I know of medical research institutions in Detroit and Ukraine that love to collect the involuntarily induced miscarriages (a.k.a. abortion) where there is a surge in building more neonatal units because a mother does not have to carry full term, for a fetus of 5 weeks will do just fine in children's medical research training facilities.

They like to do things like dope up the water, which is why Detroit is #1 in infant mortality, a fetal good to be cherished in a CRISPR research event.

They ran similar tiny human lab rat operations in Flint.

Unfortunately, in case of Moderna, I shall go out there as say, once again, that they use children as lab rats, but in this case, the term tiny human lab rats, is a term most appropriately applied.

Moderna's Patents Probed by U.S. Defense Department, FT Says

Moderna Inc.’s patents that were filed or awarded are being probed by the U.S. Department of Defense’s research arm, the Financial Times reported, saying the company failed to disclose government funding as required by federal law.

Knowledge Ecology International, a patient advocacy group, said in a report this week that researchers didn’t disclose in vaccine patents where they got about $25 million in grants from the department’s Defense Advanced Research Projects Agency, or Darpa, for its vaccine technology, the newspaper said.

“The company believes it has complied with applicable patent reporting requirements regarding patent filings, including as they relate to the Darpa program,” Ray Jordan, a spokesman for Moderna, said Saturday. The company estimates that Darpa funding was about $50 million, or 1% of its $5.1 billion total private funding.

The newspaper cited Darpa spokesman Jared Adams as saying that all awards to Moderna included the need to report the role of government funding, adding that “Darpa is actively researching agency awards to Moderna to identify which patents and pending patents, if any at all, may be associated with Darpa support.”

At least one Darpa-linked patent shows government support was disclosed.

The Cambridge, Massachusetts-based company said earlier this week it’s in talks with Japan’s Ministry of Health, Labor and Welfare to potentially supply the country with 40 million or more doses of its vaccine candidate against Covid-19. It also unveiled new findings relating to its trial.

Summary of Humanized Mouse Model Workshop

On December 18, 2018, NIAID, in coordination with the NIH Office of the Director and HHS, organized a workshop to assess recent advances and opportunities in the development and use of humanized immune system (HIS) mouse models, in which the immune system of the mouse is partially replaced with human immune cells and tissues. Participants included leading scientists in the fields of immune system development and function, transplant immunology, autoimmunity, and infectious disease research. Adm Brett Giroir, Assistant Secretary of HHS, welcomed the participants and described HHS interest in this area, including a clearer understanding of the limitations and adequacy of existing HIS models, and the possibility of developing scientifically validated alternatives to the use of human fetal tissue. Dr. Daniel Rotrosen, Director of the Division of Allergy, Immunology and Transplantation at NIAID, provided an overview of the workshop goals and expected outcomes, including: evaluation of the features, strengths and limitations of current HIS mouse models; procedures to compare HIS models made from fetal and non-fetal tissue sources; and studies that would be required to fully characterize and standardize these models. Dr. Lawrence Tabak, NIH Principal Deputy Director, provided brief introductory comments on behalf of NIH.

Dr. Leonard Shultz provided a comprehensive summary of HIS mouse model development and usage from 1988 to the present. In following breakout sessions, participants discussed the strengths and limitations of various HIS mouse models and provided opinions on ways to optimize HIS models for the development of vaccines and therapeutics for infectious and immune-mediated diseases and cancer. The meeting participants reconvened for reports from the two breakout groups and a final discussion, that resulted in the following summary points:

Major scientific advances have been made in understanding infectious disease pathogenesis and development of therapeutics using HIS mouse models made with human fetal tissues.
No single humanized immune system model is universally appropriate or optimal for all applications.
Various models can recapitulate key aspects of human T cell immunity; existing models are less able to recapitulate human innate immunity and antibody responses regardless of tissue source. Improvements in modeling antibody responses should be a focus of future work and may be particularly important for advances in vaccinology; and in modeling infectious, autoimmune, and allergic diseases.
Few direct comparisons have been conducted of HIS mice derived using fetal vs. non-fetal human tissue sources.
Meeting participants included investigators working on fetal tissue-derived and non-fetal tissue-derived HIS models. Considering published data and other information shared at this meeting, participants expressed the opinion that fetal tissue-derived HIS models remain the “gold standard” to which other model systems should be compared. This preference is based on the preponderance of data indicating superior engraftment, differentiation, survival and function of the adaptive immune cells (particularly T cells) in fetal tissue-derived models.
Following the breakout sessions, there was strong opinion that work should proceed on a variety of models derived with fetal tissues or from alternative sources.

The coronavirus outbreak was difficult to trace in the Wisconsin convent, which specializes in care for aging nuns with dementia.

