Kindergarten & Gerrymandering In Michigan - Not One Mention of DOJ, DHS, SIGTARP, Obama or Holder

I missed this fun piece!

They stole the children, the land, and the votes...and "The Elected Ones" are trying to figure out why Michigan is at the bottom of the barrel of learning in the world.

There was not one mention of poverty, of which Detroit is on the top of the heap of child poverty, illiteracy, and cognitive and psychological developmental disabilities.

We could ask Fox2Detroit about its corporate history in child welfare fraud, but I am quite sure they would prefer to do that in a more legal arena.

So, in come Jim Runestad, the Michigan Senator who has been championing shared parenting his entire political career...and has done absolutely nothing.

Sorry, Jim, you know I love you but I have to call you out because I do not believe you have a clue on what you are being fed.

The Parental Rights Amendment 2.0 is off and running, rebranding child welfare, where your "Shared Parenting" is going to be a shared parenting with a corporate parent in a Public Private Partnership.

Yes, Jim is selling chattel.

Now, there is a push for mandatory kindergarten initiative for compulsory enrollment at the age of five.

This is how you scrap more data for predictive modeling crap to generate more crap to push for even more privatization in more experimental socioeconomic test transposable models for Detroit and Michigan gerrymandering crappy university white papers.

That is also how you can increase state appropriations and land speculation, too.

Not one mention of improving the lives of the parents who care for the children, being victims of this horrific implementation of corporate parental rights, or rather the acceleration a foreign invasion of civil asset forfeiture for the civil debt of being on of "The Poors".

Not one mention of forced migration, domestic and international, through the industry of trafficking tiny humans.

Each kid generates a good $7K a year for each school and that does not include all the fun, overseas, experimental Social Impact Bond programs to enrich those wonderful UCC foreign nonprofits, who do not pay any taxes because they run public education money through fake child welfare NGOs.

Yes, that was a mouthful, but I am working on my 15 second elevator pitch.

I am not going to embed any supportive links because I have a search boolean on the top right of the web version of my site that will take you to whatever your kindergarten state of mind desires on this subject matter.

I was just tickled that Kindergarten was mixed with Gerrymandering in the same show, and not once did anyone mention Detroit or the ongoing federal actions that you can find in a basic online search, or a search on my blogs.

As I know very, very few will possess the ability to understand the message I am attempting to convey, allow me to assist in one of my favorite soundbyte:

Michigan Medicaid Targeted Population Cost Reimbursed Self Sufficiency Workforce Training Revenue Maximization & Asset Forfeiture Model

Whoever said the 13th Amendment abolished indentured servitude or slavery lied.

There is the exception of being duly convicted of a crime, where poverty, is codified in Michigan as a crime.


In our next exciting adventure into the national policy diffusion of  asset forfeiture model through an
access to health care model
 from"The Poors" (always said with clinched teeth), Medicaid, we have Michigan in play.

It is about time we stop labeling people.  Seriously.  Stop it.  We have the technology to make it end.

I have no problems with generating opportunity for individuals to participate and flourish in society, however they ultimately decide; it is the lack of opportunity to discuss, or at least identify the doctrine of cui bono?"

Who benefits?  The Public Private Partnerships or the individual?

Michigan, being the privatization think tank of the nation, has been pushing the proverbial envelop on targeted populations, the formal term for Medicaid revenue maximization.


How to find a Medicaid revenue maximization free labor workforce.


 "ABLE-BODIED ADULT" MEANS AN INDIVIDUAL AT LEAST 18 YEARS OF AGE WHO IS PHYSICALLY AND MENTALLY CAPABLE OF WORKING.

Who determines the boundaries for meeting the criteria of able-bodied adult?

Is this an GAL model?

Is this the Shared Parenting model, where Jim Runestad refuses to address anything to do with the State sharing parenting through the current child welfare model in Michigan.

What does "capable of working" mean?

Is this the new low wage manufacturing workforce, human currency, with the hourly wages paid through Medicaid, as life self-sufficiency training through social impact bonds, of course.

Does this mean the "able-bodied adult" who is capable of working will have to work off the Medicaid debt for being previously classified as disabled, having received benefits, considering the disability criteria is about to change.

If this is the case, then we have ourselves asset forfeiture of the trust funds because every corporation should hire a child.

Well, actually, these Privateers really did want to convert children into its new workforce and even attempted to change child labor laws, but it did not go over so well.

So, what they did was start to change the entire concept of disability to include age, or rather, children.

This is an Industrial Organizational predictive analytical model to maximize revenues and seize assets.

Someone is going to make a whole bunch of money off this population of chattel through social impact bonds.

