Independent autopsy finds George Floyd died of homicide by asphyxia

The examination was led by a former New York City medical examiner.

The autopsy, requested by George Floyd's family, said his death was "caused by asphyxia due to neck and back compression that led to a lack of blood flow to the brain."
An independent autopsy ordered by George Floyd's family found his death was a "homicide caused by asphyxia due to neck and back compression that led to a lack of blood flow to the brain," according to early findings from the examination released Monday.

Floyd was apprehended by police officers in Minneapolis, Minnesota, last Monday, and one of the officers pinned his knee to Floyd's neck as Floyd called out that he couldn't breathe.

The independent examiners found that weight on Floyd's back, the handcuffs and the positioning were contributory factors because they impaired the ability of Floyd's diaphragm to function. The report concluded that Floyd, 46, died at the scene.

"The ambulance was the hearse," Ben Crump, an attorney for Floyd's family, said at a news conference announcing the findings.

Later Monday, the Hennepin County Medical Examiner's office released its initial findings of their autopsy and also declared Floyd's death was a homicide caused by "a cardiopulmonary arrest while being restrained by law enforcement officer(s)."

Dr. Michael Baden and the University of Michigan Medical School's director of autopsy and forensic services, Dr. Allecia Wilson, handled the newly announced independent examination.

Baden, who was New York's medical examiner in 1978 and 1979, had previously performed independent autopsies on Eric Garner, who was killed by a police officer in Staten Island, New York, in 2014 and Michael Brown, who was shot by officers in Ferguson, Missouri, that same year.

Baden said Floyd was in good health before his death and said the video of his death showed the compression of his neck and back very clearly.

"When he said 'I can't breathe,' unfortunately, many police are under impression that if you can talk that means you're breathing. That is not true," he said during the news conference.

Wilson said toxicology reports and other examinations are still ongoing and acknowledged that since they conducted a second autopsy, as the medical examiner had done one previously, they did not have access to Floyd's tissue samples in their original state.

"We feel those items will not change or alter the cause of death with mechanical asphyxia," she said.

The medical examiner's preliminary report, however, said Floyd had "other significant conditions," including "arteriosclerotic and hypertensive heart disease, a fentanyl intoxication and recent methamphetamine use."

Former Minneapolis police officer Derek Chauvin, identified as the officer who put his knee to Floyd's neck, was arrested and charged with third-degree murder and manslaughter. Floyd was heard saying "I can't breathe," while the officer had him pinned for nearly nine minutes, according to the criminal complaint.

Three other officers who were involved in the arrest have been fired but haven't been charged as of Monday afternoon.

The criminal complaint said the official examination of Floyd's body by the medical examiner is still ongoing, but prosecutors provided some information about this death. This is separate from the independent autopsy requested by Floyd's family.

The medical examiner's initial findings were that Floyd had underlying health conditions including coronary artery disease and hypertensive heart disease, the complaint said.

Hurley Medical Center’s ‘gentle giant’ dies from coronavirus

FLINT, MI – Standing head and shoulders above most people, Wendell Quinn’s height was only surpassed by the amount of caring he had for others.

A public safety officer of more than 26 years at Hurley Medical Center in Flint, Quinn died Sunday, April 19 from COVID-19 at the hospital where he served. He was 51 years old.

Matthew Murray, Hurley’s public safety chief, called Quinn larger than life in “both stature and in personality.”

“Those of us who know him and who love him, he’s affectionately known as the gentle giant. (He) stood 7-foot-2 and he had a heart to match,” said Murray. “It’s hard to come to grips with the loss of someone like Wendell because he meant so much to everyone here.”

Quinn would always greet people with a smile and was willing to provide help when needed.

“To be a public safety officer at any medical center or any hospital, it takes a certain skill set,” Murray noted. “Patience for the patients... He cared about everyone and he would ask you how you were doing, and it wasn’t just something in passing. He actually cared about how you were doing, and he would sit there and listen to you. That is a quality and a trait that is not easily found. He was wonderful.”

