BEIRUT (AP) — The director general of Lebanon’s Finance Ministry, who was on the team negotiating an emergency bailout from the International Monetary Fund, resigned from his post on Monday amid a rapidly worsening economic and financial crisis.
Alain Bifani, a veteran civil servant who held his post for two decades, said he was protesting the way leaders were handling the crisis and that he refuses to be a partner in what is happening.
Bifani’s resignation was the second in two weeks by a member of Lebanon’s negotiating team with the IMF — an indication of the gravity of the crisis and the difficulties facing those talks. Lebanon, one of the most indebted nations in the world, has asked the IMF for a bailout after defaulting on its sovereign debt, but the talks appear to be faltering, with hardly any progress made after more than 15 sessions.
A one-sentence statement by the Finance Ministry gave no details about Bifani’s resignation Monday other than to say that it was received by Finance Minister Ghazi Wazni.
The resignation came two weeks after Henri Chaoul, a financial adviser to the Lebanese government in the talks with the IMF, resigned, saying there is “no real will” for reforms in the country. Experts say Lebanon must crack down on corruption, overhaul its public service sector and improve tax collection, among other long-delayed reforms.
The resignations are a clear indication of the lack of faith in any serious reforms being adopted by the political class amid paralysis and infighting, despite the gravity of the crisis.
“I decided to resign because I refuse to be a partner or a witness to what is happening,” Bifani said during a news conference later Monday. “Everyone should take a clear stance and my decision came after all efforts for the rescue have run out.”
Bifani added that Lebanon will not be able to get any more international funding unless it carries out serious reforms. He added that a different performance is needed in the negotiations with the IMF in order for the talks to have a chance.
The small country is going through an unprecedented economic meltdown that has seen the local currency lose more than 80% of its value against the U.S. dollar in recent months amid soaring prices and popular unrest.
Chaoul, the financial adviser, later tweeted that with Bifani’s “resignation today, he proves that there is no space in the Lebanese landscape for reforms at all levels, including the financial sector.”
Last week, IMF Managing Director Kristalina Georgieva said that discussions with the Lebanese side have so far not led to a breakthrough on a financial assistance program.
“The core of the issue is whether there can be unity of purpose in the country that can then carry forward a set of very tough, but necessary measures,” Georgieva said.
Even as the spiraling crisis has significantly weakened Lebanon’s government, it has refused taken any concrete steps in fighting corruption or launching the badly needed reforms that the IMF and donor countries are demanding to help get the country back on track.
Bifani told the local Al-Jadeed TV earlier that his resignation is an expression of rejection to the way the ruling elite is dealing with the crisis. He added that the route taken in the country is “reckless” and this will badly hurt the public.
CLEVELAND, Ohio — The FBI on Tuesday raided the Cleveland offices of a company with ties to a Ukrainian oligarch that owns several downtown buildings.
FBI spokeswoman Vicki Anderson said agents searched the offices of Optima Management Group in One Cleveland Center at East 9th Street and St. Clair Avenue. A spokesman for the IRS also said his agency’s investigators were present.
Optima is a conglomerate of companies across the United States that has interests in real estate in Cleveland, including One Cleveland Center, the 55 Public Square building and the Westin Cleveland Downtown. Its offices are visible from an entrance and windows on the side of One Cleveland Center, and on Tuesday multiple agents were seen carrying and moving computers, boxes and other items both inside the office and later as they loaded materials into a van.
Anderson said agents also executed search warrants at an office in Miami.
Federal authorities in Cleveland have been conducting a wide-ranging probe involving Ukrainian oligarch Igor Kolomoisky that has been ongoing for quite some time. Kolomoisky is a principal of the Privat Group, a large Ukrainian business company, and principals of the company are also part of Optima.
Optima had a much larger presence in Cleveland about a decade ago when it bought several buildings under the leadership of executive Chaim Schochet. Its presence in Northeast Ohio has dwindled in recent years.
Optima also controlled Warren Steel Holdings, a mill northwest of Youngstown that closed in 2016.
Kolomoisky and a fellow Ukrainian billionaire formed PrivatBank in the early 1990s. It became one of the Ukraine’s key financial institutions, according to Forbes. The Ukrainian government nationalized the bank in 2016 after an investigation suggested there was large-scale fraud over a decade-long period, Forbes reported.
The financial news outlet places Kolomoisky’s net worth at about $1 billion. He remains a complicated political figure in his home country. He is a former governor of Ukraine’s Dnipropetrovsk region.
Published reports said that Kolomoisky had refused to set up a meeting with President Donald Trump’s ally Rudy Giuliani and Ukrainian President Volodymyr Zelensky in an attempt to dig up dirt against Democratic presidential nominee Joe Biden last year.
Kolomoisky’s attorney Michael Sullivan declined comment.
Moscow – The US Embassy in Moscow said Tuesday it had no information on the whereabouts of an American convicted in June of espionage, despite reports that he is being transferred to a prison colony in central Russia.
Paul Whelan’s brother David said Tuesday on Twitter that he “appears to now be in Mordovia, on his way to prison camp IK-17.” The republic of Mordovia, about 350 kilometers (210 miles) east of Moscow, is home to several prison camps.

