Dana Pullman, the former president of the Massachusetts State Police union, has been indicted by a federal grand jury on charges of racketeering, fraud, obstruction of justice and tax crimes, officials said Thursday.

Pullman, 57 of Worcester, the former President of the State Police Association of Massachusetts, known as SPAM, was indicted along with Anne M. Lynch, 68 of Hull, a former Beacon Hill lobbyist. The two were charged by criminal complaint and arrested on Aug. 22.

Pullman and Lynch will be arraigned in federal court in Boston on a date yet to be determined.

Authorities say that Dana Pullman, the former head of the State Police Association of Massachusetts, and lobbyist Anne Lynch stole tens of thousands from troopers.

SPAM consists of more than 1,500 troopers and sergeants from the Massachusetts State Police and is the exclusive bargaining agent between its members and the state.

Pullman was a trooper from 1987 to 2018 and the president of SPAM from 2012 until his resignation on Sept. 28, 2018. Lynch’s lobbying firm represented SPAM during the same time period, in exchange for monthly retainer payments, according to the indictment.

The indictment alleges that from at least 2012 until Pullman’s resignation, Pullman, Lynch and others were involved in a conspiracy to defraud SPAM members and the state.

Federal authorities say the conspiracy included illegal bribes and kickbacks that Pullman allegedly received from Lynch and her firm.

Pullman and Lynch are also charged with trying to obstruct the grand jury’s investigation of the matter by manipulating subpoenaed records, authorities said. Lynch is accused of lying to investigators.

An FBI investigator accuses Pullman of running SPAM like a mob boss, pressuring executive board members to authorize payments they thought were too high and used the SPAM debit card for personal dinners, vacations and flowers without telling board members, according to federal records.

Pullman used the SPAM debit card as his personal ATM, federal investigators said. They estimate he spent about $9,300 on flowers and gift baskets between May 2015 and May 2018. More than $4,400 of those flowers and gifts were for an unnamed woman with whom Pullman, who is married, was having an affair, according to the criminal complaint.

The charges of racketeering conspiracy, racketeering, fraud and fraud conspiracy each provide for a sentence of up to 20 years in prison.

In a recent motion filed in federal court, Pullman requested permission to keep in touch with two longtime friends, both of whom are current or former members of the union’s executive board.

Pullman receives an annual pension of $62,974, paid in monthly installments of $5,248 after his retirement, according to state records.

Landon’s life was sad as any little life could be. When he was a baby he was put in foster care with his Auntie Kristen. Then when he was two years old he lost his single mother to a drug overdose.

“It breaks my heart,” Kristen told 7 News.

Then Kristen learned something else that would change their lives: Because Landon was in foster care, he’d also lose his survivor benefits: Thousands of dollars he was entitled to because his mom worked and paid into Social Security.

“It makes me so angry,” Kristen said.

The family had hoped to save the money for Landon’s future, but who was actually taking those thousands? The State of Massachusetts.

“And who would get that money,” Investigative reporter Hank Phillippi Ryan asked.

“They would,” Kristen replied.

“Not your nephew,” Hank asked.

“No,” Kristen said.

Foster kids, the ones who’ve lost their parents, and lost their homes, and are sometimes sent to live with strangers. We found the Massachusetts Department of Children and Families is taking millions of dollars from them.

“It just baffles my mind,” Kristen said.

But DCF officials confirmed it. No one would go on camera, but they told us as legal guardians of the foster kids, they can legally take 90 percent of their Social Security Survivor Benefits to reimburse the Commonwealth’s general fund for their care.

That’s even though Mass law requires the state to pay for the care of foster kids. And does not require kids to pay the state back.

Attorneys fighting for change say taking the money hurts those unfortunate kids even more.

“Their sole reason for existing is to serve and protect abused and neglected children is instead using those children as a source of revenue to go after their money and take it from them. And in my mind it’s theft,” Attorney Daniel Hatcher told 7 News.

How much is the state taking from these foster kids? We found in the last three years alone DCF kept 5.6 million. And every time the state takes guardianship of a new child the state can take their benefits, too.

It was only when Kristen was finally named Landon’s legal guardian, two years after his mom died, the benefits started going to him. Now, finally, future checks will go into his savings account.

“There’s got to be another way, not taking from these children as the answer. It’s not the answer,” Kristen said.

Though other states do this too, Maryland recently limited the amount of benefits a child can lose. And in Congress, there’s now a bill in the works requiring all the money be held for the children until they’re adults.

Massachusetts Audit Blames Bouncing Foster Kids For The Need Of A Tiny Human Asset Management Tracking System - Happy Child Abuse Propaganda Month

As we begin to close out the celebration for Child Abuse Propaganda Month, let us pay tribute to Massachusetts and its history in trafficking tiny humans.

Yes, there is more to Child Abuse Propaganda Month than just blue pinwheels money hustle because May is Foster Care Propaganda Month.

