserves a family.  Our States and communities have both a legal obligation, and the privilege, to care for our Nation’s most vulnerable children.

The best foster care system is one that is not needed in the first place.  My Administration has been focused on prevention strategies that keep children safe while strengthening families so that children do not enter foster care unnecessarily.  Last year, and for only the second time since 2011, the number of children in the foster care system declined, and for the third year in a row, the number of children entering foster care has declined.



We no longer "sell" children because the Great Thirteenth Exception affords, through federal funding, that, we, the holders of not-for-profit and for-profit corporate offices, to "procure and purvey" tiny humans through human asset management databases in the name of the tax exempt god.

But challenges remain.  Too many young people who are in our foster care system wait years before finding the permanency of family.  More than 400,000 children are currently in foster care.  Of those, more than 124,000 children are waiting for adoption, with nearly 6 out of 10 (58.4 percent) having already become legally eligible for adoption.

More than 50 percent of the children waiting for adoption have been in foster care — without the security and constancy of a permanent family — for 2 years or more.  The need for stability and timely permanency is particularly acute for children 9 years and older, children in sibling groups, and those with intellectual or physical disabilities.

Even worse, too many young men and women age out of foster care having never found a permanent, stable family.  In recent years, approximately 20,000 young people have aged out of foster care each year in the United States.  Research has shown that young people who age out of the foster care system are likely to experience significant, and significantly increased, life challenges — 40 percent of such young people studied experienced homelessness; 50 percent were unemployed at age 24; 25 percent experienced post-traumatic stress disorder; and 71 percent became pregnant by age 21.  These are unacceptable outcomes.

Several factors have contributed to the number of children who wait in foster care for extended periods.  First, State and local child welfare agencies often do not have robust partnerships with private community organizations, including faith-based organizations.  Second, those who step up to be resource families for children in foster care — including kin, guardians, foster parents, and adoptive parents — may lack adequate support.  Third, too often the processes and systems meant to help children and families in crisis have instead created bureaucratic barriers that make it more difficult for these children and families to get the help they need.

It is the goal of the United States to promote a child welfare system that reduces the need to place children into foster care; achieves safe permanency for those children who must come into foster care, and does so more quickly and more effectively; places appropriate focus on children who are waiting for adoption, especially those who are 9 years and older, are in sibling groups, or have disabilities; and decreases the proportion of young adults who age out of the foster care system.

Children from all backgrounds have the potential to become successful and thriving adults.  Yet without a committed, loving family that can provide encouragement, stability, and a lifelong connection, some children may never receive the support needed to realize that potential.

This order will help to empower families who answer the call to open their hearts and homes to children who need them.  My Administration is committed to helping give as many children as possible the stability and support that family provides by dramatically improving our child welfare system.

Sec. 2.  Encouraging Robust Partnerships Between State Agencies and Public, Private, Faith-based, and Community Organizations.  (a)  In order to facilitate close partnerships between State agencies and nongovernmental organizations, including public, private, faith-based, and community groups, the Secretary of Health and Human Services (the “Secretary”) shall provide increased public access to accurate, up-to-date information relevant to strengthening the child welfare system, including by:


(i)    Publishing data to aid in the recruitment of community support.  Within 1 year of the date of this order and each year thereafter, the Secretary shall submit to the President, through the Assistant to the President for Domestic Policy, a report that provides information about typical patterns of entry, recent available counts of children in foster care, and counts of children waiting for adoption.  To the extent appropriate and consistent with applicable law, including all privacy laws, this data will be disaggregated by county or other sub-State level, child age, placement type, and prior time in care.

(ii)   Collecting needed data to preserve sibling connections.

(A)  Within 2 years of the date of this order, the Secretary shall collect information from appropriate State and local agencies on the number of children in foster care who have siblings in foster care and who are not currently placed with their siblings.

(B)  Within 3 years of the date of this order, to support the goal of keeping siblings together (42 U.S.C. 671(a)(31)(A)), the Secretary shall develop data analysis methods to report on the experience of children entering care in sibling groups, and the extent to which they are placed together.  The Secretary’s analysis shall also assess the extent to which siblings who are legally eligible for adoption achieve permanency together.

(iii)  Expanding the number of homes for children and youth.

(A)  Within 2 years of the date of this order, the Secretary shall develop a more rigorous and systematic approach to collecting State administrative data as part of the Child and Family Services Review required by section 1123A of the Social Security Act (the “Act”) (42 U.S.C. 1320a–2a).  Data collected shall include:

(1)  demographic information for children in foster care and waiting for adoption;

(2)  the number of currently available foster families and their demographic information;

(3)  the average foster parent retention rate and average length of time foster parents remain certified;

(4)  a target number of foster homes needed to meet the needs of children in foster care; and

(5)  the average length of time it takes to complete foster and adoptive home certification.