CHICAGO — Our Lady of the Angels Convent was designed as a haven of peace and prayer in a suburb of Milwaukee, a place where aging, frail nuns could rest after spending their lives taking care of others.

Songbirds chirped in the sitting area. A courtyard invited morning prayers and strolls for the several dozen nuns who lived in the facility, a low-slung cream-colored building with a turret.

The quiet convent has become the site of a deadly cluster of the coronavirus. Four staff members have tested positive, a health official said. Since April 6, five nuns have died from the virus.

Covid-19, difficult to contain in any circumstance, has spread within Our Lady of the Angels with a particular invisibility. All five nuns who died were only discovered to have the virus after their deaths.

The women had moved into the convent after decades of service in Wisconsin, Illinois, Iowa and Nebraska. They worked in parishes, schools and universities, teaching English and music, ministering to the aged and the poor and nurturing their own passions for literature and the fine arts. Our Lady of the Angels, which specializes in caring for people with dementia, was meant to be their final home.

IMPOSSIBLE CHOICE
Many workers in states that are reopening must wrestle with whether to risk their health or their livelihood.

Officials say that this week, as alarm has grown surrounding the outbreak in the convent, medical staff quickly increased testing, ensuring that every resident was tested for the coronavirus. Earlier in April, the facility had temporarily stopped testing nuns for the coronavirus, according to investigative reports by the Milwaukee County medical examiner.

Records show that administrators at the convent had reasoned that the process of testing the nuns, by inserting a long nasal swab through a nostril into the back of the throat, was too difficult for them to endure.

In early April, Sister Mary Regine Collins was several weeks away from her 96th birthday. She had retired to Our Lady of the Angels after a life filled with religious service and education, according to a biography provided by her ministry, the School Sisters of Notre Dame.

She taught in Catholic schools and at a university in Milwaukee; she earned a master’s degree in art at the University of Notre Dame in 1962 and was known for her wood carvings.

On April 3, she developed a mild cough. The next day she was short of breath. On April 6, she died.

The convent staff had attempted to test Ms. Collins for the virus, but she had dementia and was “too combative to tolerate” the process, an investigator’s report from the medical examiner’s office said.

“Staff is treating her death as if she had Covid,” the report said.

A post-mortem coronavirus test, conducted by the medical examiner’s office, came back positive.

There have been at least 6,854 confirmed cases of coronavirus in Wisconsin, according to a New York Times database, and as of Thursday, at least 316 people had died.

ENROLLMENTS PLUMMETAs high school seniors put off college, school administrators foresee steep financial losses.
Most of the deaths have occurred in Milwaukee County, the most populous county in the state. In March, local health officials hosted conference calls with administrators of nursing homes and long-term care facilities, warning them that their residents — in advanced age, with underlying medical conditions — would be especially vulnerable.

“The convent administrator and staff have been following, and continue to follow, all the guidelines and recommendations of the local health department, the facility’s infection control coordinator, and the sisters’ primary care physician,” said Michael O’Loughlin, a spokesman for the School Sisters of St. Francis, a co-sponsor of the convent.

“They are very aware that the convent’s residents, who are elderly and receive specialized memory care, are a vulnerable population, which is why the convent suspended all communal activities and enforced social distancing long before any of the residents tested positive for Covid-19.”

Darren Rausch, the director and health officer for the Greenfield Health Department, said Our Lady of the Angels was among the facilities in the small suburb of Milwaukee that had kept in close touch with his office.

From the beginning of the outbreak, the convent staff followed the advice of his department, he said. Isolate positive cases. Make sure staff members are wearing personal protective equipment. Monitor the temperatures and symptoms of residents.

“It’s definitely very challenging,” Mr. Rausch said, noting that it can be more difficult for medical staff to detect symptoms of the coronavirus in patients with dementia. “They can’t always vocalize what’s going on.”

Health officials say that monitoring for Covid-19 is especially crucial in a residential setting full of older, medically vulnerable patients; about one-fifth of coronavirus deaths in the United States have been linked to nursing facilities.

Nursing homes and long-term care facilities, which struggled with a widespread lack of tests in the early days of the outbreak, have significantly ramped up testing in recent weeks, even for residents who are asymptomatic.

The Wisconsin Department of Health Services has asked long-term care facilities with an outbreak to test residents who appear sick; the specimens can then be sent to a state lab for free Covid-19 testing.

Many people who undergo coronavirus tests using the most common method — swabbing through the nose — find the test uncomfortable or even painful. Other methods, using a sample of saliva that is spit into a vial, are being introduced in a small number of states but are not widely available yet.

