What this means is that most individual eligible voters will leave this section blank, allowing someon like an authorizing corporation or other entity like a Guardian ad Litem who has had parental rights transferred by the court, to a private, state, asset forfeiture entity like ARC or Bethany Christian through the schools, or Catholic Charities, can, through legal authority, come in and do an ad hoc signing, to steal the vote.
