Vatican used charity funds to bet on Hertz credit derivatives

The Vatican invested some donations for the poor and needy in derivatives that bet on the creditworthiness of Hertz, the US car rental company that defaulted on its debts earlier this year, according to documents seen by the Financial Times.

In 2018, Pope Francis said credit default swaps “encouraged the growth of a finance of chance and of gambling on the failure of others, which is unacceptable from the ethical point of view”. The instruments, he said, were “a ticking time bomb”.

But three years earlier, part of a €528 million Vatican portfolio “derived from donations” bought structured notes containing CDS as part of a bet that Hertz would not default on its debts by April 2020, the documents show. The company filed for bankruptcy the following month, giving the Holy See a narrow escape on the investment, which paid out in full.

The investment was made under the watch of Cardinal Giovanni Angelo Becciu, who was stripped of his rights as a cardinal by the Pope last month over what Cardinal Becciu described as an allegation of “misappropriation”.

Money was invested on behalf of the Vatican’s Secretariat of State, the Holy See’s powerful central administration office where Cardinal Becciu was second-in-command from 2011 to 2018. The Secretariat has responsibility for administering donations made to the Church by Catholics around the world.

There appears to be no evidence Pope Francis himself was aware of the investment in the CDS-linked notes, which were held directly through a Secretariat account in Switzerland and made by a third-party consultant on its behalf.

Disastrous

Similar CDS trades have proved disastrous for several hedge funds in a wave of US corporate bankruptcies this year.

CQS, the London-based hedge fund run by billionaire trader Michael Hintze, suffered a roughly 50 per cent drop in the value of its flagship fund in the spring, after defaults including Hertz led to large losses on high-risk derivatives.

Other investments made by managers for the secretariat appointed by Cardinal Becciu include financing the 2019 film Rocketman – a biopic of the musician Elton John – according to fund documents seen by the FT.

The secretariat also bought multiple luxury residential properties in London’s Knightsbridge, and securitisations partly comprising invoices owed by the Italian state to Vatican-controlled hospitals.

Late last month Pope Francis asked Cardinal Becciu to resign – relieving him of his position as the man in charge of overseeing the canonisation of Catholic saints – as a result of allegations about the management of Vatican money. The cardinal has not been charged with any crime by the Vatican. He said he has committed no wrongdoing and vowed to clear his name. He and the Vatican did not respond to requests for comment on the derivatives investment.

Swiss bank accounts

The management of Vatican assets held in Swiss bank accounts during Cardinal Becciu’s watch has come under mounting scrutiny after Vatican police last year raided the offices of the secretariat to seize documents linked to a London property deal.

The secretariat’s investment in the London building known as 60 Sloane Avenue was made through a fund in Luxembourg in 2014 in a deal personally authorised by Cardinal Becciu. In June the Vatican’s state news service reported that Holy See prosecutors believe the investment caused “huge losses”.

Powerful Vatican Cardinal Becciu resigns amid scandal

ROME (AP) — The powerful head of the Vatican’s saint-making office, Cardinal Angelo Becciu, resigned suddenly Thursday from the post and renounced his rights as a cardinal amid a financial scandal that has reportedly implicated him indirectly.

The Vatican provided no details on why Pope Francis accepted Becciu’s resignation in a statement late Thursday. In the one-sentence announcement, the Holy See said only that Francis had accepted Becciu’s resignation as prefect of the Congregation for the Causes of Saints “and his rights connected to the cardinalate.”

Becciu, the former No. 2 in the Vatican’s secretariat of state, has been reportedly implicated in a financial scandal involving the Vatican’s investment in a London real estate deal that has lost the Holy See millions of euros in fees paid to middlemen.

The Vatican prosecutor has placed several Vatican officials under investigation, as well as the middlemen, but not Becciu. Becciu has defended the soundness of the original investment and denied any wrongdoing, and it’s not clear whether the scandal itself was behind his resignation or possibly sparked a separate line of inquiry.

But the late-breaking news of his resignation, the severity of his apparent sanction, the Vatican’s tight-lipped release and the unexpected downfall of one of the most powerful Vatican officials all suggested a shocking new chapter in the scandal, which has convulsed the Vatican for the past year.

The last time a cardinal’s rights were removed was when American Theodore McCarrick renounced his rights and privileges as a cardinal in July 2018 amid a sexual abuse investigation. He was subsequently defrocked altogether by Francis last year for sexually abusing adults as well as minors.

Before him, the late Scottish Cardinal Keith O’Brien in 2015 relinquished the rights and privileges of being a cardinal after unidentified priests alleged sexual misconduct. O’Brien was, however, allowed to retain the cardinal’s title and he died a member of the College of Cardinals, the elite group of churchmen whose main job is to elect a pope.

