Pope Francis Has Restructured Its Judicial System - The End Of Trafficking Tiny Humans Commences

The Vatican is a geopolitical nation state, which is foreign to the United States, complete with voting districts called parishes and dioceses, under the principalities or the princes, called archbishops.

The Vatican, has their own set of law, over the U.S. Conference of Catholic Bishops, a foreign corporation.

Pope updates Vatican City State judicial system

Pope Francis leads the opening of the 91st judicial year of the Vatican City state court during an audience in the Apostolic Palace at the Vatican Feb. 15, 2020. In mid-March Pope Francis updated the norms governing the Vatican City State judiciary system.

ROME — Pope Francis updated the laws that govern the Vatican judicial system in an effort to establish greater transparency and independence, particularly in financial and criminal matters.

The pope said the new measures, issued “motu proprio,” on the pope’s own accord, March 16, are meant to emphasize that the administration of justice is not just a “temporal necessity.”

“The cardinal virtue of justice, in fact, enlightens and synthesizes the very purpose of the judicial power proper to each state in order to cultivate the personal, generous and responsible commitment of those invested with the jurisdictional function which is, above all, essential,” the pope wrote.

The updated laws will replace the previous legislation on the Vatican’s judicial system issued by St. John Paul II in 1987.

The Vatican press office said that the updated law was necessary in the wake of financial, economic and criminal regulatory reforms, as well as the Vatican’s “accession to important international conventions.”

At the same time, the Vatican said, it “preserves and ensures the specificity of Vatican law, which recognizes the canonical system as the first source of legislation and the first criterion of reference for interpretation.”

Confirming the independence of the Vatican’s judicial system and judges, the measures state that judges are “hierarchically dependent only on the Supreme Pontiff” and must exercise their duties with impartiality.

Vatican judicial authorities also have direct use of the Vatican police force and are granted Vatican citizenship during their terms, the legislation states.

The Vatican tribunal is comprised of a president and four judges. The pope increased the tribunal membership by one, and further specifying that at least one of the judges must serve full time and exclusively in the Vatican judicial system.

He also specified the judges “are chosen among university professors and among jurists of evident reputation, with proven experience — judicial or forensic — in civil, criminal or administrative matters.”

The Vatican’s prosecutor’s office, known as the office of the Promoter of Justice, will also exercise its functions autonomously and independently from the tribunal, according to the new legislation.

In addition, Pope Francis updated the requirements for lawyers of the Roman Rota, the Vatican tribunal that mainly handles marriage cases. Those wishing to enroll in the Roman Rota’s bar association must also be registered with the bar association of their state of residence.

Lawyers for the Roman Rota are also required to show “proof of knowledge of canon law and Vatican law,” the motu propio states.

Vatican Raid Initiates Canon Defrocking Process

Tsk, tsk, tsk.

We have canon violations going on.....

"…[i]n the writings of Nicholas, the Roman pontiff, it is narrated that the same Constantine said: 'Truly if my own eyes had seen a priest of God or any of those who wrap themselves in the robes of the monastery sinning, my cloak would have been stretched out and would have covered him up, so that no other would see him."

After Vatican raid, 5 officials and employees suspended

Vatican Bank - IOR
Vatican City, Oct 2, 2019 / 12:43 pm (CNA).- An Italian news magazine has reported that five Vatican employees have been suspended following an Oct. 1 raid of offices within the Vatican’s Secretariat of State.

An Oct. 2 internal memo from the government of the Vatican City State conveyed that the five employees have been “suspended from service.” The memo was published by L’Espresso.

Among the apparently suspended employees is Msgr. Mauro Carlino, who oversees documentation at the Secretariat of State, along with layman Tomasso Di Ruzza, director of the Vatican’s Financial Intelligence Authority.

Two other men and one woman are also listed as suspended.

The suspensions follow an Oct. 1 raid authorized by prosecutors in the Vatican City court system.

Documents and devices were taken in connection to an investigation following complaints made last summer by the Institute for Religious Works - commonly called the Vatican Bank - and the Office of the Auditor General, concerning a series of financial transactions "carried out over time," an Oct. 1 Vatican statement said.

The Secretariat of State is the central governing office of the Catholic Church and the department of the Roman Curia which works most closely with the pope. It is also responsible for the governance of the Vatican City state.

The suspension memo says that Carlino will continue to live at the Domus Sanctae Martha, the residence at which Pope Francis also lives, and that the suspended employees can enter Vatican City State to access health services, or if a Vatican magistrate approves their admission.

The Vatican’s Financial Intelligence Authority oversees suspicious financial transactions, and is charged with ensuring that Vatican banking policies comply with international financial standards.

Pope Francis approved new governing documents for the Vatican Bank last summer, transitioning the bank from its practice of using internal auditors to the use of an external auditor to review the bank’s finances and transactions. The bank has a long history of complex financial transactions, has faced scandals, and been criticized for a lack of financial transparency.

The pope has made reforms at the Vatican Bank a priority of his pontificate.

Vatican police raid top offices in financial investigation

VATICAN CITY (Reuters) - Vatican police raided the offices of the Holy See's Secretariat of State and its Financial Information Authority, or AIF, on Tuesday and took away documents and electronic devices as part of an investigation of suspected financial irregularities, a Vatican statement said.

