DOJ: Congressman Duncan D. Hunter Pleads Guilty to Stealing Campaign Funds

NEWS RELEASE SUMMARY – December 3, 2019

SAN DIEGO – U.S. Representative Duncan D. Hunter pleaded guilty in federal court today to the major count in his indictment, admitting that he knowingly and willfully stole hundreds of thousands of dollars in campaign funds that he and his wife used to maintain their lifestyle.

According to the plea agreement, Hunter and his wife, Margaret, who pleaded guilty in June 2019, illegally converted more than $150,000 in campaign funds from 2010 through 2016 to purchase goods and services for their personal use and enjoyment, and engaged in 30 or more illegal transactions using campaign funds for personal use.

 As detailed in the indictment, the Hunters stole money from the campaign for items as inconsequential as fast food, movie tickets and sneakers; as trivial as video games, Lego sets and Playdoh; as mundane as groceries, dog food,  and utilities; and as self-indulgent as luxury hotels, overseas vacations and plane tickets for their family pet rabbits, Eggburt and Cadbury – all while their family was otherwise deeply in debt.

“Congressman Duncan D. Hunter violated the trust of his supporters by diverting hundreds of thousands of dollars they donated in good faith to his reelection campaign for personal expenditures,” said Assistant U.S. Attorney David Leshner. “This was not an accounting mistake by his campaign. This was a deliberate, years-long violation of the law.  Congressman Hunter used the power of his position to fund a lifestyle out of his reach, unwittingly financed by those who put him there.  His guilty plea entered today acknowledges and accepts responsibility for his conduct. Leshner praised prosecutors Phil Halpern, Emily Allen and Mark Conover as well as the Federal Bureau of Investigation for their tireless pursuit of justice in this case.

“Our campaign finance laws are designed to promote transparency in our electoral process by, among other things, prohibiting the diversion of campaign contributions for personal use,” said Scott Brunner, Special Agent in Charge of the San Diego Division of the FBI.  “The FBI will fully investigate any person who blatantly disregards these laws and abuses the trust of constituents and contributors by turning campaign coffers into a personal slush fund.  Today, the comprehensive FBI investigation resulted in Duncan Hunter pleading guilty to a conspiracy with his wife to convert hundreds of thousands of dollars in campaign funds for personal use.”

U.S. District Judge Thomas J. Whelan set Mr. Hunter’s sentencing for March 17, 2020 at 9:00 a.m.

 “Congressman Hunter was indicted—and he pled guilty today—because of his own misconduct, and no one else’s,” said Assistant U.S. Attorney Emily Allen. “This is not a case about mismanagement, or sloppy accounting, or ‘mistakes.’  Duncan Hunter intentionally took money that did not belong to him and used it for his own benefit.  For that, he has been held accountable, and we are pleased that today he has taken this first step toward taking responsibility for his crime.”

Assistant U.S. Attorney Phil Halpern said: “The foundation of our legal system is based upon the proposition that no one individual is above the law, regardless of the heights they've reached, how much they've contributed, or what office they occupy. Today's disposition ensures that the rule of law remains pre-eminent in this country and that Mr. Hunter both acknowledges and is held accountable for his role in stealing hundreds of thousands of dollars in campaign funds.”

As detailed in the indictment, beginning no later than 2010 and continuing up to and including at least 2016, Duncan and Margaret Hunter agreed to use campaign funds for their own personal benefit and enjoyment—and to spend freely from Hunter’s campaign donors’ funds. Many of the Hunters’ personal outings with family or friends (which as detailed in the indictment included trips to the Del Mar racetrack, dinners or drinks with friends, family and “couples” vacations, golf outings, and a weekend-long bachelor party) should not have been paid for with campaign funds. Among their improper spending, the Hunters paid $2,448.27 in campaign funds in August 2011 for a “couples” vacation in Las Vegas, Nevada, which Hunter concealed by falsely reporting to the campaign treasurer that the expenses were all  “campaign related.”

