It is my belief that this is the first time in the history of the Department that trust schemes have ever been examined.

Trust fund laws are a myriad of ancient spells, blended with incogniziable interpretations of "Legal Geniuses" (trademark pending) throughout the ages, who have patchworked the strawman argument with their manufactured propaganda crap, much like you see in the religious fervor of child welfare propaganda, in the cracked out legals structures of international, national and state laws, that either do not exist or have not been touched since WWII.

So, now, you have a scourge of mom & pop tax shops promoting the oxyomronic claim of being able to teach you how to be a sovereign citizen, which I am absolutely fascinated in listening to their fallacies when explaining how one can contemporaneously be sovereign yet still be a citizen.

It is quite cocktails & popcorn worthy, but I digress.

Wherever did these mom & pop tax shops come up with this brilliant scheme, and the ability to actually execute it?

I am going to go with Prosperity Prophecies (also called Prosperity Gospel, Prosperity Theology) as my final answer.

Mom & Pop probably went to a Thursday night seminar at their church where they had a guest speaker telling them, for a small investment fee, they could buy themselves into the asset class of the born again through the sovereign citizen franchise.

I know Pat Robets promoted the prosperity prophecies through the christian industry of trafficking tiny humans, which is what I refer to as foster care and adoption, for those of you just joining us.

The Prosperity Prophceies fraud schemes become far more complex as one ascends the ranks of christian leadership, like Franklin Graham and his children's slush trust (<=== I just came up with that one).

The purpose of listing all these asset management operations' links is to demonstrate how highly complex the children's slush trusts are structured for stealin' the children, land and votes when it comes to those Social Impact Bonds through Public Private Partnerships.

This is not the first time DOJ has broached the issues of questionable activities with trusts, but it is just now, I believe, that the boys and girls in some of those special Smarty Pants financial intelligence global collectives have finally witnessed the transposable model.

Oh My Goodness, Broken Trust Forgot Child Welfare Fraud

Basically, there are many, many more schemes out there when it comes to children's slush trusts, because they are typically UCCs, where the proper jurisdiction of prosecution is international, unless, you can come up with some really brilliant Old School Civil Rights Legal Dogs who will find an alternative approach to justice.

In this particular case, you are just looking at the low hanging fruit on in the highly complex financial world of children's slush trusts.

The concept of children's trusts originates far deeper in history than within the confines of Ecclessiastical law, which is why the Prosperity Prophecy is just another christian propaganda crusade, promising blessings from God, in the form of foreign, tax aversive trusts.


DC and Maryland Residents in Scheme to File Fraudulent Tax Returns and Obstruct the IRS

The indictment charges Johnny and Maria Moore, from the District of Columbia, along with Charese Johnson, aka Charese Adesalu, from Aberdeen, Maryland, with conspiring to defraud the United States in an effort to obtain fraudulent  refunds from the Internal Revenue Service (IRS).  The indictment also charges the Moores with aiding and assisting in the preparation of false trust tax returns (Forms 1041), and filing their own false amended personal income tax returns (Forms 1040X) with the IRS.  Additionally, Johnson is charged with aiding and assisting the Moores in preparing their false Forms 1040X. 
To further the scheme, the Moores, together with Johnson and another co-conspirator, allegedly prepared and filed tax returns that claimed either false withholdings or false credits.  Based on those alleged falsities, they requested significant refunds to which they were not entitled.  The Moores allegedly received a refund of over $500,000 for one trust tax return filed for the 2012 tax year.  As charged in the indictment, when the IRS sought to recoup that refund, Johnson conspired with the Moores and others to obstruct the IRS collection efforts.
If convicted, the defendants each face a maximum sentence of 5 years for the conspiracy charge, and 3 years for each of the false return charges.  The defendants also face substantial monetary penalties, supervised release, and restitution.
Principal Deputy Assistant Attorney General Zuckerman commended special agents of Internal Revenue Service-Criminal Investigation, who investigated this case, and Trial Attorneys Abigail Burger Chingos and Jeffrey McLellan of the Tax Division, who are prosecuting this case.
An indictment merely alleges that crimes have been committed. The defendants are presumed innocent until proven guilty beyond a reasonable doubt.

