Dr. Anthony Fauci, the infectious disease expert who is the most credible U.S. spokesperson on the coronavirus outbreak, has been absent from White House events for three days after contradicting President Donald Trump.

Fauci participated in a White House news conference on Friday, where TV cameras caught him putting his face in his hands after Trump disparaged the State Department as the “deep State Department.” He then gave an interview to Science magazine on Sunday in which he agreed that Trump makes false statements about the outbreak and said his response is to “try and get it corrected for the next time.”

Fauci didn’t appear at White House news conferences on Sunday or Monday or at a “virtual town hall” that Fox News broadcast from the White House on Tuesday. Another doctor who advises Trump and Vice President Mike Pence, State Department official Deborah Birx, fielded technical questions about the outbreak at the events Monday and Tuesday.

Fauci was also expected to make an appearance on Sean Hannity’s Fox News program on Monday night, but he did not go on air.

But Fauci, in an interview Tuesday with WMAL, disputed the idea that he’s had a falling out with Trump.

“The president has listened to what I have said and what the other people on the task force have said,” Fauci said. “When I’ve made recommendations, he has taken them. He has never countered or overridden me. The idea of just pitting one against the other is not helpful. I wish that would stop and we’d look ahead at the challenge we have to pull together to get over this thing.”

Since the beginning of the outbreak, Fauci has been praised as a reassuring voice for Americans who have seen their lives upended by “social distancing” measures intended to stop the virus’s spread. Fauci’s recent absence has generated speculation Trump has sidelined the outspoken doctor.

The president on Tuesday re-tweeted a photo of Fauci covering his face at Friday’s news conference. The tweet was later deleted.

The New York Times reported Monday that Trump and some of his advisers have grown impatient with Fauci, who has notably disagreed with Trump’s promotion of a malaria drug, hydroxychloroquine, as a treatment for coronavirus. The FDA hasn’t approved the drug to treat the virus and Fauci has said there is only “anecdotal” evidence it might be effective.

Fauci is also among a group of top government health experts who have argued that in the absence of both effective treatments for the virus and widespread testing for infection, only lengthy, economically painful restrictions on daily life can slow the outbreak. Trump has shown impatience with those measures in recent days, saying Tuesday he wants the U.S. economy re-opened by Easter.

House Speaker Nancy Pelosi said Tuesday she would be concerned if Fauci’s advice was being ignored.

“Dr. Fauci is a truth-teller,” Pelosi, a Democrat from California, said on MSNBC.

Trump on Tuesday downplayed the notion that Fauci’s absence signals he is angry with the doctor, saying at a Fox News town hall that Fauci “has other things to do.” Trump was accompanied at the Rose Garden event by Pence, Birx and Surgeon General Jerome Adams.

“We get along very well,” Trump said when asked about his relationship with Fauci, whom he called “extraordinary.” “I think it is very good, you would have heard about it if it wasn’t.”

Fauci and the National Institute of Allergy and Infectious Diseases, where he is the director, did not respond to a request for comment.

Researcher Pleaded Guilty to Conspiring to Steal Scientific Trade Secrets from Ohio Children’s Hospital to Sell in China

Former Ohio woman Li Chen, 46, pleaded guilty today via video conference in U.S. District Court today to conspiring to steal scientific trade secrets and conspiring to commit wire fraud concerning the research, identification and treatment of a range of pediatric medical conditions.

“Once again we see the People’s Republic of China (PRC) facilitating the theft of our nation’s ingenuity and hard work as part of their quest to rob, replicate and replace any product they don’t have the ability to develop themselves,” said John C. Demers, Assistant Attorney General for National Security.  “Far from being an isolated incident, we see the PRC implicated in around 60 percent of all trade secret theft cases.  This continued economic belligerence runs contrary to the values and norms that facilitate the success of our industries and countering it remains among our highest priorities.”

“Nationwide Children’s Hospital’s Research Institute took reasonable measures to protect its cutting-edge intellectual property and trade secrets regarding exosomes, and I commend the cooperation of Nationwide Children’s throughout this investigation,” U.S. Attorney David M. DeVillers said. “Chen betrayed her employer of 10 years by stealing trade secrets from this American institution and transferring them to China after receiving payments from the Chinese government.”

