Why would UNICEF want to start championing the welfare of the child?

I am going to say the Children's Trusts, but in the implementation of the blockchain by giving the money to the children, not the Public Private Partnerships that like to indulge in the trafficking of tiny humans like the Vatican and its Queen.

World’s richest nations must protect child well-being in COVID-19 fallout: UNICEF

Children in the world’s richest countries are grappling with mental health concerns, obesity and poor social and academic skills, according to a new study published on Thursday by the UN Children’s Fund (UNICEF).

The report by UNICEF’s Office of Research  Innocenti, urges governments to improve and protect child well-being in the face of the economic, social and educational fallout from the COVID-19 pandemic.

“Many of the world’s richest countries – which have the resources they need to provide good childhoods for all – are failing children”, said Gunilla Olsson, Director of the research office, which is located in Florence, Italy. 

“Unless governments take rapid and decisive action to protect child well-being as part of their pandemic responses, we can continue to expect soaring child poverty rates, deteriorating mental and physical health, and a deepening skill divide among children.”

Annual report card
The study is the latest in UNICEF’s Report Card Series, now in its 20th year, which ranks countries in the European Union (EU) and the Organization for Economic Cooperation (OECD) on childhood. 

Worlds of Influence: Understanding what shapes child well-being in rich countries uses pre-pandemic data from 41 nations on children’s mental health, physical health, and academic and social skills.

The report suggests that among these countries, the Netherlands, Denmark and Norway are the best places to be a child.

Researchers also ranked countries based on their policies that support child well-being and other factors including the economy, society and environment, with Norway, Iceland and Finland topping the list.

Unhappy young lives
Key findings from the report include that in most countries, less than four-fifths of children, report being satisfied with their lives. Turkey posted the lowest rate of satisfaction, followed by Japan and the United Kingdom.

“Significantly poorer” mental health rates were found among children from less supportive families or those who are being bullied.

Suicide is a leading cause of death among people aged 15-19 years in rich countries, with Lithuania, New Zealand and Estonia recording the highest rate of young people who take their own lives.

Obesity on the rise
Overweight and obesity rates have risen in recent years, according to the report. Roughly one in three children in the EU and OECD nations are either obese or overweight, with rates in Southern Europe sharply increasing.

Researchers further found that on average, 40 per cent of children do not have basic reading and maths skills by age 15.  Children in Bulgaria, Romania and Chile were deemed the least proficient.

Additionally, at least one in five children lack confidence in their social skills to make new friends, with children in Chile, Japan and Iceland listed as the least confident in this area.

The pandemic threat
Despite also highlighting progress in child well-being, such as the 95 per cent enrollment rate for pre-school aged learners, the authors fear COVID-19 could rollback these “important gains”.

Due to the pandemic, most children were kept out of school for more than 100 days, and young lives were impacted by stressors such as loss of family members and friends, poor access to healthcare, and lack of support, combined with economic loss.

With GDP expected to fall in practically all of the countries studied, UNICEF warned that child poverty rates will rise unless governments take immediate remedial action. 

 “As the economic, educational and social fallout of the pandemic continues to take hold, without concerted effort, there will be a worsening, devastating impact on the well-being of today’s children, their families and the societies they live in,” said Ms. Olsson. “But these risks do not have to become the reality, if governments take decisive action now to protect children’s well-being.”

Support families, invest in children
That decisive action includes reducing income inequality and poverty so that all children will have access to the resources they need.

“In times of crisis and calm, families need supportive governments and workplaces in order to raise the next generation of happy and healthy citizens”, said Fayaz King, Deputy Executive Director at UNICEF. “An investment in children is a direct investment in our future.”

The UNICEF researchers also called for addressing the “serious gap” in mental health services for children and youth, and expanding family-friendly policies, especially access to quality childcare that is flexible and affordable.

Another recommendation is to ensure budgets that support child well-being are protected from austerity measures.

Will UNICEF Continue To Suck Now That Caryl Stern Is Gone Or Are We Going For War Crimes For Stealin' The Children's Trust Fund?

Will UNICEF continue to suck dry the national treasuries of the world's children's trusts or will the United States be facing an action of war crimes in the international courts?

I just keep thinking about that JASTA.

First, they steal the children, then the land, and finally the votes.