A Prayer To Mitch McConnell For The Nomination Of Sam Brownback

Oh please, take Brownback away from Kansas,
Senator McConnell, please.
Dear Senator Mitch McConnell,

Please, oh, please, in your infinite wisdom as Senate Majority Leader, will you ensure that Sam Brownback's nomination is successfully confirmed.

The children and families of Kansas, many who have reached out to me, implore you to give us, some form of hope in our struggle to survive the scourage of the Governor's manufacturing of poverty policies, by taking Sam Brownback off our hands.

Sir, we beseech thee, in your honorary and official titles, to solicit across the aisle to secure the necessary votes to install Brownback into this federal position.

We have offered Kris Kobach as a sacrifice to appease the Senate leadership in D.C. in confirming the nomination of Brownback.

We do not want either gentlemen back.

We want Brownback to resign as governor.

He was never supposed to be governor, but Kobach manipulated the entire campaign finance system so that profits from KVC, a non-profit child welfare organization, would fund political campaigns unreported through false claims to Medicaid, stripped legislative constituency services where there are no civil rights, and has commenced the systematic stripping of property from the people to stick it in land banks as another tool to gerrymander districts, further stripping voting rights from the people.

We want him to be held to federal scrutiny of the jurisdiction of the U.S. Department of Justice to uncloak what he, and Kobach have done to the children, and the legacies of Kansas.

We want him in the international spotlight, for the world to see how he and his associates at KVC have profited from children legally kidnapped and sold into the human trafficking industry called adoption.

Brownback heads to D.C. to meet with McConnell amid uncertainty about confirmation

Kansas Gov. Sam Brownback will meet with Senate Majority Leader Mitch McConnell in Washington on Wednesday as the Kansas Republican inches toward leaving his state office for a federal post.

McConnell’s spokesman, David Popp, confirmed that the meeting would take place but offered no details on the GOP leader’s meeting with Brownback.

President Donald Trump nominated Brownback to serve as the next ambassador-at-large for international religious freedom in July, but his confirmation process has moved slowly, with the governor poised to move into the final month of the year without a confirmation vote scheduled.

Brownback told reporters last week that he is hoping for a vote before Christmas. He has begun handing over some of his most important duties to Lt. Gov. Jeff Colyer, including the power to make Cabinet appointments and leadership over the state budget.

Brownback’s spokeswoman did not immediately respond to phone calls about the meeting with McConnell.

The Senate Foreign Relations Committee narrowly advanced his nomination in October by an 11-10 vote after Democratic Sen. Tim Kaine of Virginia raised concerns about Brownback’s record on LGBT rights.

Democrats have indicated that they plan to force Republicans to take extra procedural steps to confirm Brownback, which could delay a vote until next year.

Sen. Pat Roberts’ office confirmed that the Kansas Republican will join the governor during his meeting with McConnell.

Why Kansas Will Not Pay Back $18 Million In Child Welfare Fraud

To begin, let us get one thing straight.

Kansas does not have to give back a red cent and neither do any of the other States busted by the HHS OIG for child welfare fraud.

Besides, Kansas used the money for political campaigns, personal inurement and to pay off some dividends to its investors of the state's social impact bonds.

Kansas took millions it shouldn’t have, federal probe says. But will it give it back?

Kansas took nearly $18 million in federal funds that it shouldn’t have, a federal government watchdog says. It wants the state to give the money back.

There has yet to be a HHS Decisions Appeal Board ruling on this, which means the federal government has not even commenced the process.

Kansas rejects the findings.

This rejection takes the challenge to the next administrative level and which will not see the light of day in a civil nor criminal court of law and can go on for years.

“We don’t believe we did anything wrong,” said Angela de Rocha, a spokeswoman for KanCare, the state’s Medicaid program.

Of course they did nothing wrong because Kansas has been submitting false claims to the federal government for years where the state has constructed and incorporated administrative policies absolving itself from any misdeeds of false claims as it kicks the can down the proverbial road to the privatized entity, KVC and KanCare.

The U.S. Department of Health and Human Services Office of Inspector General alleges Kansas incorrectly counted some children in seeking bonus payments to offset the cost of children enrolled in Medicaid, a federal program run by states that provides health care to the uninsured. That led to more bonus payments than Kansas should have received.

