Kofi Bonner has been named CEO of Bedrock, the company announced Wednesday. The former Cleveland Browns chief administrative officer and California developer replaces Matt Cullen, who left Dan Gilbert's Detroit-based real estate development company last month to work on two Ohio casinos.

Bonner starts Sept. 21. Bedrock said that Bonner has "extensive experience in leading complex development projects in metropolitan areas."

As co-chief operating officer for Irvine, California- based FivePoint Holdings, Bonner led the development of projects including San Francisco Shipyard and Candlestick Communities.

“I look forward to building on the accomplishments of Mr. Gilbert and the talented team at Bedrock by advancing the transformational development program, partnering with the community to deliver positive social outcomes and working with local businesses to further the incredible momentum that Detroit and Cleveland have seen over the last decade," Bonner said in a statement.

Bonner was the executive vice president and chief administrative officer of the Cleveland Browns for seven years where he oversaw business operations and the development of the Cleveland Browns Stadium, according to Bedrock.

His other past experience includes roles as an affordable housing developer for Oakland Community Housing Inc.; redevelopment director for Emeryville, California; director of community and economic development and interim city manager of Oakland; and chief economic advisor to Willie Brown, then Mayor of San Francisco.

“With his extensive experience leading landmark projects on the West Coast and the years he spent in Cleveland with the Browns, Kofi Bonner is the right leader to build on Bedrock’s nearly 10 years of transformational development work,” said Bill Emerson, Bedrock Vice Chairman. “Bedrock has a really exciting future as momentum builds at the Hudson’s Site, Book Tower and dozens of other projects, and I look forward to partnering with Kofi to ensure they have a positive and lasting impact on the communities where we serve.”

Faked cleanup at Hunters Point Shipyard much worse than Navy estimates

The U.S. Navy is drastically understating the severity of the ongoing environmental scandal at its former shipyard in San Francisco’s Hunters Point neighborhood, an official with the U.S. Environmental Protection Agency declared in newly released documents.

The biggest redevelopment project in San Francisco since the 1906 earthquake, with 12,000 planned housing units as well as millions of square feet of office and retail space, transformation of the former warship repair base and nuclear weapons testing laboratory—an EPA Superfund site contaminated with industrial and radioactive pollution—has largely been on hold since 2016, when the EPA halted land transfers while a fraud scandal could be unraveled.

Workers with Tetra Tech, a Pasadena-based firm with a history of winning government contracts, first came forward beginning in 2012 with allegations that the cleanup had been faked on the orders of higher-ups at the company.

A review of Tetra Tech’s data, conducted last year by other contractors hired by the U.S. Navy and first published by Curbed SF, found that as much as 49 percent of the company’s work had signs of manipulation or outright falsification and could not be trusted.

However, an independent review by the EPA found that the Navy dramatically understated the scope of the problem. According to the EPA, as much as 97 percent of the cleanup data is unreliable and must be retested, John Chestnutt, manager of the EPA’s local Superfund Division, wrote in a December 27 letter.

“The data analyzed demonstrate a widespread pattern of practices that appear to show deliberate falsification, failure to perform the work in a manner required to ensure [cleanup] requirements were met, or both,” Chestnutt wrote.

Chestnutt’s letter was obtained and published Monday by Public Employees for Environmental Responsibility (PEER), an advocacy group based in the Washington, D.C., area.

The EPA’s current review only covered about 40 percent of the base. However, the EPA’s findings echo criticism of the Navy’s handling of the scandal from environmental watchdog groups and neighborhood advocates.

Tetra Tech first admitted to providing false soil samples in 2014, but was allowed to continue working after blaming the problem on low-level employees and submitting other workers to “ethics training,” excuses and solutions the Navy appeared ready to accept until more whistleblowers came forward alleging more widespread and systemic fraud—allegations that have now been sustained.

“What makes these findings so remarkable is that the Navy was on notice for years that it had a major data meltdown on its hands yet is still trying to cook the books,” said Jeff Ruch, PEER’s executive director. “The Navy created an environmental nightmare on this stretch of the San Francisco Bay but instead of cleaning it up has spent the past several years compounding it.”

Derek Robinson, the Navy’s program manager for Hunters Point, did not respond to an email or a telephone message seeking comment.

