A Lancaster County, Pennsylvania man pleaded guilty today to engaging in illicit sexual conduct in a foreign place.

Assistant Attorney General Brian A. Benczkowski of the Justice Department’s Criminal Division, U.S. Attorney William M. McSwain of the Eastern District of Pennsylvania and Special Agent in Charge Michael Driscoll of the FBI’s Philadelphia Field Office made the announcement.

Gregory Dow, 61, pleaded guilty to four counts of engaging in illicit sexual conduct in a foreign place, before U.S. District Court Judge Edward G. Smith. Sentencing is set for Sept. 29, 2020.  

According to the plea agreement, Dow, an American citizen, traveled to the Republic of Kenya in 2008 to start an orphanage which came to be known as the Dow Family Children’s Home.  While running the orphanage with his wife, he sexually abused, on multiple occasions, four minor girls between October 2013 and September 2017.  During this time period, he maintained ties to the United States.  

The FBI’s Philadelphia Field Office conducted the investigation with assistance from Kenyan authorities and local law enforcement in Lancaster County, Pennsylvania.  Trial Attorneys Lauren S. Kupersmith and Lauren E. Britsch of the Criminal Division’s Child Exploitation and Obscenity Section (CEOS) and Assistant U.S. Attorney Timothy M. Stengel of the Eastern District of Pennsylvania are prosecuting the case.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.  Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. Gregory Dow, 61, created the Dow Family Children’s Home back in 2008 when he and his family traveled to the Republic of Kenya to start an orphanage, according to the statement from McSwain’s office. The orphanage was established in Bomet County, and Dow claimed he was a Christian missionary who cared for the children and asked them to call him “Dad."

The home was open until September 2017, when Kenyan authorities suspected that Dow was sexually abusing children in his care, McSwain’s office said. Dow fled back to Lancaster when the allegations came to light.

The FBI then investigated the allegations, determining that he had sexually abused at least four girls between October 2013 and September 2017, according to McSwain’s office. Two of the girls were as young as 11 when the assaults began.

The investigation found that Dow’s wife brought the girls to a medical clinic to have birth control devices implanted into their arms in order for Dow to continue abusing the girls without fear of impregnating them, according to McSwain’s office. <=== lab rats.  Michigan christians found out that tiny humans can reproduce as young as 11 years of age. Dow was charged with these crimes in July of 2019, and on Monday, Dow pleaded guilty to the four counts of engaging in illicit sexual conduct with a minor in a foreign place, in front of U.S. District Court Judge Edward G. Smith.

“Gregory Dow hid behind his supposed faith on the other side of the world, hoping no one in the U.S. would know or care about the children he abused. He was wrong,” said U.S. Attorney McSwain. “Holding those accountable who sexually abuse children, no matter where their crimes occur, will continue to be a top priority of my Office and the entire Department of Justice.”

Some of you may remember hearing about Phil’s trip to Kenya back in 2012. He visited the Dow Family Children’s Home to install cement floors in their school building. He came home talking my ear off about girls who “braided” his hair and how I just had to go see for myself what the Dow’s were doing. And then he showed me the pictures of beautiful children and my heart melted.

I began working with the Dows helping with administration items last summer. I started following their updates, reading about these abandoned children and how the Dows were stepping in to change their lives. This family truly lives by faith; giving their entire life up to serve children in Letien, Kenya. They not only run this amazing home, but also minister to the community through a school and church. We will never truly know how many lives they have and will touch! Intrigued by what they are doing, I started doing some research. I learned that there are approximately 153 million orphans worldwide! Just in Kenya there are approximately 2.6 million. How does this happen? And how do we sit here unmoved, armed with those statistics?

