Feeding America came into existence for a reason.

That reason was to run fraud schemes.

There are multiple food bank fraud schemes.

Why is there even a need for a food bank?

Why are children being raised in poor families?

Poverty is manufactured for the purposes of maximizing revenues because a non profit cannot generate profit.

Poverty is just part of the industry of trafficking tiny humans because you have to feed your chattel <===(pun intended).

Feeding America Establishes COVID-19 Response Fund to Help Food Banks During the Coronavirus Pandemic

Funds will be Used to Aid the Most Vulnerable People Throughout the Country

Feeding America, the nation’s largest domestic hunger-relief organization with a network of 200 member food banks across the country, today announced the establishment of the COVID-19 Response Fund to help food banks across the country as they support communities impacted by the pandemic. The $2.65 million fund will enable food banks to secure the resources they need to serve the most vulnerable members of the community during this difficult time. Still, it is impossible for the Feeding America network to address this pandemic without public and government support, so that food banks can do what they do best — feed people in need within their communities.

While the media has reported greater at-risk factors for COVID-19 among the general population, such as age and pre-existing health conditions, many may not realize food-insecure households are likely more susceptible to the virus. This is believed to be due to lesser access to adequate health care, lower resistance or compromised immune systems, stigma or bias, or lack of information about proper prevention and care.

In addition, school closures, job disruptions, lack of paid sick leave and the coronavirus’ disproportionate impact on adults age 60 and older and low-income families further contribute to the demands placed on food banks. Lost wages or sudden expenses due to illness will be increasingly burdensome for the millions of people in America who live paycheck to paycheck, especially when, according to the Federal Reserve, 40 percent of Americans don’t have enough cash on hand to cover a $400 emergency expense.

In the face of these challenges, the Feeding America network of food banks is uniquely positioned to help people who need it most. Per the most recent USDA food security report, more than 37 million people, 11 million of whom are children, face hunger. As the largest provider of charitable food assistance in the U.S., including in disaster and emergency situations, Feeding America provides more than 4.2 billion meals to people facing hunger each year.

“Our first priority is the millions of individuals, families and seniors who rely on food banks for help,” said Feeding America CEO Claire Babineaux-Fontenot. “Our member food banks are always there to help throughout the year and in times of disaster. This fund will advance their ability to respond efficiently and effectively in their communities so that food is not added to the list of worries for families during this pandemic.” Babineaux-Fontenot added, “We cannot do it alone.”

Using the COVID-19 Response Fund, Feeding America is launching national food- and fund-raising efforts to support people facing hunger and the food banks who help them. This includes building an inventory of emergency food boxes and distributing them to member food banks across the country, as well as working to get incremental funding to support other anticipated costs. Feeding America is also working with government leaders to ensure the emergency response includes strong supports in food, funds, and flexibility for federal nutrition programs.

Member food banks have started shifting operations, adding more mobile or “drive-thru” distributions wherever possible. In addition, food banks are working with partner food pantries and meal programs to minimize the risk of spreading the disease by scheduling appointments and suggesting that only one member of the household visit the pantry or distribution site in order to decrease the number of people congregating in one place.

Congressional Candidate Shaun Brown Indicted For Child Welfare Fraud

Having previously recognized the bottom up pattern of investigation, I recalled a previous post on the targets of child welfare smaller programs by the FBI.

I have been pontificating on the use of child welfare funding going into political campaigns for the tenure of my blog.

As always, I had to analyze the original documents.

The FEC issued a letter calling for disavowment of using funds from a third party to fund a politcal campaign.

She probably charged food for campaign events to the USDA program.

Looking at her campaign committee funding for the 2016 cycle, below, she did not raise very much money, but did nake an odd contribution herself, in the FEC filing, below.

I will bet anything she was what I like to call a prop candidate.

The DNC is notarious for this type of surrogate action.

They pick someone out the blue who they know will be fully complicit to whatever the party tells them to do because they will be elevated to the ranks of a community queen, finally achieving being chosen to go to the promised land of a better financial lifestyle.

In order to be recognized and blessed by the party, you must first demonstrate that you can raise money.

I call it distraction of the pretty shiney trinkets because all I found was a facebook page for the campaign, making this a low budget hustle.