“Li Chen was a trusted researcher at Nationwide Children’s Hospital, conducting cutting-edge U.S. government-funded research,” stated FBI Cincinnati Special Agent in Charge Chris Hoffman. “With her guilty plea, she admits that she abused this trust to establish a company in China for her own financial gain. The FBI is committed to working closely with partners such as Nationwide Children’s Hospital to protect the innovations that make America a world leader in science and technology.”

Chen admitted to stealing scientific trade secrets related to exosomes and exosome isolation from Nationwide Children’s Hospital’s Research Institute for her own personal financial gain.

Chen and her husband, alleged co-conspirator Yu Zhou, 49, worked in separate medical research labs at the Research Institute for 10 years each (Zhou from 2007 until 2017 and Chen from 2008 until 2018).  They are charged with conspiring to steal at least five trade secrets related to exosome research from Nationwide Children’s Hospital.

Exosomes play a key role in the research, identification and treatment of a range of medical conditions, including necrotizing enterocolitis (a condition found in premature babies), liver fibrosis and liver cancer.

Exosomal microRNA predicts and protects against severe bronchopulmonary dysplasia in extremely premature infants

Premature infants are at high risk for developing bronchopulmonary dysplasia (BPD), characterized by chronic inflammation and inhibition of lung development, which we have recently identified as being modulated by microRNAs (miRNAs) and alterations in the airway microbiome. Exosomes and exosomal miRNAs may regulate cell differentiation and tissue and organ development. We discovered that tracheal aspirates from infants with severe BPD had increased numbers of, but smaller, exosomes compared with term controls. Similarly, bronchoalveolar lavage fluid from hyperoxia-exposed mice (an animal model of BPD) and supernatants from hyperoxia-exposed human bronchial epithelial cells (in vitro model of BPD) had increased exosomes compared with air controls. Next, in a prospective cohort study of tracheal aspirates obtained at birth from extremely preterm infants, utilizing independent discovery and validation cohorts, we identified unbiased exosomal miRNA signatures predictive of severe BPD. The strongest signal of reduced miR-876-3p in BPD-susceptible compared with BPD-resistant infants was confirmed in the animal model and in vitro models of BPD. In addition, based on our recent discovery of increased Proteobacteria in the airway microbiome being associated with BPD, we developed potentially novel in vivo and in vitro models for BPD combining Proteobacterial LPS and hyperoxia exposure. Addition of LPS led to a larger reduction in exosomal miR 876-3p in both hyperoxia and normoxia compared with hyperoxia alone, thus indicating a potential mechanism by which alterations in microbiota can suppress miR 876-3p. Gain of function of miR 876-3p improved the alveolar architecture in the in vivo BPD model, demonstrating a causal link between miR 876-3p and BPD. In summary, we provide evidence for the strong predictive biomarker potential of miR 876-3p in severe BPD. We also provide insights on the pathogenesis of neonatal lung disease, as modulated by hyperoxia and microbial product–induced changes in exosomal miRNA 876-3p, which could be targeted for future therapeutic development.

According to her plea agreement, Chen conspired to steal and then monetize one of the trade secrets by creating and selling exosome “isolation kits.”  Chen admitted to starting a company in China to sell the kits.  Chen received benefits from the Chinese government, including the State Administration of Foreign Expert Affairs and the National Natural Science Foundation of China.  Chen also applied to multiple Chinese government talent plans, a method used by China to transfer foreign research and technology to the Chinese government.

As part of her plea, Chen has agreed to forfeit approximately $1.4 million, 500,000 shares of common stock of Avalon GloboCare Corp. and 400 shares of common stock of GenExosome Technologies Inc.

Chen and Zhou were arrested in California in July 2019 and their case was unsealed in August 2019 when they appeared in federal court in Columbus.

