As we begin to close out the celebration for Child Abuse Propaganda Month, let us pay tribute to Massachusetts and its history in trafficking tiny humans.

Yes, there is more to Child Abuse Propaganda Month than just blue pinwheels money hustle because May is Foster Care Propaganda Month.

In order to acquire goods for the child welfare industry, one must have pretty, shiny reports showing that a state's foster care system need more money.

At the time I pulled the pretty colored fact sheet of the report, the report has yet to be uploaded to the state databases, so you can keep checking back for it.

We collaborate with the Massachusetts Department of Children and Families (DCF) and local school districts to implement the provisions for providing educational stability for students in foster care, as outlined in the Every Student Succeeds Act (ESSA).

What bouncing tiny humans for money looks like

Foster children often bounce from school to school, suffer chronic absenteeism, experience disciplinary problems, and drop out more frequently than their peers.

Bouncing from school to school is a modern term for trafficking tiny humans.  When one is legally kidnapped from their family, you have a tendency of disciplinary problems that are remedied with lots and lots of second generation antipsychotropics for testing.

Yet poor communication between state child welfare administrators and local schools and conflicting regulations create significant hurdles and educational delays for abused and neglected children as they are moved from foster home to foster home, according to a new state auditor’s report.

Poor communication is called privacy.  Child welfare is all compartmentalized because each department has its own private contractor fraud scheme they know nothing about because the child placing agencies are all outsourced to self-report and no one is going to dry snitch on themselves.

Amid the communication and coordination roadblocks, low-income communities often end up shouldering the financial burden for educating these children, the report said.

Poverty is abuse and neglect, which is why the Medicaid billable term is called Targeted Case Management, where they target poor communities, which means the communities lose appropriations due to forced migration.  These kids are typically lumped into school districts that are stressed for resources, for loss of funding, and throw their hands in the air when it comes to providing these kids any form of help in knowing they will be "bounced" in a few days.

“Too often, the educational success of these students is hindered by a complex bureaucracy and a lack of resources and expertise, and this burden is particularly acute in low-income communities,” state Auditor Suzanne M. Bump said in a statement. Last year, about 6,800 public school students in Massachusetts were in foster care and state education data indicate that about 45 percent of students in foster care require special education services.

School districts devote “considerable time and effort to ensuring that children in foster care are receiving the right educational services,” the report said.

School districts, not the child placing agencies or the state, devotes services.  Please take note of this burden for lack of replenished resources.

But it said some school districts report they receive inconsistent information from the Department of Children and Families, the state’s child welfare agency, while others say they receive no notice from DCF when a student in foster care arrives or leaves their district.

The school districts called the information they receive form DCF "inconsistent".  How cute.  I prefer the term fraudulent.  Alot of times DCF will have multiple identities for the kids to bill.  When a kid is adopted, the name changes, along with everything else, meaning there is no record.

“Several districts reported that they have informed DCF that a foster student has been absent from school (sometimes for periods in excess of 40 days), only to find that DCF has not acted on that report, or has not acted promptly to work with the district on the absenteeism issue,” it said.

No one acts on the reports of missing children because SACWIS, the human asset management system is a joke.

The report noted that these communication gaps can mean students endure duplicative testing and assessments that delay placement in an appropriate educational setting, while increasing the cost of providing the services.

And duplicate billing, double billing, phantom billing.....

“These children tend to bounce around from one community to another and there is no good way to track their educational history, let alone their personal history, so when they arrive at a local school district, the district is starting from scratch,” said Tom Scott, executive director of the Massachusetts Association of School Superintendents.

Ooooo...what a great argument to advocate for tagging and tracking tiny human assets with chip!

Baker administration officials said in response to Bump’s report that the state education department provides training to schools, districts, and DCF staff, aimed at minimizing transitions in education for students in foster care.

The schools and districts are not the problem.  It is the entire child welfare system. It needs to be dismantled and purged of all the nefarious actors who exist in the private spear, monetizing our children for the best interests of their foreign corporate investments in Social Impact Bonds. I would place a heavily weighted responsibility upon Mitt Romney for this.

Administration officials added that Governor Charlie Baker’s education funding proposal filed in January includes an expansion of counseling and psychological services for schools, which would benefit children in foster care.

But what does that do for a kid who is being bounced?