Michele Huitric, a spokesperson at the local branch of the EPA, did not offer comment to Curbed SF. In a statement issued to the San Francisco Examiner Monday, Huitric said that the EPA, which is responsible for overseeing the Navy’s cleanup of the shipyard, is “pleased” that the Navy will be “resampling the impacted parcels.”

The Navy is supposed to begin retesting contaminated shipyard land sometime this summer. No timeline or start date for that work has been publicly released.

According to Ruch, the shipyard scandal is “unfolding into the biggest case of eco-fraud in U.S. history.” Only the Volkswagen emissions scandal, in which the automaker sold 500,000 cars designed to cheat the Clean Air Act, can compare, Ruch told Curbed SF.

The shipyard is divided into alphanumeric parcels. In a review of the work on Parcel B, the Navy found issues with 15 percent of the data collected. On Parcel G, the Navy recommended 49 percent of the data be resampled.

But according to a “technical team including national experts in health physics, geology, and statistics” assembled by the EPA, 90 percent of the data on Parcel B is untrustworthy. On Parcel G, 97 percent of the data is “suspect,” according to the EPA.

Tetra Tech workers falsified data in a variety of ways. These include pulling soil samples from an area known to be clean—the site of a former movie theater—and passing them off as soil from areas known to be dirty; running scanners too quickly to detect contamination; faking chain-of-custody records; and faking results at on-site testing laboratories.

Together, those two parcels comprise about 40 percent of the base’s land area. According to plans filed by FivePoint, the developer of the SF Shipyard, those parcels are the planned future homes for the area’s densest residential development and the core of a retail area.

FivePoint is closely associated with Miami-based homebuilding giant Lennar Urban, which in turn has close ties to the local Democratic Party power structure in San Francisco.

The development behemoth’s regional vice president, Kofi Bonner, is a former aide to Willie Brown, San Francisco’s former mayor. And Brown is a principal in Golden Gate Global, an investment fund that’s luring overseas investors to sink capital in the shipyard project in exchange for visas.

California’s two U.S. senators are part of the same San Francisco-based power circle: former state attorney general Kamala Harris is a Brown associate who served as city district attorney. And senior U.S. Sen. Dianne Feinstein is a former San Francisco mayor.

Yet for some inexplicable reason, “we’re not seeing California’s or even San Francisco’s delegation up in arms about this,” PEER’s Ruch noted. “San Francisco’s members of Congress are very well placed. They could enact revenge. They could force hearings.”

“You would think at the head of the line of aggrieved parties would be the U.S. Navy, but they don’t appear to be aggrieved,” he added. “There are no consequences.”

In a statement emailed to Curbed SF, Taylor Griffin, a spokesperson for House Minority Leader Nancy Pelosi, who represents most of San Francisco in Congress, said Pelosi and her staff “continue to closely monitor” the situation, and has been in “close touch” with both the EPA and Navy.

“Public health and safety remains our top concern, while working to ensure the timely delivery of long-awaited housing and jobs when the cleanup is completed,” Griffin wrote.

Ironically, under embattled EPA Administrator Scott Pruitt, cleaning Superfund sites has been a stated priority—and a source of rare praise for the Trump Administration from environmental advocates, who have credited Pruitt with pushing private companies to perform “aggressive, accelerated cleanups,” as the Washington Post reported in January.

Meanwhile, the fraud means that much of the $1 billion in taxpayer money spent on cleaning up the shipyard has gone to waste—and Tetra Tech, the contractor responsible for the faked data, has largely escaped punishment.

The company, which posted profits in excess of $350 million last year, managed to escape paying a $7,000 fine levied on it by the Nuclear Regulatory Commission on appeal.

Tetra Tech is also a subcontractor on a $1.4 billion work arrangement with the Department of Energy to clean up pollution at Los Alamos in New Mexico—the historic home of the Manhattan Project that developed the atomic bomb (which was shipped in secret to Hunters Point, where it was loaded onto a ship for delivery to the Pacific). Critiques of that arrangement have fallen on deaf ears at the Department of Energy, which stated that Tetra Tech would remain involved.

Tetra Tech has yet to comment publicly on the findings. However, the company appears to be preparing for a leadership shift—and to compensate departing leaders.

According to SEC filings, in March, company shareholders approved a severance plan for Tetra Tech executives. For the next two years, executives “terminated by the company without ‘cause’” are eligible for “lump sum cash severance payments,” including salary, bonuses, and “full vesting of outstanding unvested stock options.”