In order to acquire goods for the child welfare industry, one must have pretty, shiny reports showing that a state's foster care system need more money.

At the time I pulled the pretty colored fact sheet of the report, the report has yet to be uploaded to the state databases, so you can keep checking back for it.

The Department's Educational Stability team works to ensure the enrollment, attendance and opportunity to succeed in school for children and youth in foster care. We collaborate with the Massachusetts Department of Children and Families (DCF) and local school districts to implement the provisions for providing educational stability for students in foster care, as outlined in the Every Student Succeeds Act (ESSA).

What bouncing tiny humans for money looks like

Foster children often bounce from school to school, suffer chronic absenteeism, experience disciplinary problems, and drop out more frequently than their peers.

Bouncing from school to school is a modern term for trafficking tiny humans.  When one is legally kidnapped from their family, you have a tendency of disciplinary problems that are remedied with lots and lots of second generation antipsychotropics for testing.

Yet poor communication between state child welfare administrators and local schools and conflicting regulations create significant hurdles and educational delays for abused and neglected children as they are moved from foster home to foster home, according to a new state auditor’s report.

Poor communication is called privacy.  Child welfare is all compartmentalized because each department has its own private contractor fraud scheme they know nothing about because the child placing agencies are all outsourced to self-report and no one is going to dry snitch on themselves.

Amid the communication and coordination roadblocks, low-income communities often end up shouldering the financial burden for educating these children, the report said.

Poverty is abuse and neglect, which is why the Medicaid billable term is called Targeted Case Management, where they target poor communities, which means the communities lose appropriations due to forced migration.  These kids are typically lumped into school districts that are stressed for resources, for loss of funding, and throw their hands in the air when it comes to providing these kids any form of help in knowing they will be "bounced" in a few days.

“Too often, the educational success of these students is hindered by a complex bureaucracy and a lack of resources and expertise, and this burden is particularly acute in low-income communities,” state Auditor Suzanne M. Bump said in a statement. Last year, about 6,800 public school students in Massachusetts were in foster care and state education data indicate that about 45 percent of students in foster care require special education services.

School districts devote “considerable time and effort to ensuring that children in foster care are receiving the right educational services,” the report said.

School districts, not the child placing agencies or the state, devotes services.  Please take note of this burden for lack of replenished resources.

But it said some school districts report they receive inconsistent information from the Department of Children and Families, the state’s child welfare agency, while others say they receive no notice from DCF when a student in foster care arrives or leaves their district.

The school districts called the information they receive form DCF "inconsistent".  How cute.  I prefer the term fraudulent.  Alot of times DCF will have multiple identities for the kids to bill.  When a kid is adopted, the name changes, along with everything else, meaning there is no record.

“Several districts reported that they have informed DCF that a foster student has been absent from school (sometimes for periods in excess of 40 days), only to find that DCF has not acted on that report, or has not acted promptly to work with the district on the absenteeism issue,” it said.

No one acts on the reports of missing children because SACWIS, the human asset management system is a joke.

The report noted that these communication gaps can mean students endure duplicative testing and assessments that delay placement in an appropriate educational setting, while increasing the cost of providing the services.

And duplicate billing, double billing, phantom billing.....

“These children tend to bounce around from one community to another and there is no good way to track their educational history, let alone their personal history, so when they arrive at a local school district, the district is starting from scratch,” said Tom Scott, executive director of the Massachusetts Association of School Superintendents.

Ooooo...what a great argument to advocate for tagging and tracking tiny human assets with chip!

Baker administration officials said in response to Bump’s report that the state education department provides training to schools, districts, and DCF staff, aimed at minimizing transitions in education for students in foster care.

The schools and districts are not the problem.  It is the entire child welfare system. It needs to be dismantled and purged of all the nefarious actors who exist in the private spear, monetizing our children for the best interests of their foreign corporate investments in Social Impact Bonds. I would place a heavily weighted responsibility upon Mitt Romney for this.

Administration officials added that Governor Charlie Baker’s education funding proposal filed in January includes an expansion of counseling and psychological services for schools, which would benefit children in foster care.

But what does that do for a kid who is being bounced?

“While our offices will carefully review the full report, many of the auditor’s recommendations are already implemented or underway,” said a statement from the Executive Offices of Education and Health and Human Services. “The Department of Elementary and Secondary Education and the Department of Children and Families have strengthened collaboration and communication between the two agencies and local school districts, including issuing joint guidance in 2018 and all stakeholders continue to strengthen communication and coordination to better support school districts.”

Bump’s report suggests that DCF and the state education department, known as DESE, collaborate on creating and maintaining an electronic “dynamic list” of students in foster care to improve tracking, but also for analysis of trends and for future financial planning. She also recommends the state create an “electronic backpack,” a database that would allow school districts to quickly access education information on foster children.