After more than a decade as president and CEO of UNICEF USA, Caryl Stern will be leaving her post next June, the nonprofit announced Wednesday.

Stern has been in her role since 2007. According to the organization, which is headquartered downtown, Stern has helped double its fundraising intake to $600 million during her 13 years at the helm. She said she was able to do so by restructuring and building up its management teams.

In addition, "we made a decision about 10 years ago that we would get louder and prouder," she said. The nonprofit went out into the community and conducted research about who donates. It then found ways for its "hundreds of thousands of $10 donors" to "do more than write a check," Stern said, such as writing letters to politicians.

UNICEF counts American Airlines, the Gates Foundation, Gucci and UPS among its corporate partners.

"Our board is deeply grateful to Caryl for her exemplary leadership, fearless commitment to delivering aid around the world and steadfast championing of children's rights," said Peter Lamm, chairman of UNICEF's board, in a statement announcing Stern's departure. "Caryl has done a terrific job and will be sorely missed."

Stern has given input about who should serve on the search committee for the next president and about the job description, but she does not plan to play a major role in the hiring process. She is still exploring her next steps.

"I keep referencing this as my Seinfeld moment," Stern told Crain's. "I wanted to go out while the show was still popular.

Trust Funds Tales of Child Welfare Fraud: Shirley Temple, Jackie Coogan, Hillary Clinton & UNICEF

Gather around, my dear children, for the Celestial Goddess is about to tell the tale about the origins of child welfare fraud, the greatest fraud known to the history of human existence.

It all begins with the 13th Amendment of the U.S. Constitution, where most people fail to understand that "slavery" was never abolished because it forgot about chattel law.

In the reading of Section one, it clearly states that servitude is still a valid practice as a punishment for crime whereof the party shall have been duly convicted.
Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.
Now, mind you, it did not specify two key items with the first being whether the crime is an administrative or judicial conviction.

In child protection proceedings, poverty is the crime of abuse and neglect, "the failure to provide for the necessary needs of the child" and the due process is handled through administrative law, whereby the recommendations to "convict" are generated by a child protection worker and presented for judicial determination which turns on the federal funding spigot of placing a child as a ward of the court or state.

I state that these are administrative proceedings as one is guilty until proven innocent, without notification of proceedings, denied the right to face one's accuser, with no redress to reinstate the termination of the grant of the gift of custodianship or guardianship.

This is better known as parental rights, but, sadly, is not.

Parental rights are bestowed upon the States Attorney General.

Secondly, what has never been considered is the legal concept of slavery or involuntary servitude with children.

The Thirteenth Amendment did take children into consideration as children were property, chattel of the original guardian, to end the break up of families in slave auctions and sales.

Unfortunately, children never had any recognized rights which is why child labor immediately replaced the institution of slavery after the Emancipation Proclamation.

The world has forgotten about Jackie Coogan, but that is about to change as I am putting him back into the annals of history.

Jackie Coogan was a child actor discovered by Charlie Chaplin who was probably, to this day, one of the most famous child actors known to film.

He went on to star in the Lil' Rascals and did many major films.

Coogan, as a young child star, went on to launch the million dollar Near East Relief campaign that collected food, clothes & money for the child survivors of WWI and the Armenian Genocide, the first international relief effort for children.

The campaign, I guess you can say, should be considered as the original model for what we know today as the political fundraising campaign.



Well, when Coogan became 18 years of age, he found out his parents had squandered his childhood acting earnings, well over a million.

This led to the 1939 California legislation, the first Child Protection Law providing legal protections for child actor's earnings called the "Coogan's Act' or the Child Actor's Bill, the original concept for Social Security Accounts, where parents had to put a percentage into Coogan Blocked Trust Accounts but it contained a few flaws.

Now, enters Shirley Temple, or rather the "Shirley Temple Amendment" which extended protections of a child actor's contracts.


Without going into her early career of Baby Burlesk, or the Meglin Kiddies, the core of this tale is children's trust funds.

As Coogan's career matured, he went on to become the beloved Uncle Fester of the Addam's Family while Shirley Temple became Shirley Temple Black, U.S. Delegate to the United Nations, and UNICEF.