WASHINGTON - Joe Biden has finally announced his selection for his 2020 election running mate – Kamala Harris.

The pick fulfills the Democratic presidential contender’s promise to select a woman as his running mate, and puts to rest the sometimes bristly rivalry the pair shared during the early phase of the Democratic primary.

The rivalry provided one of the nomination race’s most memorable moments when Harris sharply criticized Biden for his record on racial justice, calling his positive description of a past working relationship with segregationist statesmen as “hurtful.”

Harris has since dialed back the attack, reportedly telling a colleague that the exchange was “just politics.”

Harris dropped out of the race for president in December 2019 and endorsed Biden in March 2020.

Harris, who is also Indian American, joins Biden in the 2020 race at a moment of unprecedented national crisis. The coronavirus pandemic has claimed the lives of more than 150,000 people in the U.S., far more than the toll experienced in other countries. Business closures and disruptions resulting from the pandemic have caused an economic collapse. Unrest, meanwhile, has emerged across the country as Americans protest racism and police brutality.

She is the Democrats’ first female running mate since Walter Mondale selected Geraldine Ferraro in the 1984 presidential election. The last time a woman was picked as a vice-presidential candidate was 2008 when Republican John McCain tapped Alaska Gov. Sarah Palin as his running mate.

Should Biden win the 2020 election, Harris would be the first woman to serve as vice president.

Harris beat out a short list that reportedly included Stacey Abrams, Tammy Baldwin, Karen Bass, Keisha Lance Bottoms, Val Demings, Tammy Duckworth, Michelle Lujan Grisham, Susan Rice, Elizabeth Warren and Gretchen Whitmer.

With the country still in the throes of the coronavirus pandemic, Biden holds a significant lead over President Donald Trump in most major polls, including an eight-point lead in the most recent FOX News poll.

Biden also leads in battleground states like Michigan, Minnesota and Pennsylvania.

Harris, an Oakland native who graduated from Howard University and received her law degree from the University of California, cut her teeth in politics as California’s attorney general before being elected to the Senate in 2016.

Harris’ record as California attorney general and district attorney in San Francisco was heavily scrutinized during the Democratic primary and turned off some liberals and younger Black voters who saw her as out of step on issues of systemic racism in the legal system and police brutality. She tried to strike a balance on these issues, declaring herself a “progressive prosecutor” who backs law enforcement reforms.

As her national profile grew, Harris built a reputation around her work as a prosecutor. After being elected to the Senate in 2016, she quickly gained attention for her assertive questioning of Trump administration officials during congressional hearings. In one memorable moment last year, Harris tripped up Attorney General William Barr when she repeatedly pressed him on whether Trump or other White House officials pressured him to investigate certain people.

Harris has taken a tougher stand on policing since the killing of George Floyd. She co-sponsored legislation in June that would ban police from using chokeholds and no-knock warrants, set a national use-of-force standard and create a national police misconduct registry, among other things. It would also reform the qualified immunity system that shields officers from liability.

“We made progress, but clearly we are not at the place yet as a country where we need to be and California is no exception,” she told The Associated Press recently. But the national focus on racial injustice now shows “there’s no reason that we have to continue to wait.”

DOJ: U.S. Attorney’s Office Shuts Down Website Promoting Prostitution and Sex Trafficking, Indicts Owner

When this new site made the statement that it was going to "pick up where Backpage left off" would that include money laundering into political campaigns, also?

