This seems to be the first presentation of jurisdictional hierarchic re-structures for prosecution.
In that conjugal collaborative effort, federal, state and local jurisdictions are re-structuring the administration of justice.
Someone in the community says, "Hey, DOJ! Stop the Meanies!"
DOJ says, "I do not know what to do?"
Someone in the community says, "Look over here! http://beverlytran.com, etc."