Someone is going to make a whole bunch of money.  I wonder which tax exempt foreign corporation will be the lucky ones to get the first contract?  Backpacks are a popular idea when it comes to trafficking tiny humans, and other humans around them, and hacking computer systems in the schools you know.

The report does not indicate which state agencies should pay for these initiatives.

Have no fear! Someone will have a child welfare NGO pitch some more pretty shiny brochures, with a really cool website, to pitch the Medicaid contract to implement human assent management systems.  You know they like to start tracking humans at pre-birth, now-a-days.

The report notes that providing educational services to foster children poses a “financial strain” on local schools that is not offset by local tax revenue or state funding. The state pays some money toward educating these students, but the report said it’s not clear whether this reflects “the true cost” for local districts.

We still function on the arcane system of administrative operations in chattels.

Bump’s warning about the lack of adequate education funding for foster children comes as the state Legislature is engaged in a broader debate about how to boost state aid to school districts across Massachusetts.

Broader debate is called litigation.  Massachusetts has an issue with stealin' in its Children's Trust Fund.

Bump also suggests DCF and DESE should jointly provide training to DCF social workers and local school district staff on how to collaborate to make the best decisions for foster children’s educational placements, and for sharing information.

I have a much more economical response.  STOP STEALIN' TINY HUMANS!

Local school districts also are struggling to transport foster children to and from school, and to pay those costs, as foster children often are enrolled in one school district but live in another, the report said. Federal law requires that changes in school placements for students in foster care be minimized to lessen their trauma, and that unless it’s determined to be in their best interest, children should remain in the school district they were in prior to foster care.

Minimization and lessening of trauma for children in foster care is called "drugging children".  It is far more profitable and compassionate to chemically constrain a kid.

To meet those transportation needs, schools reported spending a total of $3.2 million just last year, the report said.

Yet DCF officials told Bump’s office that the department’s social workers are also dedicating a significant chunk of their time, sometimes as much as 40 percent of their time, transporting children to school or family visits.

I would say make a special division to assist the workers to transport the children and the parents to all the services they need to keep the child out the system.

To address the financial concerns, Bump called on the state to cover the full cost of transportation for foster children.

Good. Tap into those foreign children's trust funds bank accounts.  It is their money. Give it back.

The toll on children from this instability is considerable. Bump’s report said studies have found foster students lost from three months to one year of academic achievement each time they are moved to another school.

Children's Rights, a group I really have no respect for their work, as it is nothing but a attorney fees grifter scam, did nothing but get a federal monitoring contract for which you can clearly see, in this state, pretty shiny brochure, that not a damn thing has been done for the children, except for more money to be demanded.

Brown v. Board of Education.

In a nutshell, Brown v. Board of Education is child welfare legal precedent because it was the very first case that was based in what they called "science" back then.

The SCOTUS case was fast tracked by enjoining all parties into on case for orals and opinion.

I ran across a study that was actually used in one of the many enjoined cases in this action that came out of Kansas called Brown v. Board of Education.

Yes, I was intentionally redundant in my cadence, of saying Brown v. Board of Education came out of Kansas.

Do you know why?

Helfer, M.D., began using his influence to create a protected source of funding for prevention by persuading the state legislature in Michigan to increase funding to add 50 full-time “prevention workers” to the protective services budget. After the “prevention worker” positions had been created and filled, all 50 had full-time protective service caseload and none of them was doing any prevention work. The needs and demands of children in crisis had compelled the decision makers to divert the money to treatment. This event helped shape the law that created Michigan’s Children’s Trust Fund and served as a model for all states.

I have seen foster kids who will turn a trick for a bag of $0.50 chips because they were hungry.

I have witnessed elected officials demonize this population by lumping them into the category of "The Poors" (always said with clinched teeth) to justify cutting off the last thread of existence for these kids who prefer a life on the streets just because they know they can have a life of independence from foster care.

It is always better to get paid for being trafficked than being gang raped by other foster kids or staff, nightly, where if staff hears the screams of being raped, they will dope the kid up to higher levels of Medicaid billing, electroshock therapy, or just lock them up in 3 x 5 containment rooms, with a hole in the floor, with the lights continuously on, for days, until the foster kid stops screaming when he is gang raped every night, starting at the 8 years of age.

Then there are the foster parents who will torture these kids because no one cares and there is no place else to put them as these States have been busted far too many times of warehousing kids in offices, sleeping on the floors, billing at maximum Medicaid levels, of course.

No one cares when these kids run away, trying to go back home to their family, if they even know where there families are because the courts have issued gag orders, no contact orders, or have even terminated parental rights, making the kid a paper orphan.

Paper orphans, or foster kids, are billed, billed, billed for services that do not exist, even if they run away.

Foster kids who age out, or as they call in the technical world, Youth in Transition, do not have interpersonal skills because the only touch they experience is being raped.