Similarly, later that same month, knowing that their family bank account had a negative balance, the Hunters improperly used $113.73 in campaign funds to pay their half of the bill during another couples’ “date night” out with good friends at Jake’s Del Mar; improperly used $156.22 in campaign funds during a “couples” day at the Del Mar Racetrack; and improperly used $511.03 in campaign funds at the Hotel del Coronado to celebrate their child’s birthday. Hunter once again falsely told the campaign treasurer that all these charges were “campaign related.”

Previously, Hunter’s wife, Margaret, publicly acknowledged that these types of improper expenses went on for years and included spending as flagrant as: (1) $100.69 on November 16, 2013 at Casa De Pico in La Mesa to take their family and close friends out to dinner in relation to a sporting event featuring one of the Hunters’ children; (2) $1,489 on June 28, 2014 to treat their good friends to dinner at the Studio restaurant in the Montage Laguna Beach resort, and for room service, drinks, and meals the next day for the Hunters by themselves; (3) a family trip to Disneyland on September 26, 2015, which included $229.44 at Disneyland’s Star Trader shop for Minnie Mouse ear headbands and Star Wars-themed clothes for the Hunters’ children; and  (4) $669.07 on March 27, 2016 at the Hotel del Coronado for a family Easter Sunday brunch in the Crown Room that the Hunters recognized was well outside their budget.

In her plea agreement, Margaret Hunter specifically acknowledged that she and Duncan Hunter used campaign funds to secretly make thousands of dollars in improper personal purchases (including family vacations, household goods and groceries, restaurants and bar tabs, a bachelor party, gas, fast food, retail shopping, cash withdrawals, a garage door, and personal Uber rides, among others) which they continued to disguise as campaign-related expenses.

The indictment also details how Hunter aided his malversation by repeatedly providing his wife with a campaign credit card despite the advice from his treasurer that he not do so.  Similarly, Hunter – against the advice of his campaign staff and congressional office staff – installed Margaret as his paid campaign manager on two separate occasions with full knowledge that she was misappropriating campaign funds in order to finance their personal lifestyle.  When discussing her appointment as the salaried campaign manager for the second time in 2014, Margaret observed that Hunter “need[ed] the extra money as much as I do[.]”

According to documents previously made public, the Hunters used campaign funds improperly on a number of family vacations, including:

A July 2014 vacation to Washington, D.C. and a resort in Pennsylvania (which included personal items and activities such as purchasing cigarettes, $399 for zip lining for Hunter and two of his children, and $250 in airline travel charges for Eggburt);

A February 2015 family trip to Minnesota, during which they improperly paid for personal family expenses including $250 in airline travel charges for Eggburt, and $132 in Uber rides to take the Hunter family to the Mall of America;

A June/July 2015 family vacation to Hunter’s cousin’s wedding in Boise, Idaho, and a stopover in Las Vegas, in which the Hunters, among other things, spent $205.62 in campaign funds for personal items at the North Face store;

A November 2015 family vacation to Italy, in which the Hunters improperly used more than $14,000 in campaign funds, which Hunter justified by attempting to set up a one-day tour of a U.S. Navy facility in Italy (which never occurred);

Similarly, Hunter used more than $1,000 in campaign funds to take one of his girlfriends on a 2010 winter ski trip to the Hyatt Regency Lake Tahoe Resort, Spa and Casino.
The indictment also highlights how Hunter turned to campaign funds because his family’s finances were in constant disarray.  During the course of the conspiracy, the Hunters overdrew their bank account more than 1,100 times in a seven-year period resulting in $37,761 in “overdraft” and “insufficient funds” bank fees.  Their credit cards were frequently charged to the credit limit, often with five-figure balances, resulting in an additional $24,600 in finance charges, interest, and other fees related to late, over the limit, and returned payment fees.

According to the indictment and other publicly filed documents, Hunter and his wife both recognized that campaign funds were being spent on personal activities. For example, after returning home from their Boise and Las Vegas vacation, Duncan and Margaret Hunter discussed how the campaign card had been declined as the family had “racked up a $600 minibar…and more charges at Caesars…” as well as a $200 family breakfast, the “kids room service” and pool drinks, and gift shop purchases.  And, despite falsely telling the campaign treasurer that the various charges related to their 2015 Italy vacation “were mostly military/defense meet related,” Margaret Hunter emailed a friend that “Italy was amazing.  Truly our best family trip so far.  Like that saying ‘if traveling was free you’d never see me again’!”