The Thirteenth Amendment has a second section:
Section 2. Congress shall have power to enforce this article by appropriate legislation
 Only one person has attempted to broach Section 2, but that was met with much reproach from the Meanies.

Besides, the approach is flawed as it omits the rights of children, but for the purposes of this tale, the economic rights of the child, the posterity of the nation which is our national treasure, as children grow up to be productive, tax paying citizens.

Well, it seems there are others who are quite aware of this fact and went on to optimistically address these "economic deficiencies" of the Thirteenth Amendment.



Essentially, the California Coogan Blocked Trust Accounts established what we know today as trust funds for minors, Uniform Gift To Minors Accounts (UGMA) and Uniform Transfers to Minors Accounts (UTMA), for the private sector, but there was no national law to this effect.

Neither was there international law in dealing with children's trust funds.

Now, enters UNICEF, the United Nations International Children's Emergency Fund.

UNICEF was created in 1946 as an extension of the successful international Near East Relief campaign to address the child refugees after WWII.

Sometime around early 1990s was the U.S. State Department through its international investment funding mechanism, USAID, partnered with UNICEF.

There are no records of what happened to all the money because UNICEF is a private organization, a trust fund for the children of the world.

It also seems that sometime during the transition of the Bush Administration into the Clinton Administration, there was a massive plundering of the Great Repository of the United States, the National Archives, with all records of the history of child welfare administration, programs, congressional hearings, and historic individuals work, such as Jackie Coogan and Shirley Temple Black, and anything else related to the history of UNICEF, have been destroyed.

The federal records were ordered to be transferred and disposed, not pursuant to any guidelines or rules of the National Archive Records Administration (see the checked box on the forms), but, instead the records were transferred to the William J. Clinton Presidential Library, where, upon executing a records search, one is sent.




As seen in the records, below, federal records were either ordered to be destroyed, or donated to the private sector, where, in this instance, is the William J. Clinton Library, where there is no such thing as FOIA in the private sector.

And that, boys and girls, is how the Clintons with the assistance of the Bush Administration, pillaged the National Archives of the United States of America and manipulated the historic record, and destroyed the integrity of the Congress to obviate in rulemaking. 

But now, the question is why?




So, why would the Clintons destroy federal records?

Children's trust funds!

Trust funds are dark money of the private sector because anything dealing with the welfare of a child is protected under the cloak of secrecy, and, immunity and can go into political campaigns.

Yes, the only laws on the books as to transfer and ownership of trust accounts are in the areas of banking and under child welfare, which has now been privatized.

If one must rely upon the state because they are too poor to "provide for the necessary needs of the child", that is abuse and neglect, grounds for termination of parental rights, or rather eminent domain of a Lis Pendens of Quiet Title on the chattel, which is nothing more than termination of parental rights.

The transfer of the chattel, the birth certificate, or, more intuitively, the deed to the child and the access to the equity, Social Security Trust Account of that child, transfers authority to the private sector over the trust account which can be leveraged into social impact bonds, or mortgaged.

And guess what you can do with a mortgage?

Bankruptcy or wipe it out, again with another Lis Pendens of Quiet Title on the chattel, which is nothing more than termination of parental rights.

And this ends another the tale of child welfare fraud.

The Global Chattel Ranching Industry Of Child Welfare

Privatization of child welfare services is no longer a concept, it is a global reality.

The Global Industry of Human Trafficking in Child Welfare 
The best part about watching this scheme unfold, is that no one is speaking upon the massive fraud in these fee laden child welfare programs, constructed through tax exempt NGO models, which profit from human trafficking of the poor.

First, personal responsibility policies unraveled the social safety net and created a new population of "The Poors".

Then came the waivers to untether any oversight of operations, billing and civil rights.

Now comes corporate social responsibility through social impact investing,the next phase of privatization in human trafficking, and it is tax exempt.

Keep in mind, when I mention human trafficking, it is inclusive of forced migration, or as I like to call it, "chattel ranching" the oldest form of survival.

These bonds are to be repaid through Medicaid.

Just keep that in mind.

TD Bank Supports New York City Nonprofit Growth with Nearly $461 million in Funding

TD Bank, America's Most Convenient Bank®, announced today that it provided a total of $460.8 million to metro New York City non-profit, education and government agencies in loans, lines of credit and letters of credit during fiscal year 2016. The funding helped support key renovations, real estate transactions, municipal services and more for organizations ranging from transit providers to private schools.