This woman did not have the financial acumen to raise money.

She was used as a patsy.

Then, as she is busy studying her DNC talking points, like a good little girl, the operatives come out the cyber woodwork and set up money laundering operations because they know the FEC is ill-equipped to do very much.

I wonder how much they raised behind her back and not even report.

All I am saying is that there is more to this story than just ripping off sandwiches from the kids.

A federal grand jury has indicted Democratic congressional candidate Shaun Brown on charges of fraud and theft of government property.

The indictment alleges that Brown and others with JOBS Community Outreach Development Corp. filed fraudulent claims with the Summer Food Service Program in 2012, the U.S. Attorney’s Office for the Eastern District of Virginia said.

Brown, meanwhile, has gone to court herself, accusing the U.S. Department of Agriculture, the state Department of Health and several officials of discriminating against her and the organization she co-founded with her mother, Jenever Brown, which ran the summer feeding program for children.

“This is about making sure there are no hungry children in Hampton Roads,” she said.

Brown ran for Congress in 2016, losing to Rep. Scott Taylor, R-Virginia Beach, by nearly 23 percentage points.

She is again seeking the Democratic nomination for the 2018 race.

The indictment says that Brown directed JOBS staff to inflate the number of children actually fed and to falsify documents in order to obtain additional money, according to the U.S. Attorney’s Office.

She has been charged with wire fraud and theft of government property, and faces a maximum penalty of 20 years in prison if convicted.

“We will vigorously defend. She maintains her innocence,” said her attorney, Jimmy Ellenson.

He said there’s been “a longstanding dispute between her and the feds about this whole thing,” adding that the timing of the criminal complaint seems unusual, given Brown’s own recent lawsuit.

“And why would they do this right before Christmas?” he asked.

In the lawsuit, which she filed without a lawyer, Brown says she and her mother filed a civil rights complaint against USDA alleging the agency’s summer food program discriminated against them.

The lawsuit says the USDA, state health department and five officials unlawfully delayed payments, and falsified reimbursements and claims for reimbursements.

Brown alleged that USDA officials in 2016 derailed JOBS’ efforts to secure financing to “satisfy its prior financial commitments for 2012, outstanding bills from the summer of 2012 and $625,000 to purchase” a restaurant that the company hoped to use as a central kitchen for its summer feeding programs. Her lawsuit says that calls from state health officials to a funding group and to her supplier upset agreements JOBS hoped to arrange. It adds that the state’s designation of JOBS as a “high risk auditee” after 2012 cut it out of the summer program. The lawsuit says the state has falsely claimed JOBS was involved in fraud.

The suit seeks $10 million in damages.

Brown asked the U.S. District Court in Alexandria to appoint an attorney for her, but Judge Liam O’Grady denied the request, saying that the exceptional circumstances that allow judges to do so in civil lawsuits did not exist in her case.

Her campaign finance reports with the Federal Election Commission show she’s raised $713,491 as of the end of October, all but $2,750 of which came from her. She said most of that was in the form of stock in her company. The FEC report shows she has no cash on hand in her campaign account.

FBI Begins To Take Down Child Welfare Fraud Programs In Collaborative Conjugations

This is but one case in an emerging pattern of the DOJ going after child welfare fraud.

Child welfare fraud is a multi-billion dollar industry in the United States and I graciously bow to honor the Special Agents of the FBI, UDSA and IRS, across the nation who have finally listened to my calls to take these people out.

I am at the humble service of the U.S. Department of Justice.

Theft from the Most Vulnerable 

Group Stole Millions Designated to Feed Hungry Children

Gladys and Anthony Waits seemed to be living successful lives.

He was a business owner; she worked for the state of Arkansas.

They lived in a large, renovated home and drove high-end cars.

 But the Waits’ lifestyle was a fraudulent one of the worst kind:

They lined their pockets with money earmarked for feeding needy children through Gladys Waits’ job at the Arkansas Department of Human Services (DHS), the agency that administers U.S. Department of Agriculture (USDA) grants to feed children in low-income communities.

Along with their co-conspirators, they stole $11 million that was meant to feed children from low-income families.