The Interfax news agency cited David Whelan as saying he received the information from the British Embassy. Paul Whelan holds US, British, Irish and Canadian citizenship.
US Embassy spokeswoman Rebecca Ross said on Twitter: “We have not received official notification from Russian authorities of any such move, despite our repeated recent attempts to gain consular access to Paul.”
Whelan, a former corporate security executive from Michigan, was arrested in Moscow in December 2018; he was convicted in June and sentenced to 16 years in prison. Whelan’s lawyer has said his client was handed a flash drive that had classified information on it that he didn’t know about.
Contrary to what local mayors and governors bemoan as an encroachment upon their sovereign powers to govern, the purpose of the government is to protect its most precious treasures, the heirs of perpetuity, or, more intuitively recognized as children.

The Rehnquist Court demonstrated a severe lack of awareness in the parens patriae doctrine in DeShaney v. Winnebago County , because, that defendant did in fact violate the Due Process clause to protect the child, as child protection had been placed under Trade and Commerce Law back in 1976, federally funded by CAPTA in 1974, solidifying the basis of the initial argument that it was the inherent right of the state to protect its heir in perpetuity. Therefore, the state violated federal anti-commerce law and the due process contained within of 15 U.S.C. 15 (c), obfuscated within child welfare policies.

Barr announced the launch of Operation Legend, a sustained, systematic and coordinated law enforcement initiative across all federal law enforcement agencies working in conjunction with state and local law enforcement officials to fight the sudden surge of violent crime, beginning in Kansas City, MO. Operation Legend was created as a result of President Trump’s promise to assist America’s cities that are plagued by recent violence.
Operation Legend is named after four-year-old LeGend Taliferro, who was shot and killed while he slept early in the morning of June 29 in Kansas City, the latest in a string violence to plague Kansas City in recent weeks. Kansas City has already reached 100 homicides this year, a 40 percent increase from last year.
“President Trump has made clear: the federal government stands ready and willing to assist any of our state and local law enforcement partners across the nation responding to violent crime. A Michigan security executive convicted of spying on the Russian government could appeal his 16-year sentence in a maximum-security prison colony within the next couple of weeks, according to one of his Russian lawyers.
Olga Karlova and Vladimir Zherebenkov plan to review next with Whelan the details of the appeal, which must be filed within about 10 days of sentencing.
It is unlikely that Whelan, 50, of Novi will serve his sentence at a maximum-security labor camp because "he is too important," Karlova said.
Whelan's family has expressed worry over the sentence but noted the verdict also might trigger further involvement from diplomats seeking some kind of deal to secure Whelan's release.
"The Russian government has been clear, through statements from the Ministry of Foreign Affairs, that it expected to extract concessions but that Paul's inclusion in those discussion would only happen after a conviction," Paul's brother, David Whelan, said in a statement Monday. "That time is here."
Karlova on Monday said she and Zherebenkov have heard rumors of an exchange with the United States for Victor Bout and Konstantin Yaroshenko. Bout is a Russian arms trader convicted in 2011 of conspiring to sell weapons to Colombian rebels, while Yaroshenk is a Russian pilot arrested for conspiring to smuggle cocaine into the U.S., according to the Associated Press.
Secretary of State Mike Pompeo said in a statement Monday that the United States is outraged with the Monday ruling, which occurred after a "secret trial, with secret evidence, and without appropriate allowances for defense witnesses."
Pompeo demanded Whelan's release.
"We have serious concerns that Mr. Whelan was deprived of the fair trial guarantees that Russia is required to provide him in accordance with its international human rights obligations," he said.
Whelan, a former U.S. Marine and director of global security for Auburn Hills auto parts supplier BorgWarner, was arrested in Moscow in December 2018 and charged with espionage, which carries an up to 20-year prison sentence. Russia’s Federal Security Service arrested him at his hotel after agents allegedly found a USB drive with classified information in his room.
His family has said he was visiting the city for a friend's wedding.
Whelan has told reporters in Moscow that a Russian friend in law enforcement planted the storage drive without his knowledge. He has denied being a spy.
U.S. officials have decried Russia's handling of Whelan's case, noting there has been no credible evidence produced in court to show Whelans' guilt and prison officials at times have delayed Whelan's medical treatments.
“During his detention, Mr. Whelan has endured unimaginable hardships," Michigan's Congressional delegation said Monday. "He was denied necessary medical care until his condition required a life-saving emergency surgery. He was barred from speaking to his family for over a year. He has been threatened by prison guards.
“Despite months of harsh and cruel treatment, we remain steadfast in our commitment to working with the Whelan family to end this nightmare. Mr. Whelan should not continue to be held as a political prisoner, and he should be allowed to return home to his family in Michigan immediately.”
David Whelan also criticized the sentence Monday and called on President Donald Trump "to bring Paul home."
"The court's decision merely completes the final piece of this broken judicial process," David Whelan said. "We had hoped that the court might show some independence, but, in the end, Russian judges are political, not legal, entities."
Perhaps, he just wanted to make it home to his daughter's birthday party before he went into the system.