Among the transactions closed by TD Bank's New York not-for-profit group in 2016 were:
  • $39.1 million to the United States Fund for UNICEF for a tax-exempt bond purchase to refinance its headquarter building in Manhattan, which reduces the interest paid by the organization by half, saving millions over the life of the loan. The United States Fund for UNICEF (USF) is the U.S. non-profit, non-governmental organization that supports UNICEF through fundraising, advocacy and education. UNICEF supports initiatives for child development, health, access to education and gender equality worldwide.
On a personal note, UNICEF does not have the greatest track record in Haiti.
  • $47.9 million to ADAPT Community Network (formerly United Cerebral Palsy of New York City, Inc.), for a tax-exempt and taxable direct purchase of Series 2016A and 2018B bonds. The proceeds were used to refinance renovation costs of ADAPT's offices and to move educational services into the same space, creating operational efficiencies and freeing up additional space for a non-profit tenant within their building. ADAPT offers more than 75 comprehensive programs including medical, clinical, educational, technological, residential and rehabilitative services to more than 14,000 New York City residents and families annually.
More unregulated, tax exempt child welfare programs to fund political campaigns so they can further invest in these social impact bonds!
  • $10 million loan to The Windward School to support the purchase of a residential building as part of its Manhattan campus. Windward is a coeducational, independent day school dedicated to providing a proven instructional program for children with language-based learning disabilities. The school's multisensory curriculum is designed for students of average to superior intelligence who can benefit from a unique educational experience through direct instruction in small classes combined with opportunities for social and emotional growth.
Language-based learning disabilities is just a fancy way of billing to teach imported kids English.

In honor of Juneteenth, the U.S. celebrates, well, not really because the majority of Americans have no idea of what it means, the emancipation of slaves with the signing of the Emancipation Proclamation.

Juneteenth, also known as Juneteenth Independence Day or Freedom Day, is an American holiday that commemorates the June 19, 1865, announcement of the abolition of slavery in the U.S. state of Texas, and more generally the emancipation of enslaved African Americans throughout the former Confederate States of America. Its name is a portmanteau of "June" and "nineteenth", the date of its celebration.[1][2] Juneteenth is recognized as a state holiday or special day of observance in 45 states.[3]
But slavery was never abolished because of the Exception Clause, or rather the word "except".

I understand why people think orphanages effectively address the global orphan crisis. According to UNICEF, there are around 140 million orphans currently in the world. And orphanages can provide a place where children are safe with basic needs met. They have toys, clothing and shelter. They go to school. They sometimes have a swing set.

In keeping with this and the agency’s commitment to adapt to the evolving realities of the AIDS crisis, UNICEF commissioned an analysis of population household surveys across 36 countries. Designed to compare current conditions of orphans and non-orphans, the global analysis suggests we should further expand our scope, focusing less on the concept of orphanhood and more on a range of factors that render children vulnerable. These factors include the family's ownership of property, the poverty level of the household, the child’s relationship to the head of the household, and the education level of the child’s parents, if they are living. In UNICEF’s experience, these are the elements that can help identify both children and their families – whether this term includes living parents, grandparents or other relatives – who have the greatest need for our support.


Orphanages allow loving, well-intentioned people to see the direct results of their donations and their work in a tangible way. But are they what’s really best for children? Decades of research tells us no.  It’s time to change how we respond to the Global Orphan Crisis. First, we need to understand that in many ways it’s not an orphan crisis, but an “orphanage” crisis, and in order to usher in real change, we must start to visualize a solution that doesn’t have four sturdy walls:

Families.

Forced migration.

Human trafficking.

Orphanages, however loving and compassionate the staff, founders and surrounding community, are not adequate substitutes for real families. Studies have shown that institutional care – like orphanages - affects the way a child’s brain develops, causing dramatic developmental delays and even stunts physical growth; institutionalized children average 1.0–1.5 standard deviations below the mean for parent-reared children with respect to physical growth and behavioral and mental development. In fact, decades of research have shown us how children’s brains develop differently when affected by abuse and neglect. This changes how children form relationships and limits their ability to attach to others.

