DOJ: Ohio Trafficking Tiny Humans Slave Scheme Busted, Congress Still Refuses To Talk About The Residuals Of The Peculiar Institution

I wonder how many of the kids were tricked out?

Such a shame they did not bring the minors through foster care and adoption, because they would have gotten a foster parent check and the state would have subsidized the wages through, what was that term the Federal Reserve is pushing for Medicaid fraud...yes, "financial health" for all those wonderful child welfare NGOs that helps kids to meet their fullest potential in Social Impact Bonds.

Too bad they did not put a big christian cross on the trailer and cry religious freedom, like what is being used in other child trafficking cases.

See, these kids are being trafficked, yet, no one in Congress wants to talk about the residuals of the peculiar institution.

Just remember, Congress makes law. The Executive branch enforces law.

Oh dear, it looks like chicken prices are going to increase.


Defendant Pleads Guilty in Connection with Ohio Labor Trafficking Scheme Involving Immigrant Minors

Pablo Duran Ramirez, 50, pleaded guilty today in U.S. District Court in Cleveland, Ohio, to encouraging the illegal entry of Guatemalan nationals, including unaccompanied minors, into the United States for financial gain, announced Acting Assistant Attorney General John Gore of the Justice Department’s Civil Rights Division, U.S. Attorney Justin E. Herdman of the Northern District of Ohio, and Special Agent in Charge Stephen D. Anthony of the FBI’s Cleveland Division. Duran Ramirez is the fourth defendant to plead guilty in connection with a labor trafficking scheme that forced Guatemalan minors to work at egg farms in central Ohio.
According to the defendant’s plea agreement and admissions in court, the defendant, through his company, Haba Corporate Services, contracted to provide labor to Trillium Farms, knowing that the workers were unlawfully present in the United States. He further admitted to knowing that some of the workers were unaccompanied minors who had been coerced or threatened to enter the United States and then housed in an isolated trailer park in Marion, Ohio. In 2013 and 2014, Trillim Farms paid the defendant’s company approximately $6 million for its labor services.
“Motivated by greed, the defendant violated the immigration laws and contributed to the exploitation of vulnerable children who lacked immigration status,” said Acting Assisting Attorney General Gore.  “The Department of Justice will use its resources to prosecute individuals who unlawfully victimize others for their own monetary profit.”
“This defendant profited off the desperation of children and their parents and other relatives,” said U.S. Attorney Justin Herdman for the Northern District of Ohio. “He knew some of the workers he delivered to Trillium Farms were underage, in the country illegally and were threatened or coerced. We will continue to work to eliminate human trafficking in all its forms.”
“This defendant, in conspiracy with three other previously convicted individuals, coerced and assisted individuals to enter the United States illegally, many of them children, forcing them to live in deplorable conditions and work for little to no wages,” said Special Agent in Charge Stephen D. Anthony of the FBI’s Cleveland Division. “These reprehensible actions are unacceptable and rest assured the FBI will continue to work with our partners to bring to justice those who engage in human trafficking.”
Duran Ramirez faces a sentence of up to 10 years in prison. His sentencing date has been set for Jan. 7, 2019.
Three other defendants—Aroldo Castillo-Serrano, of Guatemala, Ana Angelica Pedro-Juan, of Guatemala, and Conrado Salgado-Soto, of Mexico—previously pleaded guilty for their roles in the same labor trafficking scheme. Castillo-Serrano, the lead smuggler and primary enforcer, was sentenced to 188 months in prison; Pedro-Juan, who oversaw the victims in Ohio, was sentenced to 120 months; and Salgado-Soto, a subcontractor hired by Duran Ramirez, was sentenced to 51 months.
Those defendants admitted to recruiting workers from Guatemala, some as young as 14 or 15 years old, falsely promising them good jobs and a chance to attend school in the United States.  The defendants then smuggled and transported the workers to a trailer park in Marion, Ohio, where they ordered them to live in dilapidated trailers and work at physically demanding jobs at Trillium Farms for up to 12 hours a day.  The work included cleaning chicken coops, loading and unloading crates of chickens, de-beaking chickens and vaccinating chickens. During their sentencing, Senior United States District Judge James G. Carr found that they had threatened workers with physical harm and withheld their paychecks in order to compel them to work. Eight minors and two adults were identified as victims of the scheme.
Three additional defendants, including Duran Ramirez’s son, pleaded guilty for their roles in encouraging the workers’ illegal entry into the United States.
This case is being investigated by the FBI’s Cleveland Office, Mansfield Resident Agency and the Department of Homeland Security. The case is being jointly prosecuted by Trial Attorney Dana Mulhauser of the Civil Rights Division’s Criminal Section and Assistant U.S. Attorney Chelsea Rice.