Mr. O’Loughlin, a spokesman for the ministry, said that since testing at the convent resumed, all of the residents have now been tested, some multiple times.

Called by God
FoundressesIn 1873, three young women—Emma Franziska (Mother Alexia) Hoell, Paulina (Mother Alfons) Schmid, and Helena (Sister Clara) Seiter—were called by God to establish a Franciscan religious community that would care for people in need. They left their ten-member community, ministering at an orphanage in Schwarzach, Germany, and sailed to America. They settled in New Cassel (now Campbellsport) Wisconsin. Their dream was to help immigrants with a large religious community that would meet the needs of the Church.

Rapid Growth
Mother AlexiaMany women joined the community in the next decade and by 1887, our sisters staffed schools in five states. A new motherhouse, St. Joseph Convent in Milwaukee, Wisconsin, was built and dedicated. St. Joseph's Normal School, which would grow to become Alverno College, was established within the motherhouse to educate the sisters. In 1893, the community expanded into health care ministry with the opening of Sacred Heart Sanitarium adjacent to the motherhouse. The sanitarium was the first of its kind in Milwaukee and became well known around the world.

Expansion in Europe
Mother Alexia returned to Europe in 1895, where she focused the community’s energies on ministry in sanitariums, kindergartens, homes for orphans and troubled youth, and homes for young women seeking higher education. Working mostly in Germany and Switzerland, sisters also conducted pastoral work and offered care to sick and elderly people.

Leadership in the Arts
Leadership in the ArtsUnder the leadership of Mother Alfons Schmid, a lover of the arts, the community established a strong tradition in music and art. The School Sisters of St. Francis have merited distinction as artists, composers, music educators and parish musicians, and have provided leadership in the field of liturgical music throughout the United States. The initiative of Mother Alfons in fostering the arts shaped a legacy that continues today.

A province developed in Latin America with missions in Costa Rica, Honduras, Guatemala, Nicaragua, Peru and Mexico. It was named the Union of Latin American ULAF ProvinceFranciscans (ULAF). This province, now administered as a region of the congregation, emphasizes pastoral work, education, health care, ministry to indigenous people, and service in the Guatemalan orphanage founded by the community.

Two provinces in India, established in 1996 and 2000, each have attracted close to 100 sisters. There, the School Sisters of St. Francis serve the poorest of the poor, carrying out ministries in villages, dispensaries, schools and hostels for girls and women.

Congregational RenewalThe events and direction of the Second Vatican Council mandated that religious congregations renew themselves and faithfully follow the charism of their founders. The School Sisters of St. Francis responded whole-heartedly. The Constitutions and Rule of Life were revised to become new Congregational Renewalministries and opportunities—developed in response to new needs in pastoral outreach, social justice, education and health care—reflected a more contemporary understanding of Gospel life and service.

The School Sisters of St. Francis today is firmly rooted in the Franciscan values of non-violence, mutuality, hospitality, and spirituality that balances activity and prayer. Associate Relationship gives lay women and men the opportunity to join the School Sisters of St. Francis in a common commitment to the Gospel and to carrying forward the mission of the Church.

Reconciling with the SSJ-TOSF
ssj-tosfAt the turn of the 19th century, a number of School Sisters of St. Francis were called to establish a new congregation that would become the Sisters of St. Joseph of the Third Order of St. Francis. Based in Stevens Point, Wisconsin, SSJ-TOSF sisters serve in direct ministry to those in need throughout the United States and around the world. After years of prayerful discussion, a formal reconciliation between our communities was celebrated in 2013 as sisters with whom we are truly sisters!

OVERSIGHT: Hearing On Why No One Understands Citizenship & Unreported Targeted Populations

The U.S. House Oversight Committee on the 2020 Census to get an accurate account, but everyone has failed on two fronts, the first being labeling of the variable of race.

Now, I am going to have to have someone provide me with the operationalization of the tools for measurement of race.

I was always told race was determined by the enumerator, per OMB Directive 15 but I ended up finding the legal tool for it.

