To celebrate the end of Happy Compassionate Human Trafficking Month (aka Child Welfare Propaganda), I thought I would close it out with a fun little transition piece of enlightenment.

It has recently come to light that children and youth are disappearing across the nation.

Much of this illumination has come from the thousands of children who have been unaccounted for as the spoils of our overseas wars.

Even though human trafficking has been thrust into the national spotlight, very few of our nation's, mainly local leaders, are willing to speak upon child trafficking.

So, I thought I would do it for them.

Here is another one.

Did you know that when parents rescue their child from being legally kidnapped by Child Protective Services it is all over the news, but not a peep when a child has been "re-homed" after adoption?

One reason why, beyond the deflected excuse of "best interests of the child" is because, even though a child is missing from foster care, the federal cost reimbursements continue to be submitted.

Gotta keep making that money off the poor.

One small St. Louis County town is missing dozens of teens

 

ST. LOUIS, MO (KTVI) - Right now there are hundreds of missing kids all around the St. Louis area. Children are disappearing at an alarming rate, especially in one area – North St. Louis County. In the small community of Berkeley, MO alone, 33 kids have disappeared since 2000.

In this report, we`re going to tell you why they're forgotten, what may have happened to them, and what you can do about it. An astounding 219 boys and girls have disappeared from the St. Louis Metro area since 2000 according to our investigation. We compiled names from the Missouri Highway Patrol.

We began running names during the search for Monica Sykes, who disappeared from Berkeley. While her name was on the news, many other names have not brought the same attention. Those that have are now faded into the background behind other news events.

Phoenix Coldon`s parents still search without the same community support as when she first disappeared December 2011. Lawrence Coldon said, “It`s a terrible, crying, deplorable shame that so many people can come up missing in this country with a country with the type of resources that we have.”

Phoenix was recently attending the University of Missouri-Columbia and living in North County. Her dad believes she may have been taken to be sold for sex and that she's alive.

"I found out where my daughter went missing -- there were three other girls that went missing in the same area where we were living," he said.

Advocate Kimberly Ritter said, "There`s a demand for child sex unfortunately."

We rode with Ritter who now looks at abandoned buildings as potential hiding places for people who want to enslave children for sex. She said, "You have to be aware because if you pay attention you may be able to save a child."

She learned about sex slaves by accident when working as a travel agent for nuns. The Sisters of St. Joseph asked her to train hotel employees how to spot it.

A judge this month sentenced Kyle Parks for selling girls out of a St. Charles motel. One was a missing teen from Ohio. Detectives traced her phone to the Red Roof Inn at Zumbehl and I-70. If traffickers and kidnappers are brazen enough to use hotels, Ritter thinks it's likely they're also working in abandoned buildings.

"No one comes to a location like this. It is hidden in plain sight," she said.

Like an abandoned North St. Louis house that reportedly hid a 12-year-old girl for days. She'd been reported missing after failing to show up at her school bus stop. A suspect now faces charges of kidnapping and sex assault. The backyard shows signs of people hanging out -- food containers and mattresses. Next door you can see another abandoned house.

Ritter said, “You never know what's going on in those houses.”

We check an abandoned building in North County. We spot kids toys in the debris and another mattress. Ritter talked about the mattress as she said, “This is one of the things I would expect to find in an abandoned house where kids who were homeless, who are taken, kids who are on drugs, laying for the night.”

It’s right inside the iconic Lewis and Clark Tower in Moline Acres. It`s condemned. The elevators don't work, but kids walk by and tell us people are upstairs. I asked Ritter, “Why don`t you think police go in these places?”

She answered, “Everybody asks me that question. I don`t know.”

Hayes followed up, “Because we could find people inside.”

Ritter added, “Apparently on the top floor from what they were saying.” You can see the tower from the Moline Acres police station blocks away, but the police chief has no comment about checking inside for people who may need help.

Meanwhile, the St. Louis County Police Department has a special investigations unit trained to rescue sex slaves.

Sgt. Adam Kavanaugh told me, “We talk to a lot of the girls and a lot of them were just walking down the street, skip school, they're running away, they're walking down the street and then somebody will pull up and say ‘hey where are you headed to?’”

During a traffic stop, County officers now know they have to look for more than just signs someone is selling drugs. They're looking for people who may be selling other people. They never know when they might find someone who's been missing.

Sgt. Kavanaugh said, “That`s one of those things that my unit pays attention to. We get all of the flyers of the missing girls and then we pay attention to our typical areas (as well as the website) Backpage, internet adds, to see if pictures show up in any of those advertisements.”