I am quite sure there will be those highly sought after, lucrative database, third party contractors who will eventually sell off our data and intellectual property.

Why would there be a penalty provision of stripping one of opportunity to medical access if there is a procedural error?




Whether you like it or not, I am going to make the world go blockchain. 

That way, if someone suspects you of stealin', we can trace it right back to the original mines the copper for the pennies you got by filing false claims for fraudulent cost reimbursements.

Oh, and if your programs suck, you will be shuttered, immediately because the world will know.

That is how you start building procurement policies.

Rep. Runestad seeks public input on child custody reforms

Michigan State Rep. Jim Runestad has scheduled two public meetings to gather input on proposed child custody reforms.
Runestad, chair of the House Judiciary Committee, is working on legislation establishing shared custody with equal parenting time as the starting point for all child custody deliberations in Michigan.
“I want to get as much input as possible from people involved with the family court system throughout our state, including parents, attorneys and other experts,” said Runestad, of White Lake. “This information will allow me to move forward and make meaningful reforms that improve child custody laws in Michigan.”
Public meetings will be at the following times and locations:
·         Aug. 21 at Studio D2D, 401 Hall St. SW in Grand Rapids, from 6 to 8 p.m.
·         Aug. 22 at Antonio’s Cucina Italiana, 2220 N. Canton Center Road in Canton, from 6 to 8 p.m.

Lalanea Little-Tobeler Has An Issue With The Michigan Child Welfare System

Oh my, it seems the State of Michigan has lit a nice little fire with the right mother.

This is how the fraud schemes start.

Everything she testifies about what goes on in the child welfare system is absolutely correct...and it is all billed to Medicaid.




VL did a heart-wrenching interview with a woman from Michigan a few days ago. 

 The more I think about it, the sicker I become with the thoughts of what this poor woman, and many others go through. 

 There is no reason on this earth that human beings should ever be treated in this manner. 

 These vile people have gotten away with this for too long. It is time to take a stand. 

 At this point, we need every move we make to be very public. 

 That is why I wanted to make you all aware that I just finished writing emails to the VP of the National Center for Missing and Exploited Children, various Michigan State Reps – including Congressman Jack Bergman (who is over her district), the County Sheriff’s Office and Trey Gowdy – sending Lala’s interview and demanding full investigations into the state facilities that are still in operation and the arrest and prosecution of all individuals involved, as well as an investigation into the CPS in her area. 

 Will you do the same?  

Will you be a voice for Lala and all the children still out there being abused? 

 Please consider sending an email to the officials listed below. 

 I have a feeling the response will be far less than “warm and fuzzy”.

We have a channel in which we expose truth and give people a voice who would normally not have one. 

 We recently did an interview with Lalanae Little. 

I highly suggest you watch the interview in which she talks about state facilities that physically, mentally and sexually abuse, misuse, assault and take advantage of children on a daily basis that are still in operation. 

 I am requesting a formal investigation be opened into each and every facility mentioned by Ms. Little in this interview that is still in operation. 

And each and every person who performed these acts be immediately arrested and prosecuted to fullest extent of the law. In addition, I request a full investigation into CPS in Ms. Little’s area and each and every person who has behaved against Ms. Little in retaliation be arrested and reprimanded the same. 

Also, Ms. Little’s children should be given back to her, as the only reason they were ever taken in the first place was by a GROSS misuse of power in retaliation against her. 

This is how the fraud schemes continue.

Shared Parenting Bill: They Forgot To Include The State Of Michigan

If you are going to promulgate a piece of legislation which promotes a presumptive joint custody doctrine in dealing with child custody and guardianship between parents, you must include the State of Michigan.

What about the State of Michigan's parental rights?

What about Michigan Children's Institute?

What about Title IV-D funding, double-dipping fraud schemes?

What about legally defining and codifying the term "parent"?

What about termination of parental rights?

What about reinstatement of parental rights?

What about defining parental rights?

What about parents with disabilities?

What about incarcerated parents?

What about staggering sentences?

What about deportation of parents?

What about previously being charged with abuse and neglect cases, where many, many of these cases are based, waist deep, in the claim of moral turpitude for "failing to provide for the best interests of the child", otherwise known as having exclusive BRIDGE card carrying membership as "The Poors"?

If a parent is dependent upon the State of Michigan to provide for the necessary needs of the child, then the state is the de facto parent, and, as such, qualified to jump into any custody/guardianship case.

Notice there is no fiscal analysis as of yet because they know, and they know well, that I am going to rip it apart.

Jim Runestad has been rolling in the mud of Michigan Child Welfare for as long as I have been, so all I can do is honor him for listening to the people, which is more than that thief, Michigan State Representative Rosemary Robinson, and her nefarious son have done.