It is illegal for staffers to touch, or just hold these kids, that is what psychotropic medication is for.

These kids learn at a young age the only way to survive foster care is to prostitute themselves.

These foster kids, girls and boys, well, the ones with skills, will end up dancing and doing porno at trap houses, drugged up because they have been drugged all their lives in foster care, just because it is billable to Medicaid.

Some of the clever ones who survive foster care will learn how to live the adult institutional life-style of psychiatric wards and prison because it is all they know.

Some foster kids, once they are released from prison will eventually resort to prostitution to pay off the court fees, once they eat for the day.

Some foster kids have no educational records and were denied education.

Some foster kids have no medical histories, but I bet they were billed for it.

The universities will be granted billions in research to come up with new curriculum, where the degrees are billable to Social Security programs, to come up with new terminology on how to stop these kids from being "sluts and whores", particularly those who hail from the darker persuasion, without one peep about the drugging, rape, torture of these kids being used as living, breathing lab rats for pharmaceutical industries in biomedical and psychological research.

There are actually laws which prevent media from discussing anything about child welfare on the books.

Then, when the foster kids gets pregnant and has a baby, guess who gets the baby?

Child Protective Services, and the generational cycle continues.

These kids are in foster care because poverty is the crime of child abuse and neglect, which is a completely different segment of foster care.

Then there are the elected officials who will hold fundraisers with pretty blue pinwheels for child abuse prevention to the tune of hundreds of millions of dollars, where the kids do not get one red cent, because these NGOs speculate in land, fund political campaigns and go shopping for new outfits.

So, the next time someone says to you to, "just pick yourself up by the bootstraps", go out and become a foster parent, to continue the cycle of trafficking tiny humans, which is always done in the name of the tax exempt christian god.

No one cares.

25 Investigates: Cops say sex traffickers sell foster kids on the weekends

BOSTON - Sex traffickers are selling foster kids on the weekends, 25 Investigates has uncovered.

Investigative Reporter Eric Rasmussen found cases of kids in foster care pimped out on Friday, Saturday and Sunday and then returned to their taxpayer-funded group homes on Monday.

Records obtained by 25 Investigates reveal a female staff member working with foster kids at the Eliot Atlantic House in Saugus is suspected of convincing a then 16-year-old girl at the group home to sell herself for sex on the weekends.

That staff member told the foster child she “had a way they could make money together,” according to the report obtained by 25 Investigates.

The girl told investigators the staff member took her to Worcester three times and once to Boston “to have sex with unknown men for money” on the weekends.

In the report, the girl told investigators she would run away from her group home on weekends because she knew DCF couldn’t get a warrant for her until Monday.

25 Investigates is not naming the staff member because she’s not been charged with a crime at this point, but the allegations are now under state and federal investigation and the foster home has been closed.

As shocking as this case sounds, police tell 25 Investigates they see this kind of thing too often.

“If they’re being exploited, there’s usually a pattern of them running away,” said Methuen Police Captain Kristopher McCarthy. “They’ll run away Friday, Saturday, come back on Sundays.”

According to one police report from last year, Saint Ann’s group home in Methuen allowed a 14-year-old girl was missing for the weekend last May after staff let her leave with a man who said he was her brother.

But staff didn't get that man’s identification or get his last name, according to a police report, which noted cops reported the home to DCF.

“We would hope in this case, if someone is going to visit someone else, there would be a check,” said Methuen Police Chief Joseph Solomon.

Saint Ann’s denied the allegations and called the police report “incorrect,” saying the girl left with her brother, who was well-known to the group home.

DCF later found the allegations of neglect unsupported.

But police say no one seems to know who the girl was with or what she was doing the entire weekend she was missing.

She returned to saint Ann’s the following Monday.

But investigators say that doesn’t mean she and other foster kids who repeatedly disappear on the weekends aren’t in danger.

“They might bring the kid along for a couple of weekends just to party with them before they victimize them,” said McCarthy.

DCF wouldn’t comment on the St. Ann’s missing foster child case, but emailed a statement about the Saugus investigation.

“The Department of Children and Families has received a report on this situation and is investigating in collaboration with law enforcement,” said DCF spokeswoman Andrea Grossman. “All residents have been moved to other placements to ensure their safety and well-being while the investigation occurs.”

The Eliot Atlantic House sent Boston 25 News the following statement:

"Eliot Community Human Services identified a situation at Atlantic House and immediately reported it to DCF and law enforcement. The employee in question has been terminated from employment.

The top priority of Eliot is the well-being of the children and adults we serve. The allegations are serious and deeply concerning and we are committed to doing everything possible to protect our clients.

We have voluntarily suspended services at Atlantic House. We are conducting our own internal review and are fully cooperating with investigators.

Given that the investigation remains active, we will have no further comment at this time."