Border Children Crisis Complicated By Parents Here Illegally

I bet Child Protective Services is writhing its hands.  These children bring in more than $1,000 a day for care, not counting services and legal.

These children are job creators (i.e. foster care, education, medical, transportation, courts)

Homeland Security Secretary Jeh Johnson left unclear Thursday what happens to parents illegally in the country when they show up to claim their children who have arrived alone.

Johnson's response demonstrated the delicacy of the issue the administration has on its hands. While officials have openly discussed its response to vulnerable children, talking about how many of those children ultimately get to stay here and how it deals with parents here illegally that are reunited with their children is more difficult.

“I am not encouraging in any way shape or form illegal migration. That’s the message,” Johnson said. The Department of Health and Human Services is required under the law to act in the best interest of the child, Johnson said.

The law that Johnson is referring to is a sweeping anti-trafficking law that aims to prevent children who arrive alone from being returned to serious danger, such as being targeted by drug cartels or to an abusive home. The U.S. also is party to international agreements aimed at protecting children.

About 47,000 children have arrived so far this year and most are from Mexico so they are immediately returned. But those from noncontiguous countries, in this case El Salvador, Honduras and Guatemala, must be sent to a shelter and attempts made to unite them with a relative or sponsor while they await hearings on whether they should be deported or allowed to stay.

“Our duty is to get the child to a sponsor. While they are with the sponsor they are still subject to removal,” said Mark Greenberg, acting assistant secretary for HHS.

Parents are required to get children to deportation proceedings and cooperate with the removal proceedings, he said.

But a reporter from Telemundo, which is part of NBC, said parents who are not legally in the U.S. don’t know if they are qualified to pick up their children who have followed them to the U.S. and what happens to them if they do.

Some critics have said the crisis of the childrens’ arrivals is “administration made” because Obama granted the deferred deportations to DREAMers and because of the push for immigration reform.
Johnson emphasized that the newly arriving children do not qualify for deferral of deportation as do some young immigrants here illegally, also known as DREAMers, because that only applies to youth who have been living in U.S. continuously since June 15, 2007. Johnson also said the path to citizenship in the Senate-approved immigration reform bill applies to people who have lived here before Dec. 31, 2011.

He reiterated the Obama immigration enforcement policy of focusing deportations on those who have recently crossed the border illegally and those who are caught re-entering after being previously deported. The children would fit in the former category.

Although he learned about the escalating numbers of children arriving at the border before his confirmation hearing, Johnson was it was made more vivid when he visited the McAllen, Texas, processing center on Mother’s Day and asked a 10-year-old girl, ‘Where is your mother.’ ”

“She responded, ‘I don’t have a mother. I’m looking for my father in the United States.’ I returned to Washington the next day determined to do something about this situation,” Johnson said.

In addition to creating the shelter and beefing up processing centers, as reported by NBC Thursday, Johnson listed other efforts to respond to the crisis:

  • The American Red Cross is providing blankets and hygiene kits.
  • Children are receiving health screenings at the Border Patrol centers, before they are released to shelters.
  • Faith-based groups are assisting, for example, Texas Baptist Men provided shower trailers.
  • Johnson has met with ambassadors of Mexico, Guatemala, Honduras and El Salvador about border security to stem the flow and plans a trip to Guatemala.
  • DHS restarted a public affairs campaign to warn of the dangers of sending kids over the border and particularly with smugglers.
  • Johnson said he called for a southwest border security plan to address security and fill the gaps.
Johnson said the crisis brings home the need for comprehensive immigration reform, not only provide resources for border security but also “stability” to immigration laws.

He said his review of immigration enforcement policies requested by President Barack Obama is ongoing and he does see need for improvements.

Conyers: “Human Tragedy Along Southern Border Should Not Be a Partisan Issue”

Today, the U.S. House Judiciary Committee held a full committee hearing entitled, “An Administration Made Disaster: The South Texas Border Surge of Unaccompanied Alien Minors.” This hearing comes as a humanitarian crisis in parts of Central America is felt along the Southwest border of the United States - where thousands of children have arrived in recent weeks - largely as a result of violence occurring in El Salvador, Honduras, and Guatemala. As the hearing got underway, full committee Ranking Member John Conyers, Jr. (D-Mich.) released the following statement:

“The title of this hearing gives me great concern, not just because it unfairly attacks the President, or that it presupposes a conclusion without any substantial evidence, but that it dangerously mischaracterizes the issue at hand.  At best, it evidences a desire to use the humanitarian crisis playing out along the border as an excuse to not act on comprehensive immigration reform. At worst, it demonstrates that some of my Republican colleagues are willing to exploit even a humanitarian crisis - involving children no less - to attack the Obama Administration. There is simply no place for this posturing and finger-pointing in the face of this human tragedy,” said Conyers.