and Administrative Reporting
(as adopted on May 12, 1977)
This Directive provides standard classifications for record keeping, collection, and presentation of data on race and ethnicity in Federal program administrative reporting and statistical activities. These classifications should not be interpreted as being scientific or anthropological in nature, nor should they be viewed as determinants of eligibility for participation in any Federal program. They have been developed in response to needs expressed by both the executive branch and the Congress to provide for the collection and use of compatible, nonduplicated, exchangeable racial and ethnic data by Federal agencies.
1. Definitions
The basic racial and ethnic categories for Federal statistics and program administrative reporting are defined as follows:
American Indian or Alaskan Native. A person having origins in any of the original peoples of North America, and who maintains cultural identification through tribal affiliation or community recognition.
Asian or Pacific Islander. A person having origins in any of the original peoples of the Far East, Southeast Asia, the Indian subcontinent, or the Pacific Islands. This area includes, for example, China, India, Japan, Korea, the Philippine Islands, and Samoa.
Black. A person having origins in any of the black racial groups of Africa.
Hispanic. A person of Mexican, Puerto Rican, Cuban, Central or South American or other Spanish culture or origin, regardless of race.
White. A person having origins in any of the original peoples of Europe, North Africa, or the Middle East.
2. Utilization for Record keeping and Reporting
To provide flexibility, it is preferable to collect data on race and ethnicity separately. If separate race and ethnic categories are used, the minimum designations are:

--Asian or Pacific Islander
--Black
--White
Ethnicity:
--Hispanic origin
--Not of Hispanic origin
When race and ethnicity are collected separately, the number of White and Black persons who are Hispanic must be identifiable, and capable of being reported in that category.
If a combined format is used to collect racial and ethnic data, the minimum acceptable categories are:
--American Indian or Alaskan Native
--Asian or Pacific Islander
--Black, not of Hispanic origin
--Hispanic
--White, not of Hispanic origin.
The category which most closely reflects the individual's recognition in his community should be used for purposes of reporting on persons who are of mixed racial and/or ethnic origins.
In no case should the provisions of this Directive be construed to limit the collection of data to the categories described above. However, any reporting required which uses more detail shall be organized in such a way that the additional categories can be aggregated into these basic racial/ethnic categories.

This was about the same time the term "African-Americans" came to be fashionable.

The African-Americans, a term Jesse Jackson coined, needs to told as his tale. 
 If Africa is a continent, and the United States is a nation, does that mean African Americans have dual citizenship or are these votes disqualified under Voter ID laws?
 Not everyone from the continent of Africa is of the darker persuasion. 
Not everyone of the darker persuasion is from Africa. 
If Colored Person A procreates with Colored Person B, producing Colored Offspring X; and, Colored Person C procreates with Colored Person D, producing Colored Offspring Y; where, Colored Offspring X and Colored Offspring Y procreate to produce Colored Offspring XY, does the zygote qualify for reparations?

"Will I be counted as an African-American?"
Here is an example of law that allows the U.S. to label one, based upon the status of the mother, Partus Sequitur Ventrum, more readily understood as the one-drop rule of property ownership under the law of chattels.


An Act to Preserve Racial Integrity

Every local registrar may, as soon as practicable, have such registration certificate made by or for each person in his district who so desires, born before June fourteen, nineteen hundred and twelve, for whom he has not on file a registration certificate, or a birth certificate. 
2. It shall be a felony for any person wilfully or knowingly to make a registration certificate false as to color or race. The wilful making of a false registration or birth certificate shall be punished by confinement in the penitentiary for one year.
3. For each registration certificate properly made and returned to the State Registrar, the local registrar returning the same shall be entitled to a fee of twenty-five cents, to be paid by the registrant. Application for registration and for transcript may be made direct to the State Registrar, who may retain the fee for expenses of his office.
4. No marriage license shall be granted until the clerk or deputy clerk has reasonable assurance that the statements as to color of both man and woman are correct. 

If there is reasonable cause to disbelieve that applicants are of pure white race, when that fact is stated, the clerk or deputy clerk shall withhold the granting of the license until satisfactory proof is produced that both applicants are "white persons" as provided for in this act. 

The clerk or deputy clerk shall use the same care to assure himself that both applicants are colored, when that fact is claimed. 
5. It shall hereafter be unlawful for any white person in this State to marry any save a white person, or a person with no other admixture of blood than white and American Indian. For the purpose of this act, the term "white person" shall apply only to the person who has no trace whatsoever of any blood other than Caucasian; but persons who have one-sixteenth or less of the blood of the American Indian and have no other non-Caucasic blood shall be deemed to be white persons. All laws heretofore passed and now in effect regarding the intermarriage of white and colored persons shall apply to marriages prohibited by this act. 
6. For carrying out the purposes of this act and to provide the necessary clerical assistance, postage and other expenses of the State Registrar of Vital Statistics, twenty per cent of the fees received by local registrars under this act shall be paid to the State Bureau of Vital Statistics, which may be expended by the said bureau for the purposes of this act.  
7. All acts or parts of acts inconsistent with this act are, to the extent of such inconsistency, hereby repealed. 

If one is "not colored", does that make them invisible, and if they are invisible, how can you count them?

Better yet, I cannot wait to see them try to explain the process of parental rights, but that would be due process, which could only happen upon the citizenship establishment of the foster kid.

