U.S. House Committee On Ethics Statement of the Chairwoman Susan Brooks & Ranking Member Ted Deutch Regarding Representative John Conyers, Jr. 11-22-2017

STATEMENT OF THE CHAIRWOMAN AND RANKING MEMBER OF THE COMMITTEE ON ETHICS REGARDING REPRESENTATIVE JOHN CONYERS, JR.

Pursuant to Committee Rule 7(g), the Chairwoman and Ranking Member of the Committee on Ethics (Committee) determined to release the following statement:

The Committee is aware of public allegations that Representative John Conyers, Jr. may have engaged in sexual harassment of members of his staff, discriminated against certain staff on the basis of age, and used official resources for impermissible personal purposes. The Committee Rule 18(a), has begun an investigation and will gather additional information regarding these allegations.

The Committee notes that the mere fact that it is investigating these allegation, and publicly disclosing its review, does not itself indicate that any violation has occurred, or reflect any judgment on behalf of the Committee.

In order to comply with Committee Rule 7 regarding confidentiality, out of fairness to all respondents, and to assure the integrity of its work, the Committee will refrain from making further public statements on this matter pending completion of its review.

The Magical Doors Of The Kingdom Were Opened: Beverly Tran, et al, v. Detroit Land Bank Authority, et al, 7-31-2017

Once upon a time I went to court.

Well, actually, it was July 31, 2017, in the Michigan Easter District Court in front of Judge Avern Cohn in the case of Beverly Tran et al v. Detroit Land Bank Authority, et al.

See, what had happened was...

I was so excited, the mystery, the intrigue, the comedy, the justice, the romance!

So, in my favorite summer big black hat and in my prescient, soothsaying mood, I played out the scene in my dreams.

I did an early creep, to sit in the back of the courtroom, by the door of course for easy access of exit, to sit incognito, to listen to what people had to say before the hearing commenced.

Everyone always ignores my presence and intelligence, which is a really great thing because you can just sit there, looking dead in their faces, and listen to every single word they have to say about you.

Well, lo and behold, five power attorneys walk into a courtroom, go to the attorney table, and commence to talk about their legal technical procedural game plan of how they are going to take me to a full, blown out trial, complete with sanctions, because....hold on a second, this is really funny... (personal lol) to litigate against me, using the full, multi-million dollar collective resources of their clients and their firms, because I exercised my legal right to report federal fraud, perpetrated upon the people of Detroit, mainly for speaking out for the children of "The Poors" (always said with clinched teeth).

Then enters a gentleman.

He smiled at me.

He was the only one who smiled at me which made my mind start to reel.  "Who was this strange man, why is he smiling at me, and do I already know the answers to my own questions?"

The gentleman gingerly inquired, "Are you here for the Tran case?

I responded, "I am just here to take notes." showing him my blank sheets of paper.

He was adorable.  He was playing with me.

Anyway, now comes the attorney of record in my case. Crystal Hopkins.

Then, I heard the gentleman introduce himself to the five power defendant attorneys.  "Hi, I am the U.S. Attorney who declined intervention.  I am just here to witness."

I knew he had hidden in his hands the denoument of the hearing, but I kept my cool, as hard as it was to do.

(This is the part of the story where the comedy comes in.)

Crystal Hopkins walks in with her faithful sister, dumps mounds of files on her attorney table, then asks if I had 'checked in'.

I simply said, "This is your motion, not mine."

Then she got snotty, "Well, you have to check in."

I just stared at her, fully aware that she had lost her mind quite some time ago.

She is still attorney of record.  She is supposed to check in for me.

"Did you get the notice of appearance I sent you?" she quipped.

"Nope." and I made the gentleman across from me heard it, too.  I wanted to share a chuckle with him.

Besides, I was a bit disappointed that the Ypsilanti Police had not arrested her prior to walking into the courtroom, as rumor on the streets had it there was an active warrant out for her arrest, but hey, what do I know.

And then Judge Avern Cohn walks in.

He was sooooooo cute because he had that "old soldier" kind of walk that I know so well, but I could not readily confirm my train of thought right then because I may have broken out into a high pitched squeal, like a giddy little school girl.

The five defendant attorneys all gave greetings and introductions to the Judge.

Then, Cohn asks, "Where is the attorney representing Hopkins & Associates?" which would be the time for Crystal Hopkins to respond.

