I guess you can call this the modern concept of Robin Hood or what I prefer to call Civil Rights 2.0, the Quantum Renaissance.

The armies of the Attorneys and Auditors General seize the assets of those who made themselves rich by stealin' the children, the land and the votes, then return it to the people to rebuilt the kingdom.

Always remember, they take a village, then plunder its most precious treasures.

Department of Justice Begins Third Distribution of Funds Recovered Through Asset Forfeiture to Compensate Victims of Bernard Madoff Fraud Scheme

The Department of Justice today announced that on Nov. 29, the Madoff Victim Fund (MVF) began its third distribution of $695.4 million in funds forfeited to the U.S. Government in connection with the Bernard L. Madoff Investment Securities LLC (BLMIS) fraud scheme, bringing the total distributed to nearly $2 billion.  These funds will be sent to over 27,000 victims across the globe, bringing their total recovery to 56.65 percent. This distribution represents the third in a series of payments that will eventually return over $4 billion to victims as compensation for losses they suffered from the collapse of the BLMIS.  The MVF has received over 65,000 petitions from victims in 136 countries. 

Acting Attorney General Matthew Whitaker, Assistant Attorney General Brian A.  Benczkowski of the Justice Department’s Criminal Division and U.S. Attorney Geoffrey S. Berman for the Southern District of New York made the announcement. 

“Bernie Madoff’s scheme devastated retirement and pension funds, charitable organizations, and thousands of individual investors spread across 49 States, the District of Columbia, and 121 other countries,” said Assistant Attorney General Benczkowski.   “The payments announced today could not have happened without the prosecutors’ relentless pursuit of proceeds of Madoff’s fraud through civil forfeiture—and, as a result of their efforts and those of the Criminal Division’s Money Laundering and Asset Recovery Section, victims who would not have seen a dime in other compensation programs will now recover more than half of their losses.”

“Bernie Madoff committed history’s largest Ponzi scheme,” said U.S. Attorney Berman.  “This Office prosecuted Madoff and others who helped perpetrate his fraud, and we assisted in recovering billions of dollars in proceeds from the fraud.  Today’s payment of more than $690 million is this Office’s third installment in a series of distributions that represent our ongoing commitment to find relief for victims of Madoff’s heinous crimes.”

 “While today’s distribution of funds is indeed significant in scope, we understand no amount of money could ever restore the damage done by Madoff as a result of his selfish behavior and unforgivable financial crimes,” said FBI Assistant Director William F. Sweeney, Jr.  “To all of his many victims and their families, we realize this gesture may not provide the consolation necessary to remove the pain and suffering you have been brought to bear, but we are hopeful it provides some sense of relief, and we remain committed to achieve justice for all victims of inexcusable financial crimes.”

For decades, Bernard L. Madoff used his position as Chairman of BLMIS, the investment advisory business he founded in 1960, to steal billions from his clients.  On March 12, 2009, Madoff pleaded guilty to 11 federal felonies, admitting that he had turned his wealth management business into the world’s largest Ponzi scheme, benefitting himself, his family and select members of his inner circle.  On June 29, 2009, U.S. District Judge Denny Chin sentenced Madoff to 150 years in prison for running the largest fraudulent scheme in history.  Of the approximately $4.05 billion that will be made available to victims, approximately $2.2 billion was collected as part of the historic civil forfeiture recovery from the estate of deceased Madoff investor Jeffry Picower.  An additional $1.7 billion was collected as part of a Deferred Prosecution Agreement with JPMorgan Chase Bank N.A. and civilly forfeited in a parallel action.  The remaining funds were collected through a civil forfeiture action against investor Carl Shapiro and his family, and from civil and criminal forfeiture actions against Bernard L. Madoff, Peter B. Madoff and their co-conspirators.

The MVF’s payouts would not have been possible without the extraordinary efforts of the U.S. Department of Justice Criminal Division’s Money Laundering and Asset Recovery Section, the U.S. Attorney’s Office for the Southern District of New York, and the FBI in the prosecution of these crimes and the recovery of assets supporting the forfeiture in this case.  The MVF is overseen by Richard Breeden, former Chairman of the U.S. Securities and Exchange Commission, in his capacity as Special Master appointed by the Department of Justice to assist in connection with the victim remission proceedings.

OIG Library of Congress Audit On IT Patent Stealin' - First Of Many

The Library of Congress is exactly what it says, the library of congress.

There is a new beta crowdsource project which allows the people to transcribe, edit and review specific archives, like constituency letters to Lincoln, for public sharing.