 “I had hoped that the Judiciary Committee could have a balanced discussion about causes and solutions to the crisis we are seeing play out along the border. The dramatic flow of children across our Southwest border is the symptom of the real humanitarian crisis that is going on every day in Honduras, El Salvador, and Guatemala where most of these children are from. Many of these children are fleeing record violence in their home countries and asking for protection abroad – not only in the United States, but also in places such as Mexico, Nicaragua, Beliza, Panama and Costa Rica.

“We must rise to meet the challenge this humanitarian crisis poses and demonstrate our continuing commitment to the protection of refugees as well as the rule of law. Now is the time to lay down our legislative armor, stop the political theatrics, and do something simply because it is the right thing to do.”

Happy Foster Care Month - Trafficking Tiny Humans, Russian Style

It is so simple to see these transposable models.

This one was internationally implemented from the U.S., called the Michigan Model of child protective services under CAPTA.

This is the model to maximize revenue through privatization to save those abused and neglected tiny humans of "The Poors" (always said with clinched teeth).

The following is from a Russian child welfare advocate, sent to me:

So, since the Magnitsky Act, which, in an ancillary action, shut down U.S. international adoptions from Russia and Guatemala (yes, Guatemala was running christian baby factories) stopped the trafficking of tiny human operations in Russia, it  moved to Ukraine.

The Magnitsky Act was not all about the murder of a tax accountant.  It was about trafficking tiny humans and their trust funds.

Just think, you move to Florida, buy a condo, and sit back and let those loving, caring future adoptive parents just reach out to you, because you have a website with fancy advertising of these "Abused and Neglected" Orphaned (never verified) Tiny Humans, and process the "fees" (because it is illegal to sell tiny humans, you know) for each adoptive placement.

In 1995, Clara J. Pascal traveled to Ukraine with a church group. On this trip, she visited an orphanage and witnessed firsthand the horrible conditions suffered by helpless and defenseless children and met the child that eventually became her son. That trip changed her life and the lives of thousands of children. She abandoned her film career, and devoted her life to providing a better life for orphans in Ukraine.

Upon returning to the United States, she became affiliated with Universal Aid for Children and founded its Ukrainian division. The program began as a medical mission-- to find volunteer doctors to correct serious but treatable medical conditions that were being ignored. Through her efforts, numerous Western medical professionals have traveled to Ukraine to donate their services and time to perform surgeries on children with a variety of correctable deformities.

Clara then worked at training and assisting local professionals to address the needs of thousands of abandoned and displaced children. Today, the organization she built to help these children services more than 2,000 children of all ages in 23 different shelters. She has overseen the construction and improvement of these facilities, ensuring that the place these children call home change from dilapidated buildings into healing, harmonious environments. Her organization offers nutrition, healthcare, psychological counseling and education to these orphans. Every year during the holidays, Clara plays Santa to thousands of children.

Clara also began the Orphaned Teen Scholarship Program in Ukraine to enable orphans coming of age to have a chance at higher education or vocational training. Through this program, over 150 children have gone on to some level of higher education, including law and medical school. Many return to mentor younger children in the orphanages.

Clara has built this organization by encouraging countless people to volunteer their time and money to the cause of children half a world away. She organizes volunteer trips to Ukraine, and encourages sponsors and volunteers to visit Ukraine and witness firsthand the plight of these orphaned children.
In 1997, Clara adopted her son, Luke, two years to the day after meeting him for the first time on her first visit to an orphanage in Ukraine.

Then, in 2012, thousands of would-be adoptees were shocked when the Kremlin announced its plans to impose a ban on adoptions by Americans. While President Vladimir Putin said the freeze was due to concerns about the plight of adopted children stateside, it was widely understood to be an act of political retaliation for recent U.S. sanctions on prominent Russian politicians. By the Russians' count, the ban, now a year old, halted the pending adoptions of 259 children, including scores of orphans who had already met their prospective parents. For those who still want to adopt internationally, the former Soviet satellite of Ukraine has presented itself as an unexpected solution.