(B)  The Secretary shall ensure, to the extent consistent with applicable law, that States report to the Secretary regarding strategies for coordinating with nongovernmental organizations, including faith-based and community organizations, to recruit and support foster and adoptive families.

(b)  Within 1 year of the date of this order, the Secretary shall issue guidance to Federal, State, and local agencies on partnering with nongovernmental organizations.  This guidance shall include best practices for information sharing, providing needed services to families to support prevention of children entering foster care, family preservation, foster and adoptive home recruitment and retention, respite care, post-placement family support, and support for older youth.  This guidance shall also make clear that faith-based organizations are eligible for partnerships under title IV-E of the Act (42 U.S.C. 670 et seq.), on an equal basis, consistent with the First Amendment to the Constitution.

Sec. 3.  Improving Access to Adequate Resources for Caregivers and Youth.  While many public, private, faith based, and community resources and other sources of support exist, many American caregivers still lack connection with and access to adequate resources.  Within 1 year of the date of this order, the Secretary shall equip caregivers and those in care to meet their unique challenges, by:

(a)  Expanding educational options.  To the extent practicable, the Secretary shall use all existing technical assistance resources to promote dissemination and State implementation of the National Training and Development Curriculum, including, when appropriate, in non-classroom environments.

(b)  Increasing the availability of trauma-informed training.  The Secretary shall provide an enhanced, web-based, learning-management platform to house the information generated by the National Adoption Competency Mental Health Training Initiative.  Access to this web-based training material will be provided free of charge for all child welfare and mental health practitioners.

(c)  Supporting guardianship.  The Secretary shall provide information to States regarding the importance and availability of funds to increase guardianship through the title IV-E Guardianship Assistance Program (42 U.S.C. 673), which provides Federal reimbursement for payments to guardians and for associated administrative costs.  This information shall include which States have already opted into the program.

(d)  Enhancing support for kinship care and youth exiting foster care.  The Secretary shall establish a plan to address barriers to accessing existing Federal assistance and benefits for eligible individuals.

Sec. 4.  Ensuring Equality of Treatment and Access for all Families.  The Howard M. Metzenbaum Multiethnic Placement Act of 1994 (the “Multiethnic Placement Act”) (Public Law 103-382), as amended, prohibits agencies from denying to any person the opportunity to become an adoptive or a foster parent on the basis of race, color, or national origin (42 U.S.C. 671(a)(18)(A)); prohibits agencies from delaying or denying the placement of a child for adoption or into foster care on the basis of race, color, or national origin (id. 671(a)(18)(B)); and requires agencies to diligently recruit a diverse base of foster and adoptive parents to better reflect the racial and ethnic makeup of children in out-of-home care (id. 662(b)(7)).  To further the goals of the Multiethnic Placement Act, the Secretary shall:

(a)  within 6 months of the date of this order, initiate a study regarding the implementation of these requirements nationwide;

(b)  within 1 year of the date of this order, update guidance, as necessary, regarding implementation of the Multiethnic Placement Act; and

(c)  within 1 year of the date of this order, publish guidance regarding the rights of parents, prospective parents, and children with disabilities (including intellectual, developmental, or physical disabilities).

Sec. 5.  Improving Processes to Prevent Unnecessary Removal and Secure Permanency for Children.  (a)  Federal Review of Reasonable Effort Determinations and Timeliness Requirements.

(i)    Within 2 years of the date of this order, the Secretary shall require that both the title IV-E reviews conducted pursuant to 45 CFR 1356.71 and the Child and Family Services Reviews conducted pursuant to 45 CFR 1355.31–1355.36 specifically and adequately assess the following requirements:

(A)  reasonable efforts to prevent removal;

(B)  filing a petition for Termination of Parental Rights within established statutory timelines and court processing of such petition, unless statutory exemptions apply;

(C)  reasonable efforts to finalize permanency plans; and

(D)  completion of relevant required family search and notifications and how such efforts are reviewed by courts.

(ii)   In cases in which it is determined that statutorily required timelines and efforts have not been satisfied, the Secretary shall make use of existing authority in making eligibility determinations and disallowances consistent with section 1123A(b)(3)(4) of the Act (42 U.S.C. 1320a-2a(b)(3)(4)).