Couple Who Worked at Local Research Institute for 10 Years Charged with Stealing Trade Secrets, Wire Fraud

A former Dublin, Ohio, couple has been charged with crimes related to stealing exosome-related trade secrets concerning the research, identification and treatment of a range of pediatric medical conditions announced Assistant Attorney General John C. Demers of National Security, U.S. Attorney Benjamin C. Glassman for the Southern District of Ohio, Assistant Director John Brown of the Counterintelligence division and FBI Special Agent in Charge Todd Wickerham of the Cincinnati division.

“Nationwide Children’s Hospital devoted years of work and its own money to researching exosomes in order to promote honorable medical advances,” U.S. Attorney Glassman said.  “The hospital’s Research Institute took reasonable measures to keep its trade secrets secret.  I commend the cooperation of Nationwide Children’s throughout this investigation.”

“The theft of trade secrets is a growing threat that severely impacts our economy and our national security,” stated FBI Cincinnati Special Agent in Charge Todd Wickerham.  “The FBI is committed to investigating these cases and working with all of our partners to protect intellectual property.”

According to the indictment, Yu Zhou, 49, and Li Chen, 46, currently of San Diego, California, conspired to, attempted to and did steal scientific trade secrets related to exosomes and exosome isolation from Nationwide Children’s Hospital’s Research Institute for their own personal financial gain.

The defendants were arrested in July and the case was unsealed today at the defendants’ arraignments in federal court in Columbus at 2pm before U.S. District Judge Sarah D. Morrison.

Zhou and Chen are spouses who worked in separate medical research labs at the Research Institute for 10 years each (Zhou from 2007 until 2017 and Chen from 2008 until 2018).  Exosomes play a key role in the research, identification and treatment of a range of medical conditions, including necrotizing enterocolitis (a condition found in premature babies), liver fibrosis and liver cancer.

The husband and wife allegedly founded a company in China in 2015 without the hospital’s knowledge.  While Zhou and Chen continued to be employed by Nationwide Children’s, they marketed products and services related to exosome isolation through their Chinese company.

The indictment also alleges that in 2017, Zhou and Chen helped co-found an American biotechnology company.  As of 2019, the company’s website advertises multiple products and services related to exosome isolation, including a kit that was developed from a trade secret created at a Nationwide Children’s research lab.

Zhou and Chen allegedly used the hospital’s Research Institute resources and equipment to conduct the exosome research necessary for their unauthorized, outside work.

In November 2017, Zhou and Chen allegedly received more than $876,000 and stock related to an asset purchase agreement involving the American biotechnology company.  It is also alleged Zhou entered into a stock purchase agreement with that same company under which he would receive $450,000.

Zhou resigned from the Research Institute at Nationwide Children’s, effective Nov. 10, 2017.  On Jan. 31, 2018, Chen resigned from her position at the research institute.

Before his official last day of employment with the research institute, Zhou allegedly participated in a press release announcing the American company’s plans to market and distribute “proprietary exosome isolation systems” from its headquarters in Central Ohio.

Conspiring to, attempting to and committing theft of trade secrets is punishable by up to 10 years in prison. Conspiring to, attempting to and committing wire fraud carries a potential maximum sentence of up to 20 years in prison.

Assistant Attorney General Demers and U.S. Attorney Glassman commended the investigation of this case by the FBI, as well as Assistant United States Attorneys S. Courter Shimeall, Peter Glenn-Applegate and J. Michael Marous and National Security Division trial attorney Matthew J. McKenzie, who are prosecuting the case.

An indictment merely contains allegations, and defendants are presumed innocent unless proven guilty in a court of law.

Ford, GE Healthcare sign federal contract to build 50,000 ventilators

HHS Announces New Ventilator Contracts, Orders Now Totaling Over 130,000 Ventilators

This week, the Department of Health and Human Services announced five new contracts for ventilator production rated under the Defense Production Act (DPA), to General Electric, Hill-Rom, Medtronic, ResMed, and Vyaire, as well as two other contracts for ventilator production, to Hamilton and Zoll.

In total, combined with contracts with General Motors and Philips rated under the DPA earlier this week, HHS has finalized contracts to supply 6,190 ventilators for the Strategic National Stockpile by May 8 and 29,510 by June 1. The seven new ventilator contracts announced by HHS this month will provide a total of 137,431 ventilators by the end of 2020.