With the help of Phil’s uncle and his company, Doug Lamb Construction, we’ll be visiting the Dow Family Children’s Home on October 25th through November 4th. We’ll be going with a group of 10 people to build a pavilion and play area for the children. With 55 plus children, their eating area is outside. This becomes a problem during their rainy season, so a pavilion will help keep them dry during meal times.  The majority of the children are under the age of 5. You could put that in the context of a bunch of Izzy’s running around looking to expel large amounts of havoc energy. They need a play area…and the staff needs a lot of prayer!

Other than loving on the kids, supporting staff in any way I can, I’ll also be helping to finalize the administration needs for the Dows as they will be partnering with Brittany’s Hope starting in January 2014. Brittany’s Hope is an organization from little old Elizabethtown, PA who is enacting global change for internationally abandoned children. Their work is amazing and they will be a wealth of support and stability to the Dow Home. (You should check them out, http://www.brittanyshope.org)

We need your help in these three areas. Pick one or pick all three but know that we’re calling on you to support in these areas because we believe you can make a difference in the lives of orphaned children with us.

Police in the Dominican Republic have arrested a Haiti orphanage founder who's accused of molesting boys in his care.

National police spokesman Col. Frank Felix Duran Mejia confirmed Saturday that Michael Geilenfeld was taken into custody.

He did not say whether any charges had been filed and declined to specify whether Geilenfeld would be extradited to the U.S. or another country.

Seven men have accused Geilenfeld of sexually abusing them as boys. Geilenfeld is a U.S. citizen who contends the assertions have ruined his reputation, cost the Hearts with Haiti charity several million dollars in donations and led him to be falsely imprisoned for 237 days.

An abuse survivors group said Friday that Geilenfeld had fled to the Dominican Republic to avoid arrest and prosecution in Haiti.

Vermont authorities investigating orphanage abuse, bishop pledges full cooperation

The Diocese of Burlington will cooperate fully with a joint state-local investigation into possible criminality stemming from the stories of abuse told by former residents of St. Joseph's Orphanage, Bishop Christopher Coyne said Sunday morning.

Coyne told parishioners during mass at St. Joseph's Cathedral and then reporters at a rare press conference, that the church erred in the past with its legalistic approach to allegations of abuse by clergy, and that both survivors and the faithful deserve a more compassionate response.

"As someone who loves the church, I’m filled with shame and sorrow," the bishop said not only of the abuse allegations in Burlington, but what he called "scandals" from all across the country, most recently in Pennsylvania.

"The only way we can get to the truth of these matters is to be cooperative," Coyne said, pledging the diocese would turn over any documents it discovered that hadn't already been turned over to the Attorney General's office.

A intensive BuzzFeed News article, "The Ghosts of the Orphanage," published Aug. 27 brought back into the public eye survivors' stories of physical abuse and cruelty by nuns and clergy at the orphanage, which closed in 1974. In two-decade-old court depositions and in interviews, former orphanage residents have detailed beatings, children locked away in attics and even the death of a boy thrown from a fourth-floor orphanage window.

There are even worse events that happen to children in residential institutions.

In the 1990s, the Burlington Free Press revealed many of those stories and followed the survivors' quest for justice in federal and state civil courts, where they were largely not successful.

On Friday, Vermont Attorney General T.J. Donovan, Burlington Police Chief Brandon del Pozo and Mayor Miro Weinberger indicated a joint task force is being created to review what occurred at St. Joseph's all those years ago.

This will be the first criminal investigation into the acts allegedly committed by Burlington diocese officials at the orphanage.

"The believability of the allegations was a lot less" at that time, Coyne said Sunday. Survivors first came forward close to a decade before the Boston Globe "Spotlight" investigation unveiled not only the extent of sexual abuse by clergy but the scope of the Catholic Church's efforts to cover up those acts.

Coyne said he was a spokesman for the Archdiocese of Boston through some of those years.

"One of the largest mistakes we made was we let the lawyers drive the bus,” he told reporters Sunday at St. Joseph Cathedral. "Lawyers do what lawyers do, which is they try and protect their client."