 “These investigations are so important because they hit at the heart of what these programs stand for—taking care of children,” said Special Agent Jacob Stokes, who helped investigate the case out of the FBI’s Little Rock Division.

“These people are taking advantage of that, and people that are truly hurt by it are the children. Money was taken away from a program that could have helped children in need.”

 The premise of the state program was relatively simple. Organizations or individuals applied to the state to host a program and find a feeding site, such as a school or daycare center.

Applicants went through an initial site visit and were approved by Gladys Waits’ agency, the Arkansas DHS.

The sites reported back to the state how many children were fed, and Arkansas paid the site sponsors per child who participated.

 In the case of the fraudulent sites, the numbers of children fed were grossly inflated, and the excess funds the site sponsors received became kickback money—both for a group of the site sponsors who were in on the fraud, as well as for Gladys and Anthony Waits and a few state employees.

 “Money was taken away from a program that could have helped children in need.” Jacob Stokes, special agent, FBI Little Rock

 The fraud went on for more than two years, ending in 2014, with additional site sponsors being recruited with the promise of kickbacks.

As the conspiracy went on, Gladys Waits was promoted to a management role in her agency, giving her more power to keep the fraud going undetected.

For example, she would give site sponsors a heads-up before the state conducted an “unannounced” site visit to ensure children were being fed properly.

 “Some of these sites were simply fronts; they didn’t feed any children. Others would feed a few and claim they fed many more,” said Special Agent Richard McLain, who also worked the case out of the FBI’s Little Rock office.

 The group went to great lengths to cover their tracks.

 Investigators pored through numerous pages of falsified documentation, such as fake invoices and spreadsheets.

The investigation, worked jointly with the USDA, Internal Revenue Service, and U.S. Marshals Service, showed about 10 percent of the state program’s budget was fraudulent.

 The investigation was truly a team effort, with each agency bringing their own capabilities and resources.

 "Our agency has the knowledge and expertise in USDA-funded programs, but you can never have enough help,” said Special Agent David Rucker of the USDA Office of Inspector General, who worked on the investigative team.

“In addition to having an FBI agent on the team, the FBI’s financial analyst analyzed bank records, and team members from all the agencies, including the FBI, made simultaneous arrests of several of the subjects."

 The extensive analysis allowed the investigative team to focus their efforts on feeding centers with the highest likelihood of fraud.

From there, traditional investigative techniques—such as interviews and surveillance—led investigators to not only Gladys and Anthony Waits but also several co-conspirators, some of whom worked with Gladys Waits in the state government and others who were site sponsors.

 “The government’s stance was they were taking food from the mouths of children.” Richard McLain, special agent, FBI Little Rock While much of the money may never be recovered, thanks to the asset forfeiture process, the government seized more than $850,000 of the group’s ill-gotten gains, much of it from one of the site sponsors.

 Gladys Waits pleaded guilty to conspiracy to commit wire fraud, and in July, she was sentenced to nine years in prison and ordered to pay $9.7 million in restitution.

Anthony Waits was convicted of conspiracy to commit wire fraud and was sentenced to more than 14 years.

Twelve others involved have either been convicted or pleaded guilty. Officials from the Arkansas DHS were also key partners in helping to facilitate the investigation.

For the FBI personnel who worked this case, the years-long effort was worth stopping those who would take from such vulnerable victims.

 “By falsely inflating those numbers, you remove money from a program that only has so much funding. The government’s stance was they were taking food from the mouths of children,” McLain said.

Feds Link Up To Bust Its First USDA Child Welfare Scheme

Well, well, well, look at what we have here.

Another joint partnership to stop child welfare fraud!

Now, I bet you thought I was going to attack these nefarious incorporated, non-taxable, child welfare entities, but, if you are familiar with my mission, you should know that I always seem to attain a more blanketed understanding of operations.

In this FBI press release, it is seen that the USDA has partnered with the IRS.

I do not want to say much about this investigative mobilization but there are mechanisms which allow individuals, rather, original sources, without legal counsel, to actually participate in the enforcement of oversight.

This oversight I shall call a false claim

Basically, it works like this:

People set up schemes to get elected officials into office by funding their campaigns through child welfare scams because these scams are exempted and excluded from external scrutiny.