The rating of the five contracts under the DPA follows President Trump's direction to HHS Secretary Alex Azar to invoke the Act with regard to General Electric, Hill-Rom, ResMed, Medtronic, and Vyaire on April 2.

Secretary Azar issued the following statement:

"President Trump and HHS's use of the DPA is getting private manufacturers what they need to ramp up ventilator production rapidly. We are grateful to the patriotic Americans at companies working around the clock and retooling factories to increase ventilator production. The thousands of ventilators delivered to the Strategic National Stockpile starting this month, continuing through the spring and summer, will mean we have more capacity to respond to the pandemic as it evolves. HHS and FEMA deployment of ventilators from the stockpile have helped ensure that hospitals in states such as New York have not run out of ventilator capacity while working to save lives."

General Electric's contract, at a price of $64.1 million, is for 2,410 ventilators produced by June 29, with 112 by May 4 and 736 by June 1.

Hamilton's contract, at a price of $552 million, is for 14,115 ventilators produced by July 3, with 850 by May 8 and 4,404 by May 22.

Hill-Rom's contract, at a price of $20.1 million, is for 3,400 ventilators produced by July 13, with 400 by June 1.

Medtronic's contract, at a price of $9.1 million, is for 1,056 ventilators to be produced by June 22, with 200 by May 4 and 678 by June 1.

ResMed's contract, at a price of $31.98 million, is for 2,550 ventilators produced by July 13, with 400 by May 4 and 1,150 by June 1.

Vyaire's contract, at a price of $407.9 million, is for 22,000 ventilators produced by June 29, with 1,200 ventilators by May 4 and 9,100 by June 1.

Zoll's contract, at a price of $350.1 million, is for 18,900 ventilators produced by July 3, with 1,010 by May 4 and 4,410 by June 1.

Julena Gay, the sister of state Rep. Sherry Gay Dagnogo, D-Detroit, died Tuesday after battling coronavirus for several weeks.

Gay Dagnogo said last week that her sister had been on a ventilator for two weeks, but was improving. On Monday, she posted on her Facebook page that while her sister was recovering from COVID-19, she had developed sepsis, a life-threatening infection.

This obituary is part of “We Will Remember,” a series about those we’ve lost to the coronavirus.

Early Wednesday morning, she posted: "I’m Devastated, Heartbroken, and Disappointed! ... This feels like a horrible nightmare that I’m trapped in! God help me! I want my Sisterrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrr!"

"In the face of this unspeakable crisis, Rep. Gay-Dagnogo has set an incredible example of leadership and strength for our entire community, weathering these vast impacts to our lives," said Rep. Tanesha Yancy, D-Harper Woods. "She’s done all of this while serving as a pillar in her own family throughout the past several weeks that her sister was hospitalized prior to her passing."

State Rep. LaTanya Garrett, D-Detroit, said that Gay's death was a loss for the city.

"Ms. Gay was a devoted activist ... who showed a deep love for the community. This is a tragic loss for our district and the entire city of Detroit," she said.

Carter said his battle with coronavirus gave him a glimpse of what Gay-Dagnogo's family was going through.

“After battling with this virus myself, I know firsthand the toll it can take not only on those of us who have tested positive, but our family, friends and loved ones, as well," he said.


On Wednesday, Detroit reported more than 7,100 confirmed cases of coronavirus and 475 deaths..

“We have lost far too many of our Detroit community members to this insidious pandemic, including a fellow legislator and now Rep. Gay-Dagnogo’s sister,” said Rep. Joe Tate, D-Detroit.

Statement from the Press Secretary Regarding the President’s Coronavirus Task Force

Today, President Donald J. Trump announced the formation of the President’s Coronavirus Task Force.  Members of the Task Force have been meeting on a daily basis since Monday.  At today’s meeting, which the President chaired, he charged the Task Force with leading the United States Government response to the novel 2019 coronavirus and with keeping him apprised of developments.