“But that was not the pastoral thing to do,” he said. "The only way, the best way, to respond is as a pastor."

Of survivors of abuse he said, "people who are victims want us to believe their stories because they said for years we weren't believed. Now when someone comes I say to them, I believe you. I want to hear you. I'm not going to just dismiss you."

People want change, Coyne said about rebuilding community trust. "people want bishops to be just as accountable as priests are."

Coyne said some records related to St. Joseph's Orphanage are not in the diocese's possession, but might be in the hands of the Sisters of Providence in Montreal. The order of nuns ran the orphanage from the late 1800s until 1974. The bishop said he'll be calling the Sisters of Providence to tell them of the looming investigation in Vermont.

It stopped in 1974 because of CAPTA, Child Abuse Prevention Treatment Act, and foster homes took off.  The churches branched off into into subsidized, privatized Child Placement Agencies for the lucrative opportunities of false claims in foster care and adoption.  This is nothing but the residuals of the peculiar institution.

"I don’t know where this is going to go," he said. "I just trust in God we’ll find the truth as much as possible."

After Coyne spoke to his congregation about the investigation and his willingness to listen a with grey hair man wiped his eyes and bowed his head, the woman next to him reached for his hand. 

'News to us'

State Attorney General Donovan said Friday he'd not been aware of what occurred at St. Joseph's, which operated on North Avenue and later became diocesan headquarters and for some years was home to the now-failed Burlington College.

"I've driven by that place thousands of times," said Donovan, a native Burlingtonian. "I went to Burlington High School a couple hundred yards away. This was a well-kept secret. I think we can say unequivocally that abuse occurred there."

The bishop's decision to speak publicly to parishioners and reporters came about quickly. When asked about the looming investigation on Friday, Diocese of Burlington spokeswoman Ellen Kane said, "This is news to us."

Coyne chose to address the new investigation ahead on Sunday, because he will be attending in Washington, D.C. an executive commuittee meeting of U.S. Catholic Bishops which had been previously scheduled.

Before 10 a.m. Mass  the bishop in green vestments greeted parishioners inside the cathedral, most of them senior citizens with a sprinkling of working-age adults. New Americans clustered together in bright Sunday clothes in the back pews. A parent guided one child up the steps.

'Don't Tell'

The bishop chose on Sunday to read a gospel story attributed to the Apostle Mark in which Jesus performs a miracle and then tells people not to tell anyone else. But the bishop did not address the implications in that story which might ring out to survivors: "don't tell."

"That was certainly a possibility, I knew we were going to talk about this after communion," Coyne said of the allegations. "So I felt that it was better for me to speak to the people words of faith rather than the scandal."

Coyne said he had spoken to the allegations in sermons in previous weeks. And he spoke of the need for a cultural change within the church, exemplified by his openness for a press conference.

But during the mass, leading up to a closing agricultural metaphor in his sermon, the bishop joked about his walking companion, a fellow bishop based in Fairbanks, Alaska.

“What did you do to have somebody send you to Fairbanks,” Coyne's said, repeating a joke the other bishops had used. A few parishioners chuckled.

"It’s a bad choice of words to use," Coyne said. "It’s a turn of humor amongst us."

When pressed about whether it was tasteful under the circumstances, the bishop conceded that he "should be more careful."

Canada Finds Indian Christian Schools Tiny Human Graves, Will Michigan Find Theirs?

Did you know the United States has yet to even make public recognition of its history of trafficking tiny humans in the name of the christian tax exempt god?

Supposedly, the U.S. stopped the practice of the Legally Kidnapped snatching of Native American children from tribes, to put them into christian schools for forced assimilation under NICWA.

It never stopped, it was just shoved under ASFA where forced christian assimilation (better recognized as human trafficking)  policies in the removal of children for hailing from "The Poors" (always said with clinched teeth) fell under the States as violating the laws of moral turpitude, or rather, the crime of poverty, codified as abuse and neglect.



