DOJ: Michigan Woman Convicted of Obstructing The IRS

A federal jury in Flint, Michigan, convicted Gerri Avery today of engaging in a corrupt endeavor to obstruct and impede the due administration of the internal revenue laws, announced Acting Deputy Assistant Attorney General Stuart M. Goldberg of the Justice Department’s Tax Division.

According to court documents and evidence presented at trial, Avery obstructed the Internal Revenue Service (IRS) in its attempts to collect payroll taxes due and owing for Integrated HCS Practice Management (Integrated), a Southfield, Michigan, company, by providing false and misleading information to the IRS Revenue Officer attempting to collect the taxes owed. Integrated, a management services business for healthcare providers, failed to pay payroll taxes due from its employees for the third quarter of 2013, the fourth quarter of 2013, and the first quarter of 2014. Avery, whose duties at Integrated were central to the business’s operations, made statements to the IRS Revenue Officer that attempted to minimize her involvement in and knowledge of the business as well as the involvement of Joseph DeSanto, one of the owners of the business. Avery also told the IRS she did not know how to obtain bank statements and other documents related to the business, despite regularly accessing such records as part of her responsibilities for the company.

In a related case, DeSanto himself has pleaded guilty to failing to collect, truthfully account for, and pay over payroll taxes relating to Integrated and to failure to file his personal tax return for 2013.

United States District Judge Laurie J. Michelson scheduled sentencing for Dec. 4, 2019. Avery faces a maximum of three years in prison and a fine of up to $250,000, in addition to a term of supervised release and restitution.

Acting Deputy Assistant Attorney General Goldberg thanked special agents of IRS-Criminal Investigation and the FBI, who conducted the investigation, and Tax Division Trial Attorneys Mark McDonald and William Guappone, who are prosecuting the case, and paralegal Eric Mahoney.

War Chest Seeks FEC Approval To Engage In Campaign & Tax Fraud

In February of this year, 2017, came forth a new form of fraud, unlike what we have witnessed before in political campaigns.

Behold, I present to the world, a group of private investors by the name of War Chest, LLC, out of the great State of Ohio who have found the audacity to approach the Federal Election Commission and ask if they can leverage political campaign contributions, tax free, in the stock market.

All political campaign donations are deductible
in the name of the tax exempt
christian God.

Seriously.  I kid you, not.

War Chest wants to, even with more specificity, take Political Action Committee contributions, which shall include SuperPAC funding, all tax exempt, and turn around and invest it.

So, what does all this mean?

Well, for those who are not aware, SuperPACs are funded through what is called "dark money", meaning, no one knows from where it came.

SuperPACs are for presidential campaigns, whether for or against a particular candidate.

All political action committees are allowed to accept financial contributions from non-profits.

What this means is, oh...let us use child welfare as our working example, that a privatized, non-profit, christian, child placing agency in foster care can generate fraudulent documentation, submit to the court which authorizes through judicial determination, funding to keep a kid in foster care for as long as possible in order to submit cost-reimbursement through Targeted Case Management Services of Medicaid, fictitious billing for the purposes of making political campaign contributions.

In turn, these political campaign contributions, (a.k.a. your tax dollars which are supposed to help the most vulnerable of society) are funneled into the private investment market into what is called social impact bonds which reap profits through privatized contracts billing federal and state public programs like schools, health care, biomedical technology.

Yes, Medicaid is now funding innovations of the fields of biomedical, agriculture, pharmaceuticals, genomics, and technology, in conjunction with the U.S. Department of Defense, where the populations of foster children and relatives, "The Poors" are being used for human subject research.

These fields of innovation then bill Medicaid for services, whether legitimate or not, it does not matter at this particular juncture of the working example, because they have been doing this for decades.

Let us not fail to mention those political appointees who are wealthy enough to purchase a governmental position to further funnel federal dollars into political campaigns, by writing off sizable monetary contributions of their own into a tax exempt, christian, non-profits, which will then, donate to political action committees, which will be used for foreign investments into weapons deals, oil, and gold.

Dare I include human trafficking in the list of industries ripe for these types of fraudulent investment schemes?

Of course.

The political campaigns will make a substantial killing in the stock market through private equity investments, where, I am just going to go out there on a limb and say that these profits, as political campaign committees are non-profits, will end up finding its tax aversive way into some off-shore tax haven.

Quintessentially, the entire process of voting will be dismantled as the divinely chosen corporate political candidates will then be installed as the winner of the election by dumping ghastly amounts of money into political campaigns to buy the votes of the sophisticated populous.

So, if the FEC approves War Chest's fraud scheme, I am going to irritate them in the manner of which has made me world renowned,

Oh, and considering the simple fact that Clark Hill was retained to represent War Chest in this situation, I would definitely request DOJ to take a cursory look into the past activities of this law firm because this shit reeks to the high heavens of fraud.

The CIA Origin Of Medicaid Fraud In Child Welfare

What we have here is the very first Medicaid fraud scheme in child welfare.

To begin, I wish to state that this report does not demonstrate any criminal nor egregious activities by the U.S. Department of Defense in dealing with children.

On the contrary, this report basically shows a snapshot of social stigma for the time.

During the late 1960s, our military men were having kids in Vietnam, but, unfortunately, due to the fact that the U.S. was just beginning to understand the demand for civil rights, these children were not only left behind, but were not considered legitimate because the parents were never married nor would the U.S. recognize marriage with a non-U.S. citizen.

Back home in the U.S. children of unmarried children were often referred to as "bastards" where the mother was shunned by society as being sexually promiscuous in terms like "tramp, whore, floozy, slut, sinner".

When these women would conceive, they would be spirited away to special places to have the child in secret and be forced to put the child up for adoption.

Well, it seems there were brave members of our armed forces and a few bold congressional constituents who stood up and spoke out on caring for their own blood dependents by putting the children through foster care.

Foster children were not recognized as legal dependents to become eligible for medical care.

The amendment to 10 U.S.C. 1972(2) provided for the legal description of a foster child to be a dependent for purposes of accessing medical care, or what would become known as Medicaid.

This action was one of the first major funding mechanisms for the Child Abuse Prevention and Treatment Act of 1974 (CAPTA).

Always remember, whoever possesses the deed of the property, possesses the right of tax deductions.

Today, we still shun the bastards born out-of-wedlock and the poor by putting the kids in foster care, through tax exempt, Christian, "revenue maximization" organizations and other generic foundations through complex fraud schemes which fund political campaigns.

So, in the instance of CAPTA, or rather the public adoption system out of foster care, the state became the holder of the chattel, or rather the legal grant of custody and guardianship through possession of the birth certificate, or rather the state attorney general possessed the powers of parens patriea, better recognized as parental rights.

With these powers of ownership and the Social Security Number of the ward of the state, the States could now bill Medicaid, the largest funding source for foster care.

The CIA has opened up for the first time in history its vault of declassifed material, cherrypicked, of course, but I bet no one thought I would go through the archives for child welfare.

So, without further adieu, welcome to the beginning operations of DynCorp in the U.S. Foster Care System.