There is no empathy in law enforcement because there is no love in law, where, if the officer did not follow through on his own law enforcement training, he would have faced disciplinary charges as all officers have body cams, and are no longer allowed to make their own judgments.
He could have just been ordered to walk home or get picked up, but there are those who justify the shooting as "resisting arrest".

A man who brandished an assault rifle at a Black Lives Matter protest in Lubbock on Saturday has been charged with making interstate threats, announced U.S. Attorney for the Northern District of Texas Erin Nealy Cox.
According to a criminal complaint unsealed today, Emmanuel Quinones, a 25-year-old local, allegedly brought a loaded Smith & Wesson .223 caliber semi-automatic to a protest decrying the death of George Floyd, a black man who died at the hands of Minneapolis police last month.
In view of the protesters, Mr. Quinones held the rifle at “low ready,” in firing position with the muzzle pointed toward the ground, as panic rippled through the assembled crowd. (Although Texas is an open-carry state, the Texas Penal Code makes it illegal to display a firearm in a public place “in a manner calculated to alarm.”)
Mr. Quinones allegedly refused a Lubbock Police officer’s verbal commands to drop the rifle, and only did so when the officer drew his gun. A protester then tackled Mr. Quinones, who allegedly shouted, “this is a revolution” and “President Trump must die” as he was taken into custody.
During an interview, Mr. Quinones admitted that he previously made social media posts designed to “intimidate” the President and “MAGA instigators.” One such post, shared on Facebook on May 28, intimated that he planned to obtain gun parts “to off racists and MAGA people.”
In the interview, the defendant stated he attended the protest to protect demonstrators from these so-called MAGA (Make America Great Again) instigators, who he planned to shoot on sight. He claimed the police would not have been able to identify these counter-protestors, but that he could have.
“Instead of respecting citizens’ rights to respectfully voice their feelings, this defendant incited panic, putting everyone present – including those he claimed to support – in danger,” said U.S. Attorney Erin Nealy Cox. “We will not tolerate attempts to instill terror or encourage violence at otherwise peaceful protests.”
“The FBI respects the rights of individuals to peacefully exercise their First Amendment rights. In this case, the defendant threatened multiple lives including the President of the United States and that will not be tolerated,” said FBI Dallas Special Agent in Charge Matthew J. DeSarno. “We will continue working with our local, state, and federal partners to apprehend and charge violent instigators who are exploiting legitimate, peaceful protests and engaging in violations of federal law.”
A criminal complaint is merely an allegation of unlawful conduct, not evidence. Mr. Quinones is presumed innocent unless and until proven guilty in a court of law.
He made his initial appearance Tuesday afternoon before U.S. Magistrate Judge D. Gordon Bryant. If convicted, the defendant could face up to five years in federal prison.
The Federal Bureau of Investigation Dallas Field Office, Lubbock Resident Agency, the United States Secret Service, the United States Bureau of Alcohol, Tobacco, Firearms, & Explosives, and the Lubbock Police Department conducted the investigation. Three Michigan church leaders, including the state House speaker’s father, filed suit Wednesday against Gov. Gretchen Whitmer’s stay home order in federal court, arguing it violated their First Amendment rights to free exercise and to assemble.
Stanley “Rusty” Chatfield III, pastor for Northern Michigan Baptist Bible Church in Burt Lake, filed suit in Grand Rapids federal court the same day his son, House Speaker Lee Chatfield, filed suit in state court to challenge the governor’s emergency powers.
Joining Rusty Chatfield in the suit are Southfield-based Word of Faith Christian Center Church Bishop Keith Butler, Sturgis-based Whole Life Church Pastor Chuck Vizthum, and Tim Schmig, executive director at Michigan Association of Christian Schools. Butler is a former Detroit City Council member who unsuccessfully sought the Republican U.S. Senate nomination in 2006.
The churches are being represented by the conservative Great Lakes Justice Center.
Chatfield, R-Levering, said in a Thursday statement that he doesn't know "too much about it."
"My dad mentioned a few days ago that he was working with a group of pastors, and the next I heard about it was from the media yesterday," Chatfield said. "I told him I wish him luck."
Whitmer’s office said the Democratic governor does not comment on pending litigation.
Various lawsuits have been filed against Whitmer's executive orders in recent weeks, but no injunctions, preliminary or otherwise, have been granted that would stop the order.