I would love to know how many unmarked graves are in Coldwater, Michigan, where the nation's first forced christian assimilation program called the Orphan Trains (better known as trafficking tiny humans for slave labor) started, later becoming the Michigan Children's Institute.

Campers have for years parked their RVs at the Turtle Crossing campground along the Assiniboine River in Manitoba, without knowing that it’s situated on the site of unmarked graves of more than 50 Indigenous children who died at the Brandon Residential School.

But Anne Lindsay, a researcher and former archivist with the National Centre for Truth and Reconciliation at the University of Manitoba, has spent nearly 10 years looking for and trying to identify the bodies. So far, she has identified children ranging in age from 7 to 16, dating back to the early 1900s.

The Truth and Reconciliation Commission found that more than 3,200 children in total died at residential schools, where more than 150,000 Indigenous children were sent from 1883 to 1998 as part of a program of forced assimilation.

A University of Manitoba archivist is working to identify the bodies of more than 50 children, all of them students at the Brandon Residential School, found in unmarked graves.

According to the Commission’s report, child abuse was “institutionalized” at residential schools and the entire system represented an attempt at “cultural genocide.”

Among its 94 calls to action was one to determine how -- and how many -- children died at residential schools and to determine where they are buried.

But some say that, so far, all they’ve seen is apathy.

“We hear from residential school survivors who tell you of these things happening, of mass graves existing, and everybody always denies that those stories are true,” said Arlen Dumas, the grand chief of the Assembly of Manitoba Chiefs. “Well, here’s one example…there will be more.”

Lindsay found the unmarked graves by using an old, hand drawn map made by a former student of the Brandon Residential School.

Current campground proprietor Mark Kovatch, who is the third owner of Turtle Crossing, told CTV News that he had no idea his property held a burial ground. He said that he is co-operating with the City of Brandon and a local First Nation to uncover the grave site.

“Their preference was to repatriate the bodies up to the site of the old residential school and to try and have a memorial up there,” he said.

Harshly disciplined and poorly nourished, children at residential schools often died from illnesses such as tuberculosis, pneumonia or influenza. But others died from the hard labour they were forced to endure or died by suicide. Twelve children died after the Cross Lake school in Manitoba burned down in 1930.

“They operated equipment, which in the early 1900s was far less safe than farm equipment we know today,” Lindsay said. “They were also just physically run down from the amount of labour they were doing.”

The Truth and Reconciliation Commission report said that “the failure to establish and enforce adequate standards, coupled with the failure to adequately fund the schools, resulted in unnecessarily high death rates at residential schools.”

The work of Lindsay and others in trying to identify the thousands of children who died at the schools is a difficult one, in part because governments and churches have not always been forthcoming with relevant documents or have provided documents in poor quality.

Compounding the problem is that school officials routinely failed to report the deaths to authorities, choosing instead to bury the children in unidentified cemeteries on school grounds rather than to send them home to their families. For nearly one-third of the deaths, no effort was made to record the name of the student who died. In even more cases, they did not record the cause of death.

A meeting is scheduled in September to discuss next steps. Dumas hopes that Indigenous families -- long excluded from conversations surrounding the deaths of Indigenous children at residential schools -- will be invited.

Russian Adoptions Through Trust Funds & The Ukraine

These children are what we call "paper orphans", meaning, they have living parents but were "abandoned".

The term abandoned actually means these children come from other countries and are dropped off at these orphanages.

Orphanages and international adoptions is a multi-billion dollar industry where the operations are funded through the government, profits of adoptions, or rather selling of children to the U.S., through NGOs.

In this situation, we shall call these money laundering operations child welfare trust funds through the Ukraine, to circumvent the Magnitsky Act.

The ex-head of the Russian bank "Trust" Yurov was detained in Ukraine

Behind The Magnitsky Act: Казенные дети / Children of the State

I remember this.

