Kofi Bonner has been named CEO of Bedrock, the company announced Wednesday. The former Cleveland Browns chief administrative officer and California developer replaces Matt Cullen, who left Dan Gilbert's Detroit-based real estate development company last month to work on two Ohio casinos.

Bonner starts Sept. 21. Bedrock said that Bonner has "extensive experience in leading complex development projects in metropolitan areas."

As co-chief operating officer for Irvine, California- based FivePoint Holdings, Bonner led the development of projects including San Francisco Shipyard and Candlestick Communities.

“I look forward to building on the accomplishments of Mr. Gilbert and the talented team at Bedrock by advancing the transformational development program, partnering with the community to deliver positive social outcomes and working with local businesses to further the incredible momentum that Detroit and Cleveland have seen over the last decade," Bonner said in a statement.

Bonner was the executive vice president and chief administrative officer of the Cleveland Browns for seven years where he oversaw business operations and the development of the Cleveland Browns Stadium, according to Bedrock.

His other past experience includes roles as an affordable housing developer for Oakland Community Housing Inc.; redevelopment director for Emeryville, California; director of community and economic development and interim city manager of Oakland; and chief economic advisor to Willie Brown, then Mayor of San Francisco.

“With his extensive experience leading landmark projects on the West Coast and the years he spent in Cleveland with the Browns, Kofi Bonner is the right leader to build on Bedrock’s nearly 10 years of transformational development work,” said Bill Emerson, Bedrock Vice Chairman. “Bedrock has a really exciting future as momentum builds at the Hudson’s Site, Book Tower and dozens of other projects, and I look forward to partnering with Kofi to ensure they have a positive and lasting impact on the communities where we serve.”

Faked cleanup at Hunters Point Shipyard much worse than Navy estimates

The U.S. Navy is drastically understating the severity of the ongoing environmental scandal at its former shipyard in San Francisco’s Hunters Point neighborhood, an official with the U.S. Environmental Protection Agency declared in newly released documents.

The biggest redevelopment project in San Francisco since the 1906 earthquake, with 12,000 planned housing units as well as millions of square feet of office and retail space, transformation of the former warship repair base and nuclear weapons testing laboratory—an EPA Superfund site contaminated with industrial and radioactive pollution—has largely been on hold since 2016, when the EPA halted land transfers while a fraud scandal could be unraveled.

Workers with Tetra Tech, a Pasadena-based firm with a history of winning government contracts, first came forward beginning in 2012 with allegations that the cleanup had been faked on the orders of higher-ups at the company.

A review of Tetra Tech’s data, conducted last year by other contractors hired by the U.S. Navy and first published by Curbed SF, found that as much as 49 percent of the company’s work had signs of manipulation or outright falsification and could not be trusted.

However, an independent review by the EPA found that the Navy dramatically understated the scope of the problem. According to the EPA, as much as 97 percent of the cleanup data is unreliable and must be retested, John Chestnutt, manager of the EPA’s local Superfund Division, wrote in a December 27 letter.

“The data analyzed demonstrate a widespread pattern of practices that appear to show deliberate falsification, failure to perform the work in a manner required to ensure [cleanup] requirements were met, or both,” Chestnutt wrote.

Chestnutt’s letter was obtained and published Monday by Public Employees for Environmental Responsibility (PEER), an advocacy group based in the Washington, D.C., area.

The EPA’s current review only covered about 40 percent of the base. However, the EPA’s findings echo criticism of the Navy’s handling of the scandal from environmental watchdog groups and neighborhood advocates.

Tetra Tech first admitted to providing false soil samples in 2014, but was allowed to continue working after blaming the problem on low-level employees and submitting other workers to “ethics training,” excuses and solutions the Navy appeared ready to accept until more whistleblowers came forward alleging more widespread and systemic fraud—allegations that have now been sustained.

“What makes these findings so remarkable is that the Navy was on notice for years that it had a major data meltdown on its hands yet is still trying to cook the books,” said Jeff Ruch, PEER’s executive director. “The Navy created an environmental nightmare on this stretch of the San Francisco Bay but instead of cleaning it up has spent the past several years compounding it.”

Derek Robinson, the Navy’s program manager for Hunters Point, did not respond to an email or a telephone message seeking comment.

Michele Huitric, a spokesperson at the local branch of the EPA, did not offer comment to Curbed SF. In a statement issued to the San Francisco Examiner Monday, Huitric said that the EPA, which is responsible for overseeing the Navy’s cleanup of the shipyard, is “pleased” that the Navy will be “resampling the impacted parcels.”