The adoption is carried out exclusively within his or her higher interests and is aimed to provide harmonically and stable life conditions for the child.
Adoption is an independent institute of the family law, the leading aim of which is the provision of parental care and safe conditions for the further education and development for  children who have remained, due to those or other circumstances, without parental care and orphans.
Adoption is remaining a priority form for the placement of orphans and children deprived of parental care.
The inter-state adoption is an independent institute of private international law the main task of which is the establishment of the family conditions and long-awaited parents for children left without parental care. Hence, the inter-state adoption is considered as the basis for the emergence of family relations as a legal action with the participation of a foreign citizen.
When the process of adoption is completed, the child is considered as an equal to native children of adopter in terms of personal and property rights and as an equal to the relatives between whom are emerging the same rights and duties  as between the relatives of origin (Article 232 of the Family Code of Ukraine).
Simultaneously, adopted children are losing any personal and properties rights, and relieved of their responsibilities towards their native parents and their relatives.
Any actions dedicated to generate any profit from the adoption are illegal and forbidden.
According to Article 24 of the Law of Ukraine "On the Protection of Childhood", the adoption of a child who is the citizen of Ukraine by the foreigners can be complete only after all options for allocation under the care or adoption of child by the Ukrainian citizens are extinct.
Any commercial and intermediary activities in terms of adoption of children and placement or transmission of children for further education, upbringing and care to the families of the Ukrainian citizens, foreigners and stateless individuals are forbidden.  

Article 212 of the Criminal Code of Ukraine defines the list of individuals who cannot be adopters which includes:
1) individuals limited in capacity;
2) recognized as incapacitated;
3) deprived of parental rights, if these rights have not been renewed;
4) were adopters (guardians, caretakers, foster parents) of another child, but the adoption was canceled or invalidated (the custody, care or activity of the foster family or family-type orphanage was terminated) from their fault;
5) registered or treated in a psychoneurological or narcological clinic;
6) abusers of alcoholic beverages or narcotic drugs;
7) do not have permanent residence and permanent income (income);
8) suffering from illness, the list of which is approved by the Ministry of Health of Ukraine;
9) foreigners who are not married, except when adopter is a relative of the child;
10) were convicted of crimes against the life and health, freedom, honor and dignity, sexual freedom and sexual integrity of a person (individual), against public safety, public order and morality, in the sphere of circulation of narcotic drugs, psychotropic substances, their analogues or precursors, and also for crimes stipulated in Articles 148, 150, 150-1, 164, 166, 167, 169, 181, 187, 324, 442 of the Criminal Code of Ukraine, or have a remaining or not prosecuted in the manner prescribed by law other crimes;
11) in need for constant third-party care due to the state of health;
12) stateless persons;
13) are married to a person who, in accordance with paragraphs 3-6, 8 and 10 of this article,     can not be an adopter.
In addition, other individuals whose interests are in conflict with the interests of the child can not be adoptive parents.

The adoption procedure of an orphan child and a child deprived of parental care residing in Ukraine by foreigners and Ukrainian citizens residing outside of Ukraine consists of the following steps:
1. Collection of documents in the country of residence.
2. Registration for submission of documents.
3. Submission of the documents to the Ministry of Social Policy.
4. Registration on the list of candidates for becoming adopters.
5. Receiving an interview invitation to get information about the children who are appropriate for the adoption.
6. Interview with the Department of Child Protection and the adoption of the Ministry of Social Policy. The introduction of information about children who may be adopted.
7. Getting of directions for future meetings and establishing of  a contact with the child.
8. Meeting with the child at the place of residence.
9.The statement submission to the service of children's affairs on desire to adopt a child.
10. Obtaining an opinion on the appropriateness of adoption and compliance with his/her child's interests in the service of children's affairs.
11. Submission of documents to the Ministry of Social Policy for obtaining consent for the adoption of the child.
12. Obtaining the consent of the Ministry of Social Policy for the adoption of the child.
13. Submission of applications and documents to the court. Adjudication hearing.
14. Receiving a court decision on adoption of a child.
15. Registration of a new birth certificate of a child in civil registration bodies.
16. Child transmission to adopters.
17. Registration of travel documents for adopted child for permanent residency abroad (passport of a citizen of Ukraine for departure at the border).
18. Consular registration of adopted child in the new country of residence.