In the Vatican statement, the Holy See identified Becciu as “His Eminence Cardinal Angelo Becciu,” making clear he remained a cardinal but without any rights.

At 72, Becciu would have been able to participate in a possible future conclave to elect Francis’ successor. Cardinals over age 80 can’t vote. But by renouncing his rights as a cardinal, Becciu has relinquished his rights to take part.

Becciu was the “substitute,” or top deputy in the secretariat of state from 2011-2018, when Francis made him a cardinal and moved him into the Vatican’s saint-making office. He straddled two pontificates, having been named by Pope Benedict XVI and entrusted with essentially running the Curia, or Vatican bureaucracy, a position that gave him enormous influence and power.

The financial problems date from 2014, when the Vatican entered into a real estate venture by investing over $200 million in a fund run by an Italian businessman. The deal gave the Holy See 45% of the luxury building at 60 Sloane Ave. in London’s Chelsea neighborhood.

The money came from the secretariat of state’s asset portfolio, which is funded in large part by the Peter’s Pence donations of Catholics around the world for the pope to use for charity and Vatican expenses.

The Holy See decided in November 2018, after Becciu had left the secretariat of state, to exit the fund, end its relationship with the businessman and buy out the remainder of the building. It did so after Becciu’s successor determined that the mortgage was too onerous and that the businessman was losing money for the Vatican in some of the fund’s other investments.

The buyout deal, however, cost the Holy See tens of millions of euros more and sparked the Vatican investigation that has so far implicated a half-dozen Vatican employees.

Becciu has insisted he wasn’t in power during the 2018 buyout deal and always acted in the sole interests of the Holy See. In the Vatican prosecutor’s initial warrant, Becciu is not named, and it remains unclear if his role in managing the secretariat of state’s vast asset portfolio was connected with the resignation.

His former boss, Secretary of State Pietro Parolin, has said the whole matter was “opaque” and needed to be clarified. Francis, for his part, has vowed to get to the bottom of what he has said was evidence of corruption in the Holy See.

Francis would meet regularly with Becciu in the Italian’s role as prefect of the saint-making office, since every month or two he would present lists of candidates for possible beatification or canonization for Francis to approve.

In addition, since the beginning of his pontificate, Francis had an annual luncheon date at Becciu’s apartment along with 10 priests on the Thursday of Holy Week leading up to Easter. The Vatican always reported the get-togethers were a chance for the pope to chat informally with Becciu and priests of his diocese on the day the church celebrates the institution of the priesthood.

The luncheon didn’t happen this year amid the Vatican’s coronavirus lockdown.

Questions persist as to why DeVos requires full-time protection from the U.S. Marshals Service, which NBC News reported she began receiving shortly after she was confirmed — the only Cabinet official with such an arrangement. The Marshals Service wouldn't comment on the arrangement or any specific security threat DeVos faces.

Rather than actively offer guidelines to public schools as they struggle with the immense financial and logistical challenges of reopening, DeVos told the Washington Examiner in June that she was working mostly remotely from Michigan, her home state — where she owns the 22,000-square-foot estate on Lake Macatawa — with a public schedule that has been mostly empty for the past several weeks, including no events on her public schedule for this week.

Education Department spokeswoman Angela Morabito said DeVos has been dividing her time among Michigan, Washington and road trips.

DeVos has been holding events not listed on her public calendar, including several sponsored by the conservative Federalist Society, according to Federalist Society postings. She has also participated in a few events related to private schools and advocacy for vouchers, including a roundtable July 23 at a private Christian school in Ohio and two events in the Carolinas with Vice President Mike Pence.

Her press office said she has been in constant contact with governors and state superintendents virtually and in person. Yet NBC News couldn't find a record of similar events with public school officials; Noelle Ellerson Ng, associate executive director for advocacy at AASA The School Superintendents Association, representing public school superintendents in 49 states, said the group hasn't heard from DeVos this year.

"We would stand ready to answer that call. That's my job, to be a direct liaison to the federal government," said Ellerson Ng, who said she facilitated many such meetings for previous education secretaries of both parties. The group has been critical of DeVos' proposed education budget cuts.

State officials are also pleading for more assistance.

With school reopening in three weeks, Gov. Ned Lamont, D-Conn., told MSNBC on Friday that he still doesn't know "what, if anything, the feds are going to do to help."

Days after DeVos' and Pence's visit July 29 to a classroom at Thales Academy, a network of private nonsectarian community schools in North Carolina, to highlight the school as a model for reopening, several fourth-grade students were asked to quarantine after a student tested positive for COVID-19. "Thales is a great example more schools could emulate," DeVos said during the visit. "You didn't wait for guidance from the Department of Education. You didn't ask for permission."

DeVos had no events on her public calendar last week.