The website CityXGuide.com — a leading source of online advertisements for prostitution and sex trafficking that users described as “taking over from where Backpage left off” — has been seized and its owner charged in a 28-count federal indictment, announced United States Attorney for the Northern District of Texas Erin Nealy Cox.
Wilhan Martono, 46, was indicted on June 2 on one count of promotion of prostitution and reckless disregard of sex trafficking, one count of interstate racketeering conspiracy (facilitating prostitution), nine counts of interstate transportation in aid of racketeering (facilitating prostitution), and 17 counts of money laundering.  He was arrested on June 17 in Fremont, California by Homeland Security Investigations and the United States Secret Service.
Shortly after the defendant’s arrest, CityXGuide was replaced with a splash page notifying users that the website had been seized by the U.S. Department of Homeland Security pursuant to a warrant.
According to the indictment, Mr. Martono allegedly netted more than $21 million off a suite of illicit websites promoting prostitution and sex trafficking.  He allegedly registered the domain names for several of the sites just one day after the FBI shut down Backpage.com, then the internet’s leading source of prostitution and sex trafficking advertisements.
Despite Terms of Use purportedly forbidding the advertisement of illegal sexual services, CityXGuide and its affiliated websites (Backpage.co, CAPleasures.com, and BodyRubShop.com, among others) allegedly allowed brothels, pimps, and prostitutes to post hundreds of thousands of advertisements for sexual services, which users could then filter by geography and preference. 
In correspondence with Mr. Martono, one of his CityXGuide advertisers noted that the website was “taking over from where Backpage left off.”
CityXGuide and its companion websites allegedly allowed advertisers to select from a pre-populated list of “intimate activities,” then add nude photographs, descriptions, work hours, methods of payment, and contact information for the women being advertised.  In order to secure premium placement, the websites offered paid “upgrades,” which could be purchased in Bitcoin or in exchange for gift cards from Walmart, Best Buy, Lowe’s, Amazon, and other retailers.  Mr. Martono allegedly used CardCash, a third party gift card reseller, to exchange these gift cards for U.S. currency.
Mr. Martono allegedly took steps to conceal his online activity by routing website traffic through an IP address in Europe, using a VPN to mask his IP address while conducting CardCash transactions, and funneling his proceeds through a network of business and personal bank accounts.  (At the time of Mr. Martono’s arrest, the Department of Homeland Security seized millions of dollars from accounts controlled by Mr. Martono.)
CityXGuide, which served clients across the globe, included a list of 14 “Favorite Cities,” including Dallas, Los Angeles, San Francisco, Las Vegas, Chicago, Atlanta, Miami, and Boston. 
Law enforcement has identified numerous minor victims in CityXGuide advertisements, including a 13-year-old Jane Doe recovered in North Texas in November 2019.
“As soon as DOJ shut down one despicable site, another popped up to take its place,” said U.S. Attorney Erin Nealy Cox. “Like the owners of Backpage, this defendant made millions facilitating the online exploitation of women and children. The Justice Department will not rest until these sites are eliminated and their owners held accountable for their crimes.”
“This case is a harsh reminder of the ruthlessness of human traffickers and lengths to which they go, including victimizing women and children, to make a profit,” said Ryan L. Spradlin, Special Agent in Charge of Homeland Security Investigations’ Dallas Field Office. “HSI maintains its unwavering commitment to investigate these heinous crimes, rescue victims, and prosecute the offenders to the fullest extent of the law.”
“The Secret Service remains committed to investigating and pursuing those responsible for cyber-enabled financial crimes.  Although the explosive expansion of the cyber domain has forced us to develop innovative ways of conducting these types of investigations, our proven model remains the same,” said Secret Service Special Agent in Charge of the Dallas Field Office William Smarr, adding, “This investigation is an excellent example of a partnership between local, state, and federal law enforcement agencies working together to successfully prosecute numerous violations of federal statutes.  There are real innocent victims due to these crimes.  The Secret Service also thanks the Northern District of Texas United States Attorney’s Office for their aggressive support.”  
“I’m proud of our team who, with our federal partners, relentlessly pursued this investigation for more than a year. Today, we have made a significant impact on one of the world’s largest digital marketplaces for prostitution and sex trafficking. We know many lives will be saved through this joint effort,” said Michael C. Miller, Chief of Police for the Colleyville Police Department.
An indictment is merely an allegation of criminal conduct, not evidence.  Like all defendants, Mr. Martono is presumed innocent unless and until proven guilty in a court of law.
If convicted, he faces up to 25 years in federal prison. 
Mr. Martono was charged in part under FOSTA, a law passed in the wake of the Backpage scandal in April 2018 that allows the federal government to prosecute websites that facilitate sex trafficking.
The North Texas Trafficking Task Force conducted the investigation, led by Homeland Security Investigations’ Dallas Field Office, the United States Secret Service, and the Colleyville Police Department, with assistance from HSI’s El Paso and San Jose Field Offices as well as the Texas Department of Public Safety.  Assistant United States Attorneys Sid Mody, Rebekah Ricketts, and John de la Garza are prosecuting the case.

