After all these resources are exhausted with their investigative findings, they still just do not get it. It's called "Targeted Populations." Targeted Populations make money for the rest of the populations through Targeted Case Management, Medicaid, and its partner, Medicaid fraud in child welfare.
Michigan knows all too well how to generate revenue maximization schemes to.. well, let us call it like it is, make money off of traditionally economically vulnerable populations and are still doing it.

Again, for your viewing pleasure... and it did not cost us a penny to do this research. All I did was witness the torture and death of children in foster care while people would shove taxpayer dollars into political campaigns.