Then, these people, fraudfeasors as I prefer to call them, go ahead and ramrod some policies to cut and severe resources.

I like to refer to "cut and sever" as "diffuse and disrupt" for the purposes of taking over the land.  If you create the right economic policies in a geographic area, populations will either quickly die off or move out, whether by choice or condition.

The properties abandoned, forfeited and foreclosed, will eventually revert to an unregulated, privatized, non-taxable land bank, where the land will be parceled off to private speculators, domestic and foreign, including NGOs, to secure federal contracts to rebuild the infrastructure and population, of which "The Poors" will not be eligible to participate.

These are nothing more than economic attacks on these historically disparaged populations.

Then, when the need of these populations have reached a tantamount level of poverty, a crisis of child poverty measured through, in this instance, USDA weights, then it becomes reasonably simple to set up these charitable programs to help out these "poor kids with parents who feel entitled", or whatever the political flavor of "personal responsibility" rhetoric is of the day, in order to target and secure public and private funding.

As of this moment, I can only speak upon Michigan.

Michigan has a few of these active scams.  Here is one of them.

Feeding America is one of these USDA programs that intends to feed hungry children.  Here is how it works.

It charges local non-profits $0.18 a pound for food, claiming administrative costs, but here is the kicker, the food is donated with tax write-offs from secondary production companies, so the quality is, well, how can I say this...literally rotten.

Then, some of these local food banks are unable to raise enough money to afford the $0.18 a pound to feed their communities, leaving families to find other ways to "supplement" their SNAP benefits which have been cut, again, under the promoted guise of relying upon these food banks.

Q:  So why is it these food banks are not feeding hungry children as they claim to be?

A1:  Land banks and food banks are unregulated.

A2:  Poverty is a crime.

A3:  Social Impact Investments demand profitable returns.

A4:  The FBI has just now partnered with USDA and IRS on this.

Marianna Man Sentenced to Prison in Scheme to Steal USDA Funds Intended to Feed Hungry Children

LITTLE ROCK—Christopher R. Thyer, United States Attorney for the Eastern District of Arkansas, announced Tuesday that United States District Court Judge D. Price Marshall Jr., sentenced James E. Franklin, Jr., 34, of Marianna, to prison for his role in a widespread scheme to steal money intended for feeding children in low income areas.

Judge Marshall sentenced Franklin, who pleaded guilty to conspiring to commit wire fraud on September 16, 2016, to 24 months’ imprisonment, to be followed by two years of supervised release. He was also ordered to pay restitution in the amount of $380,055.36.

The United States Department of Agriculture (USDA) feeding programs in Arkansas are administered through the Arkansas Department of Human Services (DHS). Sponsors who want to participate in the feeding programs must submit an application to DHS for approval. After they are approved, they can provide meals as part of the feeding programs, and they are reimbursed for the eligible meals they serve.

Franklin is the fourth defendant sentenced who was charged with involvement in a scheme to fraudulently obtain these USDA program funds intended to feed children in low income areas. Eight others have pleaded guilty and are awaiting sentencing. Jacqueline Mills, Dorothy Harper, and Anthony Waits are scheduled for trial on March 27, 2017, before United States District Court Judge James M. Moody, Jr.

Franklin was a sponsor for a feeding program through an organization called "JL&N Outreach." Franklin had two approved feeding site locations, one in Hughes, Arkansas and the other in Brinkley, Arkansas. Franklin claimed that he fed as many as 244 children a day in Hughes and as many as 287 children a day in Brinkley.  According to witnesses, no more than 10 children per day were fed in Brinkley and no more than 15 children per day were fed in Hughes.

Franklin was recruited by Anthony Waits. Waits’ wife, Gladys Waits, worked for DHS and approved Franklin’s application. Franklin paid Anthony Waits approximately 40% of the $380,055.36 Franklin received in the scheme.

The investigation is ongoing and is being conducted by the USDA–Office of Inspector General, Federal Bureau of Investigation, Internal Revenue Service–Criminal Investigations, and United States Marshals Service. The case is being prosecuted by Assistant United States Attorneys Jana K. Harris, Allison W. Bragg, and Cameron McCree.
