I truly hope you take great pride in knowing I did this in one breath, and did not pass out in constructing my response to TARP 2.0, by which these people taunt me, calling it Families First Coronavirus Recovery Act.

The ukrainians did not waste any time setting up their fraud schemes, oops, I mean lending. See, those loans to the bank from the Treasury are going to be forgiven, but the loans from the bank to the small businesses will not, so they can foreclose on them after the businesses do renovation, new stock, new marketing campaigns, you know, turnkey shops, so they can turn around and sell them to other foreign corporations through fake ass LLCs, so they can take out small business loans, where the federal government will forgive the loans to the bank, but the bank will not forgive for the small business, then foreclose on them, wiping out the debt, so they can sell it to another fake ass LLC...... and the cycle becomes eternal because they will go through the Detroit Land Bank Authority by and through the Archdiocese of Detroit, to run the money through lots of trafficking tiny human NGOs like Catholic Charities, and other foster care and adoption agencies, who are the ones who will be buying up these foreclosed small businesses with their fake ass LLCs to fund political campaigns, to pass more asset forfeiture laws, so they can come up with more fake ass LLCs to .....

Wayne Co, TCF Bank roll out small business relief loan fund amid coronavirus

WAYNE COUNTY, Mich. (FOX 2) - Wayne County and TCF have partnered to quickly provide thousands of dollars to small businesses in the county who now find themselves struggling amid the Covid-19 pandemic.

The $10 million partnership is targeted to help small businesses in low income census tracts that have been hardest hit. Loans up to $50,000 with interest rates between 0 - 2% will be made to eligible to Wayne County businesses in need.

The Wayne County program is designed to help these small businesses get immediate financial help during the pandemic.

While recent federal government programs have thankfully been enacted to help small businesses, Wayne County and TCF realized such funds may not be dispersed quick enough to provide needed relief and ensure small businesses are able to pay wages, rent, utilities and stay operational.

LOAN DETAILS
Loan amounts will be available between $5,000 and $50,000 with interest rates ranging between 0 - 2%.

All loans will have a 12-month term with interest-only payments for the first six months and regular payments afterward. At the end of 12 months, the loan will be paid in a single balloon payment.

In order to qualify for the loan, your business must:

Employ less than 100 employees
Have annual revenue under $1 million
Reside in a low income census tract in Wayne County

I told you it was going to be, first, the feel good stimulus, then, comes the bailout of the child welfare industry because that is what they did to Michigan with the Emergency Manager Law and Detroit with TARP.

This is the transposable model I keep presenting in multiple, reiterative, attestations: Stealin' the children, land & vote.

The "Legal Geniuses" (trademark pending) are not giving up because the big one is coming, and I am going to go out on a soothsaying limb and say it will have something to do with some kind of economic reinvestment pitch, like reparations.

U.S. Senate Confirms Darling As HHS Commissioner

Elizabeth “Liz” Darling, president and CEO of the OneStar Foundation in Austin, Texas, was
confirmed by the U.S. Senate yesterday to a senior post in the U.S. Department of Health and Human Services (HHS). Her confirmation had been blocked for months by Sen. Ron Wyden (D-Ore.) but was confirmed by a 57-37 vote.

As commissioner of the Administration on Children, Youth, and Families, Darling will be the administration’s top child welfare official overseeing a budget that includes billions of dollars for foster care. Wyden, the top democrat on the Senate Finance Committee, had placed a hold on her nomination preventing it from going to a floor vote even though the committee narrowly approved her. It is rarely announced when a hold is lifted but Darling would not have been able to get a vote unless it had been.

A call to Wyden’s office was not returned. He was one of the 37 “no” votes yesterday, although he said he believed she was qualified for the job. Sources said he quietly lifted the block in July.

Darling referred calls to the HHS press office.