“While our offices will carefully review the full report, many of the auditor’s recommendations are already implemented or underway,” said a statement from the Executive Offices of Education and Health and Human Services. “The Department of Elementary and Secondary Education and the Department of Children and Families have strengthened collaboration and communication between the two agencies and local school districts, including issuing joint guidance in 2018 and all stakeholders continue to strengthen communication and coordination to better support school districts.”

Bump’s report suggests that DCF and the state education department, known as DESE, collaborate on creating and maintaining an electronic “dynamic list” of students in foster care to improve tracking, but also for analysis of trends and for future financial planning. She also recommends the state create an “electronic backpack,” a database that would allow school districts to quickly access education information on foster children.

Someone is going to make a whole bunch of money.  I wonder which tax exempt foreign corporation will be the lucky ones to get the first contract?  Backpacks are a popular idea when it comes to trafficking tiny humans, and other humans around them, and hacking computer systems in the schools you know.

The report does not indicate which state agencies should pay for these initiatives.

Have no fear! Someone will have a child welfare NGO pitch some more pretty shiny brochures, with a really cool website, to pitch the Medicaid contract to implement human assent management systems.  You know they like to start tracking humans at pre-birth, now-a-days.

The report notes that providing educational services to foster children poses a “financial strain” on local schools that is not offset by local tax revenue or state funding. The state pays some money toward educating these students, but the report said it’s not clear whether this reflects “the true cost” for local districts.

We still function on the arcane system of administrative operations in chattels.

Bump’s warning about the lack of adequate education funding for foster children comes as the state Legislature is engaged in a broader debate about how to boost state aid to school districts across Massachusetts.

Broader debate is called litigation.  Massachusetts has an issue with stealin' in its Children's Trust Fund.

Bump also suggests DCF and DESE should jointly provide training to DCF social workers and local school district staff on how to collaborate to make the best decisions for foster children’s educational placements, and for sharing information.

I have a much more economical response.  STOP STEALIN' TINY HUMANS!

Local school districts also are struggling to transport foster children to and from school, and to pay those costs, as foster children often are enrolled in one school district but live in another, the report said. Federal law requires that changes in school placements for students in foster care be minimized to lessen their trauma, and that unless it’s determined to be in their best interest, children should remain in the school district they were in prior to foster care.

Minimization and lessening of trauma for children in foster care is called "drugging children".  It is far more profitable and compassionate to chemically constrain a kid.

To meet those transportation needs, schools reported spending a total of $3.2 million just last year, the report said.

Yet DCF officials told Bump’s office that the department’s social workers are also dedicating a significant chunk of their time, sometimes as much as 40 percent of their time, transporting children to school or family visits.

I would say make a special division to assist the workers to transport the children and the parents to all the services they need to keep the child out the system.

To address the financial concerns, Bump called on the state to cover the full cost of transportation for foster children.

Good. Tap into those foreign children's trust funds bank accounts.  It is their money. Give it back.

The toll on children from this instability is considerable. Bump’s report said studies have found foster students lost from three months to one year of academic achievement each time they are moved to another school.

Children's Rights, a group I really have no respect for their work, as it is nothing but a attorney fees grifter scam, did nothing but get a federal monitoring contract for which you can clearly see, in this state, pretty shiny brochure, that not a damn thing has been done for the children, except for more money to be demanded.

Because no one cares and the attorneys will get the largest chunk of the damages, with the States in tow, launching more foreign Social Impact Bond programs, for more socioeconomic experiments, to their Public Private Partnerships, to fund campaigns.

I called Arnold & Itkin to ask if any foster kids would receive part of the settlement, or if the firm is going to work with the States Medicaid Fraud Control Units, but was told that the settlement was for their client.

One person, where not one penny goes to the Foster Kids who were used as lab rats, where the illegal use of Risperdal was billed to Medicaid, where not one penny will be reimbursed to the States.

The law firm did take my information and said they would call me back.

They asked with whom I was working.

I informed them that I would be reporting to the U.S. Department of Justice, who can then refer to the proper conjugal collaboration, just as soon as I publish.

Oh, and if a parent lodges a formal complaint, they are met with threats of termination of parental rights, to put the boy up for adoption to be sold, and continue being drugged above and beyond adult dosages.

A Philadelphia jury on Tuesday awarded $8 billion in punitive damages against Johnson & Johnson and one if its subsidiaries over a drug the companies made that the plaintiff's attorneys say is linked to the abnormal growth of female breast tissue in boys.