JUDICIARY: The Administration of Bail by State and Federal Courts: A Call for Reform - Watch The Cluelessness When It Comes To The Child Welfare System

Karen Bass needs to be called to bear witness because she was a co-founder of the Congressional Foster Care Caucus, which has done absolutely nothing except for putting on fun little photo op campaigns to cover up the trafficking of tiny humans.

She knows what goes on in Foster Care because she is the spokestoken for the Foster Care Committee and, for a hot second, lead the charge of the Congressional Black Caucus, which runs the system by championing the chattel ranching property ownership labels of "black & brown", or rather what the latest segregationists like to call targeted populations.

Not once has she ever reached out to me, which is an automatic indicator of a willing participant of stealin' the children, land and votes.

And, if she has the audacity to make a public disclaimer that she does not know who I am, well, then I believe we have validation that she is one of the "Elected Ones".

I will allow Karen to respond to my statement.

Of course, I make no bones in displaying my disdain for the dumb ass gentlelady, for she is only one of the "Elected Ones".

The Caucus has a server, you know.

It is absolutely amazing how Shelton McElroy states that his mother was 14 when her rights were terminated and the only reaction was the "Legal Genius" (trademark pending) giving a proverbial thumbs up to the credibility of their distracting from the child welfare system.

Cicillini wants a judicial rubrik for judgement, yet, has no clue of the child welfare system, with the committee making no comment on the juvenile system, the criminalization of children or the predictive modeling crap that goes along with the dumb pretrial detention programs.

The commercial bail system is chattel ranching where chick touted how her family survived taking in foster kids

Another no money no justice moment where if you cannot afford bail you cannot afford an attorney and if you can mustard the money for representation, it will not be adequate, with absolutely no mention of Guardians ad Litem, who are not licensed attorneys, nor CASA volunteers, who are not even sworn civilian officers of the courts.

Not one mention of Child Protective Services.

What happens when the parents go to jail for an inability to secure a bail bond?

The kids go to foster care, but the Committee did not seem to find that to be a subject of interest.

What was of interest to me was that Mary Smith, who has a family bail bonds business, started out as foster parents.

You can do the math by calculating the number of foster children times the monthly foster care payments, and possible adoption tax incentives, but hey, what do I know?

I know the committee addressed nothing about trafficking tiny humans, but for this particular hearing, it is juvenile justice and the billions to be made in the private sector of chattel law.

How The NFL Traffics Tiny Humans - Trust Funds, Markus Koch & John Of God

Well, the first thing is found out that his foreign nonprofit, NFLPA Former Players Chapter of Seattle, Inc. was dissolved, May 3, 2019.

The NFLPA is reported in gross receipts of $423,975,288 and assets of $428,023,323, where all of its 39 former players chapters have no financial reports.

But, then, I found out the NFLPA has a board, where all of the members just so happen to have foreign corporate children's trusts.

Brazil 'faith healer' John of God surrenders to police

A Brazilian faith healer accused of sexually abusing more than 300 women has handed himself in to police, local media report.

Joao Teixeira de Faria, known as "John of God", was declared a fugitive on Saturday after missing a deadline to surrender to the authorities.

The cascade of claims against him began earlier in December, when a dozen women said the self-styled spiritual healer had abused them at his clinic.

Mr Faria denies the allegations.

The medium is based in the central town of Abadiania, west of the capital Brasilia, but has followers worldwide.

How did the surrender play out?

Brazil's O Globo newspaper reports that the medium withdrew 35 million reais ($8.9m; £7m) from several bank accounts on Wednesday - convincing authorities that he could be planning to flee Brazil, or hide the money in case of future compensation claims.

Authorities responded with an arrest warrant on Friday.