To Produce Citizenship Data, Homeland Security To Share Records With Census

The Department of Homeland Security has agreed to share certain government records from its databases to help the Census Bureau produce data about the U.S. citizenship status of every person living in the country.

DHS quietly announced the data-sharing agreement in a regulatory document posted on its website on Dec. 27. It marks the latest development in the Trump administration's ongoing effort to carry out the executive order President Trump issued in July after courts blocked the administration from adding a citizenship question to the 2020 census.

Two weeks after the U.S. Supreme Court ruled last year to keep the citizenship question off, President Trump said in the executive order that releasing citizenship data based on existing records would allow states to redraw voting districts using the number of eligible voters rather than all residents in an area — a method of redistricting that a prominent GOP strategist concluded would politically benefit Republicans and non-Hispanic white people.

According to the DHS document, which was first reported by Federal Computer Week, U.S. Citizenship and Immigration Services is sharing personal information about naturalized U.S. citizens and green card holders from records going back to as early as 1973.

More recent records dating to 2013 from Customs and Border Protection, as well as Immigration and Customs Enforcement, will provide the Census Bureau with data such as noncitizens' full names, birth dates, addresses, Social Security numbers and alien registration numbers. CBP is also sharing the travel histories of visitors to the U.S., including those who have overstayed their visas.

Federal law restricts the release of immigration records about survivors of human trafficking and of certain other crimes who have applied for special visas, as well as survivors of domestic abuse who have applied for immigration benefits under the Violence Against Women Act. Still, USCIS has asked for permission to release to the Census Bureau data about refugees and asylum-seekers, whose records generally cannot be shared without their consent or a waiver signed by the Homeland Security secretary.

Trump Wants Citizenship Data Released But States Haven't Asked Census For That
The bureau plans to use the data it does receive to try to match the DHS records with those from other agencies about the same person. Each individual's records would then be used in a statistical model designed to produce anonymized estimates of U.S. citizens and noncitizens living in the country.

It is unclear, however, whether this process will be able to accurately determine the citizenship status of individuals. "No one source of citizenship information is complete and up-to-date," the DHS document — known as a privacy impact assessment — warns, while noting that misidentified individuals would receive "no adverse impact" because the efforts are only for "statistical purposes."

Still, Latinx community groups represented by the Mexican American Legal Defense and Educational Fund and Asian Americans Advancing Justice - AAJC are currently suing the administration, arguing that its data efforts are part of a conspiracy to stop Latinx communities, noncitizens and other immigrants from receiving fair political representation.

Meanwhile, the administration has spent months trying to amass citizenship records from other federal agencies, including the State Department and the Social Security Administration, plus states. In November, Nebraska became the first state to agree to share its driver's license records with the Census Bureau.

The data DHS provides "will not be used to make programmatic or administrative enforcement decisions," according to the document the department released last week.

Instead, the document says DHS is providing the records as required by Trump's executive order to help determine numbers of three specific groups: "citizens, lawfully present non-citizens, and unauthorized immigrants in the United States during the decennial census."

While Trump's order does reference a need for a "more reliable" count of unauthorized immigrants to better inform public policy about immigration and eligibility for public benefits, the Census Bureau has not publicly acknowledged any plans to create such an estimate.

During public meetings in September, the Census Bureau's chief scientist, John Abowd, confirmed that the executive order — along with a filing to the White House's Office of Management and Budget, which reviews all federal government efforts to collect information — "commit" the bureau to releasing citizenship data by the end of March 2021, in time for the next round of redistricting.

The bureau's public information office has not responded to NPR's questions about whether it's planning to produce a count of unauthorized immigrants in response to the executive order.

The bureau is currently fighting off a lawsuit by the state of Alabama and Rep. Mo Brooks, a Republican from that state, which is arguing in court to get unauthorized immigrants excluded from census numbers used to determine the distribution of congressional seats among the states.

Both the bureau and the Department of Homeland Security's office of public affairs have also not responded to NPR's questions about when the new data-sharing agreement was signed and if any data have been transferred yet.

Plans for DHS to share data with the bureau through this agreement have been in negotiations since early 2018, when the bureau officials began scrambling to respond to the Trump administration's last-minute request to add a citizenship question to the 2020 census.

Latinx Advocacy Groups Sue To Block Citizenship Data Release By Trump Officials
Census Bureau officials have long advocated for the administration to rely on existing government records as a way to produce citizenship information that the bureau's researchers say is more accurate and less expensive than collecting self-reported responses to a census question. In 2018, Commerce Secretary Wilbur Ross, who oversees the Census Bureau, approved both adding the question to census forms and directed the bureau to request records from other agencies and state governments.