Orphanages are human plantations, warehouses of god, complete with a recordkeeping database of legacies, created by christian missionaries to "Salvage the Souls" by "Saving the Savages" by indoctrinating the society to the socioeconomic system of the tax exempt god.

If parents are humans, where humans are carbon. and climate change is about reducing carbon, would that then be one reason behind the need for more orphanages?


Then, there is the logistical issue of a few workers caring for many children. Young children are hardwired to need more than just food and water—they need attention and touch and positive affirmation from a consistent and present role model. Even the most good-hearted orphanage employees cannot possibly fulfill these emotional needs to a large group of children in a truly satisfactory manner. Groups of well-intentioned youth groups and church volunteers can also not meet these needs for children.  Everything about growing up in an orphanage has life-altering consequences.

Think about your own family. If something awful were to happen, you wouldn’t want your child would go to an orphanage. Not even one with toys, a school and a swing set.

Parents in the United States often make arrangements for their children to live with relatives should anything unexpected happen, and when that’s not an option, we rely on foster care. By the 1950s, more children lived in foster homes than in orphanages in the United States. Today, U.S. orphanages have largely disappeared with foster care taking their place.

According to UNICEF data, an estimated 90 percent of “orphaned” children around the world actually have at least one living parent. Some parents surrender children to an orphanage because an extenuating circumstance – poverty, illness, regional violence, war or displacement – leads them to that point. If my child is in an orphanage, they think, at least they’ll eat. At least they’ll have a chance to go to school. At least they’ll have a chance at life.

For parents facing desperate options, poverty, the orphanage down the road that promises food and education becomes a good option and surrendering that child is the loving choice. They see it as the best option – or, often, their only option – for their child’s survival or education.

Poverty should never be a reason to place a child in an orphanage but it is andthere is nothing anyone can do about it – orphanages were never made to meet this need. They were once necessary in the midst of large-scale crises, like the HIV/AIDS crisis, that took the lives of entire villages. But now, orphanages should be a last resort, because there is a better way: Family-centered, individualized care.

Foster care that has been contextualized to function effectively in developing countries should be the alternative to orphanages. It’s time to change our understanding of orphanages to reflect the fact that most of the children in them are not actually orphaned.  The majority of children in orphanages worldwide have one or two living parents. Family preservation and family strengthening programs, like temporary foster care, should replace orphanages and be offered to help assist parents thrive and remain together with their children.

No. It is human trafficking. 

Stealin'.

Christians who feel strongly the biblical call to care for the widow and orphan, and who have led the missions work to build orphanages in the past, are uniquely qualified to lead a movement of change within the Western Church.  It is time to stand against orphanage-based care and instead support local, community-based foster care around the world. Foster care was the right decision in the U.S. in the early 1900s and it’s the right decision now on a Global stage.

But the Global effort must foremostly empower the local leaders and social work professionals to lead the change in their own communities. This ensures quality family-based care and support services are sustainable and tailored to every community’s particular needs.

Do your understand you are promulgating human trafficking?  No, seriously, you actually published this into the public record. You need to re-read this, with your eyes closed, and think of yourself as a parent who has had their child snatched from their arms, based upon an anonymous call.

A family setting best supports a child’s spiritual, physical, psychological, social, and emotional needs. I urge Christians, churches and global outreach organizations across the U.S. during this National Foster Care Month to help us in this movement to support families, reunify children in orphanages with their families and establish foster care systems around the world, because every child is made in the image of God, and each of them matters.

Saul, still breathing murderous threats against the disciples of the Lord,
went to the high priest and asked him
for letters to the synagogues in Damascus, that,
if he should find any men or women who belonged to the Way,
he might bring them back to Jerusalem in chains.
On his journey, as he was nearing Damascus,
a light from the sky suddenly flashed around him.

Department Of Defense SIGAR Report On Privatized Sex Trafficking Of Tiny Humans In Afghanistan

If you are brave enough to learn the truth about child welfare fraud in Afghanistan, funded by and through the U.S. State Department under the leadership of Hillary Clinton, using UNICEF and USAID money to set up a foster care and adoption system that established the trafficking of boys, then, please, continue.

Children are human captial to be financially leveraged and sold for profit, through the eyes of the tax exempt god because no one cares.