Jssie Smollett, former 'Empire' actor, indicted again in connection with alleged Chicago attack, clerk's office says

A special prosecutor filed six new charges against Jussie Smollett Tuesday for filing false police reports in an alleged attack in Streeterville in January 2019.

CHICAGO (WLS) -- The Cook County Clerk's Office confirmed Tuesday that special prosecutor Dan Webb has indicted former "Empire" actor Jussie Smollett in connection with the alleged attack in Streeterville in January 2019.

Webb released a statement, saying a Cook County grand jury returned a six-count indictment against Smollett, charging him with making four separate false reports to Chicago police "related to his false claims that he was the victim of a hate crime, knowing he was not the victim of a crime."

Webb said he has arranged with Smollett's lawyers to have the actor voluntarily turn himself in for his arraignment on Feb. 24 at 9:30 a.m.

Smollett claimed he had been attacked by two men who yelled racist and homophobic slurs at him. He was originally charged with 16 counts of felony disorderly conduct for allegedly lying to police about the alleged attack. Police said Smollett staged the attack on himself because he was unhappy with his "Empire" salary.

"Empire" actor and R&B singer Jussie Smollett told Chicago police in January that two men physically attacked him and yelled racial and homophobic slurs. There have been dozens of twists and turns since then.

Police and prosecutors said Smollett orchestrated the attack with the help of the Osundairo brothers. One brother was an extra on "Empire" and the other was Smollett's personal trainer.

The Osundairo brothers released a statement on the new charges, saying, "The Osundairo brothers are aware of the new charges brought against Jussie Smollett today by the grand jury. As stated before, they are fully committed to the public knowing the truth about what occurred on January 29, 2019. The Osundairo brothers will continue to cooperate with that process and they thank the Special Prosecutor's office for their tireless work in seeing that justice was administered."

All charges against Smollett were dropped in late February 2019 in exchange for community service and forfeiture of his $10,000 bond payment.

Webb, a former US Attorney in Chicago, was appointed as special prosecutor after the charges were dropped to review the Cook County State's Attorney's Office's decision.

Further prosecution of Smollett is "in the interest of justice," Webb said in a lengthy statement on the new charges Tuesday.

Webb said his investigation was into whether Smollett should be further prosecuted for alleged false police reports, and whether any person or office involved in the investigation engaged in any wrongdoing, including the Cook County State's Attorney's Office.

He said he "disagrees with the state's attorney's" original decision to drop the charges against Smollett after he was initially indicted, said he found the evidence "was strong" and that the state's attorney provided no proof there was no evidence that would have justified dropping the case against the actor, or previous similar case history.

He said he has not yet reached any conclusions as to the second part of the investigation, including in regards to the State's Attorney's Office, and that his investigation into whether any person or office involved in the investigation engaged in wrongdoing is ongoing.

At a Tuesday afternoon news conference where a group of African American pastors were endorsing her, Webb was accused of trying to influence the March 17 primary in which Foxx's opponents have tried to make the Smollett case a political issue.

"It's very interesting that Dan Webb at this moment, as we are a month away from an election, is now offering charges," said Rev. Otis Moss, III. "This seems very similar to when James Comey intervened in reference to the national election, and so we are seeing, at this moment, some politicization of this particular election. And as a coalition we will not stand for people who are trying to step in and muddy the waters. We need people who are ethical, who are qualified, and who are progressive."

Foxx spoke at the same event.

"I am an elected leader and I have to be accountable for the actions of not only myself but my office. And I don't run from that responsibility," she said.

She added that, as she said before, she believes her mistake was in how transparent her office was about their handling of the Smollett case.

The Cook County State's Attorney's Office released a formal statement Tuesday afternoon, saying, "As the Cook County State's Attorney's Office does in all cases, the Special Prosecutor reviewed the facts, evidence, and the law, and determined charges were appropriate in this matter. We are unable to comment further as the matter is pending."

Judge Orders Special Prosecutor To Examine Smollett Probe

CHICAGO (AP/WBBM NEWSRADIO) — A veteran Cook County Judge decided Friday that a special prosecutor will be appointed to look at how the Jussie Smollett case was handled by State’s Attorney Kim Foxx. Jussie Smollett could still face criminal charges. 

