DOJ Busts Veterans Administration Child Welfare Fraud, More NIH Tiny Human Lab Rat Experiments - Will Black Lives Matter Protest?

My first question would be to ask why South Korea and Vietnam veterans have so many children with Spina Bifida?

Trends of congenital anomalies in Europe during 1999–2008 showed abdominal wall, gastroschisis, hypospadias, trisomy 18 and renal dysplasia significantly increased, and that neural tube defect (NTD), anophthalmos/microphthalmos, severe congenital heart defects (CHDs) and limb reduction significantly decreased, and suggested decreases in neural tube defects were due to improved periconceptional folic acid supplementation [8]. Another study reported that the prevalence of NTD was lower in countries providing folic acid [9]. In Glasgow (UK) most anomalies declined from 1980 to 1997, whereas chromosomal anomalies showed an increase trend [10]. Cleft lip with or without cleft palate was found to show no significant change in US, but to follow a declining trend globally [11]. The prevalence of CHD has increased considerably over time worldwide, and recently it was reported Asia has the highest prevalence of CHDs [12]. In Korea, cryptorchidism increased from 5.01 to 17.43 per 10,000 births and hypospadia also increased from 1.40 to 3.28 per 10,000 births between 2000 and 2005 [13]. I wonder if the Black Lives Matter Movement is going to come to Joseph Prince's defense, and to the defense of the network of the National Association of Black Social Workers, who were trained to promulgate and transpose this trafficking tiny humans child welfare fraud model, better know as the residuals of the peculiar institution?

Probably not, because Black Lives Matter is a cover for trafficking tiny humans, because slavery was never abolished, and that is how people afford new outfits for their fashion show selfies when they do the cake walk of opulence, every Sunday at the church-ez.

Just ask Debbie Williams.

You do know there are going to be found lots of tiny human trust funds, which will more than likely be foreign entities, where individuals like Joseph Prince did not file under FARA as a registered foreign agent, but, hey, what do I know?

VA Employee Found Guilty Of Corruption Charges And Defrauding VA Of Nearly $19 Million In A Year