Kansas did not incorrectly count some children in seeking bonus payments to offset the cost of children enrolled in Medicaid because these 'miscounted' children will eventually end up in the state's foster care system just because the economic policies were intentionally designed to 'target' these populations.

Even if some of these children are missing, there is nothing written in stone that the state has to cease submitting cost reimbursements.

A November report by the Office of Inspector General recommends Kansas refund $17,796,598.
The Office of Inspector General audited bonus payments from 2009 through 2013. The nearly $18 million represents almost half of the bonus payments Kansas received during that time, which totaled $36.6 million.

Some of this federal funding was used to pay its state Financial Participation Rates, which is illegal, but HHS OIG will not do a damn thing about it, and everyone knows this.

The dispute between Kansas and the Office of Inspector General centers on the way the state calculated the number of children enrolled in Medicaid – specifically the Children’s Health Insurance Program – for the purposes of the bonus payments. The report says Kansas overstated its enrollment.
Kansas maintains it followed guidance given by the Centers for Medicare and Medicaid Services on how to make the calculations. But the OIG says CMS correctly explained how the calculations should be made.

CMS did properly calculate the overstated enrollment but nothing is going to be done about it because it would interfere with economic development of KVC funding political campaigns and acquistion of land.

Yes, the state revenue generated from these transgressions are used to acquire land in KVC investments and its individual associates.

“Kansas understands the importance of utilizing Federal Medicaid funds appropriately. This was no exception,” Christine Swartz, the state’s deputy Medicaid director, wrote in a July letter to the Office of Inspector General.

Brownback set it up so that its private contractors could generate funding for political campaigns, mostly state campaigns as its campaign finance reporting system is poorly structured to hide to decipher what actually is an issue campaign for a private contractor and a political campaign.

The complaint, below, illuminates how KVC solicits under the guise of child welfare issues where many of its state elected and administrative officials function in the capacities of being on KVC payroll, advisory boards, and lobbyists.
KanCare, which put private companies in charge of managing the state’s Medicaid program, was launched by Gov. Sam Brownback in January 2013. The program moved nearly all state Medicaid enrollees into health plans run by Sunflower and two other managed care organizations, Amerigroup and UnitedHealthcare.
Leary sued in October, shortly after it was reported that the three companies running KanCare collectively lost $76.2 million in 2014 after incurring losses of $110 million in 2013.

The federal report says that after considering Kansas’s comments, the OIG stood by its findings and recommendation.

Now, the question is, "What is OIG going to do about it?"

The OIG’s recommendation that Kansas give the money back remains just that – a recommendation – de Rocha emphasized. She said CMS has not sought the funds’ return.

Kansas has yet to even file an appeal to be ruled upon which is why CMS has not sought the funds' return.

The report comes as Kansas seeks reauthorization of its privatized Medicaid program, known as KanCare. The state must obtain permission from CMS to continue the program.

Kansas was denied reauthorization in January.

Audits of other states have also found bonus payments that should not have been allowed. Another report released this month found that Ohio had been overpaid by $29.5 million.

“In previous audits…we found millions of dollars in unallowable bonus payments,” the Kansas report said, “therefore, we identified (Children’s Health Insurance Program) bonus payments as a high-risk area.”

So far, CHIP reauthorization has yet to go through and Tom Price, under federal investigation, has resigned.

As demonstrated in the KVC complaint, below, there is no indication that Kansas is going to pay back the funding from its false claims of Medicaid because it is currently in its state court suing a whistleblower for putting their dirty deeds on a public platform.

What I really want to know is why, a private child welfare contractor, that submits cost reimbursements to Medicaid, owns intellectual property and is allowed to engage in private fundraising without having to report what it does with the money.

But I know what Kansas does with the money, and now, you do, too, and the state has all intentions of using Medicaid dollars to make sure it keeps its money.