Cook County Judge Michael Toomin cited unprecedented irregularities in how State’s Attorney Kim Foxx handled the case - improperly recusing herself, but not her office, after having contact with Smollett representatives and then quietly dropping 16 felony counts of disorderly conduct.

Foxx had been in contact with a relative of Smollett and had been approached by former first lady Michelle Obama's one-time chief of staff on behalf of Smollett's family, and she explained at the time that she was recusing herself to avoid "even the perception of a conflict" of interest.

In his ruling, Toomin said he had no problem with Foxx's recusal, but that she had no right to select someone from her office to handle the prosecution, saying what she did amounted to naming her own special prosecutor.

"There isn't an office of the 'acting state's attorney.' It existed only ... in the imagination of Ms. Foxx," Judge Toomin said.

Foxx has been under fire for her handling the investigation, including from the Chicago Police Department and the former mayor. Her office charged Smollett with 16 counts of disorderly conduct after police concluded that Smollett had staged the early-morning Jan. 29 attack on himself and had paid two acquaintances to help him pull it off. But it stunningly dropped all of the charges weeks later, prompting an outcry from police and leading a former state appellate judge, Sheila O'Brien, to call for a special prosecutor.

In calling for a special prosecutor, O'Brien said it appeared to her and others that Smollett had "received special treatment" from Foxx's office.

“I did this because it had to be done and no one had done it,” she said. “The law of the special prosecutor is very obvious and it is very clear. It had to be done. Somebody had to do this and who was going to do it – the other state’s attorneys? They can’t do that to their own boss.

“The most important thing, as the judge indicated, the confidence in our judicial system will be restored to all of us; that this case will be handled by somebody who does not have a conflict,” O'Brien said.

Foxx defended her handling of the case and said she would welcome an independent investigation. But her office opposed such a special prosecutor, explaining that the investigation would just duplicate the efforts of a county inspector general's office probe that is already underway.

Jussie Smollett can still be tried for allegedly staging a racist and homophobic attack on himself.

Gloria Schmidt, the attorney for the Osundairo brothers who were allegedly paid by Smollett to stage the attack, said they are fully ready to cooperate.

California has a major issue when it comes to prosecuting parents for hailing from "The Poors" as poverty is the crime of abuse and neglect.

California has ongoing legal issues with its Children's Trusts, which is why Kamala was unable to comment on pending litigation of actions and inactions which occurred under her tenure as the state's top prosecutor.

No one wants to talk about Foster Care & Adoption in California, let alone the rest of the world.

No one wants to talk about the "Right To Lie" when it comes to the industry of trafficking tiny humans, but Tim Black is starting to see it for what it is.

Instead of filing a request for investigation of Tulsi engaging in questionable activities with foreign nations as a member of the military, Kamala decided to question her national loyalty, in the public, devoid of any due process, which is something a prosecutor should never do.

2020 Presidential Candidates Are Bleaching Conyers' Legacy By Promulgating Reparations Propaganda For The Purposes Of Stealin'

It seems the 2020 Presidential Candidates are severely deficient in the substance and purpose of H.R. 40, A Bill to study the reparations of slavery.

H.R. 40 had nothing to do with doling out a check based upon the color of one's skin.

This is nothing but another #coloredrevolution psyoptic for forced migration and trafficking tiny humans.

H.R. 40 was about a study, asking for $8 million to examine the residuals of the peculiar institution in the laws and administration of the United States.

But, of course, these people are going to continue bleaching history in transmogrifying history by making this about getting more money for funding their political campaigns and shopping.

You would think at least one of the candidates would actually read the original language of H.R. 40, but, as they have not, I have provided the Bill, for castigation purposes, only.

Yes, that is correct, the new movement to rewrite history includes rewriting H.R. 40 for more stealin' and the charge is being led by Sheila Jackson Lee, Her Flatulent Boviness and the "Legal Geniuses" (trademark pending).

Perhaps, one of the 2020 Presidential Candidates will take the time to read the Bill, below, since no one wants to #sayhisname.

In order to talk about the residuals of the peculiar institution, slavery, one must discuss the law behind it, which just so happens to be child welfare, or rather christianity.

The Tale Of Reparations Propaganda: How They Are Attempting To Wipe Out Conyers Legacy

Washington — U.S. Rep. John Conyers Jr. introduced a bill in every Congress for nearly 30 years to study the institution of slavery and to recommend appropriate reparations.