It was believed to be the first time the two departments were searched for evidence involving alleged financial crimes.

The Secretariat of State, the most powerful department in the Vatican, is the nerve centre of its bureaucracy and diplomacy and the administrative heart of the worldwide Catholic Church.

The AIF, headed by Swiss lawyer Rene Bruelhart, is the financial controller, with authority over all Vatican departments.

The Vatican statement gave no details except to say that the operation was a follow-up to complaints filed in the summer by the Vatican bank and the Office of the Auditor General and were related to "financial operations carried out over the course of time".

A senior Vatican source said he believed the operation, which the statement said had been authorised by Vatican prosecutors, had to do with real estate transactions.

Since the election of Pope Francis in 2013, the Vatican has made great strides in cleaning up its often murky financial reputation.

Last year, a former head of the Vatican bank and an Italian lawyer went on trial to face charges of money laundering and embezzlement through real estate deals. It is still in progress.

In May, the AIF said reports of suspicious financial activity in the Vatican reached a six-year low in 2018, continuing a trend officials said showed reforms were in place.

For decades, the bank, officially known as the Institute for Works of Religion, or IOR, was embroiled in numerous financial scandals as Italians with no right to have accounts opened them with the complicity of corrupt insiders.

Hundreds of accounts have been closed at the IOR, whose stated purpose is to manage funds for the Church, Vatican employees, religious institutes or Catholic charities.

In 2017, Italy put the Vatican on its "white list" of states with cooperative financial institutions, ending years of mistrust.

The same year, Moneyval, a monitoring body of the Council of Europe, gave Vatican financial reforms a mostly positive evaluation.

Prelude To Detroit: Giovanni Angelo Becciu Has Been Defrocked But Is Jorge Illegitimate? #SealsMatter

Is Jorge illegitimate, too?

That would mean we have a situation of Reinstatement of Parental Rights, but probably for the purposes of Termination of Parental Rights.

It is just a seals thing.

NOTE TO SELF: MAP OUT THE ADMINISTRATIVE PROCESS OF THE SEALS

Now, you know darn well DeutscheBank is not going to make a peep, which probably why BuzzFeed dropped that leaked traunch of leaked SARs, to divert attention to the first leaked SARs, that were caught up in that bleachbit SAR scandal over there at FinCEN.

BuzzFeed, or rather Jason Leopold, is going ass out, considering that leaking stolen national classified documents, like what Cernovich did, could be considered as some form of statutory treachery.

DIRTY MONEY POURS INTO THE WORLD’S MOST POWERFUL BANKS.

If you talk about DeutscheBank, well, you do know you are going to end up talking about Detroit, right?

Then, if you talk about Detroit, you are going to talk about GoldmanSachs.

If you say all three names, then, you are going to have to talk about the Clinton Foundation, which never incorporated like the Detroit Land Bank Authority never incorporated, but is hiding Archdiocese of Detroit assets, so they do not have to face an action, where there is going to be alot going on after the defrockings.

I would say the Vatican is liquidating Peter's Pence in, oh, I do not know, some kind of quiet title Corporate Shape Shifting scheme until the next TARP 8.0 comes out so they can go back to doing what they do so well.

Powerful Vatican Cardinal Becciu resigns amid scandal

Giovanni Angelo Becciu & His Alter Boy

ROME (AP) — The powerful head of the Vatican’s saint-making office, Cardinal Angelo Becciu, resigned suddenly Thursday from the post and renounced his rights as a cardinal amid a financial scandal that has reportedly implicated him indirectly.

The Vatican provided no details on why Pope Francis accepted Becciu’s resignation in a statement late Thursday. In the one-sentence announcement, the Holy See said only that Francis had accepted Becciu’s resignation as prefect of the Congregation for the Causes of Saints “and his rights connected to the cardinalate.”

Becciu, the former No. 2 in the Vatican’s secretariat of state, has been reportedly implicated in a financial scandal involving the Vatican’s investment in a London real estate deal that has lost the Holy See millions of euros in fees paid to middlemen.

The Vatican prosecutor has placed several Vatican officials under investigation, as well as the middlemen, but not Becciu. Becciu has defended the soundness of the original investment and denied any wrongdoing, and it’s not clear whether the scandal itself was behind his resignation or possibly sparked a separate line of inquiry.

But the late-breaking news of his resignation, the severity of his apparent sanction, the Vatican’s tight-lipped release and the unexpected downfall of one of the most powerful Vatican officials all suggested a shocking new chapter in the scandal, which has convulsed the Vatican for the past year.

The last time a cardinal’s rights were removed was when American Theodore McCarrick renounced his rights and privileges as a cardinal in July 2018 amid a sexual abuse investigation. He was subsequently defrocked altogether by Francis last year for sexually abusing adults as well as minors.

Before him, the late Scottish Cardinal Keith O’Brien in 2015 relinquished the rights and privileges of being a cardinal after unidentified priests alleged sexual misconduct. O’Brien was, however, allowed to retain the cardinal’s title and he died a member of the College of Cardinals, the elite group of churchmen whose main job is to elect a pope.

In the Vatican statement, the Holy See identified Becciu as “His Eminence Cardinal Angelo Becciu,” making clear he remained a cardinal but without any rights.

At 72, Becciu would have been able to participate in a possible future conclave to elect Francis’ successor. Cardinals over age 80 can’t vote. But by renouncing his rights as a cardinal, Becciu has relinquished his rights to take part.