State Senator Maria Chapelle-Nadal has been one of the few politicians trying to get the public's attention about it. She recently posted on Facebook asking parents to make sure their kids "have a tracking device on their phones. Instruct them to keep it on when they leave the house. This is serious. Over 20 girls have gone missing in a very small local zone."

Chapelle-Nadal told me in person, “There are people zeroing in on our young girls -- and men as well -- because they want to capture them and make them part of the sex trade.”

Chapelle-Nadal believes we should talk to kids about what can happen and remind them what they mean to us. She added, “Many times people don`t want to see the sadness in a person's eyes and they're reaching out. They're speaking through their behavior and we have to be in tune to this. We have to be able to see that something is wrong with ‘Keisha.’ (Maybe) ‘Keisha’ is not acting the way she usually acts. What`s going on at home? Sometimes it's OK to be a nosy neighbor.”

Berkeley police did not respond to our questions about why Highway Patrol reports show such a concentration of missing girls there. We've compiled a complete list of every missing child 18 and under.

A local Facebook page called Unity Alert reports six people missing just during the 25th and 26rh of April. The group often forms "search and rescue" teams.

The Clinton Foundation Launches Another Medicaid Fraud In Child Welfare Initiative

Happy Compassionate Human Trafficking Month!

In 2015, it was reported that 60% of children rescued from sex trafficking were reportedly in the foster care system.

About a week ago, it was reported that 70% of children trafficked came from foster care.

Keep in mind that these data are only collected from the trafficked child victims that were "rescued".  

There are still hundreds of thousands more out there, but have no fear!

The Amber Alert system does not activate for children in foster care who have been abducted or who have run away.

That is correct, even the Michigan State Police has realigned its policies to enact an Amber Alert to reflect this policy.

The approval and activation requirements for an AMBER Alert include:

• Law enforcement believes a child under 18 has been abducted and is in imminent danger of serious bodily injury or death. 
• There is sufficient information available to disseminate to the general public which could assist with the safe recovery of the child and/or the apprehension of the suspect. 

This is due to the fact that any information about a child in foster care is private, for the best interests of the child, of course, which leaves one to question why the Vice President of Marketing for AlertSense, with a history of child trafficking, would even be affiliated with anything to do with missing and exploited children.

There is a collective of organizations which have been on the ground floor of human trafficking of children since the inception of the child welfare system.  

These bold and brave leaders were the emblazoned powerhouses to crafting of the legislation, policies and setting up the funding networks to promote public awareness of for the need of foster care and adoption.

Now, these same individuals are taking their work in foster care and adoption to an entirely new, hand held geo-spatial tracking database, predictive modeling style, generating even more funding to make sure these statistics continue trending to hit 80% by 2019., federal billing model.

So, as the saying goes, if at first you do not succeed in a campaign, try, try again.

Or you can say "It takes a village, then pillages its resources."

Clinton Foundation beginning to study child welfare in San Diego

Next month a major initiative to help vulnerable children and their families will begin in San Diego under a partnership between three prominent organizations.

With the help of alot of corporate sponsors to maximize revenues for future privatized projects.  It is always most cost efficient to use federal funding for personal, corporate inurement.

The collaboration between the Clinton Foundation’s Health Matters Initiative, San Diego County, and San Diego Foundation, will focus on the foster care and juvenile justice programs, particularly what sort of factors lead to the disparities that cause some populations disproportionately entangled in these systems.

The proper and legal term for the disparities that case some populations disproportionately entangled in the foster care and juvenile justice programs is "targeted populations".

The three-year effort is expected to help diagnose what the county does well to assist its most vulnerable children, where it needs improvement, and then recommend changes.

“We are really looking at diving deeply at what are some of the causes, elevating this issue, and elevating this topic,” said Gillian Sealy, the CEO of the Clinton Health Matters Initiative, a part of the Clinton Foundation.

Designing human databases, with no public oversight, is just one way of tracking humans, because, we all grow up to be adults, well, at least most of us.

While the campaign is still in early planning stages, some of the details about the collaboration, and the potential benefits to the parties and the people they serve, are starting to emerge.

It is called compassionate corporatism.

“We’re looking and want to determine that the systems do everything they can so that those children who are living in the system are living the best quality of life possible, and we’re strengthening the families of youth engaged in the system,” said Kathlyn Mead, the president and CEO of the San Diego Foundation.

