HHS Announces New Ventilator Contracts, Orders Now Totaling Over 130,000 Ventilators

This week, the Department of Health and Human Services announced five new contracts for ventilator production rated under the Defense Production Act (DPA), to General Electric, Hill-Rom, Medtronic, ResMed, and Vyaire, as well as two other contracts for ventilator production, to Hamilton and Zoll.

In total, combined with contracts with General Motors and Philips rated under the DPA earlier this week, HHS has finalized contracts to supply 6,190 ventilators for the Strategic National Stockpile by May 8 and 29,510 by June 1. The seven new ventilator contracts announced by HHS this month will provide a total of 137,431 ventilators by the end of 2020.

The rating of the five contracts under the DPA follows President Trump's direction to HHS Secretary Alex Azar to invoke the Act with regard to General Electric, Hill-Rom, ResMed, Medtronic, and Vyaire on April 2.

Secretary Azar issued the following statement:

"President Trump and HHS's use of the DPA is getting private manufacturers what they need to ramp up ventilator production rapidly. We are grateful to the patriotic Americans at companies working around the clock and retooling factories to increase ventilator production. The thousands of ventilators delivered to the Strategic National Stockpile starting this month, continuing through the spring and summer, will mean we have more capacity to respond to the pandemic as it evolves. HHS and FEMA deployment of ventilators from the stockpile have helped ensure that hospitals in states such as New York have not run out of ventilator capacity while working to save lives."

General Electric's contract, at a price of $64.1 million, is for 2,410 ventilators produced by June 29, with 112 by May 4 and 736 by June 1.

Hamilton's contract, at a price of $552 million, is for 14,115 ventilators produced by July 3, with 850 by May 8 and 4,404 by May 22.

Hill-Rom's contract, at a price of $20.1 million, is for 3,400 ventilators produced by July 13, with 400 by June 1.

Medtronic's contract, at a price of $9.1 million, is for 1,056 ventilators to be produced by June 22, with 200 by May 4 and 678 by June 1.

ResMed's contract, at a price of $31.98 million, is for 2,550 ventilators produced by July 13, with 400 by May 4 and 1,150 by June 1.

Vyaire's contract, at a price of $407.9 million, is for 22,000 ventilators produced by June 29, with 1,200 ventilators by May 4 and 9,100 by June 1.

Zoll's contract, at a price of $350.1 million, is for 18,900 ventilators produced by July 3, with 1,010 by May 4 and 4,410 by June 1.

Ambassador Birx is a world-renowned medical expert and leader in the field of HIV/AIDS. Her three-decade-long career has focused on HIV/AIDS immunology, vaccine research, and global health. As the U.S. Global AIDS Coordinator, Ambassador Birx oversees the implementation of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the largest commitment by any nation to combat a single disease in history, as well as all U.S. Government engagement with the Global Fund to Fight AIDS, Tuberculosis and Malaria. Through her professionalism and leadership in the field, she progressed to serve as the Director of the U.S. Military HIV Research Program (USMHRP) at the Walter Reed Army Institute of Research from 1996-2005. Ambassador Birx helped lead one of the most influential HIV vaccine trials in history (known as RV 144 or the Thai trial), which provided the first supporting evidence of any vaccine’s potential effectiveness in preventing HIV infection. During this time, she also rose to the rank of Colonel, bringing together the Navy, Army, and Air Force in a new model of cooperation – increasing the efficiency and effectiveness of the U.S. Military’s HIV/AIDS efforts through inter- and intra-agency collaboration. Then known as Colonel Birx, she was awarded two prestigious U.S. Meritorious Service Medals and the Legion of Merit Award for her groundbreaking research, leadership, and management skills during her tenure at DOD. 

From 2005-2014, Ambassador Birx served successfully as the Director of CDC’s Division of Global HIV/AIDS (DGHA), which is part of the agency’s Center for Global Health. As DGHA Director, she utilized her leadership ability, superior technical skills, and infectious passion to achieve tremendous public health impact. She successfully led the implementation of CDC’s PEPFAR programs around the world and managed an annual budget of more than $1.5 billion. Ambassador Birx was responsible for all of the agency’s global HIV/AIDS activities, including providing oversight to more than 400 staff at headquarters, over 1,500 staff in the field, and more than 45 country and regional offices in Africa, Asia, Caribbean, and Latin America. Recognized for her distinguished and dedicated commitment to building local capacity and strengthening quality laboratory health services and systems in Africa, in 2011, Ambassador Birx received a Lifetime Achievement Award from the African Society for Laboratory Medicine. In 2014, CDC honored her leadership in advancing the agency’s HIV/AIDS response with the highly prestigious William C. Watson, Jr. Medal of Excellence. 

