Ah, what the Big Pharma won't do for a dollar. What is worst is that most of these drugs that are being pushed for approval are done, not just on American foster kids, but on the other poor kids of the world.
There is a term for this practice, and it is almost appropriately labeled "Orphan Drugs."
An Orphan Drug is one that is intended for rare diseases. Orphan Drug legislation encourages Big Pharma to "speed up" research and development of these drugs. Where the profit margins are lower compared to adult drug profit margins (I base this on the census numbers of children v. adults in the country. and the fact that the U.S. one of the highest infant mortality rates for westernized nations.)
The best part is nobody in the U.S. will do anything to stop it. Free market principles, you know.

NEW YORK: A law intended to speed up development of new drugs for US kids has ended up financing clinical trials in poor countries, where the medicines might never become available.
That's the conclusion of a new report whose authors say the situation raises ethical concerns. More than a third of the published trials performed under 1997 legislation called the Pediatric Exclusivity Provision were carried out at least partly in developing or transitioning nations, such as Uganda and India, researchers found.
"The trend that we describe brings up some scientific and ethical problems," said Dr Sara Pasquali, a pediatrician at Duke University Medical Center in Durham, North Carolina, whose findings appear in the journal Pediatrics.
"Oftentimes, access to a study may be the only access to medical care a family has," she said of trial participants in developing countries. Once the testing is done, however, it's unclear if effective drugs will be marketed in the country in question, and whether they will be affordable.
Among the 174 trials the researchers examined, drugs against infectious diseases were most likely to be tested in the developing world, closely followed by heart, allergy and arthritis medications.
"We are now using vulnerable people in vulnerable countries as drug laboratories," Dr Marcia Angell, who was not involved in the new research, said. "It is all about dollars and cents."
The idea behind the Pediatric Exclusivity Provision is to incentivize development of drugs for children in the US.
Because many diseases are rare in childhood, clinical trials usually target adults only, and their results don't automatically extend to kids. The pediatric provision grants companies an extra six months of patent life if they test their drugs in kids as well.
So far, those patent extensions have netted drugmakers an estimated $14 billion dollars, according to the US Food and Drug Administration. At the same time, more than 150 drugs have been approved for children since 1997, said Pasquali.
According to the Pharmaceutical Research and Manufacturers of America, a trade association, there is no difference in the way trials are conducted in the US and abroad.
M Nabeel Ghayur, a pharmacologist who worked in drug development in Pakistan before joining McMaster University in Hamilton, Ontario, Canada, said conditions are similar in India and Pakistan.
"People actually have blind trust in their doctor in South Asia. They have no idea what drug development is, they have no idea what clinical trials are," he said. reuters

Martin Shkreli, the disgraced pharmaceutical executive who is prison for securities fraud, still carries influence at his former drug company, now called Phoenixus AG, and may emerge from prison richer than ever, according to a Wall Street Journal report.
Shkreli and his company Turing Pharmaceuticals AG came under fire in 2015 for inflating the prices of rare drugs, including toxoplasmosis drug Daraprim, which had its price tag raised by more than 5,000 percent overnight.
In 2018, Shkreli was sentenced to prison for seven years, not for price gouging, but on conspiracy and securities-fraud charges.
Now 16 months into the sentence and equipped with a contraband cell phone, Shkreli is still running his company from behind bars, reported The Wall Street Journal.
A few weeks ago, he even called the company’s chief executive and tried to fire him, the report said, citing a person familiar with the exchange. Later, Shkreli agreed to suspend the CEO instead.
That activity could land Shkreli in trouble, the Journal reports, adding that the Federal Bureau of Investigation has interviewed associates about his role at Phoenixus.
However, Shkreli, who is 35, may find it a risk worth taking as he may even leave prison richer than when he went in, according to the Journal.
Phoenixus, in which he holds a 40 percent share, could be worth $3.7 billion by the time he is due to be freed in 2023, the report said. Plus, despite being in jail, he has been researching to acquire more rare drugs in various stages of development.
The newspaper reports that Shkreli has worked to consolidate control of the company and advised on two offers in 2018 to buy shares from existing shareholders at a steep discount.

He also recently managed deals for Phoenixus, including a $20 million research deal with Orphan Star Therapeutics LLC to work on drug candidates for several rare diseases, and a licensing deal with Seelos Therapeutics, the Journal said.
Some of Phoenixus’ shareholders told the newspaper they were concerned about Shkreli’s influence on the company and are pushing for more transparency and a possible sale of the company. Others say they fear Shkreli may attempt to seize control of the company through complicated financial transactions.
Meanwhile, Shkreli owes the federal government at least $7.6 million and may be forced to sell some of his stake in Phoenixus.
Akeel Mithani, a Phoenixus board member, said told the Journal in an email that Shkreli “gets treated like any other shareholder” and that his cellphone use is known but limited to “business related communication” via his lawyers.