1.      Adoption of child – resident of Ukraine by citizens of Ukraine residing outside of Ukraine and foreigners
Supervision and reckoning of Ukrainian citizens, who are residing outside the Ukraine and foreigners who are willing to adopt Ukrainian child are completely upheld by The Ministry of Social Policy of Ukraine.
The order and conditions on acceptance of Ukrainian citizens who are residing outside the Ukraine and foreigners who are expressing willingness to adopt a child-resident of Ukraine are defined by The Ministry of Social Policy of Ukraine.
Ukrainian citizens who are residing outside the Ukraine and foreigners who are expressing willingness to adopt a child-resident of Ukraine are applying to The Ministry of Social Policy of Ukraine the case, which consists of following documents:
1) the application for registration of candidates as the future adopters, notarial certified;
2) a copy of the passport or other document certifying the identity  (four copies);
3) a conclusion of the competent authority of the country of residence, confirming the possibility of applicants for becoming adopters (in triplicate). The conclusion shall indicate the address, living conditions (number of bedrooms, availability of living conditions for the child), biographical data, family arrangement (number of persons living with the applicant, degree of family ties, the presence of their own children), attitude of applicants on adoption, adolescents' adoption training and previous upbringing, prior familiarization with the requirements for the adoption of an orphan child or a child deprived of parental care in Ukraine, information on previously adopted children, their health status, upbringing, education, accommodation, their stay in the family after adoption within the surveillance of social support services. The conclusion should include recommendations on the number, age and state of health of children who may be adopted by the applicants. Recommendations on the health of the child are indicated in the case when the applicants are recommended to adopt a disabled child, with a illness included in list of diseases approved by the Ministry of Health of Ukraine, which give the right for adoption of a child without observance of the terms of him/her being registered with the Ministry of Social Policy, as well as children under the age of five.
The conclusion also must indicate information on the existence (absence) of court decisions on the recognition of applicants incapacitated, the deprivation of their parental rights, the abolition of adoption or invalidation, the removal of their children, as well as the facts of any refusals of applicants from the upbringing of their own or adopted children.
In case of issuing a conclusion by a non-governmental body, the following documents must be added to it:
a notarized document certifying the accreditation of the agency for the adoption of children on the territory of a foreign state (if any);
a copy of the license (to each copy of the conclusion) for the implementation of such agency  that activities are related to the adoption;
a notarized copy of the document confirming the fact of obtaining the agreement between the adopters and the relevant agency for the adoption of children in the territory of a foreign state (if any), indicating information on ensuring the agency and adopters are aware of a duty on timely reporting and informing the consular establishment or diplomatic mission of Ukraine about any emergencies, including changes in the place of residence of the child, the possibility of abolishing the adoption or transfer to the adopted child to other foreigners, institutions for orphans and children deprived of parental care, the removal of adopted child from the adopters, the violation of rights and legal interests of the child, accidents, death etc.
Foreigners permanently residing in Ukraine, as evidenced by a residence permit issued by Ukraine, issued by territorial bodies or units of the State Migration Service of Ukraine, the such conclusion is prepared by the children’s affairs service at the place of their residence;
4) permission of the competent authority of the applicants’ country of residence for the entry and future permanent residence of the adopted child, except for Ukrainian citizens residing outside Ukraine, and foreigners residing in the territory of the country with which Ukraine has a visa-free regime;
5) the applicant's obligation notarized (in duplicate) addressed to The Ministry of Social Policy and the consular establishment or diplomatic mission of Ukraine;
6) notarized written consent of the second spouse for the adoption of the child, indicating the reasons for adoption by only one of the spouses (in case of adoption of the child by one of the spouses), unless otherwise provided by law;
7) a certificate from the placement of work on the salary for the last six months or a copy of the declaration of income for the previous calendar year, certified by the authority that issued it or notarized;
8) notarized copy of the marriage certificate registered with the competent authorities of the country (in duplicate);
9) a conclusion on the health of each applicant, drawn up in accordance with appendix 3 of the Procedure;
10) certificate of verification in the territory of the country of residence of the presence or absence of convictions for each applicant issued by the competent authority of the country of residence;
 11) notarized copy of the document confirming the right of ownership or use of the apartment, withing the indication of its total and living space and the number of bedrooms
In the case of adopting a child by one of the spouses, the documents provided in subparagraphs 2, 9, 10, 12 and 13 of this paragraph shall be submitted by each spouse.
Other applications except of notarized statements on the size of salary or other income of the applicants, the possession of their property or the right to use the property do not replace the documents specified in this paragraph.
The case is accepted by the Ministry of Social Policy if it contains all the documents specified in paragraph 33 of the Procedure.
Documents that are provided in subparagraphs 1, 3, 5-7, 9, 10, 12-14 of paragraph 33 of the Procedure, must be submitted in originals. In the case where the original of the document is kept by the authority that issued it (as to be indicated in the document itself), a copy of it should be submitted and notarized.
Documents that are provided  in paragraph 33 of the Procedure should be issued and  drawn up in the country of residence of the applicants. Foreigners who are permanently reside in Ukraine, as evidenced by a permanent residence permit in Ukraine issued by the territorial authorities or units of the State Migration Service of Ukraine, should obtain required documents in the territory of Ukraine. Foreigners who are temporarily residing in Ukraine must obtain their documents in the country of permanent residence.
Each document (except for a copy of the passport or other identity document) specified in paragraph 33 of the Procedure, as well as any application from the citizens of Ukraine residing outside Ukraine and foreigners on issues related to adoption, must be legalized in the relevant foreign diplomatic institution of Ukraine, unless otherwise provided by Ukrainian international treaties, and submitted to the Ministry of Social Policy, together with their translation into the Ukrainian language, which is certified in accordance with the established procedure.
Applications and requests of foreigners who are legally residing in Ukraine should be obtained in Ukrainian language and certified by a notary public.
Applications, appeals and requests that are not meeting with the requirements of 33 paragraph of the Procedure, are not considered by The Ministry of Social Policy.
The validity period of the documents mentioned in paragraph 33 of the Procedure, in addition to the documents specified in clauses 12 and 13 of this Procedure, is one year from the date of their issue, unless otherwise provided by the legislation body of the country (as indicated in the document) in which they are issued.
At the date of submission of documents to The Ministry of Social Policy, the term of their subsequent legitimacy must be not less than six months.
In the case where the validity period of the documents according to the legislation body of the country that issued them is less than six months, they must be valid on the day they are submitted to The Ministry of Social Policy. After the case has been formed, applicants must register personally or through a representative, to submit it. The registration is undergoing at Ministry of Social Policy of Ukraine: Kyiv, Str. Esplanadna, 8/10, 01601; Tel.: 044 226-24-45; Fax : (044) 289-00-98; E-mail: info@mlsp.gov.ua ; official website: http://www.msp.gov.ua, within the presence of approval issued by the competent authority of the country of residence, which confirms the possibility of applicants to be adopters (paragraph 3 of the above list of the required documents). On the day of the mentioned registration, the applicants or their representatives shall be informed on the date when case can be submitted for further consideration.
The case is then handed personally by the applicants or their representative at The Ministry of Social Policy at the above-mentioned address. Please note that the case must be submitted in a separate folder, the title page of which should contain the country of residence, full names and surnames of the applicants, and on the back of the cover page - a list of submitted documents signed by the applicants or their representative. In the upper right corner of the first page of each document, the serial number of this document should be listed in accordance with the table of contest on the cover page. For ease of use and proper storage facility, the files are presented in folders of the same color: Israel, Canada - white, Spain - blue, Italy - green, Germany - blue, USA - red, France - yellow, other countries - purple.