At the time he blocked it, Wyden said it was because he was upset with the Trump administration’s policy on foster care implemented in South Carolina. It allowed a federally funded, faith-based organization to place children only with Christian families. The policy was being carried out by an office that Darling will oversee.

Wyden said that his opposition to Darling was not personal. “I believe she is qualified for the position,” he said, but he voted against her because of the foster program policy. Wyden was quoted after yesterday’s vote by the Austin American-Statesman as saying: “At a time when there are too many vulnerable kids and too few safe foster homes in America, the Trump administration is allowing states to slam the door on qualified prospective foster parents because of their religious beliefs and sexual orientation. That’s not only unconstitutional, it’s bad for kids.”

It was the second time her nomination, initially made in March 2018, had been put in limbo. While the nomination came out of committee the first time, it did not get to the floor of the Senate. She was re-nominated earlier this year.

Before joining OneStar, Darling was chief operating officer of the Corporation for National and Community Service (CNCS) in Washington D.C., where she provided oversight and management of all CNCS’ national programs, including AmeriCorps, Senior Corps and Learn and Serve America, as well as the offices of Grants Policy and Operations, Leadership Development and Training and Emergency Management. In 2003, Darling was appointed to serve as deputy secretary of the Maryland Department of Human Resources, where she oversaw the Office of Planning and five administrations: Child Support Enforcement, Child Care, Social Services, Family Investment and Community Services.

She assumed the role of founding director of the Center for Faith-Based and Community Initiatives at HHS in 2001. She coordinated the department’s efforts to identify and remove barriers to the participation of faith-based/community groups in accessing federal funds. She was later appointed Advisor on Presidential Initiatives to the Commissioner for the Administration for Children, Youth, and Families (ACYF). In that capacity, she worked across the four Bureaus within ACYF – Head Start, Children’s Bureau, Child Care and Family and Youth Services – where she promoted numerous initiatives, including the President’s Early Childhood Literacy program Good Start, Grow Smart, as well as intergenerational programs and positive youth development.

In 1997, Texas Gov. George W. Bush appointed Darling to the board of the Texas Department of Human Services, where she later became vice chair with policy and program oversight for TANF, Food Stamps and Medicaid eligibility, as well as the regulation of long-term care facilities for the elderly and disabled. Darling chairs the Interagency Coordinating Group (ICG) formed under H.B. 1965 (R82) comprised of 25 state agencies.

A graduate of Baylor University, Darling holds a certificate in Nonprofit Leadership and Management. She was credentialed as a Certified Association Executive (CAE) in June 2014 and received the designation of Certified Fund Raising Executive (CFRE) in March 2015.

I've been heartbroken and horrified to read the news of children at the border being detained in appalling conditions.

Vulnerable Children and Families Act (VCF Act) Reintroduced as S.1178 and H.R.2532. The Vulnerable Children and Families Act (VCF Act), which CAP worked on along with several other organizations, was reintroduced May 18, 2017, by Senators Roy Blunt and Amy Klobuchar as S.1178.  The House bill, led by Representatives Kay Granger and Brenda Lawrence, is H.R.2532. Annual Human Rights Report Legislation.

CAP Faculty Director Elizabeth Bartholet together with a coalition of international adoption (IA) advocates developed and proposed legislation that became S.1177 and H.R.2643. S.1177 was introduced by Senator Roy Blunt (R-MO) on May 18, 2017. H.R.2643 was introduced by Rep. Tom Marino (R-PA) on May 24, 2017, with co-sponsors Rep. David Cicilline (D-RI) and Rep. Daniel M. Donovan, Jr. (R-NY).This legislation is designed to change the nature of the Annual Report on Human Rights Violations issued by the U.S. Dept. of State. It requires that the Report include violations involving the deliberate denial of the right of unparented children to family, including by the shutdown of IA. CAP has been supported in this effort by the Arent Fox law firm which has provided extensive pro bono assistance in working with Congress, and the Cyrus R. Vance Center for International Justice.