Becciu was the “substitute,” or top deputy in the secretariat of state from 2011-2018, when Francis made him a cardinal and moved him into the Vatican’s saint-making office. He straddled two pontificates, having been named by Pope Benedict XVI and entrusted with essentially running the Curia, or Vatican bureaucracy, a position that gave him enormous influence and power.

The financial problems date from 2014, when the Vatican entered into a real estate venture by investing over $200 million in a fund run by an Italian businessman. The deal gave the Holy See 45% of the luxury building at 60 Sloane Ave. in London’s Chelsea neighborhood.

The money came from the secretariat of state’s asset portfolio, which is funded in large part by the Peter’s Pence donations of Catholics around the world for the pope to use for charity and Vatican expenses.

The Holy See decided in November 2018, after Becciu had left the secretariat of state, to exit the fund, end its relationship with the businessman and buy out the remainder of the building. It did so after Becciu’s successor determined that the mortgage was too onerous and that the businessman was losing money for the Vatican in some of the fund’s other investments.

The buyout deal, however, cost the Holy See tens of millions of euros more and sparked the Vatican investigation that has so far implicated a half-dozen Vatican employees.

Becciu has insisted he wasn’t in power during the 2018 buyout deal and always acted in the sole interests of the Holy See. In the Vatican prosecutor’s initial warrant, Becciu is not named, and it remains unclear if his role in managing the secretariat of state’s vast asset portfolio was connected with the resignation.

His former boss, Secretary of State Pietro Parolin, has said the whole matter was “opaque” and needed to be clarified. Francis, for his part, has vowed to get to the bottom of what he has said was evidence of corruption in the Holy See.

Francis would meet regularly with Becciu in the Italian’s role as prefect of the saint-making office, since every month or two he would present lists of candidates for possible beatification or canonization for Francis to approve.

In addition, since the beginning of his pontificate, Francis had an annual luncheon date at Becciu’s apartment along with 10 priests on the Thursday of Holy Week leading up to Easter. The Vatican always reported the get-togethers were a chance for the pope to chat informally with Becciu and priests of his diocese on the day the church celebrates the institution of the priesthood.

The luncheon didn’t happen this year amid the Vatican’s coronavirus lockdown.

Vatican prosecutors seize data from St. Peter's Basilica

ROME (AP) — Vatican prosecutors have ordered the seizure of documents and computers from the administrative offices of St. Peter’s Basilica in an apparent new investigation into financial irregularities in the Holy See.

The Vatican said Tuesday that Pope Francis also named a special commissioner to run the basilica, reorganize its offices, update its statutes to comply with new Vatican norms on procurement and contracting, and to “clarify its administration.”

The Vatican said both decisions stemmed from a report from the Vatican’s auditor general. It said based on the auditor’s report, the Vatican’s criminal prosecutors authorized the seizure Tuesday of documentation and computers from the “Fabbrica di San Pietro,” the offices that manage the pope's basilica.

The Vatican provided no details about what the auditor flagged or the specific problems the extraordinary commissioner has been tasked with fixing. The commissioner, Bishop Mario Giordana, previously conducted an investigation into financial irregularities within the Sistine Chapel Choir that led to the early retirement of the choirmaster last year.

The choir performs at all papal Masses in the basilica.

Vatican prosecutors never launched a criminal investigation into the choir administration after the Vatican's financial watchdog, the Financial Information Authority, flagged that revenue from the choir's concerts wasn't included in its income statements.

In a statement, the Vatican said the naming of Giordana followed new norms issued by Francis on June 1 to centralize the Vatican's contracting and procurement procedures in a bid to cut waste, root out corruption and update the Vatican’s financial management.

The Fabbrica is responsible for the management, cleaning and restoration of the basilica, one of the largest in the world, as well as organizing tours of its underground excavations. The present Renaissance style basilica, designed principally by Donato Bramante, Michelangelo and Gian Lorenzo Bernini, was completed in the 17th century over what tradition says was the tomb of St. Peter.

Vatican prosecutors last year launched a separate investigation into the Vatican secretariat of state’s purchase of a luxury London building amid allegations that middlemen had fleeced the Holy See out of millions of euros. No indictments have been handed down in that case, though a broker was arrested and then released earlier this month.

As Vatican faces financial review, pope condemns ‘idolatry’ of neoliberal economy

ROME – Pope Francis Thursday condemned the prioritizing of money over people and touted several steps the Holy See has taken to ensure financial transparency.

The pope was speaking to representatives of Moneyval, the Council of Europe’s anti-money laundering watchdog, who are in Rome conducting its annual review of the Vatican, following a year of money-related scandals.

The pope thanked them for the visit, saying their work is “dear to my heart” because it is closely tied to “the protection of life, the peaceful coexistence of the human race on earth, and a financial system that does not oppress those who are weakest and in greatest need.”

“It is all linked together,” he said, and pointed to his new encyclical Fratelli Tutti, in which he condemned neoliberal economic structures as having failed in the wake of the COVID-19 coronavirus, calling for resources to be invested in development in impoverished countries to end hunger and assure citizens of a dignified life, rather than in “fear or nuclear, chemical and biological threats.”