They call the operation of snatching the little girls' babies Child Protective Services, in the best interests of the child, because in international adoptions, the child fetches $13,400 a year in tax incentives, not to mention the tax exempt trust funds, but can fetch an even heartier price if the baby is sold for snuff films.

Afghan Pedophiles Get Free Pass From U.S. Military, Report Says




A former Special Forces officer, Capt. Dan Quinn, was relieved of his command and pulled from Afghanistan after fighting with an Afghan militia commander for keeping a boy as a sex slave.


On 5,753 occasions from 2010 to 2016, the United States military reported accusations of “gross human rights abuses” by the Afghan military, including many examples of child sexual abuse. If true, American law required military aid to be cut off to the offending unit.

Not once did that happen.

That was among the findings in an investigation into child sexual abuse by the Afghan security forces and the supposed indifference of the American military to the problem, according to a report released on Monday by the Special Inspector General for Afghan Reconstruction, known as Sigar.
The report, commissioned under the Obama administration, was considered so explosive that it was originally marked “Secret/ No Foreign,” with the recommendation that it remain classified until June 9, 2042. The report was finished in June 2017, but it appears to have included data only through 2016, before the Trump administration took office.

The report released on Monday was heavily redacted, and at least in the public portions it did little to answer questions about how prevalent child sexual abuse was in the Afghan military and police, and how commonly the American military looked the other way at the widespread practice of bacha bazi, or “boy play,” in which some Afghan commanders keep underage boys as sex slaves.

“Although DOD and State have taken steps to identify and investigate child sexual assault incidents, the full extent of these incidences may never be known,” the report said, referring to the departments of Defense and State.

Sigar said it had opened an investigation into bacha bazi at the request of Congress and in response to a 2015 New York Times article that described the practice as “rampant.” The article said that American soldiers who complained had their careers ruined by their superiors, who had encouraged them to ignore the practice.

“DOD and State only began efforts to address this issue after it was raised by The New York Times,” said John F. Sopko, the special inspector general. “And even after that story, the sufficiency of policies they’ve put in place and the resources they’ve committed seem questionable. When Congress passed the Leahy laws they prioritized the issue of gross human rights violations. As our report clearly shows, both agencies failed to live up to that task.”

A former Special Forces officer, Capt. Dan Quinn, who beat up an Afghan commander for keeping a boy chained to his bed as a sex slave, said at the time that he had been relieved of his command as a result. “We were putting people into power who would do things that were worse than the Taliban did,” said Captain Quinn, who has left the military.

Sgt. First Class Charles Martland, a highly decorated Green Beret, was forced out of the military after beating up an Afghan local police commander in Kunduz who was a child rapist. Sergeant Martland became incensed after the Afghan commander abducted the boy, raped him, then beat up the boy’s mother when she tried to rescue him. Congressional inquiries apparently led to Sergeant Martland’s reinstatement.

The Times article also cited the suspicious death of Lance Cpl. Gregory Buckley Jr., a United States Marine who was killed at a checkpoint where he was stationed with a notorious commander who had a retinue of bacha bazi boys. Corporal Buckley had complained about that commander and was killed, along with two other Marines, by one of the commander’s boys.

The Sigar report made no mention of the cases of Corporal Buckley, Captain Quinn or Sergeant Martland, and it appeared to have interviewed only three unnamed American soldiers who reported being aware of the practice, which many soldiers and Afghan officials have told journalists they know to be widespread.

As of Aug. 12, 2016, the Defense Department was investigating 75 instances of gross human rights violations, seven involving child sexual assault, but even Defense Department officials acknowledged that that was a small portion of the total, the Sigar report said.

Under the Leahy Law, United States military aid funds must be cut off to any foreign military unit implicated in gross human rights violations, which includes the practice of bacha bazi, with its enslavement and rape of young boys. But another provision of American law, called the “notwithstanding clause,” says that Afghan military aid should be available “notwithstanding any other provision of law.”

The Sigar report said that the “notwithstanding clause” had been used repeatedly to evade cutting off military aid to Afghan units.