Early in the emergency, Whitmer exempted churches from penalties related to bans on assemblies but that exemption doesn’t extend to individuals attending services, the lawsuit said.
The exemption “merely adorns the Constitution with a fig leaf and does not protect individuals or change the clear language of the order prohibiting any religious services,” the lawsuit said.
In addition to violations of their First Amendment rights, the churches also argue the governor’s executive orders are unconstitutionally vague, lack due process and ignore the role of the Legislature.
Both the 1945 Emergency Powers Act and 1976 Emergency Management Act violate the Separation of Powers clause in the state constitution, the lawsuit argued.
“Allowing one person to wield absolute power is not a republican form of government, it is tyranny,” the lawsuit said.
The lawsuit asks a judge to rule as unconstitutional the governor’s executive orders, the Emergency Powers Act and the Emergency Management Act. The lawsuit also asks the judge to ban law enforcement from enforcing the executive orders unless they receive legislative approval.
The Word of Faith Christian Center in Southfield can hold up to 4,000 people, according to the lawsuit, which would allow the church to hold multiple services while observing social distancing. The church also plans to deep-clean between services, increase ventilation and require attendees to wear masks and gloves.
Whole Life Church and Northern Michigan Baptist Bible Church also plan to put in place similar precautions, according to the lawsuit.
The executive orders “are not generally applicable because they grant local authorities unbridled discretion, enforced via an individualized subjective assessment, to prohibit plaintiff’s religious exercise while permitting other individuals or entities to engage in non-religious practices,” the lawsuit said.
Part of the lawsuit’s arguments parallel those from the GOP-led Legislature, which has argued the governor does not have the authority to extend her state of emergency past April 30 without legislative approval.
Whitmer has argued she has that authority under a 1945 law allows the governor to declare a state of emergency and have emergency powers without the 28-day time limit.

Paul Whelan, a Novi man held on spying charges in Russia, has had his job back in Michigan eliminated.
Automotive parts supplier BorgWarner eliminated Whelan's job on Friday, company officials confirmed, as Whelan approaches the one-year anniversary of his arrest and imprisonment in Russia.
BorgWarner spokeswoman Kathy Graham said on Wednesday that Whelan's job as director of global security for the auto parts supplier was eliminated as part of corporate restructuring efforts announced in April.
"His position was eliminated as part of that," Graham said.
Graham said the company worked through the proper channels to notify Whelan's representatives of the termination as he remains in Russian custody.
Whelan worked for Auburn Hills-based BorgWarner since January 2017 and was responsible for overseeing security at facilities around the world.
BorgWarner doesn't have any operations in Russia, although it has customers there, company officials have said. Graham has said previously that she didn't think Whelan had traveled to Russia on the company's behalf since he started working there.
Whelan’s family has said the 49-year-old Novi man was in Russia for a friend’s wedding when he was arrested Dec. 28 in a Moscow hotel room and charged with espionage.
His lawyers have said Whelan was framed and had no knowledge of the classified data on a flash drive he was handed as part of the alleged setup.
Whelan's brother, David, said in an email on Wednesday that Paul's health has declined and his life has "unraveled, collateral damage in the Russian Federation's geopolitical gamesmanship."
David said the firing from BorgWarner "increases the strain on our family's ability to keep some semblance of his former life ready for when he returns home."
David also said his brother will have another detention hearing around Christmas Day.
"Without action in Washington, D.C., to secure his freedom, his life will continue to unravel and Paul will end up spending many more months as a political prisoner of the Russian government," David said in the email.
In October, the U.S. House unanimously approved a resolution urging Russia to produce “credible” evidence against Whelan or “immediately” release him.
A former U.S. Marine, Whelan has been held in Lefortovo Prison for several months without Russian authorities presenting “evidence of supposed wrongdoing,” the resolution said.
Whelan's family and the U.S. Embassy in Moscow have raised concerns about his declining health due to a hernia, as well as his treatment and isolation by authorities in Russia. A trial is not expected until early 2020.