Catholic social teaching, he said, “has underscored the error of the neoliberal dogma which holds that the economic and moral orders are so completely distinct from one another that the former is in no way dependent on the latter.”

“In light of the present circumstances, it would seem that the worship of the ancient golden calf has returned in a new and ruthless guise in the idolatry of money and the dictatorship of an impersonal economy lacking a truly human purpose,” he said, insisting that “financial speculation fundamentally aimed at quick profit continues to wreak havoc.”

Francis’s remarks echo sentiments expressed in Fratelli Tutti, published Oct. 4, and in which he argued that in many countries, “a concept of popular and national unity influenced by various ideologies is creating new forms of selfishness and a loss of the social sense under the guise of defending national interests.”

Lack of concern for the poor and vulnerable “can hide behind a populism that exploits them demagogically for its own purposes, or a liberalism that serves the economic interests of the powerful,” he said, noting that in both cases, “it becomes difficult to envisage an open world that makes room for everyone, including the most vulnerable, and shows respect for different cultures.”

“It seems that in many places the supremacy of money over human beings is taken for granted,” he said in Thursday’s remarks, noting that at times, “in the effort to amass wealth, there is little concern for where it comes from, the more or less legitimate activities that may have produced it, and the mechanisms of exploitation that may be behind it.”

“Thus, situations can occur where, in touching money, we get blood on our hands, the blood of our brothers and sisters,” he said.

The Moneyval representatives are in Rome to review the Holy See’s efforts to fight money laundering and financial terrorism. The review comes after a year of financial scandal that has left many wondering whether the Vatican might be blacklisted, meaning it would be frozen out of international markets and could face higher financial transaction costs.

In 2009 the Vatican signed onto the EU Monatery Convention, thus submitting to the body’s evaluation process, in an effort to clean up its financial image, which for a longtime had been seen as an offshore tax haven laden with scandal.

In the past, Moneyval has criticized the Vatican for failing to follow-up on dozens of suspicious transaction reports from the Financial Information Authority (AIF), the Vatican’s financial watchdog. However, last year Vatican prosecutors opened an investigation into a shady London property deal in which the Vatican’s Secretariat of State sunk some 350 million euros (nearly $400 million) into the property using funds donated to papal charities.

An investigation was launched after the Secretariat of State requested a loan from the Vatican bank to buy the property, reportedly without following reporting requirements under new financial transparency laws decreed by Francis earlier this year. Several officials have been fired or suspended amid the investigation; however, so far non one has been indicted.

As part of that initial inquest, the Vatican police seized documents from the AIF’s offices, leading the Vatican being to be temporarily suspended from The Egmont Group, the world’s main international anti-money laundering federation, over security concerns.

The Egmont Group readmitted the Vatican in late January, despite the fact that in the meantime the head of AIF, Swiss lawyer Rene Brülhart and a former vice-chair of the Egmont Group, was forced out of his Vatican position the previous November.

On Sept. 24, Pope Francis fired Italian Cardinal Angelo Becciu from his post as head of the Vatican’s saint-making office.

– who in his previous role as sostituto, or “substitute,” in the Secretariat of State, a position traditionally likened to the Chief of Staff for a U.S. president – from his post as head of the Vatican’s saint-making office.

Becciu served as sostituto in the Secretariat of State from 2011-2018 – the sostituto, or “substitute,” is a position traditionally likened to the Chief of Staff for a U.S. president – meaning the London deal happened under his watch. Becciu has denied any fault in the matter and has insisted that his ousting was related to allegations that he gave Holy See contracts to companies run by his brothers – accusations which he denies.

Speaking to Moneyval representatives, Pope Francis stressed that policies meant to counter money laundering and terrorism “are a means of monitoring movements of money and of intervening in cases where irregular or even criminal activities are detected.”

Referring to the Gospel passage in which Jesus drove merchants from the temple, he said that “once the economy loses its human face, then we are no longer served by money, but ourselves become servants of money.”

“This is a form of idolatry against which we are called to react by reestablishing the rational order of things, which appeals to the common good whereby money must serve, not rule,” he said.

To this end, Francis highlighted several new laws the Vatican has introduced this year aimed at “ensuring transparency” in its financial affairs preventing financial crimes, including a June 1 procurement law meant to combat nepotism and feudalism by centralizing control over the awarding of contracts for goods and services in the Administration of the Patrimony of the Apostolic See (APSA), the body managing the Vatican’s assets.

He also pointed to an Aug. 18 Ordinance of the President of the Governorate requiring volunteer organizations and juridical persons of the Vatican City State to report suspicious activities to AIF.

Though he did not mention it in his speech, Francis on Oct. 5 established a new commission charged with determining which of the Vatican’s economic activities should remain confidential, judging on a case-by-case basis.

Pope Francis closed Thursday’s remarks by thanking Moneyval reps for “the service you provide,” saying the measures and structures they are evaluating are designed to promote “a clean finance, in which the merchants are prevented from speculating in that sacred temple which, in accordance with the Creator’s plan of love, is humanity.”

Vatican Fake Baby Jesus Medicaid Fraud In Child Welfare Trafficking Tiny Humans Trust Fund Buys Luxury London Land & The Death Of The 7 Month Pregnant Pope's Secretary

Vatican investigators raid office, home of monsignor who oversaw investments

Italian Monsignor Alberto Perlasca
ROME – In the latest fallout from a burgeoning financial scandal involving a controversial $220 million land deal in London, the Vatican announced Tuesday that internal investigators have seized documents and computers from the office and residence of the former head of a powerful department responsible for investments.