Next month the Clinton Health Matters Initiative will convene in San Diego with county officials, the San Diego Foundation to begin the process of analyzing the foster and juvenile justice systems, and will meet with public health organizations, community groups, and faith-based organizations, to discuss factors that impact the success of the foster care and juvenile justice systems.

The Clinton Foundation and their associates do not have the best track record when it comes to dealing with children in poverty.  The last time I checked, the Clinton Global Initiative was shuttering, so why would the federal government continue to work with an organization that is under scrutiny of federal law enforcement?

These groups will be charged, based on the data they provide, with developing a plan to improve these services, Sealy said.

The data will be suspect, as it always is.

The effort could help address some of the disparities that different communities face, Supervisor Greg Cox said. For one, it could identify reasons why a disproportionately high number of African Americans are in the foster care and juvenile probation systems, he said.

“I would hope that one of the deliverables we would find is a decrease in out-of-home placement of African Americans,” he said. “That’s pretty easy to measure. We’d see a decrease in percentage of African Americans in our juvenile court system, our juvenile diversion system, and improve the quality of life, and keep families together,” he said.

No matter how many times they put lipstick on it, sew in some Yaki hair weave, dress it up in the coture of the season, the same, exact reports will be generated, rates of poverty will increase as well as the rates of human trafficking in foster care and adoption, jobs will be created, people will generate profits from their investments, and the Medicaid will continue to be fraudulently billed, all by "researching" this targeted population, again, and again, and again.

Last weekend Cox and Mead went to Arkansas to meet with the Clinton Foundation, including former President Bill Clinton and Sealy.

The process could result in San Diego implementing successful programs from other jurisdictions, the development of a report about what works well here that might work elsewhere. The overall goal is a reduction in disparities and an improvement of existing programs in San Diego.

Each and every time there is a pilot program of this type, nothing gets done, except for more fraudulent billing of Medicaid.

The work isn’t expected to cost taxpayers any additional money beyond what is already allocated for public health programs.

The work will not cost a penny to taxpayers, but the fraudulent billing will.

“The good news is that it doesn’t really cost us financially. Certainly staff time will be focused on it,” Cox said. County employees, he noted, already work to address disparities amongst residents. The San Diego Foundation is providing $900,000 to cover expenses with funding through private donors, Mead said.

Private donors secure the funding through multiple Medicaid fraud schemes in child welfare, then, through social impact investments, reinvest to maximize profits of its new institutions, tax free, of course.

As the May meeting approaches, the county and San Diego Foundation are scheduling meetings with child welfare groups, community leaders, and faith-based organizations to hear about their experiences serving children, Mead said.

The best part of this new Clinton Foundation Initiative is that it will not, absolutely not, never, ever, ever speak upon human trafficking, funded through fraudulent Medicaid billing, in foster care, adoption and juvenile justice.

Why does the federal government continue to work with the Clinton Foundation Medicaid in child welfare fraudfeasors?

Why?

The New Face Of Child Welfare Fraud: Ashton Kutcher, Databases & Human Trafficking

You know something is afoul when you have an individual testify in front of the U.S. Senate Committee on Foreign Relations where he, and his wife. could not keep a straight face.

 

The testimony should be considered as a kick off for its final objective, and that is billing where I have recently voiced my concerns that the "re-engineering" of foster care initiative is nothing more than a free-for-all in the implementation of privatized billing schemes and absolute access to what should be considered as a human trafficking database, devoid of any public scrutiny.

Upon reading the submitted congressional testimony, it was found that there was no mention on why this "foster care to human trafficking pipeline" exists.

There was no mention of poverty being the crime of abuse and neglect, neither was there any mention of the lack of civil rights, the horrid conditions of drugging, rape, torture in foster care, nor the fact that these child welfare workers have the right to lie in a court of law to keep these children in foster care.

There was no mention of addressing the ills of poverty or the lack of access to resources.

There was no mention of being charged, without notice, placed on a central registry, without notification or the ability to enter a plea, neither acknowledgment of not being afforded the right to face one's accuser, or being tried as guilty until proven innocent.

If Ashton Kutcher claims to have saved so many foster children from the sex trafficking the industry, then why is it that no one from the foster care leadership communities has stepped forward to even state in the public record that this issue is so pervasive in child welfare, to even justify the activities of this new initiative?

The only thing this testimony promoted was a new fraud scheme to hustle money from the failed system of child welfare.

One would think if there is a need to further assist youth aging out of foster care, and those who just ran away, then that would be a red flag identifying just how bad the child welfare system is.

But, no.

There was much push for more privatization, without any topics being broached on the fact that privatization has no oversight nor a civil rights database.