The Navy is supposed to begin retesting contaminated shipyard land sometime this summer. No timeline or start date for that work has been publicly released.

According to Ruch, the shipyard scandal is “unfolding into the biggest case of eco-fraud in U.S. history.” Only the Volkswagen emissions scandal, in which the automaker sold 500,000 cars designed to cheat the Clean Air Act, can compare, Ruch told Curbed SF.

The shipyard is divided into alphanumeric parcels. In a review of the work on Parcel B, the Navy found issues with 15 percent of the data collected. On Parcel G, the Navy recommended 49 percent of the data be resampled.

But according to a “technical team including national experts in health physics, geology, and statistics” assembled by the EPA, 90 percent of the data on Parcel B is untrustworthy. On Parcel G, 97 percent of the data is “suspect,” according to the EPA.

Tetra Tech workers falsified data in a variety of ways. These include pulling soil samples from an area known to be clean—the site of a former movie theater—and passing them off as soil from areas known to be dirty; running scanners too quickly to detect contamination; faking chain-of-custody records; and faking results at on-site testing laboratories.

Together, those two parcels comprise about 40 percent of the base’s land area. According to plans filed by FivePoint, the developer of the SF Shipyard, those parcels are the planned future homes for the area’s densest residential development and the core of a retail area.

FivePoint is closely associated with Miami-based homebuilding giant Lennar Urban, which in turn has close ties to the local Democratic Party power structure in San Francisco.

The development behemoth’s regional vice president, Kofi Bonner, is a former aide to Willie Brown, San Francisco’s former mayor. And Brown is a principal in Golden Gate Global, an investment fund that’s luring overseas investors to sink capital in the shipyard project in exchange for visas.

California’s two U.S. senators are part of the same San Francisco-based power circle: former state attorney general Kamala Harris is a Brown associate who served as city district attorney. And senior U.S. Sen. Dianne Feinstein is a former San Francisco mayor.

Yet for some inexplicable reason, “we’re not seeing California’s or even San Francisco’s delegation up in arms about this,” PEER’s Ruch noted. “San Francisco’s members of Congress are very well placed. They could enact revenge. They could force hearings.”

“You would think at the head of the line of aggrieved parties would be the U.S. Navy, but they don’t appear to be aggrieved,” he added. “There are no consequences.”

In a statement emailed to Curbed SF, Taylor Griffin, a spokesperson for House Minority Leader Nancy Pelosi, who represents most of San Francisco in Congress, said Pelosi and her staff “continue to closely monitor” the situation, and has been in “close touch” with both the EPA and Navy.

“Public health and safety remains our top concern, while working to ensure the timely delivery of long-awaited housing and jobs when the cleanup is completed,” Griffin wrote.

Ironically, under embattled EPA Administrator Scott Pruitt, cleaning Superfund sites has been a stated priority—and a source of rare praise for the Trump Administration from environmental advocates, who have credited Pruitt with pushing private companies to perform “aggressive, accelerated cleanups,” as the Washington Post reported in January.

Meanwhile, the fraud means that much of the $1 billion in taxpayer money spent on cleaning up the shipyard has gone to waste—and Tetra Tech, the contractor responsible for the faked data, has largely escaped punishment.

The company, which posted profits in excess of $350 million last year, managed to escape paying a $7,000 fine levied on it by the Nuclear Regulatory Commission on appeal.

Tetra Tech is also a subcontractor on a $1.4 billion work arrangement with the Department of Energy to clean up pollution at Los Alamos in New Mexico—the historic home of the Manhattan Project that developed the atomic bomb (which was shipped in secret to Hunters Point, where it was loaded onto a ship for delivery to the Pacific). Critiques of that arrangement have fallen on deaf ears at the Department of Energy, which stated that Tetra Tech would remain involved.

Tetra Tech has yet to comment publicly on the findings. However, the company appears to be preparing for a leadership shift—and to compensate departing leaders.

According to SEC filings, in March, company shareholders approved a severance plan for Tetra Tech executives. For the next two years, executives “terminated by the company without ‘cause’” are eligible for “lump sum cash severance payments,” including salary, bonuses, and “full vesting of outstanding unvested stock options.”

Detroit developer Eric Means dies suddenly at 48

Detroit businessman and developer Eric Means, who had roles in several recent redevelopment projects in the city, died suddenly Monday at age 48.

The cause of death was not available.