Public databases are exactly what it is supposed to be preserved, but the Library of Congress has much more potential.

The doctrine of copyright started with the concept of parental rights under canon law of chattels in dealing with ownership of anything one has produced, including children in what is 6th century Ireland through St. Columba:

The powerful stimulus given to Irish learning by St. Patrick in the previous century was now beginning to burgeon. Columba himself dearly loved books, and spared no pains to obtain or make copies of Psalters, Bibles, and other valuable manuscripts for his monks. His former master Finnian had brought back from Rome the first copy of St. Jerome's Psalter to reach Ireland. Finnian guarded this precious volume jealously, but Columba got permission to look at it, and surreptitiously made a copy for his own use. Finnian, on being told of this, laid claim to the copy. Columba refused to give it up, and the question of ownership was put before Ring Diarmaid, Overlord of Ireland. His curious decision in this early "copyright" case went against Columba. Columba was soon to have a more serious grievance against the King. Prince Curnan of Connaught, who had fatally injured a rival in a hurling match and had taken refuge with Columba, was dragged from his protector's arms and slain by Diarmaid's men, in defiance of the rights of sanctuary.

But, alas, the meanies keep stealin' the legacies and the assets of our national treasury by universally applying that crap called privatization to all humans as "work for hire".

Copyright is in the Library of Congress which means there is no law enforcement powers because that would be found in the Executive Branch, like the U.S. Patent & Trademark Office, but the actual patent documents are warehoused, for lack of a better term, in the Library of Congress.

Did Michigan Skim Detroit Public Schools Pensions To Hustle TARP & Steal Detroit Properties?

The U.S. Department of Justice has been very busy, even in Michigan.

Oversight.gov, a product of the DOJ Inspector General Michael Horowitz, has released the U.S. Department of Education Inspector General Final Audit Report on Detroit Public Schools Community District, and, it is not pretty.

Since this report has yet to be reported by Detroit Public Schools Community District (DPSCD), I thought it only considerate to report on it for them.

In a nutshell, it seems Michigan was put on notice to clean up its act.

To begin, the report noted that there was too much stealin;.

There were issues with employees stealin'.

And more issues with employees stealin'.

And even more issues with private contractors and elected officials stealin'.

But wait, there is more.

FUN FACT!  Did you know Michigan passed a law allowing fake corporations, meaning they never incorporated, to levy fake taxes, then capture 50% of Detroit property taxes for schools?

Yes, that is correct.

For fiscal year 2016 (July 1, 2015, through June 30, 2016), Michigan disbursed almost $101 million in Title I funds to Detroit Public Schools. In June 2016, the Michigan State legislature passed a law to restructure the district into two local educational agencies. Effective July 1, 2016, Detroit Public Schools exists only as a revenue-collecting entity that, using additional property tax collections and based on current interest rates, will pay off the district’s debt by 2049. The Michigan State legislature created DPSCD to operate schools using $617 million in new State funds. 

The only problem is, Detroit Land Bank Authority never incorporated and, from what I have seen, there is really no oversight, no audit, and no report on how much was collected and disbursed.

Some of the Detroit properties are assessed through its board as Detroit Land Bank Authority properties when they were never Detroit Land Bank Authority properties.

This is one of the reasons why SIGTARP came into the picture in the first place.

But wait, it gets better.

The City of Detroit is levying taxes for schools on properties the Detroit Land Bank Authority acquired, that had no taxes because the properties went through quiet title proceedings, wiping out the taxes, then refunding the taxes to...well...that has yet to be answered.

The City did not want to talk to me, besides, they never respond to my FOIAs.

But wait, it gets better.

According to the report, Michigan was skimming Title I funding for the pensions.

After we notified DPSCD that it used incorrect pension benefit contribution rates, DPSCD reviewed the rates it used from October 1, 2016, through June 2, 2017, for all employees enrolled in the seven plans included in our sample. 

So, we have the levying of fake property taxes, based upon a fake piece of legislation, by a fake corporation, where we have no idea what they do with the collected taxes.

That is when the idea dawned upon me:  "Did they invest in real estate and was any of that real estate from the Michigan State Housing Development Authority, the Michigan Land Bank Fast Track Authority or the Detroit Land Bank Authority, which has no association with the two aforementioned entities?

"Did Michigan skim Title I Funds from Detroit Public Schools Pension to invest in social impact bonds to hustle TARP and steal Detroit properties?

They do it with the Michigan Children's Trust Fund, so why not Detroit Public Schools Pensions?

Only the U.S .DOE OIG or DOJ can answer this.