The Task Force is led by Secretary of Health and Human Services Alex Azar, and is coordinated through the National Security Council.  It is composed of subject matter experts from the White House and several United States Government agencies, and it includes some of the Nation’s foremost experts on infectious diseases.

The Task Force will lead the Administration’s efforts to monitor, contain, and mitigate the spread of the virus, while ensuring that the American people have the most accurate and up-to-date health and travel information.

The President’s top priority is the health and welfare of the American people.  That is why, in 2018, President Trump signed the National Biodefense Strategy, which improves speed of action in situations such as this.  The Administration, led by the President’s Task Force, will continue to work to prevent the spread of the new coronavirus.

Contract Rehab Provider to Pay $4 Million to Resolve False Claims Act Allegations Relating to the Provision of Medically Unnecessary Rehabilitation Therapy Services

Encore Rehabilitation Services LLC (Encore) has agreed to pay $4.03 million to resolve allegations that Encore violated the False Claims Act by knowingly causing three Michigan skilled nursing facilities to submit false claims to Medicare for rehabilitation therapy services that were not reasonable, necessary or skilled, the Department of Justice announced today.  Encore, based in Farmington Hills, Michigan, provides rehabilitation services to patients at over 600 health care facilities, including skilled nursing facilities, in over 30 states.

“Today’s settlement reflects our continuing efforts to protect patients and taxpayers by ensuring that the care provided to beneficiaries of government-funded healthcare programs is dictated by clinical needs, not a provider’s fiscal interests,” said Deputy Assistant Attorney General Michael Granston of the Department of Justice’s Civil Division.  “Rehabilitation therapy companies provide important services to our vulnerable elderly population, but they will be held to account if they knowingly provide patients with unnecessary or ineligible services.”

This settlement resolves allegations that Encore’s policies and practices at three Michigan skilled nursing facilities resulted in the provision of unreasonable, unnecessary, or unskilled rehabilitation therapy or the recording of therapy minutes as individual therapy when concurrent or group therapy was actually provided.  The settlement relates to Encore’s alleged conduct at the Autumn Woods Healthcare Facility in Warren, Michigan between Sept. 1, 2012, and July 31, 2018, the Bay Shores Senior Care and Rehab Center in Bay City, Michigan, for the period from April 1, 2013, to April 6, 2017, and MediLodge of Yale in Yale, Michigan, for the period from Oct. 1, 2010, to April 6, 2017.

“Billing federal healthcare programs for medically unnecessary rehabilitation services not only undermines the viability of those programs, it exploits our most vulnerable citizens,” said U.S. Attorney Matthew Schneider for the Eastern District of Michigan.  “We are committed to working with our federal partners to protect both vulnerable Michiganders and these helpful healthcare programs.”

“The resolution announced today demonstrates my office’s commitment to aggressively pursuing providers who utilize fraudulent practices to knowingly put their own financial self-interest over a duty to patients,” said U.S. Attorney Andrew Byerly Birge for the Western District of Michigan.  “It is imperative that providers make healthcare decisions based upon a patient’s need for services rather than a self-serving desire to maximize financial profits.”  

Contemporaneous with the civil settlement, Encore entered into a five-year Corporate Integrity Agreement (CIA) with the U.S. Department of Health & Human Services, Office of Inspector General (HHS-OIG) requiring, among other things, the implementation of a risk assessment and internal review process designed to identify and address evolving compliance risks.  The CIA requires training, auditing, and monitoring designed to address the conduct at issue in the case.

“The submission of claims for unreasonable, unnecessary or unskilled rehabilitative services is improper and unacceptable,” said Special Agent in Charge Lamont Pugh III, HHS-OIG – Chicago Region.  “The public expects that proper services will be provided and that tax payer dollars will not be wasted.  OIG Corporate Integrity Agreements help to ensure that contracted providers, who have caused improper billing practices change their behavior.”

The settlement resolves allegations originally brought in lawsuits filed under the qui tam, or whistleblower, provisions of the False Claims Act by Linda Anderson, Reza Saffarian and Audrey Theile, and Adam LaFerriere, former Encore employees.  The False Claims Act permits private parties to file suit on behalf of the United States and to share in any recovery.  The amount to be recovered by the private parties in this matter has not been determined.