“This morning, in the context of a search ordered by the Promoter of Justice, Gian Piero Milano, and his Adjunct Alessandro Diddi, a seizure was executed of documents and computer equipment in the office and residence of Monsignor Alberto Perlasca, ex-administrative office head in the First Section of the Secretariat of State,” Tuesday’s communique said.

The Secretariat of State is the Vatican’s central coordinating department, and the first section oversees routine ecclesiastical governance. Perlasca, 60, had been the head of an office within the first section responsible for managing Vatican investments until July 26, when Pope Francis named him to a position with the Apostolic Signatura, the Vatican’s supreme court.

In the Secretariat of State, Perlasca had been involved on multiple fronts with respect to Vatican finances, including being part of the administrative council for the Vatican pension fund and its health care plan, as well as sitting on the board of the Vatican-sponsored pediatric hospital Bambino Gesù.

The Bambino Gesù Children's Hospital was born in 1869 as the first children's hospital in Italy, thanks to an initiative of the Dukes Salviati, on the model of the Hôpital des Enfants Malades in Paris. In 1924, the Hospital was donated to the Holy See, and became the Hospital of the Pope. In 1985, it was certified by the Italian Ministry of Health as an "Istituto di Ricovero e Cura a Carattere Scientifico IRCCS" (Research Hospital) and its clinical and healthcare activity started going side by side with an intense research activity. In 2006, the Hospital has been accredited for the first time by Joint Commission International (JCI), a recognized leader in international healthcare accreditation. In 2014, the Hospital's new research laboratories have been inaugurated. The new laboratories represent a remarkable technological and infrastructural investment: they cover an area of 500 square meters and are equipped with the most modern instrumentation for cellular and genetic investigations, also including a cell factory entirely dedicated to the large-scale manufacturing of advanced therapies.
The Bambino Gesù Hospital has now become a reference center for the health of children and adolescents from Italy and abroad and is today the largest sub-specialty children's hospital and research center in Europe.  It has now over 3,500 employees, and collaborates with the main international organizations in the pediatric field. It is the Italian reference center of Orphanet, the largest database of rare diseases in the world, with 39 participating states.
The Hospital carries out its healthcare activity in 4 premises: the historical headquarters on the Gianicolo hill, the new premises in Saint Paul outside the Walls, in Rome, and the peripheral premises along the Lazio coast, in Palidoro and Santa Marinella. Overall, it has 607 beds of which 52 are in ICU (intensive care unit) and 15 in neonatal semi-intensive care.
Every year, the Hospital counts almost 29,000 inpatient admissions, 30,000 surgical and interventional procedures, 41,000 Day Hospital days, 85,000 emergency admissions, almost 2,000,000 outpatient services: one of the most significant number of pediatric cases in Europe. About 29% of inpatients come from other Italian regions than Lazio, and 15% of inpatients are foreign-born.
The Hospital covers all pediatric sub-specialties. Transplantation, genetic and metabolic diseases, cardiology and cardiac surgery, neuroscience and rehabilitation are among its fields of excellence in research and care. The Bambino Gesù Hospital is the only children's hospital in Europe performing all organ and tissue transplantations: heart, bone marrow, cornea, kidney and liver, these last two also from living donors (324 transplantations only in 2018, of which 8 implants of artificial hearts).
The Hospital clinical activity is accompanied and integrated with an intense activity of reception and assistance to the patients' families, in particular those coming from other regions. Thanks to the help of a network of associations, foundations, and hotels, the Hospital manages to offer free accommodation to approximately 4,500 families, for a total of almost 100,000 nights per year.
Furthermore, the Bambino Gesù Hospital has promoted a number of interventions of international cooperation in the field of healthcare. It currently has ongoing direct care and educational projects in 12 countries: Central African Republic, Tanzania, Ethiopia, Syria, Jordan, Cambodia, India, China, Russia, Haiti, Ecuador and South Korea.
Thanks to the support of the Bambino Gesu Foundation (Onlus), every year dozens of patients are admitted to the Hospital pro bono, children from abroad with severe diseases or war wounds, who would not have the possibility to be properly treated in their home countries.
In its commitment for the "suburbs" of the world, the Hospital does not neglect the city of Rome, with its "mobile care unit", reaching the poorer neighborhoods and parishes.

The Vatican statement said that despite a presumption of innocence, the raid on Perlasca resulted from “initial interrogations of employees under investigation who’ve been suspended from service.”

The reference was to five Vatican officials suspended in October amid an internal review of a deal made by the Secretariat of State to purchase a 183,000-square-foot property in the London neighborhood of Chelsea, consisting of a former warehouse belonging to the Harrod’s department store slated for conversion into luxury apartments. Funds for that initial purchase were drawn from the collections for “Peter’s Pence,” an annual appeal to Catholics worldwide to support the activities of the pope.

In his former position, Perlasca was also responsible for overseeing the administration of the Peter’s Pence fund.

The investigation was triggered after the Secretariat of State requested a loan from the Vatican bank to buy the property outright, reportedly without following reporting requirements under new financial transparency laws decreed by Francis.