“DOD’s continuing to provide assistance to units for which the department has credible information of a gross violation of human rights undermines efforts by U.S. government officials to engage with the Afghan government on the importance of respect for human rights and rule of law,” the report said. But it also said no evidence had been found that American soldiers were ordered to look the other way as a matter of policy, or that their commanders condoned the bacha bazi practice.
American military commanders in Afghanistan have repeatedly denied that there was any policy to condone child sexual abuse.

The Sigar report recommended restricting the use of that “notwithstanding clause” to evade the provisions of the Leahy Law, and a draft defense appropriations bill supports that recommendation.
The practice is so widespread that at least one of the 2014 Afghan presidential candidates was a onetime C.I.A.-backed warlord, Gul Agha Shirzai, who was widely accused of being a pedophile who keeps bacha bazi boys.

President Ashraf Ghani vowed to end the practice in a 2015 speech, but there have been few, if any, prosecutions by the Afghan authorities for bacha bazi practices. Mr. Shirzai is now the minister of border and tribal affairs in Mr. Ghani’s government.

My Contribution To Viet Nam's Child Protection System

Viet Nam has a golden opportunity to present to the world a modern child protection system.

Replete with the expertise of key international leaders, the effort to design a system which functions with a focus on the profitable future of society would not be complete without my contribution:


  1. Accreditation: Establish a transparent process for accreditation of all state-wide child welfare/social service agencies.  Even though the example I present is based on adoptions, there needs to be a universal accreditation process;
  2. National Complaint Registry: Construct a national complaint registry for any individual involved in the child protection system to have a voice.  Whether that voice is to lodge a complaint for child protection, or questionable actions and inactions of a social worker, or the child welfare agency, the people will be empowered to be the regulators.  Allow public access to this registry in the area of complaints made on child welfare/social services agencies for the purposes of publishing findings leading to contractual debarment, sanctions, prosecution and recovery of public funds;
  3. Community involvement: The best practice for public awareness and education is to allow the public to be involved.  Each segment of the system should include community interaction, allowing community leaders to directly participate in the policy process.  Community involvement also includes the voice of children.  Let them always be heard.

HA NOI — Viet Nam needs to build a child protection system that paves the way to long-term, sustainable solutions to prevent the abuse of children, says Labour, Invalids and Social Affairs Minister Nguyen Thi Kim Ngan.
The minister also identified two tasks crucial to ensuring a safer environment for children – especially as the public becomes more worried about an increase in their abuse – while speaking at a national workshop to discuss the prevention and control of the abuse of children in Ha Noi yesterday,
These were to improve the quality of staff working with children throughout the country and the establishment of social services, public and private, that systematically, continuously and professionally protect children.
Public Security Ministry's statistics show that on average, more than 100 incidents of child murder; 800 of sexual abuse and about 50 kidnappings are detected and punished each year.
Education and Training Ministry figures recorded about 1,600 incidents of violence in and out schools involving about 3,200 students last year.
Child Care and Protection Department director Nguyen Hai Huu told the workshop that relatives, neighbours, acquaintances and even parents were reported for having abused children. A survey of 13 Cuu Long (Mekong) Delta provinces in the past year found that children under 6 accounted for 13.per cent of the victims; children 6 to 13, 37.2 per cent; and children 13 to 16, 49 per cent.

Participants at the workshop agreed lack of awareness and a safe friendly environment for children together with a shortage of social services and a child protection system were the reasons the abuse continued.
Public Security Ministry representative Nguyen Chi Viet told the workshop that a more comprehensive, detailed law to protect children was needed.
It should include regulations governing the responsibility of each agency; define the gravity of the offences; provide protection for witnesses or those who report abuse and the establishment of investigation procedures and special courts for children.
The United Nations Children's Fund, UNICEF, had worked with the ministry to establish investigation rooms suited to children, he said.
UNICEF Viet Nam representative Graig Burgess told the workshop that it was a critical and appropriate time for Viet Nam to develop a complete child-protection system.
The system should clearly define the legal role of relevant agencies in child care and protection as well as provide a clear definition of abuse and violence against children.
It should also include a reporting system with well-trained people.
The UN representative said child protection was an integral part of Viet Nam's social welfare policies, services for the disadvantaged or those to improve public's physical and mental health.
UNICEF would help Viet Nam implement suitable measures and take advantage of international support, including perfecting its law system for children and train staff to ensure the safety and development opportunities for its children.