Means was owner and CEO of the Means Group, a small development and construction management firm. He was a partner in the high-profile redevelopment of a long-empty downtown building, the old Metropolitan Building, 33 John R, which reopened to rave reviews last year as the boutique hotel Element Detroit at the Metropolitan.

He also helped redevelop a stretch of Woodard Avenue in Midtown known as the Woodward Garden Block project, which finished in 2014 with a new upscale apartment building, restaurants, the redone Garden Theater events space and a popular Great Lakes Coffee shop.

Most recently, Means began work last year on a new Cambria Hotel project in downtown that is still under construction.

Fellow developer David Di Rita, whose firm The Roxbury Group worked with Means on the Element Detroit hotel project, said Means was devoted to helping his hometown rebound and very well-liked in development and business circles.

“There are a lot of developers who are in it for the money, and everybody wants to make a living doing this, but Eric was really passionate about the mission," Di Rita said. "He just always wanted to do the right thing. He had an enormous heart, and he also was a good businessman."

He added, “You hate losing guys like Eric because we need more of them. So we are really really sad over here today.”

Means grew up in Detroit's Grandmont Rosedale area and was a 1990 graduate of Benedictine High School in Detroit

He served in the U.S. Navy, and received an engineering degree from the University of Florida.

Brian Holdwick, a business partner and a longtime friend, said Means returned to Detroit with a determination to contribute to the city's resurgence.

“This is the place where he grew up, and he wanted to come back and give back to it," Holdwick said.

Detroit Mayor Mike Duggan said in a statement that Means' projects will leave him a lasting legacy in the city.

"I was terribly saddened to learn of the unexpected passing of Eric Means, a bright young star in Detroit's redevelopment and one of the finest examples of Detroiters rebuilding Detroit," the mayor said. "My deepest sympathies go out to his wife and young children."

In a statement issued Tuesday, employees of the Means Group said their founder "was dedicated to mentoring the next generation of developers and always put the focus on his team instead of himself."

This article is a nice start, so I shall grade it a C+, just because it did not take the time to identify TARP as the public subsidy nor did it mention the Detroit Land Bank Authority as the vehicle for TARP.

Rashida got some of that TARP money for her campaign, too, you know.

To better foreshadow, think of it like this: Detroit politicians funded their campaigns from the fake ass mortgage and tax foreclosure crisis, then participated in blasphemy to take out a congressional office holder, just so they could run for his seat to cover up the fact that they did what they did - stealin' the children, land & vote.

TLAIB OPPONENT BRENDA JONES COLLECTED CAMPAIGN CONTRIBUTIONS FROM QUICKEN LOANS EXECUTIVES AS PUBLIC SUBSIDIES FLOWED

IN THE WEEKS leading up to Brenda Jones’s vote in November 2017 to award $250 million in taxpayer funds to billionaire Dan Gilbert and his Quicken Loans empire, the Detroit City Council president cashed $8,000 in campaign checks from current and former executives at Gilbert’s companies. In total, Jones has received nearly $25,000 in campaign contributions from the executives, their spouses, and Quicken’s political action committee, while Gilbert, Michigan’s richest man, has accumulated over half a billion in public subsidies.

The $250 million from the city council allowed Gilbert, the owner and co-founder of Quicken Loans, to continue an ambitious redevelopment of downtown Detroit through his real estate company, Bedrock. In the years that followed — and as Jones collected more Gilbert-linked campaign contributions — the relationship between Jones and Gilbert has only tightened.

Jones is one of just two elected officials, alongside her ally, Detroit Mayor Mike Duggan, on the board of the Detroit Economic Growth Corporation. One section of the Trump tax cuts included the bipartisan Opportunity Zone program, which selects low-income census tracts for lucrative tax breaks. The DEGC helped to craft Michigan’s recommendations to the Treasury Department for Opportunity Zone designations that benefited Gilbert. A ProPublica investigation revealed Gilbert’s role in lobbying for the census tract designations, which sparked outrage in Detroit, including a call for a congressional investigation from first-term Rep. Rashida Tlaib, who represents the city in Congress.

Jones, however, made no public statement as anger rose at Gilbert following the revelations. Jones also stayed silent as Gilbert attracted criticism for refusing to assist the city in collecting income taxes from the new, wealthier residents of Bedrock’s luxury apartment buildings.

Jones and Tlaib faced off in two elections in 2018, one to fill the remainder of former Rep. John Conyers’s term, the second for the nomination to succeed him in the next Congress. Jones won the first, serving for roughly three weeks, while Tlaib won the second, going on to become a high-profile member of the so-called Squad, quickly making headlines declaring that House Democrats would “go in and impeach the motherfucker.”