The bill had a hearing in 2007 and never moved out of committee. 

But reparations has become a recurrent topic in the Democratic presidential primary campaign. At least a dozen high-profile candidates have said they would support the successor to Conyers’ bill and sign it if elected president.

Most candidates have not directly called for reparations, and only one, spiritual book author Marianne Williamson, has discussed hard numbers: $200 billion to $500 billion to be disbursed over 20 years, overseen by a council of black leaders.

“Anything less than $100 billion would be an insult,” she said in an interview.

Julian Castro, the former mayor of San Antonio and former housing secretary, has endorsed reparations to resolve the country's "original sin" of slavery.

"It is interesting to me that under our Constitution and otherwise, that we compensate people if we take their property. Shouldn't we compensate people if they were property, sanctioned by the state?" he said on MSNBC's "Hardball."

"I believe that’s a conversation worth having, and I see that as right and wrong." 

Proponents of reparations say racial disparities persist due to systemic racial discrimination for which the country needs to atone.

Critics say reparations would be too costly and doubt a causal link between slavery or segregation and the persistence of racial inequality today.

Rep. Brenda Lawrence of Southfield, a co-sponsor of H.R. 40, said the legacy of slavery and Jim Crow segregation cannot be separated from racial disparities in wealth, education, housing and criminal justice today.

"We need to have the conversation, and for anyone who is alive and breathing to know that the impact of slavery and racism on shaping present-day conditions in our community is real. It would be such an amazing breakthrough for this country in race relations," said Lawrence, the only African American in Michigan's congressional delegation.

"I am significantly encouraged that people who are running for the United States presidency have the courage and compassion to actually talk about this."

Not everyone views the candidates as sincere, including Anita Belle, a Detroiter and reparations activist who last month launched her own presidential campaign.

“Some of the people now expressing interest in reparations — it felt a little insincere, like they were just trying to get out the black vote,” said Belle, a co-chair of the Detroit chapter of the National Coalition of Blacks for Reparations in America and president of the Reparations Labor Union.

"It's too important issue, not just for the black community but for the nation to just have it be treated like it's a political carrot. That’s part of why I wanted to run for office, so we can have a comprehensive approach to reparations.

Calling for commission

Conyers started introducing what's known as H.R. 40 in 1989, choosing the bill number to symbolize the "40 acres and a mule" promised to slaves by Union Army Gen. William T. Sherman in 1865.

Conyers last reintroduced the legislation on the first day of the new Congress in 2017.

"I'm not giving up," he said during a briefing, according to NBC News. "Slavery is a blemish on this nation's history and until it is formally addressed, our country's story will remain marked by this blight."

Conyers resigned from Congress amid misconduct charges later that year. Rep. Sheila Jackson Lee, D-Texas, took up lead sponsorship of the bill, which has 52 co-sponsors but remains in committee.

Sen. Cory Booker of New Jersey, another presidential hopeful, recently introduced a version in the Republican-controlled Senate, which is unlikely to take it up.

Conyers "is no longer in Congress, but I hope his contributions are held up and the man is properly attributed for being steadfast in bringing this up every term and keeping it on the forefront," said economist and reparations advocate Darrick Hamilton at Ohio State University.

"He should be credited for those acts of justice. Whether it was politically viable or even risked political cost, he was steadfast in his claim toward justice."

The components of a reparations program would include acknowledgement of centuries of slavery and discrimination, redress through a form of compensation and closure, Hamilton said.

Trafficking Tiny Humans Propaganda

The first step is H.R. 40, he added, by which a congressional commission would authenticate the history and come to a formal consensus on what reparations should look like. They could take the form of checks from the federal government or the transfer of stock or land or other assets.

Hamilton views reparations as critical to addressing the wealth gap between black and white Americans.

"If we do H.R. 40 in a really systematic way, we better understand how we got to this moment of inequality, and it dissipates the ability to bastardize the poor and black and brown people as being undeserving, because of their efforts," Hamilton said.

Conservatives have argued that reparations aren't viable in part because there are no slaves to pay reparations to today.

Civil rights attorney Roger Clegg has said that limiting a social program to one race would be unconstitutional, saying the Supreme Court has ruled that claims of societal discrimination to be insufficiently compelling to justify racial classifications.