Instead, she sat at her lil attorney table, with big stacks of files, shuffling paper back and forth, open file, close file, open file, close file, shuffle, shuffle, shuffle...hehehehe, even the mysterious gentleman sitting across from me was smirking as he would look over his shoulder to observe my reaction, of smirking right in synch with him.

It was a hearing at her request, so there was no need for any documents and that is why it was so funny.

Then she finally responds to the Judge, "Your honor, Beverly Tran did not check in,"

The second heralding for the attorney representing Hopkins & Associates came from the Judge.

Crystal responded, in the whine of a kindergartner."Your honor, Beverly Tran is in the courtroom."

A clerk of the court who, benignly enough, quickly guided Crystal to respond to the judge by making a a comment for her to speak up because the judge was hard of hearing, which I did not witness when the other attorneys spoke to the court.

Thrice, the Judge asked, "Where is the attorney for Hopkins & Associates?  Is he here?"

"Oh, I am the attorney representing Hopkins & Associates, I am a she.  Beverly Tran is in the courtroom, your honor."

Judge Cohn calls out to me, mind you, besides there was only the other gentleman and Crystal's sister in the gallery.

I raised my hand, high over my head and waved, "Hiya!"

"Beverly Tran, you should be up here.  Why don't you come up here." invited Cohn.

I felt as if the trumpeters were heralding the celestial announcement that I had finally been summoned to enter the magical kingdom, to be conferred with the powers to take out the Meanies.

As I was about to walk through the court partition to take my throne at the attorney's table, the gentleman from across the aisle, had leapt to his feet, and, in some sense, to me, genuflected, lowering his head in honor, as he opened and held the partition door for me.

I heard the angels herald my entrance.

Taking a dramatic pause to absorb the illumination of my romantic fairy tale, I graced my gentleman with a simple, "Merci."

Judge Cohn proceeded with the quickness. "Ms Hopkins, you filed a motion to remove yourself as attorney of the case."

"Yes, your honor"

"Granted, goodbye."  Crystal scuttled herself out the courtroom as fast as possible.

"Beverly Tran, do you have anything to say?"

"Not at this time."

"Beverly Tran, will you be representing yourself?"

"Your honor, I am indigent.  I cannot afford an attorney.  Pursuant to the statute, I would have had to have the attorney of record petition you for grant to lift the seal to speak with another attorney..."

Cohn cut me short, "I asked if you were going to represent yourself."

I looked across the courtroom to the observe the wide-eyed gang of five stare at me in disbelief and stated proudly into the record, "YES!"

The smiling gentleman from across the aisle jumped to attention and interjected into the record, "Your honor, I just want to make sure Beverly Tran knows the seal has been completely lifted on the case.  There is no seal."

Allow me to do an aside.

The judge had just allowed a pro se to proceed in a qui tam, which is the first time in the history of the False Claims Act.

The court referred to me by my full name, Beverly Tran, which is a legal move I shall expound upon later.

The U.S. Attorney's Office just gave me the green light to publish all docs and tell my epic, romantic tale.

Wow.  Just wow.

"I believe defendants have motions to be heard" stated the judge.

"Your honor, we would like to dismiss our motion for sanctions."

"Motion granted.  Next."

"Your honor, we would like to dismiss our pre-trial motion."

"Motion granted.  Anything else?"

"Your honor, we would like to motion for another 30 day extension."

"I just gave you 90 days to respond to the complaint.  Now you want another 30 days?  Fine.  Granted, you have 30 days to handle this matter."

It was at this point Cohn went into a court lecture, an historic legal lecture where he went into the story of the "Lawsuit King" named Hazen Pingree.

"Pingree used to file so many lawsuits against these big corporations, they finally erected a statute to him.  Do you want another statute to be erected?  I strongly encourage you to get together and chose one attorney to deal with Beverly Tran or you it is going to cost your clients thousand and thousands of dollars.  If there is nothing else before this court, we are adjourned."

The gang of five attorneys power walked out the court room, with me close behind where I was empowered to confront a Meanie, Reggie Turner, attorney for defendant Title Source, Inc., the same defendant who wanted to impose sanctions on me, a proud member of "The Poors" (clinched teeth), because I snitched to the U.S. DOJ about their fraudulent activities in stealing the Hardest Hit Funds that were originally intended for the victims of Detroit foreclosures.