Still, she continues to echo the president's demand that public schools reopen for in-person instruction, regardless of the levels of infection in their communities. She also insists that it isn't her job to help localities determine how to do so safely.

There was no mention of Betsy, but, then again, Emperor Pence was there, by Trump's side, in his Mephistophelesic fashion.

Did HHS Azar Just Usurp Trump On Corporate Parental Rights In International Gerrymandering Policy?

Why was Azar in Taiwan talking about a foreign national policy of another nation?

Was Azar granted any authority to speak on behalf of the United States?

I would love to see those memoranda because I find this behavior to be deeply disturbing.

DHHS's only authority when dealing with a foreign nation should be about CDC sub-recipient grant management, which should be about NIH and their tiny human lab rat activities.

Any such concerns could have been referred to the DHHS OIG to be referred out to DOJ to be referred out to the proper jurisdictions(s) to address any such issues with private research funded through public dollars.

What that has to do with shaping another nation's foreign policy, I have no idea, but we should ask Emperor Pence, because he has a long standing relationship with Eli Lilly and the Vice President is over foreign policy, where, the President is over domestic policies.

The Secretary of State has the signatory authority to sign off on any foreign policy engagements, but, hey, what do I know?

I know this looks like a usurpation of executive power.

I am quite sure there are those who are assigned to do real time field observations on this activity. 

But, just in case no will take the time out of their day to find out why Azar would be so brazenly bold to falsely advise Trump, while, from what I can see in a cursory glance, personally inure himself, in his official capacity of public office, to advocate for a foreign corporation, of which, he more than likely is still generating revenue, as a primary stakeholder of Eli Lilly, but, hey, what do I know?

I know Eli Lilly is in Taiwan and I bet Emperor Pence can tell us about his days when he was sending lots of emails back and forth to his friends, when he was in Indiana, that he does not want to let us read the contents, thereof.

This study provides information to doctors prescribing growth hormone to treat children and adolescents, ultimately helping physicians to use these products more effectively.

The GeNeSIS study includes a core study and 5 sub-study modules: DNA Analysis, Growth Prediction, SHOX Deficiency, Neoplasia, and Idiopathic Short Stature. Objectives of the sub-studies are: to characterize gene defects associated with hypopituitarism, growth disorder or short stature; to develop accurate growth prediction models using clinical and biochemical data; to characterize the clinical, endocrine and other features associated with SHOX deficiency and related disorders; to characterize the natural history of neoplastic disease in children evaluated or treated for endocrine or growth disorders; and to examine the variability among genes, proteins and other biomarkers that may be related to growth in children in the United States who receive Humatrope for treatment of idiopathic short stature. (a.k.a. protein deficiencies).

Eligibility Criteria

Children of either sex who are being treated with Humatrope for growth failure are eligible to participate in the core study. Core study participants may also participate in applicable sub studies, through separate consents.

Girls: All ages

Growth failure is a fancy term for starving tiny humans whose parents have failed to provide for the best interests of the child (a.k.a. On October 18, 1976, almost a year after he was elected as Mayor of San Francisco, George Moscone appointed Jim Jones to the San Francisco Housing Authority, the agency with jurisdiction over public housing in the city. The appointment has been interpreted as an indication both of Jones’ power in the city and of his weakness in the political realm.

It was a victory for Jones in several respects. The Temple’s active support of Moscone the previous year may — or may not — have been pivotal in the mayor’s victory, but the interval of 11 months between the election and the appointment acted to undermine Jones’ presentation of himself as kingmaker. Just as telling is that, even though Temple spokesman Mike Prokes served on Moscone’s committee to submit and review names for appointments to commissions in the new administration, neither Jones nor any other Temple names were among the first 100 nominations. And when Jones finally was selected for a position in March 1976, it was to the city’s Human Rights Commission. As Tim Reiterman point out in his book Raven, the appointment might have been “an appropriate place for a liberal preacher. But to Jones, it was a lateral appointment – the same position he had held 15 years earlier in Indianapolis” (p. 268). Jones declined the initial offer, and seven months later, Moscone made the second appointment.

The Temple leader  served on the Housing Authority for less than a year. In August 1977, Jones embarked on his final trip to Guyana, and he did not leave Jonestown for the rest of his life.

The Tale Of Lindsey Graham & His Gerrymandering DC Statehood - Stealin' The Children, Land & Votes

Come hither, my Dearies, for the Celestial Goddess of the Woodshed shall tell the tale of why Lindsey Graham is so opposed to the DC statehood.

Once upon a time there was Medicaid Fraud in Child Welfare, but before we called it child welfare, long before I called it the residuals of the peculiar institution, there was this thing called Dum Diversas which gave the church the authority to snatch the children, land and vote of the savages, strictly for the purposes of salvaging their souls, you know.

