Cocktails & Popcorn: WXYZ Found The Detroit Development Fund But Forgot To Ask Who Owns The Patent

Much love to WXYZ, except Carolyn Clifford, because she does not remember Father Michael Winkowski from the Archdiocese of Detroit.

Elizabeth Warren said really dumb things about Detroit and his Detroit legacy, but it was for the purposes of stealin' more from the people of Detroit under the reparations banner of a #coloredrevolution because they stole all the TARP money and want to steal more children, land and votes.

But, I digress.

Someone should ask Mike Duggan about those child welfare NGOs that like to do stuff with tiny humans like preterm births and infant mortality.

Someone should ask him who owns the patent because it looks like it is possibly the land patent to the City of Detroit, courtesy of the Detroit Land Bank Authority, but, hey, what do I know?

Duggan once ripped ‘secret funds.’ Today, he ducks questions about his own.

'Progress Fund' has spent $750,000 in secret since '14



DETROIT (WXYZ) — Detroit Mayor Mike Duggan refuses to disclose how a non-profit set up “to promote the City of Detroit’s turnaround” has spent $750,000 since 2014.

His decision, allowable by the IRS, stands in stark contrast to a 2013 promise Duggan made while running for mayor, vowing that he would have “no part in a secret fund when I’m elected.”

But in 2014, shortly after Duggan took office, the Detroit Progress Fund was created to “assist the Office of the Mayor on expenditures necessary to conduct the business for the City but for which there are no funds available in the City budget.”

The fund summarizes its expenses in broad categories, like spending more than $16,000 last year on “meals,” nearly $34,000 on “community outreach” and more than $41,000 on “travel.”

Fund administrator Abbey Dinsmore, who is also a fundraiser for Duggan's mayoral campaign, says the Progress Fund has been used for things like flying in job candidates from out of state and helping put on an annual dinner during Ramadan.

“We are following the law, we are disclosing everything the IRS requires that we disclose to the IRS,” Duggan said when questioned by 7 Investigator Ross Jones earlier this month.

Unlike many similar non-profits, the Detroit Progress Fund discloses its donors quarterly or bi-annually. But expenses have remained a secret and, as Duggan points out, the IRS doesn't require funds to disclose them publicly.

History of controversy

Duggan is hardly the first Michigan politician to be associated with a non-profit 501(c)(4) like the Progress Fund. Over the years, a number of elected leaders have come under fire over how their non-profits spent money.

Former Detroit Mayor Kwame Kilpatrick insisted his Kilpatrick Civic Fund was in complete compliance, saying in 2001: “We’ve done all the paperwork, followed every rule, every regulation from the IRS.”

But reporters and eventually federal prosecutors would reveal that the Civic Fund was used to pay for things like Kilpatrick’s lavish family vacations, golf clubs and even yoga lessons.

Ex-Governor Rick Snyder said his NERD Fund was acting above board, saying in 2012 that “there’s nothing that exciting about it. We’re just following the rules and moving ahead.”

But the fund was ultimately closed after reporters learned it was paying Snyder’s top aide, Rich Baird, a salary of $100,000 from donors who were unknown.

Former Wayne County Executive Robert Ficano ran into trouble with his non-profit, the Wayne County Business Development Corporation, when it was revealed by 7 Action News to have paid his economic development czar a secret $75,000 annual bonus, paid in part by county contractors.

“Government doesn’t always run best on ‘trust me,'” said Peter Henning, a former federal prosecutor who today is a law professor at Wayne State University.

“That’s the key to government is transparency,” he said. “That we know this much is coming in and here’s what it’s being spent on.”

'Erodes confidence in government'

Henning isn’t alone in cautioning public officials from using secret funds as an extension of government. Duggan himself spoke out against them in 2013 when he was a candidate for mayor.

In an interview on Channel 7, Duggan was asked specifically about non-profit funds that got Kilpatrick, Snyder and Ficano into trouble.

“You’ll notice in this campaign, I did not create one of those funds,” Duggan said. “I had advisers telling me, let’s create secret funds where you don’t know the donors. I said absolutely not, I’m not going to participate in that. I think it erodes confidence in government, and I’m going to have no part in a secret fund when I’m elected.”

Earlier this month, Duggan was asked by 7 Action News about his change in heart.

“I didn’t change my mind,” Duggan said. “The issues were raised about people not disclosing their donors. We have disclosed our donors from the beginning,” he said.

“As you know, these funds have been abused, from Kilpatrick to Ficano to Snyder for how they've been spending money,” said Channel 7’s Ross Jones. “And the question is, if you have nothing to hide, why not show us exactly how it’s being spent?”

“There has been no suggestion of anything wrong,” Duggan said.


Close ties to Mayor

The Detroit Progress Fund is overseen by a board of five, but neither Duggan nor the fund's spokesman will say who selected the board members. All of them have ties to Duggan or his campaign.