Oh, you have no idea the lust for retribution I felt coursing through my veins to go off on this, this, this, licensed attorney, biting my tongue for what I really want to say about him.

In front of the other members of the gang of five, I confronted Reggie Turner and told him that he needs to disclose his relationship with me to his colleagues and demand he remove himself from the case.

"I have no relationship with you!" snarled Reggie Turner.

I said, "Do you really want me to put your dirt out there because I will and I have no problem doing it.  As a matter of fact, I already did.  beverlytran.com.  I do not like the nefarious activities you did to my friend.  I do not like what you did to Mr. Conyers."

"Fine, I was his campaign manager.  He won, didn't he."  as Reggie disappeared like a ghost,

when he was not wanted to even be there.
muttering to himself down the hallway, nervously laughing to himself, that I did not know what I was talking about.

This, "licensed attorney" Reggie Turner, was never the campaign manager for Mr. Conyers.

Ever!!!!

Michigan Senator Bert Johnson was the campaign manager for Mr. Conyers, which is an entirely different tale I shall tell at a later date.

Reggie Turner was working behind Mr. Conyers' back with Cynthia Martin, to take him out of office, at the behest of the "leader" of the Democratic National Committee.

Reggie Turner was going around holding fundraisers, laundering the money back to Cynthia Martin, where it was not reported to FEC, and they more than likely split the kickbacks.

How I felt about calling out Reggie Turner after court.
Reggie Turner was going around telling everyone that, not only was he the campaign manager, he was going to take over Mr. Conyers' seat because [sic] Mr. Conyers was going to hand it to him.

I made sure he would never run for my friend's seat; I bought out the domains.

Cynthia Martin, former Chief of Staff for Mr. Conyers, is deep in the middle of an international investigation of, well, I am only going to drop one item relevant to this story, mortgage fraud.

Yes, mortgage fraud, in "tandem" for lack of a better term, with the Detroit Land Bank Authority with the assistance of Cynthia Martin.

Reggie Turner was trying to take out Mr. Conyers to ensure the property fraud scam, and false claims, my case, were continue to exist, whether knowingly or willingly, but guess what, I made sure that plan was smashed.

So, if Cynthia Martin is under federal investigation, something tells me that Reggie Turner might be, also, as his emails are in that cache of stuff my #Superfans are combing through, because, after all, his colleagues witnessed him state that he was the campaign manager for Mr. Conyers' re-election campaign, right?

How do I know all this information?

It was at this point I felt the love surge in my spirit, extended my arms, and said to the now, gang of four, "Gentlemen, welcome to the annals of history.", and curtsied as glided away on cloud 9.

Then, there was one.

One alpha male in the gang of four swiftly heeded the advice of the court and took it upon himself to represent to gaggle of barristers and ask for my email.  Seriously?

These are supposed to be the creme de la creme of seasoned legal experts and they do not know how to vet me, prior to the hearing, for my contact information?

Google, dudes, Google 'Beverly Tran', I did not dedicate the last 10 years of my life optimizing search engines to generate extensive data for the search terms "Beverly Tran", "John Conyers" and a few other key terms, for nothing.

I was nice.  He was nice.  I gave him my email.

So, the moral of the story is, again,

"Do not be mean to my Sweetie.  Period."

    Why Conyers' Congressional Office Is Under Ethics Investigation

    Being mad at all the Meanies
    On July 31, 2017, in front of the Honorable Avern Cohn at the United States District Court, Theodore Levin U.S. Courthouse, 231 W. Layfayette Boulevard, Detroit, Michigan, Room 225, at 11:00 a.m. there will be two motion hearings on Tran, et al., v. Detroit Land Bank Authority, et al.

    The first will be a Motion for Withdrawal of Attorney, Crystal Hopkins.

    The second will be a Motion of one of the Defendants.

    This case deals with the False Claims Act.

    See, it goes like this.

    In order to be a whistleblower and force the U.S. Department of Justice to go after fraud under the FCA when no other federal agency will, or no one else will do it due to lack of knowledge, resources and basic political will, you must have an attorney because there is no pro se in qui tam.

    In this case, the attorney, Crystal Hopkins filed notice of appearance on behalf of the pro se litigant.