As part of that initial inquest, Vatican police seized documents from the Financial Information Authority (AIF), an anti-money laundering watchdog group established under Pope Benedict XVI, which led to the Vatican being temporarily suspended from the world’s main international anti-money laundering federation over security concerns.

The Egmont Group readmitted the Vatican in late January, despite the fact that in the meantime the head of AIF, Swiss lawyer Rene Brülhart and a former vice-chair of the Egmont Group, was forced out of his Vatican position.

In a recent speech to Vatican judges marking the opening of their judicial year, Francis made an indirect reference to the London scandal.

Such irregularities, he said, “beyond their possible criminality, are hard to reconcile with the nature and purpose of the Church, and they’ve created confusion and worry within the community of the faithful.”

Tuesday’s Vatican statement said the investigation will continue.

Pregnant secretary of Pope Francis found dead in her Rome apartment

pope francisMiriam Wuolou, a 34-year-old of Eritrean origin, was seven-months pregnant when her body was discovered

The Pope's pregnant receptionist has been found dead in her apartment on the outskirts of the city.

Miriam Wuolou, a 34-year-old of Eritrean origin, was seven-months pregnant when her body was discovered.

She had worked at Pope Francis' home and a priests' guesthouse called Santa Marta for years.

The Italian press reports she worked as a kind of gatekeeper for the Pontiff, as well as for the bishops and cardinals who stay there.

The Pope opted to live at the Santa Marta guesthouse after his appointment in 2013, rejecting the grand papal apartments because he found them too sumptuous and he feared isolation.

Pope Francis says contraception is 'lesser of two evils' in the battle against Zika virus

Ms Wuolou had a serious kind of diabetes which had led doctors to warn her pregnancy was at risk.

Police are investigating a case of neglect and have interviewed family members, her ex-husband from whom she was separated, and most recent boyfriend, thought to be a policeman in the Vatican, according to Rome-based newspaper il Messaggero.

The first external examination of the corpse showed no signs of violence.

Her brother found the body on Friday after he had not heard from her for several days. The autopsy has been carried out, and DNA tests are to be carried out on the foetus.

Vatican spokesman Father Federico Lombardi said. "Pope Francis had been informed of the death. We are all pained by this news."

Vatican Prepares For War Crimes Prosecution For Trafficking Tiny Humans

Now, why would Pope Francis update the nation's judicial system?

Well, considering the fact that the Vatican is a foreign nation, whereby its GDP is based upon its thousand years global industry of trafficking tiny humans, I am going with "war crimes" as my final answer.

The pope updates Vatican judicial system

New law assures judiciary independence and brings Vatican into line with international legal treaties, while maintaining the paramount place of canon law

This new judicial organization proposed by Pope Francis is 'in many ways very modern,' assures the president of the Vatican tribunal Giuseppe Pignatone.

As small as it is — no more than 44 hectares — Vatican City State is nonetheless independent and therefore governed by its own judicial system.

On Monday, March 16, Pope Francis revised this system by promulgating Law 35.

It replaces previous legislation that John Paul II decreed in 1987.

In the preamble to the 31 articles of this new law, Francis says changes were required to reflect "a significantly different historical and institutional context."

He notes that it is in line with recent "normative reforms in economic-financial and penal matters, as well as a consequence of adherence to important international conventions.

"The pope says it is also a question of improving the "efficiency" of the Vatican's justice system.

The Holy See Press Office said the new law aims in particular to "guarantee the independence of judicial bodies and magistrates."

Magistrates "exercise their powers with impartiality," the law states.

They have the faculty to directly call on the judicial police, which is exercised by the Vatican Gendarmerie.

The text also states that magistrates depend only on the pope.

He appoints them and grants them Vatican citizenship for the duration of their term of service.

Qualification requirements for judges

The new law says the virtue of justice must be the basis of the small state's judicial system.

"The cardinal virtue of justice, in fact, enlightens and synthesizes the very purpose of the judicial power proper to each state in order to cultivate the personal, generous and responsible commitment of those invested with the jurisdictional function which is, above all, essential," the pope says.

Magistrates will be "chosen preferably from among tenured or retired university professors, and in any case from among renowned jurists who have acquired proven experience in the judicial or forensic, civil, criminal or administrative fields."

In addition, specialized magistrates may be recruited in response to "specific requirements."

This increase in requirements is also reflected in the composition of the Court of First Instance, which is now composed of the president and four other magistrates, one more than under the law in force until now.Of these judges, at least one exercises this task "on a full-time basis, without having subordinate working relationships or carrying out independent activities of a continuous nature."

A 'very modern' lawPope Francis notes another important point of this new law in his preamble.

Namely, that it "preserves and ensures the specificity of Vatican law, which recognizes the canonical system as the first source of legislation and the first criterion of reference for interpretation."

It is thus required that one of the magistrates of the Vatican Tribunal be an expert in canon law.

Likewise, one must have "proven knowledge of canon law" to be a lawyer.

This new judicial organization is "in many ways very modern," assures Giuseppe Pignatone, the President of the Vatican Tribunal.

Writing in L'Osservatore Romano, he said it aims to "guarantee the conditions of independence and efficiency" of magistrates.

There are other provisions, such as the possibility of the addition of judges to judge in collegial form a cassation case — this law is due to come into force in one month.