DENVER – United States Attorney Jason R. Dunn announced that yesterday a jury sitting in U.S. District Court in Denver found former Veterans Affairs (VA) employee Joseph Prince, age 60, of Aurora, Colorado guilty of felony health care fraud, conspiracy, payment of illegal kickbacks and gratuities, money laundering charges and conflict of interest.  The verdict is the result of an eight-day jury trial before U.S. District Court Judge Raymond P. Moore.  Prince’s bond was continued and he was ordered to home incarceration pending his sentencing.
According to the indictment and evidence presented at trial, Prince was a Beneficiary Provider Relationships Specialist with the VA’s Spina Bifida (SB) Health Care Benefits Program, which covers medical needs of children of certain veterans of the Korea and Vietnam wars suffering from SB.  Prince worked for a VA call center in Denver, and spoke with health care providers and SB beneficiaries or their families regarding their health care needs and care reimbursement. 
Prince defrauded the VA’s Spina Bifida Health Care Benefits Program by signing up the family members of the program’s beneficiaries as home health “contractors” with sham home health entities run by Prince’s associates.  Prince knew that the sham home health entities were not authorized providers by the VA.  He nonetheless encouraged the family members to submit bills despite the fact that they were not approved providers and to include the bills for services that either were not provided or were not allowed by the VA.  He then accepted payments from the associated home health entities for referrals he himself made to those agencies.  Prince’s referrals led to payments totaling approximately $20 million from the VA to the Prince-related home health agencies, which were run by associates including his wife, his brother-in-law, his half-sister, and friends.
Ultimately Prince referred approximately 45 SB beneficiaries to the sham home health entities.   The total amount of fraudulent claims paid by the SB Health Care Benefits Program to the five Home Health Entities totaled approximately $19 million.   Of that amount, Prince received approximately $1.5 million in kickbacks from two home health entities between December 2017 and June 2018.
“To steal from a program that is intended to help our veterans and their children who suffer from serious medical conditions is reprehensible,” said U.S. Attorney Jason Dunn.  “Mr. Prince was also harming the American taxpayers and will now pay a significant price for his actions.”
“The crimes perpetrated by Joseph Prince and his associates were especially troubling since Prince was a VA official,” said Gregg Hirstein, Special Agent in Charge, VA Office of Inspector General.  “The Department of Veterans Affairs Office of Inspector General is committed to holding accountable those who illegally enrich themselves using VA programs intended to help our nation’s veterans and their dependents, who deserve to be served by a workforce of the highest integrity.  I am thankful for the close coordination of the investigative agencies and the United States Attorney’s Office to quickly end this massive fraud.”
“The sizeable amount of false claims Joseph Prince submitted and subsequent kickbacks he received are an affront to government programs intended to help the public,” said Andy Tsui, IRS Criminal Investigation Special Agent in Charge, Denver Field Office. “It is unacceptable to abuse a position of trust for personal financial gain and for those that do, IRS-Criminal Investigation will seek justice on behalf of the true beneficiaries of government benefits programs.”
“The recent conviction of Joseph Prince is significant and highlights the FBI’s collaboration with the United States Attorney’s Office as we hold this defendant accountable for abusing his position as an official at the Department of Veteran’s Affairs to manipulate government contracts for personal gain,” said FBI Denver Special Agent in Charge Dean Phillips. “The FBI will continue to use all available tools to detect illegal conflicts of interest and bribery schemes in government entities.”
Long-time friend of Prince and co-conspirator Roland Vaughn pled guilty to paying an illegal gratuity to a public official on August 1, 2019, and is scheduled to be sentenced by Judge Moore on April 9, 2020.  Glenn and Catherine Beach, who were also friends of Mr. Prince, pleaded guilty to paying an illegal gratuity to Prince. The Beaches will be sentenced on April 1, 2020. 
Prince will be sentenced on June 11, 2020.  Felony Conflict of Interest carries a penalty of not more than five years in prison and a fine of not more than $250,000 or two times the gain or loss from the offense per count.  Health care fraud carries a penalty of not more than 10 years in prison and a fine of not more than $250,000 or two times the gain or loss from the offense per count.  Conspiracy to Commit an Offense against the United States carries a penalty of not more than five years in prison and a fine of not more than $250,000 or two times the gain or loss from the offense.  Soliciting/Receiving an Illegal Gratuity carries a penalty of not more than two years in prison and a fine of not more than $250,000 or two times the gain or loss from the offense per count.  Unlawful Monetary Transactions carries a penalty of not more than 10 years in prison and a fine the greater of $250,000 or two times the value of the property involved in the transaction per count.  Money Laundering carries a penalty of not more than 20 years in prison and a fine the greater of $500,000 or twice the value of property involved in the transaction per count.
The government will seek forfeiture of specific assets and restitution to the Veterans Health Administration in the amount of approximately $19 million.
This case was investigated by VA’s Office of the Inspector General, the FBI, and IRS-CI. 
This case is being prosecuted by Assistant U.S. Attorneys Anna K. Edgar and Hetal J. Doshi.

Actually, I call him Oleg the Ass for other reasons, but we shall await to see what happens on July 17th, 2019, when Mueller testifies in front of the U.S. House Judiciary Committee in front of Jolly Jerry.

It would be a delightful scene in Judiciary if the grand jury sealed information in the redacted Mueller report was unsealed in a rash of indictments, right before Mueller's testimony.

What if Trump decided to stop obstructing justice and pulled that IG report from his back pocket before Judiciary hearings are held?

What if Trump pulled that IG report from his back pocket during House Judiciary hearings?

What if Putin pulled his back pocket report out in similar sequence before the hearings?

John Solomon will not speak upon anything dealing with Detroit, for he is under command, by whom, we shall see.

Russian oligarch's story could spell trouble for Team Mueller




Sometimes it is the quiet, elusive ones who come back to haunt you. And for ex-special prosecutor Robert Mueller, one of those might be a Russian billionaire named Oleg Deripaska.