Gilbert, who has been referred to by President Donald Trump as “a great friend,” is the most powerful man in Detroit, and owns vast swaths of the city. The Intercept reported last month that Jones had received illegal campaign contributions in her 2017 re-election campaign to the Detroit City Council. Neither Jones nor Gilbert, through Quicken Loans, responded to requests for comment.

GILBERT’S ENTRANCE into Detroit began in 2011 when Quicken Loans moved its headquarters to downtown from Livonia in the Michigan suburbs. In a city that is 84 percent African American, with 35 percent of the city and half of its children in poverty, Gilbert’s role in Detroit’s politics and development have not come without controversy. Community discomfort with Gilbert’s vaunted new status was encapsulated in 2017 when Bedrock ran an ad campaign titled “See Detroit As We Do” featuring overwhelmingly white models.

“Dan throws a tremendous amount of money around in the city,” said Maurice BP-Weeks, who lives in Detroit and is co-executive director of the Action Center on Race and the Economy. “He is a political kingmaker. It’s difficult for people to credibly contest him and feel that they can keep their job or their funding because those are the things that are threatened when you take on such a powerful person. If you’re contesting power in Detroit, you’re contesting Dan Gilbert.”

Gilbert is the richest man in Michigan, with a net worth of $7.3 billion.

“The risk here is that a small group of developers can capture a city council or county board and get overpaid to do something they would have done anyways” said Greg LeRoy, executive director of Good Jobs First, which advocates for transparent and fair municipal subsidies.

“If you’re contesting power in Detroit, you’re contesting Dan Gilbert.”
“For a city like Detroit, it really doesn’t have the luxury of wasting any money,” LeRoy said. “Do you want to put all your eggs in one basket, like Dan Gilbert-sized office parks, or do you try to do other things where you’re not putting so many eggs in one basket — where you’re doing public transit, public infrastructure, health, and education, all the things that benefit lots of employers and don’t put you at risk of any one company’s business plan not working out?”

Between 2011 and 2016, Gilbert and his affiliated companies spent $451 million purchasing parcels of land in downtown Detroit. Gilbert and his companies employ over 17,000 workers in Detroit, making it the city’s largest employer. Of the five lenders that had the highest percentage of foreclosures in the city in the aftermath of the 2008 financial crisis, only Quicken is still extant. As of 2015, half of the properties that Quicken has foreclosed on had become blighted. Gilbert has been a leading advocate of expanded government funding to tear down blighted structures. Last June, Quicken Loans paid $32 million to settle charges brought by the Justice Department that it had approved hundreds of loans for unqualified borrowers, and then profited when the borrowers defaulted.

“Dan Gilbert and Brenda Jones are not looking out for the residents,” said Charlevoix VIllage Association President Toyia Watts, a community organization that led the opposition to the 2017 giveaway. “They’re not putting money in the pots for fixing up homes, give the people that live here the empty lots they’ve maintained. We’ve given developers too much power over the community. They have too much power over our neighborhood. The way they’re making money doesn’t work for us.”

BP-Weeks noted the connection between Quicken’s role in the subprime lending crisis and Gilbert’s role in crafting development policy in Detroit today. “Quicken is the folks that were responsible for the last housing crisis” said BP-Weeks. “For an executive of Quicken making all those decisions including about housing is ridiculous. He should not be making those decisions.”

Kwame Kilpatrick early release denied by Federal Bureau of Prisons

FOX 2 - The Federal Bureau of Prisons has denied the early release of former Detroit Mayor Kwame Kilpatrick.

In a release, the Federal Bureau of Prisons announced Tuesday that it reviewed and denied Kilpatrick, 49, for home confinement.

"Mr Kilpatrick remains incarcerated at the Federal Correctional Institution-I in Oakdale, Louisiana," the release states.

According to a state representative and advocacy group The Ebony Foundation, Kilpatrick was in line for a compassionate release due to the coronavirus in the prison system.

US Attorney General William Barr previously had announced about 3,000 federal inmates were to be released early due to concerns of COVID-19 spreading in the jails.

The Oakdale Federal Prison near New Orleans has hadabout 42 cases of the coronavirus and two deaths as of last week.

Kilpatrick has served seven years of his 28-year sentence for corruption and raketeering in office. He served as mayor of Detroit from 2001 to 2008. He was sentenced in 2013 and has since lost his appeals.