(iii)  Within 2 years of the date of this order, the Secretary shall develop metrics to track permanency outcomes in each State and measure State performance over time.

(iv)   Within 6 months of the date of this order, the Secretary shall provide guidance to States regarding flexibility in the use of Federal funds to support and encourage high-quality legal representation for parents and children, including pre-petition representation, in their efforts to prevent the removal of children from their families, safely reunify children and parents, finalize permanency, and ensure that their voices are heard and their rights are protected.  The Secretary shall also ensure collection of data regarding State use of Federal funds for this purpose.

(b)  Risk and Safety Assessments.

(i)   Within 18 months of the date of this order, the Secretary shall collect States’ individual standards for conducting risk and safety assessments required under section 106(b)(2)(B)(iv) of the Child Abuse Prevention and Treatment Act (42 U.S.C. 5106(b)(2)(B)(iv)).

(ii)  Within 2 years of the date of this order, the Secretary shall outline reasonable best practice standards for risk and safety assessments, including how to address domestic violence and substance abuse.

Sec. 6.  Indian Child Welfare Act.  Nothing in this order shall alter the implementation of the Indian Child Welfare Act or replace the tribal consultation process.

Sec. 7.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

(i)   the authority granted by law to an executive department or agency, or the head thereof; or

(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Volunteer experiences divert Rob McCann to Catholic Charities

Catholic Charities executive director Rob McCann facetiously says his life was “ruined” by volunteer experiences with campus ministry and the Jesuit Volunteer Corps (JVC).

He went to college thinking he would go to law school and be an attorney in New York City like others in his family.

His plans were diverted by volunteer work through campus ministry at local shelters and a two-month summer program with Jesuit Social Services in Ecuador, and by his involvement with the Jesuit Volunteer Corps both teaching migrant kindergarten children in Woodburn, Ore., and doing community outreach in Torreon, Mexico, and East Los Angeles.

By “ruined,” he means “transformed.”

“It’s easy to live life and not know how others live, but once you become aware of people who live in poverty, suffer and lack basic human dignity, it changes how you look at life,” he said.  “Once you have that moment, you can choose to ignore what it means or to be part of the solution.”

His choice to be part of the solution meant that in September 2005, he succeeded Donna Hanson, who was executive director of Catholic Charities in Spokane for 27 years and who mentored him in his work as associate director since 2000.

In his new role, he fosters opportunities for volunteers—based on their comfort levels and skills—at House of Charity, St. Margaret’s Shelter, St. Anne’s Child and Family Center, and 62 other Catholic Charities’ programs in Eastern Washington. Perhaps he helps disrupt and transform some other lives, changing people and their outlooks.

After graduating from Fairfield University in Connecticut in 1991 with a degree in American studies and political science, Rob spent two years with the JVC.

“I had opportunities to see how the rest of the world lives and felt I needed to do something about it,” he said.

His first step was to earn a master’s degree in organizational leadership at Gonzaga in 1995.  Then, while he was young, single and could fit all his belongings into the back of a car, he wanted overseas experience.

For several years, he was a program evaluator with the Catholic Relief Services’ Harvest of Hope Program, traveling to 31 countries—including Bosnia, Rwanda and Kosovo.

Catholic Relief Services is an international disaster relief and development agency, serving some of the most poverty-stricken areas of Africa, Asia, Latin America, and Eastern Europe.

In 1997 in India, he worked with and learned from Mother Teresa.

Through CRS, he visited agricultural programs, mother-child programs, health programs, refugee camps, water projects and other programs. Along with tips for success for each country program he visited, Rob developed a list of the top 10 mistakes learned in other countries.  He reported back to the U.S. Conference of Catholic Bishops and  CRS headquarters in Baltimore.

“I saw similar programs in different countries,” he said.  “In Sudan, I might share with local staff how an Angolan community does a water project.  Knowing what worked elsewhere helped people gain expertise.”

Rob went as a colleague, recognizing also that every country and culture does programs in different ways, and evaluating programs in light of the culture.

“What works in the mother-child program in Cambodia might not work in Senegal because of different family traditions, expectations, languages and tribal dynamics,” he said.

In Spokane, Rob also deals with the diverse cultures of chronically mentally ill people or children from families of different cultures.

Donna hired him in 2000 as associate director to oversee construction of two new homeless shelters and St. Anne’s Children and Family Center.

While working at Catholic Charities in Spokane, he completed a doctoral degree in leadership studies at Gonzaga University in 2004.  He met and married his wife, Rachel, in 2001.  They now have a one-year-old son, Timothy James.