The oligarch who once controlled Russia’s largest aluminum empire has been an international man of intrigue in the now-completed and disproven Trump collusion investigation.

Deripaska was a disaffected former business client of Donald Trump’s fallen campaign chairman Paul Manafort. He also was a legal research client of Trump-hating, Clinton-aiding British spy Christopher Steele. In his spare time, he was an occasional friendly cooperator with the FBI and its fired deputy director, Andrew McCabe.

And, at the height of the Russia collusion hysteria, Deripaska was sanctioned by the Trump administration to financially punish Russian President Vladimir Putin for his meddling in the 2016 U.S. presidential election.

With the Russia case, in which he had so many connections, now completed, Deripaska is breaking his silence. And what he has to say could impact Mueller’s July 17 testimony before Congress.

In a wide-ranging interview with me, Deripaska confirmed a story told to me more than a year ago by law enforcement sources: He was indeed interviewed by FBI agents in September 2016 during the early Russia probe, and he told them he strongly doubted the bureau’s theory that the Trump campaign, through Manafort, was colluding with Moscow to hijack the 2016 election.

“I told them straightforward, ‘Look, I am not a friend with him [Manafort]. Apparently not, because I started a court case [against him] six or nine months before … . But since I’m Russian I would be very surprised that anyone from Russia would try to approach him for any reason, and wouldn’t come and ask me my opinion,' ” he said, recounting exactly what he says he told the FBI agents that day.

“I told them straightforward, I just don’t believe that he would represent any Russian interest. And knowing what he’s doing on Ukraine for the last, what, seven or eight years.”

OK, so why should you care if a Russian denied Trump campaign collusion with Russia during the election?

First, Deripaska wasn’t just any Russian. He was closely aligned with Putin and had been helpful to the FBI as far back as 2009. So he had earned some trust with the agents.

Most importantly, Deripaska’s interview with the FBI reportedly was never provided by Team Mueller to Manafort’s lawyers, even though it was potential proof of innocence, according to Manafort defense lawyer Kevin Downing. Manafort, initially investigated for collusion, was convicted on tax and lobbying violations unrelated to the Russia case.

That omission opens a possible door for appeal for what is known as a Brady violation, for hiding exculpatory information from a defendant.

“Recent revelations by The Hill prove that the Office of Special Counsel’s (OSC) claim that they had a legitimate basis to include Paul Manafort in an investigation of potential collusion between the Trump presidential campaign and the Russian government is false,” Downing told me. “The failure to disclose this information to Manafort, the courts, or the public reaffirms that the OSC did not have a legitimate basis to investigate Manafort, and may prove that the OSC had no legitimate basis to investigate potential collusion between the Trump presidential campaign and the Russian government.”

Deripaska’s second relevance to Mueller’s congressional hearings has to do with a series of events that first gained him trust inside the FBI.

Deripaska confirmed a story I reported last year from FBI sources that he spent more than $20 million of his own money between 2009 and 2011 on a private rescue operation to free Robert Levinson, a retired FBI agent captured in Iran in 2007 while on a CIA mission.

Deripaska confirmed he paid for the operation at the request of the FBI, which was then under Mueller’s direction. And he added that McCabe, then a rising FBI supervisor who was a former colleague of Levinson and later became a key figure in the Russia collusion probe, was one of those who asked him to help.

“I was approached, you know, by someone that he is under a lot of scrutiny now — McCabe,” Deripaska said. “He also said that it was important enough for all of them [FBI officials]. And I kind of trusted them.”

Deripaska said his privately funded rescue team came very close to a deal with the Iranian captors to secure Levinson’s release but he was told by his FBI handlers that the deal ran into difficulties at Hillary Clinton’s State Department and was scuttled. “I heard that some Russian ‘hand,’ or whatever you call people who are expert on the Russians at the State Department, [said], ‘We just don’t want to owe anything to this guy,’ ” Deripaska told me, adding that he never expected any U.S. favors for his personal efforts to free Levinson.