An assailant involved in a prolonged firefight in Jersey City, N.J., that left six people dead, including one police officer, had published anti-Semitic and anti-police posts online and investigators believe the attack was motivated by those sentiments, a law enforcement official familiar with the case said on Wednesday.
The official said the names of the two suspects were David Anderson and Francine Graham. Mr. Anderson appeared to have a connection to the Black Hebrew Israelite movement, which is designated as a hate group by the Southern Poverty Law Center, a legal advocacy group that tracks such movements.
The extent of Mr. Anderson’s involvement in that group remains unclear, the official said. The Black Hebrew Israelites have no connection with mainstream Judaism.

Investigators also found a manifesto-style note inside the assailants’ van, the law enforcement official and another official familiar with the case said.
The document, which was described as brief and “rambling,” suggested no clear motive for the shooting. Investigators also found a live pipe bomb inside the vehicle, the law enforcement official said.
The law enforcement official could not provide more details about the suspect’s online posts or where they had been published. He said investigators were still reviewing that information.
So far, the authorities have not identified the attackers, who were killed in the firefight. None of the three victims inside the store have been publicly named by officials, but multiple people connected to the Jewish community in Jersey City have identified two of them as Mindel Ferencz, 33, the wife of the market owner, and Moshe Deutch, a 24-year-old rabbinical student who lives in Brooklyn.
The Jersey City police officer who was killed was identified on Tuesday as Detective Joe Seals, a 15-year law enforcement veteran and a father of five.

“The perpetrators stopped in front of there and calmly opened the door with two long rifles,” he said.
Both Mr. Fulop and Jersey City’s public safety director, James Shea, said that after the attackers left the van, they walked past others on the street and aimed at people inside the kosher supermarket.
“We now know this did not begin with gunfire between police officers and perpetrators and then moved to the store,” Mr. Shea said. “It began with an attack on the civilians inside the store.”
Mr. Fulop has not said whether the violence was related to anti-Semitism, though in a related post on Twitter, he said that “hate and anti-Semitism have never had a place” in Jersey City.

Detective Seals approached the two assailants, a man and a woman, who were inside a U-Haul van at a cemetery near the kosher market because the van had been linked to a homicide over the weekend, according to the law enforcement official. The official did not have any more details on the homicide.
Video surveillance footage shows the assailants shooting the detective and then driving away and ending up in front of the kosher market where they park and enter the store guns firing, the official said.
For much of at least the next hour, residents nearby — and blocks away — could hear rapid bursts of gunfire coming from the area around the market. Investigators later found a live pipe bomb inside the van, the official said.