As associate director, he would oversee programs, write grants, secure accreditation and do many other tasks, mentored by Donna.

“I learned the nuts-and-bolts details of how programs ran from the ‘global’ perspective of seeing the picture of the  overall organization,” he said.

“Catholic Charities focuses on the core values of respect, compassion, collaboration and justice.  Those words are visible in our facilities—the mission statements on the walls,” he said.  “We make decisions through these four lenses.  Volunteers and staff are to live these values, to walk the talk.”

Having grown up in a Catholic family with Catholic education from kindergarten through PhD, he said faith is a “big piece” of what he does at Catholic Charities.

Being Catholic, however, does not limit the scope of service, because service is provided based on “need not creed.”  About 85 percent of staff and of those served are not Catholic.

Rob says Catholic Charities looks at the core values of faith traditions.
“We look at the core values of the Catholic tradition, values shared by most other traditions—Buddhist, Muslim, Jewish and other faiths, as well as other Christian,” he said, returning to the four basic values.

More than 90 years ago, Catholics in Eastern Washington wanted to respond to the poverty they saw.  Farmers, bankers and other business people started Catholic Charities in this diocese to do that, he said.

“We exist in their name to serve anyone in need as a nonprofit, faith-based organization operating on the core values of the Gospel,” Rob said. 

In accordance with a previous requirement for non-profits and faith-based organizations receiving federal, state or local funding, there is no evangelism component. 

“There are times evangelism is appropriate and times when it is not appropriate.  It is not appropriate in programs we run, programs based on the unconditional love of the Gospel, whether people accept Christ or don’t,” he said.

“If someone is hungry, cold or homeless, that person wants a meal, a blanket and warm shelter, not necessarily religion,” Rob said.

“Creed is the impetus for how and why we care, but it does not mandate who we serve.  My faith tradition led me into this work, allows me to process it and gives me passion to do it.

“In my read of Catholicism, we are called to serve people in need, if we are to walk the path Christ walked. I learned through Jesuit spirituality and the Jesuit motto of ‘contemplatives in action,’” he said. 

“Catholic Charities measures outcomes of its service of about 50,000 people a year based on their becoming more stable, healthier, happier and more self sufficient because of the programs.  Some will lead better lives.  Some may not, but we hope that all we serve will at least live in more dignity. 

“Some have slept at House of Charity for 20 years and may sleep there 20 more years—in dignity.  Some may be assisted to leave and become homeowners or move into stable housing.

“We meet people where they are, sit down with them and ask how they are doing and what they need.  Then we design a program of action and assistance for them,” Rob said.  “People have to be interested in bettering themselves.  Some are not ready and may need basic human respect before they will want to make changes in their lives.”

Parishes, women religious, Jesuits, other nonprofits, other denominations and faith communities partner with Catholic Charities.  The non-Catholic volunteer base has grown and the non-Catholic donor base has tripled.

“People know we reach all kinds of people,” Rob said.

“Like any nonprofit, we live year to year on city, state, federal, donor and grant funds.  We live on faith,” he said.  “Over our 90-year history, we have had years of ups and downs with changes in laws and grants.

“We are healthy, do good work and are accountable for funds donated, which inspires more giving,” he commented.

Beyond the current political talk of “faith-based initiatives,” Rob said the government has long channeled funds to serve the poor through Catholic Charities and similar organizations:  “Now it’s a buzz word and spin on what has been happening for years.

“Catholic Charities is the biggest social-service provider in the country.  Government funds are essential for us to do our job,” he said.  “We have respected, in receiving those funds, the original requirement of providing the services without overt evangelism.  We will not change our stance of serving all people, regardless of their religious beliefs.

“Everyone is a child of God and deserves unconditional love and dignity.  As a civilization, we will not be judged by the money in our banks, our technology or the number of skyscrapers, but by how we treat the weakest people among us,” he said.  “History judges a civilization by the quality of its relationships and how people act to end injustice.”

So along with helping people in need, Catholic Charities educates people so they are aware of and act on the relationship between Catholic social justice teachings and institutional injustice.  The Parish Social Services office does the education and advocacy piece with Catholic Relief Services.

Reflecting on the growing needs, Rob said Catholic Charities seeks to expand its capacity to respond.

Over his 15 years in social services, he has seen needs continue to grow. 

“I wish there were fewer homeless and hungry people.  Our goal should be to close programs for a lack of need,” he said.

Catholic Charities has about 8,000 volunteers, more every year.  It has 220 staff, compared to 63 five years ago.  The new staff fill roles in the new, expanded facilities for the House of Charity, St. Margaret’s and St. Anne’s, which have tripled the capacity of Catholic Charities to serve the region.