Asked if he thought the former FBI agent is alive, some dozen years later, Deripaska answered: “I don’t think so.” He pointed out that if Levinson had been alive, he likely would have come home in 2016, after the Obama administration struck a nuclear deal with Iran.

Deripaska said he is continuing to investigate what really happened at State with Levinson, as he tries to fight the sanctions levied against him in 2018. His company, Rusal, has been removed from the sanctions list.

Deripaska’s tale has the potential to raise questions about a conflict of interest, since Mueller’s FBI first received a gift in the form of the privately funded rescue mission before Mueller, as special prosecutor, investigated Deripaska’s ties to key figures in the Russia case.

And Deripaska’s complicated tale goes on: His legal team in 2012 hired Steele, the former British MI6 agent, to do some research for a lawsuit involving a business rival that Deripaska was fighting in London: “It was a research project to support what was the case against me in London. But my understanding is that the lawyers trusted him for some reason, and he was for quite a time on retainer.”

Deripaska was unaware, though, that Steele also was working for the FBI on, among other things, a special program to recruit Russian oligarchs to provide intelligence on Putin and Russian organized crime.

He told me that Steele invited him to a September 2015 meeting with some Justice Department officials, under the guise that they might be able to help with the Russian’s long-running battle with State to get visas to visit the U.S. He said the offer to help with his visa problem was a “pretext” to recruit him.

“They actually never talk, you know, about the [visa] problem. They start talking about anything else. They ask, ‘Do you have anything? Give me names. Cases, whatever,’ ” Deripaska recalled.

He said he later was shocked to learn that Steele eventually went to work for the Clinton campaign through Fusion GPS, and the FBI, and spread allegations of the now-disproven Russia-Trump collusion.

Deripaska’s willingness to do an American interview at this moment undoubtedly has a motive. It’s likely rooted in an American charm offensive, as he sues not only to reverse the sanctions that Trump imposed on him but to challenge the State Department’s 15-year effort to keep him from getting normal visas.

He recently won a lawsuit and forced State to produce the so-called evidence it used to justify denying him a visa for years and imposing the sanctions. It was a thinly sourced file, he said, mostly of old newspaper articles with no real secret intelligence.

So I asked him about the most common allegation levied by his detractors at State — that, earlier in his life while consolidating power in the aluminum industry, he had ties to Russian mobsters and may have killed or encouraged killing critics.

He quickly responded, noting that the file released by the courts offered no such direct proof: “There is no evidence. What is there to dispute? Do you believe that I could kill someone 25 years ago and there will be no victims, no corpses, no names?”

Throughout the interview, it was clear Deripaska chose his words in English carefully. But there was one word he offered only twice — once in response to the Steele dossier’s allegations of Trump-Russia collusion, and the other time to respond to the allegations used to sanction him. “Balderdash,” he insisted.

Now it’s time for Team Mueller to answer the same questions.

Cocktails & Popcorn: Alexandria Ocasio-Cortez, Saikat Chakrabarti, FEC & Bollywood Civil Rights "Colored" Revolution - Flashbacks To The Old School Civil Rights Legal Dogs

Alexandria Ocasio-Cortez seems to have put the FEC in a precarious situation.

It seems her political campaign was a Bollywood production.

I am going to remain unbiased and focus on what the Meanies did to my Sweetie, as a point of departure in examining the relevance of this alleged FEC violation, one of hundreds, in political campaigns, originating in the form of child welfare fraud campaigns.

Yes, these political campaigns have become mini-Bollywood productions because we have a global audience and it is only proper to have this new crop of livestream, real life superstars reflect their audience, which is the entire world.

In this Oversight Hearing, AOC clearly lets everyone know, that they are now co-conspirators in the campaign fraud scheme she lays out, which seems to be her own.


Now, she is being promoted in the cyberverse as a "really bad guy" in engaging in the campaign finance practices she laid out in the Oversight Hearing.