Jonathan Quarles is the chairman of the Progress Fund’s Board. In 2014, he was appointed by Duggan to the city's Economic Development Corporation board.

Trunetta Roach, the Progress Fund’s treasurer, is the wife of Duggan’s spokesman John Roach. Campaign records show that she's donated $1,000 to Duggan’s campaign.

Attorney Thomas Bruetsch also sits on the board. In 2013, he represented Duggan in his fight to stay on the mayoral ballot. He's also donated nearly $2,500 to Duggan’s campaign.

Board member David Katz is one of Duggan’s longtime friends, having worked with him since his days in Wayne County government. Katz donated more than $10,000 to Duggan’s campaign.

In addition to serving on the Progress Fund’s board, Tatiana Grant also worked to help get the mayor elected. Records show that her company, Infused PR, has been paid more than $43,000 by Duggan’s campaign.

Fund spokesman Mario Morrow called the board “very competent people” and said their past history with Duggan doesn’t influence their judgment.

“They all seem to be pretty close to the mayor,” said Channel 7’s Ross Jones.

“This is a small town,” Morrow said.

Faith Based Or Community Based: Same Privatized Model Used To Steal Detroit

Q: What is the difference between Faith Based and Community Based funding in Detroit?

A: One says "Faith", the other says "Community" and they both originated under the George W. Bush administration

Other than that, they both run fraud operations through some Public Private Partnership with fake corporate filings to steal the children, the land and the votes in Detroit.

But now, the Community Development Funding Initiative, comes from TARP and has lots more money with very little oversight, ripe for the stealin' and is an operation of the Clinton Foundation, et al.

The Bush Foundation, et al still sticks with the Faith Based stealin'.

And both Foundations, et al, as Corporate Shape Shifters, are operating out of the Michigan Charity Section.

Are the folks over at Title Source/Quicken Loans/Rock Financial/Dan Gilbert doing Corporate Shape Shifting with Michigan LARA again?




I do not know, so, let us take a look:

Quicken Loans Community Investment Fund is a foreign L.L.C., but unfortunately, no one know which foreign jurisdiction from which it hails.

If the Quicken Loans Community Investment Fund is supposed to be for "communities", then why was it allowed to register with the Council of Michigan Foundation under the Corporate Giving Program?

It is not a registered charity of the State of Michigan, under the Office of Attorney General as a foundation.

Come to think about it, there are lots of "foundations" not registered or rather improperly registered through the Office of Attorney General.

I bet Bill Schuette is uttering under his breath that I am a public nuisance, again.

But, I digress.

It is my belief that this Quicken Loans Community Investment Fund, L.L.C. is financially linked with the Detroit Development Fund.

Now, why would I allege such a thing?

Because Quicken Loans partnered with the Detroit Land Bank Authority, which is not incorporated, and is a debtor to the Detroit Development Fund, which uses TARP, and that is also what was said in the press release, below the video:


Quicken Loans Community Investment Fund launches ‘Neighbor to Neighbor’ campaign to connect residents with tax foreclosure resources


     Block clubs and community groups encouraged to join the effort 
    DETROIT, October 30, 2017 – The Quicken Loans Community Investment Fund (QLCIF) has partnered with the United Community Housing Coalition (UCHC) and eight community development organizations to launch an extensive education effort addressing the pervasive issue of tax foreclosure in Detroit. This door-to-door outreach will attempt to reach all 60,000 residential properties behind on property taxes and connect residents at risk of tax foreclosure to resources. Underutilized tools to prevent foreclosure include a property tax exemption for owner occupied homes and an option for disabled veterans. The “Neighbor to Neighbor” program, funded by the QLCIF, is now accepting applications for additional community groups and block clubs to join the peer-to-peer effort and help those at risk of tax foreclosure with the goal of reaching all residents facing this challenge.
    “No one organization can do this work alone,” said Laura Grannemann, vice president of investments for the QLCIF. “We need everyone working together to connect Detroit residents with the tools that will keep them in their homes and allow them to continue building equity as the city grows.”
    Program Background
    In May 2017, the QLCIF partnered with UCHC to knock on the doors of 3,300 occupants of Detroit homes facing the 2017 tax foreclosure auction. The outreach effort helped the residents of 2,100 homes ultimately avoid tax foreclosure and remain in their homes.
    Due to the success of this work, the QLCIF has announced this $500,000 “Neighbor to Neighbor” fund to expand the work and engage additional local organizations in outreach efforts. Canvassers will be paid hourly out of the QLCIF grant.
    The following community groups will participate in the first phase of the rollout:
    • Cody Rouge Community Action Alliance
    • Central Detroit Christian
    • Eastside Community Network
    • Grandmont Rosedale Development Corporation
    • Live6
    • Osborn Neighborhood Alliance