This was the beginning of the Magnitsky Act where Russia suspended U.S. adoptions for, basically, the trafficking of tiny humans through NGOs.

At the time I had no idea of the questionable banking activities exfiltrating the ill gotten profits from property foreclosure fraud scheme through bogus mortgages, the pilfering of property taxes and other illicit biomedical activities of private entitites from Russia through U.S. child welfare NGOs, many of them christian.

I only knew about the child trafficking and the organ trade.

I even went to the FBI to report christian adoption agencies, from Africa and Russia, that were promoting the adoption of children for the purposes of organ transplants.

I was dismissed, right Julia Pidgeon?

See, it is legal for a relative to donate an organ, even if that relative was adopted for the sole purposes of harvesting organs, because it is the work of the christian god.

From both sides of the world, we were watching the U.S. industry of trafficking tiny humans grow, with condemnation and fear through the promulgation of propaganda by these NGOs.

Very few know where these "orphans" came from and no one knows what happens to them after they are adopted.

He's part of Putin's cabinet , commissioner for Children's Rights. The journalist who spoke earlier in the video assumed that Dima's Law was retaliation by russia for Magnitski Act. I now understand that he has no clue.

However, it is more propaganda and focuses on NGOs.

The Sri Udom Orphanage & School Is Not Me

This is not me, but I would say it looks as if these young ladies are trying to do some good.

Had to post on clarity and the fact that she has a great name.



Recently this summer, my friend Naomi and I volunteered with a program called Greenway in Sing Buri, Thailand. We are both high school students from the United States so stepping foot into this small province of Thailand was very different and extremely eye opening. We spent two weeks volunteering at both an orphanage and a primary school but that was enough to make a lasting impact on both of our lives. The orphanage we volunteered at is called the Sri Udom Orphange. Our volunteer coordinator, Peewone, is a Thai native and has spent over 8 years working to improve the conditions at Sri Udom. He relies solely on donations to start projects, but it’s not enough. Our goal for this GoFundMe page is to raise $1,000 for the Sri Udom Orphanage so that they are able to conduct more projects and better the living environment.

Will The Lumos Foundation Push Into Global Child Welfare Include The U.S.?

 Africa, along with the Foundation's move to restructure, has piqued my interest into a foreshadowing of nonprofit oversight.

The U.S. House Judiciary Committee is also demonstrating an interest in addressing the issues surrounding child welfare, but if it is willing to deal with the U.S. child welfare system, is another story which has yet to be written.

If the Lumos Foundation can take on such a daunting task as to end the orphanage system in Haiti, where there are plans to close at least 150 of such institutions, then, one can only hope that this type of action can be imported to address similar ills right here in our own backyard in how we deal with children in poverty.

The 'similar ills' of which I refer to in the U.S. child welfare system deal with revenue maximization schemes, lack of oversight, devoid of civil rights, codification of poverty as abuse and neglect, and the omission of reunification, termination and reinstatement of parental rights.

Think about it:  If foster care wouldn't be good enough for your child or a child you love, why would it be good enough for a child in the U.S.?

Ten Years Later: Lumos Foundation’s Push into Global Child Welfare

Think about it: If an orphanage wouldn’t be good enough for your child or a child you love, why would it be good enough for a child in Haiti, or anywhere else in the world?

This question is at the center of the work Lumos, the nonprofit started by J.K. Rowling in 2005, has been doing for over a decade. Named for the light-giving spell featured in the Harry Potter books, Lumos works to redirect the care of disadvantaged children away from orphanages and toward more supportive settings with their families or in the community.

Through advocacy, coalition-building and on-the-ground implementation of changes to the care provided for children without families, Lumos is helping to establish new approaches to global child welfare. These new approaches include reunifying institutionalized children with their extended families and providing more support to those families to remain together, and creating healthier community-based placements for children whose parents are truly not able to care for them.