Hmmmmmm.......that is what you call a LARP.

Yes, the United States is being humiliated through foreign operations of promoting its "Colored" Revolution LARP.

Racial classifications are considered comedy around the world because it is based upon arcane heuristics implemented through these glorious propaganda campaigns, going all the way back to the crusades, a residual of the peculiar institution, and are used as the "Colored Revolution", or what I like to call, the U.S. Minstrel Show, Bollywood-style.

Yes, U.S. race stories in the media are hilarious outside the U.S. as the theatre absurd.

During the Vietnam War, the magic of television broadcasted for the first time in history how the U.S. treated people who hail from the darker persuasion which, very few people understand, is part of Civil Rights history, but that segment has been omitted from our textbooks.

Now, we have android phones and social media, where foreign interests are putting on full scale political campaign productions for profit through #cyberwars.

Rashida pulled that "I am a woman of color" crap in a congressional hearing, almost making a fellow member cry, when, if she actually knew what she was talking about, according to OMB Directive 15, she is not a woman of color, but hey, what do I know?

I know that she has no clue about the SCOTUS case on that very same question, if she is a woman of color, under the question of citizenship on the census.

That case is going to be fun because all the other DACA/DAPA cases that did not make it, are going to be pulled in under the question of the personae, or rather the children's trusts, which is why I do not understand why SCOTUS would not enjoin them.

It is all going to come out.

Unfortunately, I believe there is a possibility that a few of these political actors are just really good in executing acts of moral turpitude.

This is a transposable model because I know a few other Chiefs of Staff who were doing waaaaaaaaaaaaaaaaayyyyyyy more scandalous stuff than what Trump has in his backpocket.

If AOC and her crew is found to have engaged in illegal activities, well, guess what!

That means everyone else who has done the exact same thing that she has done, has done it at an expedited level, would have to be held to the exact same standards starting with the Clinton Foundation, Hillary for America, DNC, DCCC, Center for American Progress, etc...

But wait!

We still have the GOP, NRA, U.S. Conference of Catholic Bishops, etc.....

Oh, this is going to be glorious.

These are also FARA violations and I do not believe there is a statute of limitations.

I smell the work of some Old School Civil Rights Legal Dogs and I shall call this the Bollywood Dance of the Corporate Shape Shifters (a political campaign production) because this is the same exact fraud scheme that was done in Detroit, stealin' the children, the land and the vote.



The best part is that she, and her buddies could come out as whistleblowers showing how they infiltrated, but hey, what do I know?

I know the exact same FEC situation going on in Detroit.

Ocasio-Cortez, chief of staff illegally moved $885G in campaign contributions, FEC complaint says

(FOX NEWS) - New York Rep. Alexandria Ocasio-Cortez and Saikat Chakrabarti, the progressive firebrand's multimillionaire chief of staff, apparently violated campaign finance law by funneling nearly $1 million in contributions from political action committees Chakrabarti established to private companies that he also controlled, according to an explosive complaint filed Monday with the Federal Election Commission (FEC) and obtained by Fox News.

Amid the allegations, a former FEC commissioner late Monday suggested in an interview with The Daily Caller News Foundation that Ocasio-Cortez and her team could separately be facing major fines and potentially even jail time if they were knowingly and willfully violating the law by hiding their control of the Justice Democrats political action committee (PAC).

Such an arrangement could have allowed Ocasio-Cortez's campaign to receive donations in excess of the normal limit, by pooling contributions to both the PAC and the campaign itself.

 The FEC complaint asserts that Chakrabarti established two PACs, the Brand New Congress PAC and Justice Democrats PAC, and then systematically transferred more than $885,000 in contributions received by those PACs to the Brand New Campaign LLC and the Brand New Congress LLC -- companies that, unlike PACs, are exempt from reporting all of their significant expenditures.

The PACs claimed the payments were for "strategic consulting." Although large financial transfers from PACs to LLCs are not necessarily improper, the complaint argues that the goal of the "extensive" scheme was seemingly to illegally dodge detailed legal reporting requirements of the Federal Election Campaign Act of 1971, which are designed to track campaign expenditures.