Quinn was always eager to provide assistance with the Children’s Miracle Network and expressed a passion at getting people signed up for the annual Bowl-A-Thon at Grand Blanc Lanes hosted by the Hurley Foundation.

Along with his job at Hurley, Quinn served as the men’s bowling coach at Powers Catholic High School in Flint.

City of Flint instituting curfew beginning Thursday evening

   

FLINT (WJRT) (4/1/2020) - Flint residents will be under a mandatory curfew beginning Thursday night as the city continues dealing with the ongoing coronavirus pandemic.

The curfew will be in effect from 9 p.m. to 6 a.m. for the next 30 days -- through the month of April. Stores, pharmacies and most other businesses will be closed by 9 p.m., when the curfew starts.

Violations will be considered a misdemeanor, which is punishable by up to 90 days in jail and a $500 fine.

"This is real, ladies and gentlemen," Mayor Sheldon Neeley said. "This is about enacting proactive solutions and protecting life."

Anyone providing or obtaining essential services are exempt from the curfew. Neeley said the definition of "essential" will follow Gov. Gretchen Whitmer's "Stay Home, Stay Safe" order issued March 23.

He said Flint has to step up its efforts as the pandemic continues spreading. Neeley said the next two weeks are critical in Michigan's and the nation's fight against coronavirus.

The pandemic is expected to peak sometime in the month of April, but the number of deaths and new cases in Genesee County continues rising. Genesee County went from no cases two weeks ago to nearly 250 on Wednesday.

"We must remain vigilant," Neeley said. "We must remain proactive with our stance."

He said Michigan's stay home order involves self-governance, but it's not working. Flint officials are receiving reports of people congregating in parking lots after dark, which violates the order, Neeley said.

He promised "a real level of enforcement" at convenience stores and other areas where people have been gathering after dark.

"That is not acceptable. We have to take this serious," he said. "We need to curtail those places that the virus could spread."

Neeley also announced that bottled water deliveries will begin next week thanks to a larger donation from Nestle Waters North America. Anyone who needs water can apply by calling 810-410-2020.

Several churches are assisting the city with restarting home delivery of bottled water.

Dr. Mona Hanna-Attisha has COVID-19, urges survivors to help others

Michigan State University Dr. Mona Hanna-Attisha announced Thursday on Twitter that she has COVID-19 —  and took the opportunity to encourage those who have recovered from the virus to potentially help others.

"I tested positive. I'm doing fine," tweeted Hanna-Attisha, a pediatrician who helped uncover the Flint water crisis.

Hanna-Attisha added: "If you are recovering, consider donating your plasma. I just signed up." She ended her tweet with the following hashtags: #StayTheFHome #ICantSmellAnything

Her call for plasma donors refers to researchers and physicians who are recruiting COVID-19 survivors to help in the potential recovery of virus patients with especially dire symptoms. Medical experts hope to use the antibodies from donors to help those who are very sick.

The effort is part of the National Convalescent Plasma Project, made up of physicians and scientists from 34 institutions in 17 states, including Michigan State.

This treatment has been used in the past to treat H1N1, SARS, Middle East Repiratory Syndrome and Spanish flu. The move comes after the FDA approved the expedited use of what is known as convalescent plasma on March 25.

They need homes and families, but that will never happen, because if you addressed the pervasive public corruption in Detroit, you will find that legacies will no longer be stolen, poverty will end, and, as a result, children will become successful in school.

Gretch should come down to one of the homeless schools for Detroit kids and try to pitch her "wraparound services" that only exist on paper.

Whitmer: Democratic nomination system 'ripe for change' after Iowa troubles

Governor Whitmer proposing $15.9 billion for school aid fund

(WPBN/WGTU) -- Governor Gretchen Whitmer's proposed budget for 2021 calls for $15.9 billion for the school aid fund.

That's a 4.9 percent increase from last year's budget.

"There have been two or three studies that have been done that continue to say we're underfunding public education in Michigan and I think this continues to move us a little bit forward to taking care of that," said Christopher Parker, the Superintendent for Petoskey Public Schools.

When it comes to per pupil base funding, the governor is proposing a $150 increase for higher funded districts and a $225 increase for lower funded districts.