PHILADELPHIA (AP) - A Philadelphia jury on Tuesday awarded $8 billion in punitive damages against Johnson & Johnson and one if its subsidiaries over a drug the companies made that the plaintiff's attorneys say is linked to the abnormal growth of female breast tissue in boys.

Johnson and Johnson immediately denounced the award after the jury's decision in the Court of Common pleas, saying it's "excessive and unfounded" and vowing immediate action to overturn it.

The antipsychotic drug Risperdal is at the center of the lawsuit, with the plaintiff's attorneys arguing it's linked to abnormal growth of female breast tissue in boys, an incurable condition known as gynecomastia.

Johnson & Johnson used an organized scheme to make billions of dollars while illegally marketing and promoting the drug, attorneys Tom Kline and Jason Itkin said in a statement.

Johnson & Johnson said in a statement on its website it was confident that the award would be overturned, calling it "grossly disproportionate" with the initial compensatory damage award and "a clear violation of due process."

Johnson & Johnson said the court's exclusion of key evidence left it unable to present a meaningful defense, including what they said was a drug label that "clearly and appropriately outlined the risks associated with the medicine" or Risperdal's benefits for patients with serious mental illness. They also said the plaintiff's attorneys failed to present any evidence of actual harm.

"This decision is inconsistent with multiple determinations outside of Philadelphia regarding the adequacy of the Risperdal labeling, the medicine's efficacy, and findings in support of the company," Johnson & Johnson said. "We will be immediately moving to set aside this excessive and unfounded verdict."

Will Betsy DeVos Talk About Child Welfare And Her Michigan Operations?

Will Betsy DeVos make a public statement on her family's individual and corporate revenue maximization schemes of Bethany Christian Services in funding her cronies' political campaigns and industries?

Of course not.  What is going on is a criminal matter of complex financial fraud schemes.

I heard rumors that there are, as of January 2018, 29 sealed indictments in the Western Michigan District Court, but hey, what do I know?

Torn from immigrant parents, 8-month-old baby lands in Michigan

Four days ago, a Homeland Security official proclaimed: “We are not separating babies from parents.”

Yes, you are.

Yet in the middle of the night, two baby boys arrived in Grand Rapids after being separated from their immigrant parents at the southern border weeks ago.

Yet, in the middle of the night, two baby boys were separated from their U.S. Citizen, Michigan mother at their residence, being snatched from their beds by Child Protective Services and no one cared.

One child is 8 months old; the other is 11 months old. Both children have become part of a bigger group of 50 immigrant children who have landed in foster care in western Michigan under the Trump administration's zero-tolerance border policy.

Michigan Child Protection Law has a zero-tolerance policy where, poverty is considered the crime of abuse and neglect.

The average age of these children is 8, a number that has alarmed foster care employees who are struggling to comfort the growing group of kids who are turning up in Michigan at nighttime, when it's pitch-dark outside. They're younger than ever, they say. And they are petrified.

This is when the child placing agencies will put these kids through psychological evaluations and place them on second generation antipsychotropics to silence their screams.

"These kids are arriving between 11 p.m. and 5 a.m. Not only are they being separated from their family, they are being transported to a place that they don't know in the middle of the night,"  said Hannah Mills, program supervisor for the transitional foster care program at Bethany Christian Services, which is currently assisting the displaced children. "We have found on many occasions that no one has explained to these children where they are going."

How can you explain to a kid when the kid is still in diapers?  I have a better one.  How can you explain to a kid that they are about to enter a life of hell in foster care when they are victims of human trafficking?

Moving a tiny human, from point A to point B, without any authorization or warrant, for federal funding cost reimbursements, then warehoused and billed to other federal grant programs, is what we call being Legally Kidnapped.

According to Mills, some of these displaced children got picked up right at the airport by a foster family, while others wound up at a foster care center, begging to talk to their parents. Many have gone 30 days or more without talking to their parents because their parents can't be located, she said.

Not seeing their parents for more than 30 days is nothing.  State law affords a parent whose child is in foster care one hour a week visitation, supervised, of course.

“These kids are hysterical. They’re screaming out for mom and dad,” said Mills, who speaks Spanish and can converse with the children, noting only a handful have learned some English.

Mills, who has worked with displaced, immigrant children for six years, said the foster agency is dealing with a new, troubling element: Getting unaccompanied children on the phone with their parents. Typically, this takes about three days, she said. But now it's taking up to a month or more because the parents are detained and the agency can't locate them.