On Sunday, mobile phone footage broadcast on Brazil's Globo TV showed Mr Faria, looking weary, getting out of a car and surrendering to police on a dirt road in Abadiania.

He was transported to police headquarters in Goiania, the capital of Goias state.

The medium can be heard on video saying that when he heard the abuse allegations "I surrendered to divine justice - and, as promised, I now place myself in the hands of earthly justice".

His lawyer, Alberto Toron, said he would file an appeal on Monday. He said he hoped Mr Faria might be held under house arrest, instead of in prison.

How did the allegations start?

Last week a Dutch photographer, Zahira Leeneke Maus, told Globo TV that Mr Faria had manipulated her into performing sex acts and then raped her.

Nine Brazilian women, who remained anonymous, also told the channel that the medium abused them on the premise of transferring his "cleansing" energy.

Brazilian TV channels broadcast the medium's arrival at a police station, a day after he was officially ruled a fugitive.

O Globo newspaper later said it had spoken to two more women with similar allegations.

The 76-year-old's representatives said he "vehemently rejects [allegations of] any improper practice during his treatments".

Mr Faria, who is not a medical doctor, has previously been fined and jailed for operating without a licence.

US TV host Oprah Winfrey travelled to Brazil in 2013 to meet him, and witnessed him performing so-called "psychic surgery" at his clinic.

According to ABC News, Mr Faria claims that the spirits of more than 30 doctors and other entities can enter his body, and that they perform the healings.

JUDICIARY: VAWA Reauthorization Hearing - Jolly Jerry Forgets Truth In Testimony, ICWA, TPR & Its Legacy - My Colored Commentary

U.S. Representative Cedric Richmond is the first elected official to state "Termination of Parental Rights" into the congressional record of Judiciary.

A quick overview on the history of VAWA.

The House Judiciary Subcommittee on Crime, Terrorism and Homeland Security will hold a hearing on the Violence Against Women Act (VAWA) which officially expired on September 30, 2018, but was briefly extended in continuing resolutions before expiring in December 2018. The hearing will examine the broad range of issues related to the harms inflicted upon women, men, and children in America through domestic violence, sexual assault and harassment, dating violence, and stalking, as well as Congress’ role in addressing these issues. The hearing will also explore the potentially devastating effect of not reauthorizing VAWA, and the tremendous impact a prolonged lack of funding could have on millions of survivors across the country.


Ratcliffe spoke in defense of Faith Based organizations being left out of the reauthorization of VAWA.  He raised the political partisanship in passing the extension.

No mention of CPS, foster care or adoption, but Julie Beck spoke about the Lesbian Powers of the LBQRSTUV Community in gender identity laws without broaching anything DNA database related.

She spoke about child sexual abuse.

Unfortunately, there was no one to properly expound upon the gender identity laws under chattel law, more intuitively known in the legal world as Ecclesiastical Law, which is being pushed through Public Private Partnerships in the rebranding of parental rights and the children's trust funds.

Fathers have been victims of VAWA in the layers of fraudulent billing in child support and child welfare programs, where there have been instances where a man identified as an aggressor strictly for the purposes of a mother obtaining services.

Yes, you have to check the box in order to access help.

Yes, the VAWA programs are crap, riddled with fraud, which brings a judicial determination to turn on the federal funding spigot for Targeted Case Management, Medicaid fraud.

Ramona Gonzales did speak of children being removed, without saying foster care, if there is a domestic violence situation which is why the national data of child abuse and neglect are corrupt.

Sarah Deer spoke of Native Tribes inability of prosecuting non tribal members or even crimes of child abuse and against women.

Odd how she never mentioned the Indian Child Welfare Act (ICWA) or its history of how the tribal constitutions developed, who was behind it, and the tribal exile based upon the blood quantum rule, as opposed to the one-drop rule.

It is time to address, in formal hearings, ICWA and all the covert "military" operations, including drug, child trafficking and money laundering on the reservations.

