Rare disease day is February 29, 2020, where many hospitals in Michigan will expand construction projects for more rare disease research on tiny humans to fraudulently bill Medicaid.

The global networks are vast when it comes to the trafficking of tiny humans industry, but Rare Disease Week only comes once a year.

Pinpointing Rare Disease Mutations

This study compares knockout mice viability and phenotyping data from the International Mouse Phenotyping Consortium (IMPC) with human cell lines provided by the Broad Institute’s Project Achilles to create categories indicating how crucial a gene is to producing viable life.

“Loss of gene function is often referred to as a binary concept; lethal or viable,” says Violeta Muñoz-Fuentes, Biologist, Mouse Informatics at EMBL-EBI. “In this study we show that gene essentiality is more of a spectrum ranging from cellular lethal, developmental lethal, subviable, viable with a visible phenotype, and viable without a visible phenotype.”

NIH Scientists Identify Atomic Structure of Novel Coronavirus Protein

NIAID scientists working with investigators from the University of Texas at Austin (UT) have identified the atomic structure of an important protein on the surface of the novel coronavirus (SARS-CoV-2, formerly called 2019-nCoV). The authors note that the findings will aid in the design of candidate vaccines and the development of treatments for COVID-19, the disease caused by the new virus, which was first identified in China in December 2019.

Unprecedented Study Yields Most Comprehensive Map of Cancer Genomes to Date

The international team ICGC/TCGA Pan-Cancer Analysis of Whole Genomes (known as PCAWG or the Pan-Cancer Project) has completed the most comprehensive study of whole cancer genomes to date in 22 papers, significantly improving our fundamental understanding of cancer and suggesting new directions for its diagnosis and treatment.

Thanks to these efforts — and previous full-genome sequences — scientists now have an unprecedented view of the genetic changes that can contribute to cancer, and a clearer idea of where gaps in knowledge remain.

The Reengineering Of Emancipation In Michigan - Raising The Age In Chattel Law

Yes, Michigan Governor Gretchen Whitmer has historically changed the laws of chattel by increasing the age of emancipation for a youth from 15 years to 17 years, to "treat" this increased population of offenders to be transferred under the laws of asset forfeiture to give corporations parental rights, to "reduce their contact with the system" because the child welfare system is the largest industry in the State of Michigan.

By doing so, all records for this population of juveniles, including the current population of juveniles, are able to remain under aegis of the Type III authority of the State to transfer to their private, contractual child welfare operations to create jobs and maximize the revenues of its Children's Trusts.

Besides, you can keep this population under the auspices of the State until the age of 25, now, and when you do that, through that corporate parental rights proxy, a foreign corporation possesses the control of the absentee votes of that population, too!

Think of all the financial leveraging these foreign, private contracted, child welfare, non taxable child welfare NGOs can do.

Whitmer signs 'historic reform' to treat 17-year-old offenders as juveniles

Lansing — Bills that would treat 17-year-olds in Michigan’s criminal justice system as juveniles instead of adults were signed into law Thursday by Gov. Gretchen Whitmer in what supporters called a "historic reform."

Michigan joins 46 other states who already treat 17-year-olds as juveniles or are preparing to do so. During a bill signing ceremony at the Capitol, Lt. Gov. Garlin Gilchrist said the legislation would prevent kids from spending a lifetime in and out of prison.

"We can reduce their contact with the system," Gilchrist said. "We can ensure that more young people go down real paths to careers that make sense for them and allow them to live out their best potential … We can change the trajectory for life for thousands of people here in the state of Michigan."

Thursday's signing ceremony came after a years-long "raise the age" campaign and eventual passage in the past month by the Republican-controlled Legislature.

In 2014, the Michigan Council on Crime and Delinquency published a report on the treatment of young people in the state’s adult jails. The report found that 17-year-olds faced sexual and physical assaults and their incarceration as adults increased the risk they would commit additional crimes after release.

Jason Smith, director of youth justice policy for the Michigan Council on Crime and Delinquency, said 17-year-olds in the adult criminal justice system don’t receive age appropriate treatment and their families aren’t sufficiently involved.

Smith recalled initial meetings he had with former Rep. Harvey Santana, D-Detroit, in 2014 about the "raise the age" legislation. Smith said the push to get the bills through the Legislature was a "long road."