Attorney General Jeff Sessions Announces Results of J-Code’s First Law Enforcement Operation Targeting Opioid Trafficking on the Darknet
Today, the Department of Justice, FBI and U.S. Postal Inspection Service (USPIS) announced the results of a four-day long, nationwide law enforcement operation, called Operation Disarray, which targeted vendors and buyers of opioids and cocaineon the Darknet. This operation was the first coordinated action by the new Joint Criminal Opioid Darknet Enforcement (J-CODE) Team.
These results were announced by Attorney General Jeff Sessions, FBI Director Christopher A. Wray and U.S. Postal Inspection Service Chief Postal Inspector Guy Cottrell.
“Synthetic opioids are responsible for nearly one-third of the unacceptable 64,000 drug overdoses in America in 2016,” said Attorney General Sessions. “Some of the deadliest drugs can be purchased with a few clicks of a button and ordered online. That’s why I ordered the creation of J-CODE—the Joint Criminal Opioid Darknet Enforcement team—back in January. J-CODE coordinates our efforts to stop online opioid sales, and it is already getting results. Today, we announce the first nationwide J-CODE operation, one that led to the arrest of alleged traffickers across America. I want to thank all of our law enforcement partners at the FBI, DEA, ATF, our Postal Inspectors, IRS-CI, NCIS, FinCEN and ICE-HSI who helped make this possible, and I want to thank President Trump for his strong support of our efforts. Agents conducted more than 160 interviews nationwide of people who have bought or sold opioids and other drugs online. Leads from the investigation identified 19 overdose deaths of persons of interest. FBI, USPIS and the Internal Revenue Service Criminal Investigation (IRS-CI) also executed numerous search warrants, which resulted in the seizure of weapons, drugs, counterfeit currency, and computer equipment. During the operation, law enforcement agents distributed literature regarding the dangers of opioid abuse, as well as, offered support for those affected by the opioid epidemic. The investigation is ongoing.
The J-CODE Team is a new FBI initiative announced by Attorney General Sessions in January 2018, and is aimed at targeting drug trafficking, especially fentanyl and other opioids, on the Darknet. With this team, the FBI is bringing together agents, analysts, and professional staff with expertise in drugs, gangs, health care fraud, and more, and our federal, state, and local law enforcement partners from across the U.S. Government, to focus on disrupting the sale of drugs via the Darknet and dismantling criminal enterprises that facilitate this trafficking. Operation Disarray is the J-CODE’s first joint, nationwide coordinated operation.

OSAKA, June 29 (Reuters) - Russian President Vladimir Putin said on Saturday that Elton John was "mistaken" about LGBT rights in Russia, while praising the British singer as a musical genius.
Elton John said on Friday he was deeply upset by Putin's comment that liberal values were "obsolete" and had been rejected by the majority of people in Western nations.
He also accused Putin of hypocrisy for saying that he wanted LGBT people to be happy after reports that gay scenes in "Rocketman", the movie based on the singer's life, had been censored in Russia.
"I have a lot of respect for him, he is a genius musician, we all enjoy his music, but I think he is mistaken," Putin said when asked about Elton John's comments in Osaka where he was attending a G20 summit.
Putin said Russian authorities had a "relaxed and unprejudiced" attitude towards LGBT people, but decisions about gender identity could only be made by adults and therefore minors need to be "left alone".

The keywords in this sentence are "bans" and "propaganda". The U.S. does not "ban child welfare propaganda". In face, the U.S. has an entire highly sophisticated, complex financial fraud scheme called the Children's Trust Funds which was intentionally designed to promulgate child welfare propaganda.
Putin also said that while he did not deny the attractiveness of liberal values in general, he was referring to situations where they impinged on traditional lifestyles.