State Rep. Karen Whitsett said Friday she had spoken to President Donald Trump in Ypsilanti Thursday night and was told by him that Kilpatrick would be released.

DOJ: Head of Chicago Non-Profit Organization Charged With Fraudulently Pocketing State Grants Intended for Economic Development Projects - Gerrymandering - A Prelude To Detroit

CHICAGO — The head of a Chicago not-for-profit organization fraudulently converted or misappropriated at least $200,000 in State of Illinois grants intended to develop suburban commercial properties and fund a job training program, according to a 15-count federal indictment.

YESSE YEHUDAH operated the not-for-profit organization Fulfilling Our Responsibilities Unto Mankind, also known as FORUM.  From 2013 to 2016, Yehudah, on behalf of FORUM, applied for and received three grants totaling approximately $575,000 from the Illinois Department of Commerce and Economic Opportunity.  Two of the grants were intended to develop commercial properties in south suburban Dolton, while the third was meant for FORUM to operate a weatherization jobs training program.  The indictment alleges that Yehudah fraudulently converted substantial quantities of the grant funds by making materially false statements and submitting false documents to the DCEO.  The indictment describes several of the alleged false statements, including when Yehudah represented to the DCEO that FORUM had spent almost all of a $100,000 grant on construction work, when, in fact, no actual construction work had begun.

The indictment was returned Wednesday in U.S. District Court in Chicago.  Yehudah, 71, of Chicago, is charged with eight counts of bank fraud and seven counts of wire fraud.  Arraignment has not yet been scheduled.

The indictment was announced by John R. Lausch, Jr., United States Attorney for the Northern District of Illinois; Emmerson Buie, Jr., Special Agent-in-Charge of the Chicago office of the FBI; and Teri Donaldson, Inspector General, U.S. Department of Energy, Office of the Inspector General.  The DCEO provided valuable assistance during the investigation.  The government is represented by Assistant U.S. Attorney Sean J.B. Franzblau.

In addition to the alleged fraud in obtaining the DCEO grants, the indictment accuses Yehudah of scheming to defraud a bank.  After FORUM received similar development grants from the DCEO and other federal and local agencies, including the U.S. Department of Housing and Urban Development and the Community and Economic Development Association of Cook County, Yehudah issued checks from FORUM and another entity he controlled to various subcontractors, the indictment states.  Yehudah then forged the subcontractors’ signatures – without their knowledge – to endorse the checks over to himself, the indictment alleges.

The public is reminded that an indictment is not evidence of guilt.  The defendant is presumed innocent and entitled to a fair trial at which the government has the burden of proving guilt beyond a reasonable doubt.  Each count of bank fraud is punishable by up to 30 years in prison, while each count of wire fraud carries a maximum sentence of 20 years.  If convicted, the Court must impose a reasonable sentence under federal statutes and the advisory U.S. Sentencing Guidelines.

DOJ: United States Files False Claims Act Complaint Against Community Health Network - Medicaid Fraud In Indiana Under Emperor Pence

If I believe what is reported by Wikipedia, Mike Pence was Governor of Indiana before he was Errant Empereor of the United States.

If I close my eyes really, really hard, I can recall Emperor Pence signing the Religious Freedom Restoration Act (RFRA), because it came out Michigan and I just happen to know one of the writers, super duper, really well, which brings me to a dream sequence of why the Detroit Economic Club and the Michigan Economic Development Authority embraced him, the glorious leader of the Indiana Economic Development Authority, so warmly, but hey, what do I know?

The United States has filed a complaint against Community Health Network Inc. (Community) in the U.S. District Court for the Southern District of Indiana, the Department of Justice announced today.  Community, an integrated health care system in central Indiana, is alleged to have violated the Stark Law and thereby submitted false claims to the Medicare program.  

The Stark Law prohibits a hospital from billing Medicare for services referred by a physician with whom the hospital has an improper financial relationship that does not meet any statutory or regulatory exception.  The government’s complaint alleges that Community had employment relationships with a number of physicians that did not meet any Stark Law exception because the compensation Community paid to the physicians was well above fair market value and because Community conditioned paying bonuses on physicians achieving a minimum target of referral revenues to the hospital.  The complaint alleges that Community received referrals from these physicians in violation of the Stark Law and submitted claims to Medicare knowing that the claims for those referred services were not eligible for payment. 