    Well, not trying to spoil the story, but it seems Crystal Hopkins thought it was more profitable to work with the defendant and its legal counsel and let the case get dismissed instead of just amending the complaint.

    In order to find another attorney, Crystal Hopkins was supposed to petition the Court for grant of leave to lift the seal to speak to another attorney to replace her.

    She refused to do anything.

    That was very mean.

    See, neither does the FCA provide for the right for the relator to file anything into the docket, including a response to Ms. Hopkins' motion to remove herself as attorney, of which she seems to be bereft of the procedural acumen of the Act.

    Now, since I am statutorily disallowed to communicate to the court, I decided to take a global initiative and preserve the annals of history, preserve the public record, and speak directly to the international communities who have current and future concerns in this subject matter, via the internet.

    As to the second motion to be heard, there is a bit of an issue.

    Ms. Hopkins was notified that there is an inherent conflict of interest with the defendant attorney representing Title Source, Inc., Reggie Turner, but chose to do nothing, again.

    Reggie Turner was mean to my friend.

    Reggie Turner was mean to me.

    Reggie Turner hooked up with Cynthia Martin in being mean to my friend.

    Reggie Turner and Cynthia Martin were mean to my friend and me.

    Reggie Turner, Cynthia Martin, and a few others, did really bad things to lots and lots of people.

    So, I decided to make sure Reggie Turner and Cynthia Martin were in the annals of history, oh, and Crystal Hopkins, too!

    Office of Congressional Ethics Referral Regarding Ms. Cynthia Martin


    On October 13, 2016, the Office of Congressional Ethics transmitted a referral to the Committee on Ethics of the United States House of Representatives regarding Ms. Cynthia Martin.

    Nature of the Review
    From May 2013 to September 2014, Cynthia Martin may have misappropriated $16,500 that was mistakenly transferred into her Congressional Federal Credit Union bank account. Subsequent to notification by both bank representatives and law enforcement, Ms. Martin initially refused to return the funds to their rightful owner. On March 30, 2016, Ms. Martin pleaded guilty to receiving stolen property, a misdemeanor under Washington, DC law. If Ms. Martin wrongfully obtained the property of another, then she may have violated Washington DC law, House rules, and standards of conduct.
    From April to August 2016, Cynthia Martin received compensation from the House of Representatives at a time when she may no longer have been working for the House. If Ms. Martin accepted compensation that was not commensurate with the work she was performing, then she may have violated House rules and standards of conduct.

    OCE Recommendation
    The Board recommended that the Committee on Ethics further review the allegation that Cynthia Martin violated Washington, DC law, House rules, and standards of conduct, as there is substantial reason to believe that she wrongfully obtained and refused to return the property of another.
    The Board recommended that the Committee on Ethics further review the allegation that Cynthia Martin accepted compensation that was not commensurate with the work she performed, as there is substantial reason to believe that she continued to receive compensation at a time when she was no longer providing services to the House, in violation of House rules and standards of conduct.

    Committee Action
    The Committee on Ethics made no public statement regarding this matter.

    Public Disclosure
    Pursuant to section 1(f)(1)(B) of H. Res. 895, on February 3, 2017, the Board of the Office of Congressional Ethics voted unanimously to release the OCE’s report and findings concerning former House employee Ms. Cynthia Martin, as the Board determined that release was mandated by the Resolution and House rules.



    The moral of the story is:

    "Do not be mean to my Sweetie.  Period."

    No Money, No Justice: Beverly Tran v. Detroit Land Bank Authority

    Well, for the first time in history, we shall respect the reduction of paperwork and make litigious filing economical.

    In this instance, I am publishing my unsealed federal action, pursuant to the False Claims Act, on how a group of nefariously, black hearted individuals who allowed, blatantly fraudulent filings from bogus ass out of state corporations to set up mortgages, then go behind the Detroit homeowner borrowers back and leverage the property, 4, 5, 10 times, through more bogus out of state corporations, where, even when the Detroit homeowner paid off the original mortgage, still lost the house.

    Then, the Clinton Global Initiative, now shuttered and under federal, criminal investigation, promoted banking fraud to steal the houses from the people they made poor from their decades of perniciously pervasive domestic polices of snatching kids and privatizing the last unraveled threads of the social safety net, for these non-profits, NGOs to take the money and fund their own investment fraud schemes, which included political campaigns.