$17 Million Reasons How Kansas Pays Child Welfare Social Impact Bonds

The State of Kansas did not just file false claims to the U.S. Department of Health and Human Services, Centers for Medicaid and Medicare for Children's Health Insurance Program Bonuses, it used the money to make payments on its social impact bonds running its child welfare programs, fund the politcal campaigns of its candidates, and paid its child welfare lobbyists who just so happen to also be employed by the privatized state contractor KVC and its elected officials, who just also so happens to be on the payroll for KVC.

Kansas intentionally makes people poor, so their children are poor, so they can submit fraudulent billing and false claims like this.

Taken directly from the HHS OIG Report:
Some of the bonus payments that Kansas received for the audit period were not allowable in accordance with Federal requirements. Most of the data used in Kansas’ bonus payment calculations were in accordance with Federal requirements. However, the State agency overstated its FYs 2009 through 2013 current enrollment in its bonus requests to CMS because it included individuals who did not qualify because of their BOE code. As a result, CMS overpaid Kansas $17,796,598 in bonus payments. 


Now, the major question is....."When will the U.S. Department of Justice finally step in and clean up the public corruption going on in Kansas elections, its child welfare programs, and, what I have yet to really put out there, its fraudulent land bank activitites?

A Letter To Kansas Foster Care Task Force About Its 'Kids For Cash' Schemes

The following communication was sent to me from a Kansas family who is fighting to save their grandchild who was removed, put in foster care, and adopted out for no reason.

Well, there was alot of money involved.

It should be noted that, in Kansas, there are no constituency services for the residents from their elected officials nor are there any civil rights protections, based upon its constitution.

It should even be noted that voting rights are being legislatively stripped from the people by establishing corporations like KVC as trustees over individual's right to vote.  The legislation is found, below.

That means Kansas can do what it wants, well, until the DOJ steps in like they had to do in the action of Brown v. Board of Education.

Hopefully.

Yes, the Brown case came out of Kansas, but in this instance, in dealing with foster care, it is about civil rights, or rather democratic segregation because, everyone knows, there are no civil rights in child welfare, particularly with privatized contractors.

One of the main issues of public corruption within the State of Kansas is with its private contractor, KVC, where its employees are running for public office using funds of the foster care organization, bloated contracts are handed out like candy to political candidates, and judges get kickbacks.

Oh, and KVC directors are allowed to lobby the state as part of their jobs.

I want to thank everyone again for all the effort on the Foster Care Task Force. Change starts with people like yourself—people that care.

 Please take a few minutes and read this story of greed and arrogance from DCF and it private contractors Last July, I was at the Hilton Hotel where KVC was having Bill Self in for a fund raiser with a goal of raising $600,000 in cash since the table costs were $25,000 a table.

 I was approached by Chad Anderson, who is in the executive role of KVC and past President of KVC in Kansas. I was approached by Chad Anderson two times.

 One was to tell me to stay away from his donors.

 My response to Chad Anderson was how did he know that maybe some of his donors where also donors of a non for profit that as grandparents had put together.

 If you go to state of Kansas business entity search, you will find the name KVC Kansas register under Ben Frie.

 We are in the final process of getting IRS 501c3 approval with our board of directors. KVC is aware of this and they continue to use the name in marketing under KVC Kansas ins which we have asked them to stop since KVC Healthcare has never register this name with the State of Kansas.

 This leads into the second approach by Chad Anderson of KVC Healthcare. He approached my table and I made the joke if he was going to donate to a truly good cause since our cause will be to help parents/grandparents with family court issues so they can have private attorneys vs a court appointed attorney that spend 2 minutes with parents before court.

 Chad Anderson got upset and made a comment to me “that he was going to take me down”. I filed a court order for TRO and was granted it based on Chad making this comment in front of two witness. Bottom line the Judge in Johnson felt that Chad Anderson actions crossed the line since he made those comments and got into my body space since he was truly upset.

 Couple weeks back which I will send you a copy of the court order and the letter from Chad Anderson outside attorney (KVC Healthcare hired a outside firm and paid for Chads Anderson deference despite my court actions was against him personally not KVc Healthcare).

 So bottom line, fund raisers are done and money from the state given so KVC Healthcare can hire a outside attorney firm. I tell you this story since last month I was called a “political activist” by the attorney for Chad Anderson.