“Improper financial relationships between hospitals and physicians corrupt clinical decision-making, threaten patient care, and ultimately drive up Medicare costs,” said Assistant Attorney General Jody Hunt of the Department of Justice’s Civil Division.  “We are committed to eliminating these improper inducements and thereby ensuring the Medicare program remains fiscally sound to serve our nation’s senior citizens.”

“Our goal at the U.S. Attorney’s Office is to serve the citizens and help ensure safety in their communities,” said U.S. Attorney Josh Minkler for the Southern District of Indiana.  “Hospitals are responsible for not only the health and well-being of their patients, but are also required to establish a compliance program in order to protect against improper payments, fraud and abuse as a condition of enrollment in the Medicare program.” 

The United States filed its complaint in a lawsuit originally filed under the qui tam or whistleblower provisions of the False Claims Act, which allow private parties to file suit on behalf of the United States for false claims and to receive a share of any recovery.  The Act permits the United States to intervene and take over the lawsuit, as it has done here in part.  Those who violate the Act are subject to treble damages and applicable penalties.

The government’s resolution of this

matter illustrates the government’s emphasis on combating health care fraud.  One of the most powerful tools in this effort is the False Claims Act.  Tips and complaints from all sources about potential fraud, waste, abuse, and mismanagement, can be reported to the Department of Health and Human Services (HHS), at 800-HHS-TIPS (800-447-8477).

This case is being handled by the Justice Department’s Civil Division and the United States Attorney’s Office for the Southern District of Indiana, with assistance from the Office of Inspector General of the Department of Health and Human Services.  The case is captioned United States and the State of Indiana ex rel. Thomas Fischer v. Community Health Network, Inc., et al. No. 1:14-cv-1215 (RLY-DKL) (S.D. Ind.).

The claims in which the United States has intervened are allegations only, and there has been no determination of liability.

Paul Volcker, the former chairman of the Federal Reserve under Presidents Carter and Reagan who later played a role in the Obama administration's response to the financial crisis of 2009, has died at the age of 92.

Multiple media outlets reported Monday that Volcker, who served as Fed chairman from 1979 to 1987, had died. The Volcker Alliance, the former chairman's non-profit group, announced that he died Sunday.

Volcker is known best for using high interest rates to reverse decades of runaway inflation at the cost of a grueling recession. While Volcker was vilified by lawmakers in both parties, as well as farmers, homebuilders and manufacturers hit hardest by higher borrowing costs, he has been credited since for stabilizing the economy after years of rampant price increases.

"His life exemplified the highest ideals–integrity, courage, and a commitment to do what was best for all Americans," Fed Chairman Jerome Powell said in a Monday statement. "His contributions to the nation left a lasting legacy."

Two decades after Volcker left the Fed, he joined the Obama administration to help shape its response to the 2007-8 financial crisis and recession. That response led to the 2010 Dodd-Frank Wall Street reform law.

Volcker chaired former President Obama's economic recovery advisory board and advocated for stricter limits on risky investment practices that led to the 2007 panic.

Volcker advocated for a provision of Dodd-Frank that banned banks from using their own capital to make high-risk bets. That rule, known as the "Volcker Rule," was among the financial industry's chief concerns with Dodd-Frank and was formally loosened earlier this year by Trump-appointed regulators.

Volcker, a Democrat, played crucial roles in economic policy for several presidents in both parties, defining administrations and the trajectory of the U.S. economy for decades to come. He served in the Treasury Department during the Kennedy, Johnson and Nixon administrations, shaping the U.S.'s response to a deteriorating global financial order.

As Treasury undersecretary for international affairs, Volcker was a driving force behind Nixon's decision to abandon the gold standard, which tied the U.S. dollar to a fixed amount of gold. Carter's appointment of Volcker to the Fed and the economic crunch to follow likely played a role in his defeat to Reagan, who nonetheless renominated Volcker in 1983.


Volcker's public standing gradually improved along with the economy, and his Fed tenure led to an era of largely stable growth with mild recessions until the 2007 financial crisis. He faced perhaps more political scrutiny than any other Fed chief until current chairman, Powell, invoked Trump's wrath soon after taking office in 2018.

After leaving the Obama administration, Volcker focused his work on bolster the effectiveness and standing of policymakers and government officials. He founded in 2013 the Volcker Alliance, a non-profit group advocating for non-partisan efforts to improve governance, and released a memoir this year entitled "Keeping At It: The Quest for Sound Money and Good Government."

Volcker warned in August that the U.S. is "developing into a plutocracy," asserting that the country was “in a hell of a mess in every direction.”