That would reduce the gap between the highest and lowest funded districts to $343 per pupil.

"For the Kalkaska School district it's definitely a plus. It looks like we could get up to $225 a student," said Lee Sandy, the interim Superintendent for Kalkaska Public Schools.

"New books, new materials, calculators, rulers, pens all the supplies and materials and those types of things, said Parker when asked about what additional funding could mean for Petoskey Public Schools. "New curriculum that's updated so our teachers have the best technology, the best books."

Special Education Services are also prioritized in Governor Whitmer's proposed budget.

The 2021 school aid fund calls for $60 million in additional funding for those services.

It also calls for $60 million in additional funding for services to help academically at-risk students and economically disadvantaged students.

Early childhood education is also part of the proposal with $42 million of new funding set aside for preschool.

"We need to get more money to the preschool programs so kids come to us better prepared for school," said Sandy.

The proposed budget also calls for giving each teacher $250 to buy school supplies.

"We have lots of teachers that buy lots of supplies," said Sandy. "And sometimes it's stuff that you would never suspect with some needy kids who need things besides just schools supplies it may be clothing it may be sometimes snacks, incentives to do better," said Sandy.

Overall both Parker and Sandy say the school aid fund portion of the budget looks promising.

"There's a lot that goes into educating the K-12 student, teachers are working really hard, there's a lot of great things happening in K-12 schools it's refreshing to see that the governor is recognizing that how important that is," said Parker.

Governor Whitmer is also proposing $40 million in grants for school infrastructure.

That grant money could be used for new air or water filters or to get rid of lead and asbestos.

Detroit — The Children’s Foundation has awarded $4 million in grants to fund 93 community, research and educational initiatives in Metro Detroit.

The foundation awarded a $50,000 grant to a program at the University of Michigan Medicine called "Transforming Research into Action to Improve the Life of Students," which serves children in the Detroit Public Schools Community District.

How about some quality housing, that is not prone to fake ass property tax foreclosures. That might improve the quality of life, but, hey, what do I know? Four grants totaling $52,376 related to burn services were awarded to the Children’s Hospital of Michigan. The funds will allow the hospital to provide burn patients with take-home gauze and burn ointments and custom-made pressure garments that promote healing and reduce scarring.

The grants also will support the expenses of a burn survivors event and educate staff at the annual American Burn Association conference, officials said.

Lawrence J. Burns, president & CEO of The Children’s Foundation, said in each grant cycle there is a greater demand and a more diverse pool of applicant organizations all seeking to use funds in constructive ways to help Metro Detroit children.

Here is a really constructive way to stop child poverty - STOP STEALIN'.

“We are so grateful to donors and partner organizations who allow us to be able to provide $4 million to help programs get underway and make an impact in children’s lives today — rather than years down the line,” Burns said.

The foundation has granted more than $58 million to more than 75 partners across the state. More than $500,000 was awarded to 14 organizations undertaking youth mental health initiatives in Michigan.

Grant recipients include:

•A grant of $113,573 to Hamtramck Public Schools to support continued operations of a health clinic for children who are immigrants.

You do know there are clinics for children who are immigrants in Hamtramck, that bill Medicaid, right?  Have you ever taken a peek at that Recreational Center? You should.

•Boys Hope Girls Hope Detroit received $20,000 for an art therapy program and to fund staffing of a certified art therapist at the Hope House residential scholar program.

Using the word "therapy" means you can bill at your heart's desire to Medicaid.

•Common Ground received a $50,000 grant to support work in its runaway and homeless youth program.

Did anyone ever think that runaway and homeless youth are what we call today, victims of human trafficking, who, pretty darn sure, came out the Michigan Child Welfare System, that which this Children's Foundation has been funding research on child abuse and neglect, going back as far as when they launched this crap as CAPTA?

Michigan Governor Whitmer Replaces Randy Richardville With Sam Singh Over Child Abuse & Neglect Board - But Why?

I bet this has something to do with his experience with the Michigan Nonprofit Association because it is a network with Michigan universities so it could be a number of things:

• 2020 Census;
• Michigan Children's Hospital Foundation;
• United Way.