    Now, the reason why my complaint is unsealed is because the attorney of record, Crystal Hopkins, P70792, who agreed to represent me, even though I did all the work and research, decided to break the seal of the complaint and start flipping properties for the non-corporation of this so-called work group of the Detroit Land Bank Authority, got a house in the Detroit Boston-Edison Area, 1207 Longfellow, where these historic homes were not to be auctioned under the federal grant of the Hardest Hit Fund, signed over to her from the head attorney of this so called Detroit Land Bank Authority, then, filed jack-legged paperwork on the home to secure a $125,000.00 mortgage.

    Since Crystal Hopkins P70792, never lifted a finger to file an amended complaint to just tell the court that she was representing me in the matter, as I am disallowed to represent the United States, under the statute, I thought it best to preserve the public record in this matter and publish, here, on my blog, and make her famous as to why the Court ordered the seal to be lifted.

    Now, back to the story of how the Clinton Foundation used Detroit as a pilot test city for its operations of forced migration, because, we all know....

    It takes a village...then pillages the resources.



    Where did this, more than $800 million dollars for Detroit go?

    Ask Dan Gilbert, Mike Duggan and Hillary Clinton, the latter two had political campaigns to fund.  The former needed to leverage for more projects.

    So, without further adieu, I present to you, one of my greatest masterpieces, well, every revolution deserves an epic romance, so this is really a love story, why people lost their homes and voting rights.

    As you read this unsealed action and the Orders, below, my plan is to force the United States Department of Justice to intervene on my behalf because Crystal Hopkins, if anyone can find her, is probably doing something she is not supposed to be doing, under color of law, of course.

    Besides, I cannot afford an attorney nor have I been able to find an attorney, with hutzpah, from the date the Order to lift the seal was issued, April 18, 2017, well, I found out May 1, 2017.

    I will get into the bogus property tax schemes of the so-called Detroit Land Bank Authority levying magically conjured taxes upon the desperately homeless, funneling the proceeds through Title Source, Inc., volleying back to the City of Detroit Treasurer's Office, then sliding it over to the so-called Detroit Land Bank Authority, through the back door of the Wayne County Prosecutor's Office, Property Deed Fraud Unit.



    And you wonder why Detroit has the highest concentration of child poverty and child mortality for a major city in North America.

    The Sri Udom Orphanage & School Is Not Me

    This is not me, but I would say it looks as if these young ladies are trying to do some good.

    Had to post on clarity and the fact that she has a great name.



    Recently this summer, my friend Naomi and I volunteered with a program called Greenway in Sing Buri, Thailand. We are both high school students from the United States so stepping foot into this small province of Thailand was very different and extremely eye opening. We spent two weeks volunteering at both an orphanage and a primary school but that was enough to make a lasting impact on both of our lives. The orphanage we volunteered at is called the Sri Udom Orphange. Our volunteer coordinator, Peewone, is a Thai native and has spent over 8 years working to improve the conditions at Sri Udom.     Judge Kelly Ramsey Is No Longer

    It is with the greatest of joy that I announce another accomplishment of my mission...

    Former State of Michigan Third Judicial Circuit Court of Wayne County Judge Kelly Ann Ramsey has lost her 2016 Primary election.

    Well, not yet, but if someone can promote a candidate, who says you cannot run a child's hope campaign and seek justice for the egregious deeds of this woman.

    White House Takes A Data Approach To Re-Do Foster Care

    The White House is attempting to innovate foster care by using a data approach.

    For the first time in more than 25 years, foster care is going high tech to redesign itself to deliver child welfare services.

    This redesign includes everything from apps for age out youth to find services, to open systems to generate databases.

    Below are highlights I have captured.
    • Streamlining technology will greatly assist in the identification of questionable billing practices.
    • Analytics also allows for oversight in questionable billing practices.
    • My words of warning to this consortia:  "Beware of those who wish to use data to build models to predict "abuse and neglect".
    • The Administration is focusing on public ~ private partnerships for external funding, or rather, social impact bonds.
    • There are counter groups that wish to capture and use data to predict the behavior of abuse and neglect, which includes predictions of poverty, mental illness, and other situations of need.
    • There was little mentioned on the civil rights component in foster care for the youth and the original parents but there were concerns to revisit legal protections for agencies and its contractual arms and access to information.
    • Technology increases quality and delivery of services.  I will even go so far to say technology will prevent fraud, waste and abuse in child welfare services.
    The intention is to use Open Source software instead of reinventing the wheel by developing software from scratch.