Gohmert got raw by asking the LBQRSTUV Lesbian why women must have "women only spaces" by loosely comparing it to "blacks only spaces". She responded by saying, "if women could experience these women only spaces, they will see how wonderful it is."  I would suggest she spend time in a women's only prison or go help mothers who have had their children legally kidnapped get them back.

Gohmert just brought up female genital mutilation as a violence against women, carefully guiding to the fact that it happens to girls, not women.

Richmond spoke on Termination of Parental Rights, as one of his first cases out of law school. No one has ever spoken upon this before.  He also mentioned CASA.  He made history.

Lieu spoke upon lack of resources for domestic violence survivors, homelessness, poverty, etc.  On a side note, your children can and will be removed, placed in foster care, under VAWA if you hail from "The Poors" (always said with clinched teeth).

How to stop discrimination and increase to access to domestic violence services for LBQRSTUV individuals: report fraud!

Yes, many Faith Based private contractors will not only turn their noses up at a LBQRSTUV individual seeking help, they will advocate termination of parental rights if there is a child involved.  Take for instance any christian child placing agency, perhaps, I shall use Bethany Christian Services, which is notorious for ignoring its foster children who are gay and ask for help from being raped.

Perhaps, we can go as far back as St. Vincent Sarah Fisher Residential Institution who never wanted to do anything when it came to little boys being raped by bigger boys, or men, because, homosexuality is frowned upon in self reporting to DHHS, which is why the typical form of help is to drug the pain away with Medicaid cost reimbursed services and  testing second generation antipsychotropic human subject lab rats for corporate sponsorship.

Heck, Faith Based child placing agencies will not even allow LBQRSTUV to adopt.

Grand Rapids does not allow LBQRSTUV youth into its homeless shelters, but I digress.

VAWA has turned into a Social Impact Bond experimental social services program and not a reparative response to the residuals of the peculiar institution, its original intent, a step to end human trafficking of women.

It seems Jolly Jerry of Judiciary forgot the Truth in Testimony, the bios, and legacy of VAWA, but then again, he was probably more focused on his impeachment proceedings because not everyone is allowed due process of the law, right?

Inside The Mexican Cartel's Unspoken Child Organ Harvesting Ring

Reports of a Mexico child organ trafficking ring emerged in 2014 when authorities suspected the Knights Templar cartel of kidnapping children and harvesting their organs for sale on the black market. Human organ trafficking is an issue in many developing countries where people are tricked into selling, and even donating, kidneys and other body parts. These organs are sold to wealthy foreigners who desperately need them.


However, in Mexico, this illegal trade took a disturbing turn when the organs being harvested started coming from kidnapped children. Mexican drug cartel trafficking is still a large problem, particularly in the areas bordering the United States, and it was made even worse when the cartels diversified into human trafficking. 
This details of how these innocent children were trapped, held hostage, and violently invaded for their body parts are gruesome and sad. Though, at least in the 2014 case of the Mexican drug cartel's human organ trafficking scheme, the police caught on and were able to save lives.

The Home of the Big Family was a respected orphanage in Zamora, Mexico. That is until authorities raided the orphanage in 2014 and discovered that over 500 children were being kept against their will in cramped conditions.
The orphanage, also known as the Casa de Mama Rosa, had been open for 40 years. Because of the guilt around the establishment doing the work the government was unable to do, inspections of the facility were notoriously lax. This explains why when authorities finally investigated the home, they figured out that in addition to horrible living conditions, the orphanage was at the center of a child organ trafficking scheme. Rosa Verduzco, or Mama Rosa as she was called, ran the orphanage and she and several other adults were accused of abusing the children. 
In addition to the appalling living situation, children with biological families were not allowed contact with them, children were starved and forced to beg on the streets, and many of them had their organs harvested.