Truth At Last: The Assassination of Martin Luther King


On April 4, 1967, Dr. Martin Luther King delivered a passionate speech at Riverside Church in New York staking out his opposition to the war in Vietnam. One year later to the day, he was assassinated. Now, 50 years after that fateful day, the truth about the assassination of Dr. King can finally be told.

CONYERS Commemorates Martin Luther King's Sermon "Beyond Vietnam"


This week, longtime civil rights activist and Congressman John Lewis and more than 50 Members of Congress joined me to introduce my new resolution, H.Res. 246, commemorating the 50th anniversary of the April 4, 1967 “Beyond Vietnam” sermon given by Rev. Dr. Martin Luther King, Jr. at the Riverside Church in Harlem, New York.

In the sermon, Dr. King declared his opposition to the U.S. war in Vietnam.

He also gave an important warning to our nation, one that still rings true today. Dr. King said: “A nation that continues year after year to spend more money on military defense than on programs of social uplift is approaching spiritual death.”

Since I recorded this message, President Trump unilaterally decided, without approval from Congress or the United Nations, to bomb a sovereign nation.

Those 59 Tomahawk missiles alone cost taxpayers more than $50 million.

I will continue do to everything in my power to stop Trump from wasting our tax money bombing people abroad, when we have so much important nation-building to do right here at home.

There is no question that the United States must do more to relieve the suffering of the civilians trapped in Syria’s civil war.

Destructive Tricks Are Taking Place In Vietnam

1) The destruction of MeKong Delta, the country's main source of food.  Things are being done by the many hydroelectric dams that have been built.

The dams block the MeKong River causing droughts and severe flooding that causes houses to be submerged and chemical residue in the soil.

Many poisonous methods were used such as chemicals being dumped in the Delta and gold snail, which eats all the leaves and flowers of the rice, deformities of aquatic life.  

This is destroying crops and exotic fruits throughout the MeKong Delta.

2) Rivers are being destroyed in the entire central areal because of the hundreds of hydroelectric dams and mining.  The bauxite middle Chinese traders play a game of wanting to buy passion fruit at high prices but this leads to the farmers destroying coffee, peppers and other crops to grow passion fruit.  After that has been done, the traders change their minds on buying the passion fruit and is sold at a loss in the markets.

3) The construction of the dams upstream of the Hong River has resulted in 6 new hydroelectric dams which are destroying the ecosystem.  Thich Chan Quang, master monk, as recently released of 10 tons of fish white bird (piranha) into the Hong River, killing the only source of food source for the people.  No one knows why but it believed he is working Chinese to destroy the river to destroy the food supply so they can export from China.

4) The construction of the dams upstream of the thermal power plants using cement, steel and chemicals leads to poisoning of the atmosphere and water sources.  In the Kjis waste factories in Vietnam are using equipment that have a large carbon dioxide emmissions such as Co, So2, H25, Hg, etc.  All are 13 to 125 times higher than permitted content waste.

The discharge has destroyed many rivers such as Thi Nai, La Nga, Buoi, and hundreds of kilometers of coastline with the flow of water changing every 6 months.  The poisons will spread along the whole eastern coast destroying seafood, and coastal aquaculture.  This will poison the entire salt source of the country, prohibiting fishermen from fishing offshore.

5)  Food, toxic medicine and toxic food processing are flooding the Vietnamese market, while Trung Cong traders buy clean food so that only Vietnamese could consume the toxic goods, leaving people to die of illnesses.

Currently, the number of people with cancer, brain atrophy, stokes and many other serious diseases are growing.  I is only the beginning and if this situation persists in 20 years the number of people will probably grow including 10 million Mancha and possibly 3 million Tibetans.

This is a genocidal catastrophe that is emerging, but who can save these people from this, in additions 90 million Vietnamese people.

Please pass this information along to every newspaper and social media source so everyone may know and stand up together against the catastrophe that is happening to help fix the environment.