    Privacy issues of data are still on the table.

    The second session addressed risks, going all the way back to the original design of child welfare, from targeting poor and minorities, to the Indian child removals and assimilation.

    I wonder if there will be a formal apology issued like was done in Australia and Canada on Native child removals.

    The U.S. is unique as it did not just remove to assimilate Native children, it did the same with generations of slaves, immigrants and poor, single mothers.

    What is also interesting is that pre-emptive preparation is commencing in the administration to transition to the next Commander-in-Chief by setting the national agenda for child welfare reform.

    The only problem I have with this gathering is that I did not hear my name, but then again, the movement is young and I am still on a mission...

    A ‘Mind Blowing’ Experience at the White House Foster Care Hackathon


    Last week, during a reception at a sleek house off of Washington D.C.’s Embassy Row, I found myself in the kitchen talking with Winnie Wechsler.
    Wechsler, who runs the Pritzker Foster Care Initiative, which funds a slew of child welfare related non-profits including the one I run, was amped up. For months she has been working with other charitable foundations, technologists, folks from the Obama Administration’s child welfare agency and a young man named Sixto Cancel to get the ensuing two-day White House Foster Care Hackathon off the ground.
    “It’s going to blow your mind,” she told me.
    Afflicted with a journalist’s skepticism, and having seen waves of foster care initiatives flame and fizzle over the years, I reserved my judgement.
    I will not yet disclose whether my mind was indeed “blown,” but I think it is important to share ­– for those who were not there – what I took away as some of the most significant moments.

    Big Data

    About fifty people crammed into a panel session on “Big Data.” As we have reported in this publication on numerous occasions, the field of child welfare is grappling with the huge moral question of whether or not to use data analytics to help predict the likelihood that certain children will becomes victims of abuse.
    About 45 minutes into the panel, moderator DJ Patil, who is the chief data scientist for the White House Office of Science and Technology Policy, asked Gladys Carrión, the commissioner of New York City’s vast child welfare administration, what she thought of using predictive analytics in her agency.
    “It scares the hell out of me,” Carrión said, inciting half nervous chuckles in the room.
    “What specifically scares you?” Patil asked.
    “I think about how we are impacting and infringing on people’s civil liberties,” Carrión said. She added that she runs a system “that exclusively serves black and brown children and families… I am concerned about widening the net under the guise that we are going to help them. How can we use these tools to keep children and families in communities together?”
    “I am concerned about stigmatizing families,” she went on. “I don’t think this is the Holy Grail, but I do think it is an effective tool. So how do I mitigate that?”
    Towards the end of the session, Patil said that President Obama is “extremely focused” on the expansion of predictive analytics into human services.
    “How do we have a richer dialogue about these things?” Patil asked. “What is that dialogue about the pros and cons? If you are building [these tools], how to create fairness by design?”
    While these questions remained unanswered, the moment was important for two reasons.
    First was the level at which the dialogue was happening. You had a relatively high level Obama official talking to the chief of one of the nation’s largest child welfare systems alongside a panel of leading researchers in the space, all witnessed by a crowd including Rafael López, the head of the Administration for Children, Youth and Families (ACYF), which oversees the nation’s tapestry of public child welfare agencies.
    The second was the candor of Carrión’s remarks, and the way she matched fear and ambivalence with an ability to remain open-minded. I will get back to this, but in this particular arena, there is a willingness at the highest levels to experiment with technologies that are both wildly promising and scary as hell.