What?  In foster care you cannot have any contact outside the one hour a week supervised visitation.  A parent can face an action of Termination of Parental Rights and the child put up for adoption. Seriously.

"That's probably one of the most detrimental things," Mills said. "At least if we can get a kid to speak with their parent, they can feel safe."

This statement does not speak well for kids "feeling safe" in foster care.

Equally upsetting, Mills said, is watching children when they do finally get on the phone with a parent. For example, she recalled, a tearful 7-year-old on the phone with her mother asking her, 'Are you OK? Are you hurt? Is someone hurting you?' "

So, the kids are doing the jobs of these so-called family organizations checking on the well-being of the parents.  Parents are traumatized when their children are Legally Kidnapped, just like the parents who had their children spirited away for the peculiar institution.

"All of it is incredibly upsetting," Mills said, stressing: "The difference is, we're seeing so many more younger kids."

Good.  I pray, all of you, awaken every morning to a tear soaked pillow.

Immigration crisis: Where are the girls?

Homeland Security officials were not available for comment on why infants and toddlers are being taken from their parents.

Meanwhile, the Trump administration has steadfastly maintained that its goal is to protect the nation's borders, enforce immigration laws and send a strong message to immigrants that if they cross the border unlawfully, they will be prosecuted and their kids taken away.

This is called Child Protection Law, or rather the Child Abuse and Prevention Treatment Act.

There is no federal law that mandates children and parents be separated at the border, though the practice has led to nearly 2,000 kids being misplaced in the past six weeks — a phenomenon that has triggered a firestorm of controversy. Many religious groups, social activists and immigrant-sympathizers are calling for an end to the practice while Trump supporters are saying let him do his job.

On Tuesday, the Michigan Department of Civil Rights announced that it's assessing the impact of Trump’s zero-tolerance policy on the state of Michigan and the detained immigrant children, stating it "has a duty to make sure their civil rights are protected."

What about the children who have been removed by CPS (in child welfare we use the term 'removal', not the watered down 'separated')?

“We have received reports and are very concerned that the children arriving here are much younger than those who have been transported here in the past. Some of the children are infants as young as 3 months of age and are completely unable to advocate for themselves," Agustin V. Arbulu, Executive Director of Michigan Department of Civil Rights said in a statement.

Those tiny humans are quick to adopt because, under CAPTA, these children are considered abandoned, where the Adoption Safe Families Act (ASFA) fast tracks Termination of Parental Rights (TPR) for adoption.

The  American Association for Justice also condemned the family separation policy on Tuesday, stating: “These actions are risking the safety and well-being of innocent children. We call on the administration to immediately halt this practice and to reunite these traumatized families. This is not who we are as a nation. We can and must do better.”

The American Association for Justice could wake the hell up and address Child Welfare Law in the United States before making such ignorant statements into the public record.

But the Trump administration is not backing down, stressing the policy is about preserving and protecting America's borders and upholding the law. Moreover, it insists, the policy is not new, claiming children have long been placed in foster care when their parents were criminally charged with an immigration violation.

The Trump Administration is proving just how oxymoronic Child Welfare Law is in the U.S.  People scream bloody hell on the separation of children from families, but remain eerily silent on the exact same practice by CPS.

"What has changed is that we no longer exempt entire classes of people who break the law," Homeland Security Secretary Kirstjen Nielsen said in a White House briefing Monday. "Here is the bottom line: DHS is no longer ignoring the law."

Implode the system with their own law and policy.

She later added: "We are a country of compassion. We are a country of heart. ... We must fix the system so that those who truly need asylum can in fact receive it."

We are a country built upon selling chattel, the oldest form of survival.

President Donald Trump and congressional Republicans desperately searched Tuesday for an end game to the administration's contentious zero-tolerance immigration policy that has drawn fire from lawmakers on both sides of the aisle.

I believe the Republican leadership is going through a bit of a challenge considering the fact that Bethany Christian Services is a DeVos operation, that probably funds political campaigns in Michigan, and across the nation, but hey, what do I know?  I know this is quite awkward, not in the political sense, but in the more than likely possibility of criminal self-indictments.  Politicians tend to distance themselves when it comes to admitting to violating federal law.

Trump said Tuesday he wants the legal authority to detain the children along with the adults and "promptly remove families together as a unit."

That would mean Congress would have to speak upon CPS, foster care, adoption, and all the other systems contained within Child Welfare.