The matter was handled by the Civil Division’s Commercial Litigation Branch, the U.S. Attorneys’ Offices for the Eastern District of Michigan and the Western District of Michigan, and the HHS-OIG.

The three qui tam cases are docketed as United States ex rel. Anderson v. Encore Rehabilitation Services, LLC, No. 2:14-cv-13759 (E.D. MI), United States ex rel. Saffarian, et al. v. Encore Rehabilitation Services, LLC, et al., No. 1:16-cv-605 (W.D. MI), and United States, et al., ex rel. LaFerriere v. Encore Rehabilitation Services, LLC, et al., No. 1:17-cv-95 (W.D. MI).  The claims resolved by the settlement are allegations only; there has been no determination of liability.

MSNBC's Joe Scarborough Tells Trump to 'Turn Off the TV' After President Crazily Suggests He's a Murderer

“Why don’t you turn off the television and why don’t you start working, okay?” Scarborough responded on-air Tuesday morning

In an incendiary and baseless tweet early Tuesday, President Donald Trump suggested Morning Joe host Joe Scarborough was a murderer, prompting the news host to pause his program and ask Trump to stop watching "for the sake of America" and himself.

“You need to stop watching our show, okay? It’s not good for you," Scarborough, 57, said during the broadcast after being told about Trump's tweet labeling him a "psycho."

Scarborough continued: "I think that might be why you go out and, like — you’re distracted. You’re tweeting so much."

Trump, 73, had implied on Twitter that Scarborough, a former member of the House of Representatives in Florida, was to blame for the 2001 accidental death of one of his congressional aides, Lori Klausutis.

According to the Associated Press, a coroner's report showed Klausutis had an undiagnosed heart condition and died after passing out and hitting her head while at the office in Florida; Scarborough was in Washington, D.C., at the time.

The president — who for years has feuded with Morning Joe's Scarborough and Mika Brzezinski after he felt they turned on him, with Scarborough previously saying he thought Trump was mentally unstable — has tweeted about Klausutis and Scarborough before.

But his latest tweet was his most brazen accusation.

“When will they open a Cold Case on the Psycho Joe Scarborough matter in Florida. Did he get away with murder? Some people think so," Trump wrote just before 7 a.m. local time on Tuesday. "Why did he leave Congress so quietly and quickly? Isn’t it obvious? What’s happening now? A total nut job!”

Scarborough responded in real time, being alerted to the president's tweet during his show.

“Why don’t you turn off the television, and why don’t you start working, okay?” he said, addressing the president. “You do your job, we’ll do ours, and America will be much better off for that. Just go. Turn off the TV, Donald.”

Last week, Trump tweeted that "'Concast' [his derogatory nickname for MSNBC's parent company] should open up a long overdue Florida Cold Case against Psycho Joe Scarborough."

Scarborough similarly responded on-air to that claim by the president, reportedly saying then that Trump's accusation was "extraordinarily cruel" and that he was bringing attention to a conspiracy theory that's "lived in the gutters of the internet for some time now."

“You, once again, drag a family through this and make them relive it again. ... As if losing a loved one the first time isn’t enough,” Scarborough said, telling Trump: "You don't understand the pain you cause to families who've already lost a loved one. Not me."

The White House did not respond to PEOPLE's request for comment on Tuesday.

Trump's attacks on Scarborough over Klausutis' death have drawn the ire of journalists and lawmakers, including Republicans.

“Obviously, I don’t see that as an appropriate comment,” then-House Speaker Paul Ryan said in 2017.

“Look, what we’re trying to do around here is improve the tone, the civility of the debate, and this obviously doesn’t help do that,” Ryan added.

On Tuesday, CNN host Jake Tapper tweeted out his disgust with the president's repeated accusations.

"Her name was Lori Klausutis. She was 28. And her family deserves far better than the president and his minions using the tragedy of her death as a crude cudgel to attack a critic," Tapper wrote. "It’s indecent and inhumane."