    A New Kind of Foster Care Leader

    I mentioned him higher up, we profiled him last week, and as the senior editor of this publication is quick to point out: The Chronicle of Social Change has dedicated a ribbon of digital ink to the guy already. But that is not likely to change. Sixto Cancel, the founder of Think Of Us, and one of the chief organizers of the May 27 and 28 hackathon, is having a moment.
    Throughout the two-day event Cancel was ceaselessly managing his team of young and dedicated employees, chatting into the ear of Molly Dillon, his collaborator on the White House Domestic Policy Council, and working the room in a way that belied a potential for homegrown leadership that this field has yet to see.
    For years now, foster youth have been organizing to advocate for their rights through state-sponsored “youth advocacy boards” and non-profits like California Youth Connection, which can be giantly effective in changing laws for kids in the system.
    It was through one of these types of organizations that I first met Cancel in Bridgeport, Conn., back in 2010. He was wearing a suit while his peers were in sweats. He spent his time talking to the adults, me included. I was impressed, and a year later invited him to join a panel on foster care and education at Harvard Law School. He killed.
    Over the years, foster youth led advocacy efforts have helped launch great leaders. The most prominent among them is Jennifer Rodriguez who now leads the Youth Law Center out of San Francisco and recently served on the White House Commission to End Child Abuse and Neglect Fatalities.
    Not to diminish Rodriguez’s due shine whatsoever, but Cancel is a different kind of former foster youth leader. He is building his vision of a new child welfare system outside of the support systems that have hitherto carried the voice of so many foster youth. This is a critical point of embarkation. The foster youth led advocacy world has largely been built on a cast of founders, executive directors and administrators who ­never experienced foster care. Cancel is doing it – with help – on his own.
    In the packed auditorium of the Eisenhower Building where the most ceremonial moments of the hackathon took place, the 24-year-old took the stage.
    In unambiguous language, he called out the elephant in the foster youth advocacy room. He said that young people should not focus on the agenda of the agencies that give them a platform, but rather on taking advantage of those platforms to deliver messages that best serve other foster youth.
    “Be unapologetic,” Cancel said. “Your primary mission is to serve our own brothers and sisters who have been in foster care.”
    He ended his remarks by evoking an old adage: “Lead, follow or get out of the way.”
    The young man is leading.

    Commitments

    Towards the end of the hackathon, things started to get a little crazy when Commissioner López of ACYF asked people to stand and share “commitments.”
    Folks from the Silicon Valley Children’s Fund promised to produce a foster care hackathon in October with some of the biggest leaders in the valley ­– to which a former foster youth turned CEO named Marquis Cabrerra said he would chip in $10,000 of his own money.
    Carrión of New York’s Administration for Children’s Services promised to hold a hackathon there. ACYF’s López said he would partner.
    Jon Bradford, the founder of a start-up incubation firm called CoLab, promised to build out the application his team had made the night before and host it into eternity.
    Kevin “Scooter” Ward of the District of Columbia’s Child and Family Services Agency said that he would work with Cancel to launch his Unify platform in D.C. Unify helps transition-age youth set goals and interface with important adults in their lives.
    Jenny Wood, who used to work for Congressmember Karen Bass (D-Calif.) and now works at ACYF, said the agency would strengthen language ensuring foster youth had access to Medicaid after aging out, and that it would clear up guidance so that information sharing is easier among the systems that foster youth touch.
    And so it went, a bonanza of promises to continue the work.

    Back to that Question of Blown Minds

    It was Friday, just before the long Memorial Day weekend, yet Commissioner López was hustling to another meeting just after the hackathon ended. I tagged along.
    I asked him how he thought it all went.
    “Totally energized,” he replied. “I think that the vibe in the room both yesterday and all night was extraordinary.”
    Then, as we moved briskly through the black-and-white-tiled corridors of the massive Eisenhower Building, I came back to a question that I think is at the heart of child welfare’s future. I asked him to react to Commissioner Carrión’s “scared as hell,” comment.
    “I think that to ignore a world that now includes conversations around data analytics and predictive analytics and big data is to ignore progress in the world, but we need to be really careful and thoughtful about that. So that is ultimately what should drive this work because we are dealing with human beings. You know, no tool, no technological tool, no system, can replace the human head, heart and mind.”
    “And I think what we often do in this space is bifurcate it from ‘do you want big data and predictive analytics or not?’ And I think that that is a false choice. We have to be much more thoughtful in this space about being creative and innovative and having hard conversations about things like privacy and data sharing et cetera. But it is all possible if we are willing to engage in the conversation.”
    And with that, we passed through a door, and I found myself under the hot sun looking straight over to the White House. Commissioner López said goodbye and walked off.
    I stood there for a second, and whom should I see behind me?
    Winnie Wechsler.
    Guess what I told her.
    Yes, Ms. Wechsler, my mind was blown.