I do not believe I am a “political activist” but someone that sees wrong. Sees wrong on what DCF, the private contractors and the court systems and want to help protect the children of Kansas. So please take five minutes and please read my concerns of the task force:

 1-Is the Task Force aware that Gilmore signed a new contact for another 2 years starting next July so is this task force truly about fixing the system. The last couple of renewals have been one year so why the need of two years renewal for the private contractors?

 2-As most people are aware, I have attended all of the task force meetings and all but one working group so not sure if anyone besides maybe Linda Gallanger has spend more time learning the system.
I have become a certified parent ally so I can go to court to help protect parents or grandparents since most of them do not know the laws.

 On top of this, I have read the training manuals that was issue to DCF workings last summer. I have spend time understanding the financial statements of KVC.

 Saying this, my concern is allowing the private contractors attend the working groups and sit at the working group tables.

 So we are allowing one of the main concerns to sit at the working group tables and I have personally seen the influence of the private contractors.

 Next month, KVC is doing a GALL at Union Station where the event to rent the Union Station was over $200,000. Yes that is a great investment since if you google KVC 2017 Gala. You will see their goal is to raise over a MILLION Dollars

 3-The first two concerns coming from the task force was:

  •  A-Children sleeping in KVC or St Francis offices. Well again not sure if anyone has visited the ten million dollar recently built new building in Olathe. It includes a 6,000 square foot ball room which I guess are children are not good enough to sleep in that beautiful ballroom. 
  • B-That we have missing children. I can tell you not once did DCF or our GAL ever see us with our grandchildren, KVC case worker stoped by twice on surprise visits. We passed these inspections with no problem. So my question, what does DCF do? Gilmore hires private contractors so she does not have to do her job. That simple. 

 4-Besides Linda Gallagher who was at our court hearing truly understand the laws in place in Kansas. Does this task force understand that if I was to kill someone in Kansas that I could have appeals. In Kansas, a family court judge decides and there is not appeals. Decisions need to be moved to a jury system vs a judge

 Then reason way is simple and I will use Ju Judge Cahill who is on the task force as a example. He starts the two court cases I have attended by saying how great KVC or DCF does in reports.

 The parent ally on my sons cases has given me a affidavit that this judge had already made up his mind before my sons court hearing.

My attorney emails to me after being witness to Cahill was simple. That when my son missed court based on a car wreck and admitting to the hospital and the Cahill ruled against my son comments were simple. Let him take legal action against me if he does not like my decision.

Why do I point this out. Well Cahill is feature in the KVC annual report. He was honor as a “hero” at KVC annual meeting.

 He attends the events of KVC. The question to the judges like Cahill or Sloan are simply. How many times have you overruled KVC or DCF?

 I know of one case. DCF and KVC ruled against a lesbian couple that wanted to adopt. They were detreminded not the right fit by KVC and DCF based on their sexual preference. Judge Sloan overruled KVC and DCF on that case. Again ask this simple question. How many times does a judge rule against DCF or its private contractors

 5-Do you know have many lawsuits have been filed AGAINAST DCF or its private contractors?

 I know of three lawsuits that have been settle by KVC and St Francis where a confidentiality agreement have been signed that was for deaths and rapes of children under their care.

 I believe DCF and KVC/ St Francis should disclose every lawsuit in the last 10 years to the task force. They can take out the names or care numbers.

 I haver personally been asked to testify for two cases against KVC and St Francis I have talked to two attorneys that have settle million dollar lawsuits against DCF or its private contractors

 6-The make up of the working groups is not a fair balance since it is full or attorney or people running for office or friends of private contractors.

Show me one parent ally which is accepted by DCF as part of the recognized person of the court system.

 Do not take this the wrong way, how many task force members know what a State certified parent ally does in foster care?

 Show me one parent or grandparent that maybe understands the system needs more than some of the members of the task force?

 You have members of thew working groups that was selected that our agents for KVC. I have provided this information to Steve Alford and my concerns of these people.

 You have judges that are so tied into the private contractors that they have lost site of their jobs. 

Finally lets call it for what it is. Kids for Cash.

 KVC and St Francis are great marking companies at raising money but foster care is something that takes people that care more than about money.

 KVC letter talks about me having their employees on tape talking about the greed of the executives. There talk about me having judges talking how broken KVC and DCF are.