One day, someone created a fake Facebook account, and attempted to use a director's name to offer me [(sic) $20K in a United Nation grant....that I did not have to payback....because it was free money.]

Yeah.

That was so ghetto because they also addressed me as, "Miss Beverly".

Right.

So, I just so happen to call the director of National Counsel of Nonprofits, because I went to grade school with her, and told her that someone had hijacked her online identity using her organization.

The U.S. Census case is still in SCOTUS, and it has to do with parental rights, which all started in Michigan.

For the aforementioned reasons, I am calling this move an act of stealin' the children, land & votes, but, hey, what do I know?

Gubernatorial Appointments: Richardville Out, Singh In

Gov. Gretchen WHITMER this week replaced former Republican Senate Majority Leader Randy RICHARDVILLE on a state board overseeing child abuse and neglect cases and added former Democratic House Minority Leader Sam SINGH to the Community Service Commission.

Those appointments, as well as appointments to the following boards, were announced by the Governor's office this week:

Child Abuse and Neglect Prevention Board 'Children’s Trust Fund'
- Tammy BERNIER, of Saginaw, the owner and CEO of the Duperon Corp. and a member of the Child Abuse and Neglect (CAN) Council Great Lakes Bay Region Board of Directors, was appointed to replace Randy RICHARDVILLE to serve a term expiring Dec. 19, 2022

- Kelle Jo ILITCH, of Bloomfield Hills, a board member for Ilitch Charities, was appointed to replace Sean BERTOLINO to serve a term expiring Dec. 19, 2022

- Jill SIMMS, of Skandia, a Marquette County assistant prosecutor was appointed to replace former Appellate Court Judge Michael TALBOT to serve a term expiring Dec. 19, 2022

- Nicole Wells STALLWORTH, of Farmington Hills, the assistant vice president for Government and Community Relations at Oakland University, was appointed to replace Krista BEACH to serve a term expiring Dec. 19, 2022. She will chair the board.

- Amy BIGMAN, of East Lansing, a Rabbi at Congregation Shaarey Zedek in East Lansing was appointed to replace Reginald BLUESTEIN for a term expiring Dec. 19, 2022

- Jason GOLD, of Dexter, president of GEM Advocacy Group, was appointed to replace Roxanna DUNTLEY-MATOS to serve a term expiring Dec. 19, 2022

State Rep. Sam Singh (repeatedly) made Michigan history

EAST LANSING – Sam Singh was the first Indian-American to serve in the Michigan House, and that made him the first Indian-American to serve as minority leader when he became the chamber's top Democrat in January 2017.

In fact, Singh has a knack for making history.

Before joining the Legislature, he was one the state's youngest city council members when he joined the East Lansing council at age 24. He served a dozen years there, two of them as the city's youngest mayor — the first person of color to hold that position.

He's long said his parents, who came to the U.S. from India before he was born, taught him the value of what this country gives to its people and the importance of giving back.

Having spent the entirety of his House career in the Democratic minority, Singh has seen only six of his bills signed into law by Republican Gov. Rick Snyder. But he said he's still made a difference by using the bully pulpit to force the GOP majority to focus on his issues: schools, roads and higher education.

"I've used my position to highlight the deficiencies, which I think in the end has forced the other side to put more money in" than they would have otherwise, Singh said.

Singh, 47, can't seek reelection to the state House because of term limits, and his state Senate district is already occupied by a Democrat. So, for the first time since 1995, he's not on any ballot.

Singh is one of three Greater Lansing lawmakers — state Sen. Rick Jones, R-Grand Ledge, and state Rep. Tom Cochran, D-Mason, are the others — who are being term-limited out of the Legislature this year and are not seeking another public office.

He isn't sure what he'll do next. He'd like to work in a Democratic administration, should someone from his team win in November (he's endorsed Gretchen Whitmer, who preceded him in the House).

Failing that, he'll likely work again in the nonprofit sector (he ran the Michigan Nonprofit Association before being elected to the Legislature).