As we reported last September, five months after Lumos officially opened its U.S. office in April 2015, the goal is to end the institutionalization of children by 2050. It’s an ambitious goal, and one the organization has already made steady progress on, moving forward with strategies on several fronts. Recently I caught up with Georgette Mulheir, CEO of Lumos, to find out how progress is going.

In Haiti this work is particularly needed; poverty is high, and Mulheir said others warned them work there would be very difficult.

“People told us not to go to Haiti,” said Mulheir, which gave Lumos all the more reason to invest its time, resources and expertise there. Over 32,000 children reside in orphanages in Haiti; so far, Lumos has begun work with two institutions to move children into families and communities.

“We’ve got lots of really well-intentioned but misguided people who are putting money into orphanages in Haiti and what we want them to do is not to stop supporting Haiti, but to look at whether they can do something different with their financial and human resources,” Mulheir said.

“Could they be helping to do economic strengthening with those families so those families can keep their children?”

Lumos has been meeting with the government of Haiti, which has now established a national action plan to get children out of institutions and to establish community-based services.

Mulheir emphasized the importance of alliances in ending the practice of putting kids into orphanages. She sits on the governing council of the Global Alliance for Children (GAC), an organization that mobilizes targeted investments in childhood as a core component of a nation’s social and economic progress. GAC has been a major player in bringing together the resources and helping to collaborate on this work, she said.

About to visit Haiti, Mulheir expects to meet with a number of individuals and groups, including staff from the Clinton Foundation, to talk about ways in which their strategic agendas may intersect.

The Clinton Foundation began work in the island nations several years ago, and is now making a bigger push with its climate and women’s empowerment agenda there by launching the Women in Island Leadership Network. The network brings together young leaders in the STEM fields in the island nations, and helps them mentor and build skills to rise in leadership roles.

Mulheir has been impressed with the warm reception Lumos has received from U.S. nonprofits and foundations. She pointed to the Annie E. Casey Foundation in particular, which Lumos has met with to discuss strategy and learn from its “groundbreaking strategies for how to help local government officials change their policies.”

Another significant piece of Lumos’ strategy in coming to the United States involves forming alliances with religious organizations that support orphanages, and helping them to fund alternatives. Much of the funding of orphanages in the Caribbean comes from the evangelical Christian church community, and so Lumos is working with faith-based organizations–including the Faith to Action Initiative and the Christian Alliance for Orphans–and is also having discussions with Catholic Relief Services. Mulheir said one of the goals is to “get very senior members of different churches around the world to highlight this issue and make sure their congregations are aware that the best of intentions in orphanages are not going to result in the best of outcomes.”

“A century ago, the U.S. was challenging the orphanage model,” Mulheir said. “Western Europe got rid of this system decades ago,” she added. “But now we’re exporting this outdated model to other countries.”

Another key strategy that Lumos is using to end orphanages involves getting the European Union to change its funding regulations. The European Union had been spending money on renovating institutions that served as orphanages when Lumos began advocacy about six years ago to get them to end that work and invest in better options for kids.

“Now it’s a very high priority for the EU,” Mulheir said. As of January 2015, the EU is prohibited from spending EU money on the renovation of institutions, and instead the EU is investing in community-based care.

Also high on the strategic agenda for Lumos are the United Nation’s Sustainable Development Goals, which, despite their promise of leaving no one behind, do not include children in institutional care, or children without families. Mulheir said Lumos is continuing to advocate for data collection on children without families, since without any effort to count these children, there is no way to measure their progress on health and education or other outcomes.

Within the decade since its founding, Lumos has helped guide a historic shift away from orphanages and toward healthier living situations for vulnerable children. As the organization connects more with philanthropy’s power brokers in the U.S., and expands into Latin and Caribbean regions, it continues to do systems-level advocacy and cross-sector collaborative work to change the way children without families are treated, and raise the bar for providing quality care for the most vulnerable children across the globe.