How many children in foster care serve as human guinea pigs in commercial drug trials?
Despite evidence of harm--including the suicide of a 7-year old Gabriel Myers-- the FDA, which is charged
with ensuring the safety of children in drug trials, fails to maintain a record of children enrolled in commercial
drug trials.
By contrast, after the suicide of Gabriel Myers , a seven-year old boy in foster care who had been prescribed
three powerful psychotropic drugs in a dubious clinical trial, George Sheldon, Florida's Secretary of the
Department of Children and Families, examined the records of children in State foster care and found a high percentage being drugged with psychotropic drugs:
"Not only was the percentage high, it was not really known. And, in more than a third of known cases, required approval permission documents were missing."
So he wrote to the FDA--which is responsible for ensuring that children's involvement in drug trials is
approved and understood by parents or guardians who give surrogate consent. The FDA is charged with
overseeing pediatric trials conducted under the FDAMA law--a law that awards drug manufacturers who
test their drugs in children with an extended, highly lucrative, 6-months of market exclusivity.
Sheldon asked the FDA how many Florida foster children were involved in drug studies as they bounce from foster family to foster family?
The answer encapsulates FDA's irresponsible approval for the use of children--who are, after all, NON-CONSENTING human beings--without regard for children's safety.
Drug trials pose known and potential risks of harm, pain, and discomfort. Commercially-driven drug trials
rarely offer children a direct benefit.

commissioner, to Sheldon's question: "the FDA didn't have an exact number. Or even an estimate. The FDA, in fact, doesn't have the slightest idea how many Florida foster kids are or have been involved in its drug studies."
What's more, Hartzler and the FDA also urged Sheldon "not to bar Florida's foster kids from drug trials, arguing that benefits can outweigh risks."
Richard Wexler of the National Coalition for Child Protection Reform, says the FDA's position is absurd. "I would love to ask Associate Commissioner Hartzler if she'd care to let a total stranger decide if her children should be enrolled in a trial for a potentially dangerous drug."

ROME – In the latest fallout from a burgeoning financial scandal involving a controversial $220 million land deal in London, the Vatican announced Tuesday that internal investigators have seized documents and computers from the office and residence of the former head of a powerful department responsible for investments.
“This morning, in the context of a search ordered by the Promoter of Justice, Gian Piero Milano, and his Adjunct Alessandro Diddi, a seizure was executed of documents and computer equipment in the office and residence of Monsignor Alberto Perlasca, ex-administrative office head in the First Section of the Secretariat of State,” Tuesday’s communique said.
The Secretariat of State is the Vatican’s central coordinating department, and the first section oversees routine ecclesiastical governance. Perlasca, 60, had been the head of an office within the first section responsible for managing Vatican investments until July 26, when Pope Francis named him to a position with the Apostolic Signatura, the Vatican’s supreme court.
In the Secretariat of State, Perlasca had been involved on multiple fronts with respect to Vatican finances, including being part of the administrative council for the Vatican pension fund and its health care plan, as well as sitting on the board of the Vatican-sponsored pediatric hospital Bambino Gesù.
The Bambino Gesù Children's Hospital was born in 1869 as the first children's hospital in Italy, thanks to an initiative of the Dukes Salviati, on the model of the Hôpital des Enfants Malades in Paris. In 1924, the Hospital was donated to the Holy See, and became the Hospital of the Pope. Transplantation, genetic and metabolic diseases, cardiology and cardiac surgery, neuroscience and rehabilitation are among its fields of excellence in research and care. The Bambino Gesù Hospital is the only children's hospital in Europe performing all organ and tissue transplantations: heart, bone marrow, cornea, kidney and liver, these last two also from living donors (324 transplantations only in 2018, of which 8 implants of artificial hearts).

The Vatican statement said that despite a presumption of innocence, the raid on Perlasca resulted from “initial interrogations of employees under investigation who’ve been suspended from service.”
The reference was to five Vatican officials suspended in October amid an internal review of a deal made by the Secretariat of State to purchase a 183,000-square-foot property in the London neighborhood of Chelsea, consisting of a former warehouse belonging to the Harrod’s department store slated for conversion into luxury apartments. Funds for that initial purchase were drawn from the collections for “Peter’s Pence,” an annual appeal to Catholics worldwide to support the activities of the pope.
In his former position, Perlasca was also responsible for overseeing the administration of the Peter’s Pence fund.
The investigation was triggered after the Secretariat of State requested a loan from the Vatican bank to buy the property outright, reportedly without following reporting requirements under new financial transparency laws decreed by Francis.
As part of that initial inquest, Vatican police seized documents from the Financial Information Authority (AIF), an anti-money laundering watchdog group established under Pope Benedict XVI, which led to the Vatican being temporarily suspended from the world’s main international anti-money laundering federation over security concerns.
The Egmont Group readmitted the Vatican in late January, despite the fact that in the meantime the head of AIF, Swiss lawyer Rene Brülhart and a former vice-chair of the Egmont Group, was forced out of his Vatican position.
In a recent speech to Vatican judges marking the opening of their judicial year, Francis made an indirect reference to the London scandal.
Such irregularities, he said, “beyond their possible criminality, are hard to reconcile with the nature and purpose of the Church, and they’ve created confusion and worry within the community of the faithful.”
Tuesday’s Vatican statement said the investigation will continue.