Vatican used charity funds to bet on Hertz credit derivatives

Car hire company this year defaulted on debts

The investment was made under the watch of Cardinal Giovanni Angelo Becciu, who was stripped of his rights as a cardinal by the Pope last month

The Vatican invested some donations for the poor and needy in derivatives that bet on the creditworthiness of Hertz, the US car rental company that defaulted on its debts earlier this year, according to documents seen by the Financial Times.

In 2018, Pope Francis said credit default swaps “encouraged the growth of a finance of chance and of gambling on the failure of others, which is unacceptable from the ethical point of view”. The instruments, he said, were “a ticking time bomb”.

But three years earlier, part of a €528 million Vatican portfolio “derived from donations” bought structured notes containing CDS as part of a bet that Hertz would not default on its debts by April 2020, the documents show. The company filed for bankruptcy the following month, giving the Holy See a narrow escape on the investment, which paid out in full.

The investment was made under the watch of Cardinal Giovanni Angelo Becciu, who was stripped of his rights as a cardinal by the Pope last month over what Cardinal Becciu described as an allegation of “misappropriation”.

Money was invested on behalf of the Vatican’s Secretariat of State, the Holy See’s powerful central administration office where Cardinal Becciu was second-in-command from 2011 to 2018. The Secretariat has responsibility for administering donations made to the Church by Catholics around the world.

There appears to be no evidence Pope Francis himself was aware of the investment in the CDS-linked notes, which were held directly through a Secretariat account in Switzerland and made by a third-party consultant on its behalf.

Disastrous
Similar CDS trades have proved disastrous for several hedge funds in a wave of US corporate bankruptcies this year.

CQS, the London-based hedge fund run by billionaire trader Michael Hintze, suffered a roughly 50 per cent drop in the value of its flagship fund in the spring, after defaults including Hertz led to large losses on high-risk derivatives.

Other investments made by managers for the secretariat appointed by Cardinal Becciu include financing the 2019 film Rocketman – a biopic of the musician Elton John – according to fund documents seen by the FT.

The secretariat also bought multiple luxury residential properties in London’s Knightsbridge, and securitisations partly comprising invoices owed by the Italian state to Vatican-controlled hospitals.

Late last month Pope Francis asked Cardinal Becciu to resign – relieving him of his position as the man in charge of overseeing the canonisation of Catholic saints – as a result of allegations about the management of Vatican money. The cardinal has not been charged with any crime by the Vatican. He said he has committed no wrongdoing and vowed to clear his name. He and the Vatican did not respond to requests for comment on the derivatives investment.

Swiss bank accounts
The management of Vatican assets held in Swiss bank accounts during Cardinal Becciu’s watch has come under mounting scrutiny after Vatican police last year raided the offices of the secretariat to seize documents linked to a London property deal.

The secretariat’s investment in the London building known as 60 Sloane Avenue was made through a fund in Luxembourg in 2014 in a deal personally authorised by Cardinal Becciu. In June the Vatican’s state news service reported that Holy See prosecutors believe the investment caused “huge losses”.

Happy Christ the King Day.

May the foreign invasion of the United States be bountiful with many children, land and votes, by saving the salvaged souls of the savages.

Taken from the U.S. Constitution:

“No Title of Nobility shall be granted by the United States: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince, or foreign State”.

Praise the Lord and Hail Emperor Pence.

Happy Trafficking Tiny Humans Month, too.

Pope Fracnis did not renew the contract of Rene Bruelhart as president of a Vatican financial watchdog agency. This comes after police raided the group last month. Edward Condon, CNA D.C. Bureau Chief and canon lawyer, breaks down if the Holy Father gave any reason for this decision and who he may choose as the new head.

Head of Vatican financial regulator leaves job weeks after police raids

VATICAN CITY (Reuters) - The Vatican said on Monday the head of its financial regulator would leave, weeks after unprecedented police raids on his organization and another key arm of the Catholic Church’s bureaucracy.

Rene Bruelhart, a 47-year-old Swiss lawyer, told Reuters he had resigned from the top job at the Financial Information Authority (AIF), but did not go into further detail.

Vatican police entered the offices of the AIF and of the Secretariat of State - the administrative heart of the Catholic Church - on Oct. 1, as part of an investigation into an investment the Secretariat hade made in London real estate.

The officers, operating under a search warrant secured by the Vatican’s own prosecutor, seized documents and computers.

The head of the Secretariat, Cardinal Pietro Parolin, last month acknowledged that the property deal had not been transparent and promised to shed light on it.

The AIF board, headed by Bruelhart, has said the regulator did nothing wrong when it looked over the property investments.

A Vatican statement said Bruelhart would leave at the end of his five-year term on Tuesday and a successor would be named after Pope Francis returns from a trip to Asia on Nov. 26.

“I resigned,” Bruelhart told Reuters by phone shortly after the announcement was made.

Five Vatican employees were suspended immediately after the Oct. 1 raids, including AIF director Tommaso di Ruzza.

Two weeks later, Domenico Giani, the Vatican’s longtime security chief and the pope’s personal bodyguard, resigned over the leak of a document related to the investigation.

Vatican prosecutor Gian Piero Milano is looking into possible crimes such as embezzlement, abuse of office, fraud and money laundering connected to the purchase of the building by the Secretariat of State, according to people familiar with his search warrant.