On a side note, I am going to put out a few extra issues:

China is transferring sand from the coastlines to expand the base of the islands of Truong Sa and Hoang Sa where China is building military bases.  This has led to coastal cities of the MeKong Delta to become submerged, more and more everyday.

The Clinton Foundation claims to have initiatives in Vietnam to help children.  Nope.  Not even close to being true.

The Government of Vietnam kicked the Clinton Foundation out a long time ago because they refused to do what they claimed to do, which was to help the people.  The people did not want done to them what they did to Haiti.

In essence, it looks like the Clinton Foundation is running into a bit of competition with China.

My Contribution To Viet Nam's Child Protection System

Viet Nam has a golden opportunity to present to the world a modern child protection system.

Replete with the expertise of key international leaders, the effort to design a system which functions with a focus on the profitable future of society would not be complete without my contribution:


  1. Accreditation: Establish a transparent process for accreditation of all state-wide child welfare/social service agencies.  Even though the example I present is based on adoptions, there needs to be a universal accreditation process;
  2. National Complaint Registry: Construct a national complaint registry for any individual involved in the child protection system to have a voice.  Whether that voice is to lodge a complaint for child protection, or questionable actions and inactions of a social worker, or the child welfare agency, the people will be empowered to be the regulators.  Allow public access to this registry in the area of complaints made on child welfare/social services agencies for the purposes of publishing findings leading to contractual debarment, sanctions, prosecution and recovery of public funds;
  3. Community involvement: The best practice for public awareness and education is to allow the public to be involved.  Each segment of the system should include community interaction, allowing community leaders to directly participate in the policy process.  Community involvement also includes the voice of children.  Let them always be heard.

HA NOI — Viet Nam needs to build a child protection system that paves the way to long-term, sustainable solutions to prevent the abuse of children, says Labour, Invalids and Social Affairs Minister Nguyen Thi Kim Ngan.
The minister also identified two tasks crucial to ensuring a safer environment for children – especially as the public becomes more worried about an increase in their abuse – while speaking at a national workshop to discuss the prevention and control of the abuse of children in Ha Noi yesterday,
These were to improve the quality of staff working with children throughout the country and the establishment of social services, public and private, that systematically, continuously and professionally protect children.
Public Security Ministry's statistics show that on average, more than 100 incidents of child murder; 800 of sexual abuse and about 50 kidnappings are detected and punished each year.
Education and Training Ministry figures recorded about 1,600 incidents of violence in and out schools involving about 3,200 students last year.
Child Care and Protection Department director Nguyen Hai Huu told the workshop that relatives, neighbours, acquaintances and even parents were reported for having abused children. A survey of 13 Cuu Long (Mekong) Delta provinces in the past year found that children under 6 accounted for 13.per cent of the victims; children 6 to 13, 37.2 per cent; and children 13 to 16, 49 per cent.

Participants at the workshop agreed lack of awareness and a safe friendly environment for children together with a shortage of social services and a child protection system were the reasons the abuse continued.
Public Security Ministry representative Nguyen Chi Viet told the workshop that a more comprehensive, detailed law to protect children was needed.
It should include regulations governing the responsibility of each agency; define the gravity of the offences; provide protection for witnesses or those who report abuse and the establishment of investigation procedures and special courts for children.
The United Nations Children's Fund, UNICEF, had worked with the ministry to establish investigation rooms suited to children, he said.
UNICEF Viet Nam representative Graig Burgess told the workshop that it was a critical and appropriate time for Viet Nam to develop a complete child-protection system.
The system should clearly define the legal role of relevant agencies in child care and protection as well as provide a clear definition of abuse and violence against children.
It should also include a reporting system with well-trained people.
The UN representative said child protection was an integral part of Viet Nam's social welfare policies, services for the disadvantaged or those to improve public's physical and mental health.
UNICEF would help Viet Nam implement suitable measures and take advantage of international support, including perfecting its law system for children and train staff to ensure the safety and development opportunities for its children.