What is even more questionable is why U.S. Senator John McCain is participating in anything dealing with human trafficking.

I am still waiting, for anyone besides myself, to speak out on these databases and their predictive modeling for financial sustainability.

Who is watching the watcher?

As of right now, the watchers are the same ones who have always watched over the children, in the name of the tax exempt God.

Having the financial and technical support of Google and Palantir, Kutcher is positioned as the spokesperson for Thorn as what I consider as another Clinton Global Initiative nefarious child welfare front to establish the next generational system to suck the Social Security Trust Fund, dry through its partner, the Hack Foster Care Silicon Valley Summit.

There is not one mention of any form of fraud prevention in billing, which will be Medicaid or the fact that foster care prepares children for human trafficking.

Why does foster care prepare children for human trafficking, well, if you want to track humans, what better way than starting with the child.

Ashton Kutcher Claims He Helped Cops Save Way More Sex-Trafficking Victims Than Authorities Say They've Found

On Wednesday, actor Ashton Kutcher testified before the U.S. Senate Committee on Foreign Relations on behalf of Thorn, an anti-sexual exploitation organization he co-founded with Demi Moore. Thorn's main project is Spotlight, a cloud-based data-collection and analysis tool that purportedly helps police find sex traffickers. According to Kutcher's testimony before Sen. John McCain and other U.S. lawmakers, the app—funded by the McCain Foundation—has helped save more than 6,000 U.S. sex-trafficking victims, including 2,000 minors, in the past 12 months.

But there's something fishy about these and other stats put forth about Spotlight. According to Cloudera, the company behind Spotlight's technology, the app was used in 8,305 criminal investigations into sex trafficking between September 2015 and September 2016, identifying 4,624 adult victims and 2,025 minor sex-trafficking victims (defined in the U.S. as anyone under age 18 engaging in prostitution).

These numbers wildly outpace the average number of new criminal investigations into sex trafficking opened in the U.S. each year or average number of victims identified by U.S. law enforcement. For instance, between late 2009 and late 2015, FBI agents working with state and local police across America identified an average of just 175 minor victims per year, according to the Attorney General's 2015 Annual Report to Congress and Assessment of U.S. Government Activities to Combat Trafficking in Persons.

The report also notes that in government fiscal-year 2015, the FBI identified around 672 adult and child victims of sex or labor trafficking. The FBI opened 802 human-trafficking investigations (resulting in 453 convictions) that year, while Immigration and Customs Enforcement (ICE) opened 1,034 sex- or labor-trafficking investigations (and got 51 sex-trafficking convictions). In addition, Uniform Crime Reporting data from the states indicates that 744 investigations into state-level sex-trafficking offenses were opened in 2015.

There's almost certainly overlap between the FBI and state investigations. But even if we count all cases separately, we're looking at a total of 2,580 investigations into sex or labor trafficking—5,725 less cases than Thorn allegedly helped identify in a one-year period.

While final state and federal data from 2016 has not yet been released, the Justice Department did put out a January 2017 report summing up the previous year's efforts to combat human trafficking. It mentions neither a significant increase in the number of victims identified or investigations opened in 2016. The FBI and its human-trafficking task force partners among state and local law-enforcement opened around 1,800 investigations into sex- or labor-trafficking last year.

How can Kutcher's group have helped in dramatically more sex-trafficking investigations than were actually opened across America? I can see two explanations. But first, it's important to note how Spotlight works. While no one involved will divulge specifics—Kutcher told Congress he "can't disclose exactly how it works," and my multiple attempts to communicate with Thorn have gone unanswered—what we do know about the app is that it collects and analyzes adult ads posted to Backpage and similar sites. Using proprietary techniques, Spotlight pinpoints ads allegedly likely to feature sex trafficking.

It's impossible to know how accurate their method is without more details. But the majority of adult ads on Backpage are posted by sex workers themselves, and the people arrested in cops' "human trafficking" stings based on these ads are predominantly sex workers and/or men looking to pay other adults for sex. Police might be looking for trafficking victims when they contact ads featuring young-looking women or certain supposed code words, but when their hunches don't pan out (and this is most of the time), they arrest the target for prostitution.

Considering the data we do have on state and federal human trafficking cases, the only way the numbers from Kutcher's group could make sense is if a) they're counting every red-flag ad Spotlight identifies, regardless of whether these tips are ultimately deemed worthwhile enough to prompt a criminal investigation, or b) they're counting cases of consensual prostitution between adults and lumping all adult sex workers identified into the "adult trafficking victim" numbers.
