Munro's Moritoria

Now, we know why Eileen Munro's reports do not address any mention of how the system, itself, operates.

There is never any mention of fraud, waste and abuse.  There is no discussion on contractual debarment, fines, sanctions or recovery.

There is complete silence on the generation of fraudulent documents or filing of false claims.

The same way the United States has enacted a moritoria on the regulations of Medicaid to allow child welfare fraud to flourish, so shall the United Kingdom.

Child protection regulation to be swept away

Rules and targets are to be swept away and replaced with a renewed focus on child protection, a government-commissioned review has found.

Professor Eileen Munro's interim report called on ministers to replace existing bureaucratic requirements with an approach which allows social workers to do the jobs "they came into the profession to do".

Education secretary Michael Gove is considering lifting parts of existing rules for five local authorities, allowing them to complete assessments in their own time.

"Whilst some regulation is needed, we need to reduce it to a small, manageable size," Prof Munro said.

"Professionals should be spending more time with children, asking how they feel, whether they understand why the social worker is involved in their family, and finding out what they want to happen."

Child protection has faced renewed scrutiny since the case of Baby P, a 17-month-old boy who died despite being seen over 60 times by social workers.

Prof Munro has called for an inspection process which moves away from simply being a 'tick-box exercise'.

She wants to see more experienced social workers kept on the frontline and other professionals given easier access to social work advice.

"Professor Munro has identified areas where professionals' time is being wasted and children's needs are not being properly identified," children's minister Tim Loughton said.

"I welcome her approach to getting help to the neediest children and families as early as possible, and recognising that child protection is not just the responsibility of social workers. I look forward to receiving her final recommendations in the spring."

Prof Munro will publish her final recommendations in the spring.

The Munro Effect

Lord Lamming pontificated that if they had implemented his recomended reforms after the death of Victoria Climbie then the death of Baby P would have been prevented.  So all he did was to repeat the same report and that included becoming very invasive into the lives of families...which is what this report says, but with a lot more fancy schmancy babbling diagrams which makes no sense to me!

The U.K. has the same problems as we do in the U.S., the only difference is that we call it by a different name.

Not once in this haughty taughty crap did I see an effective plan that was feasible to implement.  Come on, there was no mention, whatsoever, of any form of fraud. 

Yes, the U.K. has a funding issue.  The financial system is structured similarly to the U.S., except for the fact that no one speaks upon the system's transparency and accountability.

It has only been with the sensationalism of the Baby P case that there was any legal action taken against the caseworkers, later giving rise to an immediate and direct effect of snatching more babies.

Very little public mention has been made on the improper and unnecessary removals, fraudulently generated reports, improper billing, questionable costs, phantom services, waste, abuse and the lack of parallel jurisprudence in the court systems.

What about maintaining data on grievances and its investigative findings?

Madame Munro sure as bloody hell made sure not to mention anything dealing with transparency and accountability in fiscal operations nor the economic implications thereof. 


This is what I christen as the Munro Effect.  Unlike the Munroe Effect, the explosive technical mumbo jumbo unleashed upon the unsuspecting general public [ministers], formatting public perception that the problem is going to be honky dory because it feeds the hunger of those who really want to know what really goes on in child protection.

The solutions for both sides of the pond are quite simple, let the people be heard.