    • Blight Removal Taskforce—Dan Gilbert, founder and chairman of Quicken Loans, co-chaired the Blight Removal Taskforce, which brought stakeholders together to provide resources and leadership toward increasing data access regarding blight, advocating for Hardest Hit Funds, and bringing partners together to address blight in our communities.
    • Renter to Owner—Quicken Loans Family of Companies made it possible for 80 renters to become homeowners this year. Using funds donated by QLCIF, families in these homes facing displacement because their landlords failed to pay property taxes were given an opportunity to purchase their home for $2,500 – $5,500.
    At this point we know that Quicken Loans Community Investment Fund, L.L.C. is "partnered" (whatever that means) with the Detroit Development Fund, but did you know the Detroit Development Fund also took over the Black Caucus Foundation?

    No one was paying attention, as it used to be called Drug Free Youth In Detroit, and expanded its assumed names to a few other, strategic key cities in Michigan to implement more privatization policies.

    Yes, the Black Caucus Foundation of Michigan promulgates Emergency Manager Law and Policy.

    I am even going out there to allege that it is laundering money because its membership is too busy trying to snag one of those highly sought after positions of becoming one of "The Elected Ones" so they can save their homes from foreclosure and get a paycheck, with benefits.

    But, I digress.

    As for the partnership with United Community Housing Coalition, I am going to bookmark that subject for right now.

    Got some stuff going on.

    I bet these entrepreneurs do not even know that they will be signing over their businesses, just like the churches did when they accepted Faith Based Funding.

    Same model, different name.

    Anyway, something tells me SIGTARP and DOJ already know this.

    The Tale Of Corporate Shape Shifters: ShoreBank, Detroit Development Fund & Detroit Land Bank Authority

    Once upon a time, I got sick of Duns & Bradstreet sending me email notifications that the credit rating of Detroit Land Bank Authority had changed.

    But, then, one day I realized...

    "How can the Detroit Land Bank Authority have a credit rating, let alone credit when it never incorporated?"

    So, I decided to click the link, where, it seems someone had motivated D&B to update its website by creating toll barriers, just in case someone wanted to look up public information that just so happens to be fraudulent, which would be used to secure a federal CAGE # in order to do business with the United States.

    But, since D&B did not do a very good job at covering up its corporate shape shifting activities, I just so happened to get a peek at the master file.

    I figured I would save Bill Schuette the time of doing his job as Michigan Attorney General since he was so busy campaigning and all.

    Look what I found.

    How can board members run operations?  This is called inurement, but only if they had incorporated.

    But as they never incorporated, then it is alright to profit from a fake operation.

    Why is Richard Hosey of the Capital Impact Partners claiming to be the Treasurer for the Detroit Land Bank Authority, which never incorporated and has no bank account, when he is also in the position of Director for the Detroit Land Bank Authority, which never incorporated, when he is "acquiring" properties from his Corporate Shape Shifting positions at the Detroit Land Bank Authority, and making a profit?

    Last time I checked, that was called personal inurement of public office, like the violation of the Emoluments Clause, but since the Detroit Land Bank Authority never incorporated, I guess they never violated any federal law, so I guess it is okay for Richard Hosey to be stealin' Detroit properties so he can look really important.


    He did have his hands in his pockets for the video, so I guess that makes him above the law.

    Boy, I would just love to see the IRS filings for Capital Impact Partners, oh, and for the Detroit Land Bank Authority because they never incorporated and I am want to know which FEIN they put down on their paperwork.

    Exactly like I have been saying for almost two decades.

    They use the intellectual property as collateral.  In this situation, I have a very strong suspicion that there are bogus land patents on file that are being used as collateral for leveraging finance.

    They use the same damn model in child welfare.

    The following is taken from the Michigan Secretary of State site explaining UCC filings.


    A financing statement provides public notice of the security agreement between a debtor and the secured party, the lender. The financing statement describes the types of collateral or personal property that is pledged against the value of the loan, and it identifies the parties that have an interest or stake in the collateral if the debtor defaults. A financing statement filing includes all UCC documents related to the initial financing statement.
    So, someone explain to me how it is something, or perhaps we should use the nomenclature of preference, quasi-governmental organization, a body corporate, can be approved by the Michigan Secretary of State to be used as a UCC lien, when it does not exist?

    Ruth Johnson has some explaining to do, and so does Mike Cox.  Someone bring the drinks.  They are going to need it.

      COMES NOW, the magical question:

      "Who owns the Detroit Development Fund?"

      Why, it is none other than ShoreBank!

      Yes, the same exact ShoreBank that issued all those bogus mortgages through Shequita, the hairdresser down the street who was hand picked to become a mortgage broker without a mortgage broker license, or GED in some instances, who ended up making big money on getting her Mamma, her Auntie, her next door neighbor, her play brother, etc., to fill out these loan papers from ShoreBank, where she would fax the documents over to some long distance area code and everyone, in return, would get paid that same day.

