Well, I believe I have found out why there was more going on.
Here we have an NGO called Operation Smile.
What an emotionally powerful child welfare propaganda campaign to justify, or defend, the existence of Operation Smile.
Now, here is the other side of what is going on.
In 2016, Operation Smile filed that it was about a $60 million a year operation with $20 million in real estate and $20 million in public awareness campaigns with about $10 million in payroll and $20 million in fundraising expenses.
What we have here is another one of those transposable models for money laundering through a child welfare NGO.

I can not speak upon the veracity of rumors, but I do know child welfare fraud when I smell it and it this situation, it smells like profiting from fraudulent and deceitful payroll contributions. |

It seems the link is not longer functional, so allow me to provide the proper link.
It goes to the Combined Federal Campaign, linked to the Congressional Credit Union, where a federal employee can set up automatic deductions from their pay checks, and the employer, the United States, will make matching contributions.
This campaign is run through United Way, or was, as it seems the page has changed since I found the same scheme of fake congressional payroll contributions with the Philippine Children's Fund of America.

I want to make disclaimers for Operation Smile:
- The doctors and staff are wonderful people;
- The proper paperwork has been filed with the Michigan Attorney General Charity Section;
- There are rumors that it traffics tiny humans for nasty things;
- There are rumors that the chemicals used in previous Syrian attacks were transported through WHO;
- There is a strong presence of christians, which tend to lead to the trafficking of tiny humans;
- Cindy McCain used to sit on the board for Too Small To Fail, a Clinton Foundation, Goldman Sachs joint operation in the area of profiting from Social Impact Bonds in child welfare, which are promoted through christian social lobbying;
- Cindy McCain is also alumni from University of Southern California, the same educational institution that came up with fun privatization exercises in policy like, the Michigan Emergency Manager Law and Detroit Land Bank Authority to steal TARP.

Cindy serves as co-chair of the Arizona Governor’s Council on human trafficking and on the McCain Institute’s Human Trafficking Advisory Council. She is dedicated to efforts to reduce human trafficking in Arizona, throughout the United States and around the world, as well as working to improve the lives of victims of human trafficking. Through her work with the McCain Institute, several partnerships have been formed with anti-trafficking organizations working on solving various aspects of the problem.
Cindy also served on the Board of Directors for Operation Smile, a non-profit organization whose mission is to repair cleft lips, cleft palates and other facial deformities for children around the world. She was a member of the HALO Trust Board, as well as a founding Member of the Eastern Congo Initiative and so is Ben Affleck. She is committed to raising awareness of the travesties facing women and children in the Congo.
She also sits on the Advisory Boards of Too Small To Fail and Warriors and Quiet Waters. Cindy holds an undergraduate degree in Education and a Master’s in Special Education from USC and is a member of the USC Rossier School of Education Board of Councilors.
Cindy is the Chairman of her family’s business, Hensley Beverage Company, which is one of the largest Anheuser-Busch distributors in the nation. Cindy resides in Phoenix with her husband, U.S. Senator John McCain. Together, they have four children.