Rose Mary Robinson voted in the Michigan House Judiciary Committee in opposition to this Bill, just to let you know.

Required joint custody bill passes Michigan House panel

LANSING — Absent reports of domestic violence, judges would be required to award joint legal custody of children to divorcing parents under a bill that passed the House Judiciary Committee today.

With the standard of parenting changing dramatically over the past 40 years — from including same-sex marriage to an increasing number of people having children out of wedlock — reform is needed to remove discretion from judges in child custody cases, said state Rep. Jim Runestad, R-White Lake, who sponsored the legislation.

“We looked at county by county statistics on what happens in custody situations and what we found out is that the custody arrangements are not determined by the kind of parent that you are, but the judge in the county,” he said. “We have study after study of the benefits of shared parenting. It’s a tremendous benefit for the children.”

Linda Wright, of the National Parent's Organization in Michigan, earlier this month said she saw the ill effects of a single parent family when her husband died in 1998.

"While we can't protect our children from the loss of a parent resulting from death, we certainly have the ability and responsibility to do everything possible to prevent the loss of a parent that occurs through divorce," she said. "The children are innocenvictims here."

But the bill aroused a flood of opposition from judges, advocates against domestic violence, family court employees and the family law section of the State Bar of Michigan.

“This bill presumes that one form of custody is best for all families and that’s equal time,” said Rebecca Shiemke, of the Michigan Poverty Law program. “And that’s not necessarily true.”

Logistically, shared parenting time would make it difficult for some parents to find jobs, children could feel lost between two households and child support awards could become a bargaining chip for a parent who doesn’t want to pay a higher amount, she said.

“Some studies report that children complain that they don’t feel they have their own home in shared custody situations," Shiemke said. "We’re a much more mobile society now and with a focus on parents needing to work and have to split time with their children, it’s going to make it harder for parents to find work.”

And child support is based on the number of overnights the parent has with the child. The bill would require that no parent receive more than 200 overnights with their children in a year.

“That would reduce the child support burden that one parent would have to pay to the other,” Shiemke said.  “So a parent could get a lower child support obligation and then just not exercise their equal time.”

In testimony prepared for the committee, judges Kathleen Feeney and Brian Kirkham of the Michigan Judges Association said the bill puts the best interest of the child behind the interest of the parents.

"This presumption (of shared custody) disregards the actual facts as to which parent provides day-to-day support, maintenance and nurturing of the child and instead substitutes the mere presence of a parent," they wrote.

The provision that a judge must give substantial weight to the preference of the child also will force the child to publicly choose sides, they added, "and thrust the child into the middle of a contentious battle between their parents. The ensuing animosity and hurt feelings will linger well after the custody battle is over."

The bill would:
  • Require a judge to grant joint legal custody and substantially equal parenting time, unless there’s a preponderance of evidence of domestic violence in the family.
  • Prohibit a parent from moving more than 80 miles away from the other parent.
  • If a child is 16 or older, the child's preference on custody has to be given substantial weight by the judge.
After only two days of testimony earlier this month, the bill — HB 4691 — passed the committee Tuesday on a 6-3 party line vote with Republicans voting for it and Democrats opposing.  Runestad said a vote on the bill is not expected in the full House of Representatives before they adjourn for the summer later this week.

"I want to continue the dialogue with all the stakeholders so that nobody feels left out," he said.

Will Michigan Stop Medicaid Fraud In Child Welfare With New Bills?

For those of you who do not know, Child Protective Services, and its child welfare contractual arms of the state, are allowed to enter into public record, lies.

CPS has the Right To Lie, even though the 9th Circuit Court said it did not, but, then again, who is going to enforce this basic concept that a lie is nothing less than fraudulent manipulation of the public record in order to maximize revenues of these privatized, tax exempt child placing organizations?

We most certainly know "The Elected Ones" have no intention of lifting a finger, as demonstrated for the last 20 years by ignoring the most staunch, outspoken advocates calling for the entire child welfare system of Michigan to be examined.

God forbid "The Elected Ones" compromise their campaign funding.

Will the federal court which is monitoring the State's child welfare system ever address the fact that a lie, in a child welfare court proceeding, is cost reimbursed through the filing of a false claim to Medicaid?

Nope, which is because Children's Rights, who is the plaintiff in the federal case, never thought what I had to say about Medicaid Fraud in Child Welfare was relevant to their attorney fees.

Will the Michigan Attorney General step up to the plate and speak upon "lying" in a child abuse and neglect proceeding by its privatized, tax exempt child welfare contractual arms?

Hell no.  That would mean the Attorney General would have to snitch upon itself as Wayne County is the only county in the state where child abuse cases are prosecuted by Assistant Attorney Generals, and not the County Prosecutors.