Ambassador Birx has published over 220 manuscripts in peer-reviewed journals, authored nearly a dozen chapters in scientific publications, as well as developed and patented vaccines. She received her medical degree from the Hershey School of Medicine, Pennsylvania State University, and beginning in 1980 she trained in internal medicine and basic and clinical immunology at the Walter Reed Army Medical Center and the National Institutes of Health. Black people with HIV infection are at increased risk of kidney disease and the reasons for this are not well understood. We would like to examine the risk factors for this, especially the contribution of a person’s genetic makeup. Participants will provide blood and urine samples, to examine the relationship between genetics and kidney problems. We will be approaching potential participants in clinic. To take part, patients must have HIV infection and have been born (or have parents who were born) in sub-Saharan Africa or the Caribbean.

The HIV research team conduct a variety of drug trials and observational studies. These studies aim to improve our understanding of HIV and discover better treatments. It is up to you whether you want to take part in research and it will not affect your care in any way. A doctor or a research nurse will be very happy to give you more information and discuss your suitability for a trial. As many people are only seen every six months you may miss out on the chance to take part in some studies. Joneigh S. Khaldun

Dr. Joneigh S. Khaldun is the Chief Medical Executive and Chief Deputy Director for Health for the Michigan Department of Health and Human Services. In these roles, she provides medical guidance for the State of Michigan and oversees the Population Health, Medical Services, Aging and Adult Services, and Behavioral Health and Developmental Disabilities administrations.

Prior to her roles at MDHHS, she was the director and health officer for the Detroit Health Department, where she oversaw a robust community-driven community health assessment, established a comprehensive reproductive health network and led Detroit’s response to the Hepatitis A outbreak. In 2018, Dr. Khaldun was selected for the 40 Under 40 Leaders in Minority Health Award by the National Minority Quality Forum; she also is a Fellow of the American College of Emergency Physicians (FACEP).

Previously, Dr. Khaldun was the Baltimore City Health Department’s chief medical officer, where she oversaw seven clinics and a laboratory and led efforts to address the opioid epidemic. She has held several local and national leadership positions, including director of the Center for Injury Prevention and Control at George Washington University, founder and director of the Fellowship in Health Policy in the University of Maryland Department of Emergency Medicine, and as a Fellow in President Obama administration’s Office of Health Reform.

Dr. Khaldun has served on several national and local boards and committees that include: Commission on Health in Montgomery County, Maryland; Big Brothers Big Sisters of Metropolitan Detroit; the Detroit Urban Research Collaborative; the governor-appointed Michigan Public Health Advisory Council; and the Centers for Disease Control and Prevention Health Disparities Advisory Committee. She obtained her undergraduate degree from the University of Michigan, medical degree from the Perelman School of Medicine at the University of Pennsylvania and a master’s in public health in health policy from George Washington University. She completed her residency in emergency medicine at Kings County Hospital Center in Brooklyn, New York, where she served as chief resident. She practices emergency medicine part-time at Henry Ford Hospital in Detroit.

She started her career with the United States Department of Defense as a clinician in immunology, focusing on HIV/AIDS vaccine research. On February 27, 2020, Vice President Mike Pence named Ambassador Birx as the coronavirus (COVID-19) response coordinator for the White House.[1]

As an infectious disease physician, I (and many others) was shocked at last night’s announcement that Vice President Mike Pence was appointed to oversee the Coronavirus-19 (COVID19) response. There are a number of reasons why.

First, while the President cited Pence’s experience with healthcare as Governor of Indiana, he was widely criticized by the infectious disease community, particularly for his response to opioid use and HIV.

HIV: In Indiana, Pence was instrumental in fueling an HIV epidemic. In tiny Austin, Indiana (pop. 4200), Planned Parenthood, the only place where people could get HIV testing, was defunded. Combine that with poverty, high unemployment and drug use, and the town had over 150 cases of HIV. This prompted then CDC Director Tom Frieden to note that Austin now has a higher incidence of HIV than "any country in sub-Saharan Africa… They've had more people infected with HIV through injection drug use than in all of New York City last year." Many were coinfected with Hepatitis B and/or Hepatitis C (HCV), causing further illness and costly treatment. In fact, in the U.S., 50-80% of people with IV drug use  become infected with HCV within 6-12 months of starting injecting drug use, all avoidable with needle exchanges.

Pence was adamantly opposed to needle exchanges, although they are of proven public health benefit and efficacy in reducing these infections which can be transmitted sexually or by shared needles. Two months after the outbreak was detected, Pence said he would “pray on it.” Because of the HIV epidemic, Pence reluctantly agreed to allow needle exchanges—but only briefly and only in that county. The Chicago Tribune’s David Rutter (@theeditor50) concluded: “The public's HIV treatment bill for Austin will run $200 million once the epidemic peaks—at least $1 million to save each uninsured patient, say health experts...It's the price of inattention and indifference.”

Public Health:

Here, too, Governor Pence was known for cutting funding for the state’s public health departments. Indiana spent $12.40 per person on public health, compared to $220 for West Virginia. As a member of Congress, Pence also voted against the State Children’s Health Insurance Program although he professes belief in “the sanctity of life.”