The Secretariat of State spent about $200 million in 2014 for a minority stake in a complex plan to buy the building in London’s Chelsea district and convert it into luxury apartments.

The personnel changes at the AIF come as the Vatican is preparing for a new evaluation by Moneyval, a monitoring body of the Council of Europe, which has given Vatican financial reforms mostly positive reviews in its most recent evaluations.

Moneyval executive secretary Matthias Kloth told Reuters last month after the police raids that the organization was “following developments closely”. He said Moneyval’s onsite visit will go ahead as scheduled next spring ahead of a new evaluation in December.

Detroit Archdiocese transfers assets; critics say it's a shell game

I call it Corporate Shape Shifting.

The Archdiocese of Detroit transferred hundreds of parishes this year to a separate real estate corporation, a move critics say is similar to attempts across the country by the Catholic Church to shield assets from lawsuits filed by victims of clergy sex abuse.

For the six-county archdiocese, which includes 313 parishes, this is a first step toward creating an individual corporation for each parish, archdiocese spokesman Ned McGrath said Thursday. He said U.S. dioceses had been encouraged by church leadership to make such a change since 1911, and timing has nothing to do with concerns over lawsuits, which have already cost the church billions of dollars.

Terry McKiernan, co-founder of BishopAccountability.org, which tracks the abuse crisis, said this is a shell game to protect those assets from seizure through lawsuits regarding child sex abuse. He compared it to several other cases, such as a fund the Archdiocese of Milwaukee used to try to protect tens of millions of dollars in assets when it entered bankruptcy.

"I don't know if Detroit will go in that direction," McKiernan said. "But clearly, they're bracing for something."

Across the United States, about 20 dioceses and other religious orders have filed for bankruptcy protection as a result of clergy sex abuse claims, the Associated Press reported last week. As a result, victims' advocates say they are seeing trends across the country that include shifting of assets to other funds or parishes, a tactic previously used in Minnesota, Wisconsin, Tennessee and Southern California.

"This is not an unusual step," said James Stang, a Los Angeles attorney who has represented more than 13 creditors' committees involving survivors of sexual abuse and now represents victims of former Hollywood mogul Harvey Weinstein. "They will tell you that the transfer of the property to a trust or away from the archdiocese actually reflects their canon law concepts. I look at it as club rules."

Mooney Real Estate Holdings was incorporated as a nonprofit in March through the Bodman law firm in Detroit, with the Archbishop of the Roman Catholic Archdiocese of Detroit named as its sole member. Details of the corporation were reported Monday by Church Militant, an independent conservative Catholic news website that has long been at odds with the Catholic Church.

The purposes of Mooney Real Estate Holdings, according to its articles of incorporation document, include to operate "exclusively for religious purposes" and "to acquire, own and lease real property for the benefit of the Roman Catholic Archdiocese of Detroit" and its "parishes, schools, cemeteries and other ministries, Sacred Heart Major Seminary, and other religious, charitable and educational organizations ..."

That document is dated March 22, a month after two bills — which were scaled back before they became law — were introduced to extend the statute of limitations for child victims of sexual abuse. The bills initially had drawn concerns from the Catholic Church.

Stang said the Detroit Archdiocese's move appears to have been to "put the assets out of reach," but it wouldn't necessarily stop an attorney in a potential lawsuit, who could sue for a fraudulent transfer.
"When you look at intent to defraud, timing is critical," Stang said.

In a letter dated June 22 that McGrath said was shared with all the priests and parishes in June, the Rev. Jeffrey D. Day wrote an explanation of the ownership transfer as a "century-old quest."

"For historical background, the Holy See in 1911 directed dioceses in the U.S. to move toward the civil law model of parish incorporation, to be more closely aligned with canon law. It recommended parish incorporation versus the 'corporate sole' model in which all arch/diocesan property is titled in the name of the diocesan bishop," according to the letter.

The Archdiocese of Detroit started moving toward parish incorporation about 11 years ago, but McGrath said the Great Recession and other factors got in the way.
"All I can say is this is something we started trying to do in 2007, and we're trying to do it again," McGrath said. "That's all. We're just trying to get in line with church law on the whole thing. There's no other motive to it other than that."

The Archdiocese of Detroit said it has paid out more than $3 million in settlements and counseling costs for victims in clergy sex abuse cases since 2004. Nationally, abuse victims’ lawsuits have forced U.S. dioceses and religious orders to pay more than $3 billion in settlements, NPR reported in August.

Since 2002, the Archdiocese of Detroit has published a list of clergy accused of abuse, McGrath said.
"Our record of working with people who bring their complaints forward speaks for itself," he said. "One complaint is one too many. But I think we've been very receptive to the complaints and responses. So I don’t think we have anything to have to defend in that particular area. Can we do better? Sure, I believe we can always do better."

McKiernan called the property transfer "a pretty clear attempt to firewall." He said that recent raids indicate authorities are looking aggressively into allegations.

"There's not only potential criminal charges but also a considerable financial exposure, and it certainly looks to me like the archdiocese is creating a sort of segmented system to deal with that new reality."

In October, law enforcement officials with the Michigan Attorney General's Office executed search warrants for clergy files at all seven Catholic dioceses in Michigan as part of its investigation into sexual abuse of children by priests.

But McGrath said they didn't see this coming seven months earlier, when Mooney Real Estate Holdings was established.