Michigan CPS Runs Out Of Tiny Humans To Traffic, Switches To Profit From Warehousing Immigrant Tiny Humans Instead

When you are a child placement agency and are running short on goods to acquire to keep the doors of your business open because you have snatched the majority of children from the zip codes you service, the next best thing to keep maximizing revenue through federal funding is to find a new source of raw material.

In this instance, that raw material is children of immigrants.

Yes, these border babies fetch a hefty fee when billing for warehousing.

Every time a child is introduced to the federal detention system, the child goes through a specifically designed foster care system, which has a higher payout, with even more stringent protections from public scrutiny of cost reimbursements and review of the treatment of children.

Sessions is very well aware of what goes on in foster care, residential institutions and juvenile facilities and is very well aware of what is the law and what the policies claim to do.

It is the responsibility of the Congress to make law, not the Attorney General.

In this spirit, I shall expect all the child welfare advocacy groups of Michigan and immigration child advocates to assist in reporting any violations of policies to properly care for these children.

Warehousing immigrant children fetches a handsome price in the second phase of trafficking tiny humans, particularly if it is done in the name of the tax exempt god.

No one cares about children because they are the new currency for private corporations.

Separated from her parents at the southern border, a 9-year-old girl from Guatemala who recently arrived in Michigan often cries out in Spanish: "Where's my mom? When can I talk to my mom? When can I see my mom?"

Her cries of pain are echoed across the United States with a growing number of immigrant children being ripped by U.S. officials from their parents after they cross the border illegally in hopes of getting asylum.

Last month, the administration of President Donald Trump started strictly enforcing the removal of the children of those parents and placing them in separate facilities. In some cases, they are being sent to Michigan to be handled by foster care groups like Bethany Christian Services, based in Grand Rapids.