"Distrust and ill-will permeate attitudes toward government," Volcker wrote in his memoir.

"Too many of the best in the assailed bureaucracy, both in Congress and in key administrative posts, have left too soon, doubting that their voices could be heard or that their goals could be achieved. That needs to change. And it won’t be easy."

John Conyers: One of the Last of the Civil Rights Warriors
1929-2019

Rochelle Riley, a longtime newspaper columnist, is director of arts, culture and entertainment for the City of Detroit. She is author of The Burden: African Americans and the Enduring Impact of Slavery and the young readers anthology That They Lived: Twenty African Americans Who Changed the World (Wayne State University Press, 2020).

The school that birthed the lions is closing. And its alumni are dying.

That school was the Civil Rights Movement, the heartbreaking fight for equal rights for black Americans that took up most of the 1950s and 1960s. Its classrooms were the streets of myriad urban centers and stubborn Southern strongholds, where brave young warriors faced off against America’s longest-serving tradition: bigotry.

Those warriors changed America. Some preached. Some taught. Most marched. But some, like the late U.S. Representative John Conyers were born to lead.

Conyers—a war veteran who earned his law degree after serving in the Michigan National Guard, the U.S. Army, the U.S. Army Reserves and a year in Korea during the Korean War—jumped feet-first into the movement. As a young lawyer, he worked with the National Lawyers Committee for Civil Rights Under Law and with some of Detroit’s labor unions. In 1964, he won his first congressional race, hiring civil rights legend Rosa Parks to work in his Detroit office.

He went on to win 25 more times.

While in Congress, Conyers made achieving racial equality his primary mission. He co-founded the Congressional Black Caucus. He was, as the Nation put it after his death, the “only African American member of the House Judiciary Committee during the crucial debates about strengthening the Voting Rights Act.” Days after Dr. Martin Luther King Jr. was fatally shot on April 4, 1968, in Memphis, Conyers proposed a national celebration of his birthday. It took him and the indomitable Representative Shirley Chisolm until 1983 to win that battle, when President Ronald Reagan signed the bill for what is now a federal holiday honoring King.

Conyers learned the ropes from fellow Michigan Representative John Dingell, whose record congressional longevity he nearly matched. Conyers, at the time of his death in October, had become the longest-serving African American representative, completing nearly 26 terms.

As momentous and heartbreaking as his death was for his constituents, his family and his friends, Conyers’ passing also signaled the passing of something far greater: the movement that gave him his start and his heart, that fueled his passion and that of so many others. Conyers, who was born four months before the stock market crashed in 1929 and who was a witness to nearly every major American news event for almost a century, was one of the last of the civil rights warriors. He represents a kind of leader that doesn’t really exist anymore, no matter how many pretenders try to match it. He was a man of the streets who became a man of Congress—who was still a man of the streets. Revered in his hometown, Conyers knew nearly everyone. And if he didn’t know you, he made you feel like he did.

People still talk about that time—back when segregation was a legal way of life in Detroit and the mistreatment of black folks finally pushed a city over the edge—that Conyers stood on top of a car. It was July 23, 1967, and the beginnings of a melee that arguably has been called a riot, rebellion, demonstration or reckoning. As the Detroit News recounted 50 years later, when the trouble started, the phone rang at Conyers’ house on Dexter Avenue. An aide told the 38-year-old second-term congressman that the Fire Department was calling for him to come to the corner of 12th Street and Clairmount Avenue.

Conyers went. Why would he not? That is what lions do. He was there for his people, but he was too late. He went to that street corner teeming with angry Detroiters, and he hopped onto a car in an attempt to be seen and heard above the fray. But he could not staunch the anger of so many who had been ignored or beaten down for so long. The crowd shouted him down. But he didn’t get angry. He understood.

“I was telling them this was not going to settle anything by getting mad and looting and having arguments with one another,” Conyers told the News as if that half-century were just a week ago. “They were fed up with the discrimination, segregation and all that goes along with it,” he said. “It was like they just couldn’t take it any longer, and collectively, it was like a fuse was blown. It was a dangerous thing because they didn’t care what happened.”

The crowd shouted him down that day, but it was a rare occurrence. He was beloved by his constituents who watched him introduce bill after bill, unapologetically, to help African-Americans and the poor, who had few others to carry their concerns. He called for health care for all Americans decades before President Barack Obama did, and he sponsored the United States National Health Care Act. He fiercely opposed the Vietnam War, which sent countless African American men into a senseless battle, and he fought against the death penalty, which was applied unjustly to more African American men than white.