"We are told that these apologies will help bring closure, help enable us to move on. Nonsense," Clegg, president and general counsel for the Center for Equal Opportunity, testified in 2007 during a hearing that Conyers convened on H.R. 40.

"The idea is to reopen wounds, to keep grievance alive, to keep white people on the hook. An obsession with past wrongs, to the extent that present opportunity and future promise are ignored or slighted, is a bad thing."

Candidates on reparations

Barack Obama opposed reparations during his 2008 campaign for president, as did Hillary Clinton and Bernie Sanders in 2016, the latter calling them "very divisive" and unlikely to pass Congress
Now, Sanders seems more open to the idea, endorsing H.R. 40 last month.

"We’re going to do everything we can to put resources into distressed communities and improve lives for those people who have been hurt by the legacy of slavery,” he said at a CNN town hall in February.

But asked directly about reparations, Sanders said, "It depends on what that word means." 
"What does that mean? I'm not sure anyone's very clear," he said.

Sanders was perhaps referring to how some of his opponents have framed "reparations" to encompass broader policies that would help black communities. '

Booker has proposed a universal "baby bonds" program that would gift every child a savings account with federal contributions that would be greater for children in poverty in an effort to address the racial wealth gap.

Baby Bonds? This is code for corporate parental rights by finding, yet, another way to steal more money from the Children's Trust Funds.  This is nothing but another form of trafficking tiny humans, more readily recognized as, selling chattel.  Corey! Foster Care Bonds: Making Child Slavery, Sexy Again


A campaign spokesman told NPR that baby bonds can be interpreted as a form of reparations because more money would go to low-income children who are disproportionately black.

Sen. Kamala Harris, D-California, was asked about reparations and spoke about her plan to give families making $100,000 or less a tax credit — a proposal that would aid 60% of black families in poverty, she told the website theGrio.

"When you take into account that they're not starting at the same place, they're not starting on equal footing, it will directly benefit black children, black families, black homeowners — because the disparities are so significant,” Harris said.

Williamson said race-conscious policies aren't enough because they leave open the question of "whose fault it is."

"The reason I feel that reparations are so important is because reparations carries an inherent mea culpa," she said.

"There's an emotional, psychological and spiritual force to reparations that is not there with race-based policies, and it sure as heck isn't there with one more lame conversation about 'how we really need to talk about this,' or 'we really need to study this.' The facts are clear. You do it, or you don't do it."

Williamson, who "knew and learned from" Conyers during eight years she lived in the Detroit area, is credited with launching the reparations conversation in the Democratic primary in January.

She talks about reparations at every campaign stop, and the topic gets applause even from all-white audiences in Iowa, South Carolina and California, she said. 

She tells campaign audiences about how Germany has paid over $89 billion in reparations to Jewish victims of Nazi crimes, and how the U.S. government paid reparations to Japanese Americans interned during World War II.













Williamson said reparations won't mean slavery never happened or that suddenly  "everything will be fixed."

"Obviously, this is a multi-dimensional issue and must be dealt with in multidimensional ways, a lot of which has to do with our own attitudinal healing in terms of privilege and so forth," she said. 

"But I believe that reparations would be a serious disrupter — a serious healing that would be a great gift to our children and our children's children," she added.

Change in tone 

U.S. Rep. Rashida Tlaib, who represents a majority African-American district in Detroit and Wayne County, attributes the shift in tone on reparations to grassroots activists and coalitions raising African American justice issues such as education and police accountability.

"All those things I think are so interconnected to why you all of a sudden see people elevating the issue of reparations," said Tlaib, who succeeded Conyers in Congress and has co-sponsored H.R. 40.

"This is important atonement for a great wrong in our country that we have really yet to reconcile."

Hamilton also credits the new attention to reparations to the influence of social movements such as Black Lives Matter, as well as a growing public understanding of the concentration of wealth and political power at the top.

"Also, having someone like Donald Trump, who has been divisive in his political approach, both in rhetoric and in many ways actions, has not afforded America the ability to euphemize our racial divisions," Hamilton said.

He stressed the significance of race being discussed in a more serious way by presidential candidates and their embrace of H.R. 40.

"Whether particular legislators are getting it right or wrong, I think the really good news is we’re at a point where we can be explicit about race so as to even keep reparations as part of the national conversation," he said.