Still, the DHS document lays out a number of risks involved with sharing data with the bureau, including a concern that doing so is "not compatible with the original purpose" of DHS agencies collecting the information. It also flags the risk that the people whose information DHS is sharing with the Census Bureau may not want that to occur.

The document says, however, these risks "cannot be mitigated" and that Trump's executive order requires DHS to comply with the bureau's data requests.

Do Trump Officials Plan To Break Centuries Of Precedent In Divvying Up Congress?
Some privacy advocates have raised their own concerns about the potential misuse of data, especially at a time of increased immigration enforcement. Using the information to try to identify noncitizens "implicates fundamental due process rights and will impact both citizens and non-citizens," wrote Marc Rotenberg, president of the Electronic Privacy Information Center, in a July letter to leaders of the House Oversight and Reform Committee.

On top of those concerns, it's not clear exactly how accurate the data produced using the existing records will be. The DHS document acknowledges it is "notoriously difficult" to use data to determine a person's current immigration status because "individuals can have multiple immigration statuses through their lifetime."

"Because DHS is providing information at a point in time," the document says, "it is reasonable to believe that eventually data accuracy issues may arise."

Detailed Description:
The Bucharest Early Intervention Project (BEIP) was a randomized controlled trial of foster care as an intervention for children abandoned at or around the time of birth and placed in one of six institutions for young children in Bucharest, Romania (Zeanah et al., 2003). The PI (Nelson) and Co-PIs (Zeanah and Fox) conducted this study beginning in the fall of 2000 from baseline assessments and implementation of the intervention in the spring of 2001.
The BEIP began with comprehensive assessments of 136 institutionalized children and their caregiving environments prior to randomization. Half the children were randomly assigned to high-quality foster care and the other half to remain in institutional care. The average age at foster care placement was 22 months (range=6-31 months). All children were initially seen prior to randomization and again for follow-up assessments at 30 months, 42 months 54 months, 8 years and 12 years of age. The development of children in foster care was compared to the development of children in institutions and to a group of never institutionalized children (community controls). These children are being assessed at age 16 years.

Experimental: Foster Care Placement Group
Children randomized to this group were placed in high quality foster care developed for the study.
Other: Foster Care Placement
A group of children living in institutions in Bucharest, Romania was randomly assigned to placement in foster care. Foster parents were recruited, consented to background checks, and trained in Romanian. Before placement, foster parents visited their children to begin developing a relationship with the child. Hired foster parents were supported and monitored by project social workers. Foster parents in the BEIP network received frequent visits from the social workers, with visits occurring weekly for several months after placement of the child, then biweekly and later monthly. Foster parents were invited to participate in a support group organized by social workers. Project social workers consulted weekly with US staff experienced in dealing with young children in foster care.

Trump is the 'most valuable witness': Lawmakers point to president as new hearings loom
Lawmakers from both parties on Dec. 1 discussed where impeachment hearings against President Trump stood and what more there was to learn.
As the impeachment inquiry moves into a critical week, President Trump and his Republican allies are debating the degree to which the president should participate in a process they have spent more than two months attacking.
On Sunday evening, White House counsel Pat A. Cipollone told the House Judiciary Committee in a five-page letter that Trump would not participate in its first impeachment hearing, scheduled for Wednesday. The invitation from Chairman Jerrold Nadler “does not begin to provide the President with any semblance of a fair process,” Cipollone wrote.
Four constitutional scholars — three chosen by Democrats, one by Republicans — are expected to testify on the standards for impeachment. Nadler (D-N.Y.) told Trump he had until 6 p.m. Sunday to notify the committee that he or his attorneys would attend; he has given Trump until Friday to decide whether to participate more broadly in the impeachment process.
In his letter Sunday, Cipollone did not rule out participating in future hearings but asked Nadler to detail his plans for the upcoming proceedings, including whether he would allow further testimony and cross-examination of fact witnesses, among them those who already testified before the House Intelligence Committee. He also said Republicans should be able to call additional witnesses.
“Even at this late date, it is not yet clear whether you will afford the President at least these basic, fundamental rights or continue to deny them,” Cipollone wrote.
Nadler spokesman Daniel Schwarz declined to comment on Cipollone’s letter.
The Trump administration’s response suggests it will continue taking a defiant approach to the impeachment proceedings, betting that Republicans will stick together behind a noncooperation strategy meant to cast the inquiry as a partisan witch hunt. The move comes as Democrats on the House Intelligence Committee prepare to meet Tuesday to approve the release of their report detailing the panel’s findings on Trump’s dealings with Ukraine.