No issue was more important to him than the study of reparations for the forced enslavement of African Americans. He introduced and reintroduced legislation seeking to study the issue—for three decades. That Congress and presidential candidates are now finally talking more seriously about reparations is a testament to Conyers and to the school that birthed him.

In the end, Conyers was once again in the spotlight—not atop a car but facing allegations of sexual misconduct, which he denied; nonetheless, he resigned in 2017. But unlike the first time, when he was ignored, his constituents largely rallied around him. My hope was that such a storied career wouldn’t end in tatters.

It didn’t. And for those of us watching the sun setting on the lions of the Civil Rights movement, it was a hard good-bye. Conyers died 10 years shy of a century that he helped shape. Barring another movement, another seismic shift in the fight to end second-class citizenship in America, there won’t be more like him.

Foundation awards $4 million for Metro Detroit programs

Detroit — The Children’s Foundation has awarded $4 million in grants to fund 93 community, research and educational initiatives in Metro Detroit.

The foundation awarded a $50,000 grant to a program at the University of Michigan Medicine called "Transforming Research into Action to Improve the Life of Students," which serves children in the Detroit Public Schools Community District.

How about some quality housing, that is not prone to fake ass property tax foreclosures. That might improve the quality of life, but, hey, what do I know? God forbid I even mention the quality of life for the parents who survived the foreign invasion, to care for the students, but if I did that, it would just throw off all their white paper research and Social Impact Bond Investment Programs they are working on.

Four grants totaling $52,376 related to burn services were awarded to the Children’s Hospital of Michigan. The funds will allow the hospital to provide burn patients with take-home gauze and burn ointments and custom-made pressure garments that promote healing and reduce scarring.

The grants also will support the expenses of a burn survivors event and educate staff at the annual American Burn Association conference, officials said.

Do you know why so many kids in Detroit are getting burned?  It is because the housing stock has not been replaced in at least five generations, nor replentished since the Privateers landed in the Port of Detroit to commence to stealin' in the Great Foreclosure Crisis of their Corporate Shape Shifting LLCs, flipping fake ass mortgages, to fund the campaigns to put in their "Elected Ones" to put in that Emergency Manager Law, to run that fake ass Detroit Bankruptcy, to set up that fake ass Detroit Land Bank Authority, to steal the fake ass property taxes to do fake ass property tax foreclosures, to flip through federal mortgages and fraudulent billing of TARP, that left the properties intentionally blighted, then taking over the Detroit Water & Sewage Department with a fake ass Great Lakes Water Authority that runs fake ass watershutoff schemes, and makes you write a check to a fake ass Board of Water Commissions, so the properties became blighted, and people became poorer, not wanting to leave their communities and families, ending up living any place they could find, paying rent to a foreign landlord of one of those fake ass foreign LLCs, who does not give a flying rat's arse is the property gets torched from jacked leg electrical, or a gas shutoff situation of trying to keep warm, because there is insurance and they got a land patent, which is why so many kids in Detroit are getting burned.

Lawrence J. Burns, president & CEO of The Children’s Foundation, said in each grant cycle there is a greater demand and a more diverse pool of applicant organizations all seeking to use funds in constructive ways to help Metro Detroit children.

Here is a really constructive way to stop child poverty - STOP STEALIN'.

“We are so grateful to donors and partner organizations who allow us to be able to provide $4 million to help programs get underway and make an impact in children’s lives today — rather than years down the line,” Burns said.

The foundation has granted more than $58 million to more than 75 partners across the state. More than $500,000 was awarded to 14 organizations undertaking youth mental health initiatives in Michigan.

Grant recipients include:

•A grant of $113,573 to Hamtramck Public Schools to support continued operations of a health clinic for children who are immigrants.

You do know there are clinics for children who are immigrants in Hamtramck, that bill Medicaid, right?  Have you ever taken a peek at that Recreational Center? You should.

•Boys Hope Girls Hope Detroit received $20,000 for an art therapy program and to fund staffing of a certified art therapist at the Hope House residential scholar program.

Using the word "therapy" means you can bill at your heart's desire to Medicaid.

•Common Ground received a $50,000 grant to support work in its runaway and homeless youth program.

Did anyone ever think that runaway and homeless youth are what we call today, victims of human trafficking, who, pretty darn sure, came out the Michigan Child Welfare System, that which this Children's Foundation has been funding research on child abuse and neglect, going back as far as when they launched this crap as CAPTA?