The House of Charity grew from 38 to 109 beds.  St. Margaret’s grew from room for four families to room for 18. The old St. Anne’s Child and Family Center served 18 children, and the new facility serves 200.

Catholic Charities has added more farm-worker housing in Othello and Pasco.  The agency also has 700 housing units for seniors and families throughout Eastern Washington.

Catholic Charities refutes claims of lawlessness and building a ‘small army’ of homeless people

Catholic Charities, which runs the city’s largest homeless shelter and has built hundreds of permanent homes for chronically homeless people, aggressively pushed back against what it deemed “some very serious misstatements that have been floating around in the community.”

Rob McCann, president of Catholic Charities Spokane, said flyers have been passed around near the House of Charity listing numerous lies about the shelter, crime associated with it and plans his organization has to build more housing. A separate petition seeking to “get control of the 1,000 people we already have” before Catholic Charities is allowed to build more housing has also circulated and gathered signatures.

At a hastily called news conference, McCann said they’ve known of the flyer and petition for more than two months but only felt compelled to dispel the rumors this week, for reasons he did not explain.

The flyer is a list of grievances filled with numerous assumptions and outright lies, McCann said.

Under a header called “Known Facts,” it states that “homeless are trying to get hit by driving cars,” “overnighters have been raped” and “police are not allowed inside” Catholic Charities’ facilities. It also said the organization planned to build “a Spokane slum empire” with 9,000 units for a “small army” of homeless people.

McCann, who is incorrectly referred to as Rob McKenna in the flyer, characterized the points on the flyers as “factually inaccurate,” but didn’t’ give them a “second thought.”

He did have something to say about the petition calling for his group to stop building housing for the chronically homeless.

“Here’s the spoiler: We’re not going to do that,” he said, noting construction of two new buildings with 50 units each would begin this fall, part of a long-term plan to build up to 800 units of permanent housing for chronically homeless people.

At the news conference, McCann gave a nearly point-by-point refutation of the flyer.

The flyer says that drugs and weapons are allowed in the House of Charity.

“First and foremost, weapons and drugs are not allowed in the House of Charity,” McCann said. “However, it’s a low-demand shelter. We take anybody in any condition, which means we take people who are still actively using, actively drinking, may not be on their meds with mental health issues, and with that population does sometimes come some illegal substances and weapons. But they’re not allowed in the House of Charity. We have strict rules about that.”

The flyer says that rapes have occurred in the shelter.

“That is completely untrue,”McCann said. “We do not have any knowledge of any such activity at the House of Charity. Certainly we would know about it if it happened.”


The flyer says police are not allowed in the shelter.

“The police are always welcome at the House of Charity,” McCann said. “The police are our number one collaborators and partners in Spokane. Without them, we could not do this work. We are blessed with an amazing police department in the city of Spokane. They give a level of patience and understanding to this population that they don’t always earn and deserve.”

The flyer says Catholic Charities plans to build 9,000 units for the homeless population.

“I wish,” McCann said. “That would be great if we could build 9,000 units for the homeless in this community.”

He pointed out that Los Angeles, San Francisco and Seattle combined don’t have that much permanent housing for the homeless.

The flyer said Catholic Charities’ housing developments are a “slum empire,” which McCann said was not only offensive, but also wrong.

“These are not slums. These are the nicest buildings on the blocks in most cases,” he said of his group’s buildings, such as the Father Bach Haven and Donna Hanson Haven. “The word ‘slum’ is just a really negative, unfair term.”

McCann acknowledged the shelter did have problems, but noted it was built to shelter 109 homeless men and has in recent months sheltered upward of 400 “men, women, couples, service animals and everything in between. That has put a great stress on our neighborhood and our block.”

McCann said he hasn’t seen any instances of violence against homeless people inspired by the flyer and petition but said a man, “likely the same individual who did this flyer,” has entered Catholic Charities’ buildings and filmed clients and residents without permission.

He said other people have experienced “emotional and verbal trauma as a result of being berated.”

Finally, McCann said about 85 percent of Spokane’s chronically homeless population suffer from mental health and substance abuse issues, making them a “very fragile, delicate population.” He asked for patience from the greater community.

“Certainly when you’re struggling with mental health and substance abuse, you’re not always making the best decisions, nor would any of us in this room if we were suffering with mental health and substance abuse,” he said. “We will never, ever apologize for the work of serving the poor at Catholic Charities.”