Ms. Ferencz, the market owner’s wife, was working at the store at the time of the attack.
About five years ago, she and her husband were among the first Hasidic Jews to relocate to Jersey City from Williamsburg, Brooklyn. The couple had three children, said Rabbi Mordechai Feuerwerker, a leader in the Jersey City Hasidic community.
“I’ve cried my eyes out already. I’m feeling pretty broken,” said the victim’s mother-in-law, Victoria Ferencz, 72, who heard the news on Wednesday morning from Jewish media. “I feel sorry for my son. She’s going to heaven, but he and his children will have it hard.”
At the time of the shooting, her son had gone to a nearby synagogue, she said. Shots rang out, and the synagogue was put on lockdown.
Her daughter-in-law had been left tending the market. “I called my son, he says, ‘I’m locked here. I have no idea where she is,’” Ms. Ferencz said.
Another victim was Mr. Deutsch, the 24-year-old rabbinical student.
In Manhattan, at a news conference at City Hall, Rabbi David Niederman, the executive director and president of the United Jewish Organizations of Williamsburg, said that Mr. Deutsch helped lead a food drive this year during the Jewish holidays and helped to feed 2,000 people.
Mr. Deutsch’s father, Abe Deutsch, is a board member of the United Jewish Organizations of Williamsburg, a large community service organization in the Satmar Hasidic community.
Rabbi Niederman said he knew Moshe Deutsch personally, describing him as “extremely kind and generous” and a “go-to person when his peers needed help.”
As he spoke about the young shooting victim, the rabbi choked up.
“Can you imagine a few hundred bullets went into the body of a 24-year-old child?” Rabbi Niederman said. “How can we as a people, a community, bear that?”
Detectives continued to investigate the crime scene.
On Wednesday morning, detectives were at the Jersey City Kosher Supermarket, canvassing the crime scene as a number of uniformed police officers stood watch outside.
The authorities were alerted about a shooting at the market around 12:30 p.m., according to Jersey City’s police chief, Michael Kelly. The officers who responded were met with “high-powered rifle fire,” he said on Tuesday.
On Wednesday, Mr. Fulop, the mayor, said that two police officers who were on a foot patrol near the grocery store were able to immediately respond to the call. Both of them were injured but in stable condition.
For more than an hour, loud bursts of gunfire rang out in the blocks surrounding the market in Jersey City, which is across the Hudson River from Lower Manhattan.
Helicopters circled overhead as police officers swarmed the streets. They aimed handguns and long guns in every direction as they traveled down the street in formations, knocking on doors and rushing residents and business owners to safety.
“This is one of the biggest gunfights I’ve seen in a while,” said Willy McDonald, 67, who lives in the area. “And I’ve been in Vietnam.”
The market was part of a budding Jewish community.
The shootout and police siege overtook the Greenville neighborhood of gentrifying Jersey City — the second most-populous city in New Jersey, with about a quarter of a million residents. As helicopters circled overhead and bursts of gunfire rang out for more than hour, neighbors said their city felt like a war zone.
The center of the chaotic scene, the Jersey City Kosher Supermarket, caters to a small but steadily growing community of about 100 Hasidic families who have moved to Jersey City in recent years from the Williamsburg neighborhood in Brooklyn.
These families, many of whom belong to the ultra-Orthodox Satmar sect, have created a budding community in Greenville, a residential area with a historically African-American population and dense blocks that include a Catholic school, a Pentecostal church and a Dominican restaurant.
The opening of the kosher market three years ago signaled to some that the growing Jewish population was putting down roots in the area.
Rabbi Moshe Schapiro, of the Chabad of Hoboken and Jersey City, said the store was “a grocery that is very popular with the local Jewish community” and had “a deli counter that has nice sandwiches.”

The detective killed was a longtime police veteran.
Detective Seals had been a police officer for 15 years, said Chief Kelly. He rose through the ranks of the Jersey City Police Department, coming to work in the city’s busy South District.
After being promoted to detective in 2017, he was most recently assigned to a citywide Cease Fire unit, which is tasked with reducing shootings and making gun arrests in Jersey City.
“He was our leading police officer in removing guns from the street,” Chief Kelly said on Tuesday. “Dozens of dozens of handguns he is responsible for removing from the street.”
Detective Seals lived in North Arlington, N.J., a suburb about eight miles northwest of Jersey City, with his wife and five children, the youngest of whom was 2 years old.

His mother, Deborah Ann Perruzza, 65, said that Detective Seals graduated from Bayonne High School in 1997, and set his eyes on a career in law enforcement.
“He always wanted to be a cop,” she said.
On Tuesday, Ms. Perruzza said that when she saw news of the shootings, she had no idea her son was working. It was not long before her phone rang, with one of her sons calling to tell her to come to the hospital.
When she arrived at Jersey City Medical Center, doctors and officials told her that her son had been shot twice, including once in the back of the head.

The Act reaffirms and amends the United States-Hong Kong Policy Act of 1992, specifies United States policy towards Hong Kong, and directs assessment of the political developments in Hong Kong. Certain provisions of the Act would interfere with the exercise of the President’s constitutional authority to state the foreign policy of the United States. My Administration will treat each of the provisions of the Act consistently with the President’s constitutional authorities with respect to foreign relations.
