Michigan's Child Welfare Oligopoly

Once again, Bethany Christian Services is found to violate law and basic human rights, but the State of Michigan will only slap them on the wrist with a "Provisional License".

So, what exactly is a provisional license?

A provisional license is when pressure from the public has made the pattern of practice of malfeasance and your basic human trafficking a formal grievance.

There is a period of 6 months to clean up their act.

In Michigan, there is no such thing as contractual debarment when there is found serious wrongdoing in a child welfare agency.  There is the child welfare industry oligopoly which does not allow competition, so they can get away with murder, literally.  Michigan, as well as the other states, considers the work of God in child welfare to be "too big to fail".

What this means is there will never be any closing of doors of these child placing agencies, no matter how severe the transgressions are, because there would be no one else to continue the dirty work.  To shut down these agencies would mean people would loose jobs, and of course the child welfare propaganda rhetoric would be put on loud speaker, probably with Maura Corrigan at the mike.

A provisional license is when the state must do something to make it look like it is being compliant with its federal grants.

A child placing agency will get this "provisional license" after it submits a corrective action plan, or a letter saying it promises never to do the bad things again. (with fingers crossed behind their backs.)

Then, if someone reports the child placing agency again, and the investigation of the Office of Children and Adult Licensing finds more established violations, the state, may, and I emphasize "may", put the child placing agency on a "Second Provisional License".

This second provisional license means they must, maybe, submit another corrective action plan and must be in compliance within another 6 months.

Typically, the provisional licensing game goes on long enough for the state to remove the violation reports and the drama dies down in public to issue a renewal of their license as a child welfare agency.

Bethany Christian Services is so scandalous, I was in a court of law and witnessed, on the side, a manager telling a caseworker to lie on the stand to keep the kids in foster care longer or else the caseworker would loose her job.  On the stand the caseworker fought to hold back her tears as she lied under oath.

So, what I did was to get to the caseworker outside of court and talk to her.  She broke down.  She told me that if she lost her job, she would run the risk of the agency taking her little girl because she was a step away from poverty.

Yes sir, the folks over at Bethany Christian Services have no problems threatening their caseworkers to lie for funding.  Slave traffickers of the 1600's had more scruples than these folks.

In the end, Bethany Christian Services will continue their fraud schemes and Michigan will do absolutely nothing about it, except issue a provisional license which is not even good enough to use as toilet paper.

It's been a long time since I've posted, but I wanted to share some great news!  I received an email from the MI Department of Human Services, Bureau of Children and Adult Licensing consultant this past week, informing me that my complaint was posted and ready for public viewing.  Just to give you a brief 


update:  I filed a complaint in Feb. of this year against BCS due to their unethical, deceitful, and regular practice of failing to consider relative placements for children, placed and supervised by their agency, in their foster homes.  BCS WAS FOUND TO BE IN VIOLATION OF ALL OF THE ALLEGATIONS IN MY COMPLAINT.  Yay!!!   This is a minor victory, but nonetheless, a victory.  The licensing consultants were livid when they received my complaint and vowed to send a strong message to BCS, as they have continued to violate this rule which, as you know, was signed into law by Gov. Granholm last Dec (HB 4118).   

In addition, after reading the investigation report, I found out a couple of interesting facts about the foster family:  1)  The foster father works for a railroad company and "is gone for weeks at a time," leaving his wife w/ 5 children (2 bio and 3 foster, who happen to be my relatives).  2)  Also, the foster father had one criminal conviction as a young adult for larceny of a stereo."  BCS recommended these 'fine and upstanding' foster parents to adopt my nephew and niece and denied us!  Me and my husband have NO CRIMINAL RECORD OR NEGATIVE REPORTS OF ANY KIND.  Our background clearance was squeaky clean! 

Wait!! I'm not done, folks!  The reality of the foster care system in MI, especially in the BCS' cartel, evinces that our child-relatives are viewed as the 'pot-o-gold at the end of the rainbow' for these greedy agencies.  The report revealed that it is BCS' '"typical practice" to allow the lending agency of a borrowed foster home to facilitate the adoption" in order "to recoup financial expenditures (via receiving payment for adoption services) previously incurred for the recruitment, licensing, and supervision of the foster home."'  In other words, BCS is selling babies and children from one department of the agency to the other and refuses to place them with relatives.  In this way BCS makes money in two ways:  from fostering and from the adoption.  

BCS' sole motivation - not mission - in the child placement business is based on GREED.  I AM APPALLED, SICKENED AND VERY DISTURBED BY THIS TYPE OF PRACTICE.  And yet, no one seems to be willing/able to do anything about it, although people who run the government, legislate the laws and help provide the funding, know what is happening  - The Governor knows, Maura Corrigan knows, Steve Yager (2nd in command under Corrigan) knows, and Bill Johnson (MCI) knows. 

I had already learned this from Dennis (and some of the other MPR members), but to actually read it in a report confirms what I already had been told.  Maybe I should send my report to Dave Agema.  I'm sure Maura and Steve will get a copy of this report, but do you think they'll stop the injustice that continues to occur?  I've said it once and I'll keep saying it - THERE ARE PLENTY OF CHILDREN IN MI'S CHILD WELFARE SYSTEM TO ADOPT.  AGENCIES LIKE BCS NEED TO FOCUS ON FINDING PARENTS/HOMES FOR THOSE CHILDREN, AND STOP PREYING ON CHILDREN WHO HAVE RELATIVES WHO WANT TO RAISE THEM!! 

I plan to keep writing until something happens.  I also plan to send this report to Maura and Steve, just in case, and to Bill Johnson, emphasizing the part about the foster father's criminal conviction and the foster mother raising all of these children alone.  I don't think the agency apprised Bill of this little tidbit.  I understand he has over 2000 cases he has to decide (which is why it is taking so long for him to make a decision in my case - I think) and he doesn't like it when foster parents have had criminal involvement in their past (per an attorney I recently spoke to).

Hope you all are continuing your fight - DON'T GIVE UP!!  Inundate these people with letters; make your case and name known.  Let them know you are not going away and that your child-relatives mean the world to you!
Good or bad, I'll keep you posted.