How could the Attorney General possibly, contemporaneously "advise and advocate"?

Will the Michigan Attorney General Medicaid Fraud Control Unit lift a finger to prosecute & recover, contractually bar, invoke license revocation against these contractual child welfare arms of the state which "lie" in a court of law to fraudulently bill Medicaid?

Why start now when the state has a good thing going on through privatization fraud schemes?

Besides, if the state did go after "lying" in the court, it would mean the state would eventually have to reimburse the federal government all that Medicaid money, which typically goes into political campaigns, tax exempt as dark money, of course.

So what lying in a CPS proceeding basically means is that Michigan will remain #1 in human trafficking of children.

I have serious concerns with the concentrated powers relegated to these Child Advocacy Centers, and rightfully so.

Bills would make CPS tape interviews with kids

Mecosta County father who lost custody of his daughters urges passage of measure



LANSING, Mich.  (WOOD) — On a sunny, early spring day in Lansing, Cary Flagg was itching for a fight.

“I can’t fight legally anymore for my kids. Now I fight for other parents,” he said.

The 35-year-old father from Mecosta County lost custody of his four daughters over allegations of sexual abuse, even though he was never charged with a crime.

Flagg was accused of sexually abusing two of his young daughters after an investigation by Children’s Protective Services. The court’s decision was based on the testimony of a state-paid psychologist, a state-administered polygraph and an investigation that even the judge said deviated from protocol. It was a civil rather than criminal matter, where the rules of evidence were less stringent.

Now Flagg is fighting for change in Lansing.

Appearing before the state House Judiciary Committee this month, Flagg told lawmakers his child custody case is a prime example of why forensic interviews with small children should always be video recorded.


“The videotaping of the forensic interviews (is important). If the jury would have actually heard what was said, I would have never lost my children. I wouldn’t have been terminated,” Flagg testified.

CARY FLAGG’S STORY

In 2013, Flagg and his ex-wife were going through a bitter divorce and custody fight. CPS was involved and there were complaints on both sides, though nothing was ever substantiated. Later that year, the girls’ mother took their then-5-year-old daughter to the hospital after blood was found in her underwear. A CPS investigation was opened and investigators immediately focused on Flagg.
Flagg insists he never touched his daughter.

CPS investigators and a Mecosta County sheriff’s deputy interviewed the children — but none of those interviews were documented on video, leading to ambiguities as to what the child said or didn’t say. That confusion would have been eliminated if the interview had been taped.



“I would have been able to use these tools to prove my innocence and to prove what was actually said in their own voices to the jury and that jury would have never given jurisdiction,” Flagg said.

Last year, Target 8 asked former CPS caseworker Ben Hall to look at Flagg’s case. Hall said what happened to Flagg is an example of a department employing investigators who were inexperienced, overworked and often at the mercy of supervisors who never had any contact with the families under investigation.

“Children are being removed from families not because of the law, not because of safety, but because of policy,” Hall said.

BILLS WOULD REQUIRE RECORDED INTERVIEWS

Since his termination, Flagg and his new wife Sara have lobbied lawmakers to support CPS reforms. They have formed online support groups and have gotten active, throwing their support behind a trio of bills that would mandate investigators videotape forensic interviews of children.

“It’s something that protects everybody, if there’s abuse we would like to see that excised.  If it’s not we would like a clearer picture of that as well,” Sara Flagg said.

The proposal has detractors. The interviews would span each county and family court statewide, creating potential storage and maintenance issues. Others insist the camera itself may retraumatize vulnerable children, although supporters say the device would be hidden.

The bills have bipartisan support, including from state Rep. Jim Runestad, R-White Lake.

“It is a major, major issue with families and our system today,” Runestad proclaimed.

Michigan Department of Health and Human Services spokesman Bob Wheaton said in an email to Target 8 that the agency “has not taken a position on the bills.” Wheaton said they “are working with the bill sponsors.

“Our goal with any legislation is to make sure our staff have the tools they need to adequately protect children,” the statement said.

CPS Manager Colin Parks acknowledged to Target 8 last year that there were areas for improvement.
As of Tuesday, the bills — House Bills 42984299 and 4300 — remained in committee.
“There are cases where we could have done better,” Park admitted.

Cary Flagg says the state owes it to parents to be better, and recording the interviews with small children would be a start.

“I know not being able to play that recording in front of a jury is what cost me my kids,” he said.

Below, is another example of how Michigan refuses to stop Medicaid fraud in child welfare because we all know, well, at least those of you who are fans, that the feds will not do a damn thing, but let us keep the faith that this, too, shall soon come to pass.