      And, by the end of that exact same day, that long distance fax area code would bundle it up and sell it again, without telling Shequita, the hairdresser that ShoreBank had signed it off to a few other fake corporations, who, in turn, bundled and signed over to more fake corporations.

      (Shequita is based on a real person I know.)

      In the end, everyone lost their homes and the Big Blue TARP plan was unfurled.

      DETROIT DEVELOPMENT FUND

      It seems there is a strong possibility that the Detroit Development Fund may be one of those corporate shape shifters.  (<== I just came up with that one.  It sounds better than calling them a fake corporation.)

      Take the Historic Little Rock Baptist Church as our first example.

      Putting out there a developmental hypothesis: 

      The Detroit Development Fund exists in other financial forms through Faith Based Funding to have stolen the Detroit Churches.


      Churches are bribed with Faith Based Funding to look the other way while these corporate shape shifters come in and use them to launder money and manipulate the vote.

      They were stealin' my Sweetie's legacy, one dollar, one child at a time.

      In this instance, due to the UCC lien, there is and always will be a reconveyance because these "Legal Geniuses" (trademark pending) are going neo-feudal, complete with tithes through asset forfeiture laws and land patents.

      ShoreBank Enterprise Detroit unaffected by namesake bank's closure, will get new name

      Its namesake company in Chicago was shut down Friday by state and federal regulators, but ShoreBank Enterprise Detroit is healthy and will continue to operate as a separate entity, according to its president, Ray Waters. 

      Waters said ShoreBank Enterprise, a nonprofit that makes small loans primarily to minorities in Detroit and which runs grant and training programs for workforce development, will retain the ShoreBank name for now but will soon, perhaps in the next few weeks, drop the “ShoreBank” and become Enterprise Detroit. 

      The nonprofit has its own fund of nearly $11 million and manages the $2 million Detroit Community Loan Fund, one of Invest Detroit's portfolio of loan funds. 

      Waters said the nonprofit is in the process of growing the larger fund, which is financed by area foundations, to $15 million to $20 million. 

      “I would like to be sure as many people as possible understand that this event does not affect ShoreBank Enterprise Detroit,” said Waters. 

      “We are an independent nonprofit and did not rely on the bank for support. SED will continue our work in Detroit and is on solid footing.” 

      He said the nonprofit loaned $4.8 million to almost 50 Detroit companies in 2008-2009 and $1.5 million in the first six months this year. Chicago-based ShoreBank Corp. was shut down at the close of business Friday, with much of its $2.2 billion assets and $1.5 billion in deposits bought by a new entity, Urban Partnership Bank, a bank backed by about $140 million in capital from a consortium of big banks, including Bank of America Corp., Goldman Sachs Group Inc. and Morgan Stanley. Urban Partnership will continue ShoreBank's mission of financing community development in Chicago, Detroit and Cleveland. 

      All 15 ShoreBank branches reopened Monday under the Urban name. 

      A Detroit branch, at 14533 Mack Avenue, had a notice on the door but the Urban sign has not yet gone up on the building. Its 11 employees retained their jobs, as have all eight employees at ShoreBank Enterprise. They share the same building. 

      Waters said that he has a month-to-month lease at the Mack location. 

      He said if Urban Partnership decides at some point to close the Detroit branch, he likely would move his nonprofit to midtown. Waters said that his nonprofit had not received funding from ShoreBank Corp. but bought such services as human relations, IT services and accounting from the Chicago company. 

      He said with rumors swirling for months about ShoreBank Corp.'s possible takeover, he had replaced some of those services already and has vendors in place to take over the rest.

      This expansion was tied to the founders’ goal of creating a replicable model. That belief was realized in 1987 when an invitation came from the Winthrop Rockefeller Foundation for ShoreBank to help start a banking operation in rural Arkansas, called Southern Development Bancorporation. ShoreBank helped raise the capital and managed the bank for a number of years until Southern Development Bancorporation’s board took over. Not long after the Arkansas project, ShoreBank initiated a program in Michigan, and then in Cleveland and later in Detroit.

      In August 2010 the US government closed ShoreBank, one of the country’s leading social enterprises. Why did ShoreBank fail? They were stealin'. And what lessons can be learned from its 37-year record of innovation? Stop stealin'.

      See how easy it was to answer the SSRI and I did not get paid a red cent to do it, but I bet there were a few hundred thousands in federal grants to publish their findings.

      Oh, well.

      And that ends the tale of how the Corporate Shape Shifters and the model of how the Clintons, et al, took Detroit, then pillaged its resources, unless someone can prove me wrong.

      To think, I have yet to tell the tale of Chicago!