 KVC talks about me having the print outs of case workers from KVC admitting drug use or mental issues.

 Yes I have all of this but unless the task force allows open and honest communication then this task force is doomed.

 We have the highest paid state employee on the board of KVC. We have contractors given with a true RFP process and as a sole source.

 We still have a good old boy system with DCF and its private contractors.

I personally look forward to speaking to the entire task force in open forum and going into more detail of how the system can be fixed but wanted to continue to express my concerns until the system is fixed.

Then, the Kansas Republican gubernatorial candidate, Mark Hutton, had to stand up and do the job of Kansas current Governor Sam Brownback to call for the resignation of Department of Children and Family Secretary, Phyllis Gilmore, because, well, she thinks missing foster kids is normal and, one can only assume, but in this instance, I am just going to call it out that Brownbach was too busy prepping for his U.S. Senate confirmation hearings for his nomination to the position of U.S. State Department Ambassador At-Large for the Office of International Religious Freedom.


Then, Phyllis Gilmore puts out a damage control opinion to make it look like a politically partisan attack on her leadership.

Kansas Candidate Targets Child Welfare After Grandson Dies

A Democratic candidate for Kansas governor whose 3-year-old grandson's body was found encased in concrete has joined the push to reform the state's child welfare agency.

Former Wichita Mayor Carl Brewer said his family filed multiple requests with the Kansas Department of Children and Families to check on his grandson, Evan Brewer, before the toddler's remains were found last month, The Kansas City Star reports.

His grandson was encased in a cement wall.

I saw some of the raw, personal videos, of his family trying to find his grandson.

I believe it was a bipartisan effort, Phyllis.

But wait, it gets even better.

Then you have Senator Pat Roberts, a supporter and long time friend of KVS, one of only 2, state, privately contracted child welfare provider, who has his political campaigns funded through KVS.

Then, you have former Kansas Secretary of State, Kris Kobach, who was tapped to be the Vice Chair of the Presidential Advisory Commission on Election Integrity running as another Republican Gubernatorial Candidate for Kansas promoting federal campaign fundraising while using his federal position to advance his state campaign.

Kobach left the his office of Secretary of State in complete and utter chaos, but allow me to explain.

The majority of Kansas residences have no idea how to look up their state representatives because the state website provides an external look up, which, in most instances, leaves one in complete confusion.

Of course, I would be remiss if I did not note that the state representatives are reduced to using their campaign websites and emails, sometimes personal emails, because they were never provided with state sanctioned emails or websites.

From a cursory look into the current candidates for state representatives running for office, they hail from KVC, using KVC funding to campaign, with some of them not even registering as official candidates.

The people of Kansas, or rather "The Poors" (always said with clinched teeth) have so many barriers to representation in the state's rampant public corruption of its political process that the people, rather, "The Poors" are disenfranchised, intentionally, through privatization.

But wait, I will leave you with this.

Meet Judge Daniel Cahill: Kansas Has A "Kids For Cash" Scheme Going On

The KVC funding fraud and the judicial system money laundering issues are entirely another barrel of rotten worms as Judge Daniel Cahill is seriously trying to tap into DOJ Juvenile Justice grants in child welfare.

Hey, gotta keep funding those political campaigns and making those mortgage payments!

And this is just the beginning of the unraveling of why Kansas has:

  • A 'Kids For Cash' scheme going on; 
  • Human trafficking; 
  • More than 70 kids missing from foster care with some willing to commit suicide rather than go back into care; 
  • Kids being snatched from home with no substantiation of abuse and billed for months;
  • Contemporaneous billing of Medicaid and private health insurers for phantom child welfare services;
  • No civil rights protections from the State Attorney General because child welfare has been privatized;
  • No referral to the State Attorney General Medicaid Fraud Control Unit; and,
Last, but not least, taxation without representation, because everything has been privatized in the legislature so that voting rights can continue to be stripped, to silent "The Poors" (always said with clinched teeth) who call for the ousting of DCF Secretary Phyllis Gilmore.

(On a side note, Kansas also has one of those Detroit Land Bank Authority issues going on, but I am going to save that one for later #DOJ #FBI)