"These kids have been through really hell on Earth, and now they're separated from their parents," said Chris Palusky, CEO and President of Bethany Christian Services, which has offices across Michigan and works in 36 states.

"They're confused, they're scared, and they want to be with their family. They're acting out; they've been through some of the worst trauma and they're continuing to go through more trauma because they're separated from their family unit."

In Michigan, foster care and immigrant groups say they are seeing an increased number of children arriving in the state who have been separated by U.S. officials from their parents. The total number of separated children who have been sent to Michigan is unclear.

"We've seen an increase, especially in the past couple of weeks," Palusky, who oversees 1,500 employees, told the Free Press. "The administration has stated that they are enforcing the law that people who cross the border are to be prosecuted, so when they cross the border, there's 100% separation of children from their parents. Before, that wasn't necessarily the case. Now, it is a law that is enforced and we're seeing any time there's a kid coming across with his mom or something, they're immediately separated."

Since May 1, Bethany Christian Service has served 76 children in their transitional foster care programs in Michigan, 58 of which were children separated from their families, according to statistics provided through a spokeswoman by Dana Anderson, associate director of Bethany’s Grand Rapids Branch.

Out of the 58 children separated, almost half, 27, were admitted in May, the month that the U.S. started separating children. In January, Bethany admitted only one child who was separated, 10 in February, 11 in March, 7 in April.

The Michigan Immigrant Rights Center is also seeing a greater percentage of kids they're screening who have been separated from their parents.

Last month, two-thirds of the kids they screened were separated from their parents, said Susan Reed, Managing Attorney with the Michigan Immigrant Rights Center.

In May, the immigrant center screened 33 children, 22 of whom had been separated from parents and eleven of whom had arrived unaccompanied. The two-thirds percentage was higher than in previous months.

"It doesn't matter if that's a newborn child or if that's a young teenager," said Palusky of the child separations. "You're seeing kids of all ages being separated from their parents, so we are definitely seeing an uptick."

"We are ramping up and preparing to ramp up even more, because we are eager to meet the need of vulnerable children."

The separations have brought criticism from many civil rights groups and Democratic Party leaders. Attorney General Jeff Sessions strongly defended the separations in a radio interview this week with host Hugh Hewitt.

Sessions said more people are entering illegally with their children, which he hopes to reduce.

"The law requires us to keep children in a different facility than we do for adults," Sessions said, according to a transcript by Real Clear Politics.  "And every time somebody ... gets prosecuted in America for a crime, American citizens, and they go to jail, they’re separated from their children."

"We don’t want to do this at all," Sessions added. "If people don’t want to be separated from their children, they should not bring them with them. We’ve got to get this message out. You’re not given immunity. You have to, you will be prosecuted if you … come illegally. And if you bring children, you’ll still be prosecuted."

Sessions said "those children are being well taken care of. Within 72 hours, they’re taken to the Health and Human Services to be sure they’re properly cared for. And those persons will have, the adults will be prosecuted like the law requires."

Hewitt asked how Sessions, as a grandfather, would feel if his grandchildren were separated from their parents.

Sessions replied that "the United States can’t be a total guarantor that every parent who comes to the country unlawfully with a child is guaranteed that ... they will be able to have their hand on that child the entire time. That’s just not the way it works."

While Bethany Christian Services is helping out the children, Palusky says he would prefer the kids not to be separated.

"We feel it's better for them to stay with the family rather than a detention center or a military base," Palusky said. "We definitely believe that they should first and foremost be able to stay with their families."

Palusky said he would ask the public to be understanding of the families who are crossing the border because many are fleeing violent situations.

"We really also want to look at the root cause, like why are they running?" he said.  "I was in Honduras maybe a year and a half ago, and I talked to people and you heard of people leaving, wanting to come to the U.S. Well, they were fleeing because of the gang violence down there, the bad governance, the lack of opportunity. I remember one story of somebody telling me that they had to pay money to the gangs, protection money. If they didn't pay that money, then their daughter was gonna be taken and she was gonna be sold basically into prostitution."

"People are faced with these really hard decisions of, 'What do I do? My family's at jeopardy, my children could be taken or even killed.' So it's not like people are just light-heartedly saying, 'Let's go to the U.S.' They're fleeing because of lack of security and they're scared."

Palusky said his wife hears the girl from Guatemala constantly asking for her mother. But, for now, she and many others are being forced to live without their parents.