On Sunday, Democrats called on the White House to cooperate, suggesting an innocent person would have no problem testifying.
“We’re certainly hoping that the president, his counsel, will take advantage of that opportunity if he has not done anything wrong,” Rep. Val Demings (D-Fla.) said on ABC News’s “This Week.” “We’re certainly anxious to hear his explanation of that.”
But there is a conflict inside the GOP over the extent to which Trump and his congressional defenders ought to engage, even as Republicans signaled they will continue their aggressive campaign to delegitimize the process as corrupt and unfair.
Speaking on “Fox News Sunday,” Rep. Douglas A. Collins (Ga.), the top Republican on the Judiciary Committee, said he understood why the White House might want to skip the Wednesday hearing, calling it “just another rerun” covering ground already surveyed in previous Judiciary Committee hearings.
“This is a complete American waste of time right here,” he said.
But he added that Republicans would be more keen to participate in future hearings — particularly one examining the findings of the House Intelligence Committee as prepared by its chairman, Rep. Adam B. Schiff (D-Calif.).
Other Republican lawmakers said Trump could benefit from availing himself of the due-process protections that Nadler has offered, including the right to present evidence, suggest wit­nesses and cross-examine those called by Democrats to testify.
Rep. Tom McClintock (R-Calif.), a Judiciary Committee member, said on “This Week” that he thought it “would be to the president’s advantage” to have counsel participate in the upcoming hearings. “But I can also understand how he is upset at the illegitimate process that we saw unfold in the Intelligence Committee,” he said.
The president did not address the issue himself Sunday. He sent two tweets about World AIDS Day in the early afternoon and spent a second day in a row at his golf course in West Palm Beach, Fla., after returning early Friday from a Thanksgiving visit to U.S. troops in Afghanistan.
In the past, however, Trump has suggested that he would like to participate. Last month, he said he would “love” for several senior administration officials to testify in the impeachment inquiry, but he contended the White House was preventing them from doing so to protect the institution of the presidency.
“The D.C. Wolves and Fake News Media are reading far too much into people being forced by Courts to testify before Congress,” Trump said in a tweet on Nov. 26. “I am fighting for future Presidents and the Office of the President. Other than that, I would actually like people to testify.”
On Sunday, Republicans also renewed an array of attacks on the impeachment process, a likely preview of what’s to come this week.
Collins attacked the timeline that Democratic leaders are pursuing, one that appears aimed at concluding an impeachment vote in the House before Christmas rather, he argued, than providing appropriate due process for the president.
“They want to get this president right now before everybody completely sees through the process sham,” Collins said. “So we’re rushing this.”
He also called Sunday for Schiff personally to testify, indicating that the Intelligence Committee chairman would face intense questioning from Republicans on the role his panel played in shepherding the whistleblower complaint that exposed Trump’s irregular dealings with Ukraine, among other matters.
The Republican congressman noted that Schiff has compared the panel’s fact-finding process to that of the independent prosecutors who examined matters that led to impeachment proceedings against Presidents Richard Nixon and Bill Clinton. In those cases, Collins noted, those prosecutors subjected themselves to congressional questioning.
“He’s put himself into that position,” Collins said. “It’s easy to hide behind a report. It’s easy to hide behind a gavel and the Intelligence Committee’s behind-closed-door hearings. But it’s going to be another thing to actually get up and have to answer questions.”
Another Republican, Rep. Andy Biggs (Ariz.), predicted the impeachment inquiry will take a turn for the combative this week, when it moves to the Judiciary Committee.
“It’s a bunch of brawlers sometimes on the Judiciary Committee, so it should get pretty hot and under the collar as we go along,” Biggs, who sits on the panel, said in an interview with Fox News Channel’s Mike Emanuel on “Sunday Morning Futures.” “I don’t think things have been done the way they’ve been done in the past, Mike, and so it causes some rancor and it should be pretty — much more feisty, I would say, than the Intel Committee was.”
Democrats on the Judiciary Committee, meanwhile, said Sunday that Republicans were trying to distract from Trump’s wrongdoing by raising objections to the impeachment process without challenging the facts that have been gathered.
Demings said Democrats were “not going to play any games” with Republicans and called on Trump to end his stonewall of the Democrats’ witness and document demands.
“They want to . . . play a political game and tie the process up in the courts as long as they can and run the clock out,” she said. “We’re not willing to play that game.”
Sen. John Neely Kennedy (R-La.), meanwhile, argued that both Russia and Ukraine interfered in the 2016 presidential election, despite the intelligence community’s assessment that only Russia did so.
The comments mark Kennedy’s latest attempt to shift the focus away from the U.S. intelligence community’s conclusion that Russia worked to help elect Trump, after a Fox News Channel interview last week from which he later backtracked.
“I think both Russia and Ukraine meddled in the 2016 election,” Kennedy told host Chuck Todd on NBC News’s “Meet the Press” on Sunday.
Todd pressed Kennedy on whether he was concerned that he had been “duped” by Russian propaganda, noting reports that U.S. intelligence officials recently briefed senators that “this is a Russian intelligence propaganda campaign in order to get people like you to say these things about Ukraine.”
Kennedy responded that he had received no such warning.
“I wasn’t briefed. Dr. Hill is entitled to her opinion,” Kennedy said, referring to former National Security Council Russia adviser Fiona Hill, who testified in the impeachment inquiry last month.
In her public testimony, Hill warned that several Trump allies had spread unfounded allegations that Ukraine, rather than Russia, had interfered in the 2016 U.S. presidential election.