I would call it slavery, but that just dumbs down this tale.

Remember, the Queen has had her Parental Rights to the allodial title of the children's trust with the termination of her right to keep and bear the arms of the Royal Seal.

The Parental Right was transferred, or rather reinstated to the United States by the Apostolic Nuncio, but I do not know the technicalities of the procedure because I do not believe it has ever been done before.

Pretty darn sure there is no Midrash on this.

DC has been emancipated which is a state of existence under chattel law, as a juridic person.

Keep in mind that one must be of proper age (15 years) to be emancipated.

Could this be as simple of a concept as the United States being granted Parental Rights to the land, similar to the fungible concept of adoption of a child?

AN ACT

To amend, on a temporary basis, Chapter 10 of Title 47 of the District of Columbia Official Code to provide a real property tax exemption to the properties designated as Lots 824 and 826, 2950, and to require that development of the property be in compliance with the Small and Certified Business Enterprise Development and Assistance Act of 2005 and the First Source Employment Agreement Act of 1984.

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act may be cited as the "Children's Hospital Research and Innovation Campus Phase 1 Temporary Amendment Act of 2020".

Sec. 2. Chapter 10 of Title 47 of the District of Columbia Official Code is amended by adding a new section 47-1099.09 to read as follows:

"Sec. 47-1099.09. Children's Hospital real property tax exemption.

"(a) Only that portion of real property currently described for assessment and taxation purposes as Square 2950, Lot 808, which is to be subdivided in part into Square 2950, Lots 824 and 826, effective for tax year 2020, and the buildings located thereon ("Property"), owned by Children's National at Walter Reed, LLC, a wholly-owned subsidiary of Children's Hospital, a District of Columbia nonprofit corporation, shall remain exempt from real property taxation to the extent the Property is validly exempt as of the day before the date any lease is granted to certain business entities known as Building 52/53 NMTC Borrower, LLC, and Building 54 NMTC Borrower, LLC (controlled directly or indirectly by Children's Hospital), and for the period during which the Property is eligible to receive federal tax benefits, including New Markets Tax Credits under 26 U.S.C. § 45D, Opportunity Zone tax benefits under 26 U.S.C. § 1400Z-1, et seq., or Historic Rehabilitation Tax Credits under 26 U.S.C. § 47; provided, that the Property shall be subject to subsection (c) of this section and §§ 47-1007 and 47-1009. The Property shall be subject to the provisions of §§ 47-1005, 47-1007 and 47-1009 where a sublease or lease is made to another entity (other than the certain business entities referenced in this subsection) that would not qualify for exemption under § 47-1002 if it were both the owner and user of the property.

Law 16-33; D.C. Official Code § 2-218.01 et seq.), and the employment and job creation requirements under the First Source Employment Agreement Act of 1984, effective June 29, 1984 (D.C. Law 5-93; D.C. Official Code § 2-219.01 et seq.).".

Prelude To Detroit: War Tribunals - Congressional Member Testimony On Gerrymandering - Child Care & Medicaid Expansion

No mention of Child Protective Services snatching the children for not being in school or licensed day cares.

There was only one, fleeting mention of foster care and adoption, without addressing how children are bounced and traumatized, where many are legally kidnapped on the basis of hailing from "The Poors" (always said with clinched teeth).

Indiana completely ignored these horrors, under the leadership of Emperor Pence.

The focus was about restarting the economy by opening up child care, where there was no mention of special needs and autistic children.

Can you imagine an autistic child wearing a face mask?

Neither can I.

The only mention of child care and educational structural inequities was dealing with race.

No one spoke upon the inability of "The Poors" (always said with clinched teeth) having a relative qualify to care for a child.

No one spoke upon the massive child welfare fraud in Kansas or the foreign influences of their experimental Social Impact Bonds.

“The story of the gospel is the story of eternal life. My life is unique and will endure eternally in God’s presence. I will never be ‘no more.’ I will never be lost because I will be with the One who saves me,” Zacharias wrote in Seeing Jesus from the East.

Zacharias founded Ravi Zacharias International Ministries in 1984. His ministry equipped some 100 Christian scholars and authors to travel the world and speak to millions of people.

Former football star Tim Tebow, Louis Giglio, Brooklyn Tabernacle Senior Pastor Jim Cymbala and others are expected to speak at Ravi’s memorial service. Matt Redman and Lecrae will also perform.

In lieu of flowers, the Zacharias family has asked that donations be made to RZIM.

Zacharias was best known as a top Christian apologist.

"(Ravi) saw the objections and questions of others not as something to be rebuffed, but as a cry of the heart that had to be answered," said Michael Ramsden, president of Ravi Zacharias International Ministries.

"People weren't logical problems waiting to be solved; they were people who needed the person of Christ.