The future of the girl and others like her is uncertain. For now, they may get temporary foster care. 
"We then hope to reunite them with their families as soon as possible," Paulsky said. "We would hope that the (legal) process wouldn't take too long and they wouldn't have to stay with those (foster) families too long, but we've had some really great people to step up and just be willing to foster those kids during this challenging period."

The children could be separated for three to four months, or longer, he said.

"It depends on the status that they get," Palusky said. "Do they get a refugee status? Are they deported? ... They go through the legal system, so it basically goes before the courts."

Deported father's children may be listed on Michigan adoption website

Though their father risked his freedom to regain custody of them, two of his three children are poised to be advertised on Michigan's website for adoption.

The man, an undocumented Guatemalan immigrant, had returned to the U.S. after being deported from the country to fight for his family: a girl and two boys, all under the age of 10.
He's since lost them to the state of Michigan: His daughter is living with a foster family that intends to adopt her, and it is unknown when his sons will find a permanent home in the system.
The case garnered the attention of the public in April when advocates from Washtenaw Interfaith Coalition for Immigrant Rights brought the issue to the press.
During a procedural review hearing Friday morning in front of Washtenaw County Trial Court Referee Molly Schikora, the children’s lawyer, Margo Edwards, gave the court an update on the condition of the three children, who have been wards of the state and in foster care.
A recent report has estimated that nearly 5,100 children are living in foster care in the U.S. as a result of their parents being detained or deported.

The man's daughter had been placed in a separate foster care home from her two brothers, and her foster parents are moving forward with adoption paperwork, Edwards said during the hearing.
“Overall, they’re doing pretty well,” Edwards said of the boys.
However, for the two boys, they won't be able to stay with their foster family much longer -- a fact Edwards said the boys don't currently know.
The foster family with whom the boys have been placed cannot adopt them - of which Edwards said the Department of Human Services already knew for some time.
A sister of the children's deceased mother who lives in the U.S. has been ruled out as an option to place the brothers.
“I was very distressed about some of the information (the father) had expressed to me (about the aunt),” Edwards said during the hearing, indicating it was an unsafe environment to place the brothers.
Officials deported their father to Guatemala several weeks ago.
The man had presented himself to the county's foster system last year to regain custody of his children. He soon came under government scrutiny - and was picked up by immigration.
He sat in detention for about a year before he relinquished his parental rights in March in front of a judge, according to Laura Sanders, co-founder of the WICIF.

Returning to the country as an illegal immigrant after being deported is a felony offense.
The boys will soon be placed in theMichigan Adoption Resource Exchange- a website that lists profiles of children whose case workers are actively seeking adoption.
The site lists first names, ages, photos and sometimes videos - as well as a brief description of personal information - to attract potential adoptive parents.
Currently, there are 294 children listed on the MARE site - 175 of which are boys. About 40 percent of them are age 14 and over.
MARE Program Manager Heidi Raubenoltsaid children’s photos are listed on the website until they find a family.
“There are more children available for adoption in the state, but not all need recruitment,” Raubenolt said.
Raubenolt said there are typically about 300 children listed on the website at any given time - and it’s subjective as to how long a child’s profile will sit on the site.
At the age of 14, when children have to consent to their adoptions, children can ask that their picture not be listed online.
The father's case has garnered international attention, as Spanish-language TV networkUNIVISION has produced a segment after an AnnArbor.com article appeared in April. The TV segment will likely include the children’s names and photos, which Sanders said had been provided to the network by family friends distressed at the "discrimination" in the case.
The two-part piece will air May 21 and 22. UNIVISION has reportedly interviewed the father in Guatemala.
While it appears little can be done to reunite the children with their father, Sanders said it has opened policy discussions.
In the muddy waters at the convergence of child welfare and immigration, there are no rigid guidelines for DHS workers to follow.
Potential parents must have a verifiable, legal income.
According to the state's foster care placement policy, "When children must be removed from their home and placed in out-of-home care, preference must be given to placement with a fit and willing relative." Review the state's policy by clicking here.
DHS does not have an official policy in its Childrens Foster Care Manual on returning children to undocumented relatives.
Placement is prohibited if there is a felony conviction for child abuse/neglect, spousal abuse, crime against children, crime involving rape, sexual assault or homicide, and convictions for assault, battery or drug-related offenses within the last five years.
However, the policy does state that in "exceptional circumstances, a waiver may be requested for a relative caregiver to forgo licensure when it is determined to be in the child(ren)'s best interest to be placed or remain with an unlicensed relative caregiver."
Schikora scheduled a review hearing for 10 a.m. June 22 for another update on the children.