Cipollone’s background includes serving in the Justice Department while President George H.W. Bush was in office. While in the private sector, he handled cases involving government contracts and congressional investigations.

On October 8, 2019, Cipollone sent a letter to House Democrats, including Speaker Nancy Pelosi, explaining that the White House would not cooperate with the impeachment inquiry. This means that the White House will not comply with document requests or agree to testify before lawmakers.

Cipollone accused the Democrats of orchestrating an effort to “overturn the results of the 2016 election and deprive the American people of the President they have freely chosen. Pat Cipollone reportedly served as an informal adviser to the White House legal team for several months before he was brought on in an official capacity, a source confirmed to Business Insider.

After joining the administration, Cipollone was said to have quickly earned President Trump’s trust and respect. Kellyanne Conway told Politico in June of 2019, “He has the president’s ear, he’s earned the president’s respect and that allows people in this building not just to survive but to succeed in doing their jobs.”

Current and former senior administration officials told the Atlantic that Cipollone is “clear in his admiration” for the president and doesn’t try to hide that. He is also reportedly known for being very discreet and straightforward. Alex Azar, the Secretary of Health and Human Services, praised Cipollone to the magazine. “Pat would tell me if I was doing something I shouldn’t be doing or going in the wrong direction. He wouldn’t hesitate to tell me that, and I know he wouldn’t hesitate to tell the president that either.”

Cipollone is firmly on the president’s side when it comes to the call with the leader of Ukraine, which was part of what sparked the formal impeachment inquiry. In the letter Cipollone sent to Democratic leaders on October 8, 2019, he strongly defended the call and praised the president’s decision to release the official record of the call. “For his part, President Trump took the unprecedented step of providing the public transparency by declassifying and releasing the record of his call with President Zelenskyy of Ukraine. The record clearly established that the call was completely appropriate and that there is no basis for your inquiry.”

Pat Cipollone was a partner at the law firm Stein Mitchell Cipollone Beato & Missner LLP in Washington, D.C. His areas of focus were listed as commercial litigation, anti-trust & trade regulation, and healthcare fraud.

According to the firm bio, Cipollone had experience handling cases involving government contract matters, tax disputes, consumer fraud, crisis management, congressional investigations and insurance litigation, just to name a few. Before joining this firm, Cipollone worked at Kirkland & Ellis LLP.

One previous high-profile case Cipollone worked on included a class-action lawsuit against Equifax. He was on the 11-person legal team that defended customers who had their personal data, including social security numbers, exposed in a major data breach. The cyberattack reportedly impacted as many as 145 million customers.

He is licensed to practice law in Washington D.C. and Illinois. Cipollone earned a bachelor’s degree at Fordham University in 1988. He attended law school at the University of Chicago and served as the managing editor of the University of Chicago Law Review, graduating in 1991.

Simply put, he has a lot of experience dealing with negative media attention and representing well-known people. Though Cipollone’s government experience is limited, his background was likely viewed as a crucial asset, especially after Democrats took back control of the House in the 2018 midterm elections and increased investigations.

4. Cipollone is Active With Two Catholic Organizations
Pat Cipollone is a practicing Catholic. He is a co-founder of the National Catholic Prayer Breakfast. The annual event first launched in 2004 in Washington, D.C. and typically attracts more than 1,000 participants.

According to the event website, the Prayer Breakfast’s founders were inspired by “Saint John Paul II’s call for a New Evangelization.” Former Senator Rick Santorum is another founder.

Cipollone is on the board of directors of the Catholic Information Center. The group’s mission statement explains that the group is “committed to making the Catholic Church alive in the hearts and minds of men and women living and working in our nation’s capital. Through a variety of spiritual, intellectual, and professional programs, the CIC offers the tools to live an integrated life and to engage in all areas of human endeavors.” The organization holds daily weekday masses and confessions, as well as puts on speaking events. The Catholic Information Center is located about half a mile from the White House.