Some of the organs harvested from children in Mexico might be used for witchcraft and satanic purposes. Bodies found with their livers and hearts brutally removed are proof of this according to Dr. Lopez-Neblima, a surgeon at a Mexican hospital. He claimed that organs that were clearly removed with no delicacy were likely not intended for transplant use. Instead, the organs were probably for Santa Muerte (Saint Death)

An earlier event hinting at the increasing child organ trafficking crisis faced by Mexico involved a truck at a checkpoint in Villa Victor-Chinicuila, Mexico. Authorities searched the truck and found dozens of frozen bodies with their organs removed. Some were children and others were adults but all were dead. The story gets hazy from there as the truck disappeared after the police arrived.
In another case, a truck stopped in Tierra Caliente also had bodies with missing organs in it. The bodies were confiscated, but again, no follow-up was reported. Early indications that Mexican police didn't take it seriously that an organ trafficking ring was on the rise.

In 2014, a group of children from Mexico City were kidnapped by members of the Knights Templar cartel. Their parents had given them permission to go on the beach outing with their school. The children never made it to the beach. Luckily, a stolen van was intercepted when it made it a wrong turn and ended up in the city of Tepalcatepec, Mexico. In the back of the van, the children were found in a refrigerated box. Thankfully, they were wrapped in blankets and still alive. Authorities believe that the kids were on their way to an ocean side port owned by the cartel where their organs would likely have been harvested.

In 2014, four children were walking to school in Mexico when they vanished into thin air. Days later, their bodies were found in a shallow grave in an undisclosed location. According to sources, the children had been disturbingly mutilated - their chest organs had been removed prior to their burials. The story was hushed up with almost no trace of it appearing anywhere. Officials from that part of Mexico claimed that there was no proof of organ harvesting in the case despite the very telling details regarding missing organs.

The demand for organs is never ending, especially in the U.S. That demand has led to some doctors breezing over any kind of investigation into where organs are coming from before performing procedures. The lack of protocol and desire to take more people off the donor registry lists has led the cartel to traffic more and more.

Migrants traveling from parts of Latin and South America walk through Mexico in order to reach the United States. Some of these migrants are children, traveling alone, usually to meet up with adult relatives on the other side of the border. Others are simply seeking asylum in a safe country far from guerillas, cartels, and war. These kids are preyed upon by human traffickers who sell them into slavery, prostitution, or who harvest their organs, leaving their bodies in shallow graves or out in the open.

According to sources, the children kidnapped for organ trafficking fit a specific profile that the kidnappers look for. They are after kids who fit certain physical characteristics, such as height and weight, possibly to match organ recipients. Also, these children are usually in a particular age range: 7 to 10-years-old. Younger kids are often trafficked for adoption not organ harvesting.

In America, we know the Knights Templar as a secretive organization that may hold the key to many mysteries, including where the real holy grail lies. However, in Mexico, the Knights Templar cartel only shares its name with this ancient sect and none of its noble intentions. The crime ring split from the Familia Michoacana cartel in 2011 and is suspected of being heavily involved in child organ trafficking, as well as extortion, and illegal mining and logging. Prior to this, the cartel's main source of income was in drug trafficking.

What's unusual about the Mexico child organ harvesting cases is the fact that the children are found with their hearts and livers removed. Most cases of organ trafficking involve kidneys, since they are easily removed and leave the victims alive with one functioning kidney. People in developing countries have historically been either tricked or forced to sell their organs, though they may receive several thousand dollars in return. The sudden focus on children for harvesting may be a way traffickers have sought to cut their costs.

Back in 1994, reports emerged of mobs attacking children and removing their organs for transplanting, killing them in the process. Although some people believed that the stories were made up for political gain in order to make the country seem unstable, seemingly credible eyewitnesses claimed to have seen the evidence themselves. One such witness saw a child being "caressed" at the side of the road by a woman. The child was reported missing and the eyewitness was later attacked by a mob who beat her until she was comatose.

Some of the people who have lost loved ones to organ trafficking are afraid to speak out. Many who do use pseudonyms so that they can't be identified. One such person, who identified herself to a reporter as "Camila" pointed out that going to the police is just as dangerous as confronting the "bad people" since the cops are usually either involved with the cartels or paid off by them to look the other way.
A researcher for Amnesty International agreed with this sentiment and pointed out the questionable police work done by authority figures, many of whom are afraid of angering the cartels. This leads to few places for parents to turn when their children get abducted by organ traffickers.