 "We are celebrating today,” Smith added. "This is a historic reform for Michigan’s youth."

Criminal justice reform has become a focus of the Whitmer administration and a bipartisan group of lawmakers. Lawmakers have a better understanding today than they had 20 years about the types of systems that will rehabilitate offenders instead of simply "locking people up," Gilchrist said.

Former Rep. Joe Haveman, R-Holland, attended Thursday’s signing ceremony since he worked on a series of criminal justice reforms while serving in the Legislature from 2009 through 2014.

"We knew this stuff was going to succeed eventually," Haveman said. "You could see the train coming. You could see attitudes change."

If 17-year-olds move to the juvenile system, an increase of 7,564 juvenile cases is expected to occur in Michigan, according to an analysis by the nonpartisan Senate Fiscal Agency. From July 2015 to July 2016, there were 29,959 juvenile cases overall.

Under the bills, the state would pay the increased costs faced by local governments because of the additional juvenile cases. The change would take effect in 2021.

State law would still allow prosecutors to pursue charging juveniles who commit serious crimes, such as murder or rape, as adults, but opponents of the "raise the age" bills have questioned how often that would actually happen.

Briana Moore of Madison Heights was one of the supporters who attended Thursday’s bill signing. Moore was charged with assault and battery when she was 17 years old because of her involvement in a scuffle at a mall. She was sentenced as an adult to a year of probation.

"Standing there and having my lawyer say you’re being charged as an adult, I’m like I can’t even sign up for the military and I can’t even vote," Moore said.

The adult conviction made it difficult to get a job and to pursue a college education, she said.

Smith noted that 17-year-olds who commit crimes in other states and are treated as juveniles are in better position for their future careers than similar 17-year-olds in Michigan.

"We are doing something right for kids today," Smith said.

Yes, that is correct, you can file for a tax credit for the fetus, which, by the way this bill is introduced, I would most definitely say this was specifically written for corporate parents, who may just so happen to be foreign corporations.

Here is the Michigan Fetal Death Reporting Form.....for a facility, which is a commercial way of identifying the corporate parent.

As seen on the form, there is even opportunity for Medicaid Fraud in Child Welfare.

A fetal death indicates that the corporate parent is "salvaging the soul" of the child, for financial leveraging purposes, only, of course, to be listed in the manifest of some UCC lien, to be pirated off to a foreign land in the children's trust of the Public Private Partnership, across the seas of maritime law, under some form of allodial title of nobility.

Good thing Hillary is building her new privatized law libraries for trafficking tiny humans because she has a campaign to run in Detroit!

A bill to amend 1967 PA 281, entitled

"Income tax act of 1967,"

by amending section 8 (MCL 206.8), as amended by 2018 PA 38.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

Sec. 8. (1) "Department" means the revenue division of the department of treasury.

(2) "Dependent" means a dependent any of the following:

(a) A qualifying child as defined in section 152 of the internal revenue code.

(b) A qualifying relative as defined in section 152 of the internal revenue code.

(c) A fetus that has, as determined by a physician, completed at least 12 weeks of gestation as of the last day of the tax year, and that has been under the care and observation of a physician since at least 12 weeks of gestation. As used in this subdivision:

(i) "Fetus" means an individual organism of the species Homo sapiens at any time before complete delivery from a pregnant woman.

(ii) "Physician" means an individual licensed to engage in the practice of medicine or the practice of osteopathic medicine and surgery under article 15 of the public health code, 1978 PA 368, MCL 333.16101 to 333.18838.

(3) "Employee" means an employee as defined in section 3401(c) of the internal revenue code. Any person from whom an employer is required to withhold for federal income tax purposes shall prima facie be deemed an employee.

(4) "Employer" means an employer as defined in section 3401(d) of the internal revenue code. Any person required to withhold for federal income tax purposes shall prima facie be deemed an employer.

Enacting section 1. This amendatory act is effective for tax years beginning on and after January 1, 2019.

Micropublications are designed to rapidly place research findings and reviews in the public domain. The grant funds Genomenon’s work to automatically organize the information relevant to genomic classification, along with conclusive content from scientific references, publish the findings, and share the information in a public format.
